New City Budget Provides for High Quality Services With a steady economy and positive economic indicators, the City is well positioned financially and is increasing city reserves to better be prepared to weather future fluctuations in the nation’s economy. The City has set its annual spending plan for Fiscal Year 2018/19, which runs from July 1 through June 30. The $78 million operating (General Fund) budget covers everyday important services, such as fire and law enforcement protection, road and park repairs, recreation services, and youth and senior programs. This balanced budget keeps the focus on GENERAL FUND OPERATING BUDGET protecting city investments and providing high-quality services to Vista residents. The Capital Improvement Budget, which funds long-term infrastructure projects such as street improvements, traffic signals, sewer infrastructure, park upgrades, and the Paseo Santa Fe downtown improvements, will fund $46 million in projects across the city during the next two years. i

General Municipal Election: 2018 General Municipal Elections are conducted every even-numbered year and are consolidated with the State General Election. The next Vista General Municipal Election will be held on November 6, 2018. The Mayor and two City Council seats are up for election. The City of Vista is governed by a five-member City Council composed of the Mayor and four councilmembers. The Mayor is elected at-large, which means voters of the entire city elect the Mayor. In 2017, the City Council approved moving from an at-large to a by-district election system for City Council seats. By-district elections divide the city into geographic areas in which voters select one council representative who also lives in their district. Two district seats are up for election in 2018: District 1 and District 4. Registered voters in these two districts will vote for their district representative. Voters in Districts 2 and 3 will vote in 2020 for their district representative. In addition, the City has placed two initiatives on the municipal ballot: • Vista Commercial Cannabis Initiative • Vista Commercial Cannabis Tax Initiative Vista residents may register to vote at any time; however to vote in a particular election, the individual must register at least 15 days prior to that election. To be eligible to vote, a person must be a U.S. citizen and 18 years of age on or before the Election Day. To Register to Vote • San Diego Registrar of Voters: sdvote.com. • Voter registration forms are available at the Vista City Clerk’s Office, 200 Civic Center Drive; U.S. Post Offices; public libraries (including the Vista Library); the DMV; and other public buildings. Important Dates • To vote in the November 6, 2018 election you must register to vote by October 22, 2018. • Deadline to request a vote-by-mail ballot is October 30, 2018. • Absentee ballots may also be obtained from the San Diego County Registrar of Voters. 4 | CI TY NEW S

E. Vista Way Safety Improvements Median Construction Project Underway Crews are in the final phase of installing a raised median on E. Vista Way from Civic Center Drive to Williamston Street. The project, funded by a federal highway safety improvement grant, eliminates left turn lanes across the road where there have been a number of accidents. The new median will eliminate future left-turn vehicle collisions. The median’s landscaping will also enhance the appearance along this section of E. Vista Way. When the installation is complete, the road will be repaved and re-striped. The segment will include a new third northbound lane to help reduce traffic congestion. The City Council also approved the installation of a traffic signal to allow for left turns from the south bound lane into the Barnicle’s gas station. The traffic signal, paid for by the gas station owner, is being constructed separately under a contract between the owner and Lekos Electric. i

A Full Stop is Well Worth It One of the most common traffic tickets issued to drivers in the state of California is for the rolling stop, better known as the California stop. Drivers approach a stop sign, slow, and then round off the turn without completely stopping. When drivers approach a stop sign, they are supposed to make a clear, full stop to avoid posing a danger to other drivers or pedestrians. Stopping at stop signs in your neighborhood may be the most important place to completely stop. Once drivers get in the habit of rolling through the neighborhood stop sign, they begin to pay less attention to what they are doing. A driver may glance in both directions, yet miss the car coming towards them. Let’s keep our community safe and always come to a complete stop to avoid collisions, pedestrians, and fines. The extra few seconds coming to a full stop will be well worth the wait.

Prepare Long Before Wildfire Threatens There is always the potential for wildfire and fire safety and preparedness are a year-round practice in Southern California. High winds and low humidity can transform a small, easily controlled fire into a catastrophic event. Long before fire threatens, be prepared, ready, and plan your evacuation. • Maintain defensible space around your home (ReadyForWildfire.org) • Remove or isolate plants known to be highly flammable • Make a list of items to take during an evacuation • Learn alternate ways out of the neighborhood in case your usual way is blocked • Plan how to transport your pet, if necessary • Designate an out-of-area contact through whom family members can relay information • Do not leave garden sprinklers on: it reduces water pressure necessary for firefighters • Listen to local TV/radio news. Check the City’s official website at CityofVista.com or the City’s social media sites for updated information. • If officials instruct you to leave, do so immediately. Your family may not be together when disaster strikes, and it is important to plan in advance: how you will contact one another; how you will get back together; and what to do in different emergency situations. To learn about how to prepare, plan and stay informed, visit ReadySanDiego.org. Becoming and staying informed is the first step to living safer and smarter.
