Mr Hazell said the Port Stephens Council has operated on a very tight fiscal basis for a number of years.

“Previous policy decisions of Council have meant that ratepayers have historically enjoyed the lowest rate level of any of our contemporaries in the Hunter region, or other comparable councils as shown by the Office of Local Government categorisation.

“The rate level for Port Stephens in the residential category is typically up to 35 percent less than

our neighbouring councils.”

To ensure this rate level was maintained, a strategy was deployed to develop a reliance on maximising commercial or ‘own source’ revenue in which Council has gained numerous streams of income, including managing five holiday parks, some on behalf of the Crown, but some in an outright capacity.

Co-owning Newcastle Airport has also provided substantial benefits over the past number of years.

“These two business activities have been able to successfully supplement revenue streams

reliance on rate revenue.

“However, with the statemandated lockdowns introduced during the COVID-19 pandemic, both these activities were severely impacted and the holiday parks and airport were unable to produce income,” Mr Hazell said.

The dividend received from the airport activities, previously $2 million per year, has yet to be reinstated and it is not certain to what level it will return.

While the 2020-2021 financial year was forecast to have an operating deficit of over $4.4 million, a number of measures were taken to mitigate this and

role in shaping their future, work with other governments and agencies to achieve community priorities, outline Council’s roles in delivering these priorities and assigning resources to support delivery while balancing affordability and finally, maintain accountability and transparency in reporting on progress.

Mayor Ryan Palmer says that the plan has been formed through the newly elected Councillors' consultation with the community.

“With a new team of Councillors on board who’ve listened to what the community wants most, we’re excited to have reviewed the Community’s Strategic Plan for the next ten years.

“We recognise that Council plays a custodial role in collating

the plan on behalf of the community.

“Together with several partners, we’re here to make a difference in the community now and into the future.

“We’re pleased to hear that the community’s vision of a great lifestyle in a treasured environment still rings true – but with the diversity of our community, this vision means different things to different people,” Mayor Palmer said.

The plan has been developed in collaboration with the community after more than eighteen months of integrated engagement – totalling nearly 7000 interactions over this time.

THE Port Stephens Council Community Strategic Plan 2022 to 2032 has been released.

A Community Strategic Plan is the highest-level strategic plan that a council prepares on behalf of the community.

The plan addressed social, economic, environmental and governance facts through four interconnected focus areas, Our Community, Our Place, Our Environment and Our Council, and is based on social justice principles of equity, access, participation and rights.

The purpose of the plan is to identify the community’s main priorities and aspirations over the next ten years, support community and stakeholders to play an active

PORT Stephens Council has released its Long Term Financial Plan for 2022-2032.

The plan sets out to align the long-term aspirations and goals of the Community Strategic Plan with Council’s financial ability to deliver these ambitions.

The plan models three cumulative scenarios, each of which showing a specific financial outlook, so that each scenario incorporates the assumptions and financial outcomes of the previous scenarios with the aim to model and inform residents on the outcomes of the various scenarios.

Each scenario clearly shows that Port Stephens Council is predicting deficits for a number of years, coupled with a real shortage of cash to continue to fund operations should current service levels be maintained.

A spokesperson of Council said the Long Term Financial Plan highlights areas which the Council needs to address.

“Council continues to face further pressures being constrained by a rate capping regime imposed by the State Government that does not adequately provide for the real increases in the cost of services.

“Clearly Council will need to critically examine the rate burden placed on residents and ratepayers of the Local Government area and will need to examine all options that may be available including the potential to apply for a Special Rate Variation,” the Council representative said.

The representative said that whilst such a move as a rate variation may be undesirable, the option to consider an upscale of the rate burden must be examined.

AUTHORITIES have given approval to a high-rise residential apartment block in Port Stephens that was renamed after a horror Oatlands car crash in which four children were tragically killed.

Port Stephens Councillors have approved building modifications to an eightstorey $35m upscale development in the heart of Nelson Bay at 35-39 Donald Street.

The building was originally known as Manta Ray, but it was renamed Angelina after being purchased by Sydney’s Rock Form group.

It is an ancillary service for when cancer patients cannot access any other reliable form of personal transport for treatments and appointments.

Our services are subject to available resources.

This service is provided free of charge to patients and continues due to the generosity of our volunteer drivers, financial grants and donations received from the local community.

THE results of the 2021 Census have been released.

Port Stephens Local Government Area's results will be used by governments and communities to provide resources that meet the needs of the community in future years.

The Port had, at the time of the census, 75,276 people living in the region with 49.2 percent of these being male and 50.8 percent female.

The average age of residents in the region is 47.

There are 21,270 families in Port Stephens and the average family has 1.9 children.

Of the 35,649 private dwellings in the region there was a median weekly household income of $1372 and monthly mortgage payments were $1,733, with rents sitting at a median of $370 per week.

Of the private dwellings, 5,236 or 15.4 percent were unoccupied.

Dwellings had a median of 3.3 bedrooms.

Emergency Services Update Rest In Peace SOLDIERS Point Rural Fire Brigade sadly announce the passing of brigade life member Bob Coote.

Bob recently passed at the age of 79.

Bob joined the RFS way back in 1989 at Katoomba/ Leura before coming to Soldiers Point in 2001.

He was the brigade’s equipment officer for twelve years and was appointed a life member in 2018.

Thoughts are with Trish and all of Bob’s family and friends.

Other road closures included Fingal Street and Trafalgar Lane in Nelson Bay and Port Stephens SES reported water across roads in Medowie, Hinton, Heatherbrae and Raymond Terrace.

Raymond Terrace Fire and Rescue remind residents to stay safe on the roads and if it’s flooded - don’t drive through it.

Even if you’ve driven a road hundreds of times before, it doesn’t mean it’s safe.

Flood waters are capable of damaging structure and whilst water is over the road, it is impossible to see the damage.

Sandbags For anyone needing sandbags, there are numerous spots to collect and fill bags, but all residents are reminded to take only what you need.

Anna Bay Rural Fire Brigade has several bags that can be filled out the front of the station.

Strike Force Baste Seven teens have been charged with more than 40 offences, after a strike force was formed to investigate the theft of luxury vehicles and police pursuits.

Police District to investigate numerous aggravated break, enter and steal offences where luxury motor vehicles were stolen, then used in additional property offences and police pursuits.

National Park Management Models

CONSULTATION is underway on the development of a groundbreaking new model for Aboriginal joint management of NSW national parks, which could see title to the entire estate transferred to Aboriginal owners over time.

The 4200-hectare Worimi Conservation Lands is managed by the local Worimi Traditional Owners, in partnership with the NSW National Parks and Wildlife Service.

The Aboriginal-owned park is managed to ensure the protection of the natural and cultural values of the Stockton Bight landscape, while providing public access and promoting safe and sustainable recreational and commercial use.

Minister for Aboriginal Affairs Ben Franklin said the NSW Government will be seeking input from Aboriginal people on how to make joint management arrangements work best for them.

“Developing a new model for joint management is one way to make meaningful progress on improving outcomes for Aboriginal people and communities in NSW,” Mr Franklin said.

Casey Freeman and her children created a series of signs designed to bring local drivers’ attention to the presence of koalas, in an effort to see drivers slow down and save the beloved native animal from vehicle strike accidents.

Now, the handmade fluorescent signs have come under criticism from Port Stephens Council, with the family directed to take them down.

EVER since their introduction into Australia, rabbits have been a problem to the environment.

Like many introduced species, the impact of European rabbits was sadly underestimated.

In our rural areas like Medowie, rabbits continue to be a problem.

But this is not the only place you will see rabbits around the region with regular sightings of domestic rabbits seen in and around the suburbs and parklands of Nelson Bay. Brock Lamont, Strategy and Environment Section Manager of Port Stephens Council told News Of The Area, “The European rabbit is Australia’s most widespread and destructive environmental and agricultural vertebrate pest.

“Rabbits can also damage built assets and present a safety risk to the community through burrowing and digging under assets or in public spaces.”

There is a reason why the old adage is “breeding like rabbits” as these pests are prolific in their reproduction.

If your property is being impacted by rabbits it is important to know that

under NSW Biosecurity Act 2015 every landholder has a General Biosecurity Duty (GBD) to reduce risks caused by rabbits by undertaking control activities on their own land.

“Control options are limited in urban areas, and a group based approach may be necessary to allow baiting and shooting programs to proceed.

“Property owners affected by rabbits should talk with their neighbours about a joint effort, before calling Local

Land Services or Council,” Mr Lamont said.

Local Land Services are the regulatory authority for pest animals.

Technically releasing a rabbit could be considered “dealing” under section 12 of the NSW Biosecurity Act and an offence under section 22.

Any compliance actions would be undertaken at the discretion of the Local Land Services.

Medowie Girl Guides Recognised

THIS week Medowie Girl Guides are congratulating Libby Keeley and Rachael Baas on receiving the Girl Guides Asia Pacific Leadership Award.

Mackenzie Baas of Medowie Girl Guides told News Of The Area, “Only five of these awards are handed out every three years in the whole of the Pacific Region and two of the five have come to the Medowie Guide Leaders.”

Medowie Girl Guides currently has around 50 guides aged between five and eighteen years participating in the programs.

The award recognises those who stand out as a role model, having acquired a high level of self development that enables them to provide quality Girl Guiding and Girl Scouting to girls and young women.

The mission of Girl Guides is to empower girls and young women to discover their potential as leaders of their world.

“I campaigned at the last election on transparency, so this is very important to me.

“It is my intention during my time on Council to consistently drive this council to be more open and

transparent."

Cr Anderson said that quite often when dealing with significant issues or developments, speakers both for and against would state their case, which currently cannot be accessed by the webcast.

"I believe it is important that the community hears all the arguments to get a better understanding of how and why councillors make their decisions,” Cr Anderson said.

The Code of Meeting Practice review has been placed on Public Exhibition for 28 days, allowing for 42 days for submissions to be received, before this comes back to Council to be adopted.

Little Gardens With Big Impact

LAST month the Christmas Bush Garden Club members were challenged to deliver big on a very small garden.

These miniature gardens are great ideas for those living in small spaces, and the group has hailed the competition a major success.

Margaret Wilkinson of the Christmas Bush Garden Club told News Of The Area, “Miniature gardens depicting the hope and devastation of

the Ukraine war were an outstanding winning entry by Kathy Mead.

“A special section in blue and yellow for Ukraine was added to the competition to recognise the heartache and hope seen daily on our news,” she said.

Fifteen competition entries were enthusiastically viewed by members and guests at the June meeting of the club.

“An update on gardening products presented by

Danielle from Blue Water Garden Centre at the meeting was really helpful,” said Margaret Wilkinson, Secretary of the Club.

“Members love hearing new ideas and gardening tips and enjoy the catch up with like minded people in our community for meetings and outings.”

Monthly meetings are held in the Nelson Bay Community Hall, Norburn Street on the third Tuesday of the month, commencing at 9.30 am with a

trading table and a cuppa and chat before the meeting begins at 10 am.

A speaker or garden type activity is organised to follow.

The meeting scheduled for 19 July will feature experienced local landscaper and gardening expert John Kime as guest speaker.

New members are most welcome to join.

Bulk billing concerns

ALONGSIDE cost of living increases that we are seeing at the petrol pump, the supermarket and on our electricity bills, now the cost to see your local doctor is going up too.

Many of the general practitioners (GPs) in Port Stephens are no longer bulk billing, with many now also charging pensioners.

Member for Port Stephens Kate Washington told News Of The Area, “The pressure on our local GPs is being exacerbated by our under-resourced local hospital.

“It’s more important than ever that the NSW Liberals start properly funding the

Tomaree Community Hospital.

“Our local nurses and doctors have done the hard yards throughout the pandemic, working around the clock to keep our community healthy.

“But that pressure hasn’t eased.

“Local residents are waiting too long for an ambulance, and they’re waiting far too long in hospital emergency rooms.

“The Hunter has some of the worst hospital waiting times in NSW. “And all of these pressures are feeding through to our local GPs, and now they’re at breaking point,” she said.

Meryl Swanson, Member for Paterson said, “It is very

disappointing the former Coalition government’s refusal to listen to local GPs will now leave pensioners worse off.

“I have been speaking with many local residents who are already feeling the cost-of-living pressures and now are faced with the added challenge of finding and maintaining a GP who can bulk bill.

“Returning the funding cuts to bulk billing incentives and implementing Labor’s Protecting Medicare taskforce are among our top priorities to help restore our region’s ability to access bulk billing services and keep the pressure of local emergency departments,” she said.

THE M1 Pacific Motorway extension to Raymond Terrace is a step closer to construction with the public release of the response to submissions report, which details how community feedback has shaped the design.

Transport for NSW Director, Region North Anna Zycki said the release of the Environmental Impact Statement submissions report was a critical step in achieving planning approval for this key ‘missing link’ for motorists travelling between Sydney and Brisbane.

“This project will create more efficient and reliable journeys by bypassing five sets of traffic lights and removing about 25,000 vehicles a day from key congestion and merge points between Newcastle and Maitland – saving nine minutes in travel time,” Ms Zycki said.

“The submissions report is another indication of the level of community involvement in helping us to deliver this fifteen-kilometre four-lane road, which is set

to transform the Hunter region.

“We’ve already responded to feedback by modifying the original concept design to include improved access to the Hunter Region Botanic Gardens and a centralised interchange at Old Punt Road.

“We’ve also improved access to the northbound M1 Motorway entry ramp at Tomago to allow motorists from Newcastle to access the M1 Motorway sooner, which is a great result.”

Ms Zycki said that the release of the report will allow the Department of Planning and Environment to finalise its assessment of the project and prepare an environmental assessment report.

The Minister for Planning will then decide whether to approve the project and if approved, outline any conditions that would apply.

“The Australian and NSW governments have worked together to provide $2.1 billion to deliver the M1

extension and the Hexham Straight widening projects – the scale of which has never been seen before in the Hunter,” Ms Zycki said.

“By upgrading this vital commuter, freight and tourism link, we’re going to leave a lasting legacy of better connected communities, improved safety and reduced local congestion.

“We’ll also be creating about 2700 direct and indirect jobs to boost the local economy at a time when it’s needed most.

“We’re at the final gate now with the report up for formal approval, which means we’re on track to see shovels in the ground by next year.”

Ms Zycki said the submissions received in response to the EIS for the project covered a range of issues including noise, biodiversity, traffic and transport.

Varroa mite emergency order extended to include Port Stephens THE Varroa mite emergency zone was extended from the Port of Newcastle to the Port Stephens Peninsula area as three new infested premises were located, NSW Department of Primary Industries (NSW DPI), Acting Chief Plant Protection Officer, Dr Chris Anderson said on Sunday.

The properties at Tanilba Bay, Salt Ash and another at Mayfield East are part of sixteen premises now confirmed to have varroa mite infiltrating their hives.

“Further reporting by beekeepers and investigations by NSW DPI officers, has identified three varroa mite infestations at these properties,” Dr Anderson said.

“This means that the emergency order has been updated to include the Port Stephens Peninsula within the red 10km eradication zone, where hives will be euthanised.

“NSW DPI Biosecurity experts continue to act to protect the NSW Bee Industry in conjunction with the apiary industry, Local Land Services, NSW Police, Rural Fire Service and the wider community as part of the mammoth effort to arrest the spread of the threat.”

Mr Anderson said the NSW DPI continues to ask all people who have acquired honeybees (including queen bees, nucleus hives and hives with honeybees) from within the 50km emergency notification zone of the Port of Newcastle in the last twelve-months to report

“After the hives have been moved as per this Permit, they cannot be moved back to the original location.

“Notification of any change in location must be notified by the Beekeeper Notification – Varroa mite online form at www.dpi.nsw.gov.au/varroa,” Dr Anderson said.

“The release of the report demonstrates that we’re on track to commence early works later this year, following approval.”

McCardle Cultural Heritage (MCH) have been engaged by Accuplan on behalf of Mid Coast Council (Myall Street, Tea Gardens, NSW 2324) to prepare an Aboriginal Cultural Heritage Assessment (ACHA) and Section 90 Aboriginal Heritage Impact Permit (AHIP) application, if required, for the proposed Tea Gardens Rising Main – Stages 1 and 2, located at Tea Gardens as follows: • Reconfigure the existing sewerage network in order to reduce loading on the existing gravity system and SPS TG 01.

• Connect new rising main to SPS TG-01 with alignment to follow Myall Street eastwards to the western side of the Singing Bridge and underbore to locate pipeline on the south western bank of the Singing Bridge to connect to the Myall River underbore.

• Cross the Myall River through a HDD underbore located near the existing water main and bore to the south eastern bank of the Singing Bridge. The pipeline will then continue from the river underbore located at the eastern side of the Myall River, following the private property boundary to Eagle Avenue then following the Eagle Avenue Road reserve to the Ibis Avenue Road reserve. The pipeline will follow Ibis Avenue Road reserve to Albatross Avenue and travel along the road reserve parallel to Albatross Avenue to Mungo Brush Road. The new sewer rising main alignment will then follow the existing sewer rising main easement to the Hawks Nest STP. • Road crossings will be subject to HDD underbore for the Myall Street, Kingfisher Avenue, Albatross Avenue and Mungo Brush Road crossings.

• Ancillary work for the project may include, but are not limited, to tie-in works, landscaping, and earthworks. As well as the establishment of temporary ancillary compounds, stockpile sites and associated facilities.

• The proposal includes the remediation of works areas post construction to return to the same condition prior to construction works.

The purpose of community consultation with Aboriginal people is to assist the proposed applicant in the preparation of the AHIP application if required and to assist the Chief Executive of Heritage NSW, Department of Premier & Cabinet in his or her consideration and determination of the application should an AHIP be required.

In compliance with the Heritage NSW policy - Aboriginal Cultural Heritage Consultation Requirements for Proponents 2010, MCH would like to extend an invitation to Aboriginal people who hold cultural knowledge relevant to the proposed project area and who can determine the significance of Aboriginal object(s) and/or place(s) in the area of the proposed project to register an interest in the consultation process for this project.

Written registrations must be forwarded to MCH (P.O. Box 166 Adamstown, NSW, 2289; penny@mcheritage.com.au no later than C.O.B. on 21 July 2022.

All registered parties will then be contacted to discuss the project in compliance with Heritage NSW policy. If you register your interest in this project, please also nominate your preferred option to receive the initial information. You may wish to attend a nonpaid meeting and receive an information pack, or receive an information packet through the mail or e-mail.

DANCERS from the Collective Dance Academy shone at the

recent Time To Shine eisteddfod, with the team scooping up first, second and third places across a range of disciplines.

The Under 8 Jazz, Under 10 Variety, Open Age HipHop and Open Age Tap dancers all took out first places, with the Under

8 HipHop, Under 16 Jazz, Open Age Jazz and Open Age Lyrical dancers taking out second place in their categories.

Coming in third place was the Under 10 Hiphop team and an honourable mention went to the Under 8 Lyrical and Under 10

Jazz dancers.

This will see the girls off to the nationals later this year to compete against the best dancers Australia has to offer.

Dancers Lilly, Bella and Hannah shared their love of dance with the NOTA. “I love that dancing is fun, and that it makes me feel really happy,” said Lilly Grecian, age eight.

“Dance creates a space where I can focus on myself and relax, rather than focusing on the things that may be causing me stress,” said Bella Biscan, age nineteen.

“The reason I love to dance is because it allows me to connect with the music and express myself in a variety of ways,” said Hannah Arkless, age fifteen.

“Dance has taught me self confidence and provides me with mental and physical refreshment.

“I love going to the studio because it is my second home and second family. I love to dance!”

Hannah said.
