In the virtual award ceremony, the 2021 NSW Volunteers of the Year were awarded, with Kevin taking out the awards for both Senior Volunteer of the Year and Hunter Volunteer of the Year for 2021.

A representative from the Hunter Region Botanic Gardens spoke proudly of Kevin.

Emergency services arrived at the scene to assess the two occupants of the helicopter, both men believed to be in their 60s.

The men were treated for lacerations and grazes however did not require transport to the hospital.

New public health advice for NSW reopening

John Barilaro Resigns FOLLOWING Friday’s announcement that NSW Premier Gladys Berejiklian would resign from the office of Premier and as a member of Parliament; Deputy Premier John Barilaro has followed suit, announcing his resignation on Monday morning.

“As we emerge from lockdown, we must embrace this time as a new beginning for our State, and welcome the opportunity it presents for a refresh.

“I have decided now is the right time for me to hand the reins over to new leadership, and resign as Deputy Premier of NSW,” Mr Barilaro said.

“In my time as Deputy Premier I experienced first-hand, alongside the communities of NSW, the effects of prolonged drought, the worst bushfires in living memory, severe storm and flood disasters and a 1-in-100 year global pandemic, and it was a privilege to work with our communities to endure and recover from those challenges,” he said.

NSW Treasurer Dominic Perrottet said he was “deeply saddened at the loss of a close friend and formidable colleague in NSW Parliament”.

“John is one of the fiercest and most effective advocates for the people of regional NSW that our state has ever known,” said Mr Perrottet.

COVID-19 has rocked businesses and hit the retail, tourism and hospitality industries hard.

Now there is an end in sight to the lockdown.

New public health advice sets out how NSW will continue to tackle COVID-19 as the state begins to reopen when it reaches the 70 percent double dose vaccination target.

Health Minister Brad Hazzard said while high vaccination rates were the key factor in the roadmap to recovery, COVID-19 will continue to circulate in the community.

“NSW is leading the nation in so many ways with its pandemic response but particularly in its vaccination efforts.

“Vaccination will provide greater freedoms as our society opens up and it reduces the risk of you spreading the virus to someone vulnerable, which could cost them their life.

“Despite the ongoing challenges that will continue to be posed by COVID-19, we have the opportunity to lead the world which is why it is vital everyone is vaccinated and follows the updated public health advice that will be in place from 11 October.”

From 11 October community members will still be asked to get tested if we develop symptoms and self isolate until we return a negative result regardless of our vaccination status.

Anyone may also be assessed as being a close contact following a risk assessment, including at workplaces, high-risk settings, such as healthcare and aged care, and other specific settings such as schools and child care centres, or where an

outbreak has been identified.

If you are a close contact of a positive case and vaccinated, you must get tested and selfisolate for seven days.

On day six after exposure, you must get tested again.

If a negative result is received and you are well, you can end isolation after day seven.

For the following seven days you must work from home where practicable, not attend hospitality settings, and not attend high-risk settings even if it is your place of work.

If you are a close contact of a positive case and not vaccinated you must get tested and immediately selfisolate for 14 days.

On day 12, you should get tested again. If a negative result is received, you can end isolation after day 14.

The Service NSW QR code check-in system will remain in place in the general community.

This system will be used to notify people who were in the same venue as a positive case.

People will be asked to

monitor for symptoms and get tested if they become unwell.

Other settings, including schools, workplaces and high-risk settings, such as healthcare and aged care, will have specific risk assessment approaches.

People aged 16 years and over will only be allowed entry into some venues or settings if fully vaccinated, along with people with exemptions.

In some venues, children under 16 will have to be accompanied by a fully vaccinated member of their household to enter, including hospitality venues, noncritical retail stores, personal services, sporting, recreation and entertainment facilities and events.

Critical retail such as supermarkets and pharmacies will still be accessible to those not fully vaccinated.

Councillor refused option to nominate

IN the recent Port Stephens Council meeting on 28 September, nominations for Deputy Mayor were sought out with the General Manager calling for any further nominations during the meeting.

Many Councillors chose to stay home and attend the meeting virtually to protect their communities, with Cr Giacomo Arnott (West Ward) vocally expressing frustrations that the meeting may in fact place his Raymond Terrace constituents at

risk.

Councillor Arnott chose to self-nominate on the floor, without having filled in any forms to which the General Manager told him “unfortunately you can’t do that, other nominees could have gotten up and handed the paper in during the meeting”.

Cr Arnott addressed the situation after the meeting.

“At this week's Council meeting, I put my name forward for nomination as the Deputy Mayor of Port Stephens.

“I didn't attend the meeting

in person because I didn't think it would be fair or reasonable for me to do so while COVID is active in our community and I was told that because I wasn't attending in person and hadn't filled out a particular form, I was unable to nominate,” Cr Arnott said.

The Local Government Act 1993 states that every notice must be given in writing and Councillor Arnott believes that his nomination could have been accepted via email or another virtual written form.

“I was denied the opportunity to fight for this position.

Safe Work Month

AN Australian-first toolkit to improve safety for labour hire workers, including a worker guide and a self-assessment checklist for businesses, has been launched as part of the ‘Protecting Workers At Risk’ themed SafeWork Month.

October is Safe Work Month in NSW and employers and workers are reminded to stop and think about their workplaces and work practices. leading causes of work-related injuries are overexertion and bodily reaction, slips, trips and falls, and contact with objects and equipment.

SafeWork NSW Director of Compliance and Dispute Resolution, Tony Williams, said the ‘Labour Hire’ toolkit would help reduce the rates of serious injuries and incidents by providing businesses with a baseline of WHS expectations relating to the use of labour hire workers.

“Workers in labour hire are estimated to represent more than three per cent of the NSW workforce and while it is critical business have the opportunity for flexibility, it is imperative all precautions are taken on safety,” Mr Williams said.

“Labour hire workers can find themselves working in different businesses where known hazards are variable.

“They are also likely to be more reluctant to speak out due to fear of not securing further work.

“These workers are typically found in construction, agriculture, manufacturing and health and aged care, and we have translated this kit into four languages, ensuring workers from culturally and linguistically diverse backgrounds have access to the information.

“The kit is made up a number of resources, including a self-assessment checklist for labour hire businesses, a checklist to ensure the suitability of the host business, and an induction checklist for aged-care agency workers.”

SafeWork NSW is undertaking a number of programs throughout SafeWork month which will include a Mentally Healthy Workplaces Ambassador forum, and inspectors in regional NSW visiting manufacturers and suppliers of agriculture equipment and machinery.

“SafeWork NSW is not an organisation who only appear at your workplace after an incident.

“Our inspectors undertake around 34,000 workplace visits to NSW businesses every year to help improve

PORT Stephens Councillor Paul Le Mottee was re-elected as Deputy Mayor at Tuesday 28 September’s ordinary meeting of Port Stephens Council.

The Butterwick resident and West Ward Councillor’s nomination was uncontested.

"I'm very happy to continue serving the

community in this role to the end of term,” he said.

Cr Le Mottee was elected Deputy Mayor for the first time in 2020, taking over from Central Ward Councillor Chris Doohan.

He will hold the role until the end of the current term of Council.

Anyone that has been looking for rental properties in Port Stephens knows that properties are hard to find and some long term tenants have been squeezed out of the market with owners opting for the higher returns of offering properties for holiday rentals.

Minister for Planning and Public Spaces Rob Stokes said the report details feedback from consultation with more than 500 people across regional NSW. “The Regional Housing

Taskforce's report gives us a clear picture of the unique factors affecting housing in each regional community, and I want to thank every person who took part for their contributions,” Mr Stokes said.

“The report confirms COVID-19 has accelerated an existing trend of people moving from the city to the bush, and this has had an acute impact on regional housing markets.

Financial assistance approved

A NUMBER of community groups have successfully received financial assistance from the Port Stephens Council.

In the recent Council meeting on 28 September 2021, financial assistance was approved under the Local Government Act 1993.

Rapid Response Central Ward Funds by Councillor Sarah Smith with an amount of $500 was granted to the Tomaree Triathlon Club towards reserve improvement works.

This decision for assistance

occurred after the theft of turf the Triathlon Club had laid on the event site.

Cr Smith addressed the meeting with regards to the incident.

“The Tomaree Triathlon Club are a great group and recently spent about $5000 of their own money rehabilitating the park in Soldiers Point.

“Unfortunately they laid a lot of new turf there and someone decided to help themselves to it and relocate it to their own house so that’s what this money is going towards.

“The group puts in a lot of time and effort and brings a

lot to the community during bigger triathlon events and I think they will really appreciate this funding,” Cr Smith said.

Rapid Response East Ward funding was given to the Rotary Club of Nelson Bay. A $250 donation towards painting, concreting and structuring for a community sign on Stockton Street in Nelson Bay was approved by the Council.

Finally, $1366.90 of West Ward Funds were donated to the Hunter Region Botanic Gardens towards development application fees associated with the Gardens’ fernery project.

Raymond Terrace gets refresh ahead of major upgrades RAYMOND Terrace’s main street has had a refresh ahead of major upgrades next month – with road resurfacing, extra parking and better accessible parking now a reality for William Street.

Port Stephens Mayor Ryan Palmer says it’s an exciting time for Raymond Terrace.

“The William Street upgrades are all part of our Council’s ongoing commitment to the revitalisation of Raymond Terrace.

“We’re planning to kick off the main works in late October so that it’s done in time for the festive season.

“Hopefully by then, we’ll be out of lockdown and ready to kick start the Raymond Terrace economy.

“I know a lot of people and businesses have been doing it tough, and these works are a great way we can bring people back to the town centre to support our local businesses.

“We’ll also be looking to attract even more investment in Raymond Terrace in the coming months.

“These works are just the start.

“We’ve already completed the new pathway down at the Levee, which looks amazing, and work will soon get underway at Bettles Park to create a more welcoming place for locals and visitors.

“We’re also planning Stage 2 of the William Street upgrades which might include things like landscaping, art, shade, seating and better connections throughout the town centre.”

IT’s game on for the members of Nelson Bay Junior Cricket Club with play set to recommence on 30 October.

The date has been set after consultation with

Cricket NSW the Newcastle Junior Cricket Association.

Players are being reminded to sign up to ensure their places on the team.

The Club is also offering the Mark Palmer Scholarship to assist players with the costs associated with pursuing cricket as a sport.

Players who believe they

would be a role model to other team members of the Nelson Bay Cricket Club, and would like to have funds available to go towards registration and enjoy a free one on one coaching session with club coach Trent Colley, should apply for the scholarship.

Matt is encouraging players to apply through the online form which only takes around five minutes to complete.

Soldiers Point Bowling Club to reopen

By Peter SMITH THE Bowling Club will reopen to members on Monday, 11October.

Members will need to be fully vaccinated and the Club will be complying with the

four square metre rule.

Masks will be required to be worn while moving around the Club.

Simon Lack, the Club's Secretary/Manager, said that he has had numerous enquiries from members

He said the greens are in excellent condition but only two will be available initially due renovation work.

Simon said he expects keen interest from bowlers

who will be able to enter the various events when the Club re-opens.

Mr Geoff W. Dear Geoff, I love the street library concept.

It offers all the best parts of borrowing a book (flicking through titles, locating a classic, the anticipation of lazy Sunday afternoons draped on a chaise with a cat, a cup of tea, and some dog-eared pages ... and all of it without the cost of a new book, the fines of a library and the philanthropic joy of giving and receiving during a stroll in your neighbourhood.

Now, to your question.

For a start, literary merit doesn't always equate to a best seller.

Take this line for example: 'His voice is warm and husky like dark melted chocolate fudge caramel... or something." Dark melted chocolate fudge caramel?

Or something? If a 10-year-old wrote this in their written expression book, they'd be pulled up for starting the sentence in a verbose manner and finishing it by being lazy or unimaginative, and yet this book topped best-seller lists with its combination of cringey writing and a stalking, manipulative protagonist.

I understand where you're coming from, though.

Is it okay, for example, to swap a pristine copy of Wuthering Heights for a muddy version of Bombproof Your Horse, admittedly an interesting read, but with a very limited prospective audience, or Knitting With Dog Hair: Better a sweater from a dog you know and love than from a sheep you'll never meet (both real titles, by the way).

I feel that in the same vein as 'an eye for an eye', you really should swap a decent book for a decent book, particularly when this free community service has a significant feel-good factor about it.

Hunter urged to ‘Get Ready’ for storm season THE Hunter has been impacted by severe weather and flooding before, and it will again – this is the message in the latest ‘Get Ready’ campaign, which NSW State Emergency Service (NSW SES) has launched this week in our region.

The community is being urged to take practical steps to prepare their properties, with forecasts showing possible severe weather conditions this storm season, elevating the risk for widespread storms and possible flooding this summer.

Parliamentary Secretary for the Hunter Taylor Martin said our community needs to understand their risk, and this campaign assists us to do that, and to prepare for our risk.

“The SES campaign in our region

is a timely reminder that we all need to take the time now to prepare ourselves, our homes and our region for natural disasters, including storms and flooding in this upcoming storm season.

“The reality is that we need communities to be ready for the very real possibility of a repeat of previous flooding events seen in our region, or potentially even worse,” Mr Martin said.

Minister for Emergency Services David Elliott said our emergency services stand ready to respond but need the community to play their part in preparing for natural disasters.

“The SES is taking every step to ensure communities across the State are prepared for storm season, whether it be through their continued

training, deployment of new rescue vehicles or indeed powerful visual campaigns such as this one,” Mr Elliott said.

“Being aware and prepared is everyone’s responsibility, whether you’re at home, at work or away on holidays.”

NSW SES Assistant Commissioner for Regional Operations Sean Kearns said the flood awareness campaign will run until the end of November.

“This region will see our messages to get ready and be prepared, we ask the community to take action to not only prepare themselves, but assist our volunteers,” Mr Kearns said.

Weekly Police and Emergency Services Update

IT’S time for your weekly police and emergency services update for the Port Stephens region.

Pacific Highway A B-Double crashed just before midnight on 27 September on the Pacific Highway Karuah.

North bound lanes were completely blocked whilst contraflow was established, affecting traffic in both directions into midday 28 September.

Gyrocopter Crash Emergency services were called to the scene of a gyrocopter crash onto Stockton Beach in the early afternoon of 2 October.

The two occupants of the aircraft were treated by paramedics for minor cuts and abrasions as a result of the accident.

Fire Safety As of 1 October, the Bush Fire Danger Period is officially in action in the Lower Hunter area.

Permits will be required by all landholders who wish to burn on their property and can be obtained by NSW Rural Fire Service Brigade Permit issuing officers in your area.

Business Adapts Again

FOR months it has been ‘business not as usual’.

Business owners have turned to online trade, click and collect and pivoting as the pandemic continues to offer challenges.

The next challenge for local businesses is reopening.

COVID-19 has changed the landscape for businesses with staff being required to ensure public compliance of health orders such as signing in with QR Codes.

New public health advice released this week sets out how NSW businesses will continue to tackle COVID-19 as the state begins to reopen.

Hospitality, tourism, beauty and gyms all have significant challenges including limited

numbers on the premises.

If a staff member tests positive, whether they are vaccinated or not vaccinated, they must self-isolate for 14 days and follow the advice from NSW Health.

Businesses will refer to their COVID-19 Safety Plan and risk assessment approach for further instructions on notifying other staff.

Businesses must inform NSW Health if three or more employees test positive for COVID-19 in a seven-day period.

NSW Health guidelines will enable businesses to assess workplace risk if a COVID-19 case is identified and confirm actions to be taken.

Businesses can reduce the risk of closure or staff going into isolation by implementing

rigorous COVID-19 Safety Plans.

Other proactive steps businesses can take include ensuring staff are vaccinated and implementing regular onsite testing programs for workers.

The new health orders include the fact that businesses will be responsible for taking reasonable measures to stop unvaccinated people entering premises.

For example, having prominent signs stating requirements, Service NSW QR codes, staff checking vaccination status upon entry and only accepting valid forms of evidence of vaccination.

Authorised officers will monitor businesses reopening, particularly those that have vaccination requirements,

“Upon the receipt of a first complaint about dog noise, Council staff will attempt to make contact with the dog owner and advise that a complaint has been received.

“The dog owner will have fourteen days to resolve the issue without further involvement from Council,” Ms Drinan said.

At this point, if the barking persists, Council will request additional information including diary and statement forms regarding time and duration of barking.

“Complainants are encouraged to obtain audio recordings of noise episodes where possible, to accompany the diary,” Ms Drinan said, Council will then investigate the situation and determine whether the noise is offensive, in

which case a Noise Abatement Direction will be issued and enforced for 28 days.

“If the noise is not deemed offensive by Council staff at the conclusion of their investigation, the complainant will be advised accordingly and no further action will be taken,” Ms Drinan said.

Offensive noise is classified by the Protection of the Environment Operations Act 1997 as one or more of the following: barking before 7am or after 8pm or; repeated barking that interrupts normal home activity such as sleep, conversations, phone calls, watching television, study etc.

The revised policy was supported by Cr Chris Doohan and seconded by Cr Ken Jordan.

Revised Dog Noise Policy

A NEW Dog Noise Policy has been adopted by the Port Stephens Council.

The previous policy was last reviewed on 8 October 2019, and in mid-July 2021, the revised Dog Noise Policy was placed on public exhibition.

The new policy has no major changes, however repeated breaches or failure to adhere to legislative directions could result in fines being issued to the dog owners causing offensive noise.

Kate Drinan, Port Stephens Council’s Development and Compliance Section Manager said that Council is committed to resolving dog noise problems having regard to legislative requirements.

Green waste drop off days will return to their normal schedule with a booking system in place, with extra dates announced for October.

Port Stephens outdoor pools will also reopen from today, Monday 27 September, with COVID Safe measures in place.

Port Stephens Mayor Ryan Palmer says it’s great to see green waste drop offs returning, particularly as the weather warms up.

“Due to COVID-19 lockdown restrictions, we had to cancel all non-essential services including free green waste drop off days until further notice.

“We understand it has been an inconvenience for many, so we’ve looked at ways we can safely reinstate this service for those with a reasonable excuse under the public health order.

“Keeping our community and employees safe is still the most important priority.

“That’s why we’ll be using a booking system to ensure these days are COVID Safe.

“To thank our community for their patience during the past few challenging months, we’re putting on extra free drop

off days at Salamander Bay for the month of October.”

Council’s Waste Coordinator Chris Cannard says the green waste drop offs are for residents with a reasonable excuse to leave home only.

“It’s important to make sure that your reason for leaving home is acceptable under the public health order,” Mr Cannard said.

“Reasonable excuses might include clearing up after a tree has fallen, moving and needing to clear green waste or the green waste poses a health, safety or fire hazard.

“A booking system will be in place and we ask people to please wear a mask, only have 1 person per vehicle and abide by all other COVID restrictions,” he said.

“Bookings will be capped to 5 people every 20 minutes

Carp in the crosshairs

BOWFISHING is a growing sport that has recently put carp firmly in the crosshairs.

NSW bowfishers can now safely fish with specialised

equipment in specific inland NSW waters while also helping control pest populations.

New rules and regulations for the sport were announced by

Minister for Agriculture Adam Marshall following extensive industry and community consultation.

“Carp are considered a

“This is a popular activity, and bowfishers will now be allowed to target carp using an upright bow with a specialised arrow attached through a tethered line and a reel.

“The fishing community asked the NSW Government to have a serious discussion about allowing bowfishing of carp, and I’m pleased to deliver this welcomed news today after the NSW Department of Primary Industries (DPI) conducted public consultation.”

Mr Marshall said a successful trial of bowfishing for carp had previously shown it could be safe, effective, and provide economic benefits for rural and regional areas of NSW. “The Trial Program in 2016 and 2017 and its subsequent review identified that, with the right regulation, bowfishing is a safe and sustainable technique,” Mr Marshall said.

“This is in addition to the huge environmental benefits that come from removing pest

carp from inland waters.

“It is important bowfishers understand the rules, regulations and technique surrounding the sport before taking up bowfishing.”

To assist with education and awareness of rules and regulations, a NSW Recreational Bowfishing for Carp in Inland Waters Guide is available via the NSW DPI website at https://www.dpi.nsw.gov.au/ hunting/game-and-pests/ bowfishing-for-carp.

Bowfishing is prohibited in tidal waters, entrances to rivers and lakes, coastal lagoons, all offshore waters and estuaries and all beaches across the state.

So, we will not be seeing anyone bowfishing off the local breakwall or jetty anytime soon, but it is a growing sport that now has the green light to take on an environmental pest in inland waters.

It is also prohibited in declared trout waters to ensure separation between trout anglers and bowfishers.

A valid NSW Recreational Fishing License is also required to Bowfish.

For safety as part of the changes, bowfishing cannot be conducted within 50 metres of a person, or vehicle not part of the fishing party, or within 100 metres of a dwelling, picnic area or campsite.
