The 27 parking spaces are proposed to support a future 10-bed hospice on a portion of the current West Lincoln Memorial Hospital campus grounds that are directly west of the subject lands.

The purpose and effect of the proposed zoning by-law amendment is to rezone the lands from Residential Detached 2 (RD2.25) Zone to a site specific Residential Detached 2 (RD2.25) Zone, modified to permit the development of a parking area and access in conjunction with a permitted Institutional use on the abutting westerly vacant institutional lands.

By Jeff Jordan For NewsNow I wish to take this opportunity to wish all Grimsby residents a Happy New Year.

I sincerely hope your holiday season was filled with joy and happiness.

Like any New Year, 2022 brings us the chance to renew our hopes, aspirations and reflect back at the year that was.

While 2021 was definitely a challenging year, it is best to focus on the positives and achievements that were realized. It is great to see our community bonding and working together, whether it was simple gestures of kindness towards one another or en-

joying the return of community events such as our Santa Claus Parade.

From a Town perspective, the past year brought many important accomplishments that moved the Town forward and will have a long-lasting positive impact on the community.

One of the most important of these was our securing of $12.6 million in Regional funding for the West Lincoln Memorial Hospital rebuild, where only $10.8 million was initially recommended.

On the issue of funding, we also secured a grant for the building of a new safe and accessible Gibson Street Bridge and $16 million from the Province to support the expansion and renovation of the Peach King Centre. The

PKC was also front and centre in November when we brought Rogers Hometown Hockey to Grimsby. Residents quickly booked up every ticket and showed all of Canada our strong hometown spirit.

Residents also deserve praise for embracing NRT OnDemand, of all the municipalities in the Region, Grimsby residents had the highest uptake of the transit service. Transit connections will be further enhanced starting in 2023 after Council approved and endorsed a consolidated transit system within the Region.

Another achievement of Council I am proud of is the inclusion of an Indigenous Land Statement at our Council meetings. Indigenous

peoples play an important part in the story of the land on which Grimsby sits and I hope this opens the door for more dialogue, understanding and full recognition of their history.

For 2022, we already have so many important events to look forward to. 2022 will be the Centennial Year for the Town, having been officially formed in 1922. Town Staff have been busy since last year putting together a wide-range of events to showcase and celebrate the past 100 years of our Town.

Another important milestone in 2022 will be putting the first shovels in the ground that will kick-off the rebuild of West Lincoln Memorial Hospital, enhancing the

healthcare of Grimsby and West Niagara residents. Grimsby will also share the spotlight with other local municipalities when the 2022 Canada Summer Games come to the Niagara Region.

I am also hopeful the New Year will allow us to return to more inperson events, including Town and Council meet-

ings. Grimsby residents like to be engaged in the political process and I look forward to welcoming them back into their Town Hall.

In closing and on behalf of Council, once again, I would like to wish you and your family a most happy, healthy and prosperous New Year.

Three grand prize winners will each receive a $30,000 grant to help a local Habitat for Humanity build a place to call home for a family in need of affordable housing.

Happy New Year from the Town of Lincoln! I hope the holiday season was both joyful and restful for you.

As individuals and as a community, we have confronted many challenges over the last year, and I would like to thank everyone for your resilience, kindness and care for others.

We start 2022 with some uncertainty as far as the pandemic is concerned, and we wonder when we can return to normalcy.

As a municipality, our priority has been to continue to support residents and businesses of Lincoln by keeping our community safe, healthy and prosperous.

Grow, Prosper, Belong in 2022 Whether you’re a long-time resident or a newcomer to Lincoln, I hope that Lincoln is the most welcoming and inclusive home for you, your family and your business.

For residents, we have created welcoming and meaningful community spaces through investments in parks, culture, and open spaces.

In 2021, this included the completion of some important community infrastructure projects – most notably Rotary Park, Prokich Park, the Konkle Creek Trail, and the grand opening of the Lincoln Museum and Cultural Centre – Home of the Jordan Historical Museum of the Twenty.

Our focused and persistent advocacy efforts have yielded real results for local business.

The LCBO announcement that came in mid-December to cut LCBO wholesale prices for bars and restaurants prove that a strong local government relations program can truly support our local business community and overall economy.

Through ShopLincoln.ca, we have supported and promoted local businesses in cooperation with the Downtown Bench BIA and Lincoln Chamber of Commerce.

We’re excited to grow the new Niagara Benchlands tourism brand in 2022 and draw more interest to our growing local tourism economy.

We will continue to focus on sustainable development and ensuring that when applications come forward, development aligns as closely as possible with our long-term goals of: • Creating vibrant urban centres; • Sustaining a strong economy; • Ensuring a healthy environment; • Addressing urban sprawl through infill and higher density development; and •Creating opportunities for more affordable development.

At the same time, we recognize that provincial and regional policies identify Lincoln as a designated place to grow. Growth will need to find a balance within these parameters, while ensuring our rural areas remain protected.

Stay Engaged and Empowered We believe it is important to provide opportunities for community members to engage in real dialogue with staff and Council.

To this end, our online engagement platform, Speak Up Lincoln, is a place where you can learn more about Town priorities, ask questions and engage with the Town at a time that’s convenient for you.

We also encourage you to participate in public meetings and Council/Committee of the Whole meetings by registering as a delegate.

Look for a public education campaign in early 2022 to help community members better understand the planning process and become more engaged and empowered, so you can make a real difference in the future of your community.

Varied time slots were set up to allow for organizers to keep the number of those gathered to below 25, including organizers.

“We had one dog ‘participate’. He wasn’t supposed to go in but it got excited when everyone entered and dragged his owner in as well,” said organizer Allison Zaruk.

“Overall, I was blown away with the turnout.

We had people register online through a link on Facebook and our website to reserve their time slot and had

a max of 20 swimmers at a time to adhere to COVID guidelines of 25 outdoors.”

Having to spread the event out over most of the afternoon made for a bone-chilling day lakeside, but it was worth it, Zaruk noted.

“We had four time slots fill overall with a few people that showed up on the day without a reservation and joined and donated,” she said.

“It made for a longer day in the cold for myself and two friends who helped run it, but was still incredible to raise $3,500 for Mc-

Every year, weather conditions are a major concern, but proved no worry for this annual event, which started in 2008.

“The weather was incredible. The water was brisk and very wavy.

The swimmers battled some good white caps, but it was better than previous years of snow and ice,” said Zaruk.

“Overall an incredible start to the New Year and we’re looking forward to hopefully being able to have one big dip with the community in 2023.”

Roads, infrastructure West Lincoln keys: Mayor Bylsma (Editor’s Note: Mayors of Niagara West municipalities were invited to offer an annual address)

By Dave Bylsma For NewsNow Thank you for this important opportunity to reflect on the successes and challenges of 2021 and set goals and opportunities for this new year.

It has certainly been another year of hurdles to overcome while maintaining service to our community.

Without restating the obvious, shifting sands of living in this COVID era, staff and council have continued to press forward to provide the responsible action towards maintaining our infrastructure and adapting to new service needs.

At the beginning of the term, council and staff - in collaboration - developed a strategic plan and I am pleased to say that we met our target accomplishments.

Most notably the refurbishing of aging infrastructure and the conversion of 8 kms of gravel road into tar and chip.

Concurrently, we made the organization more efficient with the website interface with our residents and new accounting and tracking software.

The net result is that taxes continue to remain the lowest in the region without compromising service levels.

For 2022, we hope to continue down this path and add a much needed and anticipated Station 2 for our fire service.

Adding additional gravel conversion and, in concert with the Region, the completion of the work of road rebuilding through the heart of Smithville remains a priority.

We will be starting this last year of the term by negotiating the 2022 budget and I ask the members of our community to take advantage of the portals to provide input into this process.

On behalf of council and staff, I would like to wish all our residents a prosperous and safe 2022.

Hunting law links added to Town website

By MIke Williscraft NewsNow Recent changes to the Town of Grimsby hunting bylaw have opened a Pandora’s Box which some members of council want to close back up immediately - others, not so much.

In recent weeks, since the bylaw was changed to allow for some hunting to be done in town, an ongoing safety issue has arisen along Grimsby’s Lake Ontario shoreline.

Until the change, Coun.

Dorothy Bothwell noted at the Dec. 20 Committee of the Whole meeting, there was no issue.

“The original bylaw we had in 1976 did not permit gun hunting in Grimsby at all. It prohibited it,” said Bothwell.

“The only reason that a hunter or a person could use a firearm or discharge a firearm was to protect their farm or their livestock or their crops and that has always been available to farmers to protect their crops and their wildlife irregardless of our municipal bylaw.”

Coun. Randy Vaine maintained the issue was not in the Town’s jurisdiction and stated concerned residents should

call the OPP with questions.

However, bylaw officer Henry Boese said that was incorrect; residents should contact the Ministry of Natural Resources on the hunting matter.

The matter arose after several residents raised concern about hunters located just off the shoreline near Murray Street Park and the pumphouse/pier area.

Coun. Lianne Vardy has brought a Notice of Motion asking for immediate research to be done by staff to communicate to residents

what the actual laws are regarding hunting on the lake.

That initiative met with resistance from five councillors, was parked until the next council meeting as the procedural bylaw outlines, and still had some limitations added.

Coun. Kevin Ritchie did not want staff spending much time on research, suggesting they only provide links to other sites as opposed to information or opinion.

After a friendly amendment, the motion was passed to upload links to the Town website.

LUSHPIHAN, Alexij

Peacefully passed away at the Welland Hospital on December 29, 2021 at the age of 98.

Alexij was born on April 6 1923 in Ukraine. Alexij is survived by his beloved daughter Alla Konovalova and granddaughter Tatiana (Murdoch) Startseva.

Alexij’s true passion was working in the medical field, specializing in Cytology.

His scientific publications on the pathologic findings are referenced in multiple literature. Alexij will be remembered as a very artistic gentleman who enjoyed poetry, literature, history and music.

His sharp mind, empathy and vast knowledge made Alexij a fascinating conversationalist.

A special thank you to Elena Ruditsch, Alexij’s close friend and caregiver, neighbours Nadja and Lui and the doctors and nurses of both St. Catharines General and Welland Hospitals for their wonderful care and support of Alexij during this difficult time.

All Provincial Protocols will be in place for both visitation and funeral service including the wearing of masks at all times.

MACKEY, Anthony Michael 1954-2021

It is with deep sadness we announce the passing of Anthony (Tony) Michael Mackey on December 22. In the wee hours of the morning, his favourite time of day, Anthony slipped peacefully away at home. Holding onto the red ribbon that will forever connect his heart to theirs are his wife Michelle, his devoted daughters, Sarah and Kerry, son-inlaw Dan and Papa’s precious grandchildren Mya, Quinn, Nixon and Linden.

Anthony is predeceased by his parents Patrick and Rita, his nephew Nathaniel, in-laws Joseph and Dolores Beaulieu. Missing their brother are sisters Pauline (Michael), Barbara (Paul), Valerie (Morris), sister-in-law Rachel (Joe), Michele (Dale – 2005), brother-in-law Mark (Lisa) and many nieces and nephews.

Anthony was a devoted member of the St. Helen Parish family and will be missed by many friends.

He was a Fourth Degree Knight and a member of the Knights of Columbus 15999 St. Helen of the Cross council. He loved watching the grandchildren at play, at golf and at hockey.

He was a long time and valued employee at Taylor Steel. His Irish roots and sense of humour always meant a good time for all.

The family wishes to extend their sincere thanks to Dr. Graham Fraser, the hematology team at the Juravinski Cancer Clinic, the St. Elizabeth Palliative Care Team, with special thanks to nurse Melanie, an angel who graced our family during our time of need. We will be forever grateful.

A heartfelt gratitude is extended to Dr. Jennifer Rycroft for her unwavering demonstration of compassion and care. You helped Anthony’s light shine with dignity and grace.

Proposed Grimsby Beach Secondary Plan and Implementing Zoning (Official Plan Amendment #11) A public meeting has been scheduled to notify the public and receive input on draft amendment #11 to the Grimsby Official Plan resulting from the Grimsby Beach Land Use Study. The public meeting offers the opportunity to provide comments on the proposed official plan and related zoning by-law amendment, prior to its consideration by Council. In support of efforts of our public health partners and the Province to stop the spread of Covid-19, the meeting will be held using electronic video conference technology.

Date: Thursday, January 27th, 2022 Time: 6:00 p.m. to 8:00 p.m.

Grimsby Beach Secondary Plan Area

PURPOSE OF AMENDMENTS The purpose of the Official Plan Amendment is to include a Secondary Plan for the Grimsby Beach area that outlines a detailed set of policies that will guide potential future development and change the boundary recognized in the existing Schedules. The Plan Area, as approximately shown on the map, is an established neighbourhood with heritage features, parkland, residential and commercial uses. It is also known for its uniqueness. The Secondary Plan outlines character areas within Grimsby Beach, outlining specific policies for each area.

The purpose of the Zoning By-Law Amendment is to implement the Secondary Plan through the introduction of a new zoning category – Grimsby Beach 1 (GB1) for a portion of the lands.

MATERIALS AVAILABILITY The draft materials are all available for review at: https://www.letstalkgrimsby.ca/grimsby-beach-study An information report regarding the amendments is anticipated for the Committee of the Whole meeting on January 17th, and will be placed on the link above when available.

A staff recommendation report will be presented at a subsequent meeting of the Committee of the Whole, following the Public Meeting. If you wish to be notified of the decision of the Town of Grimsby regarding this application, you must make a written request to the Director of Planning at the address above.

Community’s view key, all worthy to be heard The year 2021 was certainly a blockbuster for news.

Not just for the stories themselves, but for the chaos surrounding them.

On the one hand you have the rightwing media stridently spewing out lies, which when called out they say are really just satire, and the left-wing trying to tell the truth in the vain hopes of being heard.

No wonder people are confused and angry! Not just the public, either, but also the journalists.

My daily newspaper tells me that in 2021, in Belgium alone, 45 reporters and other media staffers were killed while doing their jobs!

Journalism used to be pretty safe, unless you worked in a war zone.

My own experience in 2021 was distressing. A local paper, after being bought out by a big media firm years ago, refused to publish some of my opinion pieces because my opinions did not match up with administration’s viewpoints.

My tiny personal protest is just like this column is entitled – A Small Drop of Ink. Read the rest of the quote, and it has more meaning - “But words are things, and a small drop of ink, falling like dew upon a thought, produces that which makes thousands, perhaps millions, think.”

That was written by Lord Byron, a respected poet, politician and freedom fighter. I don’t expect to reach millions, or even thousands, but every one of you is important and our opinions deserve to be heard.

Hunters disembark at the Foran’s Marine dock after bagging many ducks just off shore in Grimsby. Residents have raised safety concerns when this matter first arose in November and has now become a common occurence.

Shout out to Allison Zaruk and her co-organizers for this year’s Polar Bear Dip. Raising $3,500 for anyone these days in sorely needed funding, and McNally House can use it given all they have going on.

It looks like that will be the last event for a while as we go into another round of lockdown. No doubt the measure which went into effect Wednesday will take out a few more local restaurants which have been hanging by a thread.

It is just the latest example of how the slogan some use “We’re all in this together” simply does not apply. We have people who think schools should be fully open, others who say they should have been closed in early December. Everyone thinks they are right. Some businesses get destroyed, others prosper. It’s just luck of the draw.

No problem with hunters, but change bylaw back Coming from a family of major outdoors folk, I see the hunters’ side of things in this ongoing hubbub regarding public safety and this newfound fad of hunting on Lake Ontario just off Grimsby’s shoreline.

As this matter has been brought up daily - in all manner of discussion - it has sent my mind on a journey back to my grandfather’s basement in London, where I would spend whole days making new shotgun shells for him.

My grandfather was not a “normal” hunter - not exactly sure what that means, but what I mean is he took it VERY seriously.

He was the kind of man who would get on a small plane in London with buddies, fly to Thunder Bay or Moosonee and then take a smaller plane to some inland lake. They would go for two weeks at a time - hunt and fish and come back with whatever they could manage but the stories were always the best part for me.

I was about 10 the first time he took me skeet shooting. He was one proud man when I got eight of 10 on my first round. I only went a few times, so that one sure stands out all these years later.

But it was the basement, his man cave, which was the elixir of life and imagination.

The photos of his trips, his awesome hunting dogs (he always had two but sometimes as many as four at a time) and various trophies and taxidermy from his exploits were the stuff of

MIKE WILLISCRAFT legend in our family.

My favourite was the head of a huge northern pike he had mounted - those teeth!

If you don’t know the fish, Google it, you’ll see what I mean.

My grandfather was not an engineer, but he could build anything.

My Dad got that gene. He went to Beal Tech in London at 18 he went straight to work designing locomotives at General Motors.

Later my Dad was running a tool and die company, where he fabricated machinery to allow the production of shotgun shells for my grandfather.

There were three machines. All the first one did was require the press of a foot peddle to press the empty shell casing into a nub which knocked out the primer (forgive any wrong terminology...going on 45 years of memory here).

Then there was a handcranked press to put a new primer in, insert shell, slide primer into its spot, pull, lean down hard, done.

Then onto the last machine. This was pretty cool - and bear in mind - this

was only done after watching my grandfather do hundreds of these (begging him all the while to give me a chance) and then me doing hundreds more under his watchful eye.

Each shell was inserted, then you adjust a knob to allow gunpowder to filter down and into the base of the shell. It was built so precise amounts only could flow. Then the knobs were adjusted to shift the flow to shot, slide the lever and shot would flow into the shell. When done, it went into a crimper to close the shell.

I did thousands of shells that way and loved every one. I really just liked being in the basement, being useful in such a grown-up environment and being part of something my grandfather and Dad loved so much.

I note all this because the vast majority of hunters are very good, law-abiding citizens. Yes, there are those who push the bounds of laws and others who outright flaunt them, but don’t paint all with one brush.

There is nothing wrong with hunting if hunters are using their catch for food.

That said, the Grimsby councillors who are sleepwalking through another significant issue need to get their respective heads on straight. Any municipality any resident, any councillor is completely within its purview to ask questions or challenge process where hunting is concerned. All “it’s not our jurisdiction” means is you cannot be bothered to invest time for your constituents.

Water fowl are meant to be wild, so please let them be wild and stop feeding them.

Take pictures or observe thier beauty but resist the urge to feed.

Your last statement is that these birds are like our pets.

They certainly are not and the only cruelty infliced upon them is by the horrendous meaningless, uneducated actions infliced upon them by people such as yourself.

Perhaps, Grimsby needs to institue a bylaw such as Hamilton where it is illegal to feed the wildlife such as these migratory birds.

Dear Editor, This is a response to Marlene Rizzuto’s letter published in News Now Dec 30 2021 from a concerned Grimsby citizen.

After reading the letter regarding the duck hunting on lake Ontario within the Grimsby area I have become very perturbed and for good reason.

I completely understand the anxiety surrounding the offshore hunting of migratory birds. That is a feeling that people may or may not agree or disagree with.

On one hand a so called `Birder’ may disagree with what they witness. On the other hand, hunting is a privilege we that live in this great country possesss.

If the hunters are breaking Federal law (IE hunting without a permit/outside of the restrictions) then justice must prevail.

You are correct that Grimsby bylaw dictates where the hunting can take place.
