Heartland Hydrogen Energy Hub Allotted $925M for Clean Energy Subsidies By Robert Lawson Publisher info@nicolletcountyledger.com
It is no secret that the White House under Joe Biden and Minnesota Governor’s Mansion under Tim Walz are shelling out billions to support a growing renewable energy sector. We all read negative headlines from time to time about problems with electric vehicle charging infrastructure, electric vehicle (EV) battery efficiency and environmental issues related to lithium mining, wind turbine recycling and solar panel production (mostly in China). These reports aren’t unwarranted. Biden has committed money to states that need more EV charging stations and Minnesota has two corridors with more than 150 applicants at last check that were seeking funds for stations along two Interstate freeways in the state. Walz recently announced hundreds of
millions in other infrastructure upgrades heit. However, it requires a certain level any application. Federal subsidies totaling around $7 billion were awarded to seven regional hubs for hydrogen power infrastructure to be centered. The hubs are located at strategic geographic locations across the country. Minnesota is part of the Heartland Hub. The other six are Pacific Northwest, California, Gulf Coast, Appalachian, Mid-Atlantic and Midwest. IBEW claims members are already at work on projects jumpstarted via these federal subsidies. That only includes four projects with actual labor contracts so far, and none in Minnesota’s hub location. Hydrogen only emits water or water vapor and can assist or replace a wide variety of natural gas applications that emit CO2 into the atmosphere. It can

Cannabis Law Loophole Draws Discussion, Confusion and Ambiguity Among MN Enforcement Agencies
According to Federal Funds Information for States, or FFIS, allocation estimates for Minnesota total $7.4 billion, as of their most recent update on April 19, 2022. Most of this funding, roughly $6.1 billion, must be matched by nonfederal resources. Governor Walz and Lt. Governor Flanagan are committed to securing these critical matching funds in the upcoming FY 2024-25 biennial budget. Image: Minnesota Management and Budget Office.
South Central Minnesota Cities Awaiting Millions from Infrastructure Spending By Robert Lawson Publisher info@nicolletcountyledger.com
Saint Peter could be getting some needed funding, part of Gov. Tim Walz’s infrastructure plan recently announced in addition to the $48 million likely headed to Mankato to build a state-of-the-art crime lab facility for the state’s Bureau
of Criminal Apprehension (BCA). Saint Peter could receive $13 million for water and sewer upgrades that are planned in the city. The money for the BCA comes from a projected appropriation of $142 million for public safety, while the water and sewer upgrades in Saint Peter would come from a projected $215 million set aside for water and transportation infrastruc-
ture in the state. A Minnesota State Patrol building might also be part of a package in the area, but it is still unclear where that facility would be built. The legislative session begins midFebruary and counties and cities in Minnesota are eagerly anticipating more public funds to upgrade and/ or repair much infrastructure across the state.
Synthetic cannabis products like these are being sold in some retail stores in Minnesota, and it is unclear who is in charge of regulating these products. This created a loophole for their distributors and wholesalers. By Robert Lawson Publisher info@nicolletcountyledger.com

Ten Minnesota human services organizations representing seven initiatives received Circle of Excellence awards from Commissioner Jodi Harpstead last fall. The 2023 award winners pro-
vide essential services to refugees, Indigenous youth and elders, families with children, people who have public health insurance and people who are starting their recovery journeys. Innovations include offering
Indigenous food options and caring for pets so their owners can enter substance use disorder treatment. In announcing the winners last fall, Harpstead said: “Each year,

enforcement officials including the Nicollet County Sheriff Dave Lange and others in Minnesota. A meeting took place among cannabis regulators and law enforcement recently. They met on January 11, according to a report by MinnPost, to discuss reports of hemp retailers selling raw cannabis flower that is really just actual cannabis. Another recent headline detailed the botched background check process in the initial hiring for manager of the Office of Cannabis Management, so the state had to reschedule and announce an entirely new recruitment effort for the top pot watchdog. After an
audit found that background checks and procedures weren’t conducted effectively in the Walz administration before the Governor appointed Erin DuPree on September 21 last year to lead the OCM. She resigned two days later, when reports and rumors surfaced that she had sold illegal products through her Apple Valley-based company Loonacy Cannabis Co., according to reporting from both AOL and FOX9 in the Twin Cities. DuPress was vice president of sales and operations and some unpaid tax liens were also later discovered. Along with the state health department and other state offices, Minnesota cannabis regulation was discussed at this summit as it relates to the flower sales in various unregistered hemp stores. The new law passed, in fact, does not even cover flower sales in the products regu-
lated by the agency that regulates medical sales, the Office of Medical Cannabis in Minnesota. Right now, the medical division under the health department is overseeing the sale of hemp-derived edibles and beverages until a permanent Office of Cannabis Management is established in the state. The push and rush by Democrats and some Republicans alike has not addressed the effective regulation and legal enforcement issues that persist in cities, counties and rural township areas throughout the state that relies on state guidance for their approach. County and city attorneys such as those in Brown and Nicollet Counties are grappling with uncertainty and trying to coordinate efforts with the state, or in some cases just waiting to hear something further than what
