It will open at 8 am and will remain until 11 am or until filled. Ermal Irene Quinn Tedder Clark March 1, 1919 ❖ October 3, 2023 ❦
Ermal Irene Quinn Tedder Clark passed away on October 3, 2023 at the age of 104. She was born in Albany, Missouri, on March 1, 1919 to Benjamin and Maggie Quinn. She was preceded in death by her parents, her 10 siblings, her husband CW Tedder and later, her husband Charles Clark. She is survived by her children Steven Tedder and wife Jo; Carolyn Cover; and Richard Tedder and wife Robin. She will be missed by her four grandchildren Donald Moore, Susan Moore Hensel, Quinn TedderHughes, and Keely Tedder Anderson, along with four great-grandchildren and many nieces and nephews from across the United States. ❦ Ermal attended Albany schools where she graduated in 1936. After marrying CW Tedder, they raised their children at Barksdale Air Force Base in Bossier City, Louisiana before moving to Cherokee County to a farm at Gould between Troup and Jacksonville. She worked for several years at dental offices and served the community at the polling place on election days. After CW passed away, she sold the farm and later married Charles Clark, moving just a few miles to Tecula where she lived until age 95. Her last years were spent in Tyler in a care center. The family celebrated her life at Boren-Conner Funeral Home in Bullard on Saturday, October 21 with a visitation held before the memorial service. Memorials may be sent to Bullard Methodist Church, PO Box 152, Bullard, TX 75757.

On December 2, 2022 JIM GIBBANY had an accident at his home which took him through two surgeries and eight months attempting to recuperate at Mosaic Life Care - St. Joseph, Mosaic Life Care-Albany, Pine View Manor and at home. Through all this, his body just could not survive and he passed away on July 30, 2023 at his home in Albany. Thanks to the doctors and nurses at these facilities for their wonderful care. Also, thanks to the Grand River Ambulance for the many trips back and forth, Mosaic Life Care Hospice, when he spent the last few months at home, and Bailey who cared for him at home. There are so many people to thank for the visits, phone calls, food, cards, and flowers. A special thank you to our minister, Rev. Bendi Burgin for always being available for comfort and friendship. My family has been strength and comfort at this time and I appreciate them. A huge thank you to those who donated to the memorials in Jim’s memory. There is no way for you to understand just how comforting the many cards with special messages help at a time like this. The memorial service was made special with Rev. Bendi, great-nieces and great-nephew, Ashton, Sydney and Luke, who provided inspiring music which had been requested by Jim, and a lovely luncheon provided by the Ladies of Albany United Methodist Church. His church family meant so much to us and I appreciate their prayers, comfort and friendships. The guidance of Bryan and Linda Polley helped to make a time like this easier.

As we move from season to season down the highways and byways of life there are times when circumstances of life separate us from rejoicing in the Lord. Rejoicing in the Lord as in giving Him glory for the day, for life, breath, and Love. This is when we should set back and realize how a believer in Jesus Christ can ‘rejoice always’ even when the happenings of life can be far from joyful. To the believer in the God of all creation there lies within our heart the very essence of eternal bliss. Yes, we come to God in faith with the understanding that one day we will transition from this earthly body to a heavenly body in the presence of Jesus. How do we know this? God’s eternal Word, that’s how. (Phil 3:20-21, For our citizenship is in heaven, from which we also eagerly wait for the Savior, the Lord Jesus Christ, who will transform our lowly body that it may be conformed to His glorious body) As we have entered into the promise by faith our eternal address is in heaven and when the time comes and we are done using this earthly, ‘lowly’ body we will transition in the spirit to the glorious presence of Jesus Christ to be judged by faith. Yes, everyone who has ever been born. (Phil 2:10-11, at the name of Jesus every knee should bow, of those in heaven, and of those on earth, and of those under the earth, and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.) So, when the times of this life, that is on this side of our eternal citizenship turn from joy to sorrow look back to what Paul was telling the church in Philippi and the true reason we can ‘Rejoice in the Lord always’. (Phil 4:3, whose names are in the Book of Life.) The time will come when everyone who has ever will gather and the books will be opened. (Rev 21:27, only those who are written in the Lamb’s Book of Life.) Knowing that your name is written in the book of life we can ‘Rejoice’!

Write the confirmation number provided by Telecheck on your permit. ◾ If you’re using the MO Hunting app, select your notched permit from the list on the screen, tap “Telecheck,” and follow the prompts. Telecheck will upload a confirmation number directly to your mobile device. After you’ve reported to Telecheck, your deer or turkey may be processed, stored, or transported by anyone as long as it is labeled with your full name, address, date taken, and Telecheck confirmation number. You may now transport your deer or turkey out of state. Be sure to check the regulations of other states regarding deer and turkey transportation. Carcass movement regulations apply in CWD Management Zone counties. See pages 6–7. PLEASE NOTE: IF YOU SEE A REFERENCE TO PAGE NUMBERS THEY ARE IN THE FALL
If you harvest a deer from the CWD Management Zone during opening weekend, you must take your deer (or the head with at least 6 inches of the neck in place) on the day of harvest to a designated CWD sampling station. Use the correct permit. Many hunters carry multiple permits while deer and turkey hunting, so check your permit carefully to make sure youʼre using the right one before notching it. Notching voids a permit. Do not notch your permit until you harvest a deer or turkey. Until checked, heads of deer must remain attached, and turkeys must have their heads and plumage intact. Deer and turkeys must be checked by 10 p.m. on the day they are harvested. All deer and turkeys must be checked before they can be removed from Missouri. Only the person who harvested the deer or turkey may possess and transport the game before it has been checked. After checking, deer and turkeys may be possessed and transported by anyone, but must be labeled with the takerʼs permit or full name, address, date taken, and Telecheck confirmation number. Avoid duplicate Telecheck records. If you are given a Telecheck confirmation number, your checking information has been successfully received and recorded. If youʼre using a paper permit, write the confirmation number on the permit, and the checking process is complete. Do not try to check the same deer or turkey twice.

JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) is again asking Missouri turkey hunters to save and share feathers from the wild turkeys they harvest this fall. Hunters who harvest a turkey during the archery season (Sept. 15 through Nov. 10 and Nov. 22 through Jan. 15, 2024) or the fall firearms season (Oct. 1-31) are asked to mail feathers from their turkeys to MDC using a postage-paid envelope from MDC. The feathers will help MDC scientists improve research models used to monitor turkey population trends and estimate turkey numbers across the state. MDC instructs turkey hunters to save the 9th and 10th primary wing feathers and 3-5 breast feathers (see diagram) from harvested turkeys after Telechecking. For a Feather Submission Form and more information from MDC, visit mdc.mo.gov/hunting-trapping/species/turkey/fall-turkey-feather-submission. “Once hunters have signed up for the program and Telechecked a turkey, we will mail them a feather submission packet containing additional instructions and a postage-paid envelope for the feathers to be placed inside and mailed back to MDC,” explained MDC Turkey Biologist Nick Oakley. “Hunters will receive one packet for each turkey they harvest during the fall seasons, so please be sure to keep each turkeyʼs feathers separate and labeled with the correct Telecheck ID.” Hunters can email the MDC Wild Turkey Management Program with questions at wildturkey@mdc.mo.gov.

General Information for Deer and Turkey Seasons Definitions
Methods Prohibited
Deer: White-tailed deer and mule deer. Antlered Deer: A deer with at least one antler a minimum of 3 inches long, except that special antler-point restrictions apply in some counties. See Page 13. Take: To hunt, pursue, wound, capture, or kill any wildlife in any manner. This includes acts of assistance to other people who are attempting to take wildlife. Leashed dogs under the direct control of a handler may be used to track wounded deer and turkeys, and their use in this manner is excluded from the definition of take (see Page 5).
Hunter-Orange Requirement
Missouriʼs Share the Harvest program helps deer hunters donate surplus venison to the needy. This program is administered by the Conservation Federation of Missouri and the Missouri Department of Conservation. Donating is easy. Simply take your deer to an approved meat processor and let the processor know how much venison you wish to donate. If you wish to donate a deer that was harvested in a county within the CWD Management Zone, the deer must be tested for CWD, and it can only be donated to an approved processor that is participating in the Share the Harvest CWD-Testing Program.
You must wear hunter orange if: ◾ You are hunting any species of game during firearms deer season. Some exceptions are allowed. See below. ◾ You are hunting on an area that is having a managed firearms deer hunt. ◾ You are serving as a mentor to another hunter during firearms deer season or while on an area that is having a managed firearms deer hunt. You must wear both a hunter-orange hat and a hunter-orange shirt, vest, or coat. The color must be visible from all sides. Camouflage orange does not satisfy this rule. You don’t have to wear hunter orange if: ◾ You are hunting migratory game birds. ◾ You are archery hunting within municipal boundaries where the discharge of firearms is prohibited. ◾ You are hunting on federal or state land where deer hunting is restricted to archery methods. ◾ You are using an archery permit during the alternative methods portion. ◾ You are archery or small game hunting in a closed county during the antlerless or CWD portions. ◾ You are hunting small game or furbearers during the alternative methods portion.
Assisting Other Deer and Turkey Hunters During the youth portions of firearms deer season, adults who accompany youth hunters do not need a deer hunting permit. The adult must be 18 or older and hunter-education certified or born before January 1, 1967. At all other times, you must have a filled or unfilled deer hunting permit to assist others in taking deer, which includes participating in deer drives or enticing deer with calls or rattling antlers. You must have a filled or unfilled turkey hunting permit to assist others in taking turkeys, which includes calling. You do not need a permit to help another hunter track a wounded deer or turkey with the use of dogs (see Page 5). It is illegal to shoot a deer or turkey for another hunter. Party hunting where hunters pool their permits is prohibited.

◾ Electronic calls and electronically activated calls may not be used or possessed while hunting deer or turkeys. ◾ Dogs (see Page 5). ◾ Artificial lights may not be used to spot, locate, or take deer or turkeys. ◾ Night vision equipment and thermal imagery devices may not be used or possessed while hunting. ◾ Poisons and tranquilizing drugs may not be used. Arrows, bolts, and darts must not contain chemicals or explosives. ◾ Slingshots may not be used to take deer or turkeys. ◾ Wildlife may not be taken from or across a public roadway with a firearm, bow, or crossbow. ◾ Deer and turkeys may not be taken from or with the aid of a motor-driven land conveyance or aircraft. ◾ Live decoys may not be used or possessed while hunting turkeys. ◾ Deer may not be taken while they are in a stream or other body of water, or from any boat with a motor attached, regardless of whether the motor is running or not. ◾ Deer may not be taken within any area enclosed by a fence greater than 7 feet in height, except in licensed hunting preserves.
Baiting Regulations ◾ Use of bait while hunting is illegal. Bait includes grain or feed placed or scattered to attract deer or turkeys. ◾ An area is considered baited for 10 days after complete removal of the bait. ◾ A hunter can be in violation if they take or attempt to take a deer or turkey by the aid of bait where the hunter knows or reasonably should know that the area is or has been baited. ◾ It is illegal to place bait in a way that causes others to be in violation of the baiting rule. ◾ Doe urine and other scents may be used to attract deer while hunting, as long as the scents are not used on or with grain or other food products. ◾ Mineral blocks, including salt, are not considered bait. However, mineral blocks that contain grain or other food additives are prohibited. ◾ The use of mineral blocks and salt is not allowed on conservation areas. ◾ It is legal to hunt over a harvested crop field, but it is not legal to add grain or other crops, such as apples, to the field after it has been harvested. ◾ Manipulating crops, such as mowing or knocking them down, is not considered baiting for deer and turkeys; however, it is illegal to hunt waterfowl over manipulated crops. ◾ Additional rules apply in the Chronic Wasting Disease (CWD) Management Zone. See pages 6–12.
Hunters take 16,575 deer during new firearms early antlerless portion Top harvest counties were Franklin, Howell, and Ripley. JEFFERSON CITY, Mo. – Preliminary data from the Missouri Department of Conservation (MDC) shows that hunters harvested 16,575 deer during the stateʼs new firearms early antlerless portion of deer season, Oct. 6-8. The top-three harvest counties were Franklin with 489 deer harvested, Howell with 454, and Ripley with 437. “With deer numbers being at desired levels in most counties but continuing to increase, additional antlerless harvest is needed to stabilize the deer population,” said MDC Cervid Program Supervisor Jason Isabelle. “The goal of the new firearms early antlerless portion is to help increase antlerless deer harvest prior to the November portion of firearms season when many hunters focus on harvesting bucks.” Isabelle added that the timing of the early antlerless portion was chosen to provide hunting opportunity when weather conditions are usually favorable and to minimize conflicts with archery hunters, who hunt most in late October and early November. “Hunters couldnʼt have asked for much better weather,” said Isabelle. “After a warm start to October, the cooler weather during this yearʼs early antlerless portion helped to increase daytime deer movement and made for comfortable conditions for hunters.” Deer hunting in Missouri continues with archery hunting through Nov. 10 and again Nov. 22 through Jan. 15, 2024.

JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) confirms that an adult elk was killed by a mountain lion in Shannon County on Sept. 12. Reports of a mountain lion sighting were sent to MDC staff early on Sept. 12, and members of MDC’s Large Carnivore Response Team responded to the area later that same day to confirm the sighting. Trail camera images were used to confirm that a mountain lion was in the area and had returned to the elk carcass to feed. “Mountain lions are natural predators to elk, and this scenario is nothing to be concerned about,” says MDC Furbearer Biologist Nate Bowersock. “Here in Missouri, we have an abundant of natural foods for mountain lions. While we do get questions regarding livestock, there has never been a confirmed instance of a mountain lion killing livestock in Missouri.” Mountain lions are known to travel through Missouri, but there is no known breeding population in the state. MDC staff did collect genetic samples from the site which are in the process of being analyzed to provide further information about the animal such as the sex of the animal. Most confirmed sightings of mountain lions in Missouri are males. MDC continues to monitor confirmed mountain lion sightings in the state, and this sighting marks the 117th confirmed sighting since 1994. How Many Firearms Antlerless Permits Can You Fill?
They can be used during all portions of the firearms season. However, some areas are closed to firearms hunting during the antlerless and CWD portions (see pages 30–31 and 34).
You may fill the antlerless permit limit in each county in which you choose to hunt. See map above for county limits. For example, if you hunt in Boone County, you may fill four firearms antlerless permits during the firearms deer season (all portions combined). If you want to fill additional firearms antlerless permits, you must hunt in another county. Note: Resident landowners with at least 75 acres may harvest additional antlerless deer using no-cost Resident Landowner Firearms Antlerless Deer Hunting Permits. See pages 24–25.

To qualify for no-cost resident landowner permits, you must be a Missouri resident. A Missouri resident is a person who does not claim any resident privileges (for example, hunting, fishing, trapping, driver’s license, or registered voter) in another state or country and whose legal residence or domicile has been in the state of Missouri for at least 30 days prior to obtaining a landowner permit. In addition to being a Missouri resident, you also must meet one of the following criteria: ◾ You must own at least 20 acres in one contiguous tract. ◾ You must be a member of the landowner’s immediate household and have the same legal residence as the landowner for at least the last 30 days. ◾ You must be a general partner of a resident limited liability partnership, limited partnership, or limited liability limited partnership, or a general partner of a general partnership formed by written agreement, and the partnership must own at least 20 contiguous acres. ◾ You must be an officer of a resident or foreign corporation, and the corporation must own at least 20 contiguous acres. ◾ You must be a managing member of a resident limited liability company, and the company must own at least 20 contiguous acres. ◾ You must be an officer of a benevolent association organized pursuant to Chapter 352 of the Revised Statutes of Missouri, and the association must own at least 20 contiguous acres. ◾ You must be a settlor of a revocable trust that holds at least 20 contiguous acres. ◾ You must be a permissible distributee of an irrevocable trust that holds at least 20 contiguous acres.

Reduced-Cost Nonresident Landowner Permits The Conservation Department offers reduced-cost nonresident landowner permits. To qualify, you must own at least 75 acres in one contiguous tract in Missouri. You also qualify if you are a member of the landowner’s immediate household whose legal residence and domicile is the same as the landowner’s for at least the last 30 days.
Submit Property Information to Get Landowner Permits To get no-cost resident landowner permits or reducedcost nonresident landowner permits, you must submit information about your property to the Conservation Department by filling out a Landowner Permit Application at mdc.mo.gov/buypermits.
Know the Rules Resident landowners who qualify for no-cost resident landowner permits and nonresident landowners who qualify for reduced-cost nonresident landowner permits: ◾ Must abide by season dates, methods, limits, and tagging/ checking requirements. ◾ Must use landowner permits only on their qualifying property. To hunt on other land, landowners must purchase regular permits. ◾ Must be at least 6 years old to obtain landowner permits. ◾ May use their landowner permits to take deer on their land during archery deer season and all portions of the firearms season including the antlerless and CWD portions (if their property is located in an open county). ◾ Who have 75 or more acres in more than one county must comply with landowner antlerless deer limits for each county. See Page 25. ◾ May fill no-cost or reduced-cost landowner archery and/or landowner firearms any-deer permits and regular-cost permits. However, each hunter may take only two antlered deer during the archery and firearms deer hunting seasons combined and only one antlered deer during firearms season. For example, landowners who take an antlered deer on a landowner firearms any-deer permit may not take an antlered deer on a firearms any-deer permit. Deer taken on a managed deer hunting permit do not count toward this limit. ◾ May fill their no-cost landowner antlerless permits and also purchase and fill additional antlerless permits according to county limits shown on Page 23.

ou will notice several changes to Missouri’s 2023–2024 deer hunting regulations, including an increase in the number of firearms antlerless permits in most counties and two new portions of firearms deer season. These changes will provide additional hunting opportunities, increase harvest of antlerless deer where needed to meet management goals, and help to slow the spread of chronic wasting disease (CWD). The Conservation Department gathered input from thousands of hunters to ensure the new regulations had strong support.

More Antlerless Permits for Most Counties
New CWD Portion
Adjusting the number of firearms antlerless permits is one of the primary tools MDC’s Deer Program uses to meet management goals. Firearms antlerless permit numbers have been conservative for the past decade to allow the deer population to recover from the severe hemorrhagic disease outbreak of 2012. Since then, deer numbers have increased considerably in most counties, and additional harvest opportunities can be offered as a result. This year, hunters can fill four firearms antlerless permits in most counties. Increasing the number of permits will help hunters and landowners meet their management goals in areas where more antlerless harvest is needed. In addition, hunters will now be able to fill one firearms antlerless permit in several southeastern counties where their use was previously not allowed. See Page 23 for additional information about firearms antlerless permits.
Deer numbers are increasing in most CWD Management Zone counties, and higher deer densities can increase the spread of CWD. Additional harvest in these counties will help to slow the spread. This year, a new CWD portion of firearms deer season (Nov. 22–26) will be open in CWD Management Zone counties. The new portion is timed to occur during the tail end of the primary rut, when deer activity is typically high and hunter interest remains strong. CWD testing is not required during the CWD portion. For permits, limits, and other details, see Page 34.
