By Gary Nager After downpours put a damper on last year’s crowds, it was easy to understand how New Tampa Chamber of Commerce president Rachel Haviland and her 2011 Taste of New Tampa® committee might be nervous about this year’s event.

But, fate smiled big-time upon the Chamber and its signature event this year, as blue skies, warm weather (but with a nice breeze blowing) and a new location with visibility from Bruce B. Downs Blvd. combined to make the 2011 Taste a smashing success, as an estimated crowd of at least 3,000 people, most wearing big smiles, enjoyed sampling truly delicious food from more than two dozen restaurants on the football field at Paul R. Tampa’s Election Scheduling, New Tampa’s Turnout Problematic An editorial by Gary Nager I can’t even tell you how many New Tampa residents I’ve met who have had no idea that Tampa has it’s elections for mayor and City Council every four years in March — or that March 1 of this year was the city’s most recent Election Day, despite all the “Buckhorn for Mayor” and “Montelione for City Council” signs located outside of our eight polling sites.

Considering how educated our populace is, where the average New Tampa resident is nearly twice as likely to have graduated from a four-year college than the rest of the city and county, it’s a little surprising that more locals aren’t even aware of, much less vote in the elections, especially when I hear so many complaints about the traffic on Bruce B. Downs (BBD) Blvd., the amount of time it takes for emergency vehicles to get through that traffic and the shortage of recreation facilities.

The fact the city elections are held at a different time of year than all others is a legitimate gripe, but if you read this publication or either of the local dailies, watch the local TV news or even get your local news on-line, there certainly is planty of opportunity to get information about the candidates for these important local races.

The returns from the March 1 General Election weren’t pretty citywide, as only about 22 perrcent of the city’s nearly 190,000 registered voters cast a ballot. But, in New Tampa’s eight

polling sites, the numbers were even far less impressive, as our eight precincts (Precincts 356, 357, 358, 359, 361, 363, 365 & 367), which have a total of 23,757 registered voters, produyced only 3,315 votes, or an average turnout of 13.95 percent. Only Precincts 358 and 361 came anywhere close to the city’s average turnout, as between 2121.5-percent of registered voters at both of those locations cast ballots on March 1. No other New Tampa voting precinct even reached a 15-percent voter turnout.

Do our local residents simply not care? Try building a road or a bridge in our back yards. Can we really continue to use excuses such as our population is too transient, we’re too busy raising our families and tending to our respective businesses, there’s no “convenient” way to vote here or “I only vote in the ‘big’ elections” and expect city and Hillsborough County officials to go out of their way to help us or even care about what’s important to us?

N EW T AMPA Task Force Report: Multiple Issues Led To High Water Bills

A report compiled by the special task force formed by Tampa Mayor Pam Iorio to look into the issue of the unusually high water bills recently received by some city residents (including several in the New Tampa area) concluded that there were a number of factors that contributed to the problem.

The members of the Tampa City Council, however, continue to press for more definitive answers, as well as possible solutions.

The task force was created by Iorio in February after the city water department began receiving dozens of complaints about water bills that were, in some cases, as much as ten times higher than normal. Task force representatives, including Tampa chief of staff Darrell Smith, director of internal audit Roger Strout and administrator of public works and utility services Steve Daignault, presented their findings to the Council members on March 17. The 40-page report generated by the task force cited drier-than-normal weather, increased watering by many residents and new, higher rates for customers who used more water as the primary

News Briefs reasons why some bills were so much higher, but it also noted that “many problems were caused by the (city’s) bimonthly meter reading process, which relies on an estimated usage to compute the water bill every other month.”

For that reason, the report says that the water department is currently developing a plan to begin monthly meter readings for all of its customers by the fall. It also noted that other changes — including additional staffing and training in customer service, a redesign of the water bills themselves and better water meter maintenance — also are in the process of being implemented and could help to prevent future discrepancies.

Several of the Council members expressed disappointment at the lack of definitive answers provided by the report, and planned to discuss the matter further at their next meeting. In fact, District 7 Council member Joseph Caetano even noted that he himself had received a bill in March that was double what it normally was.

Contract For New Tampa Blvd. Bridge Not Far Off On the same day they received the water task force report (above), the members of the Tampa City Council

also learned that the city’s public works department had finished reviewing the bid proposals for the still-controversial project to build a bridge over I-75, linking New Tampa Blvd. in West Meadows with Commerce Park Blvd. in Tampa Palms.

Caetano said that he had been asked by fellow Council member (and fellow New Tampa resident) Curtis Stokes, who was absent from the meeting, to request a status report from city staff on the bridge project to determine if the project could be delayed until the new Mayor and City Council members take office in April.

According to Dept. of Public Works transportation manager Jean Dorzback, who presented the report, however, the city already has received and reviewed the bids for the project.

Dorzback said that a total of 24 bids were submitted, with the lowest being the $12.4-million bid submitted by Prince Contracting of Tampa. So, the city’s contract administration office is now in the process of preparing a contract for the project, and that contract will be submitted to the City Council for initial approval at their meeting on Thursday, April 7, after which it will go to the new mayor, either Bob Buckhorn or Rose Ferlita (the March 22 run-off election results were not available at our press time, see pages 3 and 8), for final approval.

Both current Mayor Pam Iorio and current District 7 City Council member Joseph Caetano have expressed their support of the project, but Caetano did not make it into the run-off election, and it isn’t clear whether the bridge would receive the same support from either of the two candidates who were facing off in the run-off election, Lisa Montelione and Charles Perkins, or from either remaining mayoral candidate.

Dorzback, however, said that the request for a review did not change the planned schedule for approval of the contract. “It wasn’t going to go forward under this [Iorio’s] administration, anyway,” she said.

In response to requests from officials and residents of Tampa Palms, who fear that the bridge and extension project will dramatically increase traffic and diminish safety in their neighborhoods, city officials have agreed to delay the construction of the bridge until the widening of Bruce B. Downs (BBD) Blvd. is substantially completed, in order to prevent drivers from using the extension as a way to avoid the construction on BBD. There also is still the possibility that the project could be delayed by further legal action by Evelyn Romano, a resident of West Meadows who challenged the permit for the project that was issued by the Hillsborough County

Environmental Protection Commission (EPC). Although the EPC voted to uphold the permit in February, Romano was still considering whether or not to appeal that decision.

Three Suspects Arrested In Grand Hampton Burglary Three Tampa men were arrested and charged with burglary and grand theft after police say they broke into a home in Grand Hampton (just south of County Line Rd.) while the occupant of the home hid and called 911.

According to a Tampa Police Department (TPD) spokesperson, the three suspects, who were identified as Curtis A. Marsh, 19, Tynard M. Stokes, 19, and Dontae D. Freeman, 20, knocked on the door of the townhome on Trail Wind Dr. at around 1 p.m. on February 28. The resident, a 22-yearold female, was home at the time but didn’t answer the door. So, the three men then allegedly went around to the rear of the home and smashed a sliding glass door to gain entry.

Then, while the victim was calling 911, the suspects removed a flat screen TV, a video game console and games and at least one credit card and left before police arrived. However, the victim was able to provide the officers with a description of the suspect’s vehicle and a partial tag number, and police began searching the area.

TPD officers found the vehicle parked at the Wal-Mart store on Bruce B. Downs Blvd., where the suspects had gone immediately after the breakin. As they surrounded the vehicle and began looking for the three suspects, another TPD officer who happened to be shopping at the store saw them and relayed their whereabouts to the other officers, and the three men were arrested without incident as they attempted to leave the store.

The stolen property from the break-in was located in the suspects’ vehicle and the credit card was recovered from Stokes’ pocket, the report states. All three men were charged with burglary of an occupied dwelling and grand theft, and all three were released after posting $9,500 bond.

Retrial Ordered In 2006 Double Murder Case Last month, an appeals court ruled that Luc Pierre-Charles, who was convicted and sentenced to life in prison for the 2006 killings of two Wesley Chapel High students, is entitled to a new hearing, based upon testimony about a videotape mistakenly allowed into evidence during his original trial.

In his February 11 ruling, Judge Anthony K. Black wrote, with Judges Chris W. Altenbernd and Patricia J. Kelly concurring, that the judge in the original trial, Circuit Judge Pat Siracusa,

should not have allowed prosecutors to talk about a videotape of an interrogation of Luc’s brother Andre in the days following the murders of 17Luc Pierreyear-old Derek Pieper Charles and 18-year-old Raymond Veluz, whose bodies were found on a dirt road in the Trilby area on the morning of July 28, 2006. On the video, Andre appeared to nod his head when asked if Luc had committed the murders. Although the video wasn’t shown to jurors, prosecutors did question Andre about it during the trial.

Under Florida law, however, such a gesture constitutes hearsay, Black wrote, and since that gesture was one of the main points of the state’s argument that eventually led to the jury’s guilty verdict, “we see no alternative but to reverse for a new trial.”

Pierre-Charles was arrested in 2009 after a statewide manhunt that led to his capture. Prosecutors said that he and another man, Tyree Jenkins, killed the two teens because they believed Pieper had talked about his drug dealing and other illegal activities to police.

On the night of the murders, Pieper and Veluz reportedly contacted PierreCharles to buy marijuana from him, and that’s when they were allegedly taken to the remote area and killed.

Prosecutors had sought the death

penalty in the case, but after finding Pierre-Charles guilty following five hours of deliberation, jurors recommended life imprisonment instead.

During the course of their deliberations, however, they did submit several questions to the court, centering upon his brother’s testimony, which Black said indicated that the hearsay evidence did influence their decision.

Assistant State Attorney Manny Garcia said that the state could appeal the decision to the Florida Supreme Court, but the decision whether or not to do so had not been made by our press time. It also isn’t clear how or if the ruling will affect Jenkins’ trial, which is scheduled for April.

How New Tampa Voted In The March 1 Tampa Municipal Elections Buckhorn & Ferlita Advance; Caetano Ousted On March 1

By Gary Nager As I mentioned in this issue’s page 3 editorial, there were only three weeks between the City of Tampa’s General Election on March 1 and the Runoff Election on March 22, which meant that I would not be able to make runoff endorsements — or even report who was elected to most of the offices in which New Tampa voters were eligible to cast ballots — in this issue.

In fact, the only things I can tell you for certain at our press time is that incumbent Mary Mulhern, who received 51 percent of the vote, retained her “at large” (citywide) District 2 seat and New Tampa resident Joseph Caetano, the incumbent in New Tampa’s District 7, finished third of five candidates in his attempt to win re-election and will therefore not serve a second term.

To recap what happened on March 1 in the races that were not yet decided at our press time, former Tampa City Council member Bob Buckhorn (who received 23.5 percent of the vote, a little more than 9,800 votes total), the candidate I endorsed to be Tampa's next mayor, advanced to the March 22

runoff against former City Council member and Hillsborough County commissioner Rose Ferlita. Ferlita received nearly 1,000 more votes than Buckhorn on Mar. 1 and 25.87 percent of all ballots cast, while two-time former Mayor Dick Greco (9,441) finished a surprising third. In New Tampa’s eight precincts, Buckhorn (1,021 votes) and my second choice, former county commissioner Ed Turanchik (739), who finished fourth citywide, had the most votes, followed

by Ferlita (676), Greco (675) and City Council chair Thomas Scott (168).

In District 7, which includes all of New Tampa’s city-based precincts, as well as North Tampa, Caetano, one of two New Tampa residents in the race, garnered only 1,148 votes and less than 20 percent of the total ballots cast, as North Tampa residents Lisa Montelione and Charlie “White Chocolate” Perkins each finished with more than 30 percent to advance to the runoff.

Nearly 900 of Caetano's 1,148 votes were cast by New Tampa residents, but even if he got all 622 of the local votes garnered by fellow New Tampa resident Dean Hale (779 total votes) on March 1, he would’ve fallen short of reaching the runoff. Iorio Breaks Ground For Fire Station, Dedicates Playground

By Michael Smith In what will most likely be her last official visit to New Tampa as mayor, Tampa Mayor Pam Iorio recently helped break ground for the area’s newest fire station and also cut the ribbon on the updated children’s play area at the city’s recreation center at the New Tampa Community Park.

First, Iorio, along with outgoing Tampa City Council member Joseph Caetano and officials from Tampa Fire Rescue, turned over the first symbolic shovels of dirt at the new station, designated Station # 22, at the 8-acre site at 10871 Cross Creek Blvd. near Morris Bridge Rd. The city purchased the property for $750,000 in 2007 and received a $1.6-million American Reinvestment Recovery Act (ARRA) grant in 2009 to pay for the construction of the new station. In addition, assistant fire chief Scott Ehlers said that the department also received an additional $3.9-million grant through the Federal Emergency Management Agency (FEMA)’s Staffing for Adequate Fire & Emergency Response (SAFER) program. That grant will allow the city to hire 36 new firefighters citywide, 15 of which will be based at the new station.

Capt. Lonnie Benniefield, who is assigned to Station #21, says that, depending upon the location of the call, the time of day and traffic conditions, it can take 18-20 minutes to respond to calls in some cases, especially if the firefighters from Station #21 are busy and assistance has to come from another station further away.

“This new station will give us the capacity to get to most areas a lot quicker,” Benniefield said.

The new 8,660-sq.-ft. station will be very similar in appearance to Station #21, with three drive-through equipment bays flanked by work and living quarters for the firefighters, but its design also will include a number of environmentally-friendly features, such as high-efficiency lighting, solar-powered exterior lighting and water heating, an energy-efficient HVAC system and the use of recycled materials throughout, according to Michael Boutros, general manager of the Pillar Construction Group of Clermont, the company contracted by the city to build

the new station. Boutros said that actual construction should commence by April 1, and the contract calls for a 240day construction schedule.

Rec Center Playground Improvements Unveiled

Following the groundbreaking at the fire station, Iorio and Caetano moved on to the New Tampa Community Park in Tampa Palms, where they were joined by Tampa Palms officials and members of the city’s Parks and Recreation Department for the dedication and a ribbon cutting for the newly updated children’s playground area in front of the New Tampa Recreation Center. The new improvements there included the unveiling of a new WeeVos play structure and the installation of a synthetic turf and a custom shade cover over the entire playground.

“This reminds me of when I was young, except of course that we didn’t have all this high-tech equipment when I was a girl,” Iorio said.

Parks officials said that the WeeVos play structures, which feature climbing bars, rope ladders, slides and swings, are especially designed for younger children between ages 2-5 and promote and enhance children’s growth and development. Completed Projects Easing Wesley Chapel’s Traffic Woes With the installation of the new traffic signals, the extension of S.R. 56 is now complete, at least for the time being, although it eventually will be extended all the way to Hwy. 301.

Shepherd says that the design of the further eastward extension has been partially completed, but construction is on hold, because the plan is to add to the road as more homes are built in that area of Meadow Pointe, and of course, new home building everywhere is at a virtual standstill because of the current economic climate.

By Michael Smith Although it may seem sometimes like the construction work on the roads in both New Tampa and Wesley Chapel is taking forever, some progress is being made, albeit slowly, and that is helping to take some of the pressure off local drivers who are trying to make their way around the area.

Take, for example, the widening of Bruce B. Downs (BBD) Blvd. (aka C.R. 581) in Pasco County, which recently was added to the list of completed projects. According to Pasco County chief project manager Bob Shepherd, the widening was all but finished after the final turn lanes at the intersection of S.R. 56 and 581 were opened to traffic on March 4.

“The widening is completed from about a thousand feet south of 54 to County Line Rd., except for a little striping work that is left to be done in the area around the Target store, ” Shepherd says.

With the opening of those final turn lanes, the intersection at S.R. 56 and BBD now features three turn lanes in every direction, making it one of the largest intersections in not only the Tampa Bay area but also in the entire country.

Of course, the widening of BBD continues on the south side of County Line Rd., although the work in Hillsborough County is centered on the section of roadway between Tampa Palms and the Pebble Creek subdivision near Wharton High School. The section of BBD between Pebble Creek and County Line Rd. is currently scheduled to be the last section of the road that will be widened.

“The trade shows are important because they give us a better idea of the value of certain items,’’ Joe says. “We can do our research and go by our current sales but it’s very helpful to be on the road with several other vendors and see what

their idea of market value is for different items.’’

Dr. Mitchell is a native of Connecticut who moved to Tampa while she was in junior high. She attended Gaither High and then the University of South Florida, where she received a Bachelor’s degree in chemistry, before entering the U.S. Army and receiving her DMD degree and advanced training as a dentist while stationed at Ft. Benning, GA. After the Army, Mitchell returned to the Bay area, where she worked at a group practice for another five years before striking out on her own.

A self-admitted “people person,” Mitchell says she originally took up dentistry because she liked the idea of combining her love of science with the opportunity to work with her hands while helping to improve her patients’ lives. “For me, it’s the perfect combination of art and science,” she says. “I love what I do, and I’d do it even if I didn’t get paid for it.”

While it may be the general dental work that is the meat and potatoes of any dental practice, Dr. Mitchell says, to her, the cosmetic aspect of her practice is, “the fun stuff.”

“That’s because it is the most rewarding, for both the staff and the patients,” she explains. “Changing a person’s smile makes a pretty dramatic difference in the way they look, and how they feel about themselves, too.”

However, Dr. Mitchell and her staff also emphasize the importance of regular maintenance and preventive care, too, “above and beyond what a lot of other dentists do.” That’s because a healthy mouth is not only important for a nice smile, but it can also help to prevent a variety of other health problems throughout the body.

In fact, Dr. Mitchell says, one recent study even indicated that the plaque that builds up on teeth is the same as the plaque that builds up in arteries, and showed that there is a link between periodontal disease and hardening of the arteries, heart disease, diabetes, respiratory illness and other issues.

Despite all the advantages of receiving regular dental care, however, many people are still afraid of going to the dentist. That’s not the case with Dr. Mitchell’s patients, however. Education Updates Wharton’s Roberts Shines Yet Again At County Science Fair Once again, Wharton High senior Jasmine Roberts was named the best of the best of the county’s brightest students, taking top honors at the Hillsborough Regional Science & Engineering Fair, which was held in February at the Tampa Convention Center.

For the third year in a row, Roberts, 17, not only won first place in her chosen category, Medicine & Health, but also Best of Fair, senior division, for her project entitled “Monocytic Gene Cell Therapy: Potential Treatment for Alzheimer’s Disease.”

In doing so, Roberts, who is the daughter of Justus and Minnie Roberts of Hunter’s Green, set three Hillsborough County records, her father said — the first Wharton student to win both first place and Best of Fair awards three consecutive times, the first Wharton student to represent the state of Florida at the Intel International Science & Engineering Fair for three consecutive years, and the first student in the county to win both first place and Best of Fair awards five times in six years.

Wharton High senior Jasmine Roberts, aka “The Science Princess” Roberts also gained national attention, and an appearance on “The Oprah Winfrey Show” and other national news programs, in 2006, when she was still at Benito Middle School, for her experiment which showed that ice machines in fast food restaurants contained more bacteria than the toilets in those same restaurants.

Since that time, Roberts has moved on to more lofty endeavors, most recently conducting research on Alzheimer’s disease at the University of South Florida’s Johnnie B. Byrd Alzherimer’s Institute. And, for this year’s Science Fair, Roberts conducted actual surgical experiments in which she injected cultured cells directly into the skulls of laborotory mice.

Roberts will now go on to represent Hillsborough County at the Florida State Science competition and the Intel International Science Fair in Los Angeles in May. Besides Roberts, a number of other elementary, middle and senior high students from the public schools in our area also received honors at the county event. Sports Briefs NTLL Alumni Kallie Shirling Receives Softball Scholarship In March, New Tampa resident Kallie Shirling, who is a standout on the Academy at the Lakes softball team, accepted a scholarship offer from Thomas University in Thomasville, GA. Shirling, who plays shortstop and second base and is an excellent hitter, signed a letter of intent at a ceremony before the entire student body at the AatL gymnasium.

Probably the proudest person in attendance, however, was Jack Shirling, Kallie’s father, who also happens to be the coach of the Academy team. Jack said that Kallie, who started her career in the New Tampa Little League at age 6, is the first NTLL player to advance through every level of the program and then receive a college scholarship.

“She’s a terrific kid,” Jack Shirling said. “She’s played up throughout her entire career, and she’s always helping me and the other players whenever she can. I’m really happy for her, but

Kallie, an honor roll student who also plays volleyball and volunteers as a summer camp counselor, says that she received several scholarship offers, but chose Thomas after visiting several different campuses, partly because it is relatively close to home and partly

New Tampa Wildcats Holding Free Football Camp & Football & Cheerleading Registration The New Tampa Wildcats youth football program will offer a free football camp for players ages 5-15, on Sunday, April 10, 3 p.m.-5 p.m., at Wildcat Field, which is located at 9190 Imperial Oak Blvd., behind the Turner Elementary/Bartels Middle School campus in Live Oak Preserve.

Players of all skill levels are invited to participate. Check-in begins at 2:15 p.m., and participants should wear shorts, a T-shirt and football cleats.

Water will be provided, but players also are encouraged to bring their own sports beverage of choice as well.

Following the camp, the Wildcats will hold Open Registration for Tampa’s Pop Warner football and cheerleading for the 2011 season, 3 p.m.-5 p.m., also at Wildcat Field. Participation in football costs $225 and cheerleading is $190 for the season (those are the early registration discount prices; after April 10, the prices increase by $25).

Children under 12 will be admitted free when accompanied by a paying adult. Ticket price includes pork, chicken, cole slaw and beans, beer,

wine, water and soda. The YMCA will provide a bouncy house and the Church playground also will be open.

Other new features planned this year are a cheerleader contest, a Rotary Classic car show, an opportunity to donate blood at the Florida Blood service Bloodmobile, a pie-eating contest, tug of war contest, a martial arts demonstration by Quest Martial Arts, a New Tampa Dance Theatre demonstration, a grits-eating contest, face painting and a bouncy house provided by the New Tampa Family YMCA, a color Guard for an American flag ceremony and a Tampa Fire Dept. Truck and demonstration.

The entertainment will be provided by the Bob Thompson Band, Pasco Lefty Band, the Wharton High jazz and marching bands and more.

And, best of all, the Rotary Pig Fest is a fund raiser for the charities that each of the participating Rotary Clubs supports. Last year’s smallerscale Pig Roast netted $15,000 for Rotary-supported charitable organizations and Gunter said, “We certainly hope to far surpass that total this year.”

Downs Blvd.) since it opened in its original location in The Walk at Highwoods Preserve plaza north of I-75 on BBD. This unique brainchild of the husband-and-wife team of Don and Cecilia Ball, Seasons Fresh Café is a still-evolving concept that will one day be New Tampa’s own organic restaurant/café, organic produce/farmer’s market, flower shop and wedding/special event party planning/catering business.
