By Michael Smith Although it may seem sometimes like the construction work on the roads in and around Wesley Chapel is taking forever, some progress is being made, albeit slowly, and that is helping to take some of the pressure off local drivers who are trying to make their way around the area.

Take, for example, the widening of Bruce B. Downs (BBD) Blvd. (aka C.R. 581 in Pasco County), which recently was added to the list of completed projects. According to Pasco County chief project manager Bob Shepherd, the widening was all but finished after the final turn lanes at the intersection of S.R. 56 and 581 were opened to traffic on March 4.

“The widening is completed from about a thousand feet south of 54 to County Line Rd., except for a little striping work that is left to be done in the area around the Target store, ” Shepherd says.

Meanwhile, traffic lights were recently installed and activated at the intersections of S.R. 56 and Mansfield Blvd. and S.R. 56 and Meadow Pointe Blvd., which should make things a little easier for drivers who are using those roads to get around the ongoing widening of S.R./C.R. 54 between I75 and Curley Rd. That widening project is currently progressing ahead of schedule, Shepherd says, with about 60 percent of the work already finished in about 45 percent of the time that it was expected to take.

“Once that project is finished, 54 will be as good a road as you’ll find anywhere in Central Florida,” Shepherd says.

Getting Back To Business In Wesley Chapel & New Tampa An editorial by Gary Nager The anticipated completion of road projects (Bruce B. Downs Blvd./C.R 581, S.R. 56 and S.R. 54; see page 1) in Wesley Chapel is only one reason for the growing economic optimism I’ve seen in the Wesley Chapel area, even more so than in New Tampa. In addition to the progress on these road projects, community anchors such as the Shops at Wiregrass mall, the under-construction Florida Hospital Wesley Chapel, the future Pasco-Hernando Community College campus and the Greater Wesley Chapel Chamber of Commerce (WCCC) continue to be unifying forces for businesses and residents in this wonderful area we call home.

The fact that the Wiregrass Ranch Development of Regional Impact (DRI) still has no homes being built is a cause for some concern, but we have heard rumblings that as the construction of the area’s only hospital continues apace, there’s no doubt that some major home builder(s) will be inclined to swoop in and develop at least some the long-awaited residential portion of that 5,000-acre DRI, even though there are still quite a few foreclosures, short sales and outright abandonment of homes in our area on both sides of the Pasco-Hillsborough county line.

of the Arts” at the Shops at Wiregrass April 9-10, and even the New Tampa Chamber of Commerce’s 18th annual Taste of New Tampa® on Sunday, March 20, 1 p.m-4 p.m., at Wharton High on BBD (just a mile or so south of County Line Rd.) help bring thousands of residents out to get to know local restaurants and other businesses.

The type of face-to-face contact these events create is almost always a good thing, because it never ceases to amaze me how many people who live in our area will sample food from some of our wonderful local eateries at the Taste and tell them, “I didn’t even know you were located so close to my house,” no matter how much advertising they do or how many people already know where to find and enjoy them.

I’m no economist, but I do believe that our economy is turning around, albeit slowly. Many of the businesses I meet with every day tell me that the first two months of 2011 have shown some promise of better things to come, although very few who have survived this long say they are even approaching the kind of numbers they did in 200608. And, there’s little doubt that the local residential real estate market has been among the slowest segments to recover from the nationwide slowdown.

But, many of the local resale real estate agents I’ve met with recently have told me they are at least cautiously optimistic that the spring and summer of this year will be busy (or at least busier) seasons for them — and I, for

Buckhorn Still My Choice For Tampa Mayor!

Yes, I recognize that Wesley Chapel residents don’t live or vote in Tampa, but the unfortunate timing of the runoff elections in Tampa (to be held Tuesday, March 22) means I won’t have another New Tampa issue in mailboxes before that election and I wanted to at least put a note in this issue directing anyone interested in getting more information about the candidates who made it to the runoff to our website, WCNeighborhood News.com, where I recap New Tampa’s again embarrassing voter turnout, who won their elections outright and who I endorse (and why) in

every race still to be decided.

The biggest news is that Bob Buckhorn, the candidate I endorsed for mayor, made it to the runoff against fellow former City Council member Rose Ferlita and I believe the choice between them is clear-cut.

Buckhorn consistently supported New Tampa while on the Council, Ferlita did not. While Ferlita says “Jobs, Jobs, Jobs,” Buckhorn has an actual jobs plan, etc. I also endorse Curtis Stokes in City Council District 1 and Lisa Monteleone to replace Wesley Chapel salon owner Joseph Caetano in New Tampa’s District 7.—GN

one, hope it’s true. At one time, resale Realtors were our largest and strongest advertisers. But, when the local economy and housing market took their nosedives, many of the offices that used to have full-page ads in every issue of our publications not only stopped advertising, they went they way of the dinosaurs altogether. No fewer than five offices either disappeared entirely or were absorbed by other companies — and that not only affected our bottom line, it hurt every doctor, dentist, restaurant and retailer in our area, too.

So, have we weathered the storm?

I fervently believe and hope so. Can housing prices ever creep back up to their 2007-early ‘08 levels? Maybe not anytime soon, but trends have a way of building upon themselves, especially in desirable areas like ours which will soon have even more goods and services for sale and a greatly improved road network with which we can reach them.

So, again I ask you to support our economy by shopping and dining locally, especially at the wonderful businesses you see advertised in these pages — and please tell them that the Wesley Chapel Neighborhood News sent you!

N EW T AMPA Retrial Ordered In 2006 Double Murder Case Last month, an appeals court ruled that Luc Pierre-Charles, who was convicted and sentenced to life in prison for the 2006 killings of a pair of Wesley Chapel High students, is entitled to a Luc Pierrenew hearing, based Charles upon testimony about a videotape that was mistakenly allowed into evidence during his original trial.

In his February 11 ruling, Judge Anthony K. Black wrote, with Judges Chris W. Altenbernd and Patricia J. Kelly concurring, that the judge in the original trial, Circuit Judge Pat Siracusa, should not have allowed prosecutors to talk about a videotape of an interrogation of Luc’s brother Andre in the days following the murders of 17-year-old Derek Pieper and 18-year-old Raymond Veluz, whose bodies were found on a dirt road in the Trilby area on the morning of July 28, 2006. On the video, Andre appeared to nod his head when asked if Luc had committed the murders. Although the video was not shown to jurors, prosecutors did question Andre about it during the trial.

News Briefs Under Florida law, however, such a gesture constitutes hearsay, Black wrote, and since that gesture was one of the main points of the state’s argument that eventually led to the jury’s guilty verdict, “we see no alternative but to reverse for a new trial.”

Pierre-Charles was arrested in 2009 after a statewide manhunt that led to his capture. Prosecutors said that he and another man, Tyree Jenkins, killed the two teens because he believed that Pieper had talked about his drug dealing and other illegal activities to police.

On the night of the murders, the two teens had reportedly contacted PierreCharles in order to buy some marijuana from him, and that’s when they were then allegedly taken to the remote area and killed.

Prosecutors had sought the death penalty in the case, but after finding Pierre-Charles guilty following five hours of deliberation, jurors recommended life imprisonment instead.

During the course of their deliberations, however, they did submit several questions to the court, all of which centered upon the testimony of Andre Pierre-Charles, which Black said indicated that the hearsay evidence did influence their decision.

Assistant State Attorney Manny Garcia said that the state could appeal the decision to the Florida Supreme Court, but the decision whether or not to do so had not been made by our press time. It also isn’t clear how or if the ruling will affect Jenkins’ trial, which is scheduled for April.

Truck Driver Arrested After Backhoe Hits Bridge An anonymous tip led to the arrest of a truck driver who smashed a large piece of construction equipment into the Overpass Rd. bridge on I-75 and then fled the scene late last month.

According to a report issued by the Florida Highway Patrol (FHP), Kenneth Eugene Cannon, 45, of Ruskin was northbound on I-75 in a tractortrailer that was carrying a backhoe at around noon on February 28. As the vehicle passed under the bridge at Overpass Rd., however, the backhoe hit the bridge, causing debris to fall onto the roadway. A 2011 Buick, driven by 68year-old Wayne Krocker of Aurora, IL, was directly behind the Kenneth Eugene semi and was hit by Cannon some of the falling concrete, and a third vehicle, a 2005 Cadillac driven by 48-year-old Mary Vanover of Owensboro, KY, suffered

damage running over the debris.

Initially, Cannon fled the scene of the incident and exited the highway at S.R. 52. Traffic backed up all the way to the S.R. 56 exit while the accident was being cleaned up and investigated.

Two days later, the Florida Department of Transportation Office of Motor Carrier Compliance received an anonymous tip about the identity of the driver and the location of the backhoe he had been carrying. Upon investigation, officers found the machine at a site on Miller Rd. in Pasco County, and that led them to Cannon, who works for a company called “Got Trucking” in Ruskin, where they then found Cannon and placed him under arrest.

He was charged with one count of leaving the scene of a crash with injury (a passenger in the Buick was transported to the hospital for minor injuries), three counts of leaving the scene of a crash with property damage, providing false information for a crash report, and a non-criminal traffic charge of a height violation. He was released after posting a $1,000 bond. Meanwhile, the bridge was inspected and declared safe by FDOT officials, and repairs were scheduled to be made last week.

Three Suspects Arrested In Grand Hampton Burglary Three Tampa men were arrested and charged with burglary and grand

theft after police say they broke into a home in the Grand Hampton subdivision just south of County Line Rd. while the occupant of the home hid and called 911.

According to a Tampa Police Department (TPD) spokesperson, the three suspects, who were identified as Curtis A. Marsh, 19, Tynard M. Stokes, 19, and Dontae D. Freeman, 20, knocked on the door of the townhome on Trail Wind Dr. at around 1 p.m. on February 28. The resident, a 22-yearold female, was home at the time but didn’t answer the door. So, the three men then allegedly went around to the rear of the home and smashed a sliding glass door to gain entry.

Then, while the victim was calling 911, the suspects removed a flat screen TV, a video game console and games and at least one credit card and left before police arrived. However, the victim was able to provide the officers with a description of the suspect’s vehicle and a partial tag number, and police began searching the area.

TPD officers found the vehicle parked at the Wal-Mart store on Bruce B. Downs Blvd., where the suspects had gone immediately after the breakin. As they surrounded the vehicle and began looking for the three suspects, another TPD officer who happened to be shopping at the store saw them and relayed their whereabouts to the other

officers, and the three men were arrested without incident as they attempted to leave the store.

The stolen property from the break-in was located in the suspects’ vehicle and the credit card was recovered from Stokes’ pocket, the report states. All three men were charged with burglary of an occupied dwelling and grand theft, and all three were released after posting $9,500 bond.

Brazen Thieves Victimize Local Unwary Drivers Auto burglaries, especially when valuables are left in plain sight inside a vehicle, continue to be a problem in the New Tampa area, as a couple of local residents found out after being victimized at area businesses.

According to reports issued by the Tampa Police Department (TPD), in the first case, the victim left her purse on the floor of her car while she went into the New Tampa Family YMCA on Compton Dr. in Tampa Palms on the afternoon of February 11. When she came back out, she found that the passenger’s side window of her SUV had been smashed and the purse was gone.

Within the hour, a credit card from the purse was used at a gas station on E. Fowler Ave. in Tampa, and the suspect is still at large.

In the second case, the theft occurred while the victim was dropping

her child off at the Kinder Care day care facility in Tampa Palms on the morning of February 17. Although she was inside for less than 10 minutes, the driver’s side window of her car was smashed and her purse stolen from the front seat where she left it. No suspects were seen, but a credit card from the purse was used at a gas station in the area of I-75 and Dr. Martin Luther King, Jr., Blvd. about 15 minutes later.

There was no video available from either location, however, and the case is under investigation.

A TPD spokesperson says that these cases demonstrate the importance of not leaving valuables in a vehicle, even if you are only going to be away

from it for a brief period of time.

It’s also not a good idea to leave your keys in your vehicle, as another victim discovered in an unrelated incident. In that case, the victim, a local landscaper, left the keys to his work truck in the ignition of the vehicle while he and his crew went into the McDonald’s in the New Tampa Center for lunch at around 11:30 a.m. on the morning of February 14. While they were inside the restaurant, a man entered the vehicle and drove off with it and the trailer full of lawn equipment that was attached. Although a number of TPD officers and a helicopter quickly responded to the scene, the suspect still managed to elude capture. — MS

“Roadwork” Continued from page 1 54 to avoid the widening work by cutting through the Meadow Pointe subdivision via Meadow Pointe Blvd., but the installation of the traffic signals at Meadow Pointe Blvd. and Mansfield Blvd., near Wiregrass Ranch High and Dr. John Long Middle School, was delayed when the county’s original contractor, WDG Construction, abruptly went out of business and had to be replaced. Until those lights became operational, there were only stop signs at both intersections, which led to some confusion (and a few

reported minor accidents), especially at the Mansfield Blvd. intersection during the times when buses are transporting students to and from the two schools.

With the installation of the new traffic signals, the extension of S.R. 56 is now complete, at least for the time being, although it eventually will be extended all the way to Hwy. 301.

Shepherd says that the design of the further eastward extension has been partially completed, but construction is on hold, because the plan is to add to the road as more homes are built in that area of Meadow Pointe, and of course, new home building everywhere is at a virtual standstill because of the current economic climate.

Chamber Seeking Two To Replace Exec. Director; Plans Major Events In our last issue, we reported that the Greater Wesley Chapel Chamber of Commerce (WCCC) was planning to go forward without an executive director after the group’s last executive director, David West, resigned to start a new church.

However, after some discussion by the Chamber’s Board of Directors, it was decided that West would be replaced, but not with a new executive director. Rather, the duties of that position will be split into two new positions that the Chamber is now looking to fill — a director of operations and a director of sales and marketing.

“The decision was made to form two roles after careful thought and consideration of factors such as the consistent membership development, expansion of office programs and growing events,” Chamber president Laura Miller said in a release.

Miller says that the director of operations position calls for management experience, strong fiscal and budgetary skills and the ability to multitask. Experience working with a Chamber of Commerce or other non-profit organization, or in event planning, also is preferred, and compensation includes a salary and bonus incentives, health insurance and a mileage allowance.

For Pebble Creek resident Rick Brake, being the executor of his father’s will posed challenges that he had never faced before.

Morris is originally from Kentucky and graduated from Xavier University in Cincinnati for undergraduate studies and then Salmon P. Chase College of Law at Northern Kentucky University in Highland Heights, Kentucky. Her first position out of law school was as an assistant prosecutor for Kenton County, Kentucky and she has been admitted to the bar in Ohio, Kentucky, and Florida. Morris and her husband Mike relocated to Tampa 13 years ago and, after working on a part-time basis for a number of years, she decided to open her own firm. In her spare time, Morris volunteers as a guardian ad

litem for children in foster care.

school by dropping off your old newspapers for recycling in the designated bins at the Meadow Pointe I & II clubhouses and at Sand Pine Elementary. The SPES PTA receives cash from newspaper recycling, which is used to purchase supplies and equipment for the school.

You can also bring your old ink cartridges to the school, because they also can be recycled and turned into cash that can be used for various purchases and events at the school. The cartridges can be dropped off in the Media Center or the front office.

Gorman explains that the monthly event is referred to as a “stick run” because the students receive a small straw, which resembles a stick, after each lap. The students know how many laps they’ve completed by counting the number of sticks in their hand, and in addition to challenging themselves, they also earn the opportunity to show off all of the blue ribbons that they’ve earned.

‘Spotlight on Talent’ Finalists Will Perform March 26 On Saturday, March 26, at the Center for the Arts at Wesley Chapel High on Wells Rd., the finals of the Heritage Arts Center Association’s 28th annual “Spotlight on Talent” contest will feature the top 63 scoring acts, totalling 139 students, from the preliminary competition that was held on February 19.

The preliminary event was a most challenging job for the competition judges, as a total of 102 acts and more than 200 students competed in this annual performing arts competition, which has been expanded to two final shows because of the huge increase in the numbers of applicants and the quality of the talent.

In order to accommodate all of

that talent, the final competition on March 26 will be divided into two acts.

Act I will start at noon and will feature students ages 12 and younger. Act II will begin at 7 p.m. and will showcase the older students and groups. All of the final performers will be awarded a trophy, and two professional panels of judges will have the task of selecting the winners of the cash prizes.

In total, more than $2,000 in cash, trophies and ribbons will be presented, with $100 awards going to the first-place winners in seven different categories. The finalist performances vary in style from jazz to classical and Broadway to rock. The audience will enjoy piano music from the great masters to jazz; songs from “Funny Girl” to Madonna, “Lion King” to “Les Miz” and ballet, jazz, modern, pointe and acrobatic dances. Instrumental music will include classical guitar, electric guitar, and “Phantom” music on the violin.

The Master of Ceremonies for Act I will be John Timpanelli, who has performed from Las Vegas to New York City. Local educator and author Dr. Mike Rom will be the Emcee for Act II. The day also will include a visual arts competition, with artwork and prize ribbons on display in the lobby of the theater.

Kallas is actually a Greek man who lived most of his life in Australia, his wife Leticia is the Cubanita for which the restaurant is named and Ilia says many of the recipes were originally his wife’s, although, he says, “We have modified those recipes some, based on response from our patrons over the years.” In the kitchen are Ilia’s partners Ryan Scott and George Hambos and, the New Tampa location isn’t the first for this concept. There have been two hugely successful La Cubanitas in the Brandon/Valrico area for years, one of which is still owned by Ilia and Leticia.

The reason for the restaurant’s success both here and there is simple.

La Cubanita features outstanding, authentic Cuban cuisine in a clean, attractive restaurant with great service and even better food — all at prices that seem almost impossibly low!

By Gary Nager If you haven’t yet sampled the authentic Cuban fare at the new La Cubanita Café, located in the space previously occupied by Polo’s Italian Grill in the New Tampa Center plaza on Bruce B. Downs (BBD) Blvd. (a mile south of the Pasco County line), you’ve been missing out on a restaurant that just about debuted in my top-10 favorite restaurants in New Tampa for 2010, despite the fact it had only been open a couple of weeks at the time. I can say with all certainty that now that I’ve sampled pretty much everything on La Cubanita’s menu, this place is a true keeper that will likely crack my top 5 favorites in New Tampa by next year!

I have visited La Cubanita multiple times for lunch and dinner and I have yet to be disappointed in any way. And, with at least half a dozen different hot items available in warming trays at la Cubanita’s immaculate, the service is always fast and friendly. The roasted pork in mojo sauce is undoubtedly the best I’ve had in Tampa, tender, soaking up that citrusy mojo “juice” all day. If you prefer pork chunks, the marinated masitas, available only on Thursday, are served with peppers and onions and also melt in your mouth. The chicken fricasé is a Spanish take on an Italian classic and the chicken literally falls off the bone in a zesty tomato-based sauce.

I also absolutely flipped for La Cubanita’s crispy fish, which is a thick filet of the traditional flaky Spanish merluza, flash fried to perfection, as well as the classic ropa vieja (shredded beef in a light tomato gravy). Sales rep David Zacharia says the picadillo (ground beef) also rocks. Other items include garlic shrimp, palomilla steak, boliché and baked chicken.
