Local leaders eager to combat institutional racism

n Friday, Jan. 15, over 100 government workers from around Northern California met in Oakland to discuss new ways to combat institutional racism. The meeting was put on by the Government Alliance on Race and Equity (GARE), a national network of government committed to evaluating practices and programs to ensure that all people, regardless of race or socioeconomic status, are treated equally.

Combating institutional racism can seem like an impossible goal, where inequities hide behind bureaucratic language and tradition. But GARE’s toolkit helps public employees see, for example, that small things like missed garbage pickups, inequitable distribution of community funds, or light bulbs not being changed frequently enough, all contribute to a larger problem of poor community health.

Francine Tournour, Director of the City of Sacramento’s Office of Public Safety & Accountability, says that despite the challenges, the room was fi red up, fi lled with an energy she says only comes around “every now and then.”

“People think that just because it’s not like it used to be, there aren’t issues. But in fact there are,” Tournour says.

Identifying and challenging inequities that come about through institutional practices is the focus of GARE’s Racial Equity toolkit. Funded in part by The California Endowment’s Building Healthy Communities initiative, GARE works with agencies to improve city and county services by including race and socioeconomic data when analyzing the success of government programs. By inserting this information into the agencies’ analysis, cities have found that it becomes easier for government workers to identify the complex problems of institutional racism.

Susan McKee, Chief of Staff for County Supervisor Patrick Kennedy, left the meeting with hope that the toolkit would give all government workers a voice in fi xing this systemic problem. “Giving the people who actually work in government the power to talk about changes that need to be made … I think that’s really important,” she says.

Sacramento government workers, including Francine Tournour with the city’s Office of Public Safety & Accountability, were among those who were part of a Government Alliance on Race and Equity cohort in Oakland on Jan. 15.

Tournour agrees and hopes that the GARE toolkit will help the city tackle problems that have plagued Sacramento for years.

“Immediately, homelessness comes to mind,” she says. “GARE gives you studies that have taken place nationally, so we are not in a silo.”

In 2010, The California Endowment launched a 10-year, $1 billion plan to improve the health of 14 challenged communities across the state. Over the 10 years, residents, community-based organizations and public institutions will work together to address the socioeconomic and environmental challenges contributing to the poor health of their communities.

Symptoms of institutional racism can be big and ugly, like police brutality or unfair prison sentencing, but they can also be small, and easy to miss or dismiss.

“I don’t see how any government agency wouldn’t get involved in something like this,” Tournour says. “And see how they can make themselves better accessible to a community who may not even know how to access some of their services.”

A family farewell If you’re lucky, during your lifetime you’ll get to work at least one company that feels as much like family as it does business. For me, SN&R has long been that place.

Earlier this month SN&R lost a family member. Ruth Y. Ellison died January 5 from complications of multiple sclerosis.

Ellison, a reporter, worked at News & Review in the mid-’90s.

She had previously also worked at the Sacramento Observer, a local publication that focuses on AfricanAmerican issues.

Ruth and I worked together for a few years. I didn’t know her very well—in the newsroom she was quiet and reserved; outside, she stayed busy with family.

Still, I remember her with admiration. At a time when the rest of the editorial staff was so very young and green, Ruth exhibited poise and professionalism. She was kind and helpful and, sometimes if you had the chance to talk with her long enough, funny, too.

I’ve thought about Ruth over the years, remembering her smart, thoughtful, coverage on topics as disparate as the O.J. Simpson trial, the cultural intersection between beauty standards and black women’s hair, and local civil-rights history.

Ruth left SN&R to pursue a master’s degree in journalism but her increasingly declining health, which led to the MS diagnosis, eventually cut that short.

A memorial service will be held for Ruth on what would have been her 51st birthday, January 30, in Southern California.

Her loss is felt, deeply, by those of us who remember her spirit and intelligence.

Godspeed.

It began last year, with homeless people congregating after hours on the steps of a methadone clinic, making noise and leaving a mess. Angela Tillotson lives in and manages the Midtown apartment complex next door, near 21st Street and Capitol Avenue. The Caltrans employee by day started chatting with her co-workers and neighbors about her problem. Soon enough, talk turned of forming a neighborhood watch.

Over a few months, Tillotson says she worked with police and city officials to resolve the issue outside the clinic. But something else happened along the way, too: She and her friends relaunched the Midtown Neighborhood Association, which had been dormant for a year.

It’s no secret that neighborhood associations sometimes get a bad rap. Local government and business leaders often

complain about these groups, painting them as NIMBYs who whine and push self-serving agendas.

Can the new MNA, one of the potentially most powerful neighborhood groups out of approximately 122 in the city (according to its website), break the mold, keep together and make a difference in Sacramento? And, for that matter, what should be the role of the neighborhood associations some three

decades after a small movement of them formed in the late ’80s?

Despite the positive change by groups and associations, there remain critics. “I think they’re parochial,” said Sandy Smoley, who dealt frequently with neighborhood groups during her 20 years on the Sacramento County Board of Supervisors. “I think they’re defensive about their area that they live in, and they don’t think of the good of the city or the good of the county. They’re just interested in what their needs are.”

But neighborhood associations also offer the potential for collective action and change, which someone like Tillotson could never tackle alone. They can unify and strengthen a neighborhood.

They can also birth future city leaders; mayoral candidates Darrell Steinberg and Angelique Ashby each got their political starts in neighborhood associations.

“One of the reasons I’m running for mayor is I want to elevate the neighborhood movement again in Sacramento,” said Steinberg, who founded the Tahoe Park Neighborhood Association before

Ashby served as president of the Creekside Neighborhood Association in Natomas before being elected in 2010 to her current position, as city council member for that area.

“When you look around the city of Sacramento and you see the communities that have managed to have longevity, what with their neighborhood associations, oftentimes they are very desirable neighborhoods,” Ashby said. “I would use, as an example, Land Park.”

Stories differ on why the old Midtown Neighborhood Association went dark. One member who’s still involved said it was because the group became too businessfriendly. But Karen Jacques, who founded MNA as the Winn Park-Capitol Avenue Neighborhood Association in 1991, denied this. “The criticism I heard was that we didn’t have enough contact with the business community,” Jacques said.

Tillotson wants to balance the needs of residents and businesses. Just 24 hours after she and neighbor Danny Yost officially relaunched MNA on December 9, she got involved in successfully mediating a dispute between two of her members and Big Stump Brewing Co., slated to open at 18th and L streets this spring.

“We want to facilitate open dialogue and work with developers and applicants so we can support projects,” Tillotson said.

Asked why the old MNA went dormant, Jacques said, “I think it was just sheer exhaustion and people having other things come up in their life and so many former board members moving out of the area.”

Jacques is board member emeritus, though she focuses mostly on historic preservation work these days. She’s grateful to see new life for MNA. “This is exactly what’s needed,” Jacques said. “This is exactly what I was hoping would happen for a long time.”

Tillotson might be in for a long stint as MNA chairwoman. Jacques held the post for eight years. So did Matt Piner, who’ll stay on for a year as vice chairman, per the association’s bylaws, but otherwise looks ready for a break between running two businesses and teaching at American River College. “I know what I experienced was just the classic burnout,” Piner said.

Piner has watched people come and go from MNA for years, telling SN&R, “I think the general tenor of sometimes how these meetings go is people are kind of one-and-done.”

It’s real trouble for a fake journalist. A Houston grand jury tasked with investigating a Planned Parenthood affiliate instead indicted the group that was throwing accusations.

As the Associated Press reported on Monday: “David Daleiden, founder of the Center for Medical Progress, was indicted on a felony charge of tampering with a governmental record and a misdemeanor count related to purchasing human organs. Another activist, Sandra Merritt, was also indicted on a charge of tampering with a governmental record.”

As co-founder of the anti-abortion CMP, the Davis-raised Daleiden infiltrated reproductive health clinics and conferences over a three-year period by posing as a tissue procurement middleman and secretly recording conversations. Daleiden and his accomplices, which included fellow activists and hired actors, wanted to show that Planned Parenthood illegally profited by selling aborted fetal tissue to biomedical research facilities. Despite some creative video editing, they failed.

But the footage, released on CMP’s website, did prompt Republican-led congressional inquiries, state-by-state attempts to defund Planned Parenthood and increased hostility toward abortion providers and their allies, including death threats targeting a Placerville biomedical company’s CEO. Daleiden and his allies framed the group’s use of false identities and video espionage as the work of investigative journalists. But the Houston grand jury—as well as two federal lawsuits here in California—characterized the work as fraud.

In July of last year, attorney general Kamala harris launched an investigation into CMP to determine whether it violated any registration and reporting requirements for charitable organizations. A spokeswoman wouldn’t comment on the status of the investigation.

Sparing paratranSit? The Sacramento Regional Transit District is proposing its first fare increase in more than six years to make up for a growing deficit that’s projected at $2.34 million next year. RT staff has proposed raising general fares by 20 percent, with corresponding increases to fares for students, seniors and the disabled.

At the RT Board of Directors meeting Monday evening, person after person focused their criticism on two proposals: a 40 percent rise in the cost of the senior/disabled monthly sticker and elimination of the $125 monthly pass for paratransit riders.

“I’m not sure what blackhearted consultant or staffer made this proposal,” said Tamie Dramer, director of Organize Sacramento and one of 20 people who addressed the board. “But to take this away, this lifeline that gets people to the grocery store, that gets people to their medical appointments, RT must find another way.”

Some board members agreed and spoke out against general fare increases. Others suggested making them incremental. “The term ‘blackhearted’ was used, and I happen to agree with that,” said board member and Elk Grove City Councilman Pat Hume.

“I don’t support eliminating the monthly pass. I realize it’s a loss leader, but it’s a loss leader we gotta take.”

RT will hold five public meetings in February as the increases are considered.

Another look at Habitat’s project to unite members of all faiths against hate

Are we gonna get busy hating or get busy loving?

Inspired by a line from The Shawshank Redemption, Imam Mohamed Abdul-Azeez asked this question of the standing-room-only audience at last week’s Build for Unity kickoff event.

People of all faiths and backgrounds were squeezed elbow-to-elbow in the Capitol Plaza Ballroom, some sporting crosses or headscarves, to hear about Habitat for Humanity of Greater Sacramento’s interfaith home-building effort.

Habitat believes in this project because there are others who seek to segregate us.

You most likely recall Republican presidential candidate Donald Trump’s proposed ban on Muslims traveling to our country. He and others are exploiting fear in the wake of attacks in Paris and San Bernardino. Singling out religions and nationalities—does this remind you

of any “stains� from our nation’s past?

Hate tears us apart.

What better sign of unity than to literally build something together? Build for Unity is a simple idea: The interfaith community builds a home for a Muslim family; the Muslim community builds a home for a family of another faith. The homes are located on lots next to each other in north Sacramento.

Like all Habitat for Humanity builds, the future homeowners will put in “sweat equity� and help construct the home themselves, with help from volunteers and donors that offset the $150,000 cost of each home.

During the kickoff event, supporters scrawled messages of support onto drywall boards that will be hung in the homes. Construction is set to begin this summer.

Last week’s meeting was about building an army of love equipped with a hashtag (#BuildforUnity) to show the world that we stand next to our Muslim brothers and sisters. The event’s organizers have issued a challenge to other communities across our nation to do the same.

It’s time to get busy loving. ℌ

Respect, money, vision, likeability—Darrell Steinberg’s candidacy has it all. But is the former state Senate pro tem really a lock to become Sacramento’s next mayor?

Darrell Steinberg darts across a quiet Tahoe Park street

toward a woman standing in her doorway. “You’ve got my vote, Darrell, I just wanted to say hi,” she yells from her porch. “Can I get a lawn sign, too?” he asks, deferentially, like a kid wanting a cookie. She obliges. “Count it!” he shouts to his canvassing sidekick, a law student from his alma mater, UC Davis. It’s an overcast weekend morning in January before noon—and some six months until Sacramento’s primary election. Yet here’s Steinberg, the antithesis of Jeb Bush energy, already hustling for votes. A man in his late 40s thanks Steinberg for stopping by, for his time. “I know you’re famous,” the man says.

“I don’t know about that,” Steinberg replies. “I call it minicelebrity—with an emphasis on mini.”

Clearly Steinberg isn’t taking the mayor’s race for granted. When he’s not banging on doors each weekend, he’s meeting neighbors at coffeehouses or holding court at the farmers market. He seems to genuinely want to lead Sacramento. And experts say the mayor gig is Steinberg’s for the taking.

“Darrell Steinberg doesn’t make enemies. That’s the key to his strength.”

“It’s his to lose,” said local political strategist Steven Maviglio, who guided Mayor Kevin Johnson’s 2008 campaign. “He’s got money, he’s got message and he’s got name ID. Those are the three ingredients to success.”

He said the 56-year-old former state Senate leader is known around town as Mr. Nice Guy. “Darrell Steinberg doesn’t make enemies.

That’s the key to his strength.”

But what’s that saying about nice guys finishing last? Local consultant Matt Rexroad attended the recent debate between Councilwoman Angelique Ashby and Steinberg earlier this month at the Crocker Art Museum.

Afterward, Rexroad said he’s “not convinced that the average voter would have said [Steinberg] was the frontrunner.” He described Ashby as folksy and real, and says in contrast Steinberg came across as political royalty.

Esteem, money, vision—is Steinberg simply too qualified to be top boss of weak-mayor Sacramento?

The politician Steinberg sits at a high table in the back of an East Sacramento coffeehouse. It's a few days before Christmas, a suit-but-not-tie day, and he's sipping a cappuccino. He refers to his accomplishment at the Capitol affectionately, like one might about one’s children—his “work,” as he calls bills passed and initiatives

championed. It’s true that his was not the quotidian, boilerplate, here-you-go-constituents legislation. Frankly, many were landmark.

His tenure at the state included four years as president pro tem of the Senate. In the majority party, that makes someone arguably the second-most-powerful politician in the state. After nearly 25 years in public office, including a stint on city council in the 1990s, Steinberg’s accomplishments and respectability are unequaled for a homegrown pol. The Wall Street Journal even christened him one of the 13 leaders to watch in the entire country a few years ago.

So it’s difficult to see Steinberg, what with his Cal Ripken likeability and elite Rolodex, wanting to spend Tuesday nights at City Hall, perched behind the dais, banging a gavel, listening to Mac Worthy. Is mayor really his preferred career move? And about being too qualified for the job …

“It’s funny. My wife and I watched a couple council meetings, and she’s asked me the same question,” Steinberg said. He doesn’t think people intend to be negative with the question—and they’ve definitely have asked it, a lot, since he jumped into the race in October.

“But I think it’s a diss on Sacramento. Because what it says is that Sacramento is not big enough for me, because of my experience, and what I did at the state level. And that’s not true.

I don’t buy it.

“This is a great city.”

Steinberg isn’t Schwarzenegger, or even K.J.-level famous. But he’s become a name in this city since he arrived in 1989. Tahoe Park was actually where he purchased his first home, near Eighth Avenue and 64th Street.

Two years later, he founded the community’s first neighborhood group. And, in 1992, he was elected to City Council for the district, which he represented for six years.

Steinberg remembers a different mindset in Sacramento some 25 years ago. He recalled a meeting with developers just after he was elected to council. They showed him renderings of shopping centers and housing complexes, but the question in the room wasn’t how to kickstart a thriving downtown. “The debate was whether or not there could be a housing market downtown,” he said. “We’ve come a long way.”

During his years under the Capitol dome, his foremost accomplishment was Proposition 63, or the Mental Health Services Act, which he co-authored as an Assembly member. That law taxes millionaires, the state’s wealthiest 0.1 percent, and the revenue is spent on mental-health programs. Voters approved it in

November 2004, and today it generates nearly $2 billion each year. It will likely be Steinberg’s legacy. “Mental health is the unattended issue of our time” is a kind of mantra.

His other flagship achievement was Senate Bill 375, which passed in 2008 and that “changed the planning paradigm,” as he says, when it comes to suburban sprawl. SB 375 empowers the state to set emissions-reduction goals and incentivizes cities and counties to build housing and developments in the urban core or along transit corridors, with the goal of reducing vehicle-miles traveled.

He’s also passed significant legislation in the areas of education, foster care, gun control, worker safety and the environment. Steinberg described his work as “eclectic,” which he says “used to frustrate [the governor’s office], because they thought that I had too many priorities.” It made it difficult to

cut a deal with him during negotiations, he said.

He says his most significant moment was the state’s darkest hour: February 2009, California’s $42 billion deficit.

He remembers marathon meetings in Gov. Arnold Schwarzenegger’s office—they jokingly called it Gitmo.

Republicans wanted to raise taxes. If not, there would be bone-deep cuts to social services. “Each of us four leaders stormed out at least once. There were a lot of F-bombs,” Steinberg said.

The GOP leader at the time, Assemblyman Mike Villines, did not get along with Steinberg. “We were both competitive … like oil and water,” he said. But he helped to forge a budget deal, avoiding the fiscal cliff, and the two became close.

Pretty much everyone this writer spoke with for this story said that Steinberg doesn’t have enemies. But that doesn’t mean his working relationships were always Regis and Kathie

Lee. By many accounts, his rapport with the Assembly, under Speaker John Perez, was often contentious. But Perez doesn’t describe it that way. “We had momentary disagreements,” the speaker emeritus told SN&R last week.

“But we always figured out a way.”

He described Steinberg as thorough, thoughtful, engaged, always prepared and very focused—with his biggest strength being his analytic approach.

Does Mr. Nice Guy have any flaws?

“He doesn’t have a sense of style, at all,” Perez joked. “We tried to step up his style game. But all things considered, that’s not a huge deficiency for the mayor of Sacramento.”

Last year, Steinberg said he sought the advice on his future from Gov. Jerry Brown. “When I talked to him about my political choices, he said to me, ‘You oughta want to be a big city mayor. It’s a great job.’”

Brown, of course, was mayor of Oakland before returning to statewide office and the governor’s mansion. And Steinberg speaks fondly of that career path, that third act. “I suppose, you

know, there are other political jobs that are great, too. But this city deserves great leadership. All the things that I’ve done, all the things that I’ve learned, to apply them to the city that I love, what could be better?”

The person A Camry pulls to the curb on 14th Avenue and out pops Steinberg, wearing a long coat and toting a coffee. Oh, and a small brown bag containing a hoagie roll and square of butter. This is breakfast. His power breakfast, which he snagged at The Nugget after an hour workout at the gym—elliptical plus weights, which he says he does seven days a week. Here he is, a high-powered attorney with offices at K and 12th streets, spending his Sunday morning eating bread and butter on the trunk of his car, readying to canvass his old neighborhood. In fact, he was out in this neighborhood the day before, too, knocking on doors with Councilman Eric Guerra.

very three minutes, a woman in the U.S. is diagnosed with breast cancer. Every 13 minutes, one of those women dies. The good news is that if caught early enough, the fiveyear survival rate is nearly 98 percent. Since 1982, the Susan G. Komen organization has been a champion for breast cancer patients. The nonprofit has raised $847 million for research and $1.8 billion for screening, education, outreach and support for patients and survivors around the world.

Over the holiday season, Collective Giving combined the charitable efforts of several local medical marijuana dispensaries to raise money for Susan G. Komen Sacramento Valley, which provides access to breast health services throughout 19 Northern California counties, focusing

Collective Giving is a charitable organization comprised of local medical marijuna collectives and businesses that come together twice a year to support local causes and to give back to their patients and patrons.

“It’s important to help patients who need cannabis as medicine,” says Kelsi White, who founded Collective Giving in 2013. “I want to thank all of the dispensaries that participated in our fundraiser as well as Susan G. Komen organization for publicly partnering with us. It’s really exciting to work with a major well-known, well-branded organization in Sacramento because there is still a stigma around cannabis.”

Medical cannabis has been used to help alleviate pain and nausea oftentimes associated with radiation and chemotherapy, giving cancer patients a better quality of life while undergoing treatments. Preliminary studies have also suggested that the chemicals found in cannabis may actually have anti-carcinogenic properties themselves. Unfortunately, its dubious legal status has deterred many civic and medical organizations, as well as patients, from benefiting from medical cannabis.

A Therapeutic Alternative, one of several Sacramento area dispensaries that participated in Collective Giving’s fundraiser, is a holistic health center that provides patients with a wide variety of lab-tested products as well as complementary services such as yoga, reiki, sound therapy, massage therapy, acupressure and aromatherapy.

“He’s still got that down-to-the-neighborhood feeling,” Guerra told SN&R of their time meeting with residents in Avondale and Tahoe Park.

“He still has that connection from back when he was a neighborhood president.”

Steinberg says he’ll personally knock on thousands of doors over the coming months. “Some people say, ‘I hope he doesn’t take this for granted.’ Some expect that I would rest on my laurels,” he said. “But I’ve got to run like I’m 10 points behind.” He says being out here, you get the pulse of the neighborhoods. You get to relearn the geography. He says it will make him a stronger mayor. (Not that kind of strong mayor.)

“I’m not convinced that the average voter would have said he was the frontrunner.”

“This could be the margin of victory in a close race,” he says while approaching the first door of the day.

That’s pretty humble talk, especially considering that Ashby wants voters to believe that he’s out of touch with street-level Sacramento issues. That he’s a blast from the establishment past at a time when Sacramento needs to move forward. During a recent debate, when Ashby stated “or we can go backward,” she actually pointed at Steinberg.

But his supporters are quick to shoot down her talking points.

They say his true character, who he is when you peel away the politician, belies entitlement.

a legislator from some ivory tower somewhere,” said County Supervisor Phil Serna. “He’s very steeped in the profession of policy-making, that’s part of who he is. But he doesn’t take himself too seriously.”

Serna said that, if he had to pick just one character trait representative of Steinberg the person, not just the candidate, it’s humility. “Not to get to weepy about it, but I think it’s a pretty rare breed of politician that understands and embraces the need to continually humble yourself.”

Yet still, who is Steinberg when the gears cease churning— if in fact they ever do? Does he let his guard down?

“He does. With his close friends, and I’d like to think I’m one of them,” Serna said. “He really enjoys a good joke. But I will tell you, even if we’re doing something as simple as trying to get through nine holes at [William Land] Golf Course,” where they play on occasion, “it doesn’t take probably to the middle of the second hole to take the conversation back to the ‘what ifs’ of policy.”

So, how’s his golf game?

“His tennis game is great,” Serna quipped, then laughed. “That’s all I’m saying about that.”

Apparently Steinberg’s golf skills are notorious. “Who says that Darrell knows how to golf?” former colleague Perez joked after an inquiry about his game.

Sports were a crucial part of Steinberg’s upbringing. “I grew up in a middle class neighborhood in Millbrae, graduated high school the year before Prop. 13,” he remembered. “My childhood was rich, not financially rich, but rich in terms of community.

There were sports, there was football, basketball, baseball.” The left-hander says he was too small by the time he got to high school, however, for anything but tennis.

So, he became a championship player. And then he quit for 30 years, he says, but started playing again after he left the Senate.

The point of his story, however, is that he’d like to see Sacramento reinvest in recreation programs for kids. “That was a

public commitment to making sure that kids had what they needed, and a lot of that has frayed over the course of the last number of decades.” He says Sacramento has actually increased park acreage, but has not kept up with youth programming, so one of his top-three priorities as mayor will be to turn the tide.

Steinberg says he likes to read while on the elliptical every morning. Lately, he’s into The Wrong War, about Afghanistan and Pakistan, and he just started a book about a Jewish teenager who shot a Nazi officer. And he’s reading the Robert Caro book on Robert Moses.

He’s an iPhone guy. He and his wife, Julie, have a poodle.

His kids are off at school.

And, of course, he’s following the presidential race, but doesn’t subscribe to the idea that Democrats should want Donald Trump to win the nomination. (“It’s just too scary.”) So, who gets it? “I don’t know. I can’t predict it.”

His wife works at Congregation B’nai Israel synagogue, as the cantor. “He cares about everybody,” her rabbi, Mona Alfi, says of Darrell. “My kids adore him because he talks to them like they are people, not just kids.”

Alfi met Darrell and Julie years ago, before they had kids, when they first began attending her synagogue. She actually taught Sunday school with Darrell’s brother, who is a rabbi.

Julie, as cantor, leads the congregation in singing and prayer.

Can Darrell sing? “Oh no, oh God no. He enjoys singing, but he’s not somebody I would put a microphone in front of,” Alfi said. “He’d be better at stand-up than he would be at singing.”

The Alfis and the Steinbergs are close. They do dinner together; Julie is a “wonderful cook,” she praised. “And if he’s over at our house for dinner, that’s the same Darrell that you’re going to see behind the dais,” she said. “He’s not pretentious. He’s who he appears to be. There’s no difference.

What quality is memorable when Steinberg eases out of politician mode? “Humor,” Alfi shared. “He is a goofy, silly guy who loves humor. He and my husband will quote Woody Allen and Mel Brooks movies ad infinitum.

“And nobody giggles harder at Darrell’s jokes than Darrell.”

The candidate Guests trickle into an auditorium inside the Crocker Art Museum. The occasion is the first mayoral debate of the year. Two candidates— Russell Rawlings and Tony “the Tiger” Lopez—weren't invited by the host, the Metro Chamber of Commerce. Ashby is backstage, but Steinberg is out in the seats, introducing himself to people and shaking hands. Mr. Nice Guy, indeed.

Working a room is Steinberg’s wheelhouse. At a recent press conference inside a downtown affordable-housing complex, the room brimmed with some of California’s most influential lawmakers. But everyone wanted face time with the guy who no longer holds political office: Steinberg. He doled out high-fives and gave hugs. “Oh my God!” he exclaimed before embracing one woman.

“Hey Darrell!” a man hollered across the room. The vibe that January evening felt like a family reunion, with mayoral candidate Steinberg as favorite son.

But Steinberg came across as less in his element during the debate. And, as local consultant Rexroad said after, Ashby impressed. “She had some really good responses,” he said. “I think that he got more than he was ready for a couple times. His review should be ‘I shouldn’t tangle with her unless I need to.’”

Rexroad also felt that Steinberg needed to be more mindful of Ashby’s credentials.

“I felt several times Steinberg was up next to the line of becoming very arrogant and dismissing her.”

Local strategist Maviglio also praised Ashby. “Let’s be honest, they’re both good candidates and have a lot of strengths,” he said. “But against Darrell Steinberg, Angelique just starts in a bad place. She has to introduce herself and go negative, and that’s a tough path.” He said that, save for an unexpected storm of voter apathy toward established, name-brand candidates, Steinberg should win it all in June.

Steinberg’s No. 1 campaign issue is homelessness. Back at that press conference with the powerful legislators, he said that Sacramento’s homelessness problem is “worse than ever.” But what can he do as Sacramento mayor? It’s the county, not the city, that controls the purse strings to deal with homelessness issues.

Darrell Steinberg “Doesn’t matter,” he said. “Homelessness is a city issue, it’s a regional issue and it’s a state issue. And the mayor of Sacramento must make this issue a priority.”

His plan, which he and current state Senate Pro Tem Kevin De León announced at the event, is called the No Place Like Home initiative. The plan is for local governments to give 7 percent of Prop. 63 revenue back to the state.

The state will bond against it and create a $2 billion capital fund for permanent supportive housing for homeless people.

And Steinberg’s not talking about segregating low-income housing in one area. He envisions building developments with workforce, special needs, market rate and affordable housing all together, “so that you can’t tell one unit from the other.”

“I think it would be the greatest single investment we have ever made to try to create a systemic solution to homelessness,” he said.

It still has to pass the Legislature and earn the governor’s ink, let alone survive any legal challenges, but the plan also exemplifies what his “significant reach” would be as a mayor.

Other mayoral priorities are myriad.

He supports a $15 minimum wage, but also is serious about a high-wage employment base, which he says is critical for Sacramento if we want new housing and a sustainable tax base.

Another goal will be to extinguish power struggles and drama at City Hall. “I don’t think it’s any secret, but I sense a significant dysfunction between the entities” at City Hall, he said. “And I’m not casting aspersion or blame. I’m not there. But if I’m fortunate enough to be elected, I’m not going to have it.

Because it impedes progress.”

Could be a challenge: Johnson and an ad hoc task force are working to hire a new city manager before the next mayor and council take office.

Or it could be easy. Councilman Guerra says that, with Steinberg’s experience uniting legislators as pro tem, working with council should be breezy. “And I also think it’s overblown, how much tension there is on the council,” he added.

More big issues: Steinberg says the council will need to “revisit” the extension of Measure U’s sales tax. And he wants to “focus like a laser” on developing the waterfront. He calls the arena a good catalyst, “but it’s the beginning, not the end.”

Recently, the candidate has increasingly discussed public transit. In December, he told SN&R that Regional Transit “has not nearly reached its potential.” But in January, at the debate, he gave transit a “needs dramatic improvement” grade and dinged light rail for being unsafe, dirty, inefficient and poorly operated.

“It needs an infusion of energy, and it needs to see itself differently.”

There is, of course, talk of Steinberg’s negatives. He boasts a significant fundraising lead, having raked in more than $1.4 million in an account to run for lieutenant governor. Most of this can be transferred to the mayoral race, even though many of these donations come from out-of-towners: Steven Spielberg, Jeffrey Katzenberg, AT&T, Disney, Facebook, Time Warner, Verizon, Visa, Clorox, DirecTV, insurance companies, labor unions and so many more. Steinberg could raise more than any mayoral candidate in Sacramento history.

Is all this money good for local politics?

What do these donors expect in return from the mayor of little ol’ Sacramento?

In the Senate, he passed a bill that was crucial to keeping the Kings in Sacramento: The law prevented environmental lawsuits from halting construction of the arena, a huge selling point to the

NBA owners. But critics dinged Steinberg for passing it in the 11th hour, a specialinterest gift that only benefited the Kings and its owners, something he’s done in the past for proposed NFL stadiums in Los Angeles, too.

And some voters might remember 2006, when Steinberg sided with the Maloof brothers and backed their push for a tax to pay for a Kings arena in the railyards. Measures Q and R tanked at the ballot box.

Steinberg also has deep ties to the developer community. He supported the arena and McKinley Village in East Sacramento, which Ashby voted against—and this might lose him votes in that neighborhood, as the “McVillage” remains unforgivably unpopular.

Measure L, or strong mayor, wasn’t hot with voters, either. Steinberg endorsed it last year—and hasn’t ruled out pursuing the executive mayor model despite his predecessor’s shortcomings. “I believe in it. Essentially, it’s the same separation of powers that we see at the state level,” Steinberg said. “But the voters spoke. It’s not something that I’m going to seek to do, at least anytime soon.”

Maviglio said he would “bet the farmhouse” that if Steinberg proposes a strongmayor initiative, it will pass. (The implication here is that the Measure L vote is about the person, not the policy.)

And about K.J.: The two have been allies—again, the man apparently has no enemies. Both Ashby and Steinberg try to distance themselves from Johnson, but Maviglio pointed out how their policies align. “He’s been on same side as the mayor.

Look at the key issues: arena, strong mayor, development. Steinberg and Johnson line up pretty evenly.”

But Supervisor Serna insisted that Steinberg will be a vastly different leader than Johnson. For one, he’s looking forward to a mayor who will reach out to the county.

“Boy, that would be something, that would be refreshing,” Serna said. He’s had great working relationships with council members. “I just haven’t had it with the current mayor.” He said Steinberg would represent “a new day” for how the city and county collaborate.

“I’m not a borders or boundaries guy,” Steinberg said. “I’m at the state in my life where the petty does not matter to me. So I’m very excited, actually, about being a regional mayor.”

But his pitch this spring will be to the city.

“Sacramento deserves great leadership. It deserves it. It’s a city that is already—I hate to say it’s on the cusp, because that’s become a cliché. It’s already achieving great things.

“And it deserves its next mayor to be somebody who has that reach, who has that experience. And who has that record of always delivering to lead it to its next chapter.” Ω

A succulent smattering of pork carnitas is the star topping, backed up by red onion, cilantro, a drizzle of crème fraîche and a piquant salsa verde. Long live cupcakes: Wait, aren’t cupcakes dead?

Apparently not quite yet. Icing on the Cupcake opened a new Midtown outpost at (1730 J Street) last week, taking over a chunk from the former Gifted Gardener space.

It’s been a long road for the Rocklin-based company. It launched in 2007 and once had five locations in the area before filing for bankruptcy in 2013. Under new ownership, it’s managed to reopen its Rocklin bakery, and recently opened another location in Folsom (2379 Iron Point Road).

The Midtown edition feels a little sterile—plain pink walls,

checkerboard floor, no seating—and doesn’t exactly scream, “Come buy all these tantalizing sweets!” but there are tantalizing sweets all the same. Naturally, Icing on the Cupcake primarily sells cupcakes.

They’re moist, loaded with buttercream and come in more than 10 flavors every day ($2.95-$3.35). Also available: minicupcakes known as “babybites” ($1), minipies ($3.45), cookie sandwiches ($2.75) and brownies and blondies ($3).

Meanwhile, another bakery known for cupcakes closed in Pavilions: SusieCakes. SusieCakes’ layered cakes, whoopie pies and cheesecakes were wonderful, if a little pricey. If

Yep, more poke: Wrap N’ Roll Sushi Burrito (1801 L Street) is slated to reopen on January 30 as Make Fish Poke & Sushi Burrito. Like its Elk Grove location, the Midtown spot will feature a redesigned aesthetic and build-your-own menu style. You can still get sushi burritos—or poke, nachos or salad—but you select among given proteins, sauces and unlimited toppings. Ω

Here’s a maybe surprising pairing: coffee and beer. Try the recent release of Stone’s Coffee Milk Stout. Brewer Brian Gallagher whipped up this formula using Englishstyle malts and coffee beans from the San Diego-based Ryan Bros. Coffee. Then, he added milk sugar to balance out the bitterness. The outcome is a creamy, light-bodied stout with a hint of sweetness—and the aroma and taste of quality coffee. To good health Pomelo Citrus trees are generous this year. Take your local pick—literally—of virtually any variety. One of the most unusual, though, is the pomelo. The pomelo, which looks like a large, soft grapefruit, isn’t quite as juicy as other citrus. It has a thick rind covering the greenish white-to-pink flesh. Pomelos make for a good addition to green salads, although they’re also traditionally eaten for Lunar New Year (February 8 this year). The Cantonese word for pomelo sounds similar to “prosperity,” so the fruit represents abundance and good health in the coming year.

Old-school excellence

There are way too many restaurant-scene posers in this city. You know who they are.

The uber-chic foodies who are so over the word “foodie” that they ironically claim it as a badge of honor. They’re the types who make a reservation at a restaurant during opening week for bragging rights or a Yelp review, ignoring the fact that most places need at least three months to even begin getting their feet wet.

They’re also the people who have likely ignored the culinary cornerstones of Sacramento. They’ve never sunk their teeth into a thick wedge of Zelda’s deep dish pizza or grabbed scoop at Vic’s Ice Cream. And they certainly haven’t experienced the glory of Biba’s.

In summary: They know nothing.

Biba’s opened in 1986 under the eponymous leadership of Biba Caggiano. Famous not only for her many cookbooks and her television cooking show, Biba’s Italian Kitchen, the restaurant became a cornerstone of Italian cuisine for the nation. It received glowing press from publications such as Gourmet, Wine Spectator and Travel + Leisure. In short, Caggiano established what Italian cuisine should and should not be long before the Food Network ever did.

Now that construction at the nearby Sutter Medical Center has finished (and before construction on both a new hotel and the new B Street Theatre venue begins) it’s the perfect time to rediscover this pinnacle of fine dining or eat there for the first time.

Biba’s is a white tablecloth affair, so dig out your good tie or black dress. However, don’t think your meal will be stuffy; service isn’t only knowledgeable and engaging, but jovial as well.

The best salads are those that are effortlessly balance and the insalata di finocchio, mandarini e rucola is an exquisite, seasonal example ($10.50).

The reserved flavor of thinly sliced fennel paired with perky slivers of bright tangerine is lovely in itself, but the addition of sliced almonds, ricotta salata and briny green olives make it dazzling.

A buffalo mozzarella salad ($14.50) takes a cue from winter, substituting fresh tomatoes with slow-roasted San Marzano tomatoes and a flood of some truly excellent olive oil. The result is musky and deeply earthy, but with still very present acidity.

If you’re looking for luxury, the sautéed veal sweetbread is perfectly executed, soft and delicate in flavor. Yet, smoked pancetta and wild mushrooms bolster it into an umami bomb that echoes long after the finish ($16).

The freshly made pasta, however, is the true draw here. House-made ricotta gnocchi is lighter than air, and on the night we tried it, it was served with fresh shrimp in a rich tomato sauce ($18.50).

Still, it was the cavatelli that was by and far the resounding hit. Served with ocean-y scallops, garlic, a dusting of crunchy breadcrumbs and a hefty slathering of Calabrian chili oil, I’d sell my husband for another bite ($19.50).

A slow-roasted beef short rib melted apart upon contact with a fork and easily slurped up the horseradish gremolata and polenta it was served with ($29.50).

If there was a miss it was the veal medallions ($31), which were terribly underseasoned and wallowing in a drab mustard cream sauce that arrived lukewarm. However, the sautéed chard and pillowy mashed potatoes certainly kept the table’s attention.

Somehow, we valiantly found room to share ricotta cannoli dressed in chocolate and punctuated with bits of candied orange ($10). It should not be missed.

Nor, frankly, should anything else on the menu. Ω

Biba Caggiano established what Italian cuisine should and should not be long before the Food Network ever did.

Chocolate heaven Give me a warm blanket and box of chocolates, and I’ll require nothing else for a fabulous evening. Eating quality chocolate can be an exciting journey, with plenty of natural flavor profiles to explore: nutty, spicy, fruity, caramel, floral and earthy, among them.

Dive deeper into caramel and reflect on each note: butterscotch, honey, milk, butter, molasses. Sounds fun, huh?

There may be no blankets at the third annual Sacramento Chocolate Salon on Saturday, January 30, but there will be lots of chocolate to taste. Talk to chocolatiers, food experts, authors and chefs; attend a chocolaty seminar and discover your next favorite chocolate maker. Of course, there will be other confections and beverages available as well.

By Shoka It’s the tryptophan. That’s the amino acid in sesame seeds that makes people want to pour Annie’s Goddess Dressing onto everything, not just salads. Tryptophan releases serotonin, a neurotransmitter, so, yes, Goddess is playing with our brains, and that’s why it tastes addictive. For a change of junkie pace, Bon Apétit has a recipe for a tumeric-tahini dressing. For a less sour yet punchier, spicy vinaigrette that’s equally as welcome on a

salad or rice bowl, try it with these alterations: a quarter-cup of tahini, one-third cup of rice or apple cider vinegar, 1 tablespoon of fresh lemon juice, 1 tablespoon of olive oil, half a teaspoon of ground turmeric, one-eighth teaspoon of cayenne, 1 teaspoon of ginger juice, and three freshly crushed cloves of garlic—or just one if you have a date. Mix it all with a bit of salt and pepper and release the goddess—and the serotonin. But not the addiction.

bad news Anjan Sundaram, the mathematics whiz-turned-journalist who wrote 2014’s amazing book Stringer: A Reporter’s Journey in the Congo, is back with a book about his time training Rwandan journalists. In Bad News: Last Journalists in a Dictatorship (Doubleday, $25.95), Sundaram describes his experiences with a program—approved by Rwandan President Book Paul Kagame, who is now trying to gut term limits so he can retain power—in which the reporters were to specifically cover government.

But he learned that reporting anything “unofficial” was a recipe for harassment, beatings or imprisonment. And there were plenty of the sort of weird stories one finds in totalitarian governments as well (being told that the explosion he witnessed never happened, for instance). Sundaram is a gifted writer and this is a compelling story, which comes with an appendix of journalists who fell on the wrong side of Kagame’s regime.

Matt taibbi “Income inequality” is a buzz phrase that many politicians tend to throw around, particularly during election time—even Republicans have started using it. But what does it really mean? On the surface, the discussion is about America’s disappearing middle class, Lecture and how more people are struggling financially, while fewer people possess most of the country’s wealth. But is that really all there is to say about it?

In the book Divide: American Injustice in the Age of the Wealth Gap, journalist Matt Taibbi analyzes how the legal and justice system treats people differently based on their economic status. Rich people, Taibbi says, are virtually immune to punishment, while the poor are increasingly more likely to be harassed and imprisoned for minor offenses.

The book covers how the prison population is bigger than ever, and yet crime statistics are on a downward trend. He argues poor people are imprisoned for being poor.

Meanwhile, white-collar criminals not only avoid punishment, but retain wealth and status.

Taibbi will visit the Mondavi Center as part of UC Davis’ Campus Community Book Project. He’ll discuss the book, his research and the idea that income inequality isn’t about just who gets to own stuff— it’s a human rights issue. $12.50$49; 8 p.m. Wednesday, February 3.

Stevens gives a bravura performance, slowing, weakening, seemingly shrinking as Daisy ages. Director Benjamin T. Ismail inherently knows what to do with this story, and what we see on stage is powerful and touching.

St. Louis playwright Carter W. Lewis’ play is a one-act, 90-minute comedy with dark overtones. Directed by Buck Busfield, it revolves around Benjamin Rindell, an English professor, his AfricanAmerican fiancée Emmy, the unexpected arrival of Allison, a 15-year-old daughter he never knew he had, and Emmy’s former boyfriend, Bluetooth Atkinson, trying to get his woman back.

This theater-ofthe-absurd play presents the story of new neighbors who find out they share the last name Jones as well as other similarities none of them want to admit. Stephen Adly Guirgis’ raw, crass, brash, in-your-face play about members of the underclass striving to survive and a paroled drug dealer trying to stay straight, is intense, funny and full of fucks—both literal and figurative. The characters are all struggling in purgatory and hells of their own makings, but sincerely trying to better themselves.

Jackie is just out of prison and trying to re-establish a relationship with his girlfriend Veronica, a street survivor who wants to “put the ghetto on hold” but is still caught up in her addictions. The impressive cast is flawless with a palpable chemistry between all of them. Th, F, Sa 8pm.

Benjamin T. Ismail is a busy fellow these days.

He’s artistic director for Big Idea Theatre, the much admired small company that stages a heady mix of Shakespeare, edgy contemporary fare and even French existentialism. (Their summer production of JeanPaul Sartre’s No Exit drew crowds, contravening the dictum that you gotta do silly shows in Sacramento when the weather’s scorching.)

Ismail is also directing elsewhere. He did the Sacramento Theatre Company’s well-mounted Driving Miss Daisy, which closes on February 14, and is on board for Capital Stage’s next show, Love and Information, a complex tale of technology and amour, told in a composite form.

“The script is built of seven sections, with seven or eight scenes in each … some are 10 seconds long, some are six minutes … snapshots,” Ismail said of that production, which runs January 27 through February 28.

“There’s never any punctuation or character description. It is very skeletal … but everything you really need to tell this very subtle story is in the script,” he adds. “It’s one of the coolest things I’ve ever worked on.”

But there’s more. Once Love and Information opens, Ismail will set off to Florida to direct 4000 Miles at American Stage, a company led by former

Capital Stage artistic director Stephanie Gularte.

Cap Stage staged a production of 4000 Miles in spring 2014. In the Florida production, Ismail will again be directing Janis Stevens (who plays the title role in Driving Miss Daisy).

Then it’s back to Sacramento, where Ismail will act in Capital Stage’s production of Disgraced, from the 2013 Pulitzer winning script, running May 4 through June 5.

Fast-forward to summer when Ismail will be back at Big Idea, working on the early summer production of A Bright New Boise, a dark American comedy from 2011, as well as a late summer production of Shakespeare’s Antony and Cleopatra. (“Cleopatra is Shakespeare’s most interesting female,” Ismail says.)

Ismail grew up in Memphis and attended college in Arkansas, settling briefly in Boston. In 2008 he arrived in the area to audition for a part in Bare that the now-defunct company Artistic Differences was staging. Once here, he kept auditioning for parts and then started landing gigs as a director.

Lately, he’s been following that path more.

“Directing is the thing I’ve been going for,” he says.

Still, he adds, acting remains “near and dear” to his heart.

“I would be sad if I didn’t have both in my life,” he says. Ω

13 Hours: The Secret Soldiers of Benghazi

Director Michael Bay and writer Chuck Hogan, adapting Mitchell Zuckoff’s nonfiction book, recount the 2012 attack on the U.S. diplomatic compound in Benghazi that left four Americans dead, including Ambassador Christopher Stevens. The movie focuses on two CIA operatives caught in the battle: one of the slain, Tyrone Woods (James Badge Dale), and a pseudonymous survivor played by John Krasinski. Tense and riveting, here’s the movie some of us never knew Michael Bay had in him—the action, when it starts, is paradoxically both chaotic and clear.

There’s a palpable sense of the sun-scorched uncertainty of the Lybian street, where the Americans are never entirely sure who is friend and who is foe. Dale gives what could, with luck, turn out to be a star-making performance, with Krasinski not far behind. J.L.

The Big Short

Director and co-screenwriter Adam McKay (Step Brothers) bungles a great opportunity to savage the architects of the 2008 financial crisis in The Big Short, wasting an A-list ensemble cast in the process. Steve Carell, Brad Pitt, Christian Bale and Ryan Gosling play various tenuously related members of the finance industry, men who made made a killing by betting against the housing market, which at that point had superficially swelled to record highs.

All of the elements are in place for a lacerating satire, but almost every aesthetic choice in the film is bad, from the U-Turn-era Oliver Stone visuals to Carell’s sketch-comedy performance to the cheeky cutaways where Selena Gomez and Anthony Bourdain explain complex financial concepts. After a brutal opening half, it finally settles into a groove, and there’s a queasy charge in watching a credit-drunk America walking towards that cliff’s edge, but not enough to save the film. D.B.

The Boy

A young American in England (Lauren Cohan) hires out as nanny to an elderly couple’s 8-year-old son—only the “son” turns out to be a porcelain doll; the real boy died 20 years ago, and his grieving parents have lived this mad fantasy ever since. The nanny stays on out of pity and her own desperation—then begins to see signs that the doll might not be so inanimate after all. Writer Stacey Menear and director William Brent Bell get things off to a great start, with a genuinely creepy atmosphere, a strong performance by Cohan and a couple of well-placed jump-scares. Then they blow it in the last half-hour; the movie violates its own internal logic and dissolves into wornout slasher-flick tropes. Too bad; Menear and Bell had a bizarrely good thing going, but they couldn’t come up with an ending. J.L.

The 5th Wave

An ordinary high school girl (Chloë Grace Moretz) finds her world torn asunder when aliens invade Earth, pursuing a methodical plan for exterminating humanity.

Adapted by Susannah Grant, Akiva Goldsman and Jeff Pinkner from Rick Yancey’s novel, and directed (decently, if with little distinction) by J Blakeson, the movie begins as a novel twist on the alien-invasion formula, with a tough, determined performance from Moretz. Then it tips its hand, and our disappointment is palpable: Damn, it’s just another Hunger Games/ Divergent/Maze Runner clone, with the heroine torn between two lovers (Nick Robinson, Alex Roe) and joining a desperate Resistance made up of bravely hard-boiled teenagers. The book was the first of a series, naturally, so at least we know what Moretz will be up to for the next few years. J.L.

Anomalisa

In order to become fully realized on film, the harsh metaphysical whimsy of screenwriter Charlie Kaufman requires an equally visionary visual artist. Many critics loved Kaufman’s 2008 directorial debut Synecdoche, New York, but I could never get past the film’s pushy message-mongering and lead-footed visual sense, and felt that he deeply missed the cinematic panache of directors like Spike Jonze (Being John Malkovich and Adaptation) and Michel Gondry (Human Nature and Eternal Sunshine of the Spotless Mind). In the strange and pensive stop-motion animated mind-blower Anomalisa, Kaufman finds another visionary collaborator in co-director Duke Johnson, best known for his work on Moral Orel. Kaufman and Johnson’s film is a heart-stopping masterpiece of emotional malaise and disconnection, vividly surreal and achingly real at the same time. D.B.

The movie focuses on the understandably complex relationship between Wegener/Elbe and his/her wife Gerda (Alicia Vikander), and Redmayne and Vikander share an earnest screen rapport. Hooper and Coxon honor Elbe (who died in 1931 from complications of her fourth and final surgery) as a pioneer of the transgender movement, but reverent as the movie is, it’s also rather dreary—the kind of embalmed, oversolemn opus where the actors whisper their lines slowly, one word at a time. Dirty Grandpa

A strait-laced, dull young lawyer (Zac Efron) reluctantly agrees to drive his recently widowed grandfather (Robert De Niro) to Florida for spring break—ostensibly to bond and complete the grieving process, but really to get Grandpa laid by some obliging college girl. Nonstop partying, drug use, vandalism and kinky sex ensue. De Niro, with nothing left to prove, has wasted his talent on some pretty unworthy movies in the last few years, but he’s never made one as shoddy or as thoroughly inept as this. Almost nobody has. John Phillips’ script is moronic, Dan Mazer’s direction is beyond sloppy; the movie is ugly in every sense of the word (shame on cinematographer Eric Alan Edwards, too). It never rises to the level of garbage. Already we have the worst movie of the year—and maybe next year as well. J.L.

The Hateful Eight

Quentin Tarantino’s masterful Western/ murder-mystery hybrid The Hateful Eight is getting a lot of attention due to its limited, “road show” presentation, a three-hour theatrical experience projected on 70 mm film, with an overture of Ennio Morricone’s score and a 12-minute intermission. Therefore, audiences may be surprised that the widescreen photography in The Hateful Eight is much more focused on the contours of a single interior space than on wide-open exterior spaces. Long-time Tarantino leading man Samuel L. Jackson stars as Major Marquis Warren, a merciless bounty hunter in post-Civil War-era Wyoming waiting out a blizzard with a den of scoundrels (including

Kurt Russell, Tim Roth and Bruce Dern), all of whom seem to be concealing a secret. The first half is nearly perfect, a slow build of pinprick tension, and while the second half gets a little repetitive, it’s also where the brilliant Jennifer Jason Leigh is at her no-holds-barred, bloodsoaked best. Kung Fu Panda 3

Panda Po (voiced by Jack Black) meets his long-lost father (Brian Cranston), just as yet another supervillain (J.K. Simmons) rises to conquer the world. The formula of this gaudy franchise is growing stale, and the dialogue by Jonathan Aibel and Glenn Berger bounces back and forth between pompous mumbo-jumbo and fart-poop-and-pee jokes.

Still, the movie has its compensations. Like the first two, it’s stylishly pretty to look at, and the over-the-top fight scenes and visual humor (courtesy of directors Alessandro Carloni and Jennifer Yuh) are amusing. Also, the minotaur-like villain here is an improvement on the scrawny peacock of the first sequel. Once again, the all-star supporting cast (Dustin Hoffman, Angelina Jolie, Jackie Chan, Kate Hudson, etc.) is largely wasted; the only voice we really remember is Black’s. J.L.

The Revenant

Much like the previous collaboration of director Alejandro González Iñárritu and cinematographer Emmanuel Lubezki, last year’s Best Picture winner Birdman, the gruesome adventure The Revenant is heavy on visual gimmickry and pulses with an aggravating energy, but also feels strangely empty and unnecessary. Leonardo DiCaprio clearly suffers for his art here, whether submerging himself in ice cold water or climbing inside of a horse carcass for warmth, but although the film works as a visceral experience, on the whole it’s a frustrating mess. There are is a change jar of messages regarding the pitiless beauty of nature and the savagery of man, but Iñárritu only knows how to lay it on thick, so it amounts to a lot of puffed-up finger-wagging. More than anything, Iñárritu excels at hectoring and exhausting his audience, and The Revenant is no exception—he’s good at grinding you to a nub, and not much else. D.B.

Superpowers: Ambitious is a baby grand piano movement tucked in the closing moments of an experimental electronic record. It’s the sort of head fake that tricks the mind of a Soundcloud listener into thinking autoplay transitioned to a RIYL (Recommended If You Like) artist.

Fitting that the song in question is titled “Superhuman.” As such, much of Separate Spines’ debut EP Voli— which drops March 5—is hyperambitious and, even in its most cerebral explorations, very much alive.

The head rush of Voli arrives via the group’s dueling drummers—one being the indomitable Omar GonzalezBarajas—which is, again, ambitious.

Voli overtures with machine-gun percussion over glitched ambient, buzzing feedback and the tinkering of keys on “Zero.” It’s essentially a warm-up intro for “Eminent One,” which is the album’s first big leap, with choir vocals recorded in a secret cathedral with the help of a dozen friends and local musicians. “The Hardest Part” follows as a recoil that introduces the core members of vocalist Buddy Hale, Gonzalez-Barajas and Christian Meinke on drums, Zach Hake on keys, Rachel Freund on synth bass, Charles Dale on synths and Sydney Jones on auxiliary percussion.

Each assignment is circumstantial, as the group changes instruments on a song-by-song basis.

Philosophically, the EP and Separate Spines the entity want to defy convention. In its inhibition though, Separate Spines avoid the trappings of sophomoric impulse. This is important to note as the lion’s share of recording was done in two days with Spencer Hoffman (Silver Spoons) at the Record Dungeon in Elk Grove with overdubs laid later in churches, warehouses and living rooms. It’s rare for a neoteric group to expertly capture the spontaneity, let alone be so aware.

“I just want to be superhuman,” goes the refrain on “Superhuman,” and Separate Spines flirts with such possibility on Voli.

Friends and freedom: As if Sol Collective was his living room and the paying attendees were all of his friends, Jacob Golden supplied snacks. Lots of snacks. Good snacks. Sandwich cookies and cheesy puffs and filled pretzels and craft beer and wine.

The thing is, Golden also designed the venue like a house show, with folks seated all around his stageless setup. And, many in the packed crowd were Golden’s friends—and dedicated fans for the past decade or longer.

Among the friends: former Jackpot member Lee Bob Watson, who opened the show with his rock band Lee Bob & the Truth. Performing as an all-string trio, the group won the crowd over with giggles, charisma, sassy hip shakes, epic guitar solos and the occasional, “I love Sacramento!”

Watson said the band’s second full-length is complete and should be out soon—March, maybe—which means we’ll get another visit soon as well.

But the night ultimately belonged to Golden and his release of The Invisible Record, his third album but the first he released on his own terms.

Golden brought up more friends for his set, sometimes having as many as five people for a backing band, including Young Aundee, Dusty Brown and Kris Anaya (Doombird, Contra). Drums, synth, keys, cello and xylophone—it was all very big, very ambitious. Yet, the musicians only had a few days to learn the songs and it sometimes showed.

The arrangements worked very well on songs like “All in a Day’s Work,” where the atmospheric sounds slowly built and a distorted guitar ramped up the tension. But on other songs, said electric guitar completely drowned out Golden’s delicate whispers.

Golden performed songs off The Invisible Record but also went far back into his catalog, even to “Jesus, Angelina” from his Orisha days, much to the pleasure of a few adoring fans. My favorites were “Bluebird,” which featured just Golden, his guitar and his emotional autobiography; and “Freedom Bells,” which he pulled off as a singalong in the grandest sense. Hip-hop is a distinctly American genre— Brooklyn, if you want to get technical.

Yet it’s traveled all over the world and has been digested into just about every possible culture. Los Rakas are one of the best examples of how naturally HIp-Hop hip-hop mutates in a totally different cultural context. The two emcees, Raka Rich and Raka Dun, were raised in Panama and later moved to Oakland. They blend classic hip-hop with Latin music, reggaeton and dancehall in a way that’s so perfect that it makes you think that’s how hip-hop should’ve sounded all along. Pull out your old bong shaped like the Grim Reaper and prepare your body to get progged all the way out to Mars with Eight Bells, a progressive black/doom band out of Portland, Ore. It’s hard to describe their sound without getting too weird about it, but let’s just say it’s dreamy, ethereal, crushing, groovy and it often surges with a Yes-esque energy; a band for fans of He Whose Ox is Gored and the local (waning).

Big Earl and the Cryin’ Shame celebrates its album release at the historic Torch Club for Live at the Gallo Center. As a BLUES band that bleeds ’50s Chicagostyle blues, it’s fitting that Big Earl and the Cryin’ Shame’s musical résumé includes supporting legendary talent like B.B. King, Charlie Musselwhite and Kim Wilson. Big Earl Matthew’s textured vocal style is reminiscent of the boisterous Howlin’ Wolf paired with a driving rhythm section provided by Ian Stambaugh on drums and Randall Niemann on bass. Any day now, I expect to come across one of those “10 Reasons Sacramento is Actually a Place” listicles written by an East Coast transplant and find “Bone Thugs-NHarmony plays Ace of Spades a lot” listed as one of the city’s secret perks. Alas, that fringe benefit may be coming to an end; the iconic rap group out of Cleveland announced plans for a final HIp-Hop album, E. 1999 Legends, last year after a career that spanned more than two decades. Guitar genius Jesse Cook believes that location influences music. For the last 20 years, he’s traveled the world over, collaborating and recording with musicians far and wide. Even though he decided to make his 2015 album One World in his WORlD MUSiC home studio, the locales he has visited still shine through. The Flamenco guitar is front and center, sometimes jaunty and staccato, other times jazzy and contemplative, with wistful string melodies pulling it along. Each song unites Cook’s influences into a smooth and well-produced introspection of the interconnectedness of all music genres: thus, One World.

Dissed by the dispensary I am wondering what recourse patients have if they feel that a collective has taken advantage of them? I recently made a purchase, and when I got home I noticed that several items were missing. I called the dispensary and they pretty much gave me the runaround. I tried to ask for a manager, but I have had no success resolving this issue. I am very upset. Cannabis is expensive and I need it for my various medical issues. Any advice?

Unfortunately, there are few options for recourse. You could post a scathing review on Weedmaps or Yelp, I suppose, but that probably won’t help much.

I talked to Kim Cargile, manager of A Therapeutic Alternative dispensary in Sacramento, and she told me the policy at her club was to have patients observe the budtender placing the medicine into the bag. She also told me that they have a “the patient is always right” policy: If a patient does get home and finds that some items are missing, they get replaced right away. (They also keep a file of returns and replacements, so don’t think that you can call in every week complaining about “missing” items and get away with it.) Most clubs have a policy like this, and if you are going to a club that doesn’t, I suggest Avoid that you go elsewhere, tell your friends to particular club and avoid that particular club and let the let the free market free market do its thing.

Sad to say, I live in Florida. I am a disabled veteran. I take approximately 6,000 prescription pills a year, have a pain pump and also I have active lupus and I have to take blood thinners. I said his heaven would be only half alive; and he said mine would be drunk: I said I should fall asleep in his; and he said he could not breathe in mine.” If you’re a typical Aries, you’re more aligned with Catherine than with Edgar. Skating by Ice, ice baby. Every year, for the past 24 years, winter in Sacramento has brought with it the Downtown Sacramento Holiday Ice Rink, where people can strap on some blades and take to the ice. Or, you know, fall trying. To celebrate the cold chill we’ve been having, SN&R caught up with Sureena Johl, events manager for the Downtown Sacramento Partnership that manages the ice rink, to talk about ice-skating movies, what she loves about downtown Sacramento and being Cupid.

How long does it take to set up the rink?

So, we start construction mid-October every year. It takes us roughly between three to four weeks to not only get the site ready, but to make the ice on site. We basically will start with laying down all the rubber mats. It’s a lot of deliveries, a lot of coordinating things whether it’s with the city or with our vendors.

And then it takes us really five days to make the ice itself. There’s just a lot of work on the back end.

What happens if it gets too warm?

Here’s the interesting thing about an outdoor rink. Rain water is actually warmer than frozen water, right? Or even water out of the hose. So anytime we add water to the ice we have to do that at night, when it’s at the coldest temperature. So on days when it’s really sunny or we have a lot of wind, it causes the ice to melt faster. So there are days when, if you come out to the rink, you’ll notice that we have puddles.

So, we either have puddles because it’s hot and the way the sun hits and reflects on our ice, there are definitely certain patches that will melt faster. But one of our little tricks is ... we keep foam pieces on site and we

will cover the patches … to reflect the sun basically, so to provide a shade covering so it’ll freeze faster.

Hot cocoa or hot tea?

I’m learning so much about ice today.

Hot cocoa. I love chocolate.

I know, it’s so funny. I always laugh because I went to the Levi’s Stadium when they had the ice rink last year for the hockey game … and so I was just paying attention. I was like, “Oh, look at their coils. Oh, there are their chillers!” and my family’s looking at me like, “Why do you know what all of this is?”

If you could make one thing out of snow, what would it be?

A snowman was my first thought, but an igloo would be cool too. Like the scene in Home Alone where he has to hide in the igloo.

What’s one of the weirdest things you’ve ever seen at the ice rink?

I’ve never ice skated before.

Oh no! You have to come out.

It’s always when the little kids try to go under their parents’ legs. Like, that’s probably not the safest thing to be doing right now. … I always like coordinating proposals at the rink because I get to be the part of somebody’s … this huge moment in their life. The guy will call me and be like, “OK, I need to do this and we’re going to pull up in a limo and I have this song and I need to have it all coordinated.”

So I get to kind of be their Cupid for the day.

Well, I’m scared. How often do people fall?

Oh my God, I feel like people fall all the time.

Every time you look there’s somebody falling one way or another. But, with that, our staff is really good at helping people get up, giving them the tools to feel confident and to get out on the ice. … I actually just fell a couple weeks ago and had to come up in the office covered in water.

That was my next question, asking about proposals.

Besides the ice rink, what’s your favorite thing to do in Sacramento during the holidays?

There you go.

My favorite thing to do during the holiday season, so specifically looking at winter events, is actually Theater of Lights in Old Sacramento. Part of it was, I had never really seen it until two years ago again when I started working for the organization, and by all means my birthday is Christmas Eve, and so I have this mindset of like, “Oh my God, here’s Christmas.” And I remember working that event and being in the center of K Street and looking up and I, as an adult,

What’s your favorite thing about living and working in Sacramento?

For me, it’s being a part of the community and this bigger initiative. I think we can all agree that over the last couple years everyone’s desire to be in downtown Sacramento and be a part of it has definitely grown. So whether you’re looking at the music scene, just there’s a different set of appreciation for local arts and local music and the next chapter of specifically downtown Sacramento. Ω
