Niagara gets green light for re-opening to Phase 2

By Mike Williscraft NewsNow It was good and long-awaited news for many when Premier Doug Ford announced Monday that Niagara would be among the regions getting the Phase 2 re-opening green light this Friday.

The move comes as most businesses attempt to recover from the onset of the COVID-19 pandemic.

Most businesses are now permitted to be open with all prescribed social distancing measures in place. For some, like restaurants which are only allowed to open for customers with patio service, not having any capacity for inside service is still stifling.

“This progress is due to the hard work of residents in Niagara who have taken the steps necessary to flatten the curve,” said Sam

Oosterhoff, MPP for Niagara West, in a press release.

“Although this does not mean the danger of COVID-19 has disappeared and we remain vigilant, it provides hope for families and job creators who have been looking forward to some semblance of normalcy. I will keep listening to families, individuals, municipalities and job creators as we move Niagara into recovery mode from

COVID-19.”

The issue of further measures to help the business community was part of an extended debate at Grimsby council on Monday night.

The New COVID-19 Recovery Rate for Electricity As the COVID-19 situation continues to change, and the Ontario government begins to slowly re-open the economy, new electricity rates are being introduced.

Effective June 1, 2020, the Government of Ontario is introducing the new fixed COVID-19 recovery rate of 12.8 cents per kWh to support Ontarians as the economy restarts. Households, farms and small businesses who pay time-of-use (TOU) electricity rates will be charged this fixed rate 24 hours a day, seven days a week until October 31, 2020. This rate will be automatically reflected on TOU customers’ electricity bills for all three TOU periods.

Through these difficult and uncertain times Grimsby Power continues to support its customers with flexible payment arrangements, no disconnections for non payment and no late payment fees.

“There is lots of controversy about closing downtown whether it be nights, weekends or permanent. I don’t know what the right answer is,” said Coun. Reg Freake, who also sits on the Grimsby Downtown Improvement Area board, who suggested a study or survey on the topic.

“We don’t want anyone suffering.

We need to hear from them [businesses] all.”

Coun. Randy Vaine said he would “strongly oppose” any move to remove parking spaces from the mix, adding that he is still getting complaints about the traffic and parking issues from when the Grimsby Farmers Market was on Main Street every Thursday in the summer. The market has moved to Peach King Centre this year.

“Keep parking open. Keep the street open,” said Vaine.

Coun. Dave Kadwell agreed, somewhat, with Vaine, noting, “I’m not excited about closing the street.”

Coun. Lianne Vardy said council needs to be prepared to be creative and flexible when it comes to possible solutions.

“We may want to try a couple of pilots, to rethink how we want to see Main Street,” said Vardy.

“Now is the time to think of that.”

CAO Harry Schlange noted a design charette “after recovery and to prepare for the long haul.”

Vaine noted that any moves done which may help some should not be at the expense of others.

“Some merchants are strongly opposed to any closure...we cannot give up any parking. It would be a horrible, horrible move,” said Vaine.

Coun. Dave Sharpe agreed noting he, too, heard many complaints from residents regarding traffic issues when Main Street was closed.

Noting Grimsby’s geographical challenges, he said the town is not in a position to consider an extended closure for Main Street.

“We have a small number of East/ West corridors,” said Sharpe, noting both a closure on the South Service Road for Road repairs and a closure of the Elm Street bridge for repairs created significant traffic issues of late, adding that QEW traffic issues also contribute to Main Street’s traffic flow volume.

If the street were closed long-term he said, the vast majority of time would be a waste.

“You would get to the barricade and ask, ‘Why is this closed’,” said Sharpe of any off-peak times or days with poor weather.

“I am not going to support closing Main Street completely.”

The matter was referred to the Town’s Emergency Operations Centre for further review.

The Silverdale Hall drive-thru was moving briskly last Friday.

In a year of firsts, organizers of Silverdale’s first drive-thru barbecue were ecstatic to generate just over $4,500 for McNally House Hospice last Friday.

“It was a bit stressful in the beginning not knowing how many people would actually show up and not being able to use the Silverdale Hall property,” said Jill Bachorski, one of the event’s volunteers.

“This was the very first time in this format. We usually do a BBQ for Mother’s Day weekend in normal times: never a drive-thru.”

Chris Frere, event organizer, said the community came together to make it happen, especially since volunteers could not use Silverdale Hall as per previous years due to COVID-19 restrictions.

“McLarin Trucking offered

their location for the site of the BBQ drive-thru when the local community hall was closed to all events,” said Frere, noting a long list of sponsors donated everything from flyer printing to tart shells.

“We had 80 vehicles drive through - 120 burgers, 60 hot dogs and 60 chicken-filled buns, plus eight veggie burgers all gone by 6:30 p.m.”

I suspect, given the news coming out of Pioneer (where the outbreak arose), more greenhouses will make it mandatory now for all employees - both domestic and foreign workers - to wear PPE.” In Lincoln, Kirkopoulos said he and Paul Di Ianni, economic development officer, launched a series of proactive calls to those in the greenhouse sector.

“The calls were initiated by the Town as a proactive step in seeing how safe operating procedures were being put in place at vineyards and greenhouses in our community, especially in light of the news in St. Catharines and the outbreak we saw in Norfolk County at a local farm there,” said Di Ianni.

“Specifically around the Foreign Temporary Workers, greenhouse operators such as Freeman Herbs and Hendriks are spacing out their foreign workers to ensure physical distancing as much as possible.”

As well, Kirkopoulos said additional cleaning practices were stepped up.

“Their housing facilities are being sanitized daily, masks are being worn and their travel in the community is being minimized.

“Mandatory 14-day waiting periods for new arrivals are still happening. It should be pointed out that the outbreak at Pioneer and in Norfolk County was a result of locally acquired infections, not something that came from oversees.”

Lincoln has enlisted the services of Hugh Fraser - on behalf of the GGAL and the Town.

“Hugh will be working on a communication piece to all members of the Greenhouse Growers Alliance to ensure that we are sharing best practice guidelines and reminding them of the offer from the Town for face shields,” said Kirkopoulos.

“Vineyards are operating under the similar procedures and we will be working with Richard Linley from the OCW to continue to spread our message around safety and the face shields initiative.”

“I think now, more than ever, with what is going on around us both in terms of COVID-19 and generally with respect to acceptance - race relations and diversity - it is important we deal with fact versus what, at times, may be a misinformation or a stereotype around our migrant worker program . It is essential.”

By Mike Williscraft NewsNow Like with many topics relating to COVID-19, Lincoln’s CAO is hoping people take the time to get facts before forming an opinion on issues relating to migrant workers.

Migrant workers became a hot button issue in Niagara earlier this month when a greenhouse operation in St. Catharines had 60 workers test positive for COVID-19.

First and foremost, CAO Mike Kirkopoulos confirmed none of the migrant workers arrived with the virus. All had been in good health and went through the recommended 14-day quarantine.

As well, most local greenhouses were already using personal protection equipment (PPE) for all their staff, both indoors and out.

“Both the Ontario Craft Wineries Association (OCW) and Greenhouse Growers Alliance of Lincoln (GGAL) indicated that they are actively working on best practices guidelines and safe operating procedures for their employees on the farms,” said Kirkopoulos.

“While not mandatory by provincial law, many greenhouse growers have made the wearing of PPE by staff mandatory both inside the office space and on

Safety first as GBF doors re-open

By Tristan Marks NewsNow ’Safety’ is the watch word at the Grimsby Benevolent Fund (GBF) as the charity organization opens up with limited capacity.

Although the thrift store, donation drop-off and food bank are open, GBF has implemented a number of safety precautions for the foreseeable future.

The following precautions are in place to mitigate the risk of COVID-19: • GBF hours are limited to 12 to 4 p.m.

Wednesday, Thursday and Friday; • The store is limited to 20 customers at a time; • Everyone inside must wear face protection, including customers, volunteers and staff; • Customers must wash their hands and receive a cleaned shopping cart from a sanitation tent set up outside of the front door; • Those eligible for the food bank will be screened for COVID-19, for those have symptoms or came into contact with someone with symptoms, GBF

will schedule a front door drop off; • Donated items must be clean and in sellable condition; • Donations will be quarantined in a container outside of the building for 24 hours, and; • Donations will not be accepted after hours.

“At no time will we risk safety,” said GBF executive director Stacy Elia.

Elia said that there is much relief all around that the organization is starting to run again.

“The team is excited to start up again, and this means a lot to the community, who relies on us,” she said.

“We’re very grateful to the volunteers from the community who came back now that we’ve started.”

However, Elia added that GBF is looking for more volunteers. Many regulars have not returned out of caution, she said.

Elia also said that GBF’s food bank “always” needs new donations from the community to help serve the families who need it.

No more signs for beach water quality With Phase 2 for Niagara’s COVID-19 re-opening underway, testing of water quality at the region’s beaches will also start this week.The first set of results will be posted on the region’s website on Friday, June 26.

These results will only be online as regional officials have made the decision to no longer place “unsafe for swimming” signs at each beach to let visitors know what current water quality at any particular site is.

“Niagara Region Public Health staff monitor 18 beaches weekly to assess safety concerns such as algae growth, debris or spills, as well as to collect water samples for bacteria testing,” said Anthony Habjan, acting director, Environmental Health, Niagara Region Public Health.

“Providing up-to-date information on the safety of each location will allow residents to make an informed decision to go swimming once beaches reopen.”

Beach water quality can frequently depend on the weather and can also be impacted by a large number of swimmers, wind

and high waves, a large number of birds, and heavy rainfall. Entering the water with high bacteria levels can cause eye, ear, nose, throat and skin infections, as well as stomach problems if the water is swallowed.

On the matter of having no water quality notice signs at beaches, Habjan said, “The reason for the cancellation of the beach signs was due to the inconsistencies and large lag times of when the beach signs were being changed from open or posted.”

“Once we update our website, emails are sent to the municipalities who then have to go and physically change their signs.

We noticed that signs would sometimes not be changed for days providing inaccurate information and increase number of complaints by the public.”

Having a sign that indicates to check the website will provide the most current and up to date information for the public for informed decisions making.

Public Health can be found on the Beach Water Testing in Niagara page. Beach water testing information is also available through the beach hotline at 905-688-8248 ext. 7789 (or 1-888-505-6074).

The public should continue to check local municipality websites for the most up-to-date information regarding beach opening dates, public access, as well as what facilities and services are available before planning a visit.

In order to protect the region’s residents and visitors from COVID-19, beaches will open with physical distancing measures in place, and residents are strongly urged to voluntarily do their part to prevent the spread of infection. As beaches open, it is more important than ever that we play our part to keep our community safe and COVID-19 transmission low in Niagara. When residents head to the beach, regional officials ask they do so responsibly by taking steps to keep themselves and others safe.

A formal Freedom of Information Act request for the investigative report regarding Town of Grimsby’s chief adminstrative officer has been filed.

The form was submitted to town hall Friday afternoon, June 12. No response was received by press time Tuesday.

Council received the report and supported acting on a series of recommendations at a special meeting June 4.

“Clearly there would be some privacy issues relating to the content, but that could be resolved by simply redacting names.

The names of who said what is not of concern as far as town staff go, but the conduct of the CAO is relevent to the greater public good of the community,” said NewsNow publisher Mike Williscraft.

“If all is inconsequential and minor as some councillors seem to feel, there should be no issue.”

Pride flag flying in West Lincoln After some comments from West Lincoln Mayor Dave Bylsma regarding the township not flying the Pride flag at town hall drew the ire of many, town officials now say the issue is rectified.

Bylsma said there was miscommunication as he received the request to raise the flag, but the email was lost in the flow of communications with everything else going on and it was not passed on to township staff.

“As Mayor of West Lincoln I absolutely believe every person is worthy of equal protection under the law. I apologize if any individual or group

felt their worth was not recognized by my comments, as I believe that every Canadian should be treated with dignity and respect. This also has been my personal practice,” said Bylsma in a release. “I do apologize for my part in the oversight that failed to pass the communication from Pride Niagara over to the clerk. It is my role to be the voice of council and council will be holding a special council meeting specifically on Pride Niagara’s request for West Lincoln’s involvement in Niagara Pride Week and I, as always, will follow the direction of council.”

So last week on this page it was noted four members of Grimsby council - councillors Dave Kadwell, Dave Sharpe, John Dunstall and Randy Vaine - opted to be no-shows at a council meeting when their amigo #5 Coun. Kevin Ritchie could not attend as he was on vacation.

It was also noted councillors Kadwell, Vaine and Sharpe were aware of serious staff concerns before they voted to support a Code of Conduct document which did not include a third-party confidentiality mechanism to protect staff.

It also noted Kadwell was on the hiring committee which actually supported another candidate entirely but, when push came to shove, the new CAO became Harry Schlange, a long-time friend of Kadwell.

At Monday’s council meeting, the only item Kadwell questioned was a point about him seeking to be added to the hiring committee which did the legwork on the CAO search, saying there is some “serious misinformation” there and he left it with the mayor to follow up. I await that call. M.W.

Case in point, the revamped and successful drive-thru barbecue in Silverdale last week in support of McNally House.

Both of those events had to be recreated at new locations.

Virtually everything will either have to adapt or simply remain on hiatus until the coast is clear of COVID-19. There is no way around it.

Jordan Lions have tinkered with their very popular wing night program, evolving that into a pick-up only event. While it used to be a highly social, all-youcan-eat wing night, now supporters are asked to place order (call 905-3212645 or email jordanlionsclub@gmail.com) and pick up at their drive-thru. It will be credit card or debit only, no cash.

On a larger scale, some discussion arose at Grimsby Council Monday night about the downtown core and possibilities which could help support the business community in its attempt to survive the current economic onslaught.

One obvious suggestion which draws interest from many is the notion of closing main street off to create a “town square” style area.

My own personal view is after hearing from countless residents and virtually all business operators over the years - that dog won’t hunt.

MIKE WILLISCRAFT Before you get into the question of would it achieve its desired goal from a business point of view - develop increased foot traffic in the immediate downtown area - one must consider those who have had major, negative financial impacts on other days when the road was closed just for an afternoon or single day.

From a resident point of view, over many years, it’s no contest. There are those who love the market and love when special events are on and the street is closed, but the vast majority detest it and go out of their way to avoid downtown.

Even with that, one could get into major upheaval and consider the possible acquisition of the post office property, the redesignation of Elm Street as the major regional thoroughfare and have Main revert to town control....serious and core infrastructure changes which “could” work.

As an alternative, I offer the following suggestion, not because I think it is right, but simply to stretch the minds of all involved to consider the possibilities.

In my first incarnation as a board member of Grimsby’s Downtown Improvement Area board, I introduced an idea to redevelop Ontario Street - between Main and

the CN tracks - as a Hess Village style (in its hey day) esplanade.

There are already many businesses in that stretch and zonings are generally favourable, but rezoning would be the easiest part of any puzzle there.

In my mind’s eye, I can see majestic cairns on each end with wrought iron gates in place which would simply need to be swung shut when the stretch is closed for community events.

The trick, for ongoing events such as the farmers market, is to borrow slightly from a nuance in Beamsville’s core where Central Avenue is one-way right at King Street. For example, Main Street Grimsby traffic would flow much more smoothly if Ontario was one-way north from Main to the service road.

If Grimsby Fire wants one-way to the south to speed fire calls - as opposed to trucks taking John and Robinson to get to Main or using Christie, no problem.

Then the southbound lane and town portion of land including sidewalks could be blocked off as a permanent “town square” (but really rectangle) area.

This space would always be available for use for any event with no impact to traffic whatsoever, once proper infrastructure was in place.

Residents in that area would have some limitation on direction but would always have access and, over time, the area would become more commercial anyways.

For my money, polishing the gem that Ontario Street could be, having next to no impact on traffic and developing more useful commercial space in the core is a potential winner for all.

Lincoln releases 2020 plans for summer club, pools, other seasonal programming Summer fun is returning to Lincoln in 2020, with safety being the top priority.

The town released its list of summer programming offerings on Monday, many of which have been altered to comply with COVID safety regulations.

Notable items in the list are announcements for a new ‘Summer Adventure Club’ which will take the place of regular summer camp programming this year, as well as efforts to prepare outdoor pools for reopening.

The new ‘Summer Adventure Club’ will operate weekly out of the Fleming Centre and Jordan Arena. It will offer kids fun and creative physically-distanced sports, games and crafts, with activities held outdoors whenever possible.

Premier Doug Ford announced on Monday that Niagara municipalities will be moving into stage two of re-

opening come Friday, which includes procedures for reopening outdoor aquatic facilities.

Town staff are working to update outdoor pool programming and modify where required in order to comply with Provincial requirements, with further updates on the way.

In addition, the Town announced online programming for children

and youth, including leadership and STEM (science, technology, engineering and math) activities.

Lincoln has also announced that weekly, themed family-fun kits are available for curbside pick-up. These kits will include supplies and instructions for summer fun at home.
