History made with first joint council meeting

History will be made this week when Grimsby, Lincoln and West Lincoln councils hold a joint meeting at West Niagara Fairgrounds on Wednesday (Aug. 9).

The meeting, which will be conducted in closed session “for the purpose of educating or training the members”, as per the

Municipal Act, could prove an important first step to west Niagara municipalities getting ahead of a provincial initiative to streamline processes.

Since last fall, the provincial government has been telling municipal officials to improve and streamline services or risk a top-down decision to improve the current

administrative climate.

Since June, municipalities have been told a “facilitator” will be appointed to review several regions, including Niagara, despite the region just having gone through a similar review just three years ago.

MPP Sam Oosterhoff says this review is very different.

“Essentially, the fa-

cilitator will look at whichever governance model is best to deliver on priorities such as housing, streamlining delivery service, and major infrastructure projects,” said Oosterhoff.

Niagara West mayors have seen this freight train coming and had some general discussions on possible sharing of services

over the last several months.

With the announcement of the facilitator imminent, possibly as soon as the Aug. 2325 Association of Municipalities of Ontario (AMO) conference, Wednesday’s session called by the mayorsafter discussions with Oosterhoff - may be a logical start of a Niagara West-made plan.

“The big question is how municipal governments can streamline planning to address the housing crisis, and build the infrastructure needed to support economic growth in Ontarionot just today, but for the decades to come.

Schedule ‘B’ Municipal Class Environmental Assessment

King Street (Regional Road 81) Rehabilitation between Nineteenth and Twenty-Third Street Town of Lincoln

Niagara Region is undertaking a Municipal Class Environmental Assessment (MCEA) Study to evaluate alternatives for improvements to King Street (Regional Road 81) between Nineteenth Street and Twenty-Third Street in Lincoln to accommodate active transportation, improve traffic safety, and develop options for the failing retaining wall along the corridor. The site location and approximate extent of the study area are shown on the study area map.

The Process

The project is being conducted in accordance with the planning and design processes for Schedule B projects, as outlined in the Municipal Class Environmental Assessment (2023) which is approved under the Environmental Assessment Act. The MCEA process includes consultation with agencies, stakeholders, Indigenous communities and public; an evaluation of alternative solutions to address the problem; an assessment of potential environmental impacts; and identification of reasonable measures to mitigate any potential adverse impacts. At the conclusion of the study, a Project File Report will be prepared for public review. A Notice of Completion will be issued at that stage.

Consultation is important to this study. Niagara Region would like to ensure that anyone interested in this study has the opportunity to

provide input into the planning and design of the project. To facilitate this, two Public Information Centres are planned over the course of this study to gather input on alternative solutions and designs.

Much has been achieved, but the plan was to be included in a trail from Niagara Falls to Toronto.

The stumbling block is the Winona Rifle Range and the Rogers Communications property of about 40 hectares, located on Winston Road.

Dennis says, and I agree, that we have enough building along the waterfront.

What will happen when these

two prime properties go up for sale? Condos and more condos?

Dennis has a better idea. He would like the province to buy the Rogers land and sell it back to the town of Grimsby for a nominal fee of $1.

This could then be turned into a recreation area connecting with the waterfront trail - and available to residents of the adjacent condos - as well as visitors from the entire surrounding area.

Grimsby was once a beautiful town where people came to walk,

swim, and relax.

Sadly, this is no longer the case.

I Like Dennis D’Alessandro’s idea, but I doubt it will happen.

It’s unfortunate Mr. Ford has been covering over everything that is beautiful and replacing it with concrete.

I doubt that our pleas will work.

The Premier is too busy signing land deals to read documents more than two pages, or perhaps even one, in length.

West Lincoln raid part of illegal drug production bust, Project Odeon

An ordinarily quiet stretch of West Lincoln’s Sixteen Road was abuzz early last Wednesday (Aug. 2) with Hamilton and Niagara police executing a raid.

“I can confirm Hamilton Police, along with several other agencies, conducted warrants at a number of locations across the province related to Project Odeon. The Project targets the illegal production of fentanyl and synthetic drugs,” said Jackie Penman, Hamilton Police Service’s corporate communications and public affairs

manager.

Niagara Region officers also attended the scene to support the Hamilton officers who oversaw the raid.

Sixteen Road was closed off entirely for virtually the whole morning and about a dozen police vehicles remained at the scene throughout the day.

On site, a tent was erected and EMS were also on hand throughout the day.

“They called my husband’s cell phone to give us a heads up they were coming in just before 5 a.m.,” said a neighbour.

“They told us to stay inside.”

While they stayed

inside, they watched the whole thing go down.

“We thought they were coming in pretty heavy, overkill.

There were police everywhere, dozens of them, even a helicopter,” said the resident.

While Penman said details could not be

released before press time, she did note a full press conference on Project Odeon is set for this Thursday, Aug. 10.

The site of the raid, 6800 Sixteen Road, is currently listed for sale for $999,900 on Multiple Listing Service (MLS).

Grimsby’s Bryce Arnold settles into Jays’ Dunedin nest

When Bryce Arnold of Grimsby signed on the dotted line of his Toronto Blue Jays contract, it seemed like things happened very fast.

In fact, it was a snapshot in time he had worked toward since he was a toddler heading off to play T-Ball.

Last month, the Blue Jays signed Bryce as an undrafted free agent.

The graduate of Smith School and Blessed Trinity Catholic Secondary School received a scholarship to play at Campbell University for the Fighting Camels.

Bryce credits several coaches with helping his development on the diamond, including BT’s Dustin Wiley.

“It was just for fun and love of the game at first, In Grade 9, I realized I could go to the U.S. for college,” said Bryce, who just turned 22.

His father, Mike agreed that his time at BT proved significant.

“The older kids at Blessed Trinity showed him the way. They were very supportive,” said Mike.

Aside from BT, Bryce also made a key switch to become a member of Fieldhouse Pirates in the Canadian Pacific Baseball League.

His steady improvement and work ethic is what kept Bryce on the radar of scouts and got him an invite to Prep Baseball Report Future Games in Indiana which typically draws north of 250 scouts annually.

“We had a few guys from our team go. I drew some interest from a couple of schools after Day 1, Bryce said, noting there was a decision to make.

He had big plans, which needed to be managed...a little.

“He wanted the big “power five” school, but we thought it was good to be in D1 (Division 1) school that was smaller so he’d get more playing time,” said Mike.

That move paid dividends with consistent playing time and solid development at the plate and in the field.

His first college season in 2021 netted a .324 batting average. This past season his average held steady at .321, but his power numbers

jumped. He cranked 17 homeruns and generated 65 runs batted in in 59 games.

His efforts brought him significant recognition – 3rd Team All-American and 1st Team All-Big-South –and, ultimately, attention from pro teams.

“I was very happy to get in at Campbell. it’s a Division 1 school, the highest collegiate level,” said Bryce, who just turned 22 last month.

“I got to play at some big name schools like Mississippi State, Tennessee and South Carolina. We’re a mid-major school, but at one point this season we were ranked Number 9 in the nation.”

Again, his work ethic and will to improve kept moving him forward.

“The weight room was important for me to improve my strength. As well, learning about my swing and finding a routine was important for me,” said Bryce.

“Strengths of hitting game is contact ability, my eye/discipline at

the plate and my baseball IQ. I have a good knowledge of what needs to happen and how things should play out.”

Recognizing he is typically one of the smaller players on the field, he has taken to watch Houston Astros all-star Alex Bregman for inspiration.

“I didn’t really have a favourite player growing up but now I watch Alex Bregman. He has a shorter, compact swing with some homerun juice. I look at him a lot to see how he swings,” said Bryce, adding that he is a Bryce Harper fan, “because he was the first pro player I saw who had the same name.”

Leading up to July’s Major League Baseball draft, Bryce had some calls from teams through his agent, but he went undrafted.

After the draft, several teams had reached out, including the Blue Jays.

“The Jays contacted my agent and he brought offer to me. We talked - and I talked with my family as well - and then I let them know if I

take it,” said Bryce.

“During draft I had interest from a few other teams and I talked with some of them. When I heard Toronto had interest, I definitely wanted it to go that way. It was pretty cool to get a call from them being my favourite team.”

Closing the deal and signing his first pro contract, while a dream come true, is just the start of something new for Bryce.

“It’s very cool and a great experience, something I have dreamed of as a kid since I can remember,” he noted.

“I was pretty excited. It hasn’t soaked in fully yet. Finalizing, it was pretty surreal.

After signing, he packed his gear and headed to Dunedin, Fla., where he joined other newly signed players for some Single A ball and training.

“All the guys go down to the complex for a 12-14 day mini-camp, get to know each other and start some low A right off for last month of season.”

While he is on a new part of his journey, Bryce is not forgetting who got him where he is.

“My parents and younger brother, Evan, are great. Evan used to do a lot. Whenever I needed to put some work in, he was willing to come and do it with me. I really want to thank him and my parents for supporting me throughout my whole career and journey,” said Bryce.

His mom, Dana has all the confidence in the world her son will succeed because she has seen it time and time again.

“Any adversity that Bryce faced throughout his baseball career sparked the fire in his belly and made him work even harder to chase his dream of playing professional baseball, Dana said, recalling one her favourite moments.

“We were at the 2023 Regional tournament in South Carolina when Bryce hit the grand slam to tie the game. The atmosphere was absolutely electric - definitely a proud moment and so happy I was able to celebrate in person.”

READMAN, Noel

It is with profound sadness to announce that we have had to say our final goodbye to our father, grandfather, brother, uncle and friend Noel Readman. Noel was born in Ottawa, and later moved to Kingston with his family where at the age of 18 he met the love of his life Sharon Readman (nee Switzer). Noel spent 56 loving years with Sharon until her sudden passing in October 2021. Noel and Sharon settled in the town of Grimsby where they raised their two boys in a neighbourhood like no others; a place where the neighbours became family. Noel and Sharon found their own slice of paradise at the family cottage on Mississippi Lake in eastern Ontario where they spent many happy years enjoying time with family, friends and nature.

Noel started his career as a OPP officer in Niagara/Hamilton area. He dedicated 35+ years serving his community and making lasting friendships that he maintained to the end of his life.

Noel will be forever lovingly remembered by his two sons, Rob (Val) Readman and Mike (Andrea) Readman, and his beloved 5 grandchildren; Tyne, Lex, Scarlett, Dallas and Wes. Noel is also survived by his loving sister Jan Hunter (Doug), his 3 nieces, Laura, Shelley and Erin, and 1 nephew, Craig, along with extended family.

The Readman family would like to thank West Lincoln Memorial Hospital Doctors and Nurses for all their care and compassion during Noel’s last few days.

Cremation has already taken place through Stonehouse-Whitcomb Funeral Home. There will a celebration of life at a later date. In lieu of flowers, donations can be made to the Juravinski Research Institute.

Katharine was a Registered Nurse and worked and taught at Toronto General before moving back to Grimsby with Albert where they raised their children. She co-managed the family business, Cole’s Florist, for years.

Kay loved curling, golfing, or playing bridge, and travelling with Albert, especially winters in Arizona and summers at Bobs Lake. She loved entertaining, gathering with friends, and cooking for a family crowd. She was famous for her butter tarts and pies. You could not attend any kid’s hockey, baseball, horseshow, dance, or skating recital event, without seeing her in the stands.

Special thanks from the whole family for the care and support provided by Dr. Margeson and the staff at WLMH, and Dr. Palombo and Lisa Harrison of Memory & Aging Canada.

STONER, Pauline (Annie) nee Shorthouse

We are heartbroken to announce the passing of our loving mother on July 27th, 2023, peacefully with her family by her side. Pauline was in her 89th year and was predeceased by her husband Murray Elgin Stoner (1998), her son Jack Gordon Stoner (February 2023) and four brothers John, Fred, Richard and Bud Shorthouse. Pauline was a devoted mother to Len, Jack (Jodie), Brenda-Lea (Chris) and Donna (Graham). She will also be dearly missed by her grandchildren Shannon, Darren (Sherry), Blake, Bailee (John), Riley (Matthew), Brittney (Andrew), Dylan (Mayla), Ryan (Valerie), Madison and Sherridan.

At the young age of 21, she married her forever love Murray on June 19, 1954. Shortly after they bought the family house on Barry Drive in Beamsville and made it a loving home where they raised their 4 children and celebrated countless family gatherings. Pauline was a devoted wife and loving mother who always put others first. She had a cute sense of humour and to know Nanna was to love her.

In accordance with Pauline’s wishes, cremation has taken place and a Celebration of Life will take place on Saturday, September 16, 2023 at 11:30am at Bethany Community Church (1388 Third Street Louth, St. Catharines) a light luncheon will follow the service. Best in The West = Big Week

Best of the West week is like the old wild west in our office to be sure.

The system for our little paper perks along just fine for 16-24 pages. We can hit our marks consistently with no issues but, holy cow, Best is triple - if not more - than our usual volume and, this year, mix in a holiday Monday and we worked through a full day of organized confusion on press day, lemme tell ya.

Kudos to my most excellent (and patient staff).

Regarding Best, I just want to note to all NewsNow readers how important the businesses you see in our pages are. They do great things every day and it is great to see them recognized with votes of support from the community.

Push is on

West Lincoln Fire & Emergency Services received its new tanker which was approved in the Township’s 2021 Budget and, as is tradition, members of the township’s dedicated volunteer firefighters pushed the new tanker over the threshold and into the bay area of Station 1.

Speaking of people deserving of recognition, look no further than residents who put in a great deal of time and effort to maintain spectacular yards.

Grimsby Garden Club rolled out it Trillium Award winners this week and are asking residents to go, check them out and go to the Town’s grimsby.ca website to vote for one of the Top 5 homes to select #1.

It’s funny how summer just doddled along and then Boom! Big news week, or interesting anyways, hits right on Best in The West week.

I had been working on the Bryce Arnold piece

for a few weeks trying to get things set up there. I’ve done a lot of stories on young fellas who got drafted to the OHL or NHL, but never on a young ball player entering the pro ranks. Not too many firsts anymore after 35plus years, but this week was one of them.

Congrats to Bryce and, undoubtedly, the entire community wishes him well as he starts his journey to the show.

Then my week really got off to a live start with a phone call Wednesday about all heck breaking loose on Sixteen Road.

It was still a sea of police vehicles 4-5 hours after police stormed the property at 5 a.m.

It is going to be pretty interesting to see and hear exactly what went down there when the press conference rolls out this Friday. As one neighbour described, it was a scene right out of a TV cop show - a little Breaking Badesque, perhaps?

Then the agenda for

Wednesday’s joint council meeting came out and that set off a couple more days of working the phones, rata-tat-tatting on my keyboard and wearing out my fingers texting away on the ol’ Blackberry - YES, I have a Blackberry and I love it. I’ll go kicking and screaming to a iPhone some day when BB is dead and gone, but now, no chance.

But seriously, this joint meeting, it is quite likely the best possible news for Niagara West residents.

Given Premier Fords penchant for coming in with a hammer, it is in all residents’ best interests the our local councils get out in front of this soonto-be appointed “facilitator” business.

It would not have surprised me three years ago if the provincially appointed reviewer waived his magic wand and said all Niagara should be one-tier. We dodged that bullet, thank God. This go round, something is going to happen.

The precedent is there with Peel Region getting disbanded, so it is likely here, but to what end.

This is all about streamlining procedures and services to help drive the local economies not stifle them. There will be change, so it is great our council’s are looking to devise a made-in-NiagaraWest solution and not waiting to get run over by the oncoming freight train.
