Treasurer’s Annual Budget and Finance Report

I am pleased to report that the Finance Committee (FC) had another productive annual budget meeting on Saturday June 25 and constructed a proposed operating budget for 2017. On June 30th I presented the proposed budget to the full Executive Committee for review and we will have a motion for its adoption to the Board of Directors at their October meeting. Once again, the FC gratefully appreciated the efforts by all the officers, directors, staff, and committee/task force budget managers who submitted their budget requests in a timely manner.

The budget meeting participants this year consisted of President Mike Mattia, Treasurer Stephen Lahr, Executive Director Kelly Garceau, FC continuing members: Clarence Chan (Brooklyn/Staten Island), Keri Gill-Smith (Catskill), Joel VanSlyke (Southern Tier), and the chapter’s new bookkeeper from Bulmer Bookkeeping, Lin Morin. This is the firm we now contract for bookkeeping services since Pam Cook left the NYPTA staff as Director of Finance.

We reviewed all submitted funding requests and the other needs related to the regular ongoing operations of the Chapter, keeping in mind the NYPTA’s current strategic plan goals and objectives. Adjustments were made to only a few submitted budget requests to make them meet NYPTA travel and meeting attendance requirements. Some other noteworthy changes in the proposed 2017 budget compared to 2016 include the following: • Dues income projections will be kept at the same level as 2015.

• Following reallocation of some reserve investments from mutual funds into the purchase of the chapter office building in 2016, and the modest if not poor continued on page 4

It has been a few months since I have had the opportunity to address you through our Chapter newsletter. The reason for this brief intermission was based on some very significant changes and upgrades that we have been undertaking at the Chapter office.

When you honored me by electing me your president, a significant part of my vision for what I wished to achieve during my tenure was to assist our Executive Director in enhancing the levels of service and support that the Chapter office and its staff provide to our members and our profession.

As you all know by now, we have moved into our new state-ofthe-art Chapter office. The space provides a comfortable and pleasant atmosphere for our staff and visitors. The office has been fully functional for the past six months and I hope that each of you has an opportunity to interact with our staff and to experience firsthand the high level of services available to our members.

We have also had some changes in the Chapter office “Coming together is a beginning, staff.

We saw the departure keeping together is progress, working of our Communications and together is success.”

Finance Directors and we Henry Ford welcomed Gloria Baker as our new Communications Manager. Gloria is a great Michael Mattia, PT, DPT, MS, MHA addition to our staff and brings with her a wealth of experience and knowledge in all aspects of communications. Gloria’s experience is the perfect complement to our existing staff. This newsletter is just one of many new and fresh approaches that you will notice in the coming months.

Since our last newsletter we have also completed the New York State legislative session. I am very happy to say that this session resulted in the passage of our Workers’ Compensation PTA bill. We now await the Governor’s signature for the bill to become law. Congratulations NYPTA! There was also movement on our title protection bill, and we collaborated with other professional associations in order to help achieve other goals of our legislative plan.

Our Legislative Chair, Jake McPherson, spearheaded a collaborative grassroots local lobby day effort with members, which helped in establishing relationships with legislators throughout the state. This coupled with a more focused 2016 Lobby Day resulted in the passage of our PTA bill. We believe that this year’s Lobby Day was a turning point in how the legislators value what we have to offer as health care providers in New York.

To that end, we were invited and provided testimony to the Assembly Committee on Healthcare Modernization in New York State at a hearing held earlier this year. Our lobbyist, Brian Lucey and I testified at the hearing. We were asked to provide further input to the Committee subsequent to the meeting. Having been involved in the legislative process in our state for the better part of 30 years, I believe this is a giant step forward. continued on page 9

AIPT: What is Your Purpose?

Another example is an association meeting I was asked to attend with six other attendees. Lunch was organized by the coordinator and a couple of days before the event the coordinator informed me that she remembered my dietary preference from a long ago conversation and took the liberty of ordering for me based on my preference. I felt special because she remembered, and without solicitation she took the initiative.

On May 26th I attended a memorial service for our colleague and friend, Anthony (Tony) Sarola. As I reflect on Tony’s life and contribution to our field, I marvel at how much bigger Tony’s life was to the world. If I had to condense Tony’s persona into a single tag line, I would describe Tony as a “Gentle Giant”. Anyone who’s ever met Tony surely felt his gentleness, kindness and warmth. Those who have been fortunate to spend time with him, surely know what a giant of a thinker, deliberator, analyzer, mentor and teacher he was. He embraced life and exuded joy when sharing the best of himself. Tony makes you want to be a better person. The world was a better place with him, and will continue to be made better by the beautiful family he leaves behind.

It is these small things we do for each other that creates a better world, which in turn benefits all of us. So getting back to multiple purposes, the question for you as busy business owners is have you found your purpose? And if you have found it, are you living it?

Here are some tools to think about in maximizing purpose.

Take a piece of paper and write down all of the events or acts that fulfilled your purpose this past week. Can you estimate how much time was spent on each act? Now do the same with acts that did not serve your purpose? Instead of discarding them, can you learn something from them? Even the simplest acts can be educational.

For example, getting angry for being stuck on the highway with a flat tire can be channeled into learning how to change a tire and achieving a sense of accomplishment, self-reliance and mastery of a new skill through “work”. Perhaps not the greatest example, but use your imagination and you’ll come up with something more personal.

Life is not fair, which is obvious, but an incomplete observation.

There is fairness you have no influence over, and fairness you can control. While it wasn’t fair to lose my friend Tony at such an early age, it is even more unfair to keep secret some of what I learned from him.

One main lesson is to live a purposeful life. Whether it was Tony’s contributions to the profession, the community he served, Touro College or his church, his values were exemplified in purpose. My question to you is “What is Your Purpose”?

After you have reviewed your list think about expanding on it. If your purpose is clear, is it clearly expressed in the goals you set for yourself, your family and your employees? Is it written, reviewed, and rewarded?

As physical therapy business owners, we experience multiple tugs which may distract from our purpose. We have the obvious purpose of making money, which should never be minimized, since it leads to so many opportunities. As importantly, we have a purpose of making patients healthy, making students smarter, being role models for our kids, making the loved ones in our lives happy, building a stronger community and many more such worthy causes. We give of ourselves, because we oftentimes receive in return, which is a great reward yet not necessarily the reason we gave in the first place. Sometimes the rewards are tangible, as in money. The more of it we have, the more of it we can share. Buying a car, a possible BIG reward to us, allows us to share our money with the salesperson (community based benefit), car maker (distant secondary benefit) and our government (public or population benefit through taxation). But how often do we buy cars? And our euphoria of the new “big purchase” wears off long before the first car wash or the evaporated new car smell.

Is your purpose serving a greater good, other than yourself, and are your employees aligned with your purpose? For example, profits are the sunlight of business growth and are required in order to grow and help support your purpose. But profits, like sunlight, are not the purpose in and of themselves. If money was your only purpose you would not do what you do now; which is be a member of AIPT, your house of worship, a family member or your kid’s soccer coach. None of these produce immediate financial rewards, but are fulfilling a certain purpose. Your employees, similarly need a paycheck for their own enrichment, but they too are not motivated solely by the check. They too are motivated by purpose.

The challenge is to align yours with theirs so that purpose leads motivation.

Other tangibles are more immediate and repetitious, as in providing our employees with a safe work environment and fair paycheck for their livelihood. These are important to the operations of a business, but soon become an expected part of everyday life, required to maintain the business operations. These are oftentimes taken for granted soon after the first paycheck is spent, and only appreciated when a loss of income occurs through illness, injury or other unanticipated circumstances.

Getting back to Tony, I learned that purpose doesn’t need to be big, but doing many small things purposefully. Contributions and accomplishments become bigger with time. Can you be your own form of a gentle giant? Can you live with purpose? Let’s make the world better together, through simple, everyday purposefully good deeds.

The more lasting and meaningful sharing is the way we act in the very smallest of interactions, which oftentimes occur organically and randomly. For example, I recently met with one of my newer employees for lunch outside of work. We shared our respective personal goals and how those matched with our professional goals and achievements. We talked about new opportunities, family changes and quality of life in the US compared to her native country. In short, it was a lunch among “friends” as well as a business working lunch. At the end, the employee offered to pay for us both. Those of you who have been in business for a while, know it is a rare event for your employees to pick up the tab at a business lunch. What made it unique is that she recognized that I traveled an hour out of my way to meet her, and acknowledged the effort it took for me to accommodate her schedule. She appreciated me, which made me appreciate her more.

In Memoriam: Anthony P. Sarola 1953-2016

Anthony (Tony) Sarola - of Manhasset (formerly of Valley Stream) after a courageous fight with Multiple Myeloma passed on May 21, 2016 surrounded by his loving family.

He is survived by his beloved wife Louise, his four children Ray, Kate Jennifer and James, his three grandsons Jason, Matthew and Alexander, his adoring sister Marianne and his parents Vera and Frank. He also leaves behind his aunt, nieces, many cousins, an abundance of friends, colleagues, patients and students.

performance of most mutual funds in the last year so, no income from the mutual fund accounts is planned for the 2017 operating budget. However a modest substitute property rental income is anticipated.

The 2017 NYPTA Physical Therapy Conference is projected to net a $17,000 surplus. It is anticipated that a combination of more robust marketing, slightly higher registration fees, and expense reductions will reverse the loss encountered from the 2015 conference. We aim for the conference to produce a modest profit primarily in order to handle unexpected expenses or unexpected low turnout. Registration fees are essentially set to make the conference reasonably affordable as a member benefit.

General board meeting expenses will be under $10,000 from a travel/lodging expense savings resulting by having the winter meeting done as a web-based meeting again in 2017.

During the transition following staff turnover in early 2016, two printed editions of the Empire State Newsletter have not been published. With the recent hiring of a new Communications Manager and as per a previous decision, the remaining 2016 editions of the Empire State Newsletter will be distributed only in digital format. The FC and Executive Committee plan to continue this process into 2017 and all Empire State Newsletters will be distributed in digital format only, thereby saving over $30,000 in printing costs.

Due to increased interest among academic institutions during the last 2 years, the budget will return to having funding for up to 3 regional mini student conclaves in NYS. The budget for lobby day expenses is decreased to $3000.

This is based on input from the Advisory Panel on Legislation (APOL) that large groups coming by bus made up predominately of students appeared to be less effective than meeting with legislators in small groups of working members from their districts.

The Arthur J. Nelson Research Fund will be increased by $5000 to make a total $10,000 available in 2017 for research projects in NYS. This is in addition to the 5-year pledge of $125,000 to the PT Foundation, of which $50,000 still

remains to be paid.

• As explained by the NYPTA President at the October 2016 Board of Directors meeting, a reduced monthly rent will be paid for the remainder of the Palisades office lease.

• Operating expenses for the Chapter office building are expected to be at a level slightly higher than originally anticipated, but not at a level burdensome to the overall operating budget.

NYPTA’s First Mini-Conference a Great Success By: Michael Tisbe, PT, Program Committee Chair; Carla Rosenbaum, NYPTA Meeting Planner

In response to the wonderful feedback from attendees, the NYPTA Program Committee successfully initiated holding regional mini-conferences throughout New York State. These regional conferences allow members to attend chapter programming events close to home. Three mini conferences were scheduled for 2016, the first of which took place April 9th, in Syracuse.

This year’s featured course was a full day, 6 CEH Rocktape Presentation. We were fortunate to have Dr. John Koniuto, PT, MSPT, DPT, FMT-C, and certified “RockDoc” spending the day with attendees. Dr. Koniuto provided a dynamic hands on course appropriately combining lecture with a hands on learning experience. Shortly after the day began, attendees changed into their taping attire, rolled up their sleeves, and set to work taping one another! Rocktape provided a variety of colorful patterned tapes, as well as rollers, mobility balls, and bands for the class lab activities.

The course covered “taping movement, not muscles” and had a focus on pain mitigation, rehabilitation, activity preparation and recovery for exceptional patient care.

This course was appropriate for attendees with a range of experience with taping. Physical Therapists and Physical Therapists Assistant attendees were pleased with the extremely hands on approach that this course offered, and students were thrilled to add this skill to their educational base, especially for the discounted student price!

“I feel confident bringing the information back to my practice and using it right away!” was a glowing comment from one of the attendees at the end of the day.

With the wonderful feedback we received following this course, we are pleased to be bringing the same event to two more locations in NYS. Mark your schedules and join us on September 10th in Tarrytown, or October 22nd in Albany!

I would like to thank Jake McPherson, Kelly Garceau, Brian Lucey and his team, our district legislative liaisons, and each and every member who participated in our legislative efforts this year. We were very successful.

Vice President Tracy Sawyer has worked tirelessly to improve and enhance our NYPTA committees. She created and launched a Committee Chair Orientation webinar to assist the chairs in the committee structure, processes and procedures. Committee chair conference calls and webinars are now held to allow the committees to share ideas and information in order to align strategies and efforts on behalf of our association. Tracy has also supported the committees’ efforts so that they can be ready to respond and collaborate on initiatives quickly and effectively to support Chapter activities.

The Executive Committee and the Board have worked tirelessly to continue moving our Chapter and profession forward. This is a leadership group that I am proud to be a part of and humbled to chair as your President.

Physical Therapy is transformative. This is a guiding principle of our APTA vision statement: “Transforming society by optimizing movement to improve the human experience.”

In order to transform society we must also transform ourselves and our Chapter. We have done much over the past six months to that end and we continue to strive to do more.

I have provided you with only some of the highlights of what has been accomplished so far this year. I urge each of you to reach out to your districts and inquire as to how you can get involved. I encourage you to attend a district meeting and experience firsthand the transformative power of collaborating with your fellow members and leaders.

As I embark on my second term as your president, I am challenging each of you to join us as New York continues to transform our profession and our society.

I wish each of you a safe and enjoyable summer and look forward to working with you. I will leave you with a quote from Henry Ford: “Coming together is a beginning, keeping together is progress, working together is success.” Let’s keep working together for the success of our profession and our association.

operating budget. The budget preparation meeting occurs on one day where the Finance Committee reviews and considers about 150 revenue and expense requests and is mandated to propose a balanced budget for all chapter operations. We have considerable discussion about many of the proposed changes. The bottom line is a $4,154 surplus which the FC recommends we maintain in case revenue from dues or the conference comes in below expectations.

At the end of the year any remaining surplus can be added to reserves or could be available for approved special projects.

In examining the proposed 2017 budget compared to 2016, members may note that the total operating budget will be about $50,000 greater than last year’s budget. This is due to the fact that the NYPTA will hold an annual conference in 2017, but did not have one in 2016.

For the most part, the NYPTA is a membership dues funded organization, and maintaining or increasing our level of activity depends in large part on increasing our membership numbers. We continue to participate in the APTA Career Starter Dues (CSD) pilot program that started in 2014. This program helps new graduates continue their membership with dues discounts over a five year period.

The CSD is definitely a good idea to help new grads with the expense of being a member as they begin their careers while perhaps also starting to pay student loans. However, in order for this to be financially feasible to the NYPTA for the long term, at least 5-10% more new grads need to ultimately become full dues paying members. It will help all of us to encourage new grads to take advantage of this program.

For the time being, we appear capable of meeting our annual operating budget needs with our annual income and careful spending. This does not mean that tough choices with consequences are not involved. Money has not been budgeted for the reserve funds for many years. In fact prior to this year, some investment income (not reserve principle) was typically budgeted to balance the operating budget.

The NYPTA has not seen a membership dues increase in 20 years, yet many costs have increased considerably. No dues increase in 20 years is quite an accomplishment in this day and age, but at some point, in order to meet the goals of the organization, serve the membership, and perhaps rebuild a reserve for special projects, it may be necessary to consider raising the dues.

We are also fortunate to have total assets, as of May, still at about one million dollars ($560,000 liquid investments and $410,000 office building asset). This allows us to meet the policy mandated 55% minimum reserve, i.e. rainy day fund ($410,000), and the remaining ($52,000) encumbered approved special projects.

We continue to rely upon input from Wells-Fargo investment advisors, Phil Valariano and Lisa McKenney for advice on allocating our mutual fund investment portfolio for the “basic reserves” and special reserves” accounts. We will continue to stay the course with the up and down swings of the stock market and follow their basic recommendation to maintain the current long-term investment mix of 70% and 30% bonds/cash. However, going forward we now also have a solid real estate asset in our Chapter office building to help diversify and support our long-term financial stability.

2016 Award Recipients Lifetime Service Award Larry Flowers, PTA Larry Flowers, Physical Therapist Assistant (PTA), has led a lifetime of service. He as served the APTA for almost 20 years in roles available to him and has been a constant champion of both the NYPTA and the profession of physical therapy.

He came to physical therapy after completing a distinguished career in the US Air Force, retiring as a Lieutenant Colonel.

Prior to his PTA career he received a BA in Physical Eduation from the Citadel and a MS in Physical Education from Springfield College. He graduated as a PTA from Maria College and quickly became involved in NYPTA activities. For almost 20 years, Larry has been a constant fixture at Catskill District meeting - volunteering at community events including health fairs and lecturing on back safety. He serves as the voice of the PTA for the Catskill District, being Membership Chair for almost 10 years and the PTA Delegate to the Delegate Assembly on more than a dozen occasions. He regularly attends Lobby Day and is Kevin Cahill’s (high co-pay sponsor) key constituent. Larry has served at the Chapter level on the PTA Committee for many terms and on its Membership Committee. He has pursued excellence in practice, obtaining a Certificate of Advanced Proficiency from the APTA in 2009. He is also a Credentialed Clinical Instructor through the APTA (2008).

Dr. Marilyn Moffat Distinguished Service Award Cheryl Ann Gillespie, PT, DPT, MA Dr. Gillespie’s distinguish career as an educator, contributor to APTA, NYPTA, the Long Island District, and work as a humanitarian more than qualifies her for this award. Her contributions to education include thirty-two years as a full-time professor at Suffolk County College retiring as Director of the Physical Therapist Assistant Program. She also taught DPT students at Stony Brook University and Touro College. An active member of our professional association, Dr. Gillespie has served in many ways at all levels including APTA PTA Licensure Task Force, NYPTA Program Committee and Ethics Committee, Academic Administrators Special Interest Group, NYPTA BOD liaison, and in many capacities for the Long Island District. She has served numerous times as a Delegate to the Delegate Assembly and to the House of Delegates.

Shree Pandya, PT, DPT, MS Dr. Pandya’s commitment to physical therapy is evident by her consistent service to the APTA and NYPTA in numerous positions and ways in the areas of education, clinical research, and service. Some highlights of her career that demonstrate her service are: member of the Neurology Section Clinical Practice Guidelines/Evidence Based Documents Advisory Committee, and Task Force on Development of Clinical Practice Guidelines, APTA Research Conference Creating a Culture of Collaboration: Vitalizing Practice Through Research and Research Through Practice. She has served as Delegate to the House of Delegates, Practice Committee, Research Committee for Pediatric Section, and Program Committee for Research Committee. Service to NYPTA includes Vice President, Member At Large, Co-Chair of Research Committee, Minority Affairs Committee, and District Chair of the Finger Lakes District.

Leadership Development Award Daniel Rootenberg, PT, DPT, CSCS Dr. Rootenberg served as Vice Chair of AIPT for four years and for two years on the Payment Committee. He is a founding member of New Peer to Peer Network being created by the APTA. He received the Leadership in Clinical Education Award from Columbia University in 2011. Dan is active in developing PT students to become great PTs. In addition to presenting lectures at Columbia University, he started the SPEAR Future Leader Program to develop PTs into leaders with onsite modules in leadership, management, business development and marketing. www.nypta.org

On April 28 and 29, 2016, the New York Physical Therapy Board of Directors (BOD) met in Saratoga, New York. The BOD passed five motions; one was for all committees to review opportunities for student participation, the second also involved trying to increase student opportunities and involvement within the NYPTA by adding the APTA Student Assembly Ambassador for New York as an ex-officio member to the Leadership committee. Three additional motions included holding the 2017 NYPTA winter BOD meeting remotely, to award the 2016 Arthur J. Nelson Research Designated Fund (RDF) to Lori Hochman PT, MS, NCS, and finally charging the Membership Committee to collaborate with the Research and PR Committee to develop a survey to gather information from both members and nonmembers.

On April 30, 2016, the Delegate Assembly (DA) met with a voting strength of 158. The delegates spent a full day electing officers, the delegates to the 2017 House of Delegates, voting on motions to direct the Chapter, and discussing APTA motions for the House of Delegates.

Elections were held and the delegates re-elected Michael Mattia as President, Tracy Sawyer as Vice President, and Lynn Rivers as Speaker of the Delegate Assembly. Also elected was Joanne Katz as a member of the Nominating Committee.

The delegates also elected the following delegates to the 2017 APTA House of Delegates: Sue Bennett, Sylvene Blissett, Jeremy Crow, James Dunleavy, Melanie Gillar, Nan Hyland, Rebecca Kalb, Jacob McPherson, Marilyn Moffat, Lynn Rivers, Tracy Sawyer, and Robert Streb.

Lynn Rivers, Speaker of the Delegate Assembly, led the DA in a process that encouraged delegates to discuss each of the House of Delegates’ motions RC 1-16 through RC 17-16. Each RC was discussed and a straw poll taken to determine the Delegate Assembly’s will in terms of agreement, neutrality or disagreement for each of these motions. These discussions and the straw polls that followed serve to provide the HOD delegates with information about the opinions of New York Chapter members. They were then able to take this information forward to Nashville, TN for voting purposes at the 2016 APTA House of Delegates.

The meeting concluded with the recognition of many members and their contributions to the Chapter. A few of the awards given by the Awards Committee included: Cheryl Gillespie and Shree Pandya were awarded the Dr. Marilyn Moffat Distinguished Service Award, Larry Flowers received the NYPTA Lifetime Service Award, and Debbie Maceroni from Harlan Health Products, New York Institute of Technology Physical Therapy received one of the NYPTA Chapter Appreciation Awards (As noted on pages 11-12).
