Kemptville District Hospital was forced to close its Emergency Department and put outpatient x-rays and ultrasounds on hold last Thursday, after being hit by what is being called a “cybersecurity incident”. The problem began on Wednesday, when problems were detected in the hospital’s IT system, and by Thursday morning it had been decided, according to hospital sources “that it would not be possible to provide the highest quality and safe patient care in the Emergency Department in the absence of I.T. systems”.

Although day surgeries and total joint replacements continued, there were delays caused by patient registrations having to be performed manually, on paper, instead of by computer. The OPP’s Cyber

Crime Unit was called into the hospital on Wednesday, when the breach was detected, and their investigation was described as “ongoing” over the weekend. The hospital operated under a “Code Grey”, which is declared when a hospital is dealing with a loss of essential services.

As the incident progressed, emergency calls and services were taken over by other hospitals, and KDH CEO, Frank Vassallo, expressed his gratitude for their support. “We are grateful to our hospital partners for their eagerness to be part of this solution. It enables us to fulfill our mandate of providing emergency care to residents of North Grenville and beyond.”

By Friday, hospital authorities were able to reopen

its Emergency Department, although the IT problem had not been resolved, and KDH continued to operate under “Code Grey”. Cybersecurity experts were working with KDH over the weekend to contain the incident and were running diagnostics to evaluate the full scope of the situation. The Ministry of Health and the Municipality of North Grenville are being kept updated on the progress of the investigation and the steps being taken to restore the hospital’s IT system. The process will take time, as every precaution has to be taken to ensure there is no residual glitch or any possible virus remaining in the system.

“In terms of resolution and path to recovery, it is still too early to make a fair assessment. We hope to have further clarity around the

magnitude of the event and potential in-house resolutions in the next few days”, said Marcus Hewitt, KDH’s VP Finance and Chief Operating Officer.

As the investigation continues into this “incident”, CEO Vassallo asked the public to bear with the delays while the problem is resolved.

“We thank everyone involved for their patience while we are working very hard to restore our systems and services”, said Frank Vassallo. A hospital statement assured the public that: “KDH will work diligently to manage this situation in a responsible manner and to communicate as much information as possible to the public, patients, employees, and other interested parties as the situation evolves”.

Heritage recipes to enjoy

A group of local volunteers with the North Grenville Historical Society, and others, under the leadership of Joan Yeaton and Donna Gould, have assembled a heritage cook book which is now for sale to benefit the work of the North Grenville Historical Society.

The recipes in this collection have been gleaned from local sources in North Grenville, including handwritten and published cook books, as well as from “friends and family elsewhere.” After all, every new person who comes here brings cooking traditions from their background to add to the mix that makes up our community.

Santa Claus Parade

The 2021 Kemptville Santa Claus Parade, which will be held on Saturday, November 20 this year, is brought to you by the Kemptville District Community Association, Kemptville Rotary Club, Kemptville Lions, North Grenville Chamber of Commerce, the Kemptville Knights of Columbus, Old Town Kemptville BIA, and the North Grenville Times (in no specific order).

There are rules which participants need to keep in mind when planning their floats and teams. All participants shall arrive at the starting point at 3 pm, and shall follow Covid-19 protocols. The lead indicated on each application shall receive updates leading to the event.

Safety First: Being aware of your surroundings is key to this being a safe and joyful event. Keeping the pace, watching for kids (of ALL ages) and being patient is primary. No throwing candy or items from your float, or handing out treats along the way. Please do not encourage spectators to enter into the street.

In the event of an accident or an emergency, please call 911 immediately.

Insurance: Each participant is required to submit a copy of their Insurance and Liability coverage for their organization, if appropriate, and vehicles involved.

Parking: Extra parking is available at the campus. Please help us keep the lanes for the participants free. The organizers are not responsible for the safety of your belongings, so please ensure you lock your vehicle.

Maintain a safe distance between parade participants. The route is approximately 4km, and may involve walkers. While the parade should flow smoothly, be prepared for some stops at different junctions. Remember throughout - This is FUN!

Maple Enterprise erased from history by Council

by William J. Langenberg For the first time, I received a copy of the North Grenville Times in my mailbox in the Village of Merrickville this week. I opened the paper, and the first article I read is the renaming of the former Kemptville College Maple Sugarbush to the “Peter Wensink Maple Forest”. My first reaction was: “Why did Council not conduct a background study of this historically well-known educational and experimental sugar maple operation?” Any one of the Council members who grew up in Kemptville would know the history of this Maple Syrup operation and Sugarbush on Bedell Road.

Back in 1970 Jim Purvis, Head of the Kemptville College English Department, started a maple syrup op-

eration, called “KCAT Maple Enterprise”, on Bedell Road.

Agricultural Technicians and Farmworkers at the College’s Agronomy Section built the buildings to house the operation. Of course, you can’t get a good crop of maple sap if you haven’t a good Forester on hand to take care of the maple woodlot. Clarence Coons (1941-2006), Forester with Ontario Ministry of Natural Resources in Kemptville, advised us how to manage the 10-acre woodlot. Clarence, who had his own sugar maple woodlot and maple syrup house just outside town on Country Road 18, was indispensable in helping us to increase sap yields. Unfortunately, Clarence passed away in 2006 at the age of 65. Agronomy Technician Earl Hicks, with maple sap

Three-year old highsugar-producing maple trees were grown by the Ministry of Natural Resources at their Howard Ferguson Nursery by Forester, Alfred (Alf) Campbell (1930-2018). Al and I would discuss these maple trees on the front steps of Al’s house on Prescott Street.

These discussions lead to the planting of these unique trees.

I walked through the maple plantation the other day and saw it slowly declining in health, as the maple plantation is not being managed like we used to do at the Bedell Road bush.

I am not looking for recognition. My time at the Kemptville College Sugarbush has long passed, and I have moved on. Council could have made a better

I joined the College’s “Maple Syrup Enterprise” team in 1975 as a researcher. My task was to start studying sugarmaple sap flow in relation to the weather. I also studied maple sap and maple syrup quality control, which included the detection of invert sugars. Finally, we experimented with prototype sap evaporators, such as Reverse Osmosis and Energy Conservation, in cooperation with the University of Vermont (Maple Proctor Farm) and the University of Waterloo (Dr. Raithby Economizer). Finally, we (Clarence and I) provided the expertise on latest technology, which included marketing Ontario-produced Maple Syrup throughout Ontario and Quebec.

100 Women Who Care – North Grenville: Staying Strong

by Cyndy Batchelor Through the pandemic, our group has stayed strong with an online presence, and continued to give back to local charities in North Grenville.

We want to thank all of our current members for sticking with us and continuing to support our local charities.

As we are finishing up our 5th year as caring women in North Grenville, we are now looking for new members to join this wonderful group.

Dazed and confused

by David Shanahan The cyber security “incident” at KDH last week may mean that North Grenville has become the latest victim of a growing problem that is affecting medical facilities around the world. While the precise nature of the KDH incident is still unclear, and the OPP continue their investigation, it does seem to fit into a pattern that has become all too common. It seems that people have found yet another way to abuse and misuse technology to cause confusion and make money.

In June of this year, the CBC reported that “Canada's health system is under siege from unrelenting cybercriminals trying to access patient information and other data, according to health-care professionals and cybersecurity experts who say hospitals and clinics are unable to cope with the growing threats.” In March, the Canadian Centre for Cybersecurity issued an alert warning medical fa-

cilities of “the elevated risk faced by health organizations involved in the national response to the COVID-19 pandemic”.

And it isn’t just Canada that has been affected.

The Irish health service was hacked by ransomware in May of this year, throwing the entire system into chaos.

Reports described the attack as a "major disaster". In the middle of a pandemic, these attacks are delaying tests and procedures, and may have been responsible for preventable deaths. Ransomware attacks can result in ER downtime, ambulance diversions, and appointment cancellations, and have been described as “one of the biggest threats to the healthcare sector in 2021".

There is something particularly callous, evil, about attacks of this kind on the health system of countries and provinces at a time when those same healthcare facilities are under extreme pressure trying to deal with

a pandemic. These criminals shut down a system, either in a specific hospital, or across an entire national system, and demand enormous sums of money to restore access.

If their demands are not met, private patient data can be released on-line, or else records can be completely deleted, leaving medical professionals without patient histories, medication records, or even simply schedules for procedures.

But there is a further danger from these attacks, and it’s one that residents here need to be on guard against. The patient data collected by these attacks can then be used by scammers, who will contact the individual patient, using the information they stole, and try to extort money or other information from the victims.

Much of the hacking activities carried on these days is basic espionage, especially during the pandemic, as other corporations, governments, or criminal gangs, attempt

to steal medical research, or agricultural and industrial technology. It is a strange and disturbing phenomenon that there is a “dark web” on which so much illegal and dangerous activity is carried out, largely unseen and unknown.

Many times, in these pages, we have warned residents of the dangers that exist online. Hacking, phishing, trolling, and so many other terms have been coined to describe on-line behaviour. Ransomware is not only directed at institutions, it can be used against private businesses, even individuals, where demands for payment is made if the victim wants to regain access to their data and files.

Data breaches have caused many banks, insurance companies, or credit card corporations to issue warnings to clients that their personal information has been stolen.

This can include their name, address, credit card numbers, social insurance numbers, or other information useful to

criminals.

For example, the American Osteopathic Association informed their clients in 2020 of an incident that impacted 27,485 individuals. Addresses, names, birth dates, Social Security numbers, financial account information, email addresses, usernames, and passwords were included in the stolen data.

Whether the cyber security incident at KDH is part of this general pattern remains to be seen, but other Canadian medical facilities have experienced attacks in the past year. According to reports, “the malware, known as "Ryuk," attacks computer networks but remains invisible to average users for weeks or months. During that time, it collects information about the organization and its perceived ability to pay a ransom. Ryuk then locks files, demanding the network owner pay a sum of money to make them accessible again.”

In the attacks on three Ontario hospitals in 2019, email

systems were taken offline, health-care records became harder to access, and patients were warned of longer wait times.

KDH needs our patience as they recover from whatever happened last week. This is not something for which they can be blamed, not a failure on their part. These attacks are taking place against the most secure cybersecurity systems, and no institution, no corporation, no individual, is secure from criminal activities of this kind.

As with so many other aspects of online activity, from Facebook algorithms to cyber bullying of young people, this is the world in which we now live. We need to adapt, and learn how to deal with this new reality.

Dear Editor, I was gobsmacked to read that MPP Clark had attempted to use the provisions in Bill 307, Protecting Elections and Defending Democracy Act, 2021, to attempt to silence local grassroots objections to the proposed prison in Kemptville. This is a brazen assault on democracy, and on the rights laid out in the Canadian Charter of Rights and Freedoms. One of the handy infobites on the Government of Canada website reads: “Because of the Charter, I am free to disagree with the government and peacefully protest in order to make my views known.” Apparently this no longer applies in Ontario.

As well as opponents of the prison, MPP Clark has also tried to gag Peaceful Parks Coalition, who describe themselves as “a vocal champion of Ontario’s environment and protected areas”.

It seems as if any group that tries to stand up to the PC government faces legal action. Shockingly, The Toronto Star reports that Elections Ontario would not confirm if any reports were received about election advertising,

but that details are published in their annual report. So, we have a law that limits political advertising to $500 before being required to register as a third party, without a clear definition of what “political advertising” is, a regulator that won’t reveal if any reports about advertising are made to them, and a government that is willing to use any tools at its disposal to silence grassroots organisations that object to their policies.

During the passage of Bill 307, Doug Ford is quoted

by CBC as saying “We’re fighting for democracy…

I’ll work all day, all night to protect the people.” How does this square with the actions taken by MPP Clark against CAPP, JOG, and PPC? Democracy is not a single event that happens once every few years at the ballot box, it is an ongoing process, and local groups expressing opposition to government plans are a fundamental part of democracy. Ford, Clark, and the rest of the PC government should be ashamed of themselves at their attempts to stifle democracy and dissenting voices.

There is to be a public

meeting during the week of November 17 about the design of the prison. Let’s take the opportunity to put MPP Clark on the spot. And don’t forget this shameful anti-democratic, authoritarian behaviour when it is time to vote in the provincial elections.

One being the report on groundbreaking at Oxford Village (Earth breaking might be a better term) and the other article covering the Waste Reduction Week. In this second article, there was reference to the 7Rs. I would like to suggest that the wisdom of waste reduction apply to large scale developments: Rethink, Refuse, Reduce, Reuse, Repurpose, and as for the espousing of the officials, that can be left to Recycle and Rot. Letters to the Editor Dear Editor, I wish whoever is in charge of the streets in town might take note of the traffic on Prescott Street between Concession and Van Buren.

It was always busy, of course, but it seems to be much worse now. It seems that hundreds of people have moved from the city to the south of Kemptville. One person said they were told that people are coming through Kemptville from Brockville to get to Ottawa to work. It goes fast and non-stop from very early morning until at least ten in the evening.

Very noisy in the daytime, with many heavy trucks and heavy equipment being hauled.

Many in the evening seem to have a problem with their mufflers, or have special ones to create more noise. And it seems that not all are travelling at the designated 40 kph.

Now many school children are walking along this corridor. It does seem like a racetrack by times.

Is this not the same Group who, along with the Municipality, was sued by home owners in Kemptville Meadows across from the Hospital, for shoddy building practices in the recent past?

Meeting number 40 for NG Council

The North Grenville Council met for its 40th scheduled meeting on the evening of Tuesday, October 19. Returning from a short holiday was Deputy Mayor McManaman, and absent from the meeting was Councillor Strackerjan.

Mayor Peckford began with a word of thanks to all municipal government staff in honour of Municipal Government Week. “We really appreciate the work, the effort, the dedication, the nimbleness, as you navigate council priorities and preoccupations,” she stated. Mayor Peckford also noted that the week of October 18-22 was Waste Reduction Week in North Grenville. This came with the good news that North Grenville has managed to divert 794 tonnes of food and organic waste from landfills since February, thanks to the composting program.

Briefly mentioned was the “Most Active Community” honour that was bestowed upon North Grenville in July, as reported by the Times.

Mayor Peckford reminded residents that an online survey is available to help decide how best to use the $100,000 prize money. She also reminded community groups that the deadline to submit applications for community grant money is November 19.

The grant applications will be considered by council in early 2022.

The mayor also took a moment to thank those in the community who provided support to her after her mother’s recent passing. “I feel very blessed to be serving here in North Grenville, and have so many people extend kind words and thoughtfulness, put some food at our door, and make sure the kids got to school okay,” she told the room.

The first item on the agenda was a presentation

by Brandon Shipman, Engineering Technologist for the Municipality of North Grenville. After some discussion of routine business, Brandon made several recommendations, including one for an operational review of the Oxford Mills Transfer Station, in the hopes of finding “efficiencies.” Also discussed were North Grenville’s options in regards to new provincial Blue Box Program mandates. In April of 2019, the Ontario government directed that producers of plastic and other packaging must take over responsibility for the management of recycling in Ontario’s Blue Box Program.

The Municipality must decide whether to act as a contract administrator on behalf of the producers, or to let the producers themselves execute the contract. Questions of control over the program, in addition

to cost, were debated, and no decisions will be made until reviews are completed.

Brandon also presented, alongside Director of Public Works, Karen Dunlop, a request to transfer the responsibility of snow clearing and other road maintenance to the municipality from the developer of the Tempo Subdivision in Kemptville. Mayor Peckford asked about the potential of a new park in the Tempo Subdivision, but Director Dunlop was unable to confirm anything at the time of the meeting. By-law 104-21 was passed, giving the Municipality the responsibility for the infrastructure in the Tempo subdivision.

Finally, Council was asked to pass a motion awarding the contract for foundation repairs to the signage at the North Grenville Municipal Centre to Bradley Contracting. Bradley Contracting had provided the only bid on the contract, likely due to the scope of the project, as the entire foundation is in need of repairs. Council heard that the price was fair for the work to be completed, at a total cost of $47,398. The money would be taken from the Municipality’s reserve fund, with work intended to be completed this fall. The motion was passed.

The meeting ended relatively quickly, lasting just under 50 minutes.

Condemnation of Steve Clark’s actions widens

by David Shanahan Last week, the Times reported that local M.P.P., and provincial Minister of Municipal Affairs and Housing, had referred a complaint to Elections Ontario (inaccurately reported as Elections Canada), accusing the two groups opposed to the proposed prison in Kemptville of breaking the rather ironically titled Protecting Elections and Defending Democracy Act. He accused CAPP and JOG of contravening the legislation which forbids all political or issue-based advertising for 12 months before an election. The Act, which the Ford government passed in June, after a previous attempt at a similar act was declared unconstitutional by the Ontario Superior Court, which found the act violated the Canadian Charter of Rights and Freedoms. The court found that the act violated the right to free expression and was not justified.

The Ford government, with Steve Clark in the Cabinet, simply reintroduced basically the same Bill using the Notwithstanding Clause, which allows them to override the provisions of the Charter.

Minister Clark then used the new legislation to accuse CAPP and JOG of breaking the new law. Elections Ontario threw out his complaint, fortunately, as it might have set a precedent for using the same legislation against any “issue-based” group which criticised government policies or actions.

The two local groups opposing the prison plan were not the only groups to be brought under the strictures of the Act. The Peaceful Parks Coalition was also targetted when they loudly condemned the government’s introduction of another piece of legislation which, the group claimed,

“is an insidious attack on the environmental assessment act, strips powers away from citizens and municipalities, weakens protection regulations for clean water and introduces a new unethical wildlife policy that has no scientific merit and not supported by wildlife experts”.

This use of legislation to silence community and civicminded citizens by using threats of legal action has not gone unnoticed. On Monday, a virtual press conference was called by the Canadian Civil Liberties Association, which was attended by representatives from the Coalition Against the Proposed Prison and the Peaceful Parks Coalition. Speaking on behalf of CAPP, Colleen Lynas gave a brief background to the campaign to oppose the prison which has been imposed on North Grenville. She then detailed the attempted intimidation by Steve Clark: “On October 6, 2021, CAPP and JOG received an email from Elections Ontario advising us that Minister Clark had filed a complaint with them alleging that our activities constituted unregistered third-party political advertising. In that email, we were further advised that, after investigation, it was determined our activities did not meet the definition of political advertising and that the complaint had been closed.

In follow-up, we requested a copy of Minister Clark’s complaint.

From that document, we learned that Minister Clark had filed the complaint on September 15, 2021. His complaint identified the following activities: - An outdoor rally for local residents organized

- The distribution of a flyer through a Canada Post mail-out to residents and businesses in Kemptville and the surrounding area to inform people about what we considered to be the key issues concerning the proposed prison.

- A GoFundMe campaign launched by CAPP in March 2021, which we used to cover the cost of the flyers.

In a joint statement on behalf of CAPP following the rejection of Clark’s complaint by Elections Ontario, Colleen Lynas and Victor Lachance of CAPP, said: “We are pleased by the outcome of the Elections Ontario investigation, but are concerned that a member of the provincial legislature and a minister of the Crown, would use his position of power to take such a heavy-handed approach against his own constituents.

New single release from local musician

Singer- songwriter, Laura Rae, is releasing a new single on October 29. Laura, who is now based in Halifax, NS, grew up in Kemptville and is well-known in our community. The single, called “Glimpses of Ghosts”, is a follow-up to an earlier song, “Didn’t Know.” The Times was sent an advanced copy of “Glimpses of Ghosts”, which is rich in musical integrity, featuring a deep message sung over a piano accompaniment.

Laura corresponded with the Times, providing insights about the meaning of the song, and describing it as “a piano ballad that echoes Agnes Obel's reverb-infused vocals and solo piano, swelling to a chorus of airy vocables.”

Laura was asked to provide some insights into the message behind the music.

“I wrote the tune after reading an article in Psychology Today that talked about the road not taken haunting us, and how to move past the desire to constantly look back,” Laura wrote. “The song is about the what ifs, the path not taken, what could have been... It's about who you wish you had become, where you could have traveled, and all the doubts you've ever had. It's about the wishes that never came true, about an unrealized version of you...

Growing up in Kemptville, Laura took private piano lessons and attended French

composing and performing after moving to Halifax in 2014, though she always knew music would find her again. The time finally came in 2019, when social media led Laura back to Brandon Mooney, who, as it turns out, was now living in Halifax as well. Speaking of Brandon, Laura told the Times, “He really helped push me towards recording my songs and putting them out. He has been an amazing collaborator, playing the lead guitar on my first single, ‘Didn't Know’, and will be featured on more upcoming tracks as well.”

FTRSL). The benefit CD was a success, which led to Laura and Andrew organizing a cancer benefit concert that raised over $2,000.

ROMA Online Survey

by David Shanahan The Rural Ontario Municipal Association (ROMA) is seeking input from residents of rural communities in Ontario, individuals, business, community organizations, institutions, indigenous communities, and municipal governments, through an on-line survey. The ROMA Board is in the process of developing a discussion paper examining opportunities for rural Ontario in a post-COVID world. It will summarize the issues and opportunities for rural Ontario, and be the foundation for identifying priorities and actions for ROMA’s advocacy. The survey contains 10 questions, asking respondents to choose the top three challenges faced by, variously, residents, businesses, and municipalities in Ontario.

With regard to municipalities, the survey asks about the top three operational challenges facing rural municipalities, and the challenges to community development. On a more positive note, the survey asks for peoples’ opinions on the top three biggest opportunities for rural Ontario, or, as the survey puts it: What excites you most about the future of Rural Ontario?

The aim is to increase the amount of direct care patients receive to an average of 4 hours per day by 2025.

The figures for other facilties in North Grenville and Merrickville-Wolford are: Kemptville District Hospital: up to $42,476 this year, and an additional $261,816 by 2024-25.

Other sources suggest that some changes to the restaurant industry – such as hand sanitizer stations, more frequent sanitizing, and increased popularity of takeout and delivery – will be here to stay.

For restaurants and some other non-essential businesses in Ontario, and many other parts of the world as well, vaccine passports are the most recent pandemic policy, and one that has fueled heated debate and much division between the vaccinated and the unvaccinated.

Whether there will be further impacts from the pandemic on businesses remains to be seen. It was announced on October 22 that Ontario tentatively plans to lift all pandemic restrictions

The case for vaccination is clear

What helped to shape my career? As a small child, I became spellbound when I read Paul de Kruif’s book, “Microbe Hunters”, published in 1926. It offers a sweeping history of the earliest microbiologists and immunologists, dating back to the discovery of microbes in the 17th century. Louis Pasteur features prominently as the researcher who discovered how to make the vaccine that neutralizes the microbe that causes rabies.

Scientists were producing vaccines to treat many other viral diseases. It became my burning desire to be a doctor.

Vaccines have saved countless lives. This is clear.

Three years ago, my column discussed vaccination. I explained that, as a surgeon, I could never guarantee that operations were 100% free of complications. I also stated that several billion dollars had been awarded to families due to severe complications following vaccination. My message was to be informed about vaccination and discuss it with your doctor. Some critics accused me of being against vaccines. How far from the truth! They missed my message to weigh the risks.

For instance, scientific reports indicate that there are complications, including deaths, from COVID vaccines. But these adverse reactions are infrequent, and deaths are a very rare tragic exception. The risk is so - so, minimal versus the risk of dying unvaccinated. So, it is utter madness, and so frustrating, to see ill-informed people waving signs and blocking entrances to hospitals in condemnation of vaccination.

The Pasteur Institute in Paris is home to Pasteur’s tomb. It is an awe-inspiring experience to read the engravings of his discoveries on the walls.

Fortunately, Pasteur lived October 27, 2021

to see his success against rabies and anthrax recognized around the world. Moreover, his early discoveries set the stage for finding the germs that cause tetanus, pneumonia, diphtheria, typhoid, tuberculosis, cholera and gonorrhea.

Pasteur would tell thickheaded, anti-vaccine people that, prior to this discovery, there was no treatment for these fatal diseases. How fortunate that today people around the world can be free of these infections.

My father, dearly loved, always advised me that, when annoyed, I was to calm down and wait 24 hours to reply.

I’ve waited too long to respond to my critics.

For decades, I have written weekly medical columns.

I know I have expressed controversial opinions on some social issues. But let me state clearly, I have never been against vaccination and proven science.

I am honoured to be on the editorial board of the Orthomolecular Medicine News Service, associated with the International Society for Orthomolecular Medicine.

Getting the influenza vaccine is good for everyone. When more people get their flu vaccine, the odds of the influenza virus spreading goes down. It is important for everyone to follow these steps to protect themselves as well as others in the community: Get the influenza vaccine, wash your hands, use hand sanitizer, keep frequently touched hard surfaces clean and disinfected, cover your cough, and stay home when you are sick.

The Leeds, Grenville and Lanark District Health Unit recommends annual immunization against influenza for any persons over 6 months of age. There is a new flu vaccine produced each year to protect against the likely circulating strains of influenza A and B. Children who are over the age of 6 months and under the age of nine and are getting the influenza vaccine for the first time should get a second dose one month later. It takes approximately two weeks for the flu vaccine to reach maximum protection, so be sure to get the vaccine as soon as it is available.

Seniors and people with chronic health problems can receive the regular or high dose vaccine now from their physician or nurse practitioner. The province announced yesterday that the general population can look for their influenza vaccine (flu shot) in November at a pharmacy providing influenza vaccines or at their doctor or nurse practitioner as supply is available.

Influenza vaccination will be very important this fall with the presence of COVID-19 illness, in order to protect personal health as well as reduce the use of the healthcare system. The influenza vaccine and the COVID-19 vaccines can be given at the same time or at any time between them.

The flu vaccine does not contain live virus and thus is incapable of giving you influenza. Some people may have tenderness at the injection site for a few days, and some have a mild fever, feeling tired, or having muscle aches.

their distinctive white undersides, and white flashes in their tail feathers, noticeable when they flit very quickly from patch to patch on the ground and amongst the small branches of our rose bush.

A group of Robins have appeared too, and have been active in our back garden, especially in our waterfall feature area, where they seem to be competing for territorial rights of some sort, but I am not sure quite what they might be at this time of the year. I

didn't get a good look at them, so don't know if they had been having a quick bath, as they are sometimes wont to do.

Adding to the delights of our bird population feeders was a pair of House Finches which, no doubt, are probably on their way to warmer climes we shall have to wait and see.

Another of our birds has been a White Throated Sparrow, which is a very pretty bird, with its distinctive white under chin (throat), its striped head, and its even more distinctive small yellow patches just above its eyes. A truly lovely bird to see and enjoy, as I hope that you will too, should you happen to spot one and, if not one of them, all the other birds that are there for you to see.

Funding approved for business support in Merrickville The Merrickville and District Chamber of Commerce has announced that they have been approved for funding to improve local sales through a Shop Local Campaign “Rediscover Merrickville - Our Doors Are Open”.

The funding is being provided through the Government of Canada’s $33-million Shop Local initiative to help small businesses encourage consumer confidence as they re-open and work towards economic recovery. Ontario’s share of this funding is $9 million and is being delivered in partnership with the Ontario Chamber of Commerce and Ontario Chamber Network.

Activities eligible for support include campaigns to direct shoppers to local small

merchants, and promotions of online shopping, curbside pickup, and public health measures being taken to make retail spaces safe.

The Merrickville campaign will include branding and the creation of digital content, as well as marketing through social media, radio and print marketing to our target audience, the local residents.

After careful consideration, CP has decided to shift the annual CP Holiday Train event to a virtual concert again this year. CP indicated that details on the concert will be announced soon, and, in keeping with their ongoing commitment to communities, they will make a donation to our local food bank.

Over the year, many support and contribute to our Emergency Food Cupboard: local businesses, organizations, and individuals. However, the Holiday Train stop provides a significant boost in food and financial contributions. The Emergency Food Cupboard usually gets enough food to last them six months when the train comes through town. There has been an increase in the number of clients, due to people losing their jobs because of the pandemic. This is a time of year to consider making a donation, or perhaps give a little more than you usually do – supporting many individuals and families in our community.

Civil discourse and social media: Can they coexist?

In this series, we will explore and define broadly scoped concepts, such as ‘civil discourse', as an integral part of democracy, illustrate the complex nature of algorithms, machine learning, and deep learning, without requiring advanced degrees of the reader. In principle, algorithms, machine learning, and deep learning are easy to understand from their standard Oxford dictionary definitions: -Algorithm: a process or set of rules to be followed in calculations or other problemsolving operations, especially by a computer.

Social media is not a new phenomenon, and it did not begin with Facebook. In the 1970s, through the 1980s, there were systems being developed at universities that allowed for exchange of messages, information, and notes.

In 1979, Usenet was born, and many can attest to its academic and non-academic utility. Bulletin-board systems (BBS), Internet Relay Chat (IRC) were popular and extensively used between the ‘80s and ‘90s (IRC is still

widely used). MSN Messenger came online in 1999.

There were various social media tools: Live Journal, Habbo, Friendster, Skype, MySpace, and others, and it was not until 2004 that Facebook appeared. A host of other social media platforms followed. In 2020, the latest addition to the social media constellation was Clubhouse, audio-chat social networking app. On any given day, Canadians use messaging systems, blogging, microblogging, video platforms, or specialized platforms like Discord (gamers, artists, coders, and purveyors of select art). Discord describes itself as: “servers are organized into topic-based channels, where you can collaborate, share, and just talk about your day, without clogging up a group chat.” What distinguishes Discord is that the platform is ‘invite-only.’

A complex problem for a complex world

by Nadia Gray When dealing with a problem, do you, like me, need context? Learning to boat, we took lessons on how to chart courses to our destination. The outstanding memory was discovering the geographical North Pole is unchanging, while the Magnetic North changes position constantly. This affects everything, including how animals navigate. A cyclical change has been accelerating. In the last 150 years, the magnetic North has travelled 685 miles in a meandering fashion. But now, instead of meandering, it is "racing 25 miles to the northwest" per year. I was awestruck by this earth attribute that affects so much. Well, in trying to cope with the "climate change" brouhaha, I went on a search for a historical perspective.

This affects all of us too.

What is climate cyclical earth behaviour? What have people contributed to changing the earth they live on?

Are there dangers lurking, more than those signalled by a degree of difference in temperature? ...And then: an announcement with hardly a ripple of reaction: "Japan's government announced a decision to begin dumping more than a million tons of treated, but still radioactive, wastewater from the crippled Fukushima nuclear plant into the Pacific Ocean in two

years. Apr. 13, 2021" (a quote from NPR).

Is this Japan caring about the Earth's temperature change?

Historian scientists have studied climate change for a very long time, and delved into centuries of ebb and flow.

The climate in various parts of the world over the centuries changed multiple times.

Now the contribution that is top of mind in discussing climate change is carbon emissions and their connection to global warming. But the story is much more complex and mired in garbage, methane escape from the earth, and plastics. Are we losing the battle on several fronts at once? Is there an approach beyond emission discussions?

Another climate change summit? There is another UN warning about how dire things are and the need to change to secure the future.

But the polluting inputs of China, etc., continue with a few international mewlings about new initiatives; while new coal fired plants multiply.

Quite eloquent words will be exchanged! Faces of world political figures will wear serious expressions! Significant monies will be pledged to help countries transition to do...what? together? individually specific?

What can ordinary people do? What action can we successfully do to change what

WDMH introduces mandatory visitor vaccination policy

by Jane Adams Beginning October 25, visitors coming to Winchester District Memorial Hospital (WDMH) must be fully vaccinated against COVID-19. Visitors and essential care partners will be required to show proof of vaccination along with photo identification. All visitors must also wear an approved face mask and face shield during their visit.

“This is an important next step to ensure the safety of everyone in the hospital environment,” explains Cholly Boland, CEO. “This new policy applies to visitors, not patients. Every patient will be cared for, regardless of vaccination status.”

Exemptions will be provided on a case-by-case basis for circumstances such as partners of patients in labour, pediatric patients in the Emergency Department, and patients at end-oflife. Learn more about WDMH’s exemptions on our website.

“As a hospital, we have a duty and commitment to protect the health and safety of our staff, patients, and visitors,” notes CEO Boland. “Getting vaccinated remains the most effective way to do this.”

Those who need proof of their vaccination status can download a receipt or QR code from the Ontario Health webpage.

Anyone who has received their second shot less than two weeks before their visit will need to provide a negative test result taken within three days.

What? The young march in protest around the world, while targets are not met year in, year out. Has a time arrived to look at the validity of assertions surrounding how to address "climate change?

There is a life style virus in industry. Can Chinese and other countries' industry change from plastics that are invading even the bodies of babies, fish, animals. Why? Because it is in the air and waters. Large garbage islands float around the world. Can the economies of the world meet the challenge? What is the antidote to plastic, to multi sourced pollution? Petroleum products are ubiquitous. What replacement is there? When?

The problem of carbon emissions is emphasized with pictures of belching smoke stacks. Warnings are issued! Appeals for each of us to do their part. But, how if the manufacturers don't change their processes?

And the needed new "stuff" is yet to be invented. So...?

Ordinary people, when they change to reusable bags, are able to help. Plastic straws are out of use, but orders of take-out food for dinner come in heavy plastic containers.

These are what are invented so consumers can consume.

How to change and clean up our abused earth?

Imagine: A consumer who has an electric car, a geothermal heating and cooling system at home, wears natural fibre, and uses ethically sourced products; plus probably does not eat meat.

But does it need affluence to live so?

Now: juxtaposition to this other scene. The outskirts of Cairo hosts an unimaginably huge garbage dump. People sort garbage and live there.

They cannot worry about whether their food is ethically sourced. They struggle just to get food of any kind. There are many such stories in our world. And in Canada we have pollution and a homeless population...

The issue for each of us, is how to participate in real changes and not just listening to exercises in gushing pleasing word pictures. I hope the people of the world invent how to change and to do more!

COVID-19 Vaccine Status Report from the LGL Health Unit Statistics: Of the region’s population 12 years of age and over, 97.4% have first doses (96.9 last week), and 93.5% have second doses (92.5% last week) (as of Oct 17, 2021). In youth 12–17, 89.6% have first doses and 83.8% have second doses. In ages 18–29, 82.6% have first doses and 75.4% have second doses.

The made-in-Ontario app has been designed to help businesses by making it quicker and easier to confirm if a person is fully vaccinated against COVID-19, while protecting their privacy. The app never stores personal information and only shows the minimum amount of information necessary to confirm vaccination.

Frank Boucher remembered in new book

A new book by American author and blogger, Sean McCaffrey, remembers a man with strong ties to North Grenville and North Dundas.“The New York Rangers Rink of Honor and the Rafters of Madison Square Garden,” was released on September 6 and highlights much of the history of the New York Rangers, including the significant contributions of local, Frank Boucher, who died in 1977 after a career with the NHL. Frank Boucher was born in 1901 in Ottawa. He dropped out of school at age 13 and worked an office job for the federal government during World War I, before joining the Royal Canadian Mounted Police (RCMP) after the war. Frank had organized RCMP hockey teams during his service, and his professional hockey career began with the Ottawa Senators.

Several years later, he was drafted to a brand new team, the New York Rangers, for their first season.

Frank played for the Rangers from its inaugural season in 1926-27 until he retired after the 1937-38 season.

During that time, the Rangers won two Stanley Cups. Frank was a forward for the team, and was known to be a gentleman, both on and off the ice.

In their first year, the Rangers won the Stanley Cup, and Frank is remembered for an amazing achievement, beginning with that game. An entry on the NHL history website records it like this: “Perhaps the most ironic event occurs in the third period, when Rangers center Frank Boucher and Montreal's Merlyn Phillips drop the gloves. It's the only fight of Boucher's NHL career; he goes on to win the Lady Byng Trophy as the League's most gentlemanly player seven October 27, 2021

times in eight seasons. Lady Byng finally gives him the original trophy to keep and has a second one made.”

He finished his career with 424 points (160 goals, 264 assists) in 557 NHL games and was inducted into the Hockey Hall of Fame in 1958, two years before his brother, George Boucher. After retiring as a player, Frank went on to coach, starting with the New York Rovers to gain experience, and then moving up to the New York Rangers. During his career, he enjoyed many accomplishments, including awards, and he achieved notoriety for experimenting with changes to some ice hockey rules. He was inducted into the Hockey Hall of Fame in 1958.

Sean’s new book sheds light on the early history of the New York Rangers, including the large contributions of Frank Boucher.

Sean is also fighting to have Frank’s #7 jersey raised to the rafters of Madison Square Garden to honour his legacy with the team.

Frank’s granddaughter, Frankie Baird, is a local resident who was asked to provide a foreword for Sean’s book. The Times received a copy of the Foreword to the book, wherein Frankie talks about how, when she was growing up, she had no sense of just how important Frank Boucher was to the Rangers.

“Frank was just my grandpa, who showered us with love,” the Foreword reads. Frankie wrote to the Times, reveal-

ing that her grandparents moved to the Kemptville and Mountain area in the 1950s, and remained for the rest of their lives.

She spoke with the Times to provide more insights on the kind of man her grandfather was. Locally minded and very kind, Frank purchased a farm near Hallville in the late 1930s, and was a part of the local sports community even during his career with the Rangers. He played a part in having many local hockey players try out for a spot on the Rangers team.

Frankie recalled a story told by local hockey Hall of Fame member, Sammy Gaw. Sam had been playing for the Brockville Magedomas in the 1952-53 season, and asked Frankie’s father, Earl, to ask Frank in jest if the New York Rangers would come and play with the Magedomas in Brockville. To everyone’s surprise, Frank came through a few weeks later and arranged a game, with a packed audience, between the Rangers and the Magedomas, which the Rangers played in their off-days between scheduled matches against the Canadiens in Montreal and the Maple Leafs in Toronto.

For Frankie, this really demonstrates what kind of man Frank was, telling the Times, “He was a person who was trying to give a leg up to the local guys.”

The 73’s owned the first, as Cavallin combined with Lane Morency to bang it past Sebastian Resar at 10:17.

Then with an extra attacker from Krulicki over the line to Brazier, back to Matthew York on point for his PP rocket at 16:35.

Man advantage in the second at 6:27 put the Wolves on the board, when Mathieu Parent PPG, with helpers from Miley and Johnson, behind Connor Blackwood. Tyson Tomasini assisted from Hill with Johnson to even it up at 15:31.

Final twenty, Renfrew moved ahead with another PP when Elvis Slack converted from a set up with Scullion and Tomasini at 13:37 to make it a tie game. Float gates opened for Kemptville when Braziier up the wall to Krulicki onto the tape of Grant Eastwood in the slot for PPG at 14:50 to break the tie. Go ahead marker came at 15:49 man advantage, when Lammi found Houle at the line over to Grant Eastwood PPG for his second. The insurance happened with PP as Eastwood complimented Chase Lammi at 19:30 to steal the 6-3 victory.

Renfrew outshot Kemptville 38 to 32 and 73’s capitalized on 4 PP with 8 attempts.

Kemptville pulled into Cornwall to face the Colts on Thursday for a 7:30 start that the 73’s took to task to take 5-1 victory. End to end action for the first until 16:48, when 73’s Brazier slipped it ahead to Krulicki, then back to Evan Beaudry to fly it by Alex Houston. Eastwood passed to Merrett on the point and Patrick Larkin dumped it into the back of the net at 3:15 to start the second.

Final twenty miler Beaudry sprung Eastwood to Patrick Larkin for his second stroke and gave Kemptville a three goal lead at 4:52. Cornwall Jonathan Helse, assisted

by Coleman with SpeckMeek, to spoil Tyler Laureault's SO attempt at 5:14.

Kemptville monopolized the rest of the final contest with a man advantage, as Beaudry found Savignac up the wall to Brock Krulicki in the lane to a PPG at 10:06. With an extra attacker the 73’s connected again at 17:26 when Larkin directed the rubber to Merrett that flipped it over to Johnny Howie to ram it home for 5-1 win.

Both clubs counted a 20 SOG. Back to back challenges for the 73’s and Colts on Kemptville home ice on Friday night at 7:30 proved to

be a chippy affair to award Kemptville with two back to back wins. Kemptville came out on fire to draw first blood on a PP when Howie slid it to Brazier across to Chase Lammi PPG to bury it behind Dax Easter at 11:11. Another man advantage, Krulicki cycled low to Brazier back to Johnny Howie on point to punch PPG in at 14:34.

Savignac combined attack up the wall to Lynch over to Ty Whyte on top of the circle to launch a missile top shelf off the bar and in at 8:09. At 12:33 Brazier blew through the neutral zone with Beaudry in toe reversed to Patrick Haughian to drive it home and put 73’s ahead by 4. Cornwall bounced back at 14.49 to break Connor Blackwood’s SO. A defensive and non-call error put Josh Russell with helpers from Helse and Kenn on the sheet for the Colts at 17:46.

Final twenty was swinging doors into the sin bin and leaving it scoreless. The 73's out shot Colts by 40 to 19 and capitalized on 2 PP attempts, with a fantastic PK and excellent stopping power.

The boys of winter will be on the road for the next three scheduled games.

We looked at one the week of 22 March, and this one has some nice additions, buttermilk and yoghurt, that allow the freshness of the potato to show through.

It is also very easy and quick to put together as a flavourful addition to an autumn dinner.

Fresh Potato Salad with ButtermilkYoghurt Dressing Ingredients: 1 ½ to 2 pounds of new potatoes, peeled and diced ½ cup of finely sliced radishes October 27, 2021

2 green onions, sliced 1 yellow pepper, cleaned of seeds and diced ½ cup buttermilk ¼ cup of plain (unflavoured) yoghurt 2 tablespoons of dill 1 tablespoon of olive oil 1 tablespoon of white vinegar 1 teaspoon of Dijon mustard ½ teaspoon pepper 2 tablespoons of parsley or parsley flakes Preparation: 1. Boil your potatoes until al dente (don’t overcook).

Drain and place them in the fridge to chill.

2. Add the radishes, onions and the yellow pepper to the cold potatoes and toss lightly (try not to bruise or break up the potatoes).

4. Pour your dressing over the potato, onion and pepper mixture and toss lightly again to coat them.

5. Dress up with a sprinkle of chopped fresh parsley or dry parsley flakes.

6. Cover and return to the fridge until ready to serve.

7. For serving, you might place a short leaf of romaine or iceberg lettuce on the side of the plate and place a generous helping of the potato salad on it; the lettuce keeps the dressing from escaping

to the other parts of your plate where you might have a broiled chicken breast or a slice of pork roast. If you are a vegetarian, try pairing this salad with last week’s, the Cauliflower and Lemon Salad.

Don’t forget the wine (Merlot, I think) or a nice, nutty-flavoured dark beer…

Combatting Lifestyle Creep

by Sarah Chisholm, Financial Advisor, O’Farrell Financial Services Grab your favourite cup of tea or coffee, and let’s look at ways to combat the impact that lifestyle creep can have on your spending.

Lifestyle creep is a behavioural and financial change that can occur when your income increases due to a salary raise or a new job, or when one liability payment, such as completing your car payment, drops off. You find new ways to spend that “extra” money. It becomes habit to buy fancier clothes, or to upgrade one of your many subscriptions from the ad-laden free version to the premium version. Eventually, all these little purchases become part of your daily routine and regular budget.

They become necessities, rather than luxuries. As your lifestyle changes, new costs are added. A new pool seems like a one-time expense, until you add in the annual maintenance costs, the increased energy bills to keep the water warm, and the new pool accessories or pool side furniture.

There is nothing wrong with enjoying your successes in life. In fact, with the impact of covid lockdowns, many local businesses need our support. With the Christmas season quickly approaching, many of us will get pulled into a spending whirlwind that seems to increase every year. You constantly want to buy bigger and better presents for everyone on your list. This Christmas lifestyle creep can easily become a budget breaker and put you on the wrong footing for the New Year, with expensive credit cards bills to pay.

How can we combat lifestyle creep for the Christmas season?

Start now, and begin implementing a Christmas strategy to combat this inherent lifestyle creep. Identify the friends and family members who truly need nothing. Rather than buying them token gifts, or gift cards, take the opportunity to provide a meaningful gift at no cost. Prepare a card that details how much you appreciate them, and how much you enjoy spending time with them. Take them out for a cup of tea, invite them over for a visit, or go for a walk.

Spread the word that you would truly appreciate the same. Which would you rather: colourful socks, or a visit with a good friend? Does your child need a new game, or would they enjoy an afternoon skating at the outdoor park with their grandparents or cousins?

If you take a step back and reassess, there will always be ways to combat lifestyle creep.

BACKYARD ASTRONOMY A Sky Full Of Planets

by Gary Boyle The Backyard Astronomer For thousands of years, the night sky was just a splash of random dots. Over time, constellations were formed by connecting the brighter points of light of a certain area of sky. Here, imaginary shapes were formed representing an object, person, animal, or even a god – the constellations. Then came the mythologic stories and how they interacted in the celestial theatre. Those that looked at the sky regularly would notice a brighter than usual star or stars traverse a path across the sky over weeks, months and years. Not known at the time, these are the members of our solar system.

The word planet came from the early Greeks meaning “wanderer”, or “wandering star”, and for obvious reasons. Seen with the unaided eye are Mercury, Venus, Mars, Jupiter, and Saturn. Uranus and Neptune were discovered via the telescope in 1781 and 1846 respectively. Pluto was discovered in 1930, but demoted to minor planet status in 2006, so the count remains at eight major planets orbiting its parent star – the sun.

Brilliant Venus is seen low in the southwest sky after sunset, while bright Jupiter is seen in the southeast, with dimmer Saturn about five inches to Jupiter’s right at arm’s length.

Once the planets were identified and studied, we thought we were the only solar system in our Milky Way Galaxy. Little did we know all that would change in the early 1990s. The first discovery of an exoplanet (a planet that orbits a star outside the solar system) was discovered in 1992. Three planets are orbiting this pulsar located 2,300 light-years away. Pulsars are very energetic stars resulting from the explosive death of a massive star called a supernova. If these three worlds had any life on them before the star blew its top, the shockwave from the supernova stripped away its atmosphere and is bathing the lifeless planets in deadly radiation.

However, the big discovery came in 1995, when the first exoplanet orbiting a sun-like star was discovered.

The star, named 51 Pegasi, is located 50.8 light-years away in the constellation

Pegasus – seen overhead on these cool nights. This star is visible with the unaided eye on a clear moonless night.

Of course, you will not see the exoplanet named Bellerophon, even with a telescope, but knowing that a world is orbiting that tiny point of light is mind-blowing.

The search did not end in 1995. Thanks to groundbased telescopes and the orbiting Kepler Space Telescope, the count so far is 4,531 confirmed planets with 7,798 candidates. These discoveries were made from a small portion of the sky. Some astronomers have stated that every star in the night sky has at least one exoplanet around it. Many are too close to their star to support life as we know it, but there are a few in the habitable, or Goldie Locks, zone where liquid water remains fluid, like the oceans here on earth. Finding an exoplanet with water is the key to finding life.

The Milky Way contains an estimated 300 billion stars.

Imagine if a single grain of table salt represented a star, you can fill a sandbox 20 feet long by 20 feet wide by one foot high. There are an estimated two trillion galaxies in the observable universe.

Think of all those worlds and the possibility of life.

Look up at the sky, look at a sky full of planets.
