The Fifth Annual Business Decoy Decorating Event is underway, and the Rotary Club of Kemptville would like to invite you to decorate a duck decoy most representative of your

business. This charitable, fun event provides much needed funds for Rotary’s numerous community endeavors and projects such as: North Grenville High School Science Fair, Ro-

tary Park, the Kemptville Youth Centre (KYC), community events and many more. The majority of the funds collected will remain locally. This event runs in conjunction with the

Annual Duck Race (May 26, 2019).

For a donation of $100 to our Rotary club, a Rotarian will provide you with a decoy and stand. The decoy should be decorated to advertise and/or promote your business, and be returned to the Rotary Club by June 3, 2019 by calling Nancy at 613-808-1660, Steven or Jo-Anne at 613-325-2933 to arrange for pick-up. The decoys will be exhibited at Canada’s Hunting & Fishing Store at your local Canadian Tire Store between June 10 to 24, 2019.

Judging for the best business decorated decoy will be conducted by community votes, vetted

by Rotarians. The annual trophy will be presented to the winner at a future Rotary meeting and advertised in the local newspaper.

Winner selection will be done and published prior to Canada Day. The decoys will be displayed on a float in the Rotary Canada Day parade. All participants are welcome to join the parade and walk with the decoy float, or create their own entry.

Beta Sigma Phi Sorority celebrates Founder's Day

all. The Hon. Steve Clark was introduced, and he brought his personal congratulations to the Brockville Chapters for their 75th anniversary of Sorority in Brockville. He then presented certificates from both the Federal and Provincial governments.

Following the reading of the Founder's Day Message from International Office, the theme for the next year was announced: "The Power of The Dream".

The closing highlight of the day was the ladies choir - "Belles of St. Mary". They are such great entertainers, and truly enjoyed by everyone, as was evident by the smiles and toe tapping all around the room. They made a dull, rainy, cold, and sometimes "snowy" day so much brighter.

This was a great end to another Founder's Day Celebration with our Gananoque and Brockville Sorority Sisters.

by Shirley Price The photo submitted to last week's North Grenville Times of participants in the New Horizon Club Variety Show inadvertently omitted the name of Ruby Crawford who was standing third from the left in the front row. Ruby Crawford is one of the longest serving members of the New Horizon Club. She was also one of the most active members. In addition to helping out wherever help was needed, Ruby participated in our variety shows, she played the mouth organ in our rhythm band, and played roles in the annual Christmas pantomimes. Now in her Nineties, Ruby recently sold her home and moved to the Van Horne retirement residence in Smiths Falls where she is active and also enjoys participating in their activities. We miss Ruby and were pleased that she was able to join us and to participate in this year's variety show.

by David Herman Kemptville Christian Reformed Church was the scene last Saturday of the 5th annual Albert Dyks memorial Chicken Bar-B-Que. This year the proceeds from the event were equally divided between the Kemptville Youth Centre and Youth initiatives at KCRC. This was really a North Grenville event, with support from throughout the community.

Ina Dyks was joined in serving the delicious half-chicken dinners by her daughter Lisa and her husband Rob Jahncke, daughter Patty Wijsman, and son Derrick. Albert and Ina owned and operated Alberts Meats for years, and they were both involved in volunteering for many causes in our community.

Along with the chicken was fresh potato salad, a buttered roll, home-made beans,

Limerick Forest; a hidden history 10 years of Giving Garden

by Michelle McEvoy The Giving Garden celebrates its 10th year this summer.

You’ve likely seen the sign located on County Road 43 across from Creekside Mall in Kemptville. Or perhaps you’ve walked your dog, or shared a picnic with a friend there. How many times have you wondered what it’s really all about?

It is a place where everything that grows is a gift. When the harvest is ready, it should be given. It can be harvested by anyone, and given to anyone, and is best received in an act of unconditional giving. That’s right, pick some flowers for a relative in hospital, or make a batch of salsa to surprise a friend, or take a handful of veggies to a new neighbour.

The Giving Garden is run on the fuel of community members. We have enjoyed the generous support from the Ferguson Forestry Centre and the Municipality of North Grenville. We are always in need of volunteers to help maintain the Giving Garden. In July and August, volunteers gather in the mornings for ‘Weedless Wednesdays’, to spend whatever time they can give to maintain the Garden. We invite everyone to come out and help on Planting Day this year, Saturday, June 1, at 9 am at the Garden. We’d love to see you out. Bring your hat and gardening gloves. “Many hands make light work.”

A ruin colonized by the forest in Limerick South.

by Michael Whittaker Explore the hidden history of the Limerick Forest Monday, May 13. At noon, join members of the Rideau Valley Archaeological Society, Forest Manager Geoff McVey, and Historian Dr. David Shanahan at the Limerick Forest Interpretation Centre to begin the visit to some of the mid-19th-century abandoned farmsteads.

The original part of Limerick Forest, Limerick South, was settled in the late 1840s by Irish immigrants. However, much of the sandy soils laced by marsh and limestone outcrops proved unsuitable for agriculture. Between 1900 and 1930, many families abandoned their land.

This will be an opportunity to identify obvious and obscure sites, which we will geo-position, and plot on maps to identify original owners in county records. We’ll have an eye open to potential First Nation sites.

The Limerick Forest Interpretation Centre is on Limerick Road, which runs south of County Road 20 west of Oxford Station, and east of County Road 18 south of Bishops Mills.

First Learn to Run session jogging along

by Hilary Thomson The inaugural session of Kemptville’s new Learn to Run Program was a great success, drawing 30 participants for the first run on Sunday, April 28. The group met at 8:30 am at Anytime Fitness in the Colonnade Mall and ran a

5km route through downtown Kemptville.

“It was perfect weather for it,” says group leader Stacey Dickson. “There was lots of socializing and everyone was challenged.”

The Learn to Run Program is meant for all fitness levels. According to Stacey’s

Stacey says the goal of the Learn to Run Program is to break down barriers when it comes to being active. It is a free program, but a $5 donation to be donated to local charities is encouraged. Stacey says they are currently raising funds for the Shoppers Drug Mart Run for Women which raises money for women’s mental health.

Stacey says she has also been in touch with the Neon Night Fun Run, and she is planning on getting a team of people to train for the 5km run in September to raise money for Childhood Cancer.

North Grenville Scouts Pitch In

PITCH-IN Week began in 1967 with a small group of concerned citizens picking up litter and harmful waste along the shore of Vancouver Island. This year, over 200,000 community members across Canada committed to cleaning up their neighbourhoods and public spaces during Pitch In Week, which ran from April 22-29.

The Beavers, Cubs, and Scouts each cleaned up an area in North Grenville: the Oxford Mills Beaver Colony picked up litter along Patterson’s Corners Road; the Kempville Beaver Colony cleaned up the North Grenville Rail Trail between Van Buren and County Rd 44; the Kemptville Cub Pack tackled Riverside Park; and the Kemptville Scout Troop spent time ditch-diving along the north and south sides of Highway 43 between Shopper’s Drug Mart and the Creekside Mall.

Throw-away paper/waxed cups and plastic lids were the most common types of litter. Each of the areas that were cleaned up were in proximity to streams and creeks. Over 20 bags of garbage were collected between all sections.

Each section of the North Grenville Scouts is very active throughout the year, and learns many skills during outdoor excursions (hikes, canoeing, camping), weekly meetings, and community events. If your daughter or son is interested in joining the Beavers, Cubs, Scouts, Venturers, or Rovers (with Beaver and Cub Groups in Oxford Mills and Kemptville), registration begins May 15 - more information can be found at the Scouts Canada website: www.scouts.ca.

tism Spectrum Disorder from a qualified professional. Families are eligible to apply for program funding for children and youth up to age 18. There are currently more than 32,000 children and youth registered in the Ontario Autism Program.

Bishop’s Mills Women’s Institute report

The Women’s Institute are making plans for the community bake sale on Saturday, May 18, in collaboration with the Community Association. There will be Historical information on display and yard sales around the village. If you are able to provide some baking or preserves for the sale, please contact us. The bake sale is a major source of funds for the upkeep of our Community Hall.

interesting and dynamic presentation from Dr. David Shanahan from the North Grenville Historical Society. Dr. Shanahan shared information and insight into the past and present Indigenous peoples in this region. Susan Jenkins and Jillian Wainwright, Tweedsmuir Curators, hosted the meeting.

There were eight members present.

In April, WI members held their Annual General Meeting, reviewing the activities of the last year and renewing their membership in the FWIO. The total of donations raised by members for the past year

was nearly $2,000, and the volunteer hours totalled 775 for the year. Twenty-five cards were sent out through the year. Members agreed on the positions for the Executive.

Plans for the District AGM were discussed.

Bake sale pricing was determined in preparation for the community bake sale on May 18. The next meeting will be on May 9, in the Community Hall at 7:15.

The Bishop’s Mills Women’s Institute has been involved in the community since 1985, including documenting the history of the village and encour-

aging positive change. The Bishop’s Mills Women’s Institute holds monthly meetings and welcomes new members interested in meeting their neighbours and getting involved in their community.

Forest Centre determined to survive

by David Shanahan The news we reported last week, that the Ontario Government is cancelling the 50 Million Trees Program, has caused real concern in the community, as the Ferguson Forest Centre [FFC] has indicated that the cancellation could have a very negative effect on their future operations. Members of the public have been asking if there is a plan to protest the move, or any other way in which they can support the FFC. An on-line petition has been set up to protest the cancellation, with a target of getting 50,000 signatures.

As of last weekend, it had almost reached that number, with more than 43,000 names. The petition can be found at: www.change. org/p/doug-ford-rescindthe-order-to-cancel-thefunding-for-ontario-s-50million-trees-program.

Wes Herring, Vice President of the Ferguson Forest Centre Corporation, commented to the Times: “At this time, the Ferguson Forest Centre is not planning any protests or campaigns to overturn this decision. We are communicating with other seedling growers and affected parties to find ways to best mitigate the impact of this cancellation, and are also looking at our operations and products to find the best way forward. Although this is a major hit to our program, the community should rest assured we will survive and will continue to provide seedlings, etc., for other programs and afforestation efforts in Eastern Ontario and Western Quebec, as well as, continue to support the North Grenville community with our forest trails, park lands, the dog park and other recreation spaces.

We hope that the many

benefits of trees and forests - climate change mitigation, flood abatement and overall environmental health, to name just a few - will ultimately be recognized by our provincial government, and they will come to understand that investments in them are necessary.”

The FFC have been attempting to get more information from the government, but without much success. Ed Patchell, CEO of the Ferguson Tree Nursery, spoke to us about the interesting links between this decision by Ontario and the one made in 1995 by the Harris Government: “It is interesting to

know that before the Harris government shut down the nursery system in 1995 we were planting 25-30 million seedlings in southern Ontario and actually making improvements to the local ecologies (Limerick forest and LaRose forests are both the results of earlier programs), the 50 million tree program was intended to get those trees planted over a 20 year period and we were still losing ground to forest removal for agriculture and urban expansion.”

This community asset had survived other government cuts and short-sightedness. It will survive this too.

After learning the trade at Crystal Glass Canada in Edmonton, Rob decided to move back to Ontario. He went out on his own and started KrisAlis Glass in Prescott in 1992. In 1994, he saw an opportunity to expand his business to Kemptville and opened up his shop on VanBuren Street. Approximately 90 young gentleman, from Canada and USA, branched off in six individual squads, showed their talents and grit, to the club’s on-ice and off-ice personnel.

Veterans were sprinkled into the mix to up the game and give the rookies more of a challenge in the competition. Sunday ended with the final all-star game to showcase the roster that will be in the June 7 - 9 camp to gain the membership of your Kemptville 73's.

The evening started off with a delicious cold buffet by ‘Dial A Chef’ Erick LePors.

There were many comments

saying how tasty and satisfying the food was. A perfect start to the night. ‘The Jivewires’ put on a high-energy show drawing people to the dance floor. Auctioneer Hunter McCaig, of Rideau Auctions, entertained the crowd during the live auction. There was also lots of bidding action during the silent auction.

Deputy Mayor Jim McManaman was our MC for the evening, and kept the fun going - starting with presenting Norma Fisher, noted for her love of dancing, a book to keep track of her ‘dance card’. The instructions to everyone were that whoever wanted to dance with Norma would have to pay $50, with the proceeds going to KDHSI.

This added an extra spark to the evening. Many thanks to Norma, and to all of her dance partners, for the $410 that was raised!

It’s time to sort out our waste

by Councillor Kristin Strackerjan To say that the attendees of the Municipality’s Discussion Forum held on March 25 were enthusiastic about all things waste may be a bit of an understatement. The Municipal Council and Staff were all pleasantly surprised by the crowd of approximately 40 residents who showed up for the Waste Reduction Discussion Forum, ready to voice their concerns, opinions and thoughts on this subject.

Did you know that a 2017 waste audit in North Grenville revealed that 56% of the weight of our household garbage was organic material?

This was almost double the amount seen in 2009. Moreover, the amount of waste that the Municipality pays to have picked up and transferred has seen a dramatic increase in the last few years. As a growing community, we can only expect these numbers to increase unless we make significant and meaningful changes. Some of these changes will be mandated by the provincial government via the Waste Free Ontario Act. During the Discussion Forum, results of the 2019 Waste Reduction Survey were presented. The survey indicated, among other things, that there was some interest from both rural and urban

program. Ideas on how we could take care of our own food scraps – from chickens to DIY backyard composters – were discussed.

The Municipality has recognized the need for more information regarding composting and how residents, even those with the smallest of yards, can manage their own organics waste. If we truly want to tackle reducing waste, we need to offer affordable, simple solutions.

As a result of the input from our residents, your Municipal Council is exploring options to provide a limited number of backyard composters to NG residents at a significantly reduced cost as part of a waste reduction pilot program. As the saying goes, ‘when you know better, you do better’. Therefore, starting in mid-May, the Municipality

residents to see an expanded waste collection program that includes organics, as well as recycling and garbage pick-up. The frequency of a curbside organics program, as well as bulky items/yard waste pick-up, were also areas of interest that will require additional investigation. Our current waste management contract has been extended by one year and will expire in November 2020. This will allow for greater public consultation on the way forward.

Backyard composting was not explored in the survey, but it was discussed at length at the Discussion Forum. Many residents questioned whether curbside organics collection was the best way forward, calling into question the environmental impact of the collection vehicles and the additional costs to run the 6

will coordinate Composting 101 sessions, free of charge, for North Grenville residents.

These sessions will be required in order to benefit from the composter pilot program.

Attendees can expect to learn the dos and don’ts of backyard composting and they will have the opportunity to talk with a local expert. What a deal!

While we await the final decision and details from Council, expected on May 14, think about how you manage waste in your household.

In the year 2525

by David Shanahan I learned a new phrase this week, and it has left me feeling more and more like I’m in Big Brother territory. “The Internet of Things”, or IoT, as it’s otherwise known, is all about, and I quote: “the extension of Internet connectivity into physical devices and everyday objects. Embedded with electronics, Internet connectivity, and other forms of hardware, these devices can communicate and interact with others over the Internet, and they can be remotely monitored and controlled”.

As we progress into the Brave New World (another literary reference), we are connecting our phones with our computers, with our laptops, stoves, house lights, thermostats, and anything else we can find.

Now, oh happy day, we can be at the movies and turn up the heat at home so it will be toasty warm when we get back, having

turned on the lights from the car and warmed up the stove for our take-out food, which we’ve ordered by texting the restaurant. Isn’t life wonderful?

The thing is: we’re beginning to realise that this might not be as wonderful as it first seemed. A recent survey conducted in the United States, Canada, Japan, Australia, France, and the United Kingdom

by IPSOS Mori on behalf of the Internet Society and Consumers International, found that: “65% of consumers are concerned with the way connected devices collect data. More than half (55%) do not trust their connected devices to protect their privacy and a similar proportion (53%) do not trust connected devices to handle their information responsibly”.

Canadians used that very apt and technical term to describe how they feel about this kind of “progress”: 69% of Canadians surveyed said that connect-

gether independent of government interference or national boundaries. And, for many years, it seemed to be fulfilling its promise.

More and more information and even entertainment, was there at our fingertips. We could read newspapers from around the world on-line, watch television programs that were otherwise outside our reach, and “talk” to people all over the world in real time and in real freedom.

However, people have become worried about the increasing reliance on technology, the addiction so many have to their smart phones, and the way in which sites like Facebook and Google have been infiltrated by those with a political agenda posing as regular users. In the survey cited above, it was found that 77% think people using connected devices should be concerned about their data being used without their permission, and 75% of consumers using

ed devices are “creepy”.

The Internet Society and Consumers International survey reveals that most Canadians believe manufacturers (88%) and retailers (85%) should ensure good privacy and security standards.

A wide-ranging group of government ministries and organisations have been working together to create the “The IoT Security Implementation Working Group”, whereby the security of systems can be better protected.

This, to me, is just another indication of how the entire internet experience is getting beyond our control. Why is it that people always seem to mess up (to use another technical term) every really positive invention or technical development?

When the internet first became widely available to people, it promised so much: freedom to learn, to communicate, to share ideas, to bring people to-

Dear Mr. Clark: There are many budget-cutting actions by your government that seem not to be for the people of Ontario, but actually detrimental to the greater well-being of the province.

I believe the elimination of funding for inter-library loans is ill-considered and doctrinaire. You should know there are many small libraries in Leeds—Grenville—Thousand Islands and Rideau Lakes. Thousands of people will lose access to books not on the shelves of their local library.

North Grenville appeared to be at the bottom of the $ scale by a significant margin. “Alarm, what is going on here?” was the author’s reaction, and it will be interesting to see what else he will dig up in later articles.

What struck me most was the tone of the heading above the article. It had a triple inflammatory accusation that would make anyone’s blood pressure rise against government leaders and their decision-making power with such programs. The author seems to assume, in one broad stroke, that every jurisdiction in Canada deserves the exact same monetary hand-

Today, we have the situation where governments around the world, including Canada, are considering applying stricter regulations to internet sites and users in order to prevent abuse of peoples’ privacy and misuse by political entities. Individuals are turning off Facebook and other social media sites, completely disgusted with the personal abuse being thrown around by comments Below the Line [BTL], racist, misogynist, hate-filled abuse, not by political parties or extremist groups, but by

ordinary men and women, people who, face to face, would never dare or dream about making the kind of remarks they freely post about people they don’t even know.

Technology may help bring people together, but it’s also enabling people to bring division and conflict. As we become more and more prisoners of our phones, web sites and technology, where are we heading? Can we find the fine line between freedom of speech and licence?

Between open communication and hate-filled commentaries? Between liberation and a new kind of divisiveness? Where will we be in 2525?

Federal and Provincial Funding for Municipalities

I frequent the Merrickville Public Library and the Kemptville Branch of the North Grenville Public Library. In 2018, inter-library loans brought in an average of 220 books a month for library card holders in Kemptville and 92 into Merrickville.

Conversely, Kemptville sent 140 books to other libraries, and Merrickville 72. Project these figures across Ontario for the 4.5 million Ontarians, or nearly 33 per cent of the population, holding a public library card. This is the 2015 statistic cited on the Ontario Public Library page of the Ministry of Tourism, Culture, and Sport Web page.

out. In its ultimate form, it would work like this: Governments collect our taxes. Then, by computer automation, distribute an equal amount per capita to all municipalities/cities.

That would present a fair treatment to all. Essentially, it is the socialist way of organizing society.

This system would create massive disparity across the country, even though, in theory, it seems so fair since every municipality/ city receives the same per capita amount.

What are the challenges of this ‘so fair’ system?

First, it assumes that only government can and should be responsible to create a fair social system. In other words, government is the heart of society. Secondly, it assumes a central system of collecting and distributing funds. Government legislates and administers justice for all citizens by providing to each political area, per capita, its measure of financial and ultimately material support.

In the extreme, it could include food, clothing, vehicles, drugs, work, education, recreation, insurance, housing, road maintenance and much more. Would Canadians be comfortable to have government encroach on their lives that closely? Is it necessary to organize society in a fair and just way like that?

Why does this top-down approach create so much disparity for regions? How do we get into this kind of fairness-thinking about society?

Can you understand that the tone of this article, like so many others, causes unrest and disruption in communities that eventually get expressed in political voices/parties.

They become populist movements on which populist leaders ride to power.

Finally, to stem the unrest and disruption, one leader consolidates his/her power with the backing of the army. This leader now becomes a dictator and limits all individual and institutional freedoms. To execute power, this dictator often makes excessive promises and oppresses vocal groups to demonstrate power and put fear into people to comply.

Canada has entered the early stages of this type of political developments, both at the provincial and federal jurisdictions. It is a revolutionary movement in which people show that they have lost their bearings and are pushed along on unfamiliar waves. The educational system and media are two means that feed this frenzy.

To read specifics about populist leaders and their accomplishments, check out these three recent publications: “Fascism - A Warning”, by Madelaine Albright. She reviews all Western populist leaders from the 1930’s to the present. Her Jewish upbringing and her life-long

participation in American government provide a stunning story, spiced with many personal encounters with populists.

“Right Here, Right Now: Politics and Leadership in the Age of Disruption”, by Stephen J. Harper. He offers an educated account of developments in Canada against a world leader’s background. Full of enlightening personal anecdotes and experiences. Harper at his best, without media brushing.

“Building a Nation on Rock or Sand: Groen van Prinsterer for Today”, by H. Smitskamp. The author tells the story of Groen, a Dutch parliamentarian, Christian thinker and writer, who explains the roots and structures of two diverging developments in Western cultures. An eye-opening booklet.

How can federal and provincial funding be assessed with a calm and collect attitude, so their benefits can be fairly explained and administered? We can look at that in Part 2.

Unjust, Unfair, and Exploitive on the grand scale – Part 2

by Stephen Hammond There is more complexity to municipal affairs than is evident at first glance. North Grenville is the lower part of a two tier system of municipal government. The United Counties of Leeds and Grenville is the upper tier.

Even this two tier system is more complex than that, because Leeds and Grenville also has shared funding and expenses in some, but not all, service categories with the partner towns of Brockville, Gananoque, and Prescott, though they are not strictly part of the United Counties of Leeds and Grenville.

In 2018, the United Counties received a $41.2 million Provincial subsidy and a Federal subsidy of $1.4 million, totalling $42.6 million. North Grenville's share of this funding should be about $7.24 million, if the funding is truly proportional to the population numbers. As of the time of this writing, I have not been able to obtain any financial numbers that would illuminate exactly where this $42.6 million of funding is going, except that it looks like it's going to cover most of the May 8, 2019

Community and Social services budget. There are no detailed numbers on the Leeds and Grenville website to show how much each township is receiving.

It cannot be found, even as a notation, in North Grenville's budget. I find it alarming that there are no easily available budget accounting records that would permit residents and Municipal councils to track this. A third of our property taxes goes to Leeds and Grenville.

Residents and Councils of all of Leeds and Grenville's municipalities need to know where Prov./Fed. funding and our property tax money is being deployed, and to make sure that residents are getting a proportional share.

Let's go back to the $42.6 million in Prov./Fed. funding. If you divide this number by the population of the United Counties of Leeds and Grenville (2016 census) of 100,546, the subsidy per resident = $424. When you add this to the transfers/grants that North Grenville receives ($74) you get a grand total of $498 per resident in Prov./Fed. funding for the residents of North Gren-

ing in North Dundas township (pop. 11,278), which is a lower tier municipality within SDG, then you're only receiving $80 per resident in provincial funding for North Dundas, plus the grand sum of $20.50 from SDG, for a total of $100.50 per resident. It's interesting that two large upper tier United Counties that are right next to each other receive disproportionate per capita amounts of funding.

New Mental Health Walk-In Clinic for Children and Youth Kemptville District Hospital (KDH) and Children’s Mental Health of Leeds and Grenville (CMHLG) are pleased to announce a new mental health walk-in clinic for children and youth in North Grenville.

Housed at CMHLG’s Kemptville office at 3-5 Clothier Street, the walkin clinic is the first new service introduced by the 20-partner collaborative formed to create the Mental Health and Addictions Health Hub for Children and Youth in North Grenville that was initiated

by KDH in early 2018, with CMHLG as the lead agency.

The new walk-in clinic is for children and youth 18 and under who are looking to work towards a solution to a problem or concern.

Their families are welcome. The clinic offers each child and youth an appointment with a counsellor to focus on behavioural, emotional and/or mental health concerns in a collaborative, strength-based process.

As the name implies, no appointment or doctor’s referral is necessary.

The clinic is offered every Wednesday from 11:00 am to 7:00 pm. If additional services, such as a referral to a psychologist, are required, CMHLG will facilitate that.

For youth over the age of 18, Rapid Access Counselling is available Monday to Friday from 8:00 am to 4:30 pm through Lanark, Leeds and Grenville Addictions and Mental Health at their Brockville office; please call ahead May 8, 2019

Having a walk-in clinic in Kemptville enables children and youth in North Grenville to access mental health and addictions services close to home, explained Lorena Crosbie, Executive Director of CMHLG. “Our primary goal is to make services more accessible for youth and their families experiencing mental health and/or addictions issues,” she said.

Adding the walk in clinic means that North Grenville children and youth are able to meet with a counsellor without an appointment.

The walk in clinic is an expansion of the services already being provided in North Grenville.”

Work on the Hub initiative began in early 2018, when KDH received funding from the Champlain Local Health Integration Network (LHIN)’s Small Hospital Transformation Fund to help develop a Mental Health and Addictions Health Hub for children and youth in North Grenville. Soon, there were more than 20 community partners committed to helping develop the Hub. KDH’s CEO, Frank J. Vassallo, commented on the timing of the opening of the new clinic. “While development of the Hub model is continuing, services will be rolled out as they become available,” he said. “If we can offer a much-needed service to our children and youth now, we are going to do it, rather than wait until the Hub is fully formed and realized.”

“The Hub remains very closely aligned with KDH’s

strategic direction to help make care seamless for patients and families,” CEO Vassallo observed. “In addition to improving access to services with the Hub, we are looking at ways to improve coordination of care and transitions between providers, such as hospitals like the Children’s Hospital of Eastern Ontario (CHEO) and the Royal Ottawa Mental Health Centre, as well as family doctors, and health and social service agencies.”

“Moreover, the Hub could potentially be embedded within the services an Ontario Health Team (OHT) would provide,” he added, noting that OHTs are being established by the provincial government to better connect healthcare providers and services around patients and families.

Enthusiasm High with Runners and Volunteers! we want to thank each and every one of them for their enthusiastic assistance.”

The people of Merrickville-Wolford came out in droves to support the run.

There were over 100 volunteers manning barricades and cheering stations, taking photographs, handing out water, or preparing food for the returning runners. Others grabbed a coffee and stood on their porches or sidewalks cheering on the runners.

Businesses and individuals came forward to provide financial assistance and services “in kind”, and even our federal, provincial and local politicians came out to wish the runners well and take part in the event.

Emails directed to the committee also expressed appreciation for the work and enthusiasm of the volunteers.

Comments were positive, and in much the same vein as this one from Harry de Roo, “I have run every Merrickville Heritage Classic Run since the start of the event, and each year it gets better. The amount of volunteers and supports scattered throughout the course is amazing! One cannot get lost, disoriented or

by Chuck MacInnis Run Merrickville 2019 has come and gone, and organizers are once again thrilled with the turnout, despite the low temperatures and periodic snow.

“The goal of Run Merrickville is to encourage participation in a running and walking event open to all ages and levels of physical fitness, and we certainly achieved this,” said Lori Reynolds following the race.

She added 285 people registered for this year’s event.

Following a warm-up in the Community Centre,

led by Emily Dickson, the runners were marched to the start gate by piper Callum Gauthier. He handed them into the care of Royal Navy re-enactor and cannoneer Bob Irvine, who then blasted them through the gate to the sound of rolling thunder from his cannon.

The field was populated with eager runners and walkers of all ages. Gail Garland, as promised, completed the 10 km route in her wheel chair! She did this last year as a challenge for herself after completing the 5 km route during the 2017 event.

Collette Durand, an event participant since 2016, once again completed the 2 km route with the aid of her walker.

Tavo Stringel, this year’s 5 km Gold Medalist, gets honourable mention. He has been a top contender in the 5 km Canal Run since 2016. He collected Gold in 2016, 2018 and 2019. He grabbed the Silver medal in 2017.

Sally MacInnis said, “The Run Merrickville organizing committee recognizes this event could not take place without the support of our volunteers and sponsors, and

injured without someone being around to guide, assist or support in some capacity…. or just to cheer you on.”

Runners commented on the professionalism and efficiency of the police, bylaw officer and volunteer fire fighters controlling traffic, and noted the overall enthusiasm of the many volunteers.

They gave a special nod of appreciation to the trumpeter at the intersection of Collar Hill and HF McLean Road, who helped boost them up the long grade to the top of Murphy’s Mountain.

As in past years, those who completed the 2K, 5K and 10K events received a

handcrafted participation medal as they crossed the finish line. The medal is designed and produced in Merrickville by the Village Metalsmiths.

Contract awarded for Merrickville road reconstruction project

by Hilary Thomson Merrickville-Wolford council agreed at the council meeting on April 23, to award the tender for the Drummond, Lewis and St. Patrick Street road reconstruction project to Clarence McDonald Excavation Ltd. The decision was made based on a recommendation from the engineering firm hired to oversee the project, Jp2g Consultants Inc. Clarence McDonald Excavation Ltd. was the lowest bid, coming in over $1,000,000 cheaper than the highest bidder.

Deputy Mayor Michael Cameron was concerned about the significant difference in cost between the various bids. His main concern was that, with the lower bid, there may be extra costs added. “Does the lower amount cover everything?” he asked at the meeting.

eron that the scope of work was outlined in the RFP, and that all the contractors who bid on the project were aware of what they were committing to when they submitted their estimated costs.

Councillor Timothy Molloy asked whether council received any references for Clarence McDonald Excavation Ltd. Doug said Jp2G goes through a rigorous process when it comes to deciding who to recommend for the project and that referencing would have been part of their review. “I believe they have also done work for us before,” he said.

The winning bid came it at $2,305,336. Since the RFP went out, staff has added the installation of a 200mm watermain on Lewis Street and St. Patrick Street, and therefore the final revised bid from Clarence MacDonald Excavation Ltd. is $2,330,253. “Based on review of the tender submissions, and

subsequent discussions with Clarence MacDonald, we see no reason not to award the project to Clarence McDonald Excavation Ltd.”, Project Engineer Barbra Kimmerle of Jp2g wrote in the tender review document.

Council agreed to award the project to Clarence McDonald Excavation Ltd. Resident Dale Bower asked council during the public question period at the end of the meeting whether there is a start-date planned for the project. “[That] will be identified when a contract comes forward,” Doug told him.

The municipality circulated a notice on Friday, stating that they are anticipating that work is to start shortly. In advance of construction, a precondition survey of neighbouring properties is required.

Residents owning property in or around the affected area should have started receiving notices related to the precondition survey on Saturday,

May 4.

Students Celebrate Inuit Culture

Talking about a revolution Women in silence

by David Shanahan One of the great fundamentals of Christianity is the authority of Scripture. As Paul wrote to Timothy: “All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness”. [2 Tim. 3.16] Scripture is consistent, does not contradict itself, and any question must be decided on what Scripture, as a whole, says on an issue. So it is that any consideration of the role of women in Christian life must be based on what the Bible, particularly the New Testament, teaches.

In spite of the manner in which Jesus included women in his teaching and life, and the role they played in the first centuries of Christian

history, as leaders, apostles, teachers and in holding meetings in their homes, by the time Constantine had absorbed Christianity as the Roman State religion, women had been gradually moved away from active ministry in many of the Christian churches, though by no means all.

In fact, throughout history, and particularly at times of revival, women continued to minister as they had in the New Testament.

In order to justify their removal from ministry, verses of Scripture were used to indicate that they never had any right to leadership or teaching positions. The most commonly used verses came from Paul’s letters, most notably from his first letter to the Corinthians: “Women should remain

silent in the churches. They are not allowed to speak, but must be in submission, as the law says. If they want to inquire about something, they should ask their own husbands at home; for it is disgraceful for a woman to speak in the church.” [1 Cor. 14.34-35] That may seem compelling, but it is, in fact, not nearly as clear as it seems. To start with, if it is taken as coming from Paul, it completely contradicts what he says elsewhere, even in the same letter. Just a few sentences earlier, he had said: “What then shall we say, brothers and sisters? When you come together, each of you has a hymn, or a word of instruction, a revelation, a tongue or an interpretation.” [1 Cor. 14.26] Even earlier, in chapter 11, he had spoken of women praying and prophesying in public meetings. It would be hard to pray, prophesy, give a word of instruction, and so on if one was silent.

So, how do we explain the apparent command that women be silent? The problem is caused by the fact that in Greek there are no capital

letters or punctuation, and no quotation marks. In his letter to the Corinthians, Paul is responding to a letter sent to him from Jewish Christians in Corinth, answering their complaints about the way in which the community there were straying from what had been traditional Jewish practice, including allowing women to teach and pray openly.

From the beginning of Chapter 7, Paul begins to address these complaints.

There are places where New Testament translations insert quotation marks to identify these quotes, but in others they don’t. The comments about women keeping silent come from the complaints letter, otherwise they contradict what Paul says elsewhere.

Scripture does not contradict itself, and Paul’s writings were recognised as Scripture even in his own day. Peter explicitly says so in his second letter: “Bear in mind that our Lord’s patience means salvation, just as our dear brother Paul also wrote you with the wisdom that God gave him.

He writes the same way in all his letters, speaking in them of these matters. His letters contain some things that are hard to understand, which ignorant and unstable people distort, as they do the other Scriptures, to their own destruction.” [2 Peter 3.15-16] The comment in question also states: “They are not allowed to speak, but must be in submission, as the law says.” There is nothing in the Old Testament Law that says this, but the Rabbinical teachings contains that very phrase.

Paul, the Apostle of Grace and not Law, would never cite that law as binding on a Christian, male or female.

Context is everything, and every issue must be seen in the overall teaching of Scripture, not taken out of its setting and used to silence believers on the basis of their gender. Jesus permitted women to be taught, and to be disciples. Women in the New Testament taught, led and played a central and equal part in the ministry of the people of God. The rise of a patriarchal and clerical hierarchy silenced most women

in later generations, though not all and not everywhere.

by Cecile Fortier The Rideau Glen ladies came out of hibernation to meet and greet their golfing friends and exchange their winter stories. Some have been bowling, others curling or quilting. All were busy one way or the other, helping pass the time while the snow was falling. All were anxious for spring to arrive and begin a new season of golf.

At the clubhouse, ladies inquired about the league or registered for the new season, had a snack and chat with old friends. More than 90 ladies have registered for the coming season of 2019 at Rideau Glen. It was a great assembly of ladies with standing room only.

The League President, Maureen Fournier, welcomed everyone, and thanked the caterers "Just Home Cookin" for the fine spread of snacks. Eddy and The Stingrays raise $12,000 for KDH Foundation

Over 430 people danced the night away on a joyful Saturday evening in a nostalgic night for both the Stingrays and fans alike. As part of a fundraiser for the Kemptville District Hospital Foundation, the band paid tribute to former members of the band spanning the 39 years the group has been performing.

KDH Foundation sends a heartfelt thank you to the band for generously donating their time and talent to this fantastic night of entertainment. Proceeds from the event will support the development of a Child & Youth Mental Health and Addictions Health Hub in Kemptville.

The Foundation would also like to thank the many volunteers who helped to make this event a great success, including Howard Godwin and Craig McCormick for leading ticket sales, Shawn Tobin and Eric Marcotte for security services, Doreen and Anthony O’Sullivan, Louise deValentine and Louise Mortimer for help at the door, Leslie Dods for help at the door and with setup, Sarah Maloney for silent auction support, Chrissy O’Riley, Wendy Glousher, Julie Summers and Heather Wells-Baker for drink sales. Foul weather didn't hinder protests. Local residents were outside the Kemptville Norenberg Branch Public Library on Prescott Street on Wednesday, May 1, from 12 pm to 1 pm, to protest cuts to the Inter-Library Loan program and to Education services involving teacher and program cuts.

G. Howard Ferguson: 2. The young politician in a room in the Fraser Block, today the location of Rotary Park. Howard served as the first Chair of the Library Board.

As Reeve, Howard negotiated the sale to the Village of Riverside Park, which, up until then, had been outside the village boundaries since Kemptville had separated from Oxford-on-Rideau Township in 1857. The purchase of Riverside Park

by Kemptville caused a great deal of annoyance in Oxford-on-Rideau, where the Council demanded that the Village pay them full property taxes on the land. Arguments were raised on both sides, and it was even considered that the Park might be annexed to Kemptville. The solution was found in 1905, when, by a public vote of taxpayers in Kemptville, a Parks Commission was established under the Public Parks Act, whose mandate was to operate the park for the community, with a strict limit on expenditures of tax money.

The Village Council also began a series of infrastructure programs, again initiated by Howard, and usually opposed by other, and older, members of council, as being too expensive. These included replacing much of the old plank sidewalks in the village with concrete ones, improving the road that ran between Kemptville and Beckett’s Landing, along which ran the main highway to Ottawa, and paving the road between the village and the train station

by David Shanahan Once the 24 year-old, newly qualified lawyer moved back to Kemptville following the death of his last surviving brother in 1894, G. Howard Ferguson was, almost inevitable, going to enter politics.

After all, his father was the Member of Parliament for the riding, and had been for twenty years, and Howard’s own duties as a small-town lawyer and money lender took up little of his time and energies.

In 1896, two major events took place in Howard’s life: his father retired from Parliament, and Howard married Ella Cumming, a long-time love and daughter of a local merchant.

In 1897, Howard announced that he would run for the Kemptville Village Council, and no-one was surprised when he won the election easily. In those days, municipal elections took place annually, and Howard was one of two new members on council in January, 1898. He very soon made his presence felt, showing personality traits, and political instincts, that would re-emerge repeatedly for the rest of his life.

Howard served as a councillor until 1901, then he began three years as Reeve of Kemptville, and during those years he initiated many projects that we still have the benefit of today. In 1900, he campaigned to have a library in the village, and he was successful in establishing it

His most controversial project was the replacement of the old swing bridge at Clothier’s Mill, which led to serious confrontations, resignations and litigation within the ranks of the council. The new bridge was replaced in 1959 by the current one on Bridge Street. This issue has been covered in previous articles, but the political machinations of Howard Ferguson during his years on council showed to all that he was unwilling to act as a junior partner, impatient with older and more experienced men,

in short, a rather arrogant and pushy young man in a hurry.

By 1902, Howard was looking to a wider sphere of political activity: he decided to run for the Ontario Legislature. It might have been expected that he would run for his father’s old seat in the federal Parliament, but the sitting M.P., Dr. John Reid, was both able and popular and was willing to support Howard for the provincial seat. That too, as it happened, was held by a Conservative: Robert Joynt, from Augusta Township. Here, once again, Howard showed ambition,

by David Herman My wife and I had lunch recently with Mary Campbell, who is Education & Support Coordinator for the Alzheimer Society of Lanark Leeds Grenville, along with eight or nine other couples who are living with one form of Dementia or another. Mary mentioned that there is an education series scheduled to be put on in the Kemptville library. These sessions will be an hour and a half long, and run from 2 until 3:30 in the afternoon of May 13 and 27, and on June 10 and 24. If you are looking for information about brain health, concerned about memory loss for yourself or someone you love, interested in knowing about related legal and financial aspects, what kind of community support is out there, or any other questions you may have about Dementia, these sessions are for you.

The sessions are open to the public, and geared to

people who have just been introduced to the term Dementia, either from having a spouse or other family member recently diagnosed, or maybe a friend or co-worker. If you are like I was when my wife received her diagnosis, we had heard the term, but had no understanding of what our future might involve. I have said before in this publication that receiving a diagnosis of Dementia is not a prognosis for the end of any sort of useful or meaningful life for the person with the diagnosis. Our life is a little quieter than it might have been without the disease, but with knowledge comes strength.

When we came home from that doctor’s visit, we talked for a while and then I went to our computer to look for information and sources of support and education. I quickly found the Alzheimer’s Society of Lanark Leeds and Grenville. I

contacted them and made an appointment for us to come in and discuss our situation, looking for suggestions on how to best move forward.

At that time, they did not have a program such as Mary will be putting on in our community.

Each of the four sessions will discuss important concepts which, if you are personally involved, you will have to address at some point in your journey with Dementia. I hope that you have noticed that I use the term Dementia, and not Alzheimer’s, because Alzheimer’s is but one of many forms of dementia. I read recently that they have now identified over 100 different forms of Dementia.

The first session on May 13 will address that question, as it is titled: “What is Dementia?”, where they will present, in a way that can be understood, the different types of Dementia and help understand the process of getting a diagnosis.

On May 27, they will discuss “Adapting to Brain Changes. This session is to allow for more understanding of changes in the brain and how they relate to the symptoms of Dementia. You will also be presented with strategies to help adapt to these changes.

On June 10, the session is entitled: “Planning ahead”, and here they will be helping you understand the risks and challenges of living with Dementia.

As I said at the start, these sessions are for everyone who is, or suspects they may be, starting down this road in the future. Knowledge is Strength, and I know we could have benefited from an educational session like this.

This will help you understand what is going on if, someday, a family member or a friend or co-worker is diagnosed with Dementia, and allow you to more easily walk along with them, because they may seem to have faded, but they are still there and crave your understanding and support. It will not always be easy, but it is worth it, so I urge you, if possible, to attend as many of the sessions as you can.
