Council adopts options cited in CAO investigation

By Mike Williscraft NewsNow A report with findings and recommendations regarding an investigation into the conduct of CAO Harry Schlange was approved last Thursday, June 4, at a special meeting of Grimsby council.

Schlange was on the job and attended a Niagara Region chief administrative officer meeting Friday morning.

The motion - regarding the report submitted by John Curtis approved at Thursday’s meeting read: “Resolved that Council direct the Mayor, Clerk and Legal Counsel to proceed with implementing all the recommendations as listed in the confidential closed session investigation report by John Curtis.”

The third party investigation - set in motion by council at a

meeting on Feb. 10 - arose after a situation the previous week when Schlange had been placed on administrative leave by Mayor Jeff Jordan.

Jordan attempted to call an emergency meeting of council on Feb. 5 but only Councillors Reg Freake, Dorothy Bothwell and Lianne Vardy showed up in addition to the mayor. Councillors Dave Sharpe, John Dunstall, Dave

Kadwell and Randy Vaine did not show up and gave no notice.

Coun. Kevin Ritchie was on vacation.

All showed up on Feb. 10 to approve a motion which would reinstate Schlange, force the mayor to issue an apology and set the investigation in motion.

The New COVID-19 Recovery Rate for Electricity As the COVID-19 situation continues to change, and the Ontario government begins to slowly re-open the economy, new electricity rates are being introduced.

Effective June 1, 2020, the Government of Ontario is introducing the new fixed COVID-19 recovery rate of 12.8 cents per kWh to support Ontarians as the economy restarts. Households, farms and small businesses who pay time-of-use (TOU) electricity rates will be charged this fixed rate 24 hours a day, seven days a week until October 31, 2020. This rate will be automatically reflected on TOU customers’ electricity bills for all three TOU periods.

Through these difficult and uncertain times Grimsby Power continues to support its customers with flexible payment arrangements, no disconnections for non payment and no late payment fees.

The Feb. 10 meeting at which the investigation was approved was highly contentious. When the motion to reinstate was finalized in a 5-4 vote (with Kadwell, Ritchie, Vaine, Sharpe and Dunstall voting in favour), about a dozen town staff who were in the gallery abruptly rose up and departed the council chambers. Several of the female staff were in tears in the lobby area after the meeting.

Canada Mortgage & Housing Corporation (CMHC) is making it more difficult for homebuyers to be approved for an insured mortgage. An insured mortgage is a mortgage for a home purchase with a downpayment amount less than 20%.

CMHC’s new rules take effect July 1st; - Debt servicing ratios (GDS/TDS) will be restricted to 35/42 from 39/44. This adjustment to the ratios means that a borrower will qualify for a mortgage that will be significantly less than if qualifying under the current 39/44 maximums.

- At least one borrower must have a credit score of 680. This increase to 680 will now make it very difficult for a borrower who has other financial obligations - such as a car payment, student loan, to qualify, as the credit score fluctuates relative to one’s debt load. The current minimum credit score requirement for CMHC is just 600, so this increase to 680 is, in my opinion, the most crippling rule change to affect borrowers.

- Non-traditional sources of down payment that increase debt, like an unsecured loan, will no longer be acceptable downpayment.

CMHC often is the first to announce any policy changes that make it more difficult for borrowers to qualify, and often sets the tone for the other two private insurers to follow with their own policy changes, sometimes not as rigid as CMHC. The advantage to having three insurers to choose from is that while they are similar in a lot of ways, there are some key differences in policy that can mean the difference between getting a mortgage application approved or not.

GBF Community Services Update GBF recently opened our retail store at 40 Elm Street. Initial hours have been shortened to allow additional time to clean and restock our facility. Currently, we are open Wednesday thru Friday 10:00am – 4:30pm. We will continue to provide updates as our hours increase; this will be very dependent on our volunteer base.

Receiving will begin to open and take donations at our 40 Elm Street Location on June 10, 2020 Wednesday thru Friday 12 – 4:00pm. We will continue to update any changes to our receiving hours in the future. Due to Covid-19, it is extremely important that all items being donated must be clean and in working order. All clothing is required to be cleaned, and in a clean bag, and or container. GBF team members have the right to refuse any items that do not meet this requirement.

During your shopping experience, please notice and follow the floor decals throughout our facility and check-out lanes. Their purpose is to make it easier for you to social distance from other shoppers. We are limiting the number of shoppers in the store at any given time. All shoppers will be required to wear a face mask, have their hands sanitized, and take a shopping cart before entering the building.

Our fitting rooms will remain closed to further protect your health and safety.

We have increased the frequency of cleaning commonly touched surfaces; this includes shopping carts and check-out areas. In addition, hand sanitizer wall units have been installed for your safety and convenience.

Our staff and volunteers will be wearing protective gear for their protection and yours.

If you are not feeling well we kindly ask that you remain home until you feel better.

Thank you for your understanding and continued support during this difficult time. We will continue to listen to local health and government officials as we continue to best serve you, while ensuring we do our part to limit the spread of Covid-19.

WL Chamber “half way” through face shield order The West Lincoln Chamber of Commerce began selling its first wave of protective face shields last weekend with help from the West Lincoln Township Council.

On Friday and Saturday, volunteers from both organizations operated a face shield “drive through” at the Chamber office parking lot, where business owners drove up to volunteers to receive their shield at a safe, healthy distance.

Chamber president Rob Wood said he and

the other volunteers handed out about half the Chamber’s initial order of 300 shields during the weekend..

“We still have a ways to go,” he said. “The intention is that we’ll get the rest of the first shields delivered this week.”

Although the Chamber had not formally decided on a plan at press time, Woods said the rough strategy is to deliver some of the masks by hand and then likely hold a second drive through event on the weekend.

62 Phantom Squadron rises above pandemic setbacks

By Tristan Marks NewsNow West Niagara’s 62 Phantom Squadron Air Cadets are pulling out all the stops to make up for lost time due to the COVID-19 pandemic shutdowns.

Thanks to quick planning, the organization has turned to the community to help maintain altitude through an ongoing bottle drive, scrap metal donation and more.

Among these fundraiser will be an upcoming weekly flea market, starting the weekend of June 27 and 28, which will continue 8 a.m. to 3 p.m. every Saturday in July.

“The officers and volunteers have worked very hard to help mitigate this pandemic and help make it as though COVID-19 never happened for us,” said former commanding officer and current Sponsoring Committee chairperson David Leonard, who also thanked the community for its generosity.

Summer, as Leonard explained, is the “prime time” for cadet training and fundraising. The Ministry of Defense suspended in-person meetings of the cadet program Canada-wide until Sept. 1 at the earliest back in April. Not only was summer field training cancelled, but also important fundraisers such as the ‘Tag Day’ campaign.

The squadron would have been $50,000 in the red after April alone, due to the loss of revenue from cancelled fundraisers, the lack of facility rentals and other programs.

Bruce Trail open but social distancing still required As of June 2, most of the Bruce Trail is now open, ready for hikers to take an opportunity to reconnect to nature- while maintaining social distancing practices.

Areas that remain closed along the trail include most waterfalls, high traffic tourism destinations, and some private properties.

However, most of the southern trail, from Niagara to Toronto is open, said Bruce Trail Conservancy CEO Michael McDonald.

“If you’re looking for a way to reconnect with nature, now is a great chance,” McDonald said.

He warned prospective nature explorers to keep in mind that amenities at municipal parks and nature conservancy trails connected to the trail remain closed.

Bailey, Leonard

Len Bailey at the age of 91 peacefully passed away on June 2, 2020 surrounded by those he loved. He was full of life, love, and a temper to match his red hair. Leonard loved his family, his church, God, fishing, hunting, Manitoulin Island and most of all his wife of almost 71 years Vera Bailey. He was kind, caring and assisted others at every opportunity.

He was a member of the Masonic Lodge for over 50 years and a long time member of Fifty United Church in Winona. He is survived by his loving wife Vera Bailey (Kelly), his 3 children Michael Bailey (Debbie), Karen Pow (Bill), Mark Bailey (Susan), his 8 grandchildren Adam, Julie, Mellissa, Scott, Tanya, Mathew, Alana and Dayna, and his 12 great grandchildren.

Passed away at Deer Park Villa, on Wednesday, June 3, 2020, in her 103rd year.

Beloved wife of the late Alfred Chadwick (1992). Loved mother of Jim Chadwick (June), the late Thomas Chadwick (1992) and the late Beverley Schneider (2018) (Erwin).

Cherished grandmother of seven grandchildren, twelve great-grandchildren and four great-greatgrandchildren. Missed also by two sisters and two brothers. Predeceased by six sisters and three brothers. William was born in Northern Ireland on February 17, 1932. An avid, footballer, he played for the Crusaders of Belfast. Emigrating to Canada in 1957, he met the love of his life, Barbara.

West Lincoln gets involved The face shield program took a couple of major steps in the last week with Grimsby acquiring another 300, Lincoln ordering another 1,500 on top of their initial 300 and the Twp. of West Lincoln and the West Lincoln Chamber of Commerce getting started with 300 of their own for their residents.

That is a mountain of interest, appreciative residents and businesses, and safer employees and residents, which was the whole purpose for getting that program off the ground.

Countless residents who have come into NewsNow’s office comment how they can breathe much better with a shield, or how masks makes their glasses fog up. All kinds of thing. Really, it is about what is safe and makes you comfortable as we all do our share to get through this thing. M.W.

Town staff should be #1 concern As any of you who follow Grimsby town council with any consistency know, last Thursday, June 4, was an important day for this dysfunctional bunch.

The “independent” third party report into the conduct of CAO Harry Schlange was due and its author was in attendance for the festivities...festivities which were held at the Peach King Centre auditorium due to the amount of space needed to fulfill COVID-19 distancing measures for those in attendance.

This is a tricky topic for me but not likely for the reasons you may suspect, good reader.

I am concerned for town staff and their working environment. Period. For that reason, I won’t get into the specific allegations of remarks the CAO is said to have made.

At this point, little is known about the report. I didn’t call a single member of council or town employee on the matter not wanting to compromise anyone’s situation.

What we do know is Mr. Schlange was on the job Friday morning and ready for a Niagara CAO meeting.

So this means there was no suspension of job action taken against him immediately after Thursday’s special meeting.

As far back as November 2019, just over two months after Mr. Schlange started his CAO post, I got my first call from a town staffer highlighting a concern in dealing with the CAO. My Jan. 30 column focused on the issues with council rushing to approve a code of conduct which included no mechanism for confidential whistleblowing. I noted then I had to “dance a bit” to protect

MIKE WILLISCRAFT staff and that has not changed.

You may recall, that was the point in time when members of The Grimsby Five simply opted out of their elected duties and chose not to attend the Feb. 5 special meeting of council, four with no notice, one was on vacation.

It was a meeting just prior to that when council took the unusual move to approve a major, detailed report which showed up directly on a council agenda. It was not run through a sub-committee or public meeting and was approved the first time council set their eyes on it.

In that Jan. 30 column, I noted, “... I have had detailed discussions with councillors Kadwell, Randy Vaine and Dave Sharpe prior to Tuesday’s meeting. When they voted to approve the code of conduct as presented, ignoring concerns raised by Coun.

Dorothy Bothwell that no third-party process be included to protect those filing complaints, they essentially sold Town staff down the river.”

I had explained to them in our discussions in my office what staff unrest was about and asked if they knew.

Sharpe and Vaine said they simply did not believe staff.

Kadwell said he talked to staff all the time and nobody said they had any issues. The conversation with Kadwell came the day after a staff recognition event at the fire hall and he said no concerns were mentioned to him.

Kadwell’s ability to be objective is questionable because pretty much everyone knows he and Mr. Schlange have been very close personal friends since they were young boys. This point has caused concern for many going back to when Kadwell fought to get himself onto the hiring committee when he was initially left off.

But that is another matter yet again.

The crux of this matter at this point in time centres on the comments of Vaine and Sharpe in January and - now that the ink is dry on the investigation - they can no longer live by the “I don’t believe staff” version of things. Instead, the report should be released to the public so they can know the details and results of the investigation and make up their own mind.

Mr. Schlange has never hidden - just the opposite in fact - that he considers himself a “jock”- a point he made to me when I happened to bump into him at a Niagara-on-the-Lake hotel earlier this year.

As I have noted, I know what some of these alleged comments are. So, too, now does council.

It is unfortunate how the whole matter has been dealt with in addition to the actual core issue itself.

One has to wonder what members of the Grimsby 5 would think if their wives or daughters were subject to the alleged comments and situations.
