Message from the CEO 2022 was truly a test of our agility, practicability, and effectiveness as we faced the residual effects of the COVID-19 pandemic. Today, as I write this letter, I am filled with gratitude and pride for our work, accomplishments, and resilience despite a myriad of challenges over the past couple of years.

While we navigate uncertain and seemingly unstable times, I feel more than confident that the framework put forth in our strategic plan, which was written not as a static document but one designed to ensure our ability to be flexible and innovative, has positioned us to be responsive to emergent and urgent community issues as well as the unexpected.

The work and commitment of our extraordinary staff both inspire and assure me when I think of our future direction. I am eternally grateful to our Board of Directors, the Policy Council, and the Advisory Committee, who tirelessly volunteer their time and provide representation on behalf of the Agency for those we serve.

We are forever grateful and indebted to those who help fund our programs because, without your help, we could not continue our mission of empowering disadvantaged Hinds County residents to become self-reliant and realize their full potential.

Like so many other nonprofits, the Hinds County Human Resource Agency experienced hiring shortages, funding reductions, and limited fundraising opportunities, compounded by infrastructure issues, namely the ongoing water crisis and an unresolved garbage collection contract by the city of Jackson. Further, the Agency was significantly impacted by what has been termed “the Great Resignation” (a reduction in staff and volunteers), the effects resulted in disruptions in services as staff capacity decreased while community needs increased.

However, HCHRA has fought to overcome these challenges by carefully reviewing our Community Strengths and Needs Assessment (CSNA) and other available data; regularly conversing with the Board of Directors, Policy Council, and Advisory Committee; developing creative ways to remain connected to the community; and exploring innovative opportunities to recruit and retain quality employees.

Since 1976, HCHRA has fought to eradicate poverty and empower the citizens of Hinds County, focusing on sustainability and our ability to deliver relevant social impact. Even with COVID-19 causing upheavals in almost every aspect of how businesses and agencies operate and how individuals live, work, and maintain some form of normalcy, we have worked to find long-term solutions to the social inequalities within Hinds County.

Through grant funding and donations, we can sustain the essential programs and services our organization delivers to youth, low-income families, and elderly and disabled individuals. Naturally, our organization’s financial health is crucial to ensuring that we continue and even expand our work.

Our next phase of planning will be strengthened not only by building staff capacity, but also by reviewing other data and resources such as the Community Resilience Index, Social Vulnerability Index, and the Social Determinants of Health indicators to understand and better serve an everevolving community.

This report highlights our accomplishments, demonstrates our goals and objectives, and provides a clear and transparent view of our outlook. HCHRA is a robust organization that continues to be committed to improving the lives of the citizens of Hinds County.

In 1964, President Lyndon B. Johnson declared an unconditional war on poverty in America. He described poverty as a national problem requiring improved national organization and support. Still, he understood that the attack must also be organized at the state and local levels to be effective. Therefore, the Economic Opportunity Act of 1964 was born. Its purpose was to eliminate poverty, expand educational opportunities, increase the safety net for the poor and unemployed, and tend to older adults’ health and financial needs.

reborn as the Hinds County Human Resource Agency (HCHRA). In 1977, HCHRA began operating as a nonprofit with the sponsorship of the Hinds County Board of Supervisors.

Additionally, the City of Jackson donated space and resources, and since its inception, HCHRA has successfully operated as the only Community Action Agency in Hinds County. HCHRA has consistently worked to uplift citizens, help families, and build and strengthen communities block-by-block, as illustrated in our 2021 annual report.

poverty and increasingly condemned by lack of economic opportunity to repeat the cycle and second, to bring the entire community resources to bear on the specific problem of breaking up the cycle of poverty in that community. For the past forty years, that is precisely what HCHRA has done.

As prescribed by the War on Poverty, HCHRA has attacked the roots and consequences of poverty by creating job opportunities, increasing productivity, and enhancing the quality of life. Our aim has not been to end poverty but to ameliorate its principal effects.

We think the lack of jobs and money is the cause of poverty; however, it is merely a symptom. HCHRA’s primary goal is not only to relieve the symptoms of poverty but also to prevent and cure it altogether.

Led by President and CEO Kenn Cockrell, HCHRA employs approximately 400 individuals. A 15-member Board of Directors representing the public, private, and poor sectors provides oversight and establishes policy for the Agency. HCHRA served more than 20,000 citizens this year through the Agency’s three Neighborhood Service Centers, twelve Head Start centers, two Head Start satellite sites, and four Early Head Start facilities.

HCHRA’s vision is to become a fullservice Agency that successfully procures and integrates all available resources and services for the disenfranchised and impoverished citizens of Hinds County. HCHRA’s mission is to utilize those resources to change the lives and trajectory of the people living in Hinds County. So that they are no longer repeating the cycle of poverty but transforming their surroundings and excelling to greater success and stability.

Opportunities

HCHRA collected and analyzed almost 600 surveys for 2021, providing a complete picture of our lowincome customers’ experiences and impoverished circumstances.

For this report, HCHRA gathered and analyzed demographic community data; collected feedback from clients, community partners, and stakeholders; and identified strengths and assets that already exist throughout Hinds County.

First, we sifted through demographic data such as the US Census Bureau Reports and the American Community Surveys to understand better who our customers are and what resources they lack. This first step gave us quantitative and qualitative data identifying our population’s demographic composition. It allowed us to understand better their different levels of education, employment, housing, health, and nutrition deficiencies.

Knowing more about our customers, we then sought their maximum feasible participation to ensure that our low-income customers had a voice in identifying the most significant problems they face, the programs and services they identify as most needed to attain self-sufficiency, and identifying which of those same programs and services they find unavailable in their local community. Almost

600 surveys were collected and analyzed for 2021, providing a complete picture of our low-income customers’ experiences and impoverished circumstances.

Whereas the CSNA report focuses on the community’s needs or deficits to identify and address the root causes of poverty, it also focuses on assets and strengths — the resources the community has available. The CSNA not only surveyed the community and empowered the voice and participation of its residents, but it also focused on identifying community assets and resources and showing how they could be harnessed to meet community needs and strengthen the community as a whole. The CSNA allowed us to capture the entire composition of a community and identify specific causes, effects, solutions, and prevention steps to help fill the gaps throughout Hinds County.

The final step in the CSNA process was using the data we gathered to determine how to prioritize programming and continue to help HCHRA align its focus with eradicating poverty within communities.

CONGREGATE SITES Overcoming Challenges: Due to the continual effects of COVID-19 and its potentially devastating risks for senior citizens, HCHRA’s Congregate Meals sites remained closed.

Community Services Block Grant (CSBG) The Community Services Block Grant (CSBG) is the backbone of HCHRA. It provides funds to alleviate the causes and conditions of poverty in communities.

CSBG funding allows HCHRA to address needs through three levels of engagement: family, community, and Agency. Through CSBG, we provide opportunities that address employment, education, and better use of income, housing, nutrition, safety, emergency

services, and health. These services and activities have measurable outcomes and significantly impact increased self-reliance and improved living conditions.

Congregate Sites The Congregate Meal Sites are designed to promote older individuals’ general health and well-being. HCHRA’s Congregate Meals

Through this program, HCHRA delivers five easyto-prepare meals to over 1,200 rural Hinds County elderly and disabled citizens who are homebound or unable to leave their homes without assistance.

Low-Income Home Energy Assistance Program (LIHEAP) The Low-Income Home Energy Assistance Program (LIHEAP) provides 7000+ families with energy assistance annually. This program helps keep families safe and healthy by assisting low-income households with paying household energy bills. LIHEAP offers special provisions to reach and serve those who are homebound, older adults, and citizens with disabilities in Hinds County.

Rural Public Transportation

Title IIIB Transportation

With a fleet of 19 vehicles and a capacity for 308 passengers, including buses and vans, the rural public transportation program offers safe, reliable, and accessible transportation to the citizens of rural Hinds County. HCHRA provides demand response, fixed route, and contractual services for medical, shopping, education, recreation, and employment needs per its grant agreement with the Mississippi Department of Transportation. With its flexibility and affordable rates, it has become a preferred method of transportation for seniors, persons with disabilities, and the general public.

The Title IIIB Transportation Program helps elderly residents in Hinds County maintain their independence and mobility by providing them with transportation to obtain goods and services, which include medical and dental treatment and social and community services.

Head Start and Early Head Start For more than 30 years, HCHRA Project Head Start has provided quality child development services for Hinds County preschool children and their families. Head Start is a center-based comprehensive program that serves more than 2,000 three- and fouryear old children and their families. Early Head Start provides children aged six weeks to 36 months with quality child care, educational services, and resources to pregnant teens and

Head Start prides itself on educational instruction and empowering families.

Each family is assessed twice yearly: at the beginning of the school year and once again after interaction with family services staff. The following graphs show the growth of our

families during the school year and the average results of both the first and follow-up assessments. When correctly and consistently collected and studied, this data paints a vivid picture of the progress of our families.

Agency Development As a community action agency, we recognize that we have some choices concerning how we respond to poverty, both among people (lowincome individuals and families) and places (the communities in which they live).

At Hinds County Human Resource Agency, we are focused on the future and how critically important it is to navigate these turbulent times locally, statewide, and nationally. We are committed to innovation and quality improvement, which keep the Agency focused on the future in an ever-changing landscape.

HCHRA understands that to be successful in this environment, community action agencies such as ours must have the capacity to plan for results, clearly measure the outcomes of their work, and demonstrate how programs and services contribute to these outcomes.

To do that, we asked the Hinds County community to engage in a collaborative strategic planning process resulting in a three-year strategic plan to provide a bright future for the Agency and our people. Last year was our second year in our strategic plan. It was a year of adjustments and technological advancements. To be more accountable and have better outcomes, we used new technologies, adjusted to new restrictions due to COVID-19, and designed policies on the fly in response to the pandemic. As a result, 2022 proved to be our most challenging year, but we learned different ways of doing business because of COVID-19.

LOOKING FORWARD The greatest need for Hinds County residents is employment, education, and housing, with a fourth-place element as nutrition due to the overwhelming hunger and food insecurities identified in our Community Strengths and Needs Assessment (CSNA). This information paints a very vivid picture of both poverty and extreme poverty conditions. As an agency, we realize that to alleviate poverty, we must not only provide safety net programs but also treat the trends and conditions of poverty. Therefore, in the coming years, we must readjust our focus on employment, education, and housing opportunities for the citizens of Hinds County. Finally, we have realized that we must adjust to our “new normal” and the after-effects of the pandemic and its impact on the local community, our funding, and how we operate as an agency. We will continue to monitor how this impacts how we serve the community and do all we can to provide much-needed resources to those with the greatest needs!
