N EW U LM – There was one voice of dissent at Monday’s October 17 Board of Commissioners meeting for Brown County in New Ulm over the purchase of a pole camera for law enforcement in the
Sheriff’s Office. There were several questions about the purchase from all commissioners at the meeting, but Winschitl was concerned about abuse. “This has big brother written all over it,” Winschitl said. “You aren’t going to be Sheriff forever.” Winschitl said there is a poten-

Above, SPHS exchange student Kanyanat (Fo) Laocharoenchai (left) and her host sibling, Reign Harmon. Saint Peter High School is fortunate most school years to have foreign exchange students attend classes here. These students provide a valuable opportunity for our
students and staff to learn about a new country and culture, as well as teaching them about life in the U.S. This year’s SPHS has four exchange students attending classes here. The following is her Q&A profile: Parents and family members in Thailand: My family has five mem-
bers. My father is Taveesit and my mother is Sukanya. I have two older sisters – Benz and Che. I am the youngest child in my family. St. Peter Host family members: Host parents are Nancy & Jay Harmon and host sister is Reign Harmon. Hometown in Thailand: My hometown in Thailand is in Khonkaen. Hobbies and interests: My hobbies are cooking, going shopping,

tial for future abuse, despite Brown County Sheriff Jason Sedl’s explanation that the pole camera wouldn’t be in stationary use but only for “targets” who are specific to an existing investigation. No warrant would be needed as the deputies from the Sheriff’s Office would place them on publicly owned assets, blended in and hidden from view for stealth surveillance on a subject. Brown County Attorney Chuck Hanson compared it to “a set of eyes” on a stakeout but saves money on manpower because the county would not need to pay two deputies to conduct the surveillance in person. Other commissioners, except Winschitl, agreed. The board ultimately passed the resolution to make the pole camera purchase. Other county business involving the Sheriff’s Office included Sheriff Seidl and Chief Deputy Jeremy Reed, who spoke on a purchase of ARMER Radios with AES Encryption, purchase for ceiling projector directional lights, opioid settlement funding grant application, MCIT camera in county jails grant application, set-aside account for vehicle purchases and maintenance, monthly report of activity and (with Jail Administrator Steve Appel) purchase of body camera and mobile video/squad cameras.
