SEEKING NOMINEES Let it be known that the Gentry County Soil and Water Conservation District will hold an election for one supervisor in each of two different territories in the county on February 1 through February 20, 2024. Anyone that owns a farm in Territory [ 1 ] Wilson/Bogle/Huggins Townships or Territory [ 3 ] Miller Township, and meets the qualifications listed below, may be considered as a candidate in the election. You may submit your name for participation in the election by completing the self-nomination form and delivering it to the district by 5:00 P.M. on November 30, 2023. The selfnomination form is available online at https://mosoilandwater.land/gentry or in person at the district office (see contact info below). Supervisors of the district administer district policies and programs, district personnel, and cost- share funding made available by the one-tenthof-one-percent parks, soils and water sales tax. During fiscal year 2023, the district provided $776,973.13 of state cost-share funds to our landowners to assist with installing agricultural erosion control and water quality practices.

The qualiﬁcations required to be a supervisor are:

1. Being a land representative from the district (10 CSR 70-4.010 (1) (I)). A land representative is deﬁned as the owner or representative authorized by power of attorney of any farm lying within an area proposed to be established, and subsequently established, as a soil and water conservation district under Chapter 278, RSMo. Each farm is entitled to representation by a land representative: provided, however that the land representative is a taxpayer of the county within which the soil and water district is located.

Purity in Religion is that which will be honored by Jesus Christ: a requirement upon entry into Heaven. The Bible is a document of which is to be read, understood, and lived as we walk daily in this world. The understanding of God’s Holy word is one of reading-observation, interpretationunderstanding, and application-utilization. Here in the writing of James he explains one-way true faith will be exhibited in our lives. Believers in Jesus Christ are to visit those who may have entered a time in life when they are no longer able to care for themselves in matters of independence or substance. As to the visiting part, this can be done in person as someone may enter an independent living facility, convalescent center, or nursing home. There could also be a loved one living alone in their own home yet with an element of difficulty getting around and completing the daily duties of life. This is the personal part of visiting someone, yet with modern technology there are phone calls and even video phone calls that can bring a loved one face to face to let them know that you still care. The result is an outpouring of love, love for the sake of compassion and care, at which time we may be called upon to encourage by pointing out the many blessings of life, even when our youth has long since passed. Yes, you are called upon to be that morale builder, inspirational speaker, and a personal representative of Jesus Christ our Lord. VISIT.

VETERANS DAY ASSEMBLY

The Albany R-III School District would like to invite all Veterans & community members to join us Friday, November 10, 2023 at 10:00am in the Albany High School Gymnasium for our annual salute to all our area Veterans. Worth County R-III School District will be hosting their annual Veterans Day Program Starting at 2:00 PM on Friday, November 10, 2023 in the High School Gymnasium, to celebrate Veterans Day. This year we will be honoring and remembering our Korean War Veterans as this is the 70th Anniversary to the end of that war. Veterans and their family members and the community are invited to attend this patriotic celebration and remembrance of our Veterans. Guests are asked to park in the south parking lot and enter the school through the south vestibule entrance located between the cafeteria and library. The winning local VFW Voice of Democracy and Patriot’s Pen essays will be announced at the program. In addition to this, the Tiger Marching Band will play several patriotic songs. The elementary classes are creating thank-you notes and posters for the celebration, and they are also preparing a couple of choir songs to perform. In addition to this, the high school FACS classes will be serving light refreshments following the program. The school accepts nominations for their Wall of Honor, and currently, the wall has over 300 Veteran biographies. A Little History of Veterans Day World War I – known at the time as “The Great War” – officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside the town of Versailles, France. However, fighting ceased seven months earlier when an armistice, or temporary cessation of hostilities, between the Allied nations and Germany went into effect on the eleventh hour of the eleventh day of the eleventh month. For that reason, November 11, 1918, is generally regarded as the end of “the war to end all wars.” Veterans Day continues to be observed on November 11, regardless of what day of the week on which it falls. The restoration of the observance of Veterans Day to November 11 not only preserves the historical significance of the date, but helps focus attention on the important purpose of Veterans Day: A celebration to honor America’s veterans for their patriotism, love of country, and willingness to serve and sacrifice for the common good.

The Uniform Holiday Bill (Public Law 90-363 (82 Stat. 250)) was signed on June 28, 1968, and was intended to ensure three-day weekends for Federal employees by celebrating four national holidays on Mondays: Washington’s Birthday, Memorial Day, Veterans Day, and Columbus Day. It was thought that these extended weekends would encourage travel, recreational and cultural activities and stimulate greater industrial and commercial production. Many states did not agree with this decision and continued to celebrate the holidays on their original dates.

The first Veterans Day under the new law was observed with much confusion on October 25, 1971. It was quite apparent that the commemoration of this day was a matter of historic and patriotic significance to a great number of our citizens, and so on September 20th, 1975, President Gerald R. Ford signed Public Law 94-97 (89 Stat. 479), which returned the annual observance of Veterans Day to its original date of November 11, beginning in 1978. This action supported the desires of the overwhelming majority of state legislatures, all major veterans service organizations and the American people.

The Origins of Veterans Day

ARMISTICE DAY CHANGED TO HONOR ALL VETERANS The ﬁrst celebration using the term Veterans Day occurred in Birmingham, Alabama, in 1947. Raymond Weeks, a World War II veteran, organized “National Veterans Day,” which included a parade and other festivities, to honor all veterans. The event was held on November 11, then designated Armistice Day. Later, U.S. Representative Edward Rees of Kansas proposed a bill that would change Armistice Day to Veterans Day. In 1954, Congress passed the bill that President Eisenhower signed proclaiming November 11 as Veterans Day. Raymond Weeks received the Presidential

Citizens Medal from President Reagan in November 1982. Weeksʼ local parade and ceremonies are now an annual event celebrated nationwide. On Memorial Day 1958, two more unidentified American war dead were brought from overseas and interred in the plaza beside the unknown soldier of World War I. One was killed in World War II, the other in the Korean War. In 1984, an unknown serviceman from the Vietnam War was placed alongside the others. The remains from Vietnam were exhumed May 14, 1998, identified as Air Force 1st Lt. Michael Joseph Blassie, and removed for burial. To honor these men, symbolic of all Americans who gave their lives in all wars, an Army honor guard, the 3rd U.S. Infantry (The Old Guard), keeps day and night vigil. A law passed in 1968 changed the national commemoration of Veterans Day to the fourth Monday in October. It soon became apparent, however, that November 11 was a date of historic significance to many Americans. Therefore, in 1978 Congress returned the observance to its traditional date. NATIONAL CEREMONIES HELD AT ARLINGTON NATIONAL CEMETERY The focal point for official, national ceremonies for Veterans Day continues to be the memorial amphitheater built around the Tomb of the Unknowns. At 11 a.m. on November 11, a combined color guard representing all military services executes “Present Arms” at the tomb. The nationʼs tribute to its war dead is symbolized by the laying of a presidential wreath. The bugler plays “taps.” The rest of the ceremony takes place in the amphitheater. Veterans Day ceremonies at Arlington and elsewhere are coordinated by the Presidentʼs Veterans Day National Committee. Chaired by the Secretary of Veterans Affairs, the committee represents national veterans organizations. Governors of many states and U.S. territories appoint Veterans Day chairpersons who, in cooperation with the National Committee and the Department of Defense, arrange and promote local ceremonies.

In 1921, an unknown World War I American soldier was buried in Arlington National Cemetery. This site, on a hillside overlooking the Potomac River and the city of Washington, D.C., became the focal point of reverence for Americaʼs veterans. Similar ceremonies occurred earlier in England and France, where an unknown soldier was buried in each nationʼs highest place of honor (in England, Westminster Abbey; in France, the Arc de Triomphe). These memorial gestures all took place on November 11, giving universal recognition to the celebrated ending of World War I ﬁghting at 11 a.m., November 11, 1918 (the 11th hour of the 11th day of the 11th month). The day became known as “Armistice Day.” Armistice Day ofﬁcially received its name in America in 1926 through a Congressional resolution. It became a national holiday 12 years later by similar Congressional action. If the idealistic hope had been realized that World War I was “the War to end all wars,” November 11 might still be called Armistice Day. But only a few years after the holiday was proclaimed, war broke out in Europe. Sixteen and one-half million Americans took part. Four hundred seven thousand of them died in service, more than 292,000 in battle.

JULY 18, 2023 — A new report released today by the U.S. Census Bureau shows U.S. veterans 65 years or older were less likely to be at risk of experiencing social isolation than other older adults. The report, Aging Veterans: Americaʼs Veteran Population in Later Life, examines characteristics of the nationʼs 8.1 million veterans ages 65 or older in 2021. HIGHLIGHTS INCLUDE: • Nearly one-half (49%) of all veterans in the United States were 65 years or older. • The largest group of older veterans (5.5 million) served during the Vietnam era. World War II veterans made up the smallest group (183,000) of war-time veterans. • Older veterans were less likely to be living in poverty and had higher incomes than other older adults. • Older veterans were more likely to have a functional disability than other older adults. However, older veterans were less likely to have a service-connected disability compared with all veterans. • Older veterans were less likely to be at risk of isolation than other older adults. About 43% of older veterans experienced at least one characteristic of isolation compared with 46% of older adults who never served. • In contrast, veterans in general, regardless of age, were more likely to have at least one characteristic of isolation than nonveterans (34% compared with 27%, respectively). • This report is based on data from the 2021 American Community Survey (ACS). The ACS is a nationwide survey designed to provide timely and reliable data every year on the demographic, social, economic and housing characteristics of the nation, states, counties and other localities. The survey has an annual sample size of about 3.5 million addresses across the United States and Puerto Rico and includes both housing units and group quarters. The ACS is conducted in every county throughout the nation. The ACS 1-year data are released for geographic areas with populations of 65,000 or greater. Missouriʼs Share the Harvest program helps deer hunters donate surplus venison to the needy. This program is administered by the Conservation Federation of Missouri and the Missouri Department of Conservation. Donating is easy. Simply take your deer to an approved meat processor and let the processor know how much venison you wish to donate. If you wish to donate a deer that was harvested in a county within the CWD Management Zone, the deer must be tested for CWD, and it can only be donated to an approved processor that is participating in the Share the Harvest CWD-Testing Program.

JEFFERSON CITY, Mo. – Preliminary data from the Missouri Department of Conservation (MDC) shows that young hunters ages 6 through 15 harvested 11,118 deer during Missouriʼs early youth portion of the 2023 deer hunting season, Oct. 28 and 29. Top counties were Franklin with 258 deer harvested, Osage with 224, and Texas with 209. Of the deer harvested, 6,857 were antlered bucks, 3,410 were does, and 851 were button bucks. Isabelle noted that the below average temperatures were conducive to good deer movement, but the combination of cooler temperatures and rainy conditions that persisted throughout much of the weekend likely reduced the amount of time many young hunters were able to spend afield. Archery deer hunting continues through Nov. 10 and resumes Nov. 22 through Jan. 15, 2024. The November portion of firearms deer season runs Nov. 11-21 followed by the CWD portion, which is open in CWD Management Zone counties, Nov. 22-26. The late youth portion runs Nov. 24-26. The late antlerless portion of firearms deer season runs Dec. 2-10 in open counties and the alternative methods portion will occur Dec. 23 through Jan. 2, 2024. MDC reports Missouri hunters harvested 12 black bears this season JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) reports that Missouri hunters harvested 12 black bears during the stateʼs third bear-hunting season, Oct. 16–25. More than 5,370 hunters applied during May for 400 permits for the season with the maximum total harvest being 40 bears. Of the 400 hunters selected through a random drawing of all applicants, 342 hunters purchased permits for the season. Bear hunting in Missouri is limited to Missouri residents and restricted to three designated areas of southern Missouri called Bear Management Zones (BMZ). Each permit issued is for a speciﬁc BMZ and hunting is limited to public or private property within the BMZ. Nine bears were harvested in BMZ 1 out of a maximum of 20 with 173 hunters purchasing permits to hunt the zone. Three bears were harvested in BMZ 2 out of a maximum of 15 with 125 hunters purchasing permits to hunt the zone. No bears were harvested in BMZ 3 out of a maximum of 5 with 44 hunters purchasing permits to hunt the zone. All bears were harvested using ﬁrearms methods. When Can These Permits Be Used?

How Many Firearms Antlerless Permits Can You Fill?

They can be used during all portions of the firearms season. However, some areas are closed to firearms hunting during the antlerless and CWD portions (see pages 30–31 and 34).

You may fill the antlerless permit limit in each county in which you choose to hunt. See map above for county limits. For example, if you hunt in Boone County, you may fill four firearms antlerless permits during the firearms deer season (all portions combined). If you want to fill additional firearms antlerless permits, you must hunt in another county. Note: Resident landowners with at least 75 acres may harvest additional antlerless deer using no-cost Resident Landowner Firearms Antlerless Deer Hunting Permits. See pages 24–25.

Reduced-Cost Nonresident Landowner Permits The Conservation Department offers reduced-cost nonresident landowner permits. To qualify, you must own at least 75 acres in one contiguous tract in Missouri. You also qualify if you are a member of the landowner’s immediate household whose legal residence and domicile is the same as the landowner’s for at least the last 30 days.

Submit Property Information to Get Landowner Permits To get no-cost resident landowner permits or reducedcost nonresident landowner permits, you must submit information about your property to the Conservation Department by filling out a Landowner Permit Application at mdc.mo.gov/buypermits.

Know the Rules Resident landowners who qualify for no-cost resident landowner permits and nonresident landowners who qualify for reduced-cost nonresident landowner permits: ◾ Must abide by season dates, methods, limits, and tagging/ checking requirements. ◾ Must use landowner permits only on their qualifying property. To hunt on other land, landowners must purchase regular permits. ◾ Must be at least 6 years old to obtain landowner permits. ◾ May use their landowner permits to take deer on their land during archery deer season and all portions of the firearms season including the antlerless and CWD portions (if their property is located in an open county). ◾ Who have 75 or more acres in more than one county must comply with landowner antlerless deer limits for each county. See Page 25. ◾ May fill no-cost or reduced-cost landowner archery and/or landowner firearms any-deer permits and regular-cost permits. However, each hunter may take only two antlered deer during the archery and firearms deer hunting seasons combined and only one antlered deer during firearms season. For example, landowners who take an antlered deer on a landowner firearms any-deer permit may not take an antlered deer on a firearms any-deer permit. Deer taken on a managed deer hunting permit do not count toward this limit. ◾ May fill their no-cost landowner antlerless permits and also purchase and fill additional antlerless permits according to county limits shown on Page 23.

ou will notice several changes to Missouri’s 2023–2024 deer hunting regulations, including an increase in the number of firearms antlerless permits in most counties and two new portions of firearms deer season. These changes will provide additional hunting opportunities, increase harvest of antlerless deer where needed to meet management goals, and help to slow the spread of chronic wasting disease (CWD). The Conservation Department gathered input from thousands of hunters to ensure the new regulations had strong support.

The early portion will help increase antlerless deer harvest prior to the November portion, when many hunters focus on harvesting bucks. It is slated to occur when weather conditions are usually favorable and during a time that will minimize conflicts with archery hunters, who usually hunt most in late October and early November. More Antlerless Permits for Most Counties

New CWD Portion

Adjusting the number of firearms antlerless permits is one of the primary tools MDC’s Deer Program uses to meet management goals. Firearms antlerless permit numbers have been conservative for the past decade to allow the deer population to recover from the severe hemorrhagic disease outbreak of 2012. Since then, deer numbers have increased considerably in most counties, and additional harvest opportunities can be offered as a result. This year, hunters can fill four firearms antlerless permits in most counties. Increasing the number of permits will help hunters and landowners meet their management goals in areas where more antlerless harvest is needed. In addition, hunters will now be able to fill one firearms antlerless permit in several southeastern counties where their use was previously not allowed. See Page 23 for additional information about firearms antlerless permits.

Deer numbers are increasing in most CWD Management Zone counties, and higher deer densities can increase the spread of CWD. Additional harvest in these counties will help to slow the spread. This year, a new CWD portion of firearms deer season (Nov. 22–26) will be open in CWD Management Zone counties. The new portion is timed to occur during the tail end of the primary rut, when deer activity is typically high and hunter interest remains strong. CWD testing is not required during the CWD portion. For permits, limits, and other details, see Page 34.
