Grimsby rejects Bill 23 unanimously in special meeting

Despite calling a special meeting of council, Grimsby could not beat the provincial govern ment to the Bill 23 punch this week.
In its first meeting since its inaugural session last Monday, Grimsby’s fledgling council got its new term off to an intense start dealing with the Province’s contentious Bill 23, which will release major chunks of Greenbelt land for development.
While Bill 23 was announced just over a month ago it was passed by Premier Doug Ford’s gov ernment on Monday.
Council received a detailed overview of the impacts of Bill 23 from Grimsby supervisor of planning Terri Donia Edwards and discussed the matter at length before unanimously approving

a motion rejecting Bill 23.
“The Town of Grimsby does not endorse Bill 23 in its current state and requests that the Ontario Provincial Government withdraw and/ or extend the comment period for feedback on potential legislative, regulatory, policy and oth er charges, to allow for full municipal participa tion,” said Mayor Jeff Jordan in one passage of the lengthy motion.
“I think everyone is in agreement we need to see MPP (Sam) Oosterhoff here,” he added not ing council and staff can bring concerns.
Donia Edwards outlined the two parcels the province has said it will remove from the Green belt to allow for residential development on those lands.
A key components of the proposal is having
detailed plans to move on planning quickly for projects by the end of 2023 and be ready to move ahead with construction in 2025 latest.
If timing conditions not met, land will be re turned to the Greenbelt.
“Some of those timing challenges present us with some policy challenges,” said Donia Ed wards. “The first of which is the Niagara Official Plan. It was approved by the Province on Nov. 4 and in there it does not have any settlement boundary changes that would be reflected in those proposals. So, it is not in the approved document.”
That fact sets off other procedural issues.
“The current Planning Act indicates that no changes to an Official Plan are allowed to be

She noted Grimsby and Niagara Region completed an “expen sive” Municipal Com prehensive Review to assess Grimsby’s number for projected growth under the Prov ince’s growth planwith 7,000 being the ul timate number reached.
Grimsby’s current available land would allow accommoda tion of that goal by the 2051 target date. Now, with the new lands be ing brought online for development, no new growth ceiling has
been assessed.
“What we’re saying to the province is, if you want these things to happen and hous ing to be built, a sim pler process would be required for council to even consider the lands for settlement bound ary expansion and fu ture development,” said Donia Edwards.
DC ISSUES
Bill 23 also has major issues around develop ment charges (DCs), which is a fee put to developers to cover key aspects of infrastructure and services.
Donia Edwards told council the legislation says developers will pay for necessary in frastructure upfront but “water, sewer and transportation servic ing is planned years
in advance based on growth allocations.”
“There are some points in Bill 23 that indicate reductions in development charges which would also limit the ability of munici palities to pay for the needed infrastructure to support growth.”
She added more clar ification is needed on that matter.
The problems and concerns laid out by council during discus sion were many, but for Coun. Nick DiFlavio the number one matter was clear.
“This (Bill 23) doesn’t
solve the problem they are trying to resolve... The problem is the af fordability of housing, not the availability of housing,” said DiFla vio, suggesting major components of the development on these two parcels much be geared to those with lower incomes - the first 4-6 storeys of a new build - “That’s what solves the prob lem is when you build housing that people can afford.”
DiFlavio noted that the 30-day consultation window permitted by the Province was
the equivalent of “we don’t want consulta tion”, given the timing overlapped the inau guration of new council terms.
AFFORDABLE?
For Delight Davoli, the matter of afford able housing is im portant, but Grimsby should not be looked at as a sole solution.
“My concern is it should not be our bur den alone to bear for the entire region of Ni agara,” said Davoli.
On the matter of the parcels not conforming to current Town and Region guidelines, as
sistant director of plan ning Walter Basic said an Official Plan review will be triggered.
“The Official Plan will have to conform to the regional Official Plan and it will have to conform to any provin cial policies that are in place at the time.” said Basic.
“These are thoughtful changes that need to be made. Again, what are the implica tions on the infrastruc ture and the financial implications on the in frastructure. Not just can it be done, can we afford to have it done.”

Use pressure raises GBF food bank need
With demand at an all-time high, Grimsby Benevolent Fund and Grimsby Firefighter Association’s annual food drive takes on an other level of urgency this year.
“We are seeing an in crease in our numbers. Currently we have 90 registered households.
This is over 200 indi viduals already regis tered in Grimsby,” said Stacy Elia, GBF’s executive director.
As in recent years, adjustments have been made to the traditional food drive. Donations can be brought to this Saturday’s (Dec. 3) Santa Claus Parade to
be collected by fire fighters, or dropped at GBF during regular business hours.
Due to delivery limi tations, the firefighters have altered their ap proach this year going to a BYOB (bring your own bag) format.

The Town of Lincoln has completed a preliminary design for road improvements on Durham Road between South Service Road and King Street (Regional Road 81). Through the design process, various project elements have been assessed, including existing road and pavement conditions, road geometrics, street lighting, minor drainage improvements and truck turning movements. After careful consideration of all these elements, the Town is proposing the following improvements be implemented on Durham Road within the project limits:
• Full road reconstruction and widening to a standard suitable for heavy truck traffic.
• Intersection improvements at King Street and South Service Road to improve truck turning movements.

After careful consideration of all these elements and significant feedback received from the first round of Public Engagement, the Town has shifted from the original sidewalk design and is instead proposing the following improvements be implemented on Hillside Drive and Aberdeen Road within the project limits to improve active transportation safety in the area:
• Full road reconstruction, including a new asphalt surface and wide 1.2m paved shoulders
• Minor road alignment adjustments and a new all-way stop condition at the Hillside Drive and Aberdeen Road intersection
• Minor ditching and drainage improvements
The Town has arranged for online public engagement to allow residents and interested members of the public an opportunity to review the preliminary design and provide feedback. Project details and the preliminary design will be available for review on our public engagement site SpeakUpLincoln.ca beginning December 5, 2022. Public consultation is integral to all Town of Lincoln projects, and the community is encouraged to submit comments through Speak Up Lincoln by December 19, 2022.

Lincoln’s popular Winter WineFest makes its re turn this month - this time at Ball’s Fall Conservation Area Dec. 9-11.
The change of venue is due to Main Street Jordanits traditional site - still be ing in the midst of its major renovation.
“With the Jordan Village Improvement project well underway in the Village and surrounding area, we are unable to activate the usual event space, in a manner that will allow for success and public safety, said Brit nie Bazylewski, Lincoln’s tourism coordinator.
“However, thanks to an incredible partnership with the NPCA and sup port from the Niagara Re
lief Fund provided by the Tourism Partnership of Ni agara, Lincoln was able to take the lead on this legacy winter event and broaden programming for visitors and residents alike.”
The change in venue will allow for several unique additions to the program, such as enhancing tradi tional programming with the support of the NPCA’s jam-packed family entertainment schedule.
“Guests of Winter Wine Fest in 2022, will get ex clusive access to Ball’s Falls Holiday Light Trail- a festive edition to this an nual winter event, said Ba zylewski.

West Lincoln CAO named to lead CAMA
Bev Hendry, West Lincoln’s chief admin istrative officer, has been named presi dent of the Cana dian Association of Municipal Admin istrators (CAMA) effective Jan. 1. Hendry replaces out going president Cory Bellmore, who will be stepping down from her duties as CAO for the City of Dawson, YT at the end of De cember, and resigning from CAMA.
Hendry, who most recently served as CAMA’s first vicepresident, was elect ed president during a virtual board meeting held on No. 24.. She is also the member-
at-large for Municipalities with a Popu lation Under 100,000.
“I am very honoured to follow Cory’s leadership and to repre sent the CAO profession across Canada as CAMA’s next President. During my term, I look for ward to continuing the direction outlined in CAMA’s new five-year Strategic Plan and to seeing our members in person again at the 2023 CAMA An nual Conference at the Deerhurst Resort in Muskoka,” said Hendry.
Hendry has dedicated her entire 35-plus year career to the local govern ment sector, starting as a student with a number of roles at the City of St. Catharines. She began her fulltime career with the Province of Ontario, spending the majority of her 19-years work ing with the Ministry of Municipal Affairs and Housing, and fin ishing her time there as regional director for Central Ontario.
She gained valu able experience in policy development,
program administra tion, strategic plan ning, stakeholder and government relations, provincial planning, communications, and issues management. She holds a Bachelor of Applied Science and a Master of Science in Management and Eco nomics from the University of Guelph and a Masters Certificate in Municipal Leader ship from the Schulich School of Business, York University.
Since 2005, she has held the top civil ser vant position at the Township of Scugog, the City of Oshawa and has been with the Township of West Lincoln since 2018.

On November 26, 2022, Erin Margaret Faye Saudelli of Grimsby passed away sud denly at the age of 27 years.
Erin was loved by all who knew her. Always quick to laugh, she had a smile that would light up the room. Everyone who knew her, loved her quick wit and sense of humour. She was caring and compassionate as shown through her study to become a Medical First Responder. She graduated from the Ontario Fire Academy and had taken a course in Addic tions Counselling at Toronto Metropolitan Univer sity. She was an outstanding athlete and had won numerous awards in cheerleading, boxing, and football. She was hard working and had multiple jobs. She was planning for a bright future that she could be proud of.
Erin is survived by her brother Eric (Amy); Moth er Nancy Jordan (Mario), Father Rob Saudelli (Mary); Grandparents Maria Saudelli (Pietro pre deceased), Archie and Beverley Ferguson, Linda Anderson (Warren predeceased); plus Aunts and Uncles and cousins, Vanessa and Rob DiFelice (Joshua and Matteo), Lesley and Gus Deiter (Em ily and Maggie), Sara Ferguson (Owen and Cale) and Amanda Ferguson and Chris (Sunny). There is a whole lot going on here, little of it good. In the end, the only winners will be developers. Taxpay ers are going to eat it mon etarily and environmentally.

Dear Editor, Re: your latest editorial concerning changing the name of Brownies:
As a former Brownie Leader for 11 years (and there are many Guiders in Grimsby, and the surrounding area, who have been leaders for more than half their lives), I am sad and angry about this name change. While there are many streets and towns which have undergone name changes be cause it turned out the person these places were named for, did not deserve that honour, I’m not sure what the Brownies have done to deserve this.
Brownies are mythical creatures (who already HAD that name when the Baden-Powells changed the name from Rosebuds to Brownies). They did good deeds, and were helpful, and the Brownie pro gramme is based
on the Brownie Story. For those people who think their children would be excluded, perhaps they should have read that sto ry, done some re search, and asked some questions be fore making an as sumption! There is no mention of race, colour, religion, or anything else that could possibly make a child feel unwel come.
When Girl Guides of Canada issued an apology, I’m not quite sure what the were apolo gizing for? A pro gramme that has been around for 100 years, helping girls grow to be leaders, while taking care of the world around them, and the peo ple close to home? If it’s the name itself that people are of fended by, they are looking for insult, where none exists!
The apology should be aimed at Lord and Lady Baden-Powell, and his sister Agnes, and to all the wom en who worked so hard to give these little girls a fun and meaningful pro
