Stay Connected and Be in the Know The City of Vista utilizes many different tools and media in order to keep residents informed about city happenings and City Council discussions and has established multiple methods of communication to keep residents connected. Whether residents want to stay informed all the time or just during emergencies (see Receive Local Emergency Notices page 7), staying informed is a priority for the city. Following are just a few of the many ways the City is working to keep its residents informed: • Vista News Center, the City’s online News page. Sign up for Monday morning e-briefs sent directly to your e-mail, or check VistaNewsCenter.com for weekly updates. • E-Notifications, customize news by selecting the type of information/category of news/activities. • Access Vista City mobile app provides information and a “report a problem” tool. • Social Media: Facebook, Twitter, Instagram, and NextDoor. In addition to these tools, the City of Vista is constantly updating its website CityofVista.com with relevant and important information. Residents can also watch the City Council meetings online on the City website the day after each meeting or the following Friday on cable. Leveraging Road Infrastructure to Improve Traffic Flow The City’s street resurfacing investment has increased in recent years, providing residents smoother and safer driving on Vista’s main roads. Additionally, the new gas tax is providing the City with an additional $558,000 which will help fund additional road improvements. This supplementary amount will provide funding to improve the condition of the public roads in residential neighborhoods. The challenge, however, is helping to keep the traffic flowing through the city. “Pass-through” motorists have increased because Vista is strategically located between Highways 78 and 76 and drivers cut through the city to get to other local neighboring cities. The pass-through drivers are commuting along with Vista residents during the peak morning and evening travel times and this is creating significant congestion. Due to the limited opportunities to reassign whole or partial street lanes for other uses to manage traffic flow, the key question for city staff is: How does the City maximize the effectiveness of the current roadway system within its current budget, and at the same time, create ways to move traffic more efficiently? As the state and federal dollars that once leveraged key projects have eroded over the years, the City has tried to pave the way out of congestions by implementing innovative short-term construction solutions and mapping out longterm strategies that can be put into action when funding becomes available. These factors are causing the City of Vista to become more innovative than ever before. One example of this is the City’s move to implement low-cost improvements to get as much out of Vista’s current road capacity, such as converting extra street space into a new travel turn lane. An example of this is the addition of the a third southbound “through-lane” on Civic Center Drive and Phillips Street to accommodate vehicles moving into the right-turn lane to westbound Highway 78. The new lane is reducing the frequency of traffic back-ups in that area. Another method is to add lanes to existing streets to reduce congestion and an example of this was along N. Melrose Drive where a third lane in both directions was added by restriping the road to help move
traffic more efficiently. These project examples are two of the simple, relatively inexpensive improvements outlined in the City’s Traffic Congestion Management Plan - which categorizes and prioritizes short or long term solutions to traffic congestion. The City has plans to widen Civic Center Drive at Postal Way to reduce congestion at the intersection and is currently finalizing designs for the Vista Village and W. Vista Way intersection. During the next two years, the City will also be installing technology to synchronize the traffic signals throughout the city. As an organization, the City is determined to deliver the best transportation infrastructure to its residents, not just for today, but far into the future. The more the city can leverage the current infrastructure assets it has today, the better able the City will be able to provide the right infrastructure for the upcoming generation of residents.

Slowing Speeds with Traffic Calming Devices Vale Terrace Drive Roundabout | Winter 2017 Heading to the Moonlight Amphitheatre this summer or to Brengle Terrace Park? A new roundabout along Vale Terrace Drive was recently installed to slow motorists and increase pedestrian safety for those walking on the nature trail that extends across Vale Terrace Drive. When feasible, the City of Vista builds roundabouts because of their proven safety record and ability to make it easier for pedestrians and bicyclists. Guajome and Terrace Drive Roundabout | Spring 2018 A new roundabout at Guajome and Terrace Drive on S. Santa Fe Drive will be built as part of the recently launched construction of the second phase of the Paseo Santa Fe Street Improvements Project.

New Dining Options Coming to Vista Recently opened restaurants have added to the number of dining options in the downtown area. In addition to the 18 current breweries in Vista, four more are in the planning stages. Restaurants recently opened or coming soon: • Wildwood Grill on Civic Center Drive • Poki Poki in Vista Village • When Pigs Fly on Main Street • Milk Organics on E. Broadway • Mikko Sushi on Main Street • Swami’s Café, summer, 2018 • Dog Haus, summer 2018 • Raising Cane’s, fall 2018 Private brokers are working with other companies in the downtown Vista Village area and more news will be shared on the City website and through social media as soon as the City is notified.
New Park Design for Civic Center Drive City staff has begun gathering input from the community regarding a new park planned for Vista. The one-acre property is located along Civic Center and Pala Vista drives, just north of the Sprinter station and Highway 78. Two community workshops, held in March, provided residents the opportunity to weigh-in on what they would like to see at the park. The goal is to design a park to help meet the community’s recreational needs and also provide a welcoming entry way into the city. The park replaces old, deteriorated buildings demolished by the city last year. The project is along one of the city’s main thoroughfares and is part of the city’s ongoing effort to remove blight, particularly at key entry points into the city, and to add community green space. This newest park amenity adds to the City’s park inventory. Last year, two public skate parks were opened along N. Santa Fe Avenue. New Downtown Kites Display Set for May The City’s 10th Kites Over Vista exhibit will be installed before the Memorial Day weekend. Wave Waterpark Adds New Water Feature Fourteen-year-old Rippity’s Rainforest at the City owned and operated Wave Waterpark has been “retired” due to years of deterioration and use by many young park users. A new spray pad is currently under construction on the former Rippity’s site. The water feature is a single level spray ground with multiple water features designed to delight children and provide a safe area for them to play. The new feature will use recycled water and will be less expensive for the City to maintain. The new water pad is expected to be completed in time for the Wave’s summer opening on Memorial Day weekend. i

Mayor Delivers State of the City Address Mayor Judy Ritter recently delivered Vista’s 2018 State of the City Address as part of the Vista Chamber of Commerce’s annual State of the Community program. Mayor Ritter’s address highlighted the city’s significant accomplishments of the previous year and outlined upcoming goals in the areas of traffic and street improvements, public safety, economic development and other quality of life issues. Downtown Peace Pole Installed Artist Lyn Berry has created an eight-foot tall vinyl pole inscribed with the words “May Peace Prevail on Earth” in seven languages. The pole has been donated by the artist to the City of Vista and was installed on Main Street, across from the Village Café. The City’s Public Arts Commission recommended the installation to the City Council, which approved the donation to the City in February.
Receive Local Emergency Notices by Registering for AlertSanDiego Residents can register multiple cell phone numbers and email addresses with San Diego County’s emergency notification system called AlertSanDiego. The system will provide emergency alerts, including evacuation notices, to your registered mobile devices and email. Because the system uses the 9-1-1 database, only landline numbers are in the system automatically. If you have a Voice over IP (VolP) or cell phone and would like to be notified over that device, or if you would like an email notification, you must register those telephone numbers and/or email addresses for use by the system. i

City Saves Energy While Adding Downtown Lights Recently the City doubled the number of street lights in downtown Vista to improve the light output along the sidewalks and streets. Older light poles have been replaced and the new and existing street lamps have been replaced with Light Emitting Diode (LED) street lighting. The new, higher illumination is expected to enhance the downtown experience and make downtown more inviting to visitors. In addition, by retrofitting downtown’s street lamps, Vista is saving annually in energy costs and reduced spending for replacement lamps each year. Sidewalk repairs to improve pedestrian access have also been completed. “Wayfinding” signs have been installed around downtown to make the city more accessible and inviting, directing the public, especially visitors, to the community’s many downtown amenities and public parking areas, thus reducing congestion and confusion - so that visitors have more time to enjoy what downtown has to offer. i

Creek to Bay Cleanup: April 21 The 16th Annual Creek to Bay cleanup is Saturday, April 21 from 9 am-Noon. The City of Vista in partnership with I Love a Clean San Diego is hosting a cleanup at Buena Creek. Volunteers will meet at the Burlington Coat Factory parking lot, located at 650 Sycamore Avenue. i

America Helping Americans Helping to Support Vista’s Adopted Marine Unit As part of the America Supporting Americans Adopt-a-Unit program, on June 24, 2008, the Vista City Council “adopted” the Marine Light Attack Helicopter Squadron 369 (HMLA-369). The program’s purpose is to help Vista residents bond with the brave servicemen and women who protect and serve the United States. Who is HMLA-369? The HMLA-369 is a light attack helicopter squadron within Marine Aircraft Group 39 based out of Camp Pendleton, California. Known as the “Gunfighters,” HMLA-369 has proven itself as the premier attack helicopter squadron in the Marine Corps. The HMLA-369 mission is to provide combat ready expeditionary aviation forces, capable of short notice deployment anywhere in the world. How Can Residents Get Involved? SPLASH CAMPS (Ages 7-15) Visit the Wave for a fun camp experience! Each participant receives a t-shirt. Bring a swimsuit (one piece for the girls), sack lunch or money for lunch, towel, sun block, goggles, and dry clothes. COUNSELOR-IN-TRAINING PROGRAM (Ages 12-15) Our CIT program is designed for youth who are interested in developing leadership skills and assisting with running camp games and activities for younger children. JR. LIFEGUARDS (Ages 10-15) Join us for a week of fun, water skills, and actual lifeguarding opportunities. Participants will be taught and tested on skills from water rescues, and CPR, to first aid and spinal management. You’ll learn whistle signals, hand signals, and how to better handle emergency situations with confidence. Program is conducted weekdays each week from 7:30 am – 2 pm. Extended program until 4 pm with waiver. No session week of July 4. Fees: $135 per weekly session per student.

SWIM LESSONS (Infants -Adult) We provide lessons at all levels that help swimmers develop confidence and competency in the water. Swim Lessons begin April 9, 2018. Enroll online or call. Space is limited. CLASS LEVELS STARBABIES: (6 mo - 3 yrs) Designed to be an infant’s first introduction to water adjustment with an emphasis on parent participation/education. One child per adult.

STAR TOTS: (3 - 5 yrs) For children ready to attend class on their own. Focus on swim readiness skills and safety. SWIM SCHOOL: (3 - 5 yrs) For children with beginning or no formal swim instruction. Class emphasis on breath control, submerging, front & back floats to intro to treading and freestyle and backstroke. STROKE SCHOOL: (5 yrs+) For children with a good foundation in water skills. Students will go from freestyle and backstroke review to butterfly, followed by breaststroke with skills for swim team. ADULT: (16 yrs+) For adults at any stage from beginning water adjustment to stroke refinement.
PRIVATE LESSONS Private Lessons are available beginning April 9 for all ages and levels. $90 for four 30 minute sessions. Additional siblings, using the same instructor, are $10 off. Available mornings and evenings Mon – Thurs., and Sat. mornings.

BADGE PROGRAMS (Ages 7-15) Have one of our knowledgeable and certified lifeguards teach your group about water safety, first aid, swimming techniques, or just have some water fun! Programs last approximately one hour and include a behind the scenes Wave tour! Programs available any day and time during normal Wave hours. Select Water Safety, First Aid, Water Fun, or Swimming. Fees: $20.95 fee per person (minimum of 10 participants). Fee includes waterpark admission for entire day.
BABYSITTING CLASSES - BLAST! (Ages 11+) BLAST! (Babysitter Lessons and Safety Training) teaches the current practices for safety and injury prevention and basic first aid. Participants will learn skills in interviewing for a babysitting job, select safe and suitable games and activities, prevent accidents, and perform first aid. Classes are July 21 or Sept. 8 from 10 am – 2 pm. Fee is $50.
CPR/FIRST AID/AED CLASSES (Ages 14+) This course includes certification in CPR (Adult, Child, Infant), First Aid, and AED (Automated External Defibrillator). Classes are June 30 or August 4 from 11 am – 5 pm. Fee is $50.
FLOW RIDER CLASSES (All Ages – Must Meet 42” Height Requirement) We are home to North County’s only simulated wave! Classes are for all skill levels, from those who are just learning how to stay up on the surface, to those who compete in competitions. Fees: $50 per weekly session per student. Classes are held Monday – Thursday weekly from June 11 through August 9. Beginner classes are 5:30 pm – 6:10 pm; Intermediate and Advanced classes are 4:45 pm – 5:25 pm.
WATERPOLO CLASSES (Ages 7+) For the beginner looking to learn the game and basic skills, this is a great introduction for future athletes looking to play waterpolo in high school. Must be able to swim 100 yards without stopping, and tread water for one-minute without using hands. Two sessions available: July 23 – 26 or August 6 – 9 from 5 pm – 6 pm. Fees: $50 per weekly session per student.

Attention parents! Imagine having a night to yourself while your kids get to experience four hours of non-stop fun! The City’s Recreation program offers just that at only $10 per child (for ages 5 – 11). Drop your kids off at the Jim Porter Recreation Center then enjoy a break. Imagine dinner and a movie, or just quiet time at home. Our Recreation staff will provide lots of games and activities including arts and crafts, board games, and more. Established in 1845, the Adobe is Vista’s birthplace and today welcomes visitors to experience this restored treasure. Over the decades, the Adobe has welcomed dignitaries and Hollywood stars of yesteryear. In the summer, the Adobe Day Camp takes youngsters back in time to experience life as it was in the 1800s. Fun Things To Do The Center is host to numerous activities and clubs, from our free monthly movie, bridge, knitting, music appreciation, painting, scrabble, quilting, and more. Call for information.
SERVICES Nutrition Program A nutritious lunch is served weekdays at noon for adults age 60 and above. Suggested donation for lunch is $4 for ages 60+; $8 fee for those under age 60. Reservations required the day before by 1 pm. Bingo for Prizes is offered to lunch participants on Tuesdays. Transportation to the Center for lunch is available to Vista residents. Suggested donation for roundtrip transportation is $1. Homebound seniors in Vista, who are age 60 and over and meet qualifications, are eligible to have a meal delivered to their home weekdays, and two frozen meals for the weekend that are delivered Fridays. Out and About Transportation Seniors no longer able to drive are provided transportation in Vista via minibus ($4 roundtrip) or volunteer drivers in personal cars ($6 - $12 roundtrip) to take care of everyday needs. Taxi scrip is available for $8 good for $20 in fares. Call 760.643.5284, 9 am to 1 pm, Monday through Friday, for advance reservations or information.
