A MOMENT WITH 21ST CENTURY LEADERSHIP Unfortunately, we are continuing to endure through this global pandemic, which has wreaked havoc on our great nation. It saddens me that the global pandemic has also interfered with the leadership training we normally receive on an annual basis.

Leadership is of paramount significance to me, and consequently, I will not, under any circumstances, allow this pandemic situation to hinder the growth we have made thus far. It is my objective to ensure that my leadership team is one of the best and most professionally trained in the nation.

In the July newsletter, I spoke on the very critical topic of Transformational Leadership. It is my hope that each of you read and digested this information.

Most importantly, I trust that you will utilize this valuable information on a continual basis for your own growth and development. This month, I want to speak on another significant and most helpful topic: 21st Century Leadership.

Perhaps the biggest challenge confronting law enforcement executives of the 21st century is the progression of law enforcement institutions, that can recognize, relate, and incorporate the global changes in culture, intelligence, and technology. Changing community expectations, workforce values, technological influence, management philosophies, and ethical values are only a sampling of the progression that must be comprehended and administered by the current and sequential generation of leaders.

What is 21st Century Leadership? 21st Century Leadership is a perspective of leadership, intended to respond to the unique challenges and opportunities of today’s world. Through shared purposes and aspirations, this method of leadership brings forward new ways of essence, knowing, and doing, while respecting the developmental nature of the human life. Reflective of an expanded model of leadership, it draws upon and integrates theories and practices from a wide range of disciplines and traditions to foster practical knowledge and transformative change in service of the world.

21st Century Leadership is oriented toward being inclusive, collaborative, and of service, to individuals, the social good, and ecological sustainability.

Understand that in order to advance this perspec-

tive of leadership development, both an inward and outward orientation is required, involving the complete person who is engaged with the entire system.

Today’s law enforcement leaders are conceivably being confronted with some of the most chaotic moments in policing. On a broader scale, law enforcement agencies are experiencing accelerated pressure to reexamine their practices while balancing a constantly developing cultural, social, and technological landscape. On an individual level, law enforcement officers are entering the profession with novel expectancies concerning what it means to be an officer and how they desire to be led.

There is a school of thought that views leadership as a quality someone is born with, rather than one that can be learned through experience, education, and mentorship. Fortunately for law enforcement agencies throughout the country and around the globe, police leaders are discovering that the proficiencies necessary to be successful in their professions are constantly developing and expanding.

Policing, in its essence, is an emergent discipline that must develop and change with the times, and police leadership is no different.

What type of leadership is needed for the 21st century? The 21st Century requires leaders and executive teams to possess a strong strategic compass. It is essential that great leaders possess a strong self-awareness, be passionate visionaries, possess great clarity of purpose, and have a clear sense of direction while leading their teams.

The following are four key traits 21st-century leaders should possess: Adaptability: The adaptability trait, not only assists leaders in adjusting to change; but also, in being prepared to anticipate the next huge change, thereby assisting in increasing the chances of success. It is essential that today’s leaders be prepared to change, even when change does not seem obligatory. Technology has caused businesses to shift in all manners of directions and enabled them to be hugely ambitious.

Connectivity: Generations Y and Z are some of

They understand their importance to a shrinking workforce; consequently, determining a strategy to maintain skilled personnel is crucial. One thing that is imperative for leaders to learn and that is, they must exhibit the traits young employees expect, such as integrity, approachability, and genuine respect.

Selflessness: Employees are having difficulty trusting their leaders, and that is not good. This is being felt in many organizations, including law enforcement agencies. One way to regain the confidence of your personnel is to value selflessness more. The key is learning how to be a selfless leader, and it is possible. Being able to abandon a faulty idea or goal and replace it with something that will assist the organization’s beliefs, is advantageous. And should be the goal.

Decisiveness: Situations are rapidly changing in organizations. It is imperative that today’s leaders possess the intellect to make decisions spontaneously. Indecisiveness can cause significant harm to businesses and organizations because it is critical that these organizations be competitive with other like organizations.

forward. Of course, these are just a few traits that should be developed, but there are others, such as creativity and the ability to be collaborative; just to name a few. Chinese Business magnate, Jack Ma Yun, uses one of the great “If” and “then” conditional phrases, to make a valid point. He says, “If you want to win in the 21st Century, you have to empower others, making sure that other people are better than you. Then you will be successful.”

As I prepare to close this message, I encourage you and implore you to study and work to be the best leaders in the nation. Remember that the only effective leadership is serving others. It is no longer optional; it is the essence of 21st century leadership.

As nationally acclaimed Elementary School principal Jessica Bohn has so eloquently stated, and I wholeheartedly agree, “Being a good leader is not about having power over others, but about instilling power in others.”

Henry Ford, founder of Ford Motor Company, once said, “If everyone is moving forward together, success will take care of itself.” Allow me to conclude this message by saying, leadership cannot be given; it must be earned. It cannot be taken away; you lose it by a lack of performance.

In essence, it is necessary that 21st-century leaders be able to streamline their analytical skills in order to keep pace with the manner in which businesses are moving today. Communication will always remain a profoundly important skill; therefore, I encourage you as leaders to consider enrolling in public speaking classes or toastmasters to further enhance your communication skills.

The Newton County Sheriff's Office is located at 15151 Alcovy Road in Covington, Georgia. From I-20, take Exit 92 onto Alcovy Road and travel north on Alcovy Road for approximately one mile and cross over Highway 142. The Sheriff's Office will be on the left.

The administrative office hours for the Newton County Sheriff's Office are 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding county holidays.

The Newton County Jail is open 24 hours, 7 days a week.

meet the school resource OFFICER unit

The School Resource Unit involves the assignment of law enforcement officers to the public middle and high schools as School Resource Officers (SRO). The SROs ensure that no student’s right to receive an education is hindered by violence or disruption.

The high-profile deputy sheriffs assigned to this unit are involved in a variety of functions aimed at prevention. The deputy sheriffs are a resource for students, parents, teachers, and administrative personnel regarding law issues.

Additionally, the deputy sheriffs are a link to other service agencies that provide preventive and counseling services within the school district.

Working hand-in-hand with the principal in each school and school board, the deputy sheriffs assist with finding solutions to problems afflicting today’s school-age children.

HOW DO I GET IN TOUCH WITH MY CHILD’S SRO? You may contact your child’s SRO by calling the school during school hours and asking for the SRO. If school is not in session, you may contact the NCSO School Resource Unit Commander, Lt. Cortney Morrison, by calling 678-625-1405 or emailing cmorrison@newtonsheriffga.org.

WHAT DO SROS DO IN THE SCHOOL SYSTEM? The deputy sheriff, assigned to the SRO Unit, works with the administration, educators, and counselors within their assigned school. The role each deputy sheriff plays is dependent on the need of the situation. As a sworn law enforcement officer, he/she is assigned to provide the law enforcement expertise and resources to assist school staff in maintaining safety and order.

Each deputy sheriff assigned to the SRO Unit is responsible for the following: (1) Handling all calls for service and coordinate the response of other law enforcement resources to the school; (2) Being visible patrolling the exterior and interior grounds, particularly during the opening or closing of the school and during lunch periods; (3) Wearing a uniform identifying them as a law enforcement officer; (4) Being involved with training for the school administration in law enforcement and related matters; (5) Monitoring the social and cultural environment to identify emerging youth gangs, (6) Meeting, as necessary, with the school principal to exchange information about current crime trends, problem areas, or other areas of concern; (7) Not acting as a school disciplinarian, as the responsibility of discipline lies solely within the school administration, and (8) Assisting the principal in developing plans and strategies to prevent and/or minimize dangerous situations that may result from student unrest.

On July 3, 2021, Newton County deputies attended a driveby birthday parade for Allene Hurst, a Covington resident.

ncso hosts annual “fill the bus” at walmart

Newton County Sheriff’s Office deputies were at Walmart, located off Salem Road in Covington, during the month of July to collect donations and school supplies for the Annual Back to School Supply Giveaway. Sheriff Brown and the Sheriff’s Office give special thanks to all who contributed to making a difference in the lives of the students in Newton County.

ncso HOSTS 2nd annual golf tournament On July 15, 2021, Sheriff Ezell Brown and the Newton Sheriff’s Office hosted their 2nd annual Back to School Golf Tournament at Ashton Hills Golf Course, located at 10400 Eagle Drive in Covington.

More than 50 golfers participated in the golf tournament this year and supported the Sheriff’s Office mission to help provide students with the proper tools to begin the school year. The funds raised at the golf tournament were used towards the annual Back

to School Giveaway.

Sheriff Ezell Brown and the Newton County Sheriff’s Office provided more than 2,500 book bags to school-aged children during the annual Back to School Supply Giveaway held on July 24, 2021, at Newton High School.

Since 2011, the Newton County community has come together to ensure its students in pre-kindergarten through 12th grade were equipped for school and ready to learn by providing free school supplies and backpacks.

Sheriff Brown and the Sheriff’s Office appreciate the support of those who volunteered their time and services to provide the children of Newton County with the opportunity to have a successful start in their academics.

sheriff elected as gsa’s secretary-treasurer Newton County Sheriff Ezell Brown was elected as the Secretary-Treasurer of the Georgia Sheriffs’ Association (GSA) during the annual summer training conference, sponsored by the GSA, held on Jekyll Island from Aug. 2, through Aug. 4, 2021.

Sheriff Brown’s elected position as Secretary-Treasurer has paved the way for him to become President, as he will begin to ascend the ranks within the GSA. Prior to becoming President, he will have the opportunity to serve as 2nd Vice President and 1st Vice President of the GSA. “I am honored to serve as the Secretary-Treasurer of the Georgia Sheriffs’ Association. God continues to bless me with amazing opportunities in my law enforcement career,” said Sheriff Brown. “I look forward to continuing my work with the Georgia Sheriffs’ Association and assisting the committee in advancing the association to a whole new level of 21st-century law enforcement and community achievement.”

Throughout his tenure in law enforcement, Sheriff Brown has received countless achievement awards, accolades, and distinctions in recognition of his service and community involvement. He has served as the Region 2 Vice President of the GSA for eight years in addition to serving as the organization’s chaplain. Additionally, he serves on the Georgia Probation Subcommittee for the Council of Criminal

Justice Reform, the Board of Directors of the Newton County Salvation Army, and the Executive Board of the Georgia Piedmont Technical College. He was appointed by Gov. Brian Kemp to the Sexual Offender Registration Review Board in 2020.

“We are pleased to have Sheriff Brown as the newly-elected Secretary-Treasurer of the Georgia Sheriff’s Association,” said GSA Executive Director Terry Norris. “His many years of experience in the Sheriff’s Office, coupled with his effectiveness as a listener and problem solver, will greatly enhance the continued success of the Association.”

The GSA, which was formed in 1954, provides a variety of activities and services, such as the annual training events for Georgia sheriffs and related personnel; advocacy at the Georgia General Assembly for tough crime control measures and laws that promote professionalism and enhanced effectiveness of the Office of Sheriff; and sponsor of the Georgia Sheriffs’ Youth Homes, which provides full-time residential care for the abused, abandoned, and neglected children in the state.

The mission of the GSA is to promote and further professionalize the Office of Sheriff in order to enhance public safety throughout Georgia. Membership in the organization is comprised of Georgia’s 159 elected sheriffs.

local veterinarian clinic holds ribbon cutting

On Aug. 3, 2021, Chief Deputy Jerry Carter attended the ribbon cutting ceremony for Hometown Vets, located at 5294 Adams St. in Covington.

Open seven days a week, Dr. Dianna Doss and her team at Hometown Vets offer the following services for pet owners: exams, vaccinations, dental care, spay and neuter, surgery, in-house diagnostics, house calls, and emergency care.

sheriff attends birthday drive-by celebration On Aug. 12, 2021, Sheriff Ezell Brown, Deputy Tim Smith, and Deputy Michael Gregg attended the drive-by birthday celebration for Rosetta Martin, a Covington resident who turned 100 years old.

The birthday celebration was held at Riverside Health Care Center, where Martin resides. She sat in her wheelchair on the front portico and watched as individuals drove by wishing her a happy birthday.

The Newton County Sheriff’s Office acknowledged Martin’s birthday with blue lights and sirens.

ncso mourns the loss of k-9 tom-tom With a heavy heart, Sheriff Ezell Brown and the Newton County Sheriff’s Office announced the passing of K-9 Tom-Tom on Aug. 31, 2021.

“The death of K-9 Tom-Tom has greatly impacted our agency. He was loved and cherished by all who worked with him and by those he served. He was assigned to the Newton County Superior Court, where he was loved by the judges, court personnel, and visitors,” Sheriff Brown announced. “A necropsy is being performed at this time, so there’s limited information to provide to the public. I thank K-9 Tom-Tom for his service to our Newton County community and the State of Georgia. My sincere condolences and prayers go out to Deputy Tremelle Riley and his family, who have lost a member of their family this week. May God bless them.”

K-9 Tom-Tom was a German Shorthaired Pointer who was trained to detect explosives. He protected and served the citizens of Newton County for two years.
