the million-dollar question When it comes to whether Chico is facing a shelter

emergency, the answer is most definitely yes. The question—for community members and city leaders— is whether to support an effort to officially declare an emergency shelter crisis.

While that declaration does present some unknowns as well as some additional work on the city’s part, we believe that the benefits far outweigh the potential problems.

On the most basic level, declaring a crisis would allow for the creation of shelters that do not necessarily adhere to state building codes. The logic here, for communities that have a significant number of homeless residents, is that being unsheltered poses a greater health risk than those types of accommodations.

The tiny house village proposed by the Chico Housing Action Team, for instance, does not include kitchen or bathroom features in each unit, as is currently required for dwellings. It would, however, include communal access to those amenities. As has been demonstrated at similar sites, including 14Forward in Marysville, these transitional facilities work. They give a number of formerly homeless individuals a decent shot at finding permanent housing by providing safe, clean living environments along with counseling

and help finding jobs, among other services.

Under the crisis declaration, the City Council still will have to vet proposed projects. In other words, its approval does not mean Chico will be home to tent cities, as many people have warned.

The 2018-19 California state budget includes $500 million in funding for continuums of care in communities that declare emergency shelter crises. The amount each area receives is based on their point-intime homeless census numbers. As the CN&R reported last year (see “Tiny houses, big potential,” cover story, Dec. 14, 2017), Chico’s rate of homelessness is three times the state average and seven times the national average. That, in our opinion, amounts to a crisis. Butte County as a whole is eligible to receive $4.9 million.

That money won’t be around forever, so Chico must not balk. We’re talking about a major infusion of money that the many local agencies helping our region’s homeless population could use to boost their efforts.

We have a crisis, people. And the state is giving us an opportunity to do something about it. Should city leaders declare an emergency shelter crises? The answer to this million-dollar question is a resounding yes. Ω

heating up rapidly. No one with an open mind denies this. Winters are shorter, droughts more severe, the vegetation far more ignitable. And temperatures soar. The National Oceanic and Atmospheric Administration predicts 2018 will join 2017, 2016 and 2015 as the hottest years on record. And if we do nothing to seriously limit greenhouse gases, this is but the beginning.

Analysis by the Union of Concerned Scientists found that between 1986 and 2003, in the West wildfires burned more than six times more land and lasted five time longer than between 1970 and 1986. And UC Merced’s Sierra Nevada Research Institute predicts that over the next 20 years, western wildfires will be five to seven times larger than today. Redding may be the new normal, but only until things get worse.

We lost our home to the 2008 Humboldt Fire. The trauma these infernos cause is profound and lasting.

So I’m perplexed that so many of those who represent us at the local, state and congressional levels continue to ignore these risks by pretending climate change isn’t real or isn’t their responsibility. There are solutions, yet key politicians play their fiddles of denial while our communities burn? This is an election year. It’s time we hold their feet to the fire. Ω

Fires and ‘t’-towns In college, I lived in a little house on an old almond and walnut farm outside of Hamilton City that’s been in my family since, well, before I was born. I’d been there for just a year or so—getting the hang of country life after growing up in the Bay Area ’burbs—when one day all hell broke loose.

It was summertime, and the back acreage was filled with bonedry grass. Though it was hot and breezy, a worker at a nearby ranch decided it was an ideal time for ag burning. It didn’t take long for the fire to get out of control.

I sprang into action. First, by tending to my animals—two dogs, two cats and three horses. I loaded the cats into carriers and placed them in my car, which I’d parked in the shade with the windows down.

Luckily, a neighbor a few ranches away spontaneously appeared and led my two mares and gelding to her place out of harm’s way.

I’ll never forget seeing the fire jump Stony Creek, the southern boundary of the property. It engulfed the bamboo-like arundo donax lining the near-empty waterway. Then the sounds grew louder— crackling, popping and roaring as the flames climbed cottonwood, oak and sycamore trees, sending embers sailing toward the outbuildings and my house.

That spurred further action. I grabbed a ladder and a couple of hoses and raced up to the old wood-shingled roof—placing a sprinkler at one end and hand-dousing the other part as the embers touched down.

Word of the fire spread quickly. Some folks came as spectators, which was pretty annoying. Others helped stamp out little patches that caught fire. I had the house under control by the time the thenall-volunteer fire station made it to the property. Just about the time I thought the hay barn was going to be a goner, the firefighters connected their hose and tamped down the flames.

After the coals cooled, days later, I surveyed the area. The only thing remaining of those big, beautiful old trees were their charred skeletal trunks jutting out of a barren landscape that looked like some sort of alien planet.

For several weeks afterward, I often awoke in the middle of the night thinking I’d heard popping, only to find things were fine. Based on my experience with that small blaze, I can’t imagine what the folks in the Redding area are going through. As of deadline, the massive Carr Fire had torched nearly 900 homes and taken the lives of six people, including children, and turned parts of the region into what resembles a post-apocalyptic nightmare. My heart goes out to our neighbors to the north (see Arts DEVO for ways to help).

MEA CuLPA Last week, I made a mistake in a piece about Rep. Doug LaMalfa bringing embattled Rep. Devin Nunes to town for a fundraiser (see “Kindred spirits,” Second & Flume). In response, the pitchforks have come out. One letter-writer showed his cards with a subject line of “Time for another Fake News Correction.” However, he didn’t challenge me over Nunes’ reputation as a slithering Trump sycophant who’s tried to undermine the American intelligence community’s investigation into Russian meddling. No, my egregious error was confusing Turlock with Tulare, another town in the armpit of California that begins with a “T.” Melissa Daugherty is editor of the CN&R

Goodbye, Molly Re “Making peace with fate” (Cover story, by Ken Smith, July 26): Our dearly departed Molly Amick, a psychiatric nurse practitioner, considered it woefully unacceptable (and many others agree) that Butte County Behavioral Health isn’t funded at a level that would provide adequate psychiatric beds and supportive housing for seriously mentally ill patients living without shelter on our streets.

Meanwhile, the mayor of Chico is on public record as stating, “lack of housing isn’t a cause of homelessness” and that good and decent people assisting destitute humans in City Plaza are “selfish.”

Reckless governance has consequences and this year it rings to the tune of $4.9 million in one-timeonly state assistance, which Butte County municipalities will lose if a shelter crisis isn’t declared by local jurisdictions in time for organizations to make grant applications this fall. It’s time to act now and stop the

political kick-the-can charade that has stifled numerous requests for the city to act on declaring a shelter crisis.

Then again, perhaps I’m being selfish in wanting to see a dramatic decrease in the level of visible pain and suffering for the seriously mentally ill wandering, and dying, on our streets without shelter.

Why lethal force?

Re “Seeking accountability” (Newslines, by Meredith J. Cooper, July 26): Why ambush [Myra Micalizio] in her car? Thirteen shots? She was unarmed.

Why not shoot the tires to stop vehicle? Because they intended to kill her in cold blood, not stop the car. Can you really justify that? She was leaving as she was asked to do by the residents; she was not trying to harm anybody. Your officers simply messed up, panicked and ambushed her for no reason. She was unarmed and they knew that, so why kill her?

Really, neither cop needed to draw their weapon. Also, why not turn on your camera when you first got out of the patrol car? Saying there was no time is a bold-face lie.

Two views on editorial Re “What were they thinking?”

(Editorial, July 26): I found the [Butte County

Sheriff’s Office] video fun, entertaining and a good PR move.

I also enjoyed similar videos from other jurisdictions—San Francisco Police Department as well as other sheriff’s departments. All are in good fun and show the law enforcement agencies as having a lot of heart, unlike yourself, apparently.

My friends in the Bay Area expressed a lot of pride in SFPD’s version and enjoyed our BSCO’s video and its “country” spin. The common theme is pride in our respective LE agencies, which you obviously lack. Your negative bias is obvious. Touting an emotionally charged lawsuit, which hasn’t been settled, was manipulative and irrelevant.

I find BSCO to be very responsive to problems occurring in our remote corner of the county.

I think highly of the sheriff, his senior staff, dispatch team and all the deputies in the field. Sheriff Honea is a very intelligent, caring leader with utmost integrity. I heartily endorse his sanction of this fun video. You seem to imply that working hard and improving the department are mutually exclusive with light-hearted public outreach. Wow, talk about uptight.

Your remarks are snide and petty.

The video is a pathetic attempt at improving public relations since there are multiple lawsuits currently active against the Butte County Sheriff’s Office. There are lawsuits for racism and killing civilians.

Why not spend time and taxpayer money on increased training of officers on crucial topics such as crisis intervention, de-escalation, cultural sensitivity and the moral and ethical conditions surrounding the use of force.

‘Noxious and uninformed’ Re “Kindred spirits” (Second & Flume, July 26): I enjoy reading the CN&R each week for the updates on local events and venues, but it has been increasingly difficult to peruse each Thursday due to the increasingly noxious and uninformed lecturing and ranting by Editor Melissa Daugherty.

Her screed this week, complaining and whining that our local Congressman Doug LaMalfa did not send her a free ticket to his recent fundraising dinner really is enlightening.

For an editor who regularly poses as the school marm about fact-checking, she might inform herself that Rep. Nunes is from the 22nd Congressional District covering parts of Tulare and Fresno County, not Turlock as she stated in her recent rant.

Moreover, it’s somewhat shocking, but I guess nowhere near surprising, that Daugherty was happy to insult the hundreds of thousands of residents of Stanislaus County (where I grew up) by implying we are all products of an “armpit.” Really, Ms. Daugherty?

So much for liberal love and kindness. Funny how the liberal leftists love to insult and sneer at huge groups of fellow citizens. Editor, issue a correction and most certainly an apology to the 538,000 citizens of Stanislaus County that you just so smugly insulted. Of course, that will never happen, now will it?

We get you don’t like conservative elected officials and the policies and positions they support, but I would kindly ask that you dig a bit deeper when researching the hometowns of the Congressman you are looking to disparage.

Devin Nunes is not from Turlock, he is from Tulare. While both start with a “T” and have vibrant agricultural economies, one is north of Fresno and the other is south.

One has a university and one has the World Ag Expo annually. Both are communities with residents who are proud to live there. I can also believe that neither appreciate being called an armpit either.

Fact skeptic What are the facts? Just because the CIA, FBI, the State Department, the generals, The New York Times, The Washington Post and most other media say it, does not make something a fact. Totally consumed with exciting U.S. citizenry for war with Iraq, they all used the “fact” of Iraqi weapons of mass destruction to justify the war.

Not much changes when it comes to U.S. government propaganda and militarism, and the role the U.S. media plays in sustaining it all. I am suspicious of all this anti-Russia hype. There are many real facts omitted from the establishment tirades against Russia.

There is never mention of the concrete assurances made to Mikhail Gorbachev by the George H.W. Bush administration in 1990 that NATO would not expand 1 inch eastward. There is no mention of the fact of the huge effort made by the U.S. to ensure the drunk, easily manipulated Boris Yeltsin would be re-elected when he had become very unpopular in Russia.

I am still disgusted that our local DNC superdelegate Bob Mulholland suggested that limiting superdelegate voting is part of a Russian plot, as reported in the Post. Obviously, he does not trust democracy, but blaming Russia?

Blowing smoke Re “Women’s time” (Letters, by Roger S. Beadle, July 19): Roger Beadle’s recent letter touting Audrey Denney with the idea that it’s “women’s time” struck me as being vague on which women he means. They differ, ya know. Audrey is no Sarah Huckabee Sanders.

Opinions like this are why the left can’t gain traction, especially in districts like ours. It is predicated on the idea that we can win by dividing people, in this case, right down to gender.

The writer makes a feel-good point demonstrating how free he is about giving up patriarchy, but he creates a caricature of the left that is sure to energize people who love Trump and Doug LaMalfa. His letter isn’t about winning hearts and minds, it’s about blowing smoke up the asses of those whose

Train wreck Trump’s proclamation of “America First” is simply camouflage for “Party First.” The leader of the Republican Party is under suspicion of “high crimes and misdemeanors,” so loyal party members are attacking the structure of the judicial system: personnel placement and decisionmaking; employee retention and/ or termination; due process; and judicial authority. They see their leader under attack, therefore their party is under attack, regardless of whether or not the potential criminal charges are related to actions that threaten the security of the United States.

The Republican Party—in particular, certain committees in the House—have repeatedly tried to discredit any and all allegations of illegal behavior by the Trump campaign, and by Trump himself.

Woke in Chico My wife and I attended a barbecue event at One-Mile Recreation Area in Bidwell Park Saturday afternoon.

It was a joint event, accepting donations for victims of the Carr Fire and also for raising awareness for last year’s police killing of Desmond Phillips.

We were dismayed that Chico police circled the event twice in two police vehicles. The attendees, including my spouse and myself, felt the police were trying to intimidate this gathering. Outside of a real emergency, there is no need for police to drive along bike/ walkways as this only leads to public distrust of our community servants.

I attended as an average white dude with little understanding of what a person of color has to endure daily in this or any city in America. I left with my eyes wide open, now understanding the meaning of “woke.”

NEWSLINES DOWNSTROKE TWO CHASES, ONE FATALITY

July ended with two car chases within one week for Chico, the first resulting in the death of the driver.

According to the Chico Police Department, on July 22 just after 1 a.m., officers pulled over Madeline Lynch, 21, of Chico, who was driving a stolen vehicle on the Skyway. When officers exited their vehicles, she sped away.

Lynch was chased for about 3 miles on Honey Run Road before the car hit a tree, killing her.

Alex Cabral, 41, was driving another car and attempted to intervene when police first stopped Lynch. He was arrested.

In the other incident, on Sunday (July 29), CPD received a call around 4:30 a.m. of vehicle break-ins at apartments on Cobblestone Drive. Officers attempted to pull over the driver of the suspected getaway car, ultimately chasing the older white Honda Civic to Broadway Street, where the driver crashed into a Ford F-250 at the intersection of West 20th Street.

Jonathan Johns, 27, and passenger Eva Cervantes, were booked at the Butte County jail on a variety of charges.

Creating community

MILLIONS FOR STEM

The California State University system is poised to make some headway on an impending shortage of qualified math and science teachers.

Six campuses—Chico, San Diego, San Francisco, San Luis Obispo, San Marcos and Stanislaus—received a total of $7.1 million from the National Science Foundation’s Robert Noyce Teacher Scholarship Program.

Most of the grant—$701,438 of which will go to Chico State—will fund scholarships and stipends for undergraduate and teachercredential students.

The goal is to create a more robust and diverse group of K-12 teachers for science, technology, engineering and math (STEM), with a focus on recruiting people from underrepresented communities.

In the next 10 years, California is facing a projected need of more than 33,000 additional math and science teachers.

SUPERINTENDENT STICKING AROUND

Delivering a vote of confidence and job security, the Chico Unified School District board has extended the term of service for Superintendent Kelly Staley by three years, until 2021.

Staley (pictured) was promoted to interim superintendent in 2007 with the departure of Chet Francisco after just 21 months. Chico’s first woman superintendent, she’s held the job outright since 2008.

Previously she’d been a CUSD assistant superintendent for six years.

The school board approved her new contract at its July 18 meeting.

Chico group’s tiny house village project hinges on proposed shelter crisis designation

E

very November, the Chico Housing Action

Team (CHAT) organizes perhaps the biggest potluck in Chico—about 80 folks from 19 homes are invited to bring turkey, gravy, cranberries, string beans and other festive story and foods to share with one photo by Ashiah Scharaga another.

They’re certainly as h i a h s @ not a traditional family n ew sr ev i ew. c o m breaking bread during Thanksgiving, but the attendees share at least two things in common: a story to tell about their lives, lived at least in part without a home; and gratitude toward this new, loving community, which many thought they may never find.

Bob Trausch, one of CHAT’s co-founders, said this safe, welcoming community that has been created within the nonprofit’s Housing Now permanent housing program is also what its latest proposed project—a tiny home development called Simplicity Village—is all about (see “Tiny houses, big potential,” cover story, Dec. 14, 2017).

Specifically, it would provide shelter for 30 to 40 seniors, 55 and older. The basic layout would include tiny homes

along with shared community gardens, a kitchen, washers and dryers, showers and bathrooms.

Therein lies the challenge: The tiny homes, which do not include individual kitchens and bathrooms, do not meet current building code standards. In order for Simplicity Village to move forward, then, the city of Chico must act.

If the City Council declares a shelter crisis, this would relax state building code requirements and help provide temporary— or “bridge”—housing for homeless people, whose health and safety are threatened because of a lack of available shelter.

The 2017 homeless census reported there were 747 people living unsheltered in Butte County—meaning on the streets and in parks.

In Chico, 433 were living without a roof. As of April, there was a 2 percent vacancy rate for homes and apartments in Chico.

“No matter where you are politically, the community of Chico knows there’s a housing crisis. How we address that is important,” Trausch said. “[CHAT is] just part of the solution.”

Trausch and his wife, Leslie Johnson, have envisioned a tiny home village for Chico for the past five years. They have

researched and visited similar projects as far away as Olympia, Wash., and as close to home as 14Forward in Marysville.

The idea is that residents would pay a small amount for rent each month and no drugs or alcohol would be allowed (residents will go through background checks and must be sober prior to admission).

CHAT plans to have three paid staff on-site 24/7, Trausch said, along with volunteers, and offer activities and services such as yoga, skills-based classes and counseling. CHAT intends to partner with Butte County, whose supervisors passed a resolution in October toward supporting homeless housing efforts.

“We’re bridging people from homelessness ultimately to permanent housing, [and] doing the same thing with emotional, psychological and physical support,” Trausch said. “Our hope is to move people on to something better.”

they’ll also discuss potential associated funding from the state.

As part of that declaration, the council wants to make interagency collaboration a requirement. Based on analysis by the City Attorney’s Office, whether it is Simplicity Village or a similar project, the city would have to review detailed plans before giving the green light.

There are additional benefits. If the city declares a crisis, it would open up $4.9 million in one-time state funding through the Homelessness Emergency Aid Program (with a minimum of 5 percent of funds set aside for homeless youth), established with the passage of Senate Bill 850 last month.

Individual nonprofits, like CHAT, then could apply for the funding, which would come through the Butte Countywide Homeless Continuum of Care. The catch is that the funds can be disbursed only within jurisdictions of Butte County that have declared a shelter crisis.

For months, CHAT struggled to find a location for Simplicity Village. This year, they reached out to property owner Ted Ball and have signed an intent to lease 2.6 acres off of Notre Dame Boulevard, just past Morrow Lane (neighboring the former site of a rogue homeless camp shut down by the city last year).

Speaking with the CN&R by phone earlier this week, City Councilman Andrew Coolidge said his intent in bringing up the shelter crisis declaration issue in May wasn’t to allow for tent cities to pop up across Chico, but to help Simplicity Village move forward.

“CHAT has proven themselves with very good oversight in terms of the homes they’re putting people into, so I trust the organization,” he said. It’s his desire to hear more about CHAT’s financial plan and make sure there is neighborhood buy-in, wherever the development ends up.

CHAT’s advocacy has been spearheaded recently by volunteer Charles Withuhn, who said he’s confident that the organization can raise enough money for Simplicity Village through private donations. He’s frustrated at what he sees as a lack of urgency in making the project happen.

“I want to be a part of a community that’s civilized, that can pull together in a crisis and inclusively provide for people who are challenged,” he said. “Until we have enough low-income housing, this is what we need to be doing.” Ω

Hotel revival Late innkeeper’s family hopes to rejuvenate landmark, community

Eric Hilgeman grew up in Durham, but in many

respects, he’s the pride of Stirling City.

His aunt Charlotte bought the historic Stirling City Hotel in 1986, when he was a boy. Nearly every weekend, he’d head up the Ridge with his father—Charlotte’s brother, Carl—to bring supplies or help work on the building. Shortly after, his grandmother moved a block away; the neighborhood became a hub for family functions.

Charlotte Ann Hilgeman became a local institution. She transformed the hotel into a successful bed and breakfast, which also offered a $10 all-you-can-eat omelet brunch, with Eric’s cousins as chefs. Charlotte was a collector—“that’s a polite way of saying it,” Eric noted. Like her mother, sister and brother, she accumulated belongings large and small. Eric’s father told him they were raised poor and “you’d rather have something and not need it than need something and not have it.”

Upper Park users speak up

• About 80 percent of respondents use the park weekly or monthly.

• The majority of survey respondents were educated, employed and do not have children.

On Monday evening (July 30), city officials discussed results of a survey regarding usage of Upper Bidwell Park during a meeting of the Bidwell Park and Playground Commission. The goals of the survey were to gauge public support for the park as well as implementation of fees, while also determining what improvements frequent users would like to see. • Most park users who support vehicle access to remote areas would use said access for hiking (90 percent), swimming (57 percent) or viewing wildlife (54 percent).

• The majority of respondents support a modest fee—either as a daily ($1-$2) or annual ($10$20) parking pass—though requests were made for waivers to be offered to seniors and low-income residents.

• Among the most common requests were trail improvement, permanent bathrooms and vehicle access to remote areas.

Eric said. “It was American Pickers meets Hoarders meets Tetris.” He and his wife, Desi, spent over a year sorting through the piles.

Selling items at auction (see infobox) will complete the probate process. The sale also will kick-start Eric and Desi’s dream of returning the hotel to its roots, a plan he says his father supports.

Built in 1904 by the Diamond Match Co., in a boomtown for lumber workers, the Stirling City Hotel originally served as a dance hall and community center. That’s the vision the Hilgemans have for its restoration.

They see great potential in a community hall with a stage for concerts and a kitchen to cater events, plus loft beds in the six guest rooms for occasional overnight visitors.

Proceeds from the auction, and a benefit concert at the hotel Sept. 14, will fund renovations.

Butte County Supervisor Doug Teeter, whose district includes Stirling City, appreciates the effort. He’s come to the Upper Ridge since growing up in Paradise and attended a Halloween event Eric and Desi hosted last fall.

A tour of the hotel reveals both

promise and problems. Much of the exterior and—finally revealed—interior look their age.

Eric cites painting and roof repair as primary tasks. They’ll phase other projects, such as installing a large commercial kitchen, over time as funding permits.

“We could spend as much money as we could get, really,” he said. “Half-million dollars I could sink into this building real quick.

“We’re trying to do everything on a shoestring budget, and as much of the stuff we can do ourselves, we try.”

Carl gave them the chance after Eric showed a passion for the place while his siblings and cousins didn’t. He’d recently returned after 10 years in Oregon, where he met Desi. There they both worked as golf caddies; the toll on their backs prompted them to make a change, so they moved to Durham.

Six months after losing Charlotte, Eric cleared enough from the hotel to live there. Desi came three months later—last June. Now they have a family, with 3-month-old son Ethan.

“All in all, we just want this to be a place where people can come and enjoy themselves,” Desi said.

“Be a place to go.”

Stirling City offers few places to gather. The Stirling City Historical Society has a museum open weekend afternoons.

Brakebill School occasionally holds events but otherwise remains closed. Merlo Park, a popular venue for outdoor weddings, is open Thursdays through Sundays.

The Hilgemans see a chance to cater to couples wed in the park by providing changing rooms and food. They hope to draw others with two concerts a month; anyone who doesn’t feel up to driving home could spend the night in their lodgings.

“Charlotte wanted this to be somewhat of an artists’ retreat,” Desi said. “To have musicians come in, people exploring the woods and us entertaining, it kind of fulfills what she wanted to do.”

On the other side stand different moneyed interests and political juice: insurance companies, plaintiffs’ lawyers and a coalition of fire victims that includes local governments and well-to-do homeowners.

“Even if it wasn’t contentious, it’s just complicated,” said Sen. Bill Dodd, a Napa Democrat who represents thousands of victims of last year’s wine country fires and is a co-chair of the new committee.

“There are so many potential winners and losers depending on what decisions are made.”

Gov. Jerry Brown and legislative leaders have vowed they won’t retroactively change liability laws for the 2017 fires, which caused damages that likely will top $10 billion.

ing liability laws to limit the financial burden on utilities in the future, when the next wildfires ignite.

The key issue is a legal doctrine called “inverse condemnation,” a fancy way of saying “with great power comes great responsibility.” Courts have ruled that the state Constitution gives utilities eminent domain rights—the power to take private land for public use. Subsequent rulings determined that utilities bear the associated responsibility in the form of strict liability. Under inverse condemnation, utilities are liable for any wildfire damage traced to their equipment—even if they were not negligent in maintaining it.

PG&E and other utilities are pushing to change inverse condemnation, arguing that it—combined with regulators’ decision barring San Diego Gas & Electric from passing liability costs on to customers following a 2007 wildfire— could cripple them.

Cal Fire investigations allege that PG&E’s equipment was involved in 16 of last year’s fires, and that in 11 of those the company violated state codes that require keeping trees and shrubs away from power lines. The company says it met the state’s standards.

Investigators have not yet determined the cause of the Tubbs Fire, the deadliest of last year’s blazes.

The utilities argue that climate

change contributes to wildfires and liability rules should reflect a “new normal” that involves greater risk.

“If we are operating the system and we’ve done everything we can and yet the environment around us causes a problem that leads to a large, disastrous fire, the [legal] structure needs to be modernized to reflect today’s new challenges,” said Eugene Mitchell, vice president of San Diego Gas & Electric, which is widely praised for making its power system safer after the 2007 fire by replacing wood poles with steel and creating a high-tech weather center that tracks conditions before fires erupt.

Insurance companies and fire victims want to keep the inverse condemnation law—seeing the enormous liability as an incentive for utilities to make the electrical system safe.

“You have to maintain some type of liability so that you continue to have responsible parties,” said Mark Sektnan, vice president of the Property Casualty Insurers Association of America.

Currently, insurers pay their policy-holders after a disaster, then turn to utilities for reimbursement.

Without that, insurers likely would charge homeowners more.

Other issues lawmakers likely will debate include how to strengthen the electrical system to prevent future fires and how much utilities can pass liability costs on to customers. A new bill proposed

by Democratic Assemblyman Bill Quirk of Hayward would allow PG&E to access state-authorized bonds to pay off damages from last year’s fires. PG&E customers would pay off the debt, though at a lower rate than if PG&E had to borrow from another source, the bill says.

“One way or another, ratepayers are going to be part of the solution and it’s just a matter of what’s the venue: bankruptcy court or the state Legislature?” said Scott Wetch, a lobbyist for the electrical workers union.

The 5-year-old smiled with delight as they headed to the car, her curly bob bouncing.

Earlier, his wife, Sarah, had lobbied for a little extra whipped cream on the kiddo’s french toast.

Sarah and James have been together for about six years now, married for three.

They often watch her older brother’s kids, and the couple are a dynamic team—that’s why people often are surprised they are not parents themselves.

own?”—isn’t something the couple can answer simply.

“It’s like, Oh yeah, we’re thinking about it every single day,” Sarah said.

This is because the Gearys have had trouble conceiving. James said it intially was difficult.

Sarah started attending an infertility support group sponsored by her employer, Enloe Medical Center, about two years ago. James joined her a few meetings later.

The couple said they found solace in the discovery that they were not alone in their suffering, and inspiration witnessing other couples’ success and meeting their children.

In vitro fertilization ended up being their best option. They just had a $20,000 hurdle to clear first. Should they take out a loan?

They couldn’t really wait to weigh their options: Sarah is in her mid-30s, an age at which pregnancy generally becomes more risky, so time is precious when it comes to their chances.

Then, an unexpected opportunity came up. The support group’s founders had formed the Northern California Fertility

Foundation and were awarding hopeful parents grants.

When the award ceremony came this April, the Gearys were floored when another couple received $2,000 toward their treatment. James said they knew they’d received a grant, too, just not how much. He thought: This is so great. It’s going to help so much.

Then their award amount was announced: $10,000.

“I just started bawling,” James said, grabbing a paper napkin at the diner as he became emotional.

Sarah said she kept staring down at the massive check and thinking, I’m dreaming.

They’ll start the embryo transfer process this December and are cautiously optimistic.

About three years ago, Sarah Blofsky and Andrea Gleason were struggling silently with infertility. As they became close friends, they realized they both were going through the IVF process with their husbands.

Gleason wanted to nurture the support system they had cultivated. They launched their support group at Enloe in January 2016, welcoming couples at all stages of fertility treatment. (See “Better together,” Healthlines, July 28, 2016.)

After Blofsky’s brother-in-law Shawn attended a group session with his wife, Monika, and son Nolan (who was born through IVF), he built upon their momentum. The three launched the foundation in December 2016, placing the support group under its umbrella and bringing on Golden Valley Bank CEO Mark Francis and business owner Darien Sterling as board members.

“I started hearing about more people that I knew that were still dealing with it,” Shawn said. “They were all having the same issues: Hey, we’re going to try again as soon as we can save money, or HEALTHLINES C O N T I N U E D

The foundation is operating under the Golden Valley Bank Community Foundation, but aiming to achieve federal nonprofit status, Shawn said. It has raised more than $40,000 so far and was designated “Nonprofit of the Year” by the California Association of Nonprofits this June.

The first grants were largely made possible through a financial partnership with Northern California Fertility Medical Center, based in the Sacramento area.

Currently, the awards are given out once a year in April, during National Infertility Awareness Month.

The foundation is a passion

project—all the founders had fulltime jobs and were either already parents or expecting when they formed it. Gleason’s son, Jack, was born through surrogacy in January 2017, and Blofsky gave birth to her daughter, Brooklyn, in April 2017.

Shawn and Monika now have two boys—Toby joined the family one year ago, and was born without IVF (a surprise to the couple).

Gleason and her husband, Michael, lost their first child when their surrogate was 13 weeks pregnant, and it brought her to the lowest point in her life. Maybe I’m just not meant to be a mom, she thought.

Finding comfort in her faith, the Gleasons tried again through surrogacy, and her son was born.

“Every day I’m reminded what a gift [Jack] is,” she said. “Helping people achieve their dream of parenthood … was the way we could make something good out of something so bad.”

When Blofsky and her husband, Eric, were going through IVF, they were fortunate to have financial help from family, she said. Many fertility treatments are not covered by insurance, and costs can range from $1,000 to $100,000.

“If that’s the reason that’s stopping people from having a family, that needs to be eliminated,” she said. “It’s like saying you can’t love somebody because you don’t have enough money to do it. …

Giving [these couples] a glimpse of hope that they have a chance to even go through that process is remarkable.”

Gleason added: “You can’t put a price tag on something like that.” Ω

Garden Isle”—revered for a predominance of rainforests, along with coastal peaks and cliffs, that define tropical splendor.

John Soares appreciated living there. He’d moved from Chico in 1996 and spent three years experiencing life in the tropics. Yet, he felt tugged back to the North State, to places he first explored as a child in Tehama County.

Soares (pronounced SORE-ease) says he had “island fever”; also, a case of homesickness.

“Hawaii’s beautiful; it was fantastically beautiful,” he said by phone last week. “But I just missed the wide variety of landscapes of Northern California—the ability to go to the coast one weekend and the Sierra Nevada the next and then hike in the foothills and have the Sacramento River.

“Plus, it was my home territory … it was just really embedded in who I am.”

In a Ford Econoline van, with two golden retrievers, Soares spent the next 18 months camping and hiking across the Western U.S., primarily in the upper reaches of California.

He retraced his steps along many trails he wrote about as a hiking columnist for the CN&R in the mid-’90s.

“I have very fond memories of that [traveling],” he said.

Soares decided to settle down—“I wanted

to be in an environment where I could control the temperature,” he quipped—but homeownership and home-based work as a freelance writer (primarily of educational and professional materials) didn’t extinguish his love of the outdoors. He continued, and continues, to hike around his heartland, even after moving to southern Oregon. Often joining him: Stephanie Hoffman, his partner.

Soares shares his passion through his Northern California Hiking Trails blog. He’s also published four books—with a fifth on the way—through a leading publisher in the field, Mountaineer Books.

In the past three months, he’s had two releases: the fourth edition of 100 Classic Hikes: Northern California, which debuted in 1994, and the new book, Day Hiking: Mount Shasta, Lassen & Trinity Alps Regions.

Soares is on track to have Mountaineer publish Hiking the Parks: Redwood National and State Parks next spring.

Mountaineer Books is an independent publisher with over 700 titles focused on the outdoors and conservation. Founded in 1960, it’s part of a Pacific Northwest nonprofit, the Mountaineers.

Soares first connected with Mountaineer Books in 1990, fresh out of grad school at UC Davis, looking to match his writing skills with an interest other than his subject of study, political science.

starting as a young boy in the foothills outside Anderson and progressing as a teen to backpacking in the Trinity Alps, Mount Shasta area and Lassen Volcanic National Park. “I saw there was a geographical spot that had not been adequately covered [by guidebooks.]”

The result was Best Short Hikes in and Around the Northern Sacramento Valley, unveiled in 1992 (now out of print). Two years later came 100 Classic Hikes.

Soares’ guides emphasize user-friendliness.

He rates hikes not by preference—though he certainly has favorites—but rather by features such as difficulty, distance, vistas and solitude.

The latter ranks high with him: “It doesn’t have to be total, absolute solitude, but vast numbers of people on a trail decreases the quality of that hike for me a bit,” he said. “I like relative solitude and some combination of great natural beauty.”

In each of the 2018 books, Soares lists trails, then describes them. All the information is first-hand; although he has a network of sources (including old friends from Chico) keeping him apprised of changes, he hikes every trail he highlights. He uses a hand-held voice recorder to note what he sees.

Hoffman, who works for a business consulting firm, comes when she can. Now that they’ve planted roots in Ashland, Ore., and she commutes to Medford, Soares takes some trips alone. True solitude.

picks with the CN&R. At Lassen, try trails to Brokeoff Mountain, Kings Creek Falls and Cinder Cone and Snag Lake; around Mount Shasta, go for South Gate Meadows, Deadfall Lakes and Mount Eddy.

His overarching advice is to “hike your own hike.” That common expression, to Soares, means “you do what you like to do—what’s most comfortable to you and what pleases you and most calls to you.”

Some people like to pull out ropes and pitons to scale rocks, or journey 30 miles in a day; “other people, for them hiking their hike, they just go to Lower Bidwell Park and they walk on the paved path along the creek, and that’s absolutely fine.

“That doesn’t mean that sometimes you don’t challenge yourself,” he added, with selfpermission to turn around if the going gets too tough. “It’s about enjoying the process, not about reaching a destination.” Ω

The Korean menu has some locals pretty excited, especially since the only Korean restaurant in town, Enjoy Teriyaki, closed earlier this summer. The Oshio Teriyaki food truck is owned by Micki Kim, who is originally from Korea and moved to Chico from Sacramento in 2015. Kim says she’s always dreamed of cooking as a business and decided a food truck would be a great way to start. He thinks I have a business mind, so he wants me to do whatever I feel like and just “open it out of your head and do whatever you wish to do,” and I said, “OK.” He said, “You know you’re smart and you know what to do, so try it and if you fail, you fail, so what?”

There seems to be a lot going on, business-wise, in the North State these days.

Indeed, it’s an exciting time, when people are feeling (finally) confident enough in their finances following the Great Recession that things are really booming. While lenders appear to be more prudent, there certainly still are opportunities for those who need a little start-up capital or need a cash infusion to propel their business forward.

Just last week (July 23), I got word of just such an opportunity, this one available specifically to women entrepreneurs in Northern California. It’s a pilot program called Opportunity Fund Empowering Women, a subsidiary of Opportunity Fund, in partnership with the Women’s Business Center at the Jefferson Economic Development Institute (JEDI) in Mount Shasta.

The premise is simple: Women run fewer businesses than men and are approved for fewer loans than men. But data show that when they do borrow money, they’re typically good at paying it back while putting it to good use. So, women throughout the North State who want to borrow anywhere from $5,000 to $100,000 now can apply for an OFEW loan, and if they also sign up for mentoring through JEDI, they can receive a 2 percent lower interest rate.

“This is the secret sauce to sustainability and prosperity,” JEDI Executive Director Nancy Swift said in a press release. “We know more women in the ... North State need capital for their businesses and we are pleased to be partners with the Opportunity Fund in providing that capital and assistance to truly thrive.”

I spoke with Jenny Payton over at JEDI and she confirmed the program is open to women in Butte County. “We’d love to work with them,” Payton said. One of JEDI’s areas of expertise, she added, is assisting businesses in rural communities.

As such, it is equipped to offer mentoring either in person or remotely.

Bracing for the

BAllot

November’s election is coming—here’s a quick rundown of its measures

fter months of signature-gathering and legislative wrangling, here’s the final list of propositions that made the cut for the November election. On the list are proposals to slash the gas tax, re-introduce rent control, absolve major corporations of their legal debt, and borrow billions to fund houses, hospitals and water canals. Take a look. You have a little over three months to decide.

(You’ll notice that the list jumps from Prop. 8 to Prop. 10. That’s because the California Supreme Court ordered Prop. 9—the socalled three state solution, a move to divide California into three new states—be removed from the ballot.)

Prop. 1: Affordable housing bond

construction of new units around public transit stations, and home loan assistance to veterans.

What it does

This bond will result in a one-time boost in housing construction, a blip in supply that will do nothing to combat the long-term and persistent shortage that the state faces. For that minimal benefit, taxpayers will be saddled with billions more in debt.

Give the state permission to borrow $4 billion to fund affordable housing construction ($3 billion) and to subsidize home loans for veterans ($1 billion).

illness and to fund it out of the Prop. 63 account. But a Sacramento lawyer sued, arguing that voters didn’t sign off on housing construction or servicing new debt in 2004. Counties are now sitting on millions of dollars reserved for the homeless and unsure how to spend it. Rather than wait out the court battle, state lawmakers are taking the question to voters.

Providing housing paired with social and health services is one of the most effective ways to help the chronically homeless who suffer from mental illness.

This is entirely within the spirit of Prop. 63, which is why the co-author of that proposition, Sacramento Mayor Darrell Steinberg, supports this initiative.

OPPOSING ARGUMENTS

If the state wants to fund new supportive housing, it shouldn’t come at the expense of basic mental health treatment.

And while supportive housing may be a noble idea in theory, cities often drag their heels when it comes to approving new housing for the mentally ill, making it less likely that the money will be spent on its intended purpose.

Prop. 3: Another water bond WHAT IT DOES

Give the state permission to borrow $8.9 billion to fund watershed protection, wastewater projects, groundwater management, as well as upgrades and repairs to traditional water infrastructure, like canals and dams.

Unlike the June proposition, this bond is much bigger and its funds will be entirely dedicated to water projects.

Prop. 4: Children’s hospitals bond WHAT IT DOES

Approximately $435 million per year for 40 years.

Give the state permission to borrow $1.5 billion to make renovations, expansions and upgrades at hospitals that treat children. Most of the funding is reserved for private nonprofit hospitals and hospitals run through University of California campuses.

From the Oroville Dam to groundwater depletion in the Central Valley to the Salton Sea, California faces no shortage of water woes. Yes, the state has borrowed big to fund water projects in the past. But bonds provide long-term, recession-proof, dedicated streams of cash, exactly what the state needs to upgrade and update its aging infrastructure.

OPPOSING ARGUMENTS

Not only have taxpayers foot the bill for big water bonds in the past, we did it again in early June! The state still hasn’t spent all of the money it borrowed in 2014 with Prop. 1. There are additional concerns about how the money will be spent. Why should taxpayers statewide pay for regional projects, like canal and dam repairs, that are usually paid for by local water agencies?

The California Children’s Hospital Association regularly turns to taxpayers for help. In 2004, voters backed a $750 million bond to fund similar infrastructure investments. Four years later, they approved another $980 million in borrowing. This year’s proposal looks pretty similar—only bigger.

ESTIMATED COST

An extra $80 million annually for 35 years.

SUPPORTING ARGUMENTS

Kids deserve the best possible care.

Medical technology is constantly changing, but because many of the hospitals are dependent on the low reimbursement rates from Medi-Cal, the state’s public insurance program for low-income residents, they often can’t afford to make these kinds of investments. These bond funds would allow the state’s health care providers to catch up.

in over two decades to fund repairs and maintenance, along with new transit projects and infrastructure upgrades. The bill also raised taxes on diesel and introduced a new car fee. In June, Republicans and antitax advocates successfully campaigned for the recall of Josh Newman, a vulnerable Democratic state senator from Orange County, ostensibly over his support of the transportation bill.

ESTIMATED COST

The loss of nearly $5 billion annually, which is the amount the transportation bill would have raised. There likely also would be longer term fiscal impacts, as state lawmakers would have a much more difficult time raising revenue from gas and car-related sources in the future.

Ever since voters passed Prop. 13 in 1978, property taxes have been calculated based on a home’s purchase price, rather than its current market value. That has kept property tax bills low for longtime homeowners despite skyrocketing real estate prices, but it also discourages people from moving, since selling one house and buying another often means getting stuck with a higher property tax bill.

The California Association of Realtors, the folks in the business of selling homes, introduced this ballot measure last fall as a way to address the state’s housing crisis.

ESTIMATED COST

A loss of $2 billion annually in foregone tax revenue for local governments and school districts.

SUPPORTING ARGUMENTS

Because homeowners are penalized for moving, many of them—particularly empty-nesters—are living in houses and large apartments that no longer meet their needs.

There are plenty of first-time homebuyers and young families who would use all that extra space. Encouraging the first group to sell to the second is a win-win.

OPPOSING ARGUMENTS

Of all the ways to address the state’s housing crisis, this is one of the least direct. It doesn’t increase the housing supply. It doesn’t subsidize rents. It merely switches homes from one group to another.

Meanwhile, it strips millions of dollars from our already cash-strapped school districts and local governments.

Prop. 6: Gas tax repeal

Californians already pay some of the highest taxes in the nation, including one of the highest state gas taxes. Lawmakers should be forced to trim spending and improve efficiency before asking drivers for more money.

OPPOSING ARGUMENTS

California hasn’t raised its gas tax in decades and the state’s transportation infrastructure is crumbling as a result.

Conditions are unsafe for drivers and bad for business. Cities and counties are already using this money to improve our streets, highways and transit system.

Taking away the funding without a Plan B is irresponsible.

Prop. 7: Daylight saving time WHAT IT DOES

Would repeal the measure Californians passed back in 1949 creating daylight saving time. The Legislature would then be able to determine how the state sets its time—to eliminate moving clocks backward and forward every spring and fall.

HOW IT GOT ON THE BALLOT

Repeal a recent increase in the gas tax and other fuel and car fees and require voter approval for all related taxes in the future.

Democratic Assemblyman Kansen Chu of San Jose carried a bill the Legislature passed to place the measure on the ballot. Gov. Jerry Brown’s signing statement declared “Fiat Lux!”—the motto of his alma mater, UC Berkeley. It’s Latin for “Let there be light.”

Prop. 8: Dialysis clinic profit pruning WHAT IT DOES

Require companies that operate dialysis clinics to pay back insurers any profits over 15 percent of qualifying business costs.

HOW IT GOT ON THE BALLOT

The Service Employees International Union-United Healthcare Workers has had its sights trained on the California dialysis industry for years. The union has sponsored legislation and floated ballot measures to mandate higher staffing ratios and regulate insurance payments. The majority of California dialysis clinics, which serve patients suffering from kidney failure, are owned by two companies: DaVita Kidney Care and Fresenius Medical Care.

Prop. 10: Expanded rent control WHAT IT DOES

Allow cities to introduce new restrictions on market rents or expand existing rent control policies.

HOW IT GOT ON THE BALLOT

The California Legislature passed the Costa-Hawkins Act in 1995, which placed a statewide moratorium on rent control laws. It also banned cities from applying existing rent regulation ordinances to new units. Now that the state is facing an affordable housing crisis, some housing advocates want to give cities a tool to put a legal lid on rents.

ESTIMATED COST

It depends. If cities across the state enact new rent control laws or expand old ones, that could result in reduced property values and less construction, resulting in lower tax revenue. It could also allow existing tenants who save on lower rent to spend more on consumer goods, resulting in higher sales tax. And then again, it’s possible that very few cities will respond with new laws at all, in which case the effect will be negligible.

SUPPORTING ARGUMENTS

Rent is too damn high! California renters are being priced out of the state’s big cities, driving them out into the suburbs, out of state, or onto the street. This is a crisis that

The two companies that operate most of California’s dialysis clinics are enormously profitable. In 2017, for example, DaVita netted $1 billion. This is just a pressure tactic from the unions who want to organize dialysis clinic workers. And it’s a poorly thought-out initiative at that. In regulating profit, the measure doesn’t include basic administrative costs, like payroll management and legal expenses, as qualifying costs. This will harm the industry and, by extension, patients.

If rents are kept artificially low, it becomes less profitable to build new units or maintain and improve old ones. That’s counterproductive: A shortage of housing is how we got into this mess to begin with.

Prop. 11: Paramedic break time WHAT IT DOES

Allow private ambulance services to require their emergency medical service employees to remain on call during meal and rest breaks. Also guarantees technicians additional training and some paid medical health services.

HOW IT GOT ON THE BALLOT

Two years ago, the state Supreme Court ruled that security guards cannot be required to keep their radios on and remain on call while enjoying their meal or break time. The EMT industry wants a specific exemption made for its workers. A number of private ambulance firms are facing class action lawsuits in California courts over break time violations, including American Medical Response, the Colorado-based company backing the initiative.

ESTIMATED COST

Not much. Slightly lower EMT contract costs for local governments.

SUPPORTING ARGUMENTS

Just like police and firefighters, emergency medical response technicians need to be on call when the worst happens. This proposition would ensure that workers are compensated for missed or interrupted breaks.

OPPOSING ARGUMENTS

This initiative is being pushed by an industry looking for a special carve-out from state labor law. They should just follow the rules.

Prop. 12: Bigger cages for farm animals WHAT IT DOES

Place new size requirements on the coops and cages used to contain breeding pigs, veal calves and egg-laying hens. It also would require all egg-laying hens be raised in specified “cage-free” conditions.

These requirements would apply to anyone selling related food products in California, even if the farms are out of state.

HOW IT GOT ON THE BALLOT

In 2008, voters passed Prop. 2, an initiative sponsored by the Humane Society of the United States, which required that farm animals be allowed to stand up and turn around in their cages. This measure, also backed by the Humane Society, would put some specific numbers to the requirement and go a few steps further.

ESTIMATED COST Stricter regulations for ag animal cage size.

Not much. It might increase enforcement costs and decrease tax revenue from farms.

SUPPORTING ARGUMENTS

Prop. 2 showed that we can improve the welfare of animals on farms without jeopardizing our food supply. California is such a large state, when we act to make our food system a little less cruel, the national food industry is forced to follow.

OPPOSING ARGUMENTS

This will require many farmers to completely overhaul the way they do business, potentially driving some out of business and leading to higher food prices.

These new rules also overlook the fact that animals are often kept in cages to reduce aggression and protect them from themselves. Ω

to sort of choose their own adventure, you know? Some people are like, ‘It’s a doom album.’ Some people are like, ‘It’s a psych album.’ That’s one of the things that makes it really special to me—beauty is in the eye of the beholder. People who dig it pick their reasons why and we don’t come out and say, ‘We’re this.’”

The CN&R caught up with Faris ahead of the band’s upcoming show (Sunday, Aug. 5) at the Blue Room Theatre with longtime Portland garagerock faves The Shivas.

Faris was playing in psych-pop group Grandparents before the band broke up in 2015, which opened the door for Blackwater Holylight to form about two years ago. The band hadn’t released any recorded music prior to its April debut, and the members made a point of not oversaturating the local music scene beforehand.

“We started tracking the record and playing shows right around the same time,” she said. “We tried not to overplay Portland too much, especially leading into the record. People in our community had heard these songs before the album came out, but it wasn’t overkill by any means.”

Each of the five women in the band—Faris, Laura Hopkins (gui-

tar), Sarah McKenna (synthesizers), Cat Hoch (drums) and new member Mikayla Mayhew (guitar)—are involved with other side-projects, and all of their various musical influences bleed through on the record. Faris said the haunting vocal arrangements are a product of her long-standing relationship with Hopkins, who adds backing harmonies throughout the album and takes lead on the riff-based track “Wave of Conscience.”

“Laura and I have been playing music together for a really long time,” Faris said. “Back in the day, we were in a little folk band, her and I, and we did these four-part harmonies. We’ve always loved singing together and it comes naturally, but it’s also really fun to fuck around with her and experiment with what sounds good. …

“Melody and melodicism is what takes the journey in a song,” she continued. “It’s also cool because we back each other up. It’s like there’s no pressure.”

Unlike many vocalists in “heavy” bands, the pair rarely sing in an aggressive manner, but they do find other ways to convey the dark stuff. “I think that’s just music in general,” Faris said.

“You don’t need to be in any specific genre to reflect anger, pain and darkness.” Ω

Since we’re either out of our melons or just plain used to the heat in Nor Cal, this is the time we plan many of our community events, and there are several in Butte County this Forbestown Daze Parade weekend, from the Cohasset Bazaar & Music Fest in Cohasset and Forbestown Daze in Forbestown (both Saturday, Aug. 4) to the Summer Block Party in the Feather Falls Casino parking lot Friday, Aug. 3, to the usual concerts in the parks in Oroville (Palermo Park, Thursday, Aug. 2), Paradise (Community Park, Thursday) and Chico (City Plaza, Friday).

I sat in on an early dress rehearsal on Monday (July 30), and even in the play’s less-thanpolished state, it is a very moving and engaging production powered by a creative script and incredible, committed ensemble.

1078 Gallery debuts new location with Pulitzernominated The Wolves o stereotype communication

Kelly Candelaria directs the teen cast, but the driving force behind getting the play produced locally was Zoe Karch, a recent Inspire School of Arts & Sciences grad who is already a veteran of many local theater productions.

Slow Theatre Executive Director Denver Latimer introduced her to the script and she fell in love with it and assembled fellow teen actors—mostly Inspire students— to workshop it. Various players have taken part in table readings for more than a year, with most of them sticking with it all the way to the current production.

The considered approach fits right in with Slow Theatre’s mission, and the extra work really paid off. The nine actors devour DeLappe’s overlapping dialogue, and conversations take place on a patch of artificial turf where the team circles up for stretches and warm-ups before games. There are no adults (until one parent— played by Karch’s mother, Sharon DeMeyer—at the very end), and the girls speak freely, dropping F-bombs with glee, discussing mass genocide in Cambodia in one moment and fading into the merits of tampons over pads in another.

The Wolves team is made up of very distinct characters, but DeLappe has avoided pigeonholing any of them into any of the strict archetypes like “the jock,” “the nerd,” etc. They are all just nor-

mal, complex individuals, navigating the social order of high school and dealing with the confusing and often dark realities of life—both in their own families and in the greater world—and they are testing it all out in the group as they go.

It’s fascinating to watch as they fumble and fight in search of their identities.

The cast has lived with the characters so long that during the couple of spots where it seemed a line was forgotten, someone would just jump in to keep the conversation flowing as if it was happening organically in the moment. It was simply some of the most fun and emotionally powerful acting I’ve ever seen in Chico, and the entire ensemble—Karch, Cara Agnew, Patrice Berry, Devyn Cusick, Sierra Hall, Emily Hyder, Sydnee Kenny, Mia Naron, and Ilani Welsh-Johnson—deserves kudos.

The Wolves is the 1078’s first event since the gallery was evicted from its 820 Broadway location last year. It’s billed as a soft opening, with still more painting and infrastructure to go, but the basic remodel of the new Park Avenue spot is done. And though it’s much smaller than the old 1078, the long, rectangular, white-walled gallery appears well-suited for the multifunction arts/performance needs of the 34-year-old gallery. This play is a perfect, energetic way to kick things off. □

helmed two Mission: Impossibles) has directed and/or written for Cruise on many films (Jack Reacher, The Mummy, etc.) and the two collaborate here on some of their most spectacular cinematic feats yet. The skydive sequence—where Hunt must work to save an unconscious co-jumper before they go splat—is a thousand strains of unbelievable. And there’s a motorcycle chase through Paris streets that demands you see this thing on an IMAX or XD screen.

Cavill, whose facial hair has gotten a lot of attention this past year, gets a chance to stretch out and play someone far more interesting than his Kryptonian dud (with CGI-removed mustache) in the Justice League.

Cavill shares in the glory of some of the film’s craziest stunts, and the guy is a multidimensional badass here, especially in a bathroom brawl where Walker and Hunt try to take out a worthy opponent.

Alec Baldwin takes a break from hosting Match Game and shows that he can still throw some bigscreen punches as Hunt’s new IMF commander.

Vanessa Kirby is sinister and terrific as White Widow, a sly arms dealer Hunt must confront. In her second go round as Ilsa Faust, Rebecca Ferguson adds many elements of surprise, as do fellow IMF teammates Simon Pegg and Ving Rhames, who deliver their usual competent support. Additionally, Lorne Balfe’s score deserves a big round of applause for its adrenalineinducing contributions to the action.

In some ways, Mission: Impossible – Fallout feels like it could be the franchise capper. It’s hard to imagine Cruise, now 56, can top the onscreen action here.

Then again, I probably started saying stuff like that when a mid-30s Cruise starred in the franchise’s first installment, so it’s not like it’s impossible. Ω

A rehash of a familiar plot is fine if done with skill and nuance, but Fallen Kingdom goes the campy route with the cheeky Pratt in the lead and rehash of Lost World’s moves—dinos in peril on an island, military schemes and wild beasts finding their way to human civilization—and it’s dull, dull, dull. Drupes for dessert A classic and simple recipe for stone-fruit season

With our current bounty of stone fruits, or “drupes”—aka the fruits of the prunus genus, such as nectarines, peaches, apricots, plums, pluots, etc.—also comes the opportunity for making one the most elegantly simple, foolproof and most popular desserts around: Marian Burros’ plum torte.

The New York Times food writer originally published the recipe in the paper in 1983, and the torte—which is actually more of a fruity pound cake—was so popular that the paper reprinted it for several years to coincide with Italian prune plum season in the early fall. Eventually, the paper said “enough is enough,” and printed it for the last time in 1989 with a note encouraging readers to cut it out and laminate it. To this day it stands as the newspaper’s most requested recipe, and the

Times now has a dedicated permalink to it online (note: limited access for non-subscribers).

My local market vendor of choice for stone fruits on both Saturday morning and Thursday night is the busy booth for Dhillon Farm (out of Olivehurst, near Marysville). During peak season the farm has piles of beautiful plums, apricots, nectarines and several varieties of pluots and peaches—all for $3 per pound.

I decided to make two different cakes—one plum, and one pluot— and picked up some super-plump black amber plums and two kinds of pluots, the firm and tart-butsweet candy stripe variety, and the Dapple Dandys with their purpleand-green-speckled skin and sweet, lush, bright-red flesh.

The original Times recipe calls for 12 plums halved, but that number is for the tiny Italian prune variety, and given the monster summer plums and pluots we have available in Chico, I found that quartering six of the fruits gave me plenty for one cake plus some left over for snacking while it baked.

It also suggests you use anything from an 8-inch to 10-inch pan, but after my tests, I strongly suggest baking in the smaller one. The cakey parts of the thicker torte are more substantial and provide a better balance with the wet fruit.

Both fruits worked beautifully with the recipe, yielding a similar pound-cake-meets-cobbler result

for either a summer evening dessert or a decadent breakfast.

Stone fruit torte (adapted from Marion Burros’ plum torte) Ingredients: 1 cup white sugar (or, for less sweet, 3/4 cup; plus a little extra for topping) 1/2 cup unsalted butter, softened 1 cup unbleached flour, sifted 1 teaspoon baking powder Pinch of salt 2 eggs 6 tennis-ball-size plums or pluots (or an equal amount of any other stone fruit—peaches, nectarines, apricots, cherries, etc.)

Juice of one lemon for topping Cinnamon for topping

Preheat oven to 350 degrees and coat 8-inch pan (springform, or cake, or pan of any shape of comparable size) with pan spray.

Cut the fruit into quarters and set aside.

In a mixer or bowl, cream the sugar and butter. Measure flour, then sift into the bowl. Add baking powder, salt and eggs and beat until batter is well-blended. Spread batter in pan. Add fruit, skin side up to the top of the batter, leaving a little space between each piece.

Dab each piece of fruit with a little lemon juice, and then sprinkle each with white sugar and cinnamon.

Bake for 40-50 minutes—until a toothpick inserted into a cake section toward the center comes out clean. Cool to warm before serving. □

I left for good in 1991, but most of my family still lives in and around the city, so when the massive Carr Fire exploded and began raging into Carr Fire on Redding’s western skyline. town last Thursday, my brain scrambled to figure out where every sibling and cousin—about 40 family members in all—lived and if they were in any danger. At this point, everyone is safe and none of their homes were harmed, and the five households from my clan that were evacuated have been allowed to return home.

However, we already know of many friends whose families weren’t so lucky and whose homes are now gone.

Much of the landscape of my childhood looks to have been wiped out. Our summer playground of Whiskeytown Lake has been decimated on all shores and the manzanitadotted foothills around one of my family’s early homes off Keswick Dam Road were thoroughly scorched.

As sad and frustrating as this has been for those close to me, it’s nothing compared to the pain of those whose loved ones died in the fire—including Ed Bledsoe, who listened to the last words of his wife, Melody, and their great-grandchildren, James (5) and Emily Roberts (4), on the phone as he drove in vain to rescue them from the house in which they were trapped—or the residents of the 884 homes (and counting) lost in the fire.

As the wildfire burns and during its eventual aftermath, the people of Shasta County are going to need a lot of help.
