Ritchie recycles old assault claim with new spin

By Mike Williscraft NewsNow Coun. Kevin Ritchie - reading from a prepared statement - levelled a new spin on an old accusation against Coun. Lianne Vardy at last Tuesday’s Grimsby council meeting.

Under the last item on the meeting agenda, “Announcements”, normally a spot where councillors note upcoming events and other community updates, Ritchie launched into a series of sexual assault allegations.

Ritchie cited a Jan. 27 article but did not clarify where the article was published, going on to say, “harassment of any kind, especially sexual harassment is unacceptable.”

Ritchie brought up an incident which was dealt with in submissions for an Integrity Commissioner complaint by Vardy, against Ritchie, Coun. Dave Sharpe and Coun.

Randy Vaine which alleged bullying, among

other infractions of the Town’s Code of Conduct.

Ritchie referenced an incident stemming from a social outing members of council attended while at an Association of Municipalities of Ontario conference in Ottawa in August 2019.

Sharpe did not file a complaint of any kind and, the next evening, invited Vardy to his room for a private conversation where there was no mention of the event Ritchie alleged on Tuesday.

First, noting he was was offended by comments made by Vardy on Jan. 19, Ritchie said, “This is not the first time I have seen Coun. Vardy behave this way. This allegation was vehemently denied by Vardy.

“That is an out and out lie and you know it,” said Vardy.

“I don’t know what you’re trying to prove.

My original remark to you was about your adolescent behaviour which I find extremely offensive, but the thing that you just raised now is an out and out lie.”

“Are you sure?”

Ritchie interjected.

“Yes, I am very sure,” said Vardy, while Richie said, “You’re lying,” over top of her comment.

“You are a liar,” Vardy shot back at Ritchie, “I’ll be filing a complaint.

“I hope you do,” said Ritchie.

As noted, the person on the receiving end of Ritchie’s allegations did not find the original incident worthy of a complaint. As well, it was the next evening, while still at the conference, that Sharpe invited Vardy to his hotel room - as outlined by then-Grimsby Integrity Commissioner Charles Harnick’s July 20 report.

While Vaine maintained Tuesday an admission by Vardy was in an Integriy Commissioner report and “You (Vardy) never denied it”, from reports offered by Harnick that appears true as no allegation was published either, so there was nothing for Vardy to refute.

However, in response to Vaine’s written submission, her rebuttal to Harnick was clear, “I reject in its entirety Councillor Vaine’s response. His insinuations of improprieties are slanderous and I will be seeking legal redress,” wrote Vardy back to Harnick.

“I look forward to discussing this matter in depth when we meet.”

On Tuesday, as Vardy and Vaine shouted over top of each other, Mayor Jeff Jordan attempted to move on but Vaine repeatedly cut him off. After Vaine’s microphone was shut off twice in an attempt to gain control of the meeting, Vaine

turned it back on and kept going.

“I’m in the middle of speaking. I don’t believe it is fair for you to cut me off because you don’t like what I’m saying. That’s not appropriate,” said Vaine.

“It’s not appropriate for you to tell lies,” said Vardy.

This set Vaine off again. “I’ll show it to you in writing...We can bring up the facts. We can bring up the report. It is clearly stated there. If you want to deny it, go ahead...We have written proof.”

As noted, Vaine did not provide written proof when requested prior to press time.

Sharpe did answer.

“I don’t keep track of those IC reports,” he noted by email Monday.

At council, reading a comment, Sharpe then stated, “It was August 2019 in Ottawa at the Byward Market in that Irish pub when councillor Vardy put her hand on my leg. Harry Schlange was present, Coun. Ritchie. I told her twice to stop,” Sharpe continued, while Coun.

Reg Freake interjected calling the comments offside as the agenda item was “announcements”.

“This is very inappropriate under announcements. Let’s move on,” said Freake.

“That’s the truth.

There was several councillors there,” said Sharpe.

At that point, Jordan cut off the discussion moving on to note the next council meeting.

Woolverton apartments voted down council interest.

A sticking point for many related to a 26-spot parking deficiency for the site - an issue developer Harley Valentine said was offset by having 26 “time of day shared parking spaces” included in the design.

Coun. Dorothy Bothwell, a stalwart supporter of heritage buildings and planning guidelines, voted in favour of the project, as did Coun. Reg Freake.

For Bothwell, aside from seeing considerable merit in the details put into the design and the many features incorporated into the rental property, voting in favour was a decidedly practical move.

“I live in an intensification area and the downtown is another intensification area. I also support four-storeys only on Main Street and I’ve said that a number of times. I very much value the heritage character of Main Street and it’s protected in our Official Plan,” Bothwell noted.

“The downtown intensification and transition areas were specifically put that way so that we could

have vibrancy and intensification in the downtown to meet what our (density) targets are. We have to meet them somewhere. I will protect the Main Street East corridor.

I will protect the areas where that development is not compatible.

This is an area where we’re not going to win at the OLT (Ontario Land Tribunal).”

“It’s meant for intensifications.

That new study by the NEC (Niagara Escarpment Commission) was done and says there is no detrimental impacts at seven storeys.

It’s really hard to fight. I am struggling with the parking. That’s on us.”

Bothwell noted Main Street business can change or expand use but don’t have to provide any parking provision currently and asked when a downtown parking study would be done. There was $100,000 in the 2021 town budget for such a study but it was never initiated. Director of public works, Brandon Wartman said an RFP would likely go out for the study in early spring 2022.

The discussion on the project was intense and, at times, heated.

Councillors who have been very pro-development and repeatedly stated they follow the recommendations of the Town’s expert, award-wnning staff led the opposition to this project.

Councillors Randy Vaine, Kevin Ritchie, John Dunstall, Dave Kadwell and Dave Sharpe were among the seven opposing votes.

Mayor Jeff Jordan and Coun Lianne Vardy joined them after speaking very much in favour of the project. After the meeting, both said once the vote was lost, they switched their vote to the winning side of the ledger against the 74-unit project, which would allow them to bring back the project for reconsideration should there be

1.98% 2022 budget increase approved for West Lincoln West Lincoln council put the finishing touches on a 1.98 per cent increase budget for 2022 at its regular meeting Monday night.

The final tally comes in with an operating budget of $19.7 million and a capital budget of $4.9 million.

The budget calls for a general tax levy of just over $8.35 million, which represents a 1.98 per cent tax levy increase on the West Lincoln share of the tax bill.

A West Lincoln Memorial Hospital levy of $125,800 for the rebuild project was also approved by council as was the Urban Service Area Levy of $184,770.

The 1.98 per cent increase represents for an average home valued at $386,000 – is $34, or $2.83 a month.

“Once again council and staff have negotiated an excellent

budget which reflects both a balance of fiscal responsibility and the pressures of growth,” said Mayor Dave Bylsma.

“These are challenging days for everyone with ever increasing expenditures, we’ve listened and responded.”

In approving the 2022 budget, council has provided the funding for enhanced service levels within the operating fund, including increasing the compliment of volunteer firefighters by four and providing an almost 14 per cent increase to the road maintenance budget.

The township also continues to build its reserves in line with approved policies.

Other 2022 budget highlights include: • $1 million towards the rehabilitation of Pearson Bridge located on Boyle Road; • $1.35 million towards five additional

bridge and road rehabilitation projects • $550,000 for the replacement of a grader; • $321,000 investment into the Township’s libraries, parks and recreation services, including improvements at both Wellandport Hall and Abingdon Hall, and; • $190,000 towards six Planning projects that will ensure that the Township continues to grow responsibly while providing support for local businesses.

“Council has worked together with staff and the public, to come up with a responsible budget in these pressing times that we are in,” said Coun.

over $64,000 raised for YWCA was the second-highest fundraising team – they gathered for a blustery walk on Feb. 19.

On the main day, Feb. 26, walkers gathered virtually to celebrate and to be reminded of what the event is all about.

Good shared the story of a past client, Penelope, who experienced success in the West Niagara program as a result of last year’s fundraiser.

Executive director Elisabeth Zimmermann also shared with the walkers that the YW has purchased an 11-unit building in Beamsville in the past year, “Bea’s

Place,” which will become part of the program as well.

“Behind the facts and figures are real people.

Moms, dads, children – folks here in our own community.

People we see at our grocery stores, at the playground, at church. The people who walk with us – their commitment, their generosity, their kindness – are the reason they have a place to call home,” said Good.

Fundraising has been been a serious issue for every community group and charity over the last two years, but this year’s Coldest Night of the Year event delivered.

Although the event sponsored by Verhoef Electric - was set for Feb. 26, it was structured so participants supporting YWCA transitional housing could walk any day in the month.

This year, 24 teams comprised of 147 individuals braved the cold weather raising 106 per cent of the original goal clearing the $64, 000 mark.

“Participants had been walking all throughout the month of February to raise money for our transitional housing program in West Niagara.

Clients are being supported for up to three years, while they are working towards finding affordable housing and getting to a place of financial independence,” said Arienne Good, CNOY event director for the YWCA Niagara Region.

The reception was held at Cyrus’s beautiful home, Stone Shanty, later demolished to make way for the Q.E.W. The Bakers lived in the red brick house, now partially hidden, at the corner of Main Street East and what is now Baker Road.

The farm extended from Main Street to the railway tracks, and was lush with fruit trees. In 1930, the Bakers built Oriole Lodge at the foot of Baker Road, next door to the Lucas’s

One of the men Baker had met while serving in South Africa was Lord Baden-Powell, founder of the Boy Scouts movement.

Baker had great admiration for BadenPowell. When the Boy Scouts came to Grimsby in 1910, he was pleased to be invited to be a Scoutmaster and continued in that capacity until his retirement.

During World War I, Harry Baker again served overseas, this time in England with the Canadian Expeditionary Force, then in France with the BEF. He returned to Grimsby in 1919 with the rank of Major, and the British War and Victory medals. The Bakers lived out full and active lives in Grimsby.

Purpose of the Meeting The Town of Lincoln will hold a public meeting, pursuant to Section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the municipality’s proposed amendments to the Development Charges (DC) By-law No. 2018-93 and underlying Background Study. All interested parties are invited to attend the public meeting and any person who electronically attends the public meeting may make representations related to the proposed amendments to the Development Charges Study and Background Study. Bennink, William

Dearly loved husband, father, and grandfather William Bennink, 88, died early on February 28 in Grimsby, Ontario. Bill emigrated from the Netherlands to Canada in 1952 and soon after met the love of his life, Agnes Siderius. They were married for 66 years. William was a founding member of Mountainview Christian Reformed Church, a dedicated Cancer Society volunteer, and former owner of The Dutch Shop in Grimsby. His favourite song was “I Will Sing of My Redeemer” and he lived that promise. Bill’s life was one of service. He supported and was involved in many charitable organizations, donated countless pints of blood through The Canadian Red Cross, and had a special place in his heart for Christian schools.

William is survived by his wife Agnes (Siderius), children Patricia (William) Dodds, Fred (Arlene) Bennink, David (Fran) Bennink, Sharon (John) Dykhouse, 17 grandchildren, and 7 great-grandchildren. Also survived by siblings, Albert (Pauline) Bennink, and Jenny (Keith) Spiegelberg, in-laws, Anne Bennink and Tina Bennink and many nieces and nephews. He was predeceased by his brothers, George and Arnold and by 2 infant granddaughters. The family thanks Shalom Manor of Grimsby for the wonderful care they provided.

A celebration of life will be held at Mountainview Christian Reformed Church on Saturday, March 5 at 11 a.m. Visitation will be from 10 a.m. to 11 a.m. at the church. A private family committal will occur prior to the visitation. If desired, memorial contributions to Indwell (affordable housing) would be sincerely appreciated by the family.

Cynthia Mavis Walsh (nee King) was born in Birmingham, England on April 25, 1928. She grew up there with her parents William Henry King and Annie King (nee Wall) and her brothers and sisters. In 1944, a young Arthur Walsh asked to accompany Mavis to the dance hall, and a loving life together was begun. Art went off to serve in WWII. They corresponded throughout his years of service, and rekindled their relationship when he came home to Birmingham, and married in March, 1951. Mavis and Art moved to Ontario in 1957, settling for many years in Brampton.

Together they raised their children in a loving home, enjoyed the company of friends and family, and always looked a treat on the dance floor.

Mavis spent many years in retail customer service and retired in her 60s. Mavis and Art moved to Grimsby in 2016, where Art passed away in 2017.

Mavis accepted a cancer diagnosis in late 2021 with grace and dignity. She ended her days on Thursday, February 24 in the compassionate care of the staff of McNally House Hospice in Grimsby with family at her side. The family is also grateful to the staffs of West Lincoln Memorial Hospital and St. Peter’s Hospital. Mavis was predeceased by her husband of nearly 66 years, Arthur Walsh, and grandson, Jason Liverseed. She is survived by daughter Christine (Jerry), their children Patricia, Denyse and Devin and families; Valerie (Bill), their children Paul and Julie and families; both of Grimsby, and Stephen (Sandra), their children Colin and Katie and families of Shelburne, Nova Scotia. Mavis was especially joyful spending time with the youngest generation of her family, Rhys, Daniel, Elliot, Makayla, Isabella, Amelia, Brianna, Eric, and Lukas. As a young mother, Mavis crafted a lullaby that she sang to her children, grandchildren, and greatgrandchildren, and it will live on with their memories of her. A family memorial will be held in the spring. Donations in Mavis’s memory may be made to McNally House Hospice, Grimsby ON. Cremation has taken place. CONLEY, Wayne Orville James

Passed away unexpectedly, at NHS-St. Catharines on Wednesday, February 23, 2022 at 72 years of age. He was predeceased by his parents Betty and James Conley, his parents in-law Don and Norma McChesney and his brother-in-law Jack McChesney (Sharon) and sister-in-law Peggy McChesney. He was the best friend and beloved husband of Donna-Lee (nee McChesney) for 52 years. An incredible and loving father to Tracy-Lee (Dale) Zankl and Jim (Tina). Proud and attentive grandfather of Taylor & Kendra Zankl, Sarah & Emily Verge, and Kali &Chase Conley.

Dear brother of Marilyn (Peter) Hay and Gordon (Joanna) and brother-in-law of Bud McChesney and Shirley (Claude) Martel, and many cherished nieces and nephews.

Wayne and Donna-Lee met at a youth camp as teenagers; it was love at first sight (at least for Wayne). To ensure that their first encounter would be memorable, Wayne went down to the dock where Donna-Lee was standing, introduced himself as he lifted her up and tossed her into the lake! From that moment on Donna-Lee was the love of his life. They rarely spent so much as a moment apart. His devotion to her was evident to anyone who was lucky enough to see them together. Nothing brought him as much joy as knowing Donna-Lee was happy and seeing that all her needs were met. Like Wayne’s personality, their love was truly larger than life.

Wayne had many passions in life. He was a very accomplished hockey player.

One of his proudest memories was playing for the Northern College Huskies team that won the Ontario Collegiate Athletic Association Championship in 1971. He continued to play hockey on many cherished Senior teams and if his colourful stories were to be believed, he was someone that always had his teammate’s backs - both on and off the ice (and after a couple of Rum and Cokes). These teammates and dear friends became an extension of his family. The time came when Donna-Lee determined he’d done enough damage to his joints and his time would be safer spent contributing to some armchair coaching of his Toronto Maple Leafs. Based on the Leaf’s record, we suppose it’s safe to say he was a bit more skilled as a player than a coach.

After hockey season was over he could be found armchair coaching his next favourite team, The Toronto Blue Jays. Wayne’s loyalty and amazing sense of humour collected an army of lifetime friends.

Wayne was as equally accomplished in his professional endeavours as in his personal ones. He was a proud career Firefighter starting with the Timmins, Ontario Fire Dept. in 1971 until he moved to the Suncor Emergency Services Dept. in Fort McMurray, Alberta in 1980. Here he eventually served as Fire Chief for 23 years until he retired in 2007. Wayne wasn’t a man that stayed satisfied with the status quo. He found many ways over the years to affect real change both at work and within the community. He was an original member of the Alberta Industrial Fire Protection Association and he held membership in the International Association of Fire Chiefs. He was a firefighter’s Fire Chief, in that the people in his organization mattered as much to him as the processes and results. Upon his retirement, Wayne and DonnaLee were able to travel the world. They were able to enjoy trips throughout the US, Australia, Bali, and Dubai. They especially enjoyed the winters spent reconnecting with lifelong friends in Florida.

Better Niagara calls for Grimsby council quartet resignations Dear Editor, Midway into the current Term of Council, A Better Niagara spoke out about the serious concerns we had regarding the behaviour of four of the eight elected Grimsby officials that we had endorsed during the last election: they were Kevin Ritchie, Dave Kadwell, Dave Sharpe and Randy Vaine.

At the time, we were concerned by many things including frivolous code of conduct complaints, lack of respect shown to the mayor and their fellow members of Council and what we perceived to be personal attacks against their colleagues.

We believed that they were not living up to the Transparency, Accountability and Integrity pledge, to their future constituents, that they had signed as part of our endorsement process which also included a resume review and an interview.

After viewing the last 10 minutes of the Feb. 22 Council meeting, we have to speak out again.

We believe they

Of the 43 candidates around the Region at the local and regional level who A Better Niagara endorsed, and who were elected in 2018, only Ricthie, Kadwell, Sharpe and Vaine have disappointed us by not living up to their pledge.

What we witnessed during the Feb. 22 Council meeting cannot be excused.

Nor can many of the other antics of this group that have been well reported

by NewsNow. We have been especially troubled by the way the four, who form a voting block with Coun. John Dunstall, often seem to target the two women on Council.

After the 2018 election, Grimsby residents were optimistic.

During the previous term, Grimsby had a dysfunctional Council and citizens were hopeful that a new mayor and six new Councillors (Dunstall and Kadwell were reelected) would be a change for the better.

turned to bitter disappointment.

Grimsby deserves better than this.

A Better Niagara continues to support Mayor Jeff Jordan and Councillors Reg Freake, Lianne Vardy and Dorothy Bothwell.

We believe that they sought election because they genuinely wanted to serve their community, that they are doing their best to do so, and that they have lived up to their pledge of Transparency, Accountability and Integrity.

When A Better Niagara raised its concerns back in March 2020 we said: “get your egos and your personal agendas in check. Your focus should be entirely on serving the best interests of the citizens of Grimsby. If you can’t do that, resign. And if you can’t treat your fellow Council members with the dignity and the respect they deserve, resign.”

Since that time, things have only gotten worse.

We believe Ritchie, Kadwell, Vaine and Sharpe should resign.

Since it is unlikely that they will do so, we hope they are voted out of office in the next election.

West Lincoln delivers tight budget A tip of the cap to West Lincoln Council for delivering on a 1.98 per cent tax increase on the municipal portion for 2022 on Monday night.

Keeping its number that tight, while getting it done on key infrastructure is no easy feat these days. Yes, Grimsby came through with a 1.99 last week, but with two years of giant rate hikes, they should be coasting on “normal” increases for the next five years.

For West Lincoln, which had a very weak infrastructure when this council took the reins in 2018, a lot of good work has been prioritized. Bridges have not been condemned on their watch. They have been rebuilt, all with an eye to overall fiscal responsibility.

For those Smithville residents who don’t venture out into the rural area much, it is important to understand how crucial this infrastructure is. Bridges and properly surfaced roads are of paramount importance to areas which do not enjoy the other amenities townsfolk do - like water/sewer, for example. Now, more key updates are planned at minimal cost. That is the best of both worlds. M.W.

Planning for future a Town matter Rattling on regarding the low hanging fruit from last Tuesday’s Grimsby council meeting would be too easy.

It is clear the sentiment of many is summed up by the Letter to The Editor immediately to the right of this offering, so I will leave the antics of Ritchie and his buddies at at that.

Most residents hope these guys are a thing of the past once October 24 comes around - 235 days and counting – so let’s deal with an issue which will stick with Grimsby forever and a day – planning.

Planning in Grimsby has been in a considerable state of turmoil, for one reason or another, since Keith Vogl was bumped up from director of planning to town manager.

Keith was always a top drawer guy – classy, professional, extremely knowledgable - all traits any municipality would want for someone in such a key position.

No sense dwelling on the past because we are smack dab in the middle.

Case in point, The Woolverton got shot down at council last Tuesday. The proposed seven-storey, 74 unit apartment complex proposed for the corner of Elm and Mountain Streets was rejected oddly enough - by those who have proven over and over to be blindly pro-development.

Now, the vote was 7-2.

This amounted to the Grimsby 5 plus Mayor Jeff Jordan and Coun. Lianne Vardy. In checking with Jordan and Vardy after the meeting, they said they voted on the majority side which would allow them to suggest a reconsideration of the project should council opt to rethink its position. Of the

MIKE WILLISCRAFT five, to be fair, Coun. Dave Sharpe has been a proponent of having developers step up to adhere or come very close to parking requirements as set out in the Town’s planning guidelines. This was the case again, combined with some height concerns.

Of note, though, typically, is the triumverate of Councillors Kevin Ritchie, Randy Vaine and John Dunstall. This is the lot which swears by the Town’s expert, awardwinning planning team. They have repeatedly noted they depend on “expert” opinion and base their decisions on same.

Funny....not a single mention by any of them when it was repeatedly noted that not only had the Town’s planning department given The Woolverton its full approval, but so did Niagara Region, the Niagara Escarpment Commission and every other body asked to provide comment.

Now, none of this is not to say there are concerns with the proposal, there most certainly is. The shortage of 25 parking spaces is always key for downtown as a whole.

As chair of Grimsby’s DIA, I can tell you parking is right at

the top of matters we keep our eye on and hear about regularly.

Planners agreed that the 1-1 ratio of parking to units, plus 26 “day share” parking spaces would be sufficient.

There are also unique zoning guidelines for that particular site and the fact it is not on Main Street which opens the door, in planners’ eyes, allowing the project to proceed.

From all indications, going into Tuesday night, the project was going to be approved, but some late lobbying of downtown businesses derailed it somehow.

Jordan and Vardy spoke in favour of it, then voted against. Councillors Reg Freake and Dorothy Bothwell voted in favour of it with Bothwell touching on the key planning principles which will, eventually, see it approved at the Ontario Land Tribunal upon appeal. It ticks all the boxes or it never would have received endorsement of all the agencies, regardless of what any member of council has to say.

No, there was something strange about this whole situation....and I haven’t even got into the back room lobbying being conducted by the Town’s CAO with the Ontario Department of Housing, which had a representative actually sit on last week’s festivities. That’s one of the most bizarre things I’ve ever seen.

My only guess is it is some strange plot to use The Woolverton as a pawn, lump it in with the DeSantis and Losani projects on Main Street East and cry “unfair” to the ministry, who could wave a magic wand and approve all three.

Nothing would shock me.

The star on Stadelbauer Zula is on the case in TV crime drama Hudson & Rex

By Joanne McDonald For NewsNow Zula may be the Belancic family’s loveable pet in Beamsville, but she cuts straight to the chase when it comes to solving crime in the popular Citytv drama Hudson & Rex. This is one talented European Rottweiler and she earned her acting chops during filming for the final episode of Season Four of the Canadian Screen Awards-nominated Canadian series.

It started with a phone call to Will and Patti from wellknown dog master Sherri Davis, owner of BRB K9 Services in Ancaster. Davis’ own dog, German Shepherd Diesel vom Burgimwald, is ‘Rex’ in the series and stars opposite Halifax actor John Reardon who plays his partner Detective Charlie ‘Hudson’ in the show.

Davis has trained Zula since she was four months old and recognized the dog’s exceptional qualities.

She also trains dogs for police, military and film and early on had asked if something came up would they be willing to have Zula participate. COVID hit and Will and Patti thought, “out of sight, out of mind,” until the call came for an audition.

Fast forward to late 2021 and they got a message to send videos of Zula in action.

December 8 a limo was in their driveway to chauffeur Zula and Will to the Toronto airport. The passengers applauded Zula’s good behaviour when the plane landed in St. John’s, Newfoundland where the series is filmed.

“They’re just so happy and friendly,” Patti said of her fur babies. “They’ve got such big hearts. They’re our kids.”

“The bond Will and Zula have is extraordinary,” says Patti. Zula may be a loveable, playful pet, “but she knows when I put on her working jacket it’s time to work,” said Will.
