So while Kim’s letter on the FOI request further states, “Therefore, although we will try our best to process the requests in a timely manner, it will take longer than usual,” Williscraft said there is no justification for any delay.

Simply put, Williscraft said, the Town needs to deal with the request in a normal, timely fashion.

“As I noted last week, it is likely there are names in there which could easily be redacted to keep identities of staff confidential. The issue is not the names of staff, rather, the professionalism of the Town’s top staff member is key to public confidence.

As such, the report should be made public as part of council’s transparency and accountability mandate,” said Williscraft.

“The ministry information is clear, the reasoning suggesting a lengthy delay does not apply.”

The lengthy investigation was intiated after a series of contentious events in early February which included Mayor Jeff Jordan putting Schlange on administrative leave, four councillors not attending a spe-

cial meeting of council called by Jordan and then five councillors (Randy Vaine, Dave Sharpe, Kevin Ritchie, John Dunstall and Dave Kadwell) voting to reinstate Schlange. At the same meeting, council voted to approve having an investigation done into a series of allegations from several town staff.

The investigation culminated in a report into findings by John Curtis which was provided to council at a special meeting June 4.

A June 19 press release issued by the Town states, in part, “The report set out five (5) recommendations, all of which were unanimously accepted and adopted by Council. The Town will be proceeding with all the recommendations through its legal counsel. The investigation has now concluded and neither the Council nor Town staff will be providing any further comment in respect thereof.

Council will work together with staff to ensure that the Town continues to be a safe work environment and that the municipality will strive to be the best that it can be. Council is committed to its vision for the Town and fully supports its CAO, and in implementing the Town’s strategic priorities to ensure that vision is achieved.”

Grimsby hires new planning director (Editor’s Note: this story has been edited from the print version which incorrectly identified a former Town staff member.

Antonietta Minichillo has been hired as the Town of Grimsby’s new director, planning, building & bylaw.

Under the Town’s departmental structure, planning/building and bylaw departments had always been separate but have now been combined into one which Minichillo will oversee.

Minichillo comes to Grimsby from Brampton, similar to CAO Harry Schlange, who was in Brampton prior to a brief stop in Norfolk County before being hired in Grimsby in September 2019.

Minichillo replaces the previous director

of planning Michael Seaman, who parted ways with the Town in early 2019.

Minichillo is a registered professional planner (RPP), member of the Canadian Association of Heritage Planners (CAHP), and holds an undergraduate Degree in Urban Studies and Geography, as well as a Masters Degree in environmental studies (Planning).

In Brampton, Minichillo most recently served as the manager of community innovation and resilience in the planning and building department.

According to the Town’s press release, she has a successful record of accomplishments in leading teams responsible for a diverse range of planning portfolios, including policy, heritage con-

servation, housing and age-friendly communities. Minichillo has also been a part of key initiatives focused on sustainability and resilience and climate change.

One of the most impactful projects she recently led is the delivery and ongoing implementation of the Brampton 2040 Vision, an innovative blueprint to inspire responsible growth and evolution over the next 20 years.

This work included an extensive and inclusive public engagement campaign across a diverse population, a myriad of internal and external stakeholders, and within a two-tier municipal government.

Minichillo also designed and led the Nurturing Neighbourhood Program.

Minichillo will start her role with the Town on July 27.

No stone has been left unturned in an effort to insure all Ontario College of Health and Technology (OCHT) students maximize their educational experience.

After being shut down in late March due to COVID-19 concerns, OCHT will be able to start practical classes only for massage and paramedic programs on July 2.

“The college looks completely different with Plexiglas panels, signage, massage tables removed, 1000’s of gloves and masks and new manikins for the Paramedics to use instead of each other for scenarios,” said Mary Ellen Logan, OCHT’s owner and a Grimsby resident.

While in-class studies were suspended, programs still continued via Zoom classes.

Those in massage therapy studies used family members for demonstration purposes.

Prolonged closure and area businesses having staff working from home has forced the closure of College Café.

A new program - Educational Assistant–Special Needs Support - started in the middle of it all as the course is all theory, so was conducive to the virtual class process.

“We had our very first international student from Nigeria for the program so I didn’t want to cancel it,” said Mary Ellen, noting small groups will be able to meeting in the fall with full PPE. One aspect of OCHT which has fallen victim to the COVID-19 impact was the College Café.

“I paid all the staff for the first two months when we hoped this would not last long. Once we realized only 10 students at a time could come back and most of the businesses in our building

have employees working from home, I had to make the decision to close the café. That was heartbreaking,” said Mary Ellen.

“Our focus continues to be making sure students are not missing out on any education and they feel supported and connected.”

Tourism minister visits Lincoln businesses

By Tristan Marks NewsNow As of last Friday, Niagara has officially entered into stage two of the Provincial government’s plan to reopen Ontario.

Ontario Minister of Heritage, Sport, Tourism and Culture Lisa MacLeod toured parts of Lincoln along with Niagara West MPP Sam Oosterhoff, Lincoln Mayor Sandra Easton and other dignitaries to help emphasize the fact that many shops and services are now open throughout the region.

Among the stops made by the delegation were Tigchelaar Berry Farm in Jordan and Romagnoli Farms in Beamsville, where the dignitaries sampled the fresh produce

grown and harvested there.

MPP Oosterhoff said the goal of the tour was to help promote the stage two openings and encourage residents to venture out from their homes and support local businesses once more.

“I have heard from many small restaurants, fresh fruit growers, and local tour operators who are very concerned about seeing the numbers of visitors dry up due to COVID-19,” said Oosterhoff.

“Many local jobs are dependent on these industries, and it is important that we encourage people to safely enjoy the local sights, food, and drink we have to offer. Minister of Tourism, Cul-

ture, and Sport Minister MacLeod returned to Niagara upon my invitation as part of her “Reopening Ontario” tour, signalling to the people of Ontario how important it is to support our local industries in this difficult time!”

nesses to reopen with certain restrictions, including stores with in-mall entrances and out-door dining restaurants. Additionally, Churches and other places of worship are able to open at 30 per cent capacity, and social gathering limits have increased to ten people.

November 27, 1979 - May 31, 2020 It is with profound sadness we share the unexpected passing of Sean William Gregory Unrau who passed away suddenly at his home in Levack, Ontario on May 31, 2020 at the age of 40. Sean leaves behind his loving wife and best friend Marie-Ann Labelle Unrau as well as his precious daughters Kassie and Reggan whom he loved with all his heart. Time to expand re-opening While most Ontarians would agree that the provincial government has done a very good job juggling this COVID-19 mess, now that so much more about the virus is known, targeting and re-opening the economy should be accelerated - IF the citizenry adhere to social distancing guidelines. That’s a big IF. There is no reason a restaurant - for one example - could not be open for indoor dining at 30-40 per cent capacity. It would depend on the layout of a given place, but guidelines could and would be set for distancing of tables inside, disposable menus, wipe downs after each customers, etc etc.

Seniors, aka grown ups, know the risks, as do those with pre-existing conditions. Some are choosing to take significant precaution, some are out and about on a regular basis.

The point is, they choose.

Everyone needs to be careful. But the government cannot keep paying, and business owners have got to have a fair shot at keeping their livelihoods operational. M.W.

Small things add up There have been lots of “big” things as Grimsby council has disintegrated before our eyes, but the “little” things continue to pile up as well.

This week there were several little things and, now that council will only meet three times - yes, that’s right folks, three times between now and October unless Mayor Jeff Jordan calls a special meeting for which everyone decides to show up - you will see, good reader, how these things accumulate.

Last week, the Town hosted a webinar for rest-aurateurs who want to expand their patios. Great. The initiative includes waiving of the $200 fee for a permit to do just that. What seemed odd was there was no report or proposal at the council meeting which took place a few days prior. The decision on the process and waiving of fees, CAO Harry Schlange noted to me in an email, came from the Town’s EOC (Emergency Operations Centre) group.

All well and good as this committee was put together to expedite matters under COVID-19 protocols, but council should still be providing oversight and, at least be consulted where expenditures are possible and time allows. Time certainly allowed in that case, but a small thing given the fee is only $200 per instance.

Another item, the Town’s new planner has been hired. It comes as a surprise to absolutely nobody the new planner and CAO both worked in Brampton as there is a history to staff moving municipality to municipality under Schlange. Two departments were merged to create the position which could afford to bring in the new staff member. Little thing #2.

Last week I had a letter from the Town of Grimsby delivered which says, unfor-

MIKE WILLISCRAFT tunately, I will have to wait for “longer than usual” to see what will happen with my request for the report filed after a two-month investigation into allegations made against Schlange by some staff members.

Since I had not heard of any delays to Freedom of Information (FOI) requests, I checked with appropriate provincial officials which resulted in a definitive response.

Simply, any permission of delay comes at the top of the food chain, at the ministry level, and nothing in the emergency order relates to how municipalities should be conducting business.

Small thing #3.

Last week’s council meeting included a discussion spurred by a motion to have the Town’s advisory and subcommittee structure revitalized to keep projects and information up to date as all have been mothballed since March.

The shutdown of council’s administrative process also necessitated the delay of implementation for the new committee of the whole program which was to start in June but has now been put off until late September.

Council, at least five members of council, were not interested in maintaining two council meetings in the

summer or getting advisory committees to meet virtually over the next several months choosing to keep the traditional one meeting per month in the summer through to and including September.

That leaves one meeting in July, August and September for full council before we roll around to the one meeting in September which, according to Schlange, is scheduled to be the first committee of the whole meeting. This will kick a lot of administrative matters to the EOC. For this bunch, that is dangerous.

Small thing #4.

This is just one week... there are three months before council gets back to its regular meeting schedule in October. ****** So, onward we press.

As I regularly note, I welcome all and varied opinion at this publication. One reader did not like a short-coming on coverage of an event on last week’s deadline day. I appreciate her opinion. I will simply say we cannot get to everything, but we do our best and will always continue to do so. ****** Under the “good luck” category, we turn to Scott Brownlee and his new venture, “Sassafras” which opens Saturday in the former Olympia location in downtown Beamsville. This place has been planned long before COVID-19 reared its ugly head and, now that patios are permitted, Scott is getting ready to roll. The menu looks amazing and creative - can’t wait to try the Bayou Bullets.

Scott noted they are opening with a patio-style menu.

All restaurants are facing serious challenges in this climate. One could not pick a more difficult time to open, so best of luck to all at Sassafrass and all our other local eateries.

Ministry of Labour way to go: reader Dear Editor, As per your June 4 article regarding the health and safety of Town employees being of paramount importance and the alleged conduct of CAO Harry Schlange, why was there no formal complaint filed with the Ministry of Labor (MOL), who could have launched a fair, impartial inquiry into these allegations and give everyone a chance

benefit no one.

More importantly, it would have put CAO Schlange on notice that alleged “jock” locker room conduct has no place in a professional work environment, that he wasn’t the final word on any further complaints and that all employees have the legal right to contact the MOL if they feel their work place is unsafe.

West Lincoln Pride flag issue needed more ink: writer Dear Editor, After reading the June 17 edition of NewsNow I was surprised to not see more information on the controversy in West Lincoln around the flying of the Pride Flag and comments made by our mayor during a radio interview.

Although the timing of when the paper went to press may have limited some information, most aspects of this story were brushed over or not even mentioned.

With such interest in the community on social media including a petition with over 5,000 signatures for the resignation of the mayor, one would wonder why there was little coverage.

The limited story hit the middle of the paper and the editorial column focused on the farmer’s market in Grimsby. As

covering the story.

Hopefully your lack of insight on the importance of the story was just that and not fulfilling any other agendas.
