The stay-at-home orders currently in place across most of New South Wales are set to end as new statewide rules come into effect on the Monday after 70 percent of the state’s eligible population has received two doses of a Covid-19 vaccine, which is projected to happen in late October.

Among others, the rules are expected to include mandates that adults will need to be fully vaccinated or have a medical exemption to be able to travel within New South Wales, participate in gatherings of up to five visitors at a home or up to 20 people in an outdoor setting, or enter non-essential retail stores and hospitality venues.

For the Nambucca Valley, this could mean a loss of some current freedoms for unvaccinated or partially vaccinated adults and an increased risk of exposure to the virus, as the community is not on track to reach the 70 percent double-dose goal before visitors could start arriving from Covid-affected areas such as Sydney.

As of September 12, a total of 78.8 percent of the New South Wales population aged 16 and over had received a first dose of a Covid-19 vaccine and 46.5 percent had received two doses, compared with 69.8 percent of Nambucca Valley residents aged 15 and over for single doses and 42.8 percent for double doses, according to figures from the Federal Government.

These rates are likely to be lower in the Nambucca Valley’s Indigneous community, based on September 7 figures from the Federal Government that showed just 45.09 percent of the Mid North Coast’s Aboriginal and Torres Strait Islander population aged 15 and over had received a first dose of a

Covid-19 vaccine and 22.59 percent had received a second dose, compared with an overall state average at the time of 75.6 percent for single doses and 42.7 percent for double doses.

Nambucca Valley Councillors Susan Jenvey and Uncle Martin Ballangarry, who is also a Gumbaynggirr elder, said they were particularly concerned about their hometown of Bowraville, which has the lowest vaccination rates in the Nambucca Valley.

Fewer than 60 percent of people residing in the Bowraville postcode have received a single dose and fewer than 30 percent are fully vaccinated, according to the NSW Health figures at the time of going to print.

“That is a real concern.

“We know that there are many people in our local government area who are vulnerable because we have a lot of people over 60 with underlying conditions, but we also have those same vulnerabilities in the indigenous community, so

that makes for uncertainty,” Jenvey said, adding that “time is closing in on everyone to act”.

“There will be people traveling up here to the regions because they've been double vaccinated, and our vaccination rates may not be at the level that they should be.”

Accessibility issues, mixed messaging, and hesitancy due to a lack of information are likely to have played a role in the lower rates of vaccination in Bowraville, Jenvey and Ballangarry said.

“I do my bit as a councillor and an elder in this area,” Ballangarry said.

“So I've been going out, meeting a lot of the people, talking about [the vaccines] and talking with the health workers in town too.”

Ballangarry is also leading by example – “I’ve already had my AstraZeneca, so they all call me Astra Boy now,” he said – and providing information to the community to help people make informed decisions.

“I'm not going to tell them what to do but I just can ask them politely, nicely, say, ‘well, it's up to you

“Nambucca Valley Respiratory Clinic identified the community of Bowraville as a particularly vulnerable group compounded by the lack of access to vaccination services early in the vaccination rollout,” Practice Manager Sheree Smith said.

The monthly clinics started in June and the next one is scheduled for Wednesday, September 22.

“So far we have delivered 330 vaccinations to patients unable to access services outside of the Bowraville township,” Smith said.

“Residents of Bowraville and surrounding rural areas are able to access the service on a walk-in basis now that our allocation to the Pfizer vaccine has been increased.”

Healthy North Coast Chief Executive Julie Sturgess said the Nambucca LGA will see a doubling of the amount of Pfizer available across general practices over the coming weeks.

“We’re also working closely with local Aboriginal health organisations to support their efforts to provide vaccination services,” she said.

“We encourage our Aboriginal communities to keep their family and loved ones safe by rolling up their sleeves for the Covid-19 jab.”

“We can't stop the reopening, it's the government's decision, so they really need to do the right thing by us and take note that our vaccine rates are lower than [the state average].”

Deputy Premier and Minister for Regional NSW John Barilaro referred questions about what the state government will do to protect regional areas to a NSW Health spokesperson, who said further information will be provided as we get closer to 70 percent of our population being double vaccinated.

“But our recent intake of civil construction trainees which includes three young and proud Aboriginal men (Calijah Craig, Jonah Edwards, Beau-Dean Jarrett-Marks) and our very first female (Indiana Lipscombe) shows times are changing.”

With a long way still to go, it is positive progress, said Mr Coulter.

“It’s important because the Council is a large employer whose institutional practices set an example to others.

“Above all our residents want to see an inclusive Council which employs on merit and with no perception of discriminatory bias, even if unintentional.”

Because the Council has positioned itself with an ‘in-house’ construction capability to maintain and replace most of its built assets, including roads and bridges, the traineeships provide broad based experience in civil construction.

“The skills acquired by the trainees will be invaluable to the future of the Council but equally these skills are in high demand right across the construction sector.

Indiana told News Of The Area, “Working in a typically male environment was scary at the start as I wasn’t sure how everyone would respond to me being there but after meeting everyone, I could not have met anyone nicer than the blokes I work with.

“There are some challenges as a female, but they are challenges that I’m willing to face in order to do something I love and have always thought about doing.”

For the past few weeks, Indi has been in the maintenance grading crew carrying out work on rural roads, most often in remote areas of the Shire.

On any given day, Indi will be clearing overgrown bushes on the roadsides with a

brush-hook, clearing out sumps with a shovel, driving the water cart or operating the grader.

Prior to that, Indi was assigned to Council’s road construction crew working on road resealing and road widening projects.

Calijah Craig has been working in the Water and Sewerage section over the last month or so.

He has predominantly been working with the Reticulation Attendants doing repairs and maintenance on water and sewerage pipe infrastructure.

This includes repairing water leaks, replacing water meters, scheduled maintenance on sewers involving water jetting and camera inspections as well as clearing sewer blockages.

He’s also spent time with the pump crew lifting pumps and clearing chokes and doing mechanical repairs at the sewage treatment plants.

Beau-Dean’s supervisor Allan Ringstad said, “Beau has been working with the Road Construction Crew the last few weeks doing some heavy patching out on North Arm Road.

“We have consistently had him on the roller and Pozzi track machines learning all aspects of road repairs using lime and stabilizing patches.”

Jonah Edwards’ supervisor, Structures Coordinator Brett Willer, said, “Jonah has been working in the Structures crew preparing footpaths and pouring concrete paths; preparing and pouring a 20m concrete bridge at Valla and is presently preparing Sheet O’Bark Bridge to be poured in two weeks time.

PUBLIC PESTICIDE NOTIFICATION 2021 Council will be conducting weed control activities on roads, reserves, laneways, pathways, drains, public and Crown reserves under Council’s management on a quarterly basis commencing January 2021 (inclusive) in the following areas: Nambucca Heads, Scotts Head, Valla Beach, Eungai Rail, Eungai Creek, Allgomera, Warrell Creek, Macksville, Gumma, Congarinni, Talarm, Utungun, Taylors Arm, Bowraville, South Arm, North Arm, Upper and Lower Buckrabendinni, Missabotti, Kennaicle Creek, Valla Rural and North Macksville.

An extensive weed control program will be performed on the Council owned or managed road reserve system, targeting weedy grass species including Giant Rats Tail and Coolatai Grass and woody weeds including Lantana and Privet. Herbicide application may be performed at any time, throughout the day or night, when weather conditions are suitable.

Bindiis and other broadleaf weeds will also be targeted within reserves and sporting fields, throughout all townships of the Nambucca Valley Council.

The herbicides used will be those registered for use on the particular plants being controlled. The program may be altered without notice dependent upon weather and plant conditions. Signs stating “Weed Spraying in Progress” will be displayed when actual spraying is being undertaken.

Staffing crisis sparks walkout at Bowraville Central School TEACHERS Federation members at Bowraville Central School have walked off the job over the impact the state-wide shortage of teachers is having on their school.

President Henry Rajendra said staff walked out because the Education Department had failed to adequately address the staffing crisis and left Bowraville Central School with difficulty accessing casual teachers.

“The crisis in staffing

has meant that classes have been collapsed, the library is closed when the teacher librarian is absent, senior classes are placed under minimum supervision when their teacher is on leave and programs are disrupted because casuals are not

available,” Mr Rajendra said.

“The NSW Education Department has failed to provide additional teachers to cover for teachers who are on leave.”

Mr Rajendra said the Gallop Inquiry into the work of teachers found earlier

this year that uncompetitive salaries for teachers and unsustainable workloads are leading to teacher shortages.

“The workloads of teachers have increased every year, but their salaries have fallen every year compared to other

The documentary has added to the pain of wounds that have never healed for these family members.

NAMBUCCA VALLEY Council’s Structures Coordinator has advised there will be full closure of Partridges Bridge on Partridges Road on Tuesday September 21 and Elliotts Road No. 2 Bridge on Elliotts Road, Tamban on Wednesday September 22.

Patridges Bridge will be closed from 8.00am and 3pm, and a detour will be in place via Elliots and Searles Road or Tamban and Sanders Road.

The following day, the Elliots Road No. 2 Bridge will be closed between 8.00am and 3pm.

A detour will be operating via Partridges and Searles Roads.

Electronic notice boards will be in place at both locations to notify road users of the works.

“We haven’t stopped living this.

“Every day these three kids will not be coming home to their families.

“There is forever a hole in our hearts, an emptiness that can't be filled.”

When asked if this documentary may start to help in the healing process for the

families, Michelle replied, “No. Doesn’t even come close.

“All three families have had to deal with more than any other New South Wales citizen, victims or family have ever had to deal with just to get justice or a loved one.

“Not only have we had to deal with the death and loss of a loved one but we have also had to deal with racism.

“Being disrespected and disregarded and looked at as suspects.

“Due process was not afforded to these kids.

“It wasn’t until Gary Jubelin and his team came in 1997 did people start believing us.

“That was seven years after the murders.”

It has been a heartbreaking journey for these families.

“We have had to cry, scream, march and beg for everything and still we have no answers,” Michelle stated.

“No Justice.

“No Colleen.

“No. This documentary will not help in the healing process for us,” she said sadly.

With this documentary being five years in the making, the launch date was

set for August 29 but Covid restrictions threw a spanner in the works.

The film was set to be screened in the Nambucca Cinema but unfortunately with Covid lockdown it wasn’t screened in any theatre in New South Wales and only in selected cinemas in Queensland.

SEPTEMBER 13 marks 31 years since the Nambucca Valley community was devastated by the murders of three young Bowraville children; Colleen Walker-Craig, Evelyn Greenup and Clinton Speedy-Duroux.

Now, more than three decades later, the murders of these three innocent children remain unsolved.

This year, film producers Stefan Moore, Dan Goldberg and Director Allan Clarke have brought the unsolved murders back to the forefront of every Australian's mind with their new documentary ‘The Bowraville Murders’.

This isn't the first time Stefan Moore has worked with the family members of the murdered local children.

“Stefan had produced the Four Corners - ‘Bowraville: Unfinished business’ in 2011’,” Evelyn Greenup’s Aunty Michelle Jarrett told News Of The Area.

“He approached us again and as we knew him and he did such a great job with that, we were very pleased to work with him again.

“We trusted him,” Ms Jarrett said.

When asked if she feels this documentary will help bring a resolution to the murders, Ms Jarrett said, “That is what we are hoping for, to keep the story out there and reach a broader audience.

Spoonville Nambucca Heads

By Karen GRIBBIN NAMBUCCA Heads mother of two Sam Flagg found a unique way of cheering up her local area during Covid-19 lockdown, creating a ‘Spoonville’ community in her town.

The idea of ‘Spoonville’ originated in England, and was brought to Australia

by Melbourne woman June Wilson during Covid to give children an indoor activity and to revive community spirit.

Though a seemingly simple child’s art project, small villages of decorated spoons have been sprouting up all over Australia on nature strips and in parks.

There are now 182 registered Spoonvilles world wide.

Sam thought creating their own Spoonville would be a quick indoor activity for her two daughters, Molly and Zivah, and give the girls a better understanding of community sharing.

“The fireflies are amazing.

“They remind us why we’re here, and why we have to save our Headwater Forests.”

Nambucca Valley locals have recently seen fireflies at Deep Creek and Grassy Head, according to local Mr Lourey.

Mr Lourey shared this information with News Of The Area, advising, “To go and look for fireflies in the warmer evenings, it may be a great adventure for young families.

“As well as looking for the fireflies, they would be enjoying the bush.”

If you are on the lookout for fireflies, Mr Smith said, “All you really need is healthy bush, a complex biodiversity of vegetation types and a dense

FIREFLIES are appearing in Nambucca Valley for spring, lighting up areas with a beautiful display of light.

The commonly named firefly refers to the bioluminescent beetle which lives in mangroves and forests in the Northern Territory, Queensland and coastal NSW. According to Martin Smith, a NSW National Parks and Wildlife Service Ranger, there are, “At least 25 species of endemic bioluminescent beetles in Australia that glow, blink or shine brightly in the

dark.”

Mr Smith shared with News Of The Area his favourite firefly.

“Quite common on my property west of Dorrigo at certain times of the year, is the Stop-Go-Beetle that frequent the dense forests.

“This one actually blinks their tail lights repeatedly as it flies through the forest creating quite a spectacular little strobe light effect.”

Environmentalist Michael Jones, camping at the newly set up Camp Bellbucca, is treated to the firefly show at night.

Mr Jones said, “It’s great being up here at Camp Bellbucca in Oakes State forest on twilight.

BP Nambucca Heads a Covid-19 venue of concern

A NEW venue of concern has been identified in the Nambucca Valley, associated with a confirmed case of COVID-19 who transited through the region.

The case is not a Mid North Coast resident and is no longer in the area.

September between 6.15pm to 6.35pm is considered a casual contact who must immediately get tested and isolate until a negative result is received.

THE North Coast berry industry will benefit from a new working group established through Berries Australia.

The industry has been under scrutiny nationally with the release of the McKellar Institute Report which was critical of exploitation and low wages due to the pay per piece rate that is not legislated in any other award across any other industry.

Berries Australia, the peak body for the berry production industry, is taking a proactive approach to ensuring good practice focusing on the Coffs Coast and Clarence Valley regions.

The North Coast Working Group will pull in all of the major berry producers and

tackle the opportunities and challenges of berry production in the area.

Our region is the largest area for berry production in NSW and brings more than $400 million into the regional economy.

Berries Australia chair Peter McPherson said the industry was one of the largest employers in the region and the influx of seasonal workers generated significant income for small businesses.

Mr McPherson told News Of The Area there are approximately one hundred and fifty growers in our region.

“Our growers, their families and their employees are all active members of this community.

Regional Sports Facility funding up for grabs ROUND 2 of the NSW Government’s $25 million Regional Sport Facility funding is now up for grabs for local sporting organisations wishing for new or upgraded sports facilities.

The funding is aimed to boost local economies, jobs, and promote health and wellbeing for residents across NSW through investment in new and existing sports infrastructure, and to help more people experience the benefits of participating in sport and active recreation.

The key objectives of the fund are to increase the number and type of sporting facilities, improve the standard of existing sporting

facilities, and increase participation in sport.

Inclusive projects and those that encourage the participation of women, girls and people with a disability are encouraged to apply.

The funding will provide grants from $100,000 up to $1 million to eligible sport and recreation organisations and councils.

Eligible projects include lighting, amenity buildings, clubrooms, change rooms and grandstands.

The NSW Government has committed $50 million to the Regional Sport Facility Fund over the past two years, helping create spaces and facilities that enable communities to enjoy and take part in sport.

The Fund will assist eligible organisations to develop quality core sport infrastructure that will meet the current and future needs of the community.

Round 2 is the final round of the program, with grants between $100,000 and $1 million to be offered, and sporting organisations and councils are now urged to apply.

The grant application and assessment process will be overseen by an independent probity advisor, and applications close on Friday October 8.

SCHOOLS in the Nambucca Valley were among 620 schools across regional NSW who welcomed thousands of students back to face-to-face learning and teaching on Monday as restrictions eased in 57 LGAs. Deputy Premier John Barilaro said more than 110,000 students returned to classrooms for the final week of term.

“COVID has had a significant impact on the delivery of education in NSW over the past 18 months,” Mr Barilaro said.

“I want to congratulate our students, teachers, staff, families and carers for the incredible resilience and flexibility they have shown during this unprecedented time.

“Vaccination is key to our state returning to a level

of normal, and I continue to urge everyone eligible to roll up their sleeves and get the jab immediately.”

Minister for Education Sarah Mitchell said while students and staff are excited at the prospect of getting back to the classroom, schools will look different to what they did before this virus.

2021 HSC Enrolment Snapshot released THE release of the 2021 HSC enrolment snapshot by the NSW Education Standards Authority shows that 68,710 students are working towards the 2021 Higher School Certificate.

Minister for Education Sarah Mitchell said that most of this year’s cohort started Kindergarten in 2009 and will finish their 13-year schooling career in the next few weeks, before exams begin on 9 November.

“Each year, the HSC enrolment snapshot gives us some insight into the students who are studying an HSC course, which areas of study students are interested in and how enrolment has changed over time,” Ms Mitchell said.

“Enrolment this year is consistent with previous years, with Mathematics, Biology and Business Studies attracting the largest number of students for nine years running.

“We’ve also seen a promising increase of 19% in Science Extension enrolment, which was first examined in 2019. It’s great to see students, particularly young women who make up 54% of

this year’s enrolment, taking on the new research-based course.

“This year, we have 898 sets of twins and 15 sets of triplets and quadruplets spread across NSW cities and regions.”

20,234 students (26% of the total cohort) are enrolled in at least one HSC Vocational Educational and Training course, with Hospitality (7,274), Construction (3,663) and Business Services (2,564) continuing to see the highest number of enrolments.

“My message to students is to be proud of the resilience you have shown so far, look after yourself and each other.

“You now have eight

weeks to prepare for your exams,” Ms Mitchell said.

“The entire NSW community is behind you as you prepare for your final exams.

“It is not too late to ask for help, either for your study preparations or for your personal wellbeing,” Ms Mitchell said.

Starting with English on 9 November and ending on 3 December, 76,400 students will sit at least one of the 110 HSC exams.

‘Stop the Stigma’ of child abuse

TWO of Australia’s foremost child safety advocates, Australian of the Year Grace Tame and Minister for Home Affairs Karen Andrews have launched a new campaign to help spark a national conversation about child sexual abuse.

The Australian Federal Police (AFP) led Australian Centre to Counter Child Exploitation (ACCCE) is leading the ‘Stop the Stigma' initiative.

The partnership involves the AFP, Grace Tame, the Daniel Morcombe Foundation, Carly Ryan Foundation, Bravehearts, YourTown (Kid’s helpline) and Act for Kids.

‘Stop the Stigma’ is the first national project designed to help end public stigma about child abuse, and was developed between Australian law enforcement, n o n - g o ve r n m e n t organisations and industry.

It is designed to send a strong signal to victims and the community that this vitally important issue has to be a two-way conversation in that if victims are brave enough to speak up, the community needs to be brave enough to listen and act.

ACCCE research has shown that 21 per cent of parents and carers say child sexual abuse is too confrontational to think about – and more than one in 10 parents would be too embarrassed to talk about it if their child was exploited.

Minister for Home Affairs Karen Andrews said keeping children safe online and offline was a Government priority.

“We encourage children to speak up if they’re offered a ride with a stranger,” Minister Andrews said.

“Keeping children safe from sexual exploitation shouldn’t be embarrassing or shameful – we all have a part to play in this important

conversation.

“Child abuse thrives in the shadows, speaking up is difficult but it educates the unaware, protects the innocent, gives a voice to victims, and brings offenders to justice.”

Grace Tame, who was recognised as Australian of the Year in January for her successful fight to overturn a Tasmanian law that gagged rape victims

speaking publicly about their experiences, said every voice mattered.

“Discussion of child sexual abuse can be uncomfortable but so too talking about suicide and domestic violence,” Grace said.

KEITH and Nicky Perkins arrived in Nambucca Heads from Victoria on 8 July to provide some respite care for Keith’s 97-year-old father Ted Perkins.

Their plan was to stay for two weeks to provide Ted with some additional company, taking him out for walks and making him some home cooked meals.

Usually Ted receives Meals on Wheels, and to receive a meal cooked by family for a while was a nice treat.

Ms Perkins told News Of The Area, “We came up for two weeks to provide some care, to see Keith’s dad, and now we have been here for nine weeks.”

When they travelled up to Nambucca Heads the LGA was still a green zone, and they were also coming from a green zone in VIC. The day after Mr and Mrs Perkins arrived the Victorian border slammed shut to all of NSW. Both Mr and Mrs Perkins are now double vaccinated, and are missing being at the home in VIC. They applied for their first permit to go back to VIC after they received their first

vaccination dose, and received no communication about their application until after the travel date that they had picked had passed.

When they did receive notification there was no reason provided, just the fact that it was rejected.

This has been the pattern with each application.

Having received their fourth permit rejection on the weekend, Mrs Perkins said, “So the frustration and anxiety worsens.

“There’s no explanation, just a standard letter.”

Ted’s home is not large enough for them to stay in, so there is a financial expense to this unplanned extended stay.

Latest figures from the ACCCE show that specialist child protection police more than doubled the number of charges laid in the 202021 financial year with total arrests rising 45 per cent.

The figures highlight the urgent need for Australians to confront the topic as silence only helps perpetrators hide their crimes.

AFP Assistant Commissioner Northern Command Lesa Gale said receiving support throughout the community would help law enforcement identify perpetrators and remove victims from harm.

“We must open the discussion about child sexual abuse so we can reduce the stigma and build awareness about a heinous crime that is far too prevalent,” Assistant Commissioner Gale said.

“We have to remember that some victims are still not survivors because they are still in reach of their perpetrators.

“If we can have these conversations, victims are more likely to seek help and perpetrators will find it harder and harder to hide.”

Assistant Commissioner Gale said the most important thing the community can do is to start the conversation and listen when someone comes to them for help and support. q

In the 2020-21 financial year, the AFP and state and territory police Joint Anti Child Exploitation Teams (JACET) have arrested 235 alleged offenders and charged them with 2,772 charges.

Despite the COVID-19 pandemic, the JACETS have maintained a high operational tempo with total charges against offenders spiking 130 per cent, up from 1,214 in 2019-20 while arrests jumped 46 per cent, up from 161 in the same period.

The ACCCE receives about 60 reports of child exploitation every day and logged more than 22,000 reports in the 2020-21 financial year.

Kids Helpline also recorded a 40 per cent surge in reports of child sexual abuse in the first six months of 2021, compared with the same period in 2020.

A man from Macksville was arrested and charged

A 30-year-old Macksville man was remanded in custody on Tuesday, 14 September 2021 after being charged with seven child abuse-related offences following an Australian Federal Police operation.

The investigation began in February 2021 after the AFP -led Australian Centre to Counter Child Exploitation (ACCCE) received a report from the National Center for Missing and Exploited Children (NCMEC) regarding a Kik social media user uploading child abuse

material (CAM).

Investigators from AFP Eastern Command Child Protection Operations allegedly linked the 30-yearold Macksville man to the Kik account.

A search warrant was executed at the man's home yesterday with investigators seizing two laptops, a mobile phone, a hard disk drive and a memory card. The digital devices will now be subject to further forensic examination.

The man was arrested and charged with four counts of possessing child abuse

material accessed or obtained using a carriage service, contrary to section 474.22A of the Criminal Code 1995 (Cth); and three counts of using a child under 14 years for the production of child abuse material, contrary to section 91G(1) of the Crimes Act 1900 (NSW).

The maximum penalty for these offences is 15 years' imprisonment.

The man appeared before Kempsey Local Court yesterday and did not make a bail application. Bail was formally refused and he is next

due in court on 17 November 2021.

AFP Detective Sergeant Joel Wheeler said this arrest was another reminder of the commitment undertaken by the AFP to protect children and identify and prosecute anyone who seeks to exploit and harm them.

"Anyone who produces or shares child abuse material is part of the problem, it is they who create the market for child abuse material online, which causes further harm to our community's most vulnerable - our children," Detective

Sergeant Wheeler said.

The ACCCE is committed to stopping child exploitation and abuse and is at the centre of a collaborative national approach to combatting organised child abuse.

The Centre brings together specialist expertise and skills in a central hub, supporting investigations into child sexual abuse and developing prevention strategies focused on creating a safer online environment.

The protocols for a COVID-safe HSC require exam supervisors to be fully vaccinated and strongly encourage eligible HSC students to receive two vaccine doses before exams start.

Other safety measures

include: ● Mandatory face masks for students and staff, indoors and outdoors ● Check-in and health screening protocols for students and staff ● Physical distancing between students and staff at all times ● Minimising mingling of student groups ● Keeping exam group sizes as small as possible ● Desks spaced a minimum of 1.5 metres apart and exam rooms well ventilated ● Hygiene marshals and regular cleaning of exam rooms.

Full HSC to go ahead ALL HSC students will get the opportunity to complete their studies in 2021, with the full complement of HSC exams to go ahead from 9 November 2021.

Minister for Education Sarah Mitchell has announced that students will be able to sit their HSC exams and receive their results in time for university offers to be made.

The NSW Education Standards Authority (NESA) has issued a revised timetable, with 110 exams taking place over 19 days, ending on 3 December.

Students will receive their ATARs on 20 January 2022, with their HSC results released

on 24 January.

Ms Mitchell said that after a disruptive and stressful year, students now have the certainty of the timetable and eight weeks to focus on preparing for their exams.

“Being able to sit all their exams safely is the best and fairest outcome for our HSC students,” Ms Mitchell said.

“Whether our students go on to university, vocational training or take on employment, it is important all of them are able to sit their exams and demonstrate what they know.

Football Season Concludes

NORTH Coast Football announced the conclusion of the 2021 football season following the government announcement that community sport would not be permitted until later in the year.

Although the regular season came to an end during the recent lockdown, the announcement means the top four teams in each division will not get the chance to play finals.

Andrew Woodward, General Manager, North Coast Football said it was a disappointing way to end the season.

“The global pandemic disrupted our first and second years of CPL, it will be back next year, bigger and better.

“Hopefully, we can get a complete and uninterrupted season in – third time lucky,” said Andrew.

THE commencement of spring is the time that we undertake our major Greens renovations.

The greens were double groomed, hollow tinned and cleaned up, and all fairways scarified and blown clean.

A big day of work on Monday well organised by Greg Jager and ground staff, assisted by Brad Ronan and Simon Walker from Macksville, and committee volunteers in the form of two Geoff’s - Brooks and McCann.

With specific tasks assigned, everyone took pride in their job, knowing that members and guests will q

appreciate the hard work.

Expected rain during the week once again failed to appear, so the fairways remained very dry and dusty – a legacy of the siltation from the March floods.

The greens were much slower than what we have become accustomed to, however that didn’t seem to bother some players with scores once again into the 40’s.

Best Lady player was Bryony Brownlie with net 66.

Other players to win a sleeve of Balls for playing to their handicap or better were Paul Ryan, Geoff McCann, Sue Seymour and Keith Elphick.

Saturday 11 September was the first day we have been able to play free of Lockdown restrictions, with a return to playing in 4’s for the Medley Stableford, and eligible scores counting towards the TopGun Shootout Top 10.

We had 111 players enjoying our regained freedom, and once again, lots of run on the dry and dusty

fairways and much slower than usual renovated greens – all awaiting a good shower of rain to stimulate new growth.

In Division 1 (scratch to 16) Craig Haworth (14) scored 40 points to win from Christian Knight (15) with 39 points.

We had a countback to decide Division (17 to 21) where Trevor Hopkins (19) and Scott Burley both scored 42 points, with Trevor scoring the better back 9.

In Division 3 (22 to 45) the Brownlie family featured again with Chris (27) scoring 42 points to win from Peter Shepherd (22) with 40 points on countback from Alvin Rapley.

Other good scores came

from Henny Oldenhove and Trevor Peter 40, Pat Ellis, Coral McCann, Robert Reid, Greg Jager and Drew Glasson all with 39 points.

Children under 12 are not counted in this total.

Locals are once again indulging in a meal at a restaurant, enjoying an alcoholic beverage at the pub, and undertaking a bout of shopping.

Under the loosening of COVID-19 restrictions local residents are now able to: Gatherings in the home

and public spaces: · Up to five visitors will be allowed in a home (not including children 12 and under). · Up to 20 people can gather in outdoor settings.

Venues including hospitality, retail stores and gyms: · Hospitality venues can reopen subject to one person per 4sqm inside and one person per 2sqm outside, with standing while drinking permitted outside. · Retail stores can reopen under the one person per 4sqm rule. · Personal services such

as hairdressers and nail salons can open with one person per 4sqm, capped at five clients per premises. · Gyms and indoor recreation facilities can open under the one person per 4sqm rule and can offer classes for up to 20 people. · Sporting facilities including swimming pools can reopen.

SATURDAY was a single stableford sponsored by Patrick Ward Pharmacy and won by Jeff Gore with net 6 under par 42 points.

One week earlier would have won him the B grade championship.

Steve Hunt who regularly makes the trek from Scotts Head with his mates was

runner up with evergreen Brian King second runner up .

The mid week competition was won by Desma Hughes.

While all the glory in the championships went to Allan Clarke the most challenging was the C grade (20+ handicappers ).

After 70 holes Jim Katsoolas was in what looked

Unfortunately a wayward shot on the 71st hole saw him come back to the field.

On the 72nd and last hole Noel Austin, Jim Katsoolas, Neil Cunneen and Greg Zirkler were all square.

Neil was runner up on a count back.

Upper Mid North Coast Rugby Union season wrap

2021 was a pivotal year for Upper Mid North Coast Rugby Union and the growth of the game in the region, in a season which would be cut short by the recent lockdown.

After completing the 15-round home and away season, the minor premierships were awarded for season 2021.

The Coffs Harbour

Snappers took out the Women's 10s and under 18’s minor premierships, while the Southern Cross University Marlins were awarded the under 14s minor premiership.

MNC Rugby Union had 1609 registered participants in Senior Rugby across its 12 Clubs, while Mid North Coast Juniors kept going from strength to strength with 1371 registered participants.

Competitions in Under 8s, 10s and 12s plus Girls Under 15s and 17s in both Coffs Harbour and Port Macquarie

on Friday nights were rightly regarded as the best junior comps in the State.

Six clubs contesting Under 14s, 16s and 18s on Saturdays, home and away with the senior clubs, is another state leader.

MNC Rugby Union also welcomed a new junior club, the BDC Barracudas, and they hope to increase their participation next season.

Women’s rugby really came to the fore in 2021.

Eight women's clubs took part in the 10s Rugby with the Coffs Harbour Snappers

and Wauchope Thunder remaining undefeated in their respective competitions.

One of the major highlights of 2021 was Coffs Harbour hosting the National Super W Championships which showcased the best female players in Australia.

Former Coffs Harbour Snappers players Brianna Hoy and Kaitlan Leaney proudly represented the NSW Waratahs in front of their home fans at the Ce.x Coffs International Stadium.

Modification of Forfeiture Rule in fatal road accident MICHAEL and Wendy are involved in a motor vehicle accident. Wendy sustains serious injuries and unfortunately passesaway.

They have a 10-year-old son.

Michael is charged with dangerous driving occasioning death and enters a plea of guilty. Michael is sentenced to a term of imprisonment of three years.

Wendy died without leaving a will and therefore, Michael is entitled to the whole of her estate based on the “rules of intestacy”.

However, the “forfeiture rule” prevents a person who has unlawfully killed another person from receiving a benefit.

When released from prison, Michael makes an application to the Supreme Court, asking the Court to “modify” the forfeiture rule and make orders that he is entitled to Wendy’s estate.

Wendy’s parents oppose the application and the matter proceeds to a hearing.

The Court finds that the tragic accident was in no way premeditated and not caused by Michael’s actions, nor did Michael intend to benefit from the accident.

The Court rules that in circumstances where Michael had demonstrated real remorse, that he is entitled to receive the whole of Wendy’s modest estate and on a discretionary basis, the Court therefore decides to modify the forfeiture rule accordingly.

The Court grants administration of the estate to Michael so that he can finalise Wendy’s estate.

The Court makes the orders on the basis that the parties agree to establish a trust fund, consisting of 50% of Wendy’s superannuation, for the benefit of their son.

The New South Wales Trustee and Guardian is directed to hold the son’s entitlement until he attains the age of 18 years.

Michael is ordered to pay the legal costs out of Wendy’s estate.

50+ Years Of Illawong Village DEAR News Of The Area,

A LUNCHEON was held at the Nambucca Heads RSL on 4 June 2021 to celebrate 50+ years since the inception of Illawong Village.

It was attended by current and past Presidents and board members as well as local volunteers from the Nambucca Valley who were part of the driving force in early formulation of plans.

All agreed it was a great way to renew old acquaintances and to meet and greet new board members as well. Special guests included Edna Stride, a past board member then President from 1982-2019 and also Beattie Fuller, who was involved in fundraising efforts in those formative years.

They both had so many stories to impart covering the last 50+ years of the Illawong Village story.

Mrs Patricia Dear Patricia, First there was FOMO and now there is Look At Those Holier-Than-Thou People Who Managed To Get a Vaccine in the Regions Even Though Half of Them Were Sent to Sydney, which is the most ridiculous acronym ever, but seems to be a fair assessment of the current situation where there are people who definitely don't want to be vaccinated, people who managed to get an early vaccination, and people who are very keen to be vaccinated but keep getting 'try again' messages and possibly will only be able to have a picnic in December, when everyone is completely over cucumber sandwiches and cob loaf and Prosecco and they all just want to stop socialising and be back indoors again.

Having said that, yes, I do think it would be incredibly distasteful to post photos of your Picnic for Vaccinated Friends post complete with your vaccination certificates, some selfies with the local law enforcement, and George Michael's Freedom playing in the background.

If you are one of the ones lucky enough to be in the position for outdoor frivolities with friends, don't be too smug about it.

No one likes a show-off.

Counting the Cost of Nambucca Library Upgrade DEAR News Of The Area,

WE have had news from Nambucca Valley Council that the tender for the Nambucca Library Upgrade will cost $3, 656,700 excluding GST. That amounts to a round figure of around $4 million.

The original funding was a grant for $1.5 million from Create New South Wales (the NSW Government's arts policy and funding body).

Nambucca Valley Council then agreed to contribute funding to bring the total to $2

million.

This leaves a shortfall of a further $2 million which is to be funded by a grant awarded to Council for ‘Local Roads and Community Infrastructure’.

As we can see, the library upgrade is coming at considerable cost to public funds.

It is possible that the costs could escalate further as the project unfolds.

The disappointment is that although the cost is substantial, the design for

the site and the constraints of building close to the rainforest area mean that there will only be a modest increase in ground floor space inside the new library.

The purpose of the original grant from Create New South Wales was to increase cultural provision by creating ‘a cultural hub’ in our town.

However, we already had a vibrant cultural hub in our town centered on this very site with concerts, exhibitions, live theatre and much more.

These cultural events and

activities are no longer possible as the library has relocated into the Main Hall and groups can no longer book the halls as a venue.

The two halls will be unavailable for lettings by community groups until late 2022.

In addition, there is a concern that public safety issues in the present design will deter organisers from making future bookings for events in the halls when this project is finished.

‘cultural hub’ is unlikely to be realised even after spending $4 million of public funding.

Instead we will unfortunately have lost our existing and very lively and vibrant cultural hub which has been nurtured and developed by hard work and volunteer commitment over the past 40 years.

Most submissions to Council sent by local residents were opposed to these plans.

Residents agree that Nambucca Library needs to

expand, but this architectural design is coming at too great a cost both financially and culturally.

The main benefit of the present plan will be an aesthetically pleasing landscaped courtyard.

Let’s hope that existing plans might be modified as the project unfolds.

The heavy machines have not arrived yet so there should be time for elements of the design to be revisited.

We live in hope.

By David WIGLEY THE 2021 Bowraville Cup will be raced on Saturday 18 September with Macksville horse Northern Wilderose amongst the contenders to take out the cup.

Kerr is optimistic the six-yearold bay mare (stable name Rosie), born and bred on the Kerr family farm ‘Lightning Downs’ west of Macksville, will have a good run.

“She is in great form of late and hopefully this Saturday we will be taking home the Bowraville Cup hosted by the Nambucca Jockey Club.
