The action kicks off at the Centre at 275 County Rd 44 on Sunday, February 17, at 12 p.m., and ends at 4 p.m.. The event is being hosted by the Friends of the Ferguson Forest Centre [FFFC].

Liza Duhaime, Chair of the FFFC board, says a variety of activities are planned for the afternoon. “The Winter Carnival will take place outside, but there will be a bonfire, snow painting,

dance music and snow shoeing to keep people warm,” she said. Horse and wagon rides are also on the agenda.

The Snow Queen will make an appearance, and new this year are face painting, magic shows and, to add a bit of colour and excitement, a carnival cop.

Maple taffy, elephant ears, and hot dogs will be available for purchase, along with complimentary coffee, hot chocolate, popcorn and

a special snowman cookie.

“It’s free outdoor fun and a great way to enjoy winter,” Liza says. “Our goal is to connect the community with this unique feature of North Grenville, and we’re hoping to catch a break from cold weather.”

The FFFC has partnered with people in the local community to offer the Winter Carnival. Liza commented on the community support the festival has received.

“This event is a wonderful celebration of our community and our beautiful winter wonderland in North Grenville, made possible by corporate funding, FFFC membership fees, support of the Ferguson Forest Centre Corporation, and donations of products and services by many businesses and organizations, not to mention our volunteers working behind the scenes to make this event possible..”

The Neon Night Fun Run Committee is gearing up for what will be its biggest year yet, but that can’t happen without your help. Committee Chair and Canadian Cancer Society Community Fundraising Specialist, Christina Thompson, explains that “with nearly 1 in 2 Canadians expected to receive a cancer diagnosis in their lifetime”, we need to band together and make a difference. Neon Night is a 2K/5K fun run that takes place at night with participants wearing their best neon gear and enjoying all of the pre-party fun.

Now in its 6th year, the Run has managed to raise more than $352,000 for the Canadian Cancer Society.

However, the Run does require volunteers to help make it possible. The committee is looking for a few more volunteers ready to help plan this year’s event in Kemptville, which will happen Saturday, September 21. Some of the main roles still vacant are in Registration, Social Media and Sponsorship.

Christina says “most people have been, or will be, affected by cancer in some way.

Perhaps you know someone who is living with the dis-

ease, or maybe you’ve made a donation to support cancer research. You could be caring for a loved one with cancer, or perhaps you’ve received a diagnosis yourself. This is an opportunity to help take the fight against childhood cancer specifically.”

More than 950 children in Canada will be diagnosed with some form of cancer each year. While survival rates continue to climb with research partly funded by the Canadian Cancer Society, there’s still a lot of work to be done.

The Canadian Cancer Society funds ground break-

ing research into more than 100 types of cancer and offers trusted information, programs and services that help people with cancer and their families when they’re unsure or anxious. The Society also advocates to governments to drive important social change and funding for cancer related issues.

Statement by the Lieutenant Governor on Black History Month Across Ontario, communities, organizations, schools, friends, and families will come together this February to recognize and celebrate Black History Month. The contributions of Black Canadians are deeply woven into our history, and their achievements are ever present as we face a world of transformative change.

When I think of Black History Month, I am reminded of my predecessor Lincoln Alexander.

Mr. Alexander lived courageously, selflessly, and resolutely and is remembered fondly with respect and admiration. His legacy is exemplified through the Lincoln Alexander Awards, presented every year at Queen’s Park to people like Fiqir Worku, who earned the 2018 Community Award for her leadership in creating the Racial Advocacy for Inclusion, Solidarity and Equity (RAISE) centre at the University of Waterloo. Leaders like Fiqir and Lincoln, with empathy and compassion, inspire us all to dedicate ourselves to meaningful and productive change.

I embrace this year’s Black History Month theme, Black Canadian Youth: Boundless, Rooted and Proud. I have witnessed how the activism and vision of young Black leaders are creating a more inclusive society and richer, more diverse dialogues in all areas, including the arts, business, law, medicine, technology, and innovation. Grenville County Awareness Campaign - Loan Scams by the OPP Scammers prey on people needing assistance. For example, loan scam ads are found through online advertising or deceitful websites designed to look like a legitimate lending institution. A victim responds to the ad and is asked to provide personal information such as a copy of a passport, SIN, driver's licence and bank account details which can result in ID theft.

The scammers then ask the victim to send money to secure the loan. The loan is then never received by the victim.

On January 30, 2019, a 25 year old male, from Prescott reported that he was a victim of a similar scam. The victim applied for an on-loan, through a business known as Californialoans. com. He was advised that prior to receiving his $2000.00 loan he had to purchase $140.00 of Steam on-line video gift cards and provide them with the gift card codes. Additionally, he was required to provide his personal information. The victim provided what was requested and he never received the loan. Additionally, the victim is left with the concern of what the scammer might do with the personal information.

Be very suspicious of someone offering you easy money. Scammers are skilled at convincing people that their loan offer is real.

Warning signs - How to protect yourself: It is illegal in most provinces for a company to request an upfront fee prior to obtaining your loan. Beware of companies offering a guarantee on your loan even if you have bad credit or no credit. Should you be requested to make payments via email money transfer, money service business, or pre-paid credit cards cease all contact immediately.

Contact consumer protection agencies and regulators for lenders in your province to ensure that the company is a legitimate lender. Advertising through a recognized media outlet does not ensure that the ad was placed by a legitimate company.

Bob Runciman appointed Chair of the St. Lawrence Parks Commission

by David Shanahan Senator Bob Runciman has been appointed Chair of the St. Lawrence Parks Commission by the Minister of Tourism, Culture and Sport, Michael Tibollo for a four-year term. Bob Runciman is well-known in these parts, having served Leeds-Grenville in the Ontario Legislature 29 years.

During that time, he held a number of Cabinet positions including Solicitor General, Minister of Correctional Services, Minister of Consumer and Commercial Relations, Minister of Economic Development and Trade and Minister of

In January 2010, he was appointed to the Senate of Canada where he served until August 2017.

You’ve got a friend

by David Shanahan Can you remember a time before the Internet, Facebook, Google, Instagram, and all those other ubiquitous aspects of modern life? It seems like they’ve been around forever.

But the Internet and the very first web site have only been part of our daily life since around 1990 - that’s less than thirty years. In that remarkably short space of time, the word “Friend” has changed its meaning quite radically, and the ease with which we can communicate with each other is now almost taken for granted.

I remember that initial amazement when I got my first computer: there, on my desk, was a tool I could use to find information, connect with people around the world, keep up with family and friends wherever they lived, and all that without anyone getting in the way.

Things moved so fast after

that. Facebook celebrated fifteen years in existence on February 4, just last week. I find that incredible: it can’t be that recent, surely? (I know, “don’t call me Shirley”. Unavoidable response).

The concept was wonderful. Originally designed for students at Harvard, Mark Zuckerberg’s invention came to a world-wide market in 2006, and the rest, as they say, is history. Fifteen years after Facebook’s birth, it has 2.2 billion users, and Mark Zuckerberg has a personal fortune of about US$55bn.

In just the last three months of 2018, Facebook earned an astonishing record profit of US$6.88bn. Other social media sites, including Instagram (also owned by Zuckerberg), Snapchat and Twitter, are also doing very well indeed, thank you very much.

This, in itself, is not a problem: well done for inventing such a useful technology. But the impact of such sites on our lives is becoming

increasingly worrying. According to John Harris, in a recent article in the Guardian newspaper: “A substantial body of opinion links depression and anxiety to social media use, something routinely traced to online bullying and negative self-perception caused by reading other people’s online posts. According to the Millennium Cohort Study led by the Institute of Education, London (which follows the life experiences of 19,000 people born at the start of the 21st century), almost 40% of girls who spend more than five hours a day on social media show symptoms of depression; research in 2017 by the Royal Society for Public Health recorded young people themselves suggesting that all the big social platforms had a negative effect on their mental wellbeing, something that health professionals said was bound up with increased feelings of inadequacy and anxiety”.

That’s the personal im-

pact; but there is also the very real effect on our political and economic spheres. The interference by the Russian Government in the American election in 2016 and the Brexit referendum that same year, was only the tip of an iceberg of what has been happening in the official and unofficial worlds of hacking, espionage and political manipulation.

Social media sites depend on algorithms which “watches” what you click on-line, assigns each story or site you visit a personalized relevancy score that’s different for each person that sees it, and puts the most relevant stories first. This is designed to provide you with only the most relevant news stories, web sites, YouTube videos, etc., based on your history of browsing. Makes sense, of course, something needs to do that. When a winning candidate is a loser

by David Herman Every candidate for public office should have a statement: “I’m running because…”, that clearly lays out the candidate’s reasons for running. History has proven over and over that this statement is rarely the real reason the candidate is running, so how do we determine what their motivation is.

Four of the reasons for seeking public office are as follows: Personal reasons: Some candidates run because they feel slighted by their opponent in local government.

These candidates usually want to go negative very quickly in their attacks on their opponent, as, in their opinion, the way to correct

the wrong they feel they have been dealt is to run for office.

Psychological reasons: Many candidates choose to run to stoke their own ego, to be in the spotlight and have people tell them how great they are. These candidates are running to be something, rather than to do something.

A good example of this can be found by looking to the south, where an individual, whose ego is so large that he truly believes that he knows better than anyone else, wants to impose his will on others. I do not think I have to mention any names here.

Opportunistic reasons: Exploiting chances offered by immediate circumstances, without reference to a general plan or moral principle. They run for an office they can win,

vacancy on council shortly after the election; but this time, because of the tenacity of a councillor at that time, we had a process to quickly and democratically fill the vacancy. That councillor was, of course, Jim Bertram. Thank you Jim. How did we get to this place? The press release issued by the Municipality of North Grenville on the afternoon of January 24 stated that Councillor McCormick submitted his resignation effective January 22, citing personal reasons as the motivation behind the decision. Why does a person put themselves out as a candidate, which entails a great investment in time, energy, resources (volunteers, money, literature, signage, etc.) and then resign just as the council is getting set to start making a difference? The election was October 23, 2018. The swearing in of the Mayor and Councillors was December 3.

Councillor McCormick was among those taking the oath of office at that time. Now that the council was official, it was time to put together

rather than the one they want, in the hope that this will position them to run at a later time for the office they really want.

Altruistic reasons: Based on a desire to genuinely make a difference. Some candidates run because they truly want to change policy or conditions for their constituents. These conditions are few and far between, but I am of a mind that we now have a council of this type. It is a noble calling to make a difference for people, but the system is usually stacked against them.

It will not be easy to accomplish most of what you are laying out before you, so it is important to be realistic about your goals.

billion videos are watched on YouTube every single day.

Here’s the problem: as more material is “chosen” for you by algorithms, you have less and less exposure to new content, new ideas, differing points of view. Your personal ideas and beliefs are reinforced, never being exposed to other perspectives. Is this a good thing? Is it educating us, bringing us together, or perpetuating differences and prejudices that keep us apart?

Personally, I would love to get rid of Facebook and other web utilities, but they have become essential for my work. I try not to feel guilty when I don’t let someone know I’m thinking of them on their birthday. I think it’s important to keep a separation between public and private life, whenever possible; to give myself time to reflect, enjoy things that don’t come via a computer or phone screen.

Other people, or at least their algorithms, are decid-

ing what I will see on-line.

It takes a definite choice on my part to deliberately look for other sources of information, social contact, perspective and opinions. I still get a shiver when I go to a foreign newspaper website and notice that all the ads are for Canadian businesses, or even for Ottawa-area ones.

When I visit that Guardian website, based in the U.K., the weather forecast on the main page tells me what the temperature is in Ottawa, or even Kemptville. Big Brother is, indeed, watching.

People on Facebook or other sites tend more and more to “sanitise” their persona, only showing their best to the world. That may be understandable for a while, but it is vital that we get back to the real world sometimes, where we meet people every day; people who know the real us, talk about real things, share real interests and ideas.

In the end, that’s what friends are for.

It appears that Councillor McCormick had a strong desire to be the council representative on the Police Services Board. After a long career as a member of the OPP, you can understand he would have a strong interest and feel that he had something to contribute to the Board. But, the rules do not allow a retired officer who has retired less than two years to serve on the PSB. This fact was explained to Councillor McCormick prior to the decision to name the council representative.

It is, I should state, the role of the mayor to make these assignments, after satisfying the due diligence that is incumbent on political appointments. It makes one wonder which of the four reasons for seeking public office was the real reason that Mr. McCormick decided to enter the race in the first place. Was it solely his decision, or were there others that encouraged, and perhaps helped him, in his campaign? We will, I suppose, never know, as Mr. McCormick has stated he has

nothing further to add, other than what was in the press release. If I had - and I did not - voted for this candidate, I would feel cheated and owed an explanation for his actions, or lack thereof. His polling was second highest for councillor, at 2,795 behind only Jim McManaman, so almost half of the voters that voted chose him, only to have him pick up his toys and go home before the game had even got under way.

“Personal Reasons” may be a valid reason but, in my opinion, it is a reason that explains anything, and it is usually used when the person doesn’t want to say that he is leaving because of a bruised ego, or other personal reason.

Going back to the start of this piece, maybe we should have some sort of penalty when their “reason for running” is proven to be nowhere near the reality of their performance, but that will add another layer of bureaucracy, and that we do not need.

The evolving world of Municipal Taxation

by Jim Bertram A few weeks ago, I submitted an article which, among other things, briefly broached the subject of downloading of services for which the province is responsible, thereby adding to the fiscal load of local municipal taxpayers. In the article, I suggested that the province, which is in deep financial waters at this time, would be looking at different ways of engaging in such activity in future as a way to lighten the financial load at the provincial level.

Of course, that would be an attractive approach for the province. The new government could, after significant downloading, claim that they have cut vast amounts of money from their financial responsibilities. They could then vaunt their superior “management skills” and appear to be significantly more efficient than their political opponents. Of course, one might ruin the little party and ask: “So where does the financial cost cut from the provincial service load go?

What about the services?”

Well, the answer is that, as with past downloading under Liberal and Conserva-

tive provincial governments, the financial load largely gets foisted on to the shoulders of municipal and county governments. Which means it gets dumped on to your property or business tax. Which works well for the province, because, generally, municipal taxpayers don’t seem to pay much attention, and are phenomenally inactive in the area of local politics. The belief among many taxpayers is, “Gosh, it’s only a small amount, just another few dollars a year.” Except that it’s not, when one considers the number of times it may be done.

How does it work? Well, downloading can be direct from the province, as in a new function or policy created by the province and shipped to municipalities to pay for. Or, it can come in the way of a service which municipalities have been encouraged to undertake in the past with provincial subsidy dollars; when the province eventually cuts the subsidy payments, the property tax payer has a nice, brand-new service to pay for from the notoriously backward and unfair property tax system. Or - and this is a big or - local government can,

on its own, undertake to take over part of a provincial mandate WITH or WITHOUT provincial support.

At this time, for example, North Grenville has, for around six years, been engaged in assuming partial financial responsibility for provincial health services by contributing significantly to the budget of the Kemptville District Hospital. In a similar manner, I believe that, ultimately, over the next year (next budget), local taxpayers will be convinced to assume financial responsibility for some aspects of a new Affordable Housing Strategy, which will be part of the outcome of Council’s new Affordable Housing Task Force. Some discussion of just such a policy is taking place right now at the Council of our large neighbours to the north, and may become a subject of more widespread interest throughout the province in the coming year.

Of course, asking such questions can earn one a reputation for meanness, hard-heartedness, and so on.

That would be unfair, as it is not true. Concern for fellow citizens and their service needs, their ability to pay,

and a concern for fiscal efficiency, leads me to insist that the political instances with the greatest fiscal resources (Province, Federal Government) should live up to their responsibilities and provide adequate resources within the field of those responsibilities. Not to do so is an abuse of those who are forced to provide fiscal resources from a very narrow and inadequate base. Like the property tax, or local business tax.

I believe that those who have an interest in having a say over the management of local property taxation owe it to themselves to get active in terms of understanding what is happening in the political world around them. If you voted in the last election, thank you. But that was only a first step. Even if you didn't vote, most of our citizens pay property tax and many pay business taxes. So, become aware. Not because I say so. But do so in your own interest. Make sure you know what’s going on, and make sure your local and County Council, as well as your School Board, hear from you. Not just now at budget time, but throughout the year.

Municipal insurance costs under review

by David Shanahan One of the most controversial restrictions on recreational activities in municipalities around Ontario is coming under review by the Ford government. For many years now, the costs and demands of what is called Joint and Several Liability have meant that many of the events and activities which were once part of the community life of North Grenville and other municipalities, became impossible.

Under joint and several liability, a municipality may become liable for the full amount of any compensation granted by a court in the case of an insurance claim, even if the municipality is only partly responsible under law. There have been many examples in Ontario, which is one of the only provinces to operate joint and several liability regulations. One regional example is from an accident that took place in Ottawa in 2008.

A 20-year old man, driving an SUV in Ottawa, went through a red light and col-

lided with an OC Transpo bus at Heron and Riverside at around 2 o’clock in the morning. The driver, who had a blood-alcohol level nearly three times the legal limit for a fully licensed driver, was killed, along with two of his passengers, both 19 years old.

Two other passengers were injured. They had spent the night drinking in a number of pubs, and got into the car with the driver who only had a G2 licence, which disqualified him from driving with any alcohol in his system.

The two surviving passengers sued the pubs in which they had been drinking, the City of Ottawa (who own OC Transpo) and the estate of the dead driver. In 2016, a court found the City 20% responsible for the accident and awarded one claimant $2.1 million, and the other $200,000. The reason the City was 20% responsible was because the bus was going 66 kilometres an hour in a 60 kph zone, and the driver had glanced away from the road as he approached the intersection to check his mirrors.

The bus driver was a 27-year

municipalities, as a rule, cannot afford these judgments, and so insurance premiums go through the roof, and municipalities restrict activities and events which might make them liable should someone be injured in the course of normal recreational activity.

This includes traditional activities such as tobogganing, outdoor skating, and street hockey, and has restricted organisations from providing recreational events.

At the recent Rural Ontario Municipalities Association [ROMA] Conference in Toronto, both Premier Doug Ford and Minister of Municipal Affairs, Steve Clark, announced that the government will begin consultations on the matter of joint and several liability. Premier Ford stated: “We have heard your concerns about increasing insurance costs and the impact that these costs can have on property taxes, on municipal taxpayers and on the average Ontario resident. We heard your concerns about the liability chill, preventing everyday activities in your municipalities, like activities

It may seem farcical that two young people would gain so much from getting into a car with a very drunk friend, who ran a red light and caused the death of himself and two friends, but that is what happens under a policy called Joint and Several Liability, which states that all parties found in any way “responsible” for an accident are liable to claims. If other parties to the case cannot pay, then bodies like the City of Ottawa are required to pay the full amount of the award granted by the courts. In this case, the driver’s insurance payout was reduced from $1 million to $200,000 because he was drunk. The City of Ottawa had to pay $2.3 million altogether because the bus, going through a green light in snowy conditions, was possibly just 6 kilometres over the speed limit.

The idea for many claimants is that municipalities have “deep pockets”, and can afford to pay these claims, so they list municipalities as co-defendants on the least excuse. The problem is that

Where Are We?

By Harmen Boersma The Canadian Geographic Indigenous Peoples Atlas of Canada has been published

by The Royal Canadian Geographical Society, Ottawa, in December 2018. This largesize, hardcover set of four colourfully illustrated books has been a cooperative effort with the National Centre for Truth and Reconciliation, Assembly of First Nations, Inuit Tapiriit Kanatami, Metis National Council and finally Indspire: Six Nations of the Grand River.

One of the volumes honours the well-known layout of an atlas: large detailed maps, mostly extended over two full pages, with extensive detail of Indigenous peoples’ boundaries, place names and landmarks. The first map provides a global view of the whole Canadian landmass from sea to sea to sea at a scale of 1:16M. However, except for the colour markings, all others are too crowded to distinguish any detail.

Following this are a set of six maps at the scale of 1:5M, and a second set of 17 at the scale of 1:2M. It feels like one is slowly landing out of space approaching the earth and taking a picture of the country at three predetermined heights, providing increasing detail of the land and its Indigenous cultures.

To a white immigrant settler, these maps and their markings appear to be from a different place on earth, except that the coastlines are familiar on three sides, with the large bays and the Great Lakes in the centre.

Finally, we settle on the ground, move among people, and we cannot help but ask: Where Are We? The rest of the volumes introduce us February 13, 2019

to the peoples on the land.

Their ages-old stories have been highlighted and then compressed into these too few pages and volumes. It is an invitation to come in and search farther and deeper.

What an impressive introduction to the Indigenous People of Canada. Even though boundaries and indigenous names of nations are indicated, place names written down and residential school sites marked, there are no, to us, familiar highways and railroads crisscrossing the land anywhere. No current Canadian cities have been marked, yet the maps indicate land settlements, up to and including the current decade.

The maps volume shares space with the results and hopes of the Truth and Reconciliation Commission. Writers share their perspective on relations of Indigenous people to immigrants-settlers from all over the world, and with the Canadian state. Essentially, they claim that their lifestyles and cultures have been “systematically attacked, dismantled and destroyed” by the Canadian state. Their hope is “to shift the national narrative away from a culture of domination and oppression towards one of respect, reciprocity and understanding.” Canada has a “long history of broken promises and false hopes for which reconciliation remains a massively complex exercise that all Canadians are called to embrace and contribute to... At heart is (a desire for) building a better, richer, and healthier country for all forms of life.” The alphabetical glossary of terms is a thoughtful addition, as many of the terms provide a clearer understanding of the

Indigenous mindset.

Observing these cultures and their vision as a first generation hyphenated Canadian, who married and raised a three-generation family, this universal call echos loudly within my heart, too. It only took a few years after arrival on Canadian soil to meet Indigenous people on our travels and in the communities we have lived. Share my surprise and ignorance when I was called upon to teach, to an elementary classroom of students, a one-month geography-history unit called: The Indigenous People of Canada. If only this atlas had been available then…

However, the Indigenous cry was heard by our class from the newspapers, the radio, movies and field trips. These young Canadians grappled with a news clip reporting the suicide burning of a young Indigenous youth.

Each volume opens with the same sub theme: Indigenous perspectives, much older than the nation itself, shared through maps, artwork, history and culture. This statement asks the question: how do Indigenous people see their relationship to Canada?

Do they want to be citizens of Canada, or be Indigenous nations sharing the land in federation with Canada? How do they apply the 1982 Canadian Constitution to their people and to other Canadians? Canada has more diversities that are not yet being expressed in political realities.

Meanwhile my tour through the imaged Indigenous culture and my dip into the Canadian settler culture are coming to an end. The books are closed and returned to the shelf. The mind picks up the daily duties. We put on our lined coat, hat and gloves and step onto the frozen deck. We complain about being stuck in traffic on a ‘will-it-ever-widen’ main street connecting the super highway to the commercial centre and beyond to homes spread throughout town and country. When we ‘finally’ get home, we read the local newspaper and after a simple supper turn on the computer for world news. Soon it is time to yield to sleep.

My subconscious goes into overdrive. I notice a mass of people flocking together from every language, culture, race to something in the far distance. I sense a spirit of anguish, but also of respect. Just when the distant ‘something’ approaches, a loud knock on my front door awakens me. It is pitch dark in the room and

I feel the mighty force of the ‘something’ overpowering my space. Suddenly a bright light blinds my eyes, and a clear voice sounds distinctively: “When will you follow the paths of righteousness?

The time is short.” Then all is dark again and I am struggling with the choices of my heart.

Ontario moves to widen access to autism services

by David Shanahan The Ontario government has announced that it is expanding autism services in the province to 23,000 children and their families who are currently on a waitlist for autism services. Last week, Parliamentary Assistant Amy Fee and Minister of Children, Community and Social Services Lisa MacLeod provided details of the reforms to the Ontario Autism Program that they say “will restore fairness, equality, and sustainability to the program”.

Minister McLeod pointed out that “The Ontario government invests $321 million each year in autism supports that under the current system leave 3 out of 4 children behind. I cannot in good conscience continue this Liberal plan that was more about politics than the people it should be supporting.”

Local M.P.P., Steve Clark added his thoughts on the initiative: “We are taking action to improve access to services and supports so more families of children and youth living with autism can receive fair and balanced service.”

by Ms. McLeod and Ms. Fee noted that, under the government’s proposed reforms, the waitlist for funding will be cleared in 18 months, and that, they intend for people to be “treated with fairness and equality, the system will become more financially sustainable, make the system more accountable and to guarantee that supports are there for families with the greatest need, now and well into the future”.

With the proposed changes, families may receive a Childhood Budget until their child turns 18. Supports will be targeted to lower and middle-income families. The amount of the budget will depend on the length of time a child will be in the program.

For example, a child entering the program at age two would be eligible to receive up to $140,000, while a child

entering the program at age seven would receive up to $55,000. These changes will ensure that every child will receive assistance, rather than just 25% of families who currently receive support.

To be eligible for the Ontario Autism Program, a child must have a diagnosis of Autism Spectrum Disorder from a qualified professional.

Families are eligible to apply for program funding for children and youth up to age 18. According to government statistics, there are over 2,400 families waiting for a diagnostic assessment at the moment, and more than 23,000 families waiting for behavioural services through the Ontario Autism Program, with demand continuing to grow.

New safety apps developed by Catholic School Board

The Parent Resource Bank is an online resource which is currently being developed by the Catholic District School Board of Eastern Ontario [CDSBEO], which contains free resources, support materials, and videos for parents.

The resource was developed in collaboration with various board departments, committees and other stakeholders.

Jameson Lee, Curriculum Consultant, presented information on the Parent Resource Bank to the School Board at their Board meeting held on February 5. James Proulx, Chief Information Officer, also presented information on the School Messenger Safe Arrivals app that the Board will be introducing in the coming months.

“The Parent Resource Bank seeks to promote and honour the strong home, school and parish relationships that have been at the heart of what we do,” began Curriculum Consultant Jameson Lee. “Furthermore, I believe parents will be excited about the carefully selected resources that increase the

awareness of, and participation in Catholic education.”

The Parent Resource Bank, which will be available on the CDSBEO website, provides parents with the knowledge, tools and resources to fully participate in the spiritual, social, emotional, physical and academic growth of their children.

“Key features of the website include an overview of the content, quick access links to a “Parent Toolkit” of which there are two versions (and elementary and a teen edition), as well as the main area of resource tabs which contain links to relevant content which is divided into topics,” noted Mr. Lee. Topics for the information include faith, health and wellness, special education, online safety, academics, and other parent information.

The School Messenger Safe Arrivals app, which is currently in the pilot phase, is an app that is free for parents to download on any Apple or Android device.

The app is connected to the Board’s School Messenger

tool, which sends out school and Board communication through email, text message, and voice message.

The School Messenger Safe Arrival app sends notifications to parents for improved teacher/school to parent communication, offering a simple process for parents to receive and manage messages. The app also allows parents to report their child’s absence to the school.

“Overall, this app will save school staff the time of chasing down parents of absent students,” noted Chief Information Officer James Proulx. “In addition, if a student has been marked absent by the school, the parent would receive a notification via text, phone and/or email based on their preferences.”

The app will be fully functional and available for download in the coming months.

More information will be provided to schools and parents once the pilot phase of the app testing it complete in the coming months.

Dundas Manor prepares for Public Consultation

The provincial Ministry of Health and Long-Term Care is hosting public consultations regarding the transfer of the long-term license from Dundas Manor Limited to its parent company Rural Healthcare Innovations Inc. (RHI).

“This is a routine administrative change and there will be no changes in the operation of our home as a result,” explains Board Chair Bill Smirle. “It is not related to the redevelopment announcement that we are waiting to hear. It is just one of the many steps required to prepare for the future redeveloped Dundas Manor.”

RHI is a non-profit corporation that oversees the operations of Dundas Manor. It is led by a community Board of Directors.

The public consultations will take place on March 19, from 10 to 11 am, at the Joel Steele Community Centre in Winchester. Anyone can attend and written comments are also welcome.

Oxford Thrift Shoppe adds another donation to KYC

by Hilary Thomson 2018 was a good year for the Oxford Thrift Shoppe, and they were able to meet their goal of donating $1000 to the Kemptville Youth Centre (KYC). Owners, Piero and Debbie, started out the year with a $400 donation to KYC, which is far more than the 20 per cent of their gross sales that they had committed to giving. They also have about $150 in their donation box, which brings the overall total to $550, roughly 25 per cent of their donation goal of $2,000 for 2019.

According to Piero, some of their more interesting donations of 2018 have been items like a parachute, full military uniforms, dolphin collectibles, and owl collectibles. They also have Slap Chops, CDs, DVDs, musical instruments, housewares, frames, old maps and magazines, as well as lots of costume jewelry, accessories and fashion items. “We are working on a manly mans section for outdoorsy stuff,” Piero wrote in a press release last week.

Wetlands play a critical role for people and nature

by Dan Kraus, Nature Conservancy of Canada I live next to a swamp.

After 20 years of having this swamp as my neighbour, it’s kind of grown on me.

I enjoy the spring flush of marsh marigolds, the annual reawakening of spring peepers, and I still smile when I see a colourful wood duck perched in a tree.

My swamp has two sources that keep it wet: water that seeps from the ground, and runoff from snowmelt and heavy summer rains. All wetlands are wetlands because they are permanently or seasonally wet.

There was a time not so long ago when almost nobody liked swamps, or any other type of wetland.

Wetlands have a long history of being seen as wastelands.

Places to be filled or drained.

In Canada and around the world, most wetlands are in trouble. It’s estimated that 64 per cent of the world’s wetlands have disappeared since 1900. All around the world our wetlands are disappearing fast.

Canada’s northern hinterlands hold almost one-quarter of the world’s remaining wetlands. These wetlands are important for Canada, and for the world. They provide breeding habitat for millions of waterfowl, store a global motherlode of carbon, and represent one of a few dwindling places on our planet where wetlands are still wilderness.

But wetlands in southern Canada, where most Canadians live, reflect the state and fate of wetlands around the world. It’s estimated that by 1990, almost 50 million acres (20 million hectares) of Canada’s wetlands had been lost. Wetlands associated with urban areas are particularly threatened, with 80 to 98 per cent converted to other uses.

Canada has done a good job conserving some wetlands, designating 37 sites as Wetlands of International Importance. Many are protected in national parks, and we are continuing to add to our portfolio of protected wetlands and build new wetland conservation partnerships. Groups like the Nature Conservancy of Canada and Ducks Unlimited Canada are preserving wetlands with the help of Canadians and the Government of Canada’s Natural Areas Conservation Program.

But despite our collective efforts, we are still losing wetlands. Even protected wetlands are increasingly threatened. Invasive species such as European common reed and glossy buckthorn are degrading many of the wetlands we have left. Black ash, a still common tree found in many swamps, was recently assessed as a threatened species in Canada because of the predicted impact of the invasive emerald ash borer beetle.

To conserve wetlands we need to think bigger than wetlands. Many species that live in wetlands also depend on the surrounding uplands.

Spring peepers move into forests after they are done spring peeping. The water that comes and goes from wetlands impacts the broader watershed, and that watershed impacts the wetlands.

Wetlands in and around cities and farms might be some the hardest working ecosystems on the planet. For centuries they have cleaned our water, prevented floods and provided habitat for wildlife.

There’s much more we can do to protect wetlands.

Canada’s national wetland inventory needs to be completed. Key wetland areas need to be identified, protected and restored. We need management plans that prevent invasive species and plan for

the health of our watersheds.

Perhaps most importantly, we need a new appreciation of what wetlands provide to us now, and what wetlands can provide to Canadians in the future.

I don’t want my children to grow up in a diminished natural world. In a world without wetlands, winter’s end is not marked by spring peepers, and the jobs and costs of flood control and water purification are downloaded from nature to people.

There will never be a better time to protect Canada’s wetlands than there is today.

As our human population grows, while wildlife populations decline, and as we bear witness to rapid planetary changes that will impact future generations forever, Canada and the world needs our wetlands more than ever.

Local business owners given Star Award by KYC

by Hilary Thomson The Kemptville Youth Centre (KYC) presented two North Grenville business owners with Star Awards last week for their support of the organization. On Thursday, Piero Presutti of the Oxford Thrift Shoppe, and local lawyer Connie Lamble, were honoured with the award for their continuous donations to KYC. Piero and his wife Debbie have been donating at least 20 per cent of Oxford Thrift Shoppe’s gross sales every year to KYC, usually surpassing that goal. “Their generous support makes a difference in running programs and providing a safe space for youth to enjoy their friends and feel a part of our community,” said a press release from KYC. Piero and Debbie’s latest donation is reported in this issue of the Times.

Local lawyer, Connie Lamble, has also been a consistent supporter of KYC. “Generous donations, like Connie’s, allow quality, consistent programs and a safe engaging environment for youth,” said the press release about Connie’s award.

Both awards will be displayed in KYC’s award galaxy in their entryway.

by Hilary Thomson On Friday, February 1, 2019, a long-time resident of Merrickville-Wolford was awarded the Order of Canada for his over 50-year career studying Canada’s amphibians and reptiles. Francis R. Cook was born in Nova Scotia, and discovered his interest in herpetology (the study of reptiles and amphibians) at an early age. It was a visit to the Royal Ontario Museum at tenyears old that solidified his de-

cision to dedicate his career to studying these creatures that often get overlooked. After receiving his Bachelor’s and Master’s degrees from Acadia University, Francis was lucky enough to land a coveted position as one of the curators in the Zoology section of the Museum of Nature in Ottawa. Throughout his 32-year career at the museum (interrupted only briefly to pursue a PhD at the University of Manitoba), he was also the Editor of the scientific journal the Canadian Field Naturalist.

Francis says that, when he heard he was receiving the Order of Canada, in June 2018, he was stunned. “It was the last thing I would have thought,” he said.

The ceremony at the Governor General’s residence at the beginning of February was a ceremonial event with “all the trappings,” he says. After a quick introduction, which outlined Francis’ notable contributions as a renowned scientist and researcher in the field of herpetology, the Order of Canada medal was

pinned on his jacket by Her Excellency the Right Honourable Julie Payette, Governor General of Canada, herself.

“She was very courteous and very nice,” he says. “It was awesome to be with all the other people getting the award who have done so much for Canada.”

Francis was joined at the ceremony by his wife, Joyce, children and grandchildren, who are all very proud of his accomplishments. Francis says he is very thankful for all the people who showed an interest in his work and backed up his nomination for the award. He also credits Joyce for her unwavering support of him and his research over the years. “Without her, I probably would have run amok,” he says.

Francis is adamant that this award is not only a win for him, but also for the field of herpetology as a whole.

“The thing to stress is that this award has been given to a person who has dedicated their life to studying Canadian fauna,” he says, adding that it has never been more critical to observe a baseline for these animals in a time when climate change is an increasing threat. “I hope this award will encourage people to keep on track with studying these creatures.”

A vision for a barn

by Hilary Thomson Two Merrickville residents are taking on an innovative project that will add a hub for artisans, craftspeople and artists to the Village. Ron and Robyn Eagle were married in 2017. They chose to tour Prince Edward County on their honeymoon and came across an old refurbished barn called The Local Store, just outside Bloomfield, Ontario, that showcases the wares of some of the best artists and artisans in the area. “It was such a unique space,” Robyn remembers.

Time passed, and Ron and Robyn were on a leisurely drive last summer near Gananoque when they came across a beautiful old barn, sitting empty on a farmer’s land. The seed was planted.

The duo decided to buy the

barn and rebuild it on the lot behind their home on St. Lawrence Street in Merrickville, to be used as a hub for local artists and artisans in the area.

The idea for Eagleview Barn had been born.

Ron and Robyn approached the owner of the barn in Gananoque, who was happy to sell it. They also purchased two other derelict barns in the area, so they could re-use the material.

They bought the land directly behind their house in November, 2018, and soon began digging the excavation for the new structure. Robyn says things have been moving very quickly, which makes her a bit nervous, but Ron’s excitement about the project is infectious. “Ron just has this passion,” she says, smiling.

TNIM celebrates new green room people have expressed interest in the project. CAO, Doug Robertson, and Economic Development Officer, Jeff McNamee, have also given them their support. Ron has lived in the Village his entire life, and hopes that Eagleview Barn will be something that the community will be able to use and appreciate into the future. “We want it to be a community project,” Robyn says. “The more people we talk to, the more ideas we have about what we should incorporate.”

Once completed, the barn will be a 102x36 foot structure, with both a lower level and a loft space. The main area will be a place where local artists and craftspeople can show and sell their wares, with the upper level reserved for workshops, classes and small gatherings. Their plan for the lower level is to have it filled with tools to be used for carpentry, woodworking and other larger-scale projects. The barn will also have a 36-foot ceiling, with lots of natural light. “With the talent in Merrickville, we hope it will draw people [to the Village],” Robyn says, “It’s the people that are going to make the difference.”

Ron and Robyn already have an application in to the municipality for the lot to be zoned commercial in this year’s revision of the Official Plan. They also made a presentation to council asking them to permit the use of a small portion of unmaintained Alice Street (just off the south end of St. Lawrence Street) to get the equipment they need in and out of the lot.

This project is truly a labour of love for an old barn and the Village they call home. When Robyn retires from her job in Ottawa, she is hoping to take on managing Eagleview Barn full-time.

“We’re not in it for the business,” Robyn says. “We hope to generate another hub at the south end of the Village.”

It is still early days; but Ron and Robyn hope to have the bones of the barn up by the summer. Ron will be doing most of the work himself, but they are planning to employ as many local tradespeople as possible to get the work done.

“I am planning on building it to last,” Ron says. “Hopefully it will be here long after we’re gone.”

by Hilary Thomson Theatre Night in Merrickville (TNIM) held an open house last Friday to celebrate the completion of their new green room at the Merrickville Community Centre. Even though TNIM has been entertaining the community for over 40 years, they do not have their own theatre. Instead, they have a great working agreement with the Village. TNIM contributes occasional grants and a good percentage of ticket sales to the municipality in exchange for storage, rehearsal and performance space. They also use the old school house in Eastons Corners to rehearse larger productions and, for the past two years, they have used the back room in the Firehall to paint sets.

The creation of TNIM’s green room at the Community Centre is the work of

by Rod Fournier, a retired engineer and carpenter for TNIM for the past decade.

The green room is traditionally a room, painted a restful green, used as the actor’s lounge backstage in a theatre. It is where the actors gather before performances and between scenes.

TNIM volunteers have turned the upstairs room at the Community Centre into such a space. It is a soundproof room, suitable for all greenroom functions, plus storage space for costumes, make-up, lobby decorations and props that were previously kept in the white boxcar that used to sit behind the Community Centre. There is also now a solid wall above the kitchen, which regular Community Centre users will be please to know makes sure that anything happening upstairs is not audible in the lower part of the building.

TNIM is now getting

ready for their Spring production of The Kitchen Witches, set for April 5-7.

It is a modern comedy by Canadian performer and playwright, Caroline Smith.

It is being directed by Timothy Molloy and the cast includes three of last Spring’s Farndale Ladies: Andrea Howard, Ann MacLaughlan and Vicki Graham, as well as newcomer, Marc Alarie.

TNIM would like to thank the hundreds of people who attended their Fall production of a Trio of One-Act Plays, and the dozens of volunteers who made it happen. They would also like to recognize the staff and management at the Goose and Gridiron for their exceptional service for the past year after lengthy final rehearsals and performances.

“As ever, it takes a village to raise a curtain,” member of TNIM, Andrea Howard, wrote in their press release about the green room.

Kemptville’s PK was steller, as they had to shut down 3 on 5 in the third.

73’s PP was strong, capitalizing on one, with 3 attempts and Grads having 3 without results.

Kemptville 73’s battles against the Ottawa Junior

Senators and Brockville Braves were postponed due to weather conditions.

I have just finished reading Michelle Obama’s memoir ‘Becoming’. This is a very enlightening and inspiring book about her journey through ‘Becoming Me’, Becoming Us’ and then ‘Becoming More’.

I found many ‘takeaways’ from this book, such as: we are all good enough; not to listen to the naysayers and those that put us or our ideas down; it is important to surround ourselves with supportive encouraging people, and to be the same for others; and, to hold fast to our vision of communities of people working together for a common good.

I have such a ‘community’ of supportive people involved with Kemptville & District Home Support.

These people are helping further KDHSI’s mission

‘to provide meaningful and timely services and activities that will enhance the independent living of seniors and adults with physical disabilities within our community’.

It is energizing that so many people share the same hope and vision for this organization. Together we can all ensure that we have an organization that not only provides programs and services, but is also welcoming and supportive of everyone.

There are lots of activities here at the Centre, and we are always open to new ideas. If you are interested in volunteering, we have many different options; helping out at reception, computer work, driving people to appointments. Paint & T’ookies is held the 3rd Tuesday of the month.

This is a wonderful monthly art afternoon with KDHSI Volunteer Gayle Holmes.

The February painting will be of a ‘Flowers in a Vase’… thoughts of spring. Gayle will lead the group through the painting process; and, everyone will go home with a painting at the end of the day.

The cost of each session is only $20 including supplies.

Tallman Group enters new partnership North Grenville’s most successful business venture ever is entering a new and expanded stage of its phenomenal history. The company begun by Gerald Tallman in Kemptville in 1973 has since grown into the largest International Truck dealer in Canada, employing over 600 people in fourteen locations, including Mississauga, Toronto, Kingston, Ottawa, Belleville, and, of course, Kemptville. Last year, the Tallman Group had revenues of $370 million (CAD) and delivered almost 2,000 trucks. In 2015, Tallman Group was named International’s North American Truck Dealer of the Year, and was named one of Canada’s Best Managed Companies for 10 consecutive years.

The Group has now entered into an agreement with Rush Enterprises, Inc., which operates the largest network of commercial vehicle dealerships in North America, by which each company will own 50% of the new entity, to be known as Rush Truck Centres of Canada Limited, and will operate under the same leadership of Kevin G. Tallman, Chief Executive Officer and Roger Poirier, CFA, President. Once final closing conditions are met, the new venture will formally launch later this month.

This has been a family business ever since Gerald opened the first Truck Centre in Kemptville, and Kevin is continuing that tradition, becoming CEO of the new partnership.
