The Baking Renaissance in London The baking industry is booming. Again. It never stopped, but for a while most baking happened on a commercial scale, supplying the corner shops and supermarkets with well-known brands. Nowadays, people are interested to know where their bread is made and many want to buy locally. The baking renaissance means that across London (and other places) tiny spaces are being turned into bakeries. Cafes and restaurants have on-site facilities and railway arches are quickly being turned into working bakeries. But this doesn’t mean that all bread is artisan. There are huge bread making factories all around London. Some of them are hidden, unassumingly, in residential areas. These large-scale bakeries are expanding too. Competition is high and big brands are making more varieties of bread to keep up with trends. Sourdough is the capitals go to slice on any well-respected foodies’ menu. Gluten free bread is also selling more than ever before, perhaps due to the slightly self-diagnosing culture we live in now. The working-man’s caf is still selling the sliced pan - and it is still, unsurprisingly, the UK’s biggest seller, accounting for more than 80% of the total bread sales. (FAB, 2017) In inner London, it’s impossible not to notice the explosion of artisan baked goods. Market stalls are brimming with loaves of speciality bread. Sourdough has become a sort of self-sustaining micro economy as bakers are not only producing the bread to sell, they are also giving master classes. Those same students are then setting up their own bakeries, and so the cycle continues. Courses are not cheap; they are aimed at people wanting to pursue a career in baking. The thing about the baking industry is that there is room for more - we are a nation of bread eaters consuming around 12 million loaves a day (Bureau, 2017). That’s about one fifth of a loaf per person per day in the UK. Large scale commercial bakeries are responding to the new (frankly, tastier) products by shaking up their own brands and initialising campaigns such as the Slice of Life Campaign which aims to combat the negative media about bread. (Bakers_Federation, 2017). Countering that campaign is The Real Bread Campaign whose aim is to promote bread-making that doesn’t use processing aids or other artificial additives (Sustainweb, 2017). Another of their aims is to challenge misleading marketing of industrial loaves. Big supermarkets want to offer and match what is available from a small bakery. The Real Bread campaign says it’s "annoying, because it is blurring the lines between loaves that just look rustic" (Mesure, 2013). The commercial and artisan bread sectors are like two totally different worlds – both just happen to be made of bread. My bread eating habits have changed with the trend – I have fallen for sourdough. A trip to my local coffee shop, aptly named Loafing, keeps me in sourdough stock for the weekend. Three pounds fifty well spent. Weekday bread normally consists of a rye loaf from Lidl. The occasional seeded brown sliced pan might make it into my home for a toasted cheese dinner, when I’m too lazy to cook a proper meal. I think I am typical of most 30 something year olds who value the taste of good food. I don’t see myself going back to the sliced pan days. This research examines London’s current wholesale baking industry. I have identified 46 wholesale bakeries in London as a sample of the sector. To keep the study consistent, my sample set of bakeries makes mainly bread, as well as other baking products, which includes cakes and other items, however they are primarily bread makers. From this sample set, I have examined the type of space each business uses, dividing them into 4 main categories; railway arches, industrial, integrated and high street. Space is a crucial component for the sector. With growing concerns about rapid development in the city, and land use being taken over for housing stock, I wanted to see how much space a single 5

industry takes up. The types of spaces have been investigated and a closer look at bakery footprints informs us of the requirements for the sector. It also examines the data available, including employment numbers and the financial contribution to the economy. Mapping the sample set helps us understand the locations of the industry in the city. I explored one bakery in Bermondsey as a case study. This business acts as a guinea pig bakery, that can tell the story of a working bakery. By having a semi structured interview with staff members, qualitative and quantative information is gathered. This gives an insight on a personal level, which is a valuable tool to gain a real understanding of the industry. The research hopes to uncover hidden delights and facts about an industry, that we are all connected to every time we eat a sandwich or butter a slice of toast. Through anecdotal evidence, the anxieties about industrial land loss and the rapid rate of development are discussed with the people within the sector to gain an understanding of what may lie ahead for the industry in London.

Bread, Codes and Categories Baking is a form of manufacturing and is listed in the government’s official Standard Industrial Classification (SIC Codes) of economic activities under Section C – Manufacturing: 10710 Manufacture of bread; manufacture of fresh pastry goods and cakes. 10720 Manufacture of rusks and biscuits; manufacture of preserved pastry goods and cake. SIC codes sections are very broad and while the breakdown of industries within each section is specific and is correctly described and represented (as above), many planning policy documents only refer to the main section. When this happens, it means that figures for specific industries are difficult to obtain. For example, within Section C (manufacturing), industries like baking are grouped together with industries that manufacture military fighting vehicles, that manufacture earthmoving equipment or that manufacture women’s underwear. (CompaniesHouse, 2015). It’s very clear that each of those business types are hugely different in operation. Some are suited to operate on a high street, or on a predominantly residential street, and others need a large site and need to operate noisily to do business. Many planning documents and policy research doesn’t break up the industries into their individual SIC categories, instead opting for the catch all section – Manufacturing. This means that research is given to policy makers, politicians and stakeholders that contain information that is very general, which then allows for misleading assumptions and judgements to be made. This is not good. Census Data shows that there are 127,000 manufacturing jobs in London in 2016 (ONS, 2016). Somewhere in there is the bakery industries employment figures. However, there are exact figures for the UK - 2016’s provisional figures show that there are 86,000 people employed (ONS, n.d.) under the SIC code 107 (Manufacture of bakery and farinaceous products), which covers all bakeries listed under 10710 and 10720. In 2010 the figure was 92,000. (ONS, 2010) In the year 2000, it was 100,000. (ONS, 2000). It is unclear what the London figures are. It’s possible from Census data to get a borough by borough figure of a section of the manufacturing category, for example C10-12 Manufacturing; Food, Beverages and Tobacco. In Southwark, employment figures in this category are 408, compared to London at 21,578 (ONS, 2011). Again, in here lies the figure for the baking industry. Obtaining exact figures from this is not possible. A quick search through the data shows that there are 469 companies registered under the SIC code 10710 in London. This list does not differentiate between wholesale and retail. It also apparent that many bakeries are listed under a different code; 56290 – Other food service, which is categorised in Section I - Accommodation and food service activities. Therefore, as well as the 469 registered bakeries, there is an unknown amount listed under code 56290, including the case study for my research. Defining manufacturing by SIC codes allows data to be gathered about a specific industry from an employment and economical point of view. However, this is not so helpful from a planning policy point of view. To really understand what an industry needs, more information must be gathered. One method is to gather spatial data, which is perhaps more appropriate for understanding an industry from a planning perspective. (For the purpose of this research, I am only interested in the first code (10710), which deals with fresh baked products. A list of the 469 registered bakeries in London can be found in Appendix B.)

Space for Bakeries Through extensive desktop research, I have identified 46 wholesale bakeries in London. There are, of course, many more bakeries, as the registered data has shown, but it is impossible to know from the data, which are wholesale and which ones are retail. Assuming the main wholesale bakeries in London are easily identified, that is, having websites or an online presence, then the sample set Iâ€™m using is comprehensive for the data available. This study is focused solely on wholesale. Using mapping software, the bakery land footprint is examined and an area is calculated. It is a varied industry and there is no one size fits all. Some bakeries make less than 500 loaves per week while others make around 2 million loaves per week. The map shows, spatially, where the wholesale bakeries are in London. Many are clustered around the centre and these are typically smaller, artisanal types, while the larger, more commercial bakeries are further out in industrial units. Railway arches feature often for smaller bakeries, including my case study. I have categorised the land use within the industry to understand the spaces. With much of the industrial land in the city being razed for housing stock, it is important to measure the existing workspaces that may be under threat from development if, in the future, we want to make plans to reintroduce industrial processes like bakeries into development schemes. The map below shows a breakdown of the types of spaces that the 46 bakeries use.

Industrial land is the most common home for wholesale bakeries with more than half (27) of the sample set located there. 8 bakeries are on or near a high street – these are generally small, traditional or new artisanal businesses like the Beigel Shops in Brick Lane, Rinkoff’s Bakery just off Mile End Road or Brickhouse Bakery off Lordship Lane in Dulwich. With a growing interest in using railway arches, it’s not surprising to find a large part of the sample set based in them. These are predominantly artisan bakeries and part of the baking renaissance for handmade bread in the city. Other bakeries are located in areas that are not in any of the other categories, like the massive Hovis factory that is snuggly located amongst housing in Forest Gate or the Muzda Bakery in Stratford which is on a small industrial estate, but in a residential area. Yard space is also considered as an area of work and is shown separately on the maps that follow. I have calculated the footprints of the industry to see if an approximation of land used by sector can be obtained. The calculation is based on 26 of the 46 businesses in the sample set. I used mapping software to obtain an area of the building and yard, if there was one. The footprints range from spaces of 100m2 to over 30,000m2. Note that this is the footprint and does not take into account any other storeys or mezzanine levels. Many of the large commercial bakeries use almost the same amount of yard space as internal space. This is due to the high volume of delivery vehicles, as well as loading and unloading activities. Smaller bakeries that are in industrial estates or railway arches don’t generally tend to have any private yard space. With smaller delivery fleets and a smaller loading/unloading operation, a more informal arrangement seems to work. The total building footprint of the 26 bakeries mapped is 114,398m2 and the yard space is 113,560m2, making the total space 227,958m2. From the 26 bakeries mapped, 10 of these had a yard space. These bakeries are mapped and can be found in Appendix A. Obtaining mapping information for railways arches was not possible, therefore I have estimated the area by taking an average size of an arch which is 160m2 ( (TFL, 2017). The 7 bakeries in the sample set use between one and three arches so I have taken an average of 2 per bakery. 7 bakeries x (160m2x2) = 2,240m2 26 mapped bakeries (227,958) + 7 bakeries in arches (2,240) = 230,198m2 for 33 wholesale bakeries. If I take an estimate for the rest of the (non-mapped) bakeries, based on the types and sizes of the mapped bakeries, it is possible to get an estimation for the entire sample set. An overall figure of 255,798m2 for the 46 wholesale bakeries in London has been found. That’s 63 acres of land. A breakdown of the space can be seen in the table on the next page.

The Forest Gate branch of Hovis is an unusual example. It is a very large factory producing around 2 million loaves of bread per week, yet itâ€™s located neatly between rows of Victorian terraces and behind a high street. It has two entrances â€“ one from the main street and another onto a residential street.

Location, Location; Relocation Many of the bakeries are located in industrial estates, or land traditionally used for industry – this means that they are often in areas that have been targeted for redevelopment. My research enquired about two bakeries where location and local development is a factor in their futures. Mr. Bagels in Hackney Wick has already faced relocation due to an offer for the valuable land it occupied. HoneyRose in Park Royal is facing an uncertain business future due to the regeneration of the Park Royal Opportunity Area. I cycled by the Mr. Bagels bakery in Hackney Wick many times in the past and was always curious about it. On this trip, though, I was disappointed but not at all surprised to find a construction site, with a half-demolished building in place of the bakery. I went to investigate. A planning application for a mixed-use site has been approved. It’s a residential scheme with a provision for B1 Class, which light industry. On closer inspection of the planning documents, it seems that there were initial concerns by the Council of loss of existing business – “The borough is concerned that this development will result in the loss of an active viable existing business, Mr Bagels. The Council considers that development which is likely to adversely impact or displace an existing business must find a suitable replacement accommodation within the borough unless it can be shown that the needs of the business are better met elsewhere.” (Whalley, 2015) A responsible consideration from the council for existing businesses I though. However, in the end, the borough did lose one of its bakeries, and Hackney Wick lost another traditional manufacturer. Further reading shows that Mr. Bagels has voluntarily relocated to another location, and that there was no financial loss in the move. Data shows that the company has relocated to an industrial estate in Welwyn Garden City, over 30 miles away from their Hackney Wick location. Perhaps Mr. Bagels is operating from a nicer site and maybe deliveries to stores outside London are easy now. This is just one of countless little businesses that are being made an offer that is hard to resist. This is bad news for the London economy. The factory is not the only thing that has left; the workers may now be unemployed, there may be extra vans driving 60+ more miles daily. Diversity has been removed from an area that has traditionally thrived on the industrial economy.

HoneyRose is a bakery located amongst many food producers in Park Royal, North West London. It’s in the Old Oak Common and Park Royal Opportunity Area. This is one of the UK’s largest regeneration area. It is a massive piece of land full of industry. The future for businesses here is uncertain. I spoke to Adrian of Honeyrose Bakery about what the changes mean for the business. He said – “We’re not sure what it means. Short term probably chaotic road conditions as HS2 gets built a mile away, and operationally tough on logistics to get goods in and out. Longer term it will also probably mean higher business rates, and higher value of the freehold. We’re right on the canal so we imagine at some point it would make this a development opportunity perhaps into residential.” There has been extensive research into industry in Park Royal (Old Oak and Park Royal Development, 2015) and there is a sense that the economy has got good protection. There’s a real opportunity to intensify the London economy here. For the HoneyRose bakery, hopefully the attractive canal-side spot they operate from won’t also be the driver to move them along.

Outside the Little Bread Pedlar, Bermondsey

The Little Bread Pedlar I went to visit The Little Bread Pedlar Bakery in Bermondsey early, on a very cold Friday morning. It was early for me, but for the bakers, their shift was just finishing up. The bakery employs a staff of about 20, including drivers. The business is in three connected railway arches, having moved from an adjoining industrial unit in 2014. It is part of a larger group of food manufacturers in the area all under the tenure of a landlord company called Spa Terminus. They are all crafty artisanal food production and distribution businesses. There is a consensus for protecting this type of industry in the area. The group have a clear manifesto “Firstly, to acquire and maintain a sustainably priced area for food manufacturing and wholesale businesses; secondly, to control a large enough section of property to ensure the quality of neighbouring businesses thereby influencing the development of the area; and thirdly, to maintain control of the development to ensure that manufacturing and wholesaling logistic needs are met.” (MatchingGreen, 2017)

Other businesses within the group include The Kernel Brewery, Neal’s Yard Dairy, O’ Shea’s Butchery, The London Honey Company and more. Being this close to London’s central actives zone (CAZ) is crucial for business. There seems to be a consensus for more B8 Industrial use in the area. The adjoining industrial units are due for demolition and an application seeking planning permission for a residential scheme with industrial use on the ground floor is currently active. The application specifically seeks B8 use, which is a good indicator that the value of this type of business is being recognised.

I asked Adam, a director at The Little Bread Pedlar, if he had any plans to expand the business. He said that keeping the balance between a content work force and the labour was crucial, and that to expand within the space would jeopardise that. He favoured multiplying the business â€“ taking the model he has now and reproducing it elsewhere, to maintain the sweet spot. However, he has cleverly acquired more sq meters than is needed for the business, and expansion could be possible if need be, for example adding another oven. Currently the bakery has one oven with four levels. Each level holds 24 loaves. A full oven can bake almost 100 loaves at once. The floor space amounts to about 350m2. This includes 3 archways of varying sizes that have specific areas for different tasks. Shaping and assembling the bread and pastries requires a lot of surface area to work on and this takes up much of one of the arches. There are nooks and crannyâ€™s in the space that house other uses, such as a small room that is hot and humid for proving dough. Then there are large fridges and store rooms. Itâ€™s a spacious, and inviting space. Music filled the air, along with the sight of delicious breads and pastries everywhere. There is a very generous work space here, which is probably one of the main attributes to the atmosphere and the happy staff. In an average week, the bakery makes and delivers about 3000 loaves of sourdough to restaurants and retailers around London. One of their main customers is the Hawksmoor restaurant group, as well as many more restaurants, cafes and small independent supermarkets, all located in London. The bakery only serves the London market. This is to maximise on customer numbers and efficiency of deliveries, all of which they do with their own drivers. I wondered if there was a network of artisan bakers in London, where skilled craftsmen and women meet up to chat and share yeast cultivating breakthroughs. There isn’t, Adam tells me. He says that as an industry, people are protective about their recipes and ideas - competition is very high in London. Even though the sliced pan is still the UK’s biggest seller, that type of bread industry seems like a world apart. I told Adam about the Slice of Life Campaign by the big commercial bakers that is running side by side with the Real Bread Campaign, and he was oblivious to it all. Their business runs independently of associations and campaign groups and I’m sure the same is true for lots of small to medium size bakeries. While business is booming, there’s only time to think of one’s own venture and concentrate on one’s own customers and products. Outside the bakery, the space still has that grotty, but charming, old yard sense about it. Cars are piled next to each other in an unorderly fashion and stacks of pallets lie around. It will be interesting to see how the area changes with the new development bringing more industry and a residential scheme right to their doorstep. I left the warmth of the bakery with a free loaf of sourdough and a smile, having had a glimpse of a small bread factory in the city.

Conclusion This study has been an eye opener into a whole world of bread and baking for me. The research has been both fascinating and frustrating. We take for granted the complex system of bread making and distribution in London. This is just one part of the ‘just in time’ economy that works all over the city. There are many more in the food sector – butchery and dairy must be equally, if not more, fascinating. We, as consumers, are mainly oblivious to these mammoth tasks that take place day after day by people in the manufacturing industry. Sometimes the only glimpse of the inner workings of the manufacturing world is on television shows. It’s mainly invisible to us. This is almost definitely why it is also neglected from a policy and data respect. In planning, the urgency is always with housing. Housing is understood, it’s got one main function. The economy, especially the manufacturing economy is much more complex. Perhaps the neglect comes from the difficulty in trying to talk about something so broad. Generic names like Industry or Manufacturing are not helpful. As demonstrated, manufacturing can mean anything from making tanks to making underwear. The categories used by the government work on a level for measuring employment figures and business types. However, as I have shown, they are not very useful to gain a complete picture of how things work. The business names, labels and codes only represent a part of the industry. The supporting structure is far more complex. There is a supply chain of ingredients arriving to the bakeries, and after the bake, there is another team who distribute the loaves to their retail destinations. The employment figures available can only give a definitive image of who works in a bakery – they cannot show us the wider picture of how the industry operates and how many more people are employed directly or indirectly. It is interesting to note that in 2011 London exported £1.8 billion worth of food globally, an increase on the £1.1 billion exported in 2001 (Wickham, 2013). (14% of that exported stock goes to the Republic of Ireland). The food industry for export is increasing in London. This fact is contrary to what the current thinking about manufacturing in the city is – a constant rhetoric of how things are declining. These figures show us that it is not the case for all manufacturing sectors. We have seen that relying on datasets alone is not sufficient to understand the different sectors in a city. Perhaps planners and policy makers could delve into case studies more often, and obtain specific sample datasets from on-the-ground research. The SIC codes exist and the categories are there, the data simply needs to be collected. It is apparent that there is a huge range of studies into the housing situation in cities. However, the same cannot be said of the economy. This short study has allowed me to get a grasp of an industry within London, however many gaps and inconsistencies in data there are. From a local authority point of view, this surely is a task that should be completed. Having seen a bakery operating from converted railway arches, it seems to me that they could be part of the solution to the industrial land grab. Southwark have implemented an Article 4 Direction on most of the railway arches in the borough. This means that there is a restriction on changing their existing use into residential through permitted development. While arches seem small, when they are connected there is real scope to create a large workspace. Many arches are tall enough to house a mezzanine level too. A study from 2013 shows that more manufacturing firms were based in railway arches 23% compared to London as a whole at 10%. (Froy, 2013) The area calculations of the sample set of bakeries in this study show an average size of 13,000m2 is needed for a largescale commercial bakery and an average size of 400m2 is needed for a smaller bakery. It’s clear that with the right amount of support, like that found in the Bermondsey food industry, areas can be redeveloped to include housing, commercial and industry. Flexible internal 21

space, and good design of delivery and vehicle logistics, are key to making industry operate in cities. Perhaps companies like Flour Power City which is located on a small industrial next to the proposed New Bermondsey development near Millwall, (and perhaps whose futures lie in uncertainty) could be relocated efficiently into nearby railway arches, staying local and not following the same route out of the city, like Mr. Bagels. Allowing for expansion and flexibility, to include delivery and loading, must be part of any plan to house manufacturing or industrial uses. What we have learned is that “manufacturing” and “industry” is so many things and cannot be categorised simply. Plans and policies in London do not represent the baking industry – it falls under manufacturing or general food. Luckily the industry is a strong independent one, with many federations and association operating to support it. It’s also clear that the baking industry comes in all shapes and sizes, from colossal factories tucked away behind housing, to tiny spaces in high street shops. It’s a massive part of the economy, using at least 63 acres of land in London. Referring to the baking industry as manufacturing seems inadequate when even within the sector, the operations and systems are so varied and complex, that, they themselves, cannot be categorised accurately. Surely, we need to start thinking about the industrial economy on a much more case by case basis. City planning must be done, firstly on the ground so that real data can be gathered. This will be of a much greater value, that can properly support and encourage diversity of jobs and businesses in the city.
