Flooding Disaster Response and Recovery Resources USDA Authorizes $31.7 Million for '23 and '24 Vermont Agriculture & Timber Disaster Assistance Block Grant
Governor Phil Scott and the Vermont Agency of Agriculture, Food and Markets (VAAFM) have announced that the state has secured $31.7 million in federal funding through the USDA Farm Service Agency. This Agriculture and Timber Disaster Assistance Block Grant, created under the American Relief Act of 2025, will help producers recover from the severe storms, flooding, and weather extremes of 2023 and 2024. The funding will support a wide range of needs, including infrastructure repairs, timber losses, market disruptions, future economic losses, and bare‑ground practices that prevent land degradation. These resources are designed to fill gaps not covered by other USDA disaster programs and to strengthen the long‑term resilience of Vermont’s working lands. “The impacts of severe storms in the last couple of years are still being felt across Vermont,” said Governor Phil Scott. “These programs are important to helping Vermont adapt to these weather challenges and develop sustainable systems for the future, and I want to thank USDA for their partnership.” “Weather is always a challenge for farmers, especially during frosts, floods and drought,” said Anson Tebbetts, Vermont’s Secretary of Agriculture. “The events of 2023 and 2024 challenged our farmers, their farms, producers and food systems, and this new funding from USDA will help bring some stability to all of them. I want to thank USDA and Secretary Rollins for their thoughtful work and support for Vermont agriculture, our farmers, families and communities.” State officials emphasized that this support will help stabilize farms, logging operations, and rural communities still feeling the impacts of recent disasters. With the agreement now signed, VAAFM will begin developing the program, with applications expected to open in 2026. With the agreement signed, work now begins to build the program in Vermont to take applications and issue the grants that will cover qualifying losses not addressed by other USDA disaster programs.
VAAFM expects the program to open for applications in 2026 The resources and information were developed in response to the severe weather and flooding that occurred in Vermont in 2023 and 2024. All information may apply to new weather and flooding response situations in the coming year(s) and is being maintained here to help with any new and ongoing responses and future planning. Vermont Two men fined $35k for cutting down 300+ trees (AP) / July 15, 2026 MONTPELIER, Vt. — Two Vermont men have agreed to pay $35,000 and remove unauthorized trail features after state officials alleged they illegally built mountain bike trails in Mt. Mansfield State Forest, the Vermont Attorney General’s Office announced. Attorney General Charity Clark said Cyril Brunner and Aaron Rice settled allegations that they unlawfully constructed approximately 8,000 feet of mountain bike trails in the state forest in Stowe between 2016 and 2021. “No one should be treating state land and state forests like their backyard,” the attorney general said Wednesday. An investigation by the Vermont Agency of Natural Resources found the men cut down about 327 trees and permanently altered rocks by drilling holes to anchor wooden trail crossings, according to the settlement. “The investigation was probably done by the Agency of Natural Resources and they referred the case to us,” said Clark. “We get this information about what had happened and then take the steps we need to hold the bad actors accountable for the timber trespass.”
Under the agreement, Brunner and Rice will pay $35,000 in timber trespass damages and remove any remaining constructed features associated with the trails. The Attorney General’s Office said the men also installed ‘No Strava’ signs which the Department of Forests, Parks and Recreation said made it more difficult for them to identify the trail once it was discovered. “We manage thousands of acres of forest and they clearly were able to go into the forest without us noticing,” said Claire Polfus, a recreation program manager for FPR. “Our forests are open to the public, and it’s not against the rules to access our forests. We didn’t have anyone in that particular area in that time.” Part of the settlement will go toward the final restoration projects. “The local mountain bike chapter, which was not involved in the building of the trail, stepped up to help us restore the majority of the trail,” Polfus said. “The last remaining issues, they didn’t have the skills to to fix, which was the rebar in the rocks, so that’s part of the settlement. Once that that is completed, the restoration will be complete.”
Danielle Fitzko, commissioner of the Vermont Department of Forests, Parks and Recreation, said recreation projects on state lands are developed through established planning and public engagement processes to balance outdoor access with wildlife habitat, flood resilience and sustainable forest management. If you want a trail to be created, ANR says the best way to do that is joining a local recreation club. Many of them have partnerships with ANR and can help submit a request. “It’s worth noting that, historically, there have long been trails that folks have blazed to some degree or another, on public land,” said the Vermont Mountain Bike Association executive director, Nick Bennette. “It’s part of FPR policy the importance of people staying on, properly constructed, officially designated trails. I think this stands out in certainly in terms of sort of this illegal and inappropriate use of public land without public input.” The settlement was approved by the Lamoille Superior Court on June 29. The Attorney General’s Office announced the settlement Tuesday.

New York Finch Paper to cease pulp production, closing Glens Falls mill Foresters: Closing will have impact on Adirondack jobs Finch Paper’s long-standing purchases of timber from Northeast Forests will cease when it closes its Glens Falls pulp mill. The termination of its Warren County pulp-making operation will leave only one major buyer of the low-grade wood in New York. That is the former International Paper plant in Ticonderoga, now called Sylvamo Forestry, logging, trucking and tree management jobs might be in jeopardy. It was estimated that Finch’s exit from pulp making will reduce demand for Northeast pulpwood substantially “This is a significant loss for the region’s logging and trucking industry with far reaching economic consequences as well as serious negative impacts on the ability to properly manage forest health,” the Professional Logging Contractors of the Northeast said in a statement. Third-party transition A Finch official did not respond to inquiries on Monday. The company said it decided to stop purchasing wood from local suppliers. Instead, they will transition to acquiring wood pulp from third-party manufacturers. “Finch can now reliably purchase pulp less expensively than it can produce on site,” the company said. The locations of the third-party pulp suppliers were not identified. But, PLC Executive Director Dana Doran stated that the material would come from Canada. Others in the industry speculated it may come from the southern United States. Finch, at one time, had more than 100,000 acres of timberland in the Adirondacks. The holdings were sold more than 20 years ago. They have continued to support the North Country economy because of its demand for wood material used in its paper business. Behan Communications Vice President John Brodt said Finch is setting the company up for longevity in Glens Falls even while ending pulp production and log purchases.

“The company is making an eight-figure investment to improve the company’s capacity to receive and process greater amounts and a greater variety of purchased pulp,” he said. “We are also making some corresponding improvements to our paper machines and energy infrastructure. This investment represents a major commitment to the long-term sustainability and success of its Glens Falls paper mill.” The company plans to continue purchasing wood for biomass cogeneration in a facility that converts bark, sawdust and rejected wood scraps into high-pressure steam used to dry paper during production. Major impacts Forester Timothy Burpoe, a Saranac Lake-based consultant for Timberland Assets & Management, said the loss of Finch’s pulpwood consumption will have a big impact on Adirondack jobs and forest management planning. A great deal of Finch’s needs were met from forests in the eastern part of the Adirondack Park, he said.. Purchases from Adirondack forests resulted in management practices that allowed forest owners to cull wood lots of low-grade material used for paper. “It’s going to cost some jobs,” Burpoe said. “If a contractor can’t contract that stuff, it’ll remain in the woods.

I think that it’s going to discourage forest managers and forest owners from removing that material.” John J. O’Donnell, owner of Benchmark Forest and Land Management in Warrensburg, said the primary product Finch purchased has been hemlock. Acres of the trees will likely be left alone, which could be good for carbon sequestration, but not for the long-term health of forests. A possible future The pulpwood might be sold for wood fires, which may drop the price of firewood. This may have its own negative economic impact among firewood producers and sellers. O’Donnell envisions sell-offs of forestry equipment and trucks in the coming years as the market pulpwood drops. Finch, in business for 161 years, said hourly employees affected will be extended opportunities elsewhere in the company. Its representatives did not provide the number of employees impacted by the restructuring. “It is one of the most impactful events in my 50-plus-year career as a forester in Vermont,” Bill Sargent of North Bennington, Vermont said. “The economic impact on loggers, truckers, landowners and anyone involved in the forest products industry in the Northeast is immense.”

Finch Paper’s closure is the latest in a string of mill shutdowns, and Vermont’s By William Sargent / July 22, 2026 conservation policy is threatening the industry’s survival. More trees are dying in Northeastern forests, and not just from old age. A new study authored by researchers at the University of Vermont finds disease and invasive insects spurred on by climate change are increasingly changing the character of the region’s woods. “It’s definitely worrisome,” said Lucas Harris, a postdoctoral researcher at the Rubenstein School who was the lead author on the study. “It’s not just that scattered trees are dying here and there in stands.” Since the announcement of the closure of the Finch Paper mill in Glens Falls, New York, on July 17, I’ve received multiple emails, texts and phone calls asking for my take on the situation. Without a doubt, it is one of the most impactful events in my 50-plus-year career as a forester in Vermont. The economic impact on loggers, truckers, landowners and anyone involved in the forest
products industry in the Northeast is immense. A facility that has been buying pulpwood from the region’s loggers since 1865 will stop making its own pulp from local logs and will transition to buying it from suppliers outside the area. At a speaking engagement this past winter, I was asked if the tariffs were the biggest single event that I’d been involved in throughout my career. I said then that if Finch Paper ever closed, that would be much bigger and impact more people. Those words have come back to haunt me.” Someone said to me recently, “It’s just one mill. What is the big deal? Just sell it somewhere else.” This person, like many others, has no idea of the sheer volume of the low-grade material purchased by Finch Paper. The wood yard handled about 60 tractor-trailer loads of roundwood seven days a week, or 420 loads weekly. An average of 20,000 trucks annually.
By comparison, the biggest mills in Vermont take in around 75 to 80 loads weekly. In addition to it being a loss of volume, there are no other markets available for some of their intake. No one else in the Northeast purchases low-grade hemlock pulp. There’s no doubt that the loss of this market will have a huge long-term impact. Loggers and truckers across the Northeast are a pretty resilient crew. They will adjust. They did it when the mills across Bennington County closed. Burke Lumber closed. They adjusted. They did it after the fire at Rutland Plywood in 2014 and the more recent closing at A. Johnson Company in Bristol. They will figure out a way to bounce back from this.” I’m pretty sick of the excuse that we are doing all we can with our limited resources. These are the things that will help your local loggers and truckers survive in the long term. It is the Vermont way. Make it happen.
