Abandon piecemeal approaches Few Chico residents believe that dragging stuffed couches into the street

and setting them afire is a good thing. The smoke given off is toxic, and firefighters are required to respond to fires that are entirely preventable—124 in 2014 alone.

Most if not all of the couches are pulled off front porches before being burned, so it’s understandable why the Chico City Council, at the behest of the Fire Department, recently passed an ordinance banning stuffed furniture on front porches.

But that makes it illegal to have a couch on the front porch simply because couches elsewhere have been pulled off front porches and set on fire. It presumes a violation (starting a fire) before one occurs. That’s not how laws are supposed to work.

Like the update to the noise ordinance passed in November, this was another example of the council’s piecemeal approach to dealing with the problems in student neighborhoods—problems that require a disproportionate amount of police and, as we now know, Fire Department attention.

On several occasions a Chico couple, Melinda Vasquez and Ken Fleming, have called the council’s attention to Fort Collins, Colo., a residential university town much like Chico that has developed a comprehensive approach to its annual influx of young people. On its website, the city has a 145-page “Landlord-Tenant Handbook” that provides a wide range of information about leases and security deposits and other practical matters. But it goes much further, discussing neighborhood nuisance codes (including noise violations), animal codes and neighborhood relations, mediation services and activities that promote good relations among students, landlords and homeowners.

Fort Collins’ comprehensive, preventive approach has reduced the need for police patrols in student neighborhoods, saved taxpayer money, and reduced friction between students and their homeowner neighbors. Chico should follow that city’s example. □

He has given them plenty of supporting evidence by way of racist rhetoric during his campaign for president, but Trump hit one out of the park on Monday by calling for a complete ban on Muslims entering the United States. That is, this candidate for president of the most powerful nation in the world advocated for a policy that would apply a religious test for entry into this country, a nation of immigrants who, under the U.S. Constitution, have the right to practice any religion they choose as well as to practice no religion at all.

Trump has been roundly criticized for his latest xenophobic take on addressing the threat of domestic terrorism. House Speaker Paul Ryan and former Vice President Dick Cheney denounced the billionaire’s comments.

Barring entry to the United States based on religion runs counter to the values of the United States, they said.

Jeb Bush responded by calling Trump “unhinged,” but let’s not forget that Bush himself said American aid for Syrian refugees ought to focus on those who are Christian. Sen. Ted Cruz has been more overt about wanting to bar Muslim refugees and is backing legislation to do just that. Moreover, last month, the Republican-controlled House voted in favor of legislation that would stop the resettlement of refugees, a majority of whom are Muslim.

The question remains: Has Trump has finally gone too far for the general public? We hope so. We fear the presidency of a man who we believe is a danger to our national and financial security, as well as our long-held identity as a nation. It’s time to dump Trump, but it’s also time to dump the other candidates who continue to cater to the lowest common denominator within the conservative base. □

On Dec. 7, 2015, as I write these words, the issue is religion rather than race. A demagogue posing as a presidential aspirant is calling for the closing of our borders to all who identify as Muslim. This is the same firebrand who has called for the expulsion of hundreds of thousands of undocumented immigrants.

Our nation has a long history of intolerance and hatred. It simmers without stop and boils over into violence whenever a loud voice turns up the heat.

Today’s Muslims will soon be tomorrow’s N-word.

It is not going to be pretty.

I have a friend of 35 years who is a Muslim.

He is also an American. His cultural heritage is Palestinian, although you would not assume that from his appearance. He has always reminded me of one of Santa’s elves, both with his appearance and his personality. His name is Ali Sarsour and he is very well-known and well-liked in our community.

If that demagogue with really bad hair ever has his way, perhaps my friend Ali would lose his citizenship, being an adherent of the second largest religion in the world. Yet nowhere in the Five Pillars of Islam is there any reference to the kind of violence we recently experienced.

plaza and pinot A few weeks ago, on the run-up to the U.N. climate talks in Paris, about 250 locals marched downtown in solidarity, calling on our government to take substantive efforts to curb climate change.

This Saturday (Dec. 12), the day after the closing of the conference on the most urgent issue of our lifetime, let’s double that number.

Heck, why not triple it?

Butte Environmental Council and Chico 350, the new local advocacy group affiliated with 350.org, are organizing a rally at Chico City Plaza. The High Noon for the Planet event will have speakers, music, activities and, most important, info on solutions to mitigate the atmospheric carbon emissions that are wreaking havoc on our world.

Last year was the hottest on record, and this year stands to break that record. The effects of global warming are already significant. Oceans are acidifying, the polar ice caps are melting, sea levels are rising, and extreme weather, including extended drought, is taking a toll on agriculture, jeopardizing our water and, subsequently, food supplies.

These are consequences of our own making and what’s truly scary is that, despite consensus from the world’s leading scientists about the severity of climate change, our representatives have not found the will to address it. They are doing little to nothing and we have been complicit by keeping them in office.

To put it another way, we are destroying our beautiful planet.

We’re ruining it in our short lifetimes and we’re screwing over future generations—our own relatives—by bequeathing to them a home where life is harder. Let that sink in a little. How many of us have parents or grandparents who were old enough to suffer through the Great Depression? Think about the sacrifices they made to make our lives better. What sacrifices are we willing to make for our children and grandchildren and so on and so forth?

Let’s flood City Plaza at noon on Saturday. I’ll see you there.

Next Thursday (Dec. 17), Chico News & Review Foundation will be the beneficiary of a wine-tasting fundraiser out at the Bidwell Bar & Grill at Bidwell Golf Course. The effort has raised money for dozens of worthy organizations over the past couple of years.

I’ll be there this time around, helping collect donations and answering questions about the foundation. The event goes from 5-7 p.m. and costs $5. Every dollar will go to our account at the North Valley Community Foundation and eventually to a reporter hired to do in-depth enterprise and investigative reporting on complex issues that affect our communities.

Pope ponderings Re “Rock star” (Cover story, by Jake Highton, Dec. 3): When I read the headline about Pope Francis, I knew he must be doing an excellent job. In the world of Catholic apologetics, the article by Jake Highton is what is commonly referred to as a “shotgun list.” In other words, raise so many objections to the church at once that most are overwhelmed. I’m not overwhelmed.

I and many other novice apologists can refute this article if given the time and opportunity. Since you’d give me neither, I’ll bring up one subject.

Why is it that when describing the priest scandal your ilk always describes it as pedophilia? Sex with a 14-year-old boy is nothing more than homosexuality. Ask your friends in the man/ boy club—or whatever it is you call it—if they think sex with young boys is pedophilia. I would imagine they would tell you it is just a “natural” sex act between two males that “love” each other.

The devil knows he can get at Jesus through the priesthood. Just like he gets at all of us.

The Catholic Church is holy because Jesus is holy, not because its individuals are holy. The Church is not a museum of saints but rather a hospital for sinners.

About those meters Re “Charity transparency” (Editorial, Nov. 26) As executive director of the Downtown Chico Business Association, I felt compelled to respond to some of the issues raised in the editorial “Charity transparency.”

Re “Meter matters” (Letters, by Don Walker, Dec. 3): While observing the sidewalk from a moving car, letter writer Don Walker separates the homeless mentally ill from young malingerers; the “mentally ill lady” who is worthy of our help from the “young bum” who should be harassed until he leaves town.

I’d guess many people believe they have this same psychiatric superpower.

It’s been my observation that I learn a lot by talking to people on the street—as opposed to making judgments on the basis of how they appear during a drive-by.

Instead of everything falling into two neat categories, I find things get very confusing. And the more confusing things get, the more difficult it becomes to tell who is worthy or unworthy. This is also true as I reflect on my own limitations—I’m not what I appear to be, especially to myself.

Walker proposes that we feed the new homeless meters—this will help the “lady” and drive out the “bum.” I’ll continue to give cash directly to people, both ladies and bums. I like how Walt Whitman said it: “This is what you shall do; Love the earth and sun and the animals, despise riches, give alms to everyone that asks …”

Everyone deserves pie Re “Turn out the obstructionists” (Editorial, Dec. 3): Is it a coincidence that environmental perils have been bombarding the media at an increasing rate since the post-war boom started fizzling out in the 1970s? I’d like to shout out a resounding no! It shouldn’t come as a surprise that things aren’t what they appear to be on the surface when it comes to politics, and environmental issues have become a political battlefield.

It’s true that cars and factories release emissions into the air and it appears that many of our natural resources may not be as infinite as we had hoped, but isn’t it convenient that this is all coming to light at a time when the U.S. is in fear of losing its grip as global super power?

The industrial revolution helped make this country great and I believe that all of the political jargon about environmental devastation is simply another ploy to oppress those less privileged. It’s mighty easy for me to eat my slice of the pie, then withhold yours while claiming I’m helping you watch your cholesterol.

Doesn’t America stand for freedom? I think it’s time we stop keeping the impoverished down and let others have a piece of the pie, too!

The “facts” established at first by the seemingly reliable Juliana Smithton (Lammel) dissolve and reshape themselves as she confronts the “realities” of her husband (Johnson), and daughter (Tellesen) who is married to Richard (Hilsee). The result is that the audience is challenged to fit the various twists and turns in Juliana’s life into a cohesive whole: Who is the girl in the yellow-string bikini?

Does Juliana have a brain tumor?

And many more. There are many layers to Juliana’s character. It is a real treat to witness how easily Lammel shifts between the many moods demanded of her character.

Truly a professional achievement.

Do some research Re “Change is … inevitable” (Letters, by James R. Jenkins, Dec. 3): Mr. Jenkins brings up the hoary old chestnut so revered by conservative climate change deniers of the global cooling “forecasts” of the 1970s. Had Jenkins done a little research, he would have found that very few climate scientists embraced the “impending ice age” theory. I can find no record of any articles being published in scientific journals on this subject.

Articles were published in Time magazine and Newsweek, which sensationalized the theory.

According to an article cited in Wikipedia, this global cooling hypothesis “had little support in the scientific community, but gained temporary popular attention due to a combination of a slight downward trend of temperatures from the 1940s to the early 1970s and press reports that did not accurately reflect the full scope of the scientific literature.”

There never was any agreement

in the scientific community that an ice age was imminent. However, there is overwhelming agreement within this same community that global warming is on the way. For those of you still in doubt, you may want to check on global temperatures for the last couple of years.

‘Bigots and buffoons’ If the polls are to be believed, a majority of Republicans now feel that ignorance, incompetence and bigotry are important requirements for high political office. How else to explain the popularity of Donald Trump, whose capacity for racist lies is equaled only by his overweening arrogance and self-promotion. Or Dr. Ben Carson, who may be the world’s only neurosurgeon who doesn’t believe in science. Both Trump and Carson appear to know less than my dog about foreign policy.

I have watched the political debates of both parties and am strongly supporting the candidacy of Sen. Bernie Sanders. However, the comparative lucidity of all the Democratic candidates and the issueoriented focus of their debates has led me to conclude that any of them— Sanders, Clinton or O’Malley—are vastly preferable to any of the prospective Republican candidates.

It’s time to reject the likes of Trump and Carson. Our country is too precious to be entrusted to the care of bigots and buffoons.

Hunting for Christmas trees in the Philbrook area took a harrowing turn for five people in two separate incidents recently, according to a pair of press releases from the Butte County Sheriff’s Office.

The BCSO received a phone call at 8:30 a.m. Tuesday (Dec. 8) reporting a family of four that had gone searching for a tree the previous afternoon and had not returned.

Search and rescue teams were dispatched, and located the family around noon. Their vehicle had broken down, and they took shelter overnight in a cabin.

That rescue mission came after a man— 65-year-old Wayne Cateron—went missing while looking for a tree in the same area Dec. 2. Cateron also took refuge in an empty cabin, and was found Dec. 4.

Each year, the bank’s staff chooses a worthy cause to support and in 2015, that cause was Catalyst Domestic Violence Services. In all, they raised more than $5,000, which was matched by a donation of $5,000 by the Golden Valley Bank Community Foundation.

Since the 1970s, Catalyst has offered crisis-intervention services to Butte County residents who are victims of domestic violence and abuse. Its services include a 24-hour crisis line as well as an emergency shelter. A check for $10,268.28 was presented to the organization last week.

ESPN AT CHICO STATE

Sports network ESPN will be on-hand to catch the action when Chico State’s basketball teams tip off against Cal Poly Pomona early next year.

The cable-satellite station will broadcast the Feb. 19 men’s and women’s games against the Broncos on ESPN3 live as the network’s Division 2 Game of the Week. ESPN broadcasts to more than 90 million households in the United States.

Some on campus, such as English lecturer Anna Moore, believe a formal rebuke of upper-tier administration has been a long time coming. “I feel like it’s been so frustrating for faculty and staff to do their jobs here for such a long time,” she said during a phone interview. “I hope the no confidence vote is

passed—absolutely. It’s long overdue.”

But it’s no slam-dunk decision. A petition signed by 26 members of Hoffman’s management team in the Division of Business and Finance urges the senate to reject the resolution. “These actions will negatively affect the students we are here to serve and tarnish this great institution’s reputation,” the petition reads, “and to what end?”

In any case, the senate’s debate comes amid recent turmoil. As the CN&R reported last week (see “Classes dismissed?”

Newslines), instructors were informed just prior to Thanksgiving break that, due to cuts to the Academic Affairs budget, some classes that students are already enrolled in for next semester may be canceled. Then it emerged that individual departments across campus—including Meriam Library—are unexpectedly short on funding heading into next semester.

But why, exactly? After all, in June, Gov. Jerry Brown approved a state budget that includes an additional $97 million for the entire California State University system, and Chico State’s Office of the Provost reported in an email to the Academic Senate on Dec. 2 that the spring budget had actually increased by $5.1 million compared with last year.

At the senate’s regular meeting on Thursday (Dec. 3), Elrod explained “why people are feeling squeezed.”

While it’s true that the Academic Affairs budget increased by about 8 percent,

to a total of $78.3 million, personnel costs—salary increases, benefits and new hires—increased even more, she said.

Acknowledging that long-term budget planning was lacking in years past, Elrod said those hiring processes were put in motion before she became interim provost a little more than a year ago, which she likened to “coming on board a moving train.”

“Essentially, for the past two years, Academic Affairs has not had the management expertise or the process for budgeting that would enable us to have a clearer and earlier understanding of the situation,” she said. “At the divisional level, we haven’t really had a budget plan.”

Elrod said her office’s next steps include providing funding from reserves to meet student demand for classes next semester, providing a preliminary budget estimate for the 2016-17 academic year in February and forming an ad-hoc budget task force to develop a new model for the Academic Affairs budget.

Though Elrod’s presentation appeared well-received by members of the senate, some mistrust lingers among faculty. With both Zingg and Elrod looking on, the senate voted 32-0 to agendize deliberation on the vote of no confidence for its next meeting.

For his part, Zingg says that heading into

next semester, his last before retirement, with a vote of no confidence would make

it more difficult for the university to attract his successor.

In a four-page letter delivered to members of the senate on Wednesday (Dec. 9), he writes that “supporting a resolution that lacks clarity, specificity and accuracy would have a chilling effect on the strength of the pool and the interest of the candidates.” Zingg is defensive at times throughout the statement, but adds that “it is sad and deeply troubling to me personally that individuals have reached a point of frustration, anxiety and/or anger that compels such a resolution.”

Much of the debate has centered on the appointment of the university’s top positions. At the beginning of this semester the local chapter of the California Faculty Association said Zingg “violated the spirit of shared governance” when, on Aug. 21, he announced in a campus-wide email that Elrod had been appointed as permanent provost—without consulting faculty and staff. Then, just four days later, Zingg sent a follow-up email announcing that Elrod had declined the permanent provost position, but would continue serving as interim through the end of the academic year.

Not appointing Elrod as permanent provost “upon listening to the university faculty and others,” Zingg argues in his Dec. 9 letter, demonstrates his willingness to hear out faculty and staff.

Similar scenarios have played out elsewhere in the CSU system.

Rollin Richmond, former president of Humboldt State University, came under fire in 2009 for foregoing a national search and appointing Interim Provost Robert Synder to a permanent position, according to the Eureka TimesStandard. The university’s faculty association delivered a vote of no confidence and asked Richmond to retire within two years; he stepped down in 2013.

(Coincidentally, while Zingg recuperated from heart surgery last spring, Richmond came out of retirement to serve as his temporary replacement.)

Chico State’s Academic Senate has considered a no confidence vote in Zingg at least once before.

In October of last year, the body of faculty members spoke publicly about campus-wide dysfunction and requested the CSU Chancellor’s Office appoint an independent consultant to evaluate problems on campus and offer solutions.

The Chancellor’s Office ultimately did not honor the request, leaving the university to sort out its own problems, and the senate did not deliver a vote of no confidence at that time. □

A kinder, gentler community Alternatives to Violence Project moves to Chico, aims to train locals to lead workshops on nonviolence ark Fisher was three years into a six-year prison sentence when he decided it was M time to make a change. He’d found himself

in High Desert State Prison in Susanville because of a bar fight—he’d been found guilty of assault with a deadly weapon—and that wasn’t the first time he’d gotten violent, especially while drinking.

“I decided to start changing things in my life, seeking different programs,” said Fisher (who asked that his name be changed for this story). A cellmate of his introduced him to the Alternatives to Violence Project (AVP), which offered three-day workshops inside the prison.

Now Fisher is a free man— he’s been out of prison for five years—and living and working in Chico. Some weekends, however, he goes back inside to facilitate AVP workshops for current prisoners.

“When I was inside, AVP helped me feel better about myself. I was learning things,” he said. “I wanted to be able to help other people learn the things I was learning.”

Many of those lessons have found their way into Fisher’s everyday life, he says. He regularly uses skills like dealing with anger, and how to talk out problems with others rather than resort to violence. And he’s seen a big difference in himself and fellow former inmates since taking the AVP workshops.

“It is very powerful to let guys know I was incarcerated and now I’m out here and I’m doing well,” he said. “There’s a group of guys I stay in contact with who all did the workshop and they’re all doing really well.”

As a collaboration between inmates and local Quakers, the program quickly grew and now includes local chapters all over the United States and abroad. While the thrust of AVP’s mission takes place inside prisons, community workshops have been successful in solving neighborhood conflicts as well as giving community members tools to resolve issues

That’s according to a recent report by the Pacific Coast Collaborative, formed in 2013 by the governors of Washington, Oregon and California and the premier of British Columbia with the goal of creating a clean economy and reducing carbon emissions. Over that same period, the gross domestic product of California’s clean economy increased from $39.7 billion to $52.6 billion. The explosive growth of solar energy has been a driving factor—in 2014 alone, about $11.8 billion was invested in solar installations, and the industry employed 28,000 people.

The Alternatives to Violence Project offers three-day workshops, ranging from basic to intermediate to training to become a facilitator. The workshops aren’t made up of lectures, though, but rather participatory sessions.

nonviolently. They’re also a good way for families to prepare for a loved one to get out of prison, says Justin Lin, an AVP outreach coordinator who recently moved to Chico to start a local chapter.

Lin’s move to Chico in September came after AVP received a grant to develop a pool of facilitators who could serve the High Desert prison in Susanville. So, in addition to offering tools to those who seek them in the community, he’s hoping local workshops will attract people who want to become volunteer facilitators and lead the workshops inside the prison. He also hopes to work with local courts to offer alternative sentencing through AVP. “In just three months, I’ve seen a strong response [locally] from people in the social justice community and the peace churches,” Lin said. “There’s a lot going on in Chico, in terms of what you can do as a volunteer here.”

Personally, Lin got involved in AVP after a job opening came up in the Bay Area. He’d heard about the organization several times, including during a fellowship in Africa, and was excited to be a part of it. His training was done in Sing Sing Correctional Facility in New York.

“I really saw how powerful the program was,” he said. “It gave me a perspective on how rough prison can be.”

Fisher agrees that life in prison is different.

“There’s a big abundance of violence inside,” he said. “That’s how you deal with problems in there. There’s not a lot of talking or coming up with ways to figure out how to do things [nonviolently]. So, I wanted to be able to go inside and teach those gentlemen tools on how to deal with anger and conflicts.”

Hunger pangs Map highlights food insecurity based on action and inaction on climate change fate of world hunger is in hands.

from the U.N.’s World Food Programme and the Met Office Hadley Centre recently unveiled a website (www.metoffice.gov.uk/ food-insecurity-index) to attendees of the 2015 Paris Climate Conference that lets users control future emissions and climate adaptation scenarios, and see what impact they will have on global food security.

You can select from present day, the 2050s and the 2080s, and examine what each country’s food security vulnerability will be depending on emissions and adaptation.

“This map paints a stark picture of how climate disasters drive hunger. In Paris, we must decide between a future world where ending hunger is achievable—or one where we and every future generation continue this losing struggle responding to the scourge of global hunger,” Ertharin Cousin, executive director of the World Food Programme, said in a statement.

The most vulnerable countries are in sub-Saharan Africa—a region where one in four people is already undernourished. Asia and both South and Central America are vulnerable as well.

The interactive map paints a drastically different picture depending on your level of

optimism. Take a country like Mozambique—highly agricultural and full of subsistence farmers, but prone to climate-related impacts such as increased floods, drought and tornadoes. It is, in fact, one of the most disaster prone countries in the world.

It is estimated that about onethird of the population (26 million people) is already “chronically” food insecure. Under a scenario of low emissions and high climate adaptation, Mozambique’s vulnerability to food shortages rises an additional 8 percent by the 2050s.

But, with high emissions and no adaptation, food insecurity rises 36 percent higher than today.

The World Food Programme’s most recent estimates find that, globally, about 795 million people already do not have enough food to be healthy. Scientists warn climate change does, and will continue to, exacerbate this, largely through increased disasters such as prolonged droughts, floods, tornadoes and sea level rise.

Even if heat-trapping gas emissions totally stopped, millions of people would still face climate-caused food insecurity by the 2050s because of a delayed response from previous emissions.

But the map—which works by using climate projections, economic models and current food availability stats—shows we can curb how many people will suffer.

And that large swing in hunger prevalence in places like Mozambique will be, in part, determined by what comes out of Paris this month, where delegates from 195 countries descended last week to the United Nations climate change meeting dubbed COP21, or the 21st meeting of the Conference of Parties.

The goal? A legally binding agreement to keep the warming of the planet’s average temperature below 2 degrees Celsius over the temperature since the Industrial Revolution.

The linchpin of such an accord will be an agreement on major global carbon emission reductions. The other sticking point is money: how much are rich nations willing to pony up to help the Mozambiques of the world mitigate and adapt to climate change?

The World Food Programme has an ambitious goal of ending world hunger in the next 15 years.

And Cousin said this new map is illustrative of the urgency at the Paris talks on this effort.

“Only if leaders get it right in Paris will we end hunger by 2030 and provide future generations with the opportunity to enjoy sustainable and durable global food security,” Cousin said.

Dismal season Local mental health experts talk ‘holiday blues’ by

s much as people expect Thanksgiving,

Christmas and New Year’s Eve to be joyous times spent with friends and family, it’s also widely acknowledged that, for some, they are just the opposite. Common wisdom holds that the prevalence of mental health conditions peaks over the holiday season in a phenomenon colloquially known as the “holiday blues.”

Two local mental health professionals say that’s not entirely accurate. Don Taylor, assistant director of clinical services at Butte County Behavioral Health, and Dr. Scott Nichols, a psychiatrist with Enloe Behavioral Health, agree that there’s a noticeable upswing in people seeking mental health services around this time of year.

But it’s most acute after, not during, the holidays.

“You have people feeling let down,” Taylor explained. “Maybe they didn’t enjoy the holidays as much as they could have.

They built it up in their head that it’s going to be this big thing, and if it’s not, it’s a big letdown.”

And for others who did enjoy the holiday season, there’s an abrupt shift back to everyday life. “The holidays are a very festive time with lots of lights, happy people, singing, the stores are bright and shiny,” Taylor said. “Then, suddenly, it’s just gone.

New Year’s is over, and everything is back to normal.”

That’s why it’s common for people from all walks of life—not only those with diagnosed mental health conditions—to seek mental health treatment in January and February, Nichols said.

As a psychiatrist, Nichols’ works with six to 12 patients a day at Enloe Behavioral Health, helping them identify the root causes of mental health problems. That involves “working out the narrative,” he said.

“People always come in with a story explaining what’s going on,” he said. “One

of the reasons people don’t get better is because their reason is plausible, but it’s not true.”

For example, in the past month, two patients who were experiencing depression “perked up after just a couple days with us,” Nichols said. While the patients attributed the change to taking new medication, Nichols suspected that they’d both been suffering from seasonal affective disorder—a condition triggered by a lack of sunlight and vitamin D—and that the clinic’s bright fluorescent lights had impacted them positively.

“We started talking about their work environments, and they’re working in places that are trying to conserve energy, and they don’t get outside much,” Nichols said. “That’s a better narrative: You need light therapy.

Exploring why people are depressed is really important.”

So, when a patient tells Nichols that he or she is struggling over the holidays, he doesn’t doubt them. He just believes that labeling a condition as the “holiday blues” is generally false attribution.

“They say they’re depressed because it’s

Christmas, but it’s actually because they’re drinking more, or they have seasonal affective disorder,” he said. “It could be because they’re a construction worker and they got laid off in December. It doesn’t really have anything to do with Christmas, does it?

“I don’t want to say that the holidays aren’t a difficult time, or mental health conditions aren’t caused by the holidays,” Nichols continued. “My message is that there are likely more factors.”

Failing to turn those habits around, or get back into an exercise routine, once the holidays have passed also can be discouraging.

“People make New Year’s resolutions, which are often broken within the first 30 days,” Taylor said. “Then people say, ‘Wow, that didn’t last long. I must be a bad person.’ That may stir more depression.”

And, of course, the holidays often come with a burdensome price tag. “A lot of folks who are on limited income stretch it out to get presents for everyone,” Taylor said. “Then they’re in debt or spent money they shouldn’t have spent, and January isn’t looking so lovely.” And for someone with a preexisting mental health condition, getting a big credit card bill “can be the last straw,” Nichols agreed.

“A lot of the serious suicide attempts are in January,” he said.

“A lot of times, people kind of push through certain landmarks like the holidays; they’ll hold off until January.”

Additionally, the holidays are often used as a marker for tragedies, Nichols said. “If someone close has died in the past year, it’s the first Christmas since. They’re really overemphasized as markers for good and bad life events.”

How can one stay happy in the

post-holiday doldrums of winter?

Taylor suggests seeking out the company of other people, even if it’s just going to the mall or the movie theater—“anything where you might be interacting with other folks,” he said.

It’s also helpful to have something to look forward to, Taylor said. “Actively plan out things you can look forward to in February or March. You can plan for and actively participate in the process of, ‘OK, let’s prepare for this.’”

Nichols says its important not to dwell on uncontrollable circumstances, and to let go of the concept of the holiday blues.

“Thinking of it as the ‘holiday blues’ can really be counterproductive, because you cannot change that it’s the holidays,” he said.

“You can change how much light you get, how much exercise you get. That breaks it down into things you can change, and things you can’t.” □

Deer ticks, aka western black-legged ticks, are active again in Bidwell Park and the Lake Oroville Recreation Area now that the weather is cooler and wetter, according to a press release from the Butte County Mosquito and Vector Control District.

Ticks attach to humans and animals and can feed on their blood for days. has implemented over half a dozen projects in its 14 years. The newest, Fresh Pick, launched last month. Its purpose is to provide healthy, made-from-scratch meals to working individuals and parents who may not have the time to cook for themselves.

“Most families now have two parents working outside of the home and the last thing you want to hear at 5 p.m. is, ‘What’s for dinner?’” said Kristin Gruneisen, program supervisor for CHC, a nonprofit that operates under the support of Chico State’s Research Foundation.

CHC operates many other successful programs, including its Get Cookin’ classes, where participants get free lessons and tips on preparing budget meals, and the Harvest of the Month and Farmer of the Month programs, which partner with local farmers and gardens to educate students about the benefits of healthy, local nutrition options.

But it was the success of Senior Meals that inspired the development of Fresh Pick.

Partnering with Passages at Chico State, CHC has worked with Senior Meals for the last two years to provide daily made-fromscratch lunches to senior citizens around Butte County. According to Gruneisen, the positive feedback was enough to get the organization thinking about expansion.

“We were recognizing that we and [the community] liked what we were cooking and wondered, ‘How can we expand this to help working families?’” Gruneisen said.

Fresh Pick hopes to fill that need, at least twice a week. On Tuesdays and Thursdays, between 4-6 p.m., customers can pick up preordered, premade meals for $9 a plate.

“I picked recipes that I felt as a working mom I wouldn’t make during the working week because it involved a lot of labor. It was also important to make these meals healthy while still tasting delicious and looking visually appealing,” Gruenberg said. All dishes are made from scratch, down to the balsamic vinaigrette and pan-roasted yams, with Chico State interns occasionally helping with cooking and packaging. And like their other meal services, the initial feedback looks promising.

“This is the third time I’ve bought meals from Fresh Pick, and they’ve all been really good,” local customer Patrick Doyle said last Tuesday evening while picking up two orders of the meatloaf. “And the enchiladas?

Oh, my goodness. I think I bought four of those last time, two of which were for people who don’t usually like enchiladas, and they loved them.”

Launched on Nov. 10, the program is still in the infancy stages, but Gruneisen says customer growth is already apparent. “We sold 82 meals the first week and the second week was 90. Our eventual goal is 140 a week.” As the program expands, Gruneisen hopes to focus on cooking with local ingre-

dients. “Purchasing locally is the ultimate goal, but we’re not there yet. We do it when we can, like using Lundberg rice for our Chico Harvest bowl. Eventually we’d like to be buying from the local markets.”

Reaching that goal will become easier as Fresh Pick increases its customer base and, in turn, its revenue. The proceeds from the meals go back into CHC, helping subsidize the many costs that come with running a nonprofit. “To implement all we do, there’s a price tag, so it’s nice to offset some of that. We can generate more support for Senior Meals and our kids programs with the help of Fresh Pick.”

At $9 a plate, Gruneisen says the price may not be ideal for students, but is still reasonable compared to most restaurant prices.

“Aside from restaurant take-out options, I don’t know of many services like it in the area. There are programs like Blue Apron, where they send you the recipes and ingredients, but you still have to deal with the cooking and cleanup.” Dream Dinners, a similar service offered in Redding, encourages customers to consolidate their meal prep time by dropping by the center and cooking several meals at once, with the intention of being frozen for later use.

While there are dozens of other food services around Chico offering quick meal fixes, from take-out to fast food, it’s the nutritious component of a homemade meal that may set Fresh Pick apart. “The healthiness and convenience of these meals—that’s the best part given today’s lifestyle,” said

Doyle. That lifestyle, of course, is the one that keeps most families so busy that the drive-through line often seems like the most appealing option come dinner time. But made-from-scratch meals from Fresh Pick let customers trade the preservatives for more wholesome choices.

As a working parent herself, Gruneisen says she’s also become a customer. “Even as someone who likes cooking, it’s nice to have a break sometimes.” □

The Guillaumes came to Chico from the Bay Area, where they had over 30 years of business experience in marketing, office managing and self-employment. Liz: We wanted to live in a diverse place, with lots of culture, and we wanted out of the Bay Area. We loved it there, but it literally took us longer to drive 3 miles across our town than it does to drive from Paradise to Chico.

We have seriously thought about the idea of allowing people to buy a hotdog for the homeless; they would pay for two hotdogs, and we would be able to give one to someone who needs it.

What do you consider the best sandwich in the world?

Liz: We once ate a whole-wheat sandwich that had shrimp, avocado, cashews, cream cheese and sprouts. We still dream about it.

I was perusing local websites recently, searching for a little bit of writing inspiration, when I happened upon a link for Olive & Co., a Chico-based manufacturer of lovely wooden signs. I was hooked the moment I clicked on their Facebook page. Looking back at me from the top of the screen was the cutest little French bulldog, tongue out and all. I’m a sucker for dogs, especially the short-nosed varieties.

The Frenchie in the photo turned out to be Olive. Despite differences in coloring—she’s brindle—Olive bore a striking resemblance to my little stubborn sweetheart of a Boston terrier, who, coincidentally enough, is named Oliver.

I immediately started scrolling through the Olive & Co. photo gallery.

There are a ton of cute pics with Olive, as well as creations by her owner, Frank DeLuca, which include dog-related items, such as cutouts in the shape of French bulldogs with words like “licks,” “snorts” and “toys.” I instantly related.

So, I decided to track down DeLuca and try to get a date with Olive. Plus, that way, I could get the lowdown on his company, which operates out of a warehouse in north Chico where his father runs a custom cabinet-making business.

After bonding over Olive and pictures of Oliver (yes, I am that pet owner), DeLuca showed me his shop. He uses all hardwoods, he explained, from a local lumber yard, and he doesn’t stain them—the stripes you see in many of his works are actually pieces of different woods very carefully glued together. He hand draws all his designs (“stealing them off the Internet would feel like cheating”) and then perfects them on the computer before loading them into a wood-cutting machine. Then everything is handsanded, -painted if needed, and -oiled.

At just 24, DeLuca appears to have a promising business on his hands.

Just two years in, while attending Chico State full-time, he now has two employees and sells in shops in Chico (Made in Chico), Red Bluff and Redding.

His most lucrative sales, however, come online (www.olivecompany chico.com).

The coolest thing about DeLuca’s work, though, is how easy it is to customize. He makes wedding plaques, and he also does a lot of “Chico is my hometown” types of things. But “Chico” could easily be swapped out for “Paradise” or “Durham,” DeLuca’s hometown, or anywhere else.

One of the most fun parts of his job, DeLuca said, and one of the things that sets him apart, is that he always takes the time to send personal emails to customers—and they often send photos of their dogs in return.

“I wouldn’t get that if I just had an autoresponse,” he said. That’s part of the charm of a local business. I say keep it up!

Farewelltofish Reckless water management may wipe out California’s chinook salmon—and the fishing industry along with it by

ast winter and spring, thousands of adult chinook salmon nosed upstream past Richmond, through the Carquinez Straits and into the Sacramento-San Joaquin River Delta, on their way to spawn in the Sacramento River. At about the same time, officials at Shasta Dam did something that critics say was stupid, negligent and illegal: They opened the spigot on the reservoir’s outflow pipes in order to send extra water downstream for farmers—and they didn’t save enough for the fish.

Lake Shasta’s levels dropped so low, and the summer grew so hot, that even the deepest, darkest, coldest corner of the lake—the pocket of water abutting the base of the dam—grew steadily warmer. By the time the salmon had reached their summer spawning grounds, the water exiting Lake Shasta and flowing past the fish was almost 60 degrees—dangerously warm for temperature-sensitive fertilized chinook eggs. For the second summer in a row, environmentalists and fishermen say, an entire year class of the endangered winter-run chinook was mostly annihilated.

Just how this happened, and whether it could have been avoided, has been the source of finger pointing, excuse making and legal wrangling. Officials with the U.S. Bureau of Reclamation, the federal agency that operates Shasta Dam, have blamed the drought for the mass salmon die off and say there simply wasn’t enough water to go around.

Louis Moore, spokesman for the bureau, said in an interview that his agency worked with all stakeholders to ensure that water was released from reservoirs at the most optimum time, considering the needs of farmers as well as fish and wildlife.

Environmentalists say the Bureau of Reclamation had the power to protect the fish but opted to prioritize the state’s agricultural industry instead. “The way this keeps getting told is that drought killed the winter-run chinook salmon,” said Jon Rosenfield, a conservation biologist at The Bay Institute. “But the agencies just chose not to protect the endangered winter run, the spring run, steelhead, and the fall run—which is commercially valuable.”

Indeed, there’s likely never been a worse time to be a salmon in California than right now. Dams and levees have made most of the state’s major rivers incapable of supporting wild salmon, and increasing human demand for water threatens what habitat remains. Gov. Jerry Brown insists he has a plan to save the delta and its salmon, but critics warn that his vision of diverting the Sacramento River underground through two giant tunnels and into the San Joaquin Valley will destroy the delta ecosystem.

on. Making matters worse, long-term forecasts call for reduced precipitation and warmer winters.

Salmon are known to be a resilient species. If their habitat remains intact, they can bounce back from population drops in just a generation or two, thanks to short life spans and female fish that carry thousands of eggs. That means if plenty of rain falls this winter and the next, the numbers of salmon in California could rise back toward the 1 million-adult mark.

“But they’re only resilient to a point,” noted Doug Killam, a biologist with the California Department of Fish and Wildlife who studies the spawning fish each year near Redding. “The run is on the edge now. The bottom line is: Fish need water, and if it doesn’t rain soon, they’re going to be in real trouble.”

And so is California’s fishing industry.

If the state’s reservoirs don’t refill this winter, extinction of the winter-run chinook will become an imminent threat. Fishery managers will probably curtail the ocean fishery in 2016, and may even close it to protect the winter run from decimation. If that were to happen, it could throw the coastal fishing economy—already reeling from the closure of the Dungeness crab season— into turmoil.

Last January, officials with the National Marine Fisheries Service (NMFS) sent a letter to California water officials warning them that their temperature modeling system wasn’t working. “[T]hroughout much of the summer of 2014, actual water temperatures ... were upward of 4 [degrees] higher than Sacramento River temperature modeling results,” the letter stated.

NMFS regional administrators Maria Rea and William Stelle advised David Jon Rosenfield said the Bureau of Reclamation ignored its own plan to save cold water for salmon this year.

Murillo, regional director of the Bureau of Reclamation, to recalibrate his agency’s temperature modeling system in order to avoid a repeat of 2014, when the bureau released warm water from Lake Shasta onto millions of winter-run salmon eggs and newborn fish, destroying nearly all of them.

The Natural Resources Defense Council (NRDC) and The Bay Institute sent water authorities a similar warning notice in May. But in the end, almost the exact same thing happened in 2015 as the year before.

“We classify this as a ‘year class failure,’” said Rea, referring to 2015. “We think of the chinook as a three-year fish, so losing two years in a row is serious.”

Before the Gold Rush, chinook salmon swarmed for months each year in the Central Valley’s river system. There were easily a million spawners annually—and maybe twice that amount—with fish nearly clogging even the mightiest of California’s waterways. Numbers began declining as European Americans arrived and made California their home. Mining activities sent mountains’ worth of sediment into rivers, burying gravel beds where the fish spawned, while intensive fishing pressure curbed the population downstream.

Then, in the 1900s, as huge dams began appearing on most major rivers in the Central Valley, the chinook became cut off from hundreds of miles of spawning grounds.

Populations crashed. In the San Joaquin River, the fish never came back, while hatcheries in the Sacramento Valley, built specifically to offset the impacts of the dams, have helped maintain stable numbers of salmon.

However, with more water leaving the delta than ever before via powerful pumps near Tracy, even the remnant runs of fish are now failing.

The Sacramento River’s wild chinook salmon spawn in the cold water that flows out of Lake Shasta. By measuring water temperatures throughout the lake, knowing the current volume of the reservoir, and looking ahead through the year at agricultural demands from the valley downstream, dam operators are able to calculate precisely how much water they can release while preserving the cold water pocket at the base of Shasta Dam. But sometimes they mess up. Bureau of Reclamation officials told this reporter that a pivotal thermometer in the lake wasn’t working early this year.

“They also had a lame excuse that their temperature control device wasn’t working

Indeed, there’s likely never been a worse time to be a salmon in California than right now. and they didn’t know,” said Tom Stokely, director of the environmental group California Water Impact Network.

The temperature control device to which Stokely was referring is a large metal box placed over the outlet hole on the inside face of Shasta Dam. It extends deep down into the cold bottom water that is so critical for salmon. On this box are shutters from top to bottom. When water managers open shutters at the bottom of the box, only cold water exits the lake, passing through electricity turbines as it heads into the Sacramento River. When salmon are not spawning downstream, shutters higher on the box open up, releasing warmer water and saving the cold water for later.

However, an exchange of letters in 2004 between Stokely and fishery managers with the National Oceanic and Atmospheric Administration (NOAA) shows that federal agencies have known for at least the past 11 years that the temperature control device on Shasta Dam doesn’t function properly. In that exchange of letters, Rodney McInnis, regional administrator for NOAA fisheries at the time, suggested that entirely bypassing the turbines and using a separate outflow at the base of the dam could solve problems relating to releasing warm water into the Sacramento River.

That same solution could have been used this year to protect the spawning salmon in the river, Stokely noted. “But, of course, that would have meant losing hydropower generation, and the bureau wasn’t going to do that.”

Stokely also noted that water from the Trinity River, which is pumped through a tunnel in the coast range and into the Sacramento River system just below Shasta Dam, is usually several degrees warmer than the Sacramento’s water. He said the Bureau of Reclamation was pumping this water into the Sacramento during the summer spawning season. Holding off for a few weeks could have helped preserve the critical temperature levels.

“I am personally outraged at the deception and the lies by the Bureau of Reclamation and the fisheries regulatory agencies and how they just can’t cop to the fact that their priority is to send water to [agriculture],” Stokely said. “It’s not to save fish.”

Rosenfield said the Bureau of Reclamation officials wrote up a decent plan for releasing flows from Shasta through 2015—but then changed it. “They said, ‘This is how much cold water we’ll need, so we’re going to release water at a certain rate during the SALMON c o n t i n u e D December 10, 2015

summer—this is our temperature plan,’” Rosenfield said. “Then they proceeded to not follow their temperature plan.”

In its “Drought Contingency

Plan,” issued last January, the bureau stated that it would release from Keswick Reservoir—a holding pool just below Lake Shasta—3,250 cubic feet of water per second through much of the spring, and then start to increase flows in late May. Instead, the bureau boosted flows dramatically in midApril. By April 18, water was gushing out of the reservoir at a rate of 4,000 cubic feet per second, and then a little more than a week later, the releases reached 7,000 cubic feet per second. Saving just some of that water in Shasta, Rosenfield said, could have saved millions of salmon.

In a normal water year, when reservoir supplies are plentiful, the senior water rights holders in the Sacramento Valley receive about 2.1 million acre-feet of water. That’s enough to fill a skyscraper about 400 miles tall. This water comes mostly from Lake Shasta, but also from the Trinity River via a tunnel drilled decades ago in an aggressive maneuver to secure more water for farmers in the dry San Joaquin Valley. Because 2015 was a critical water year due to the drought, the Central Valley’s senior rights farmers didn’t receive their normal allotments of water and instead got 60 to 65 percent, according to Thad Bettner, general manager of the Glenn-Colusa Irrigation District, a consortium of farmers northwest of Sacramento.

But that’s still a lot of water, according to environmentalists and fishermen who think deliveries should have been cut even more.

Just a fraction of that volume, they’ve argued, could have been enough to keep cold water for the salmon eggs.

Last month, the NRDC, The Bay Institute, the Winnemem Wintu Tribe, and several other groups filed a court complaint, alleging that the Bureau of Reclamation repeatedly violated the Endangered Species Act. They alleged that by releasing so much reservoir water from Lake Shasta for farmers, the bureau failed to safeguard the cold water in the lake that is critical for salmon. The complaint is being added to a decade-old lawsuit focused on delta smelt.

Kate Poole, a senior attorney with the NRDC, said that favoring farmers—no matter how senior their water rights—over endangered fish is illegal. Even protection of the fall-run chinook, which is not listed as threatened or endangered but is a commercially valuable resource, must be prioritized above senior water rights, she argued.

“The seniority of water rights does not insulate [water agencies] from their obligations to protect public trust uses,” Poole said.

However, Bettner of the Glenn-Colusa Irrigation District contends that the estimated mortality rate of 95 percent of the winter-run salmon this year from the lack of cold water 20

in the Sacramento River may be exaggerated.

He suspects that other factors are causing the low fish counts.

The counting method used to estimate the survival rate of the young salmon, Bettner suggested, could be skewed. He also speculates that predators, like striped bass and even native trout, may be eating the young salmon.

He’s also argued that it’s possible that the 2015 brood of winter-run juveniles is still in the river and that they just haven’t migrated downstream past the fish counting station near Red Bluff, where a battery of rotary screw fish traps has been placed across the river.

But Jim Smith, a biologist with the U.S. Fish and Wildlife Service, said that Bettner’s optimism isn’t supported by evidence. In most years, he said, the majority of juvenile winter-run salmon would have migrated out of the upper river by now. He believes the fish traps are working correctly and that mortality is indeed alarmingly high. He blames warm water. “Temperatures were higher in the river than they’ve been in 25 years,” he said.

The drought has brought

misery to some farmers. In places, they have watched trees die and wells run dry.

Heightened environmental restrictions on pumping from the delta caused additional burdens, and many farmers wound up with zero surface water allowances in the past two years, forcing them to irrigate their orchards with groundwater, buy surface water at high prices from others, or fallow their land.

Yet despite these challenges, farmers are still doing quite well in California. The state’s agriculture industry sold $54 billion worth of crops in 2014—an all-time record, though that was partly due to inflated prices in foreign markets. The almond industry, increasingly a symbol of one arid region’s dependence on water imported from wetter places, is also thriving. Since June 2014, California farmers have planted 12 million almond trees—resulting in 75,000 acres of

new orchards, according to the U.S. Department of Agriculture. The almond industry, expanding rapidly for years, now occupies more than a million acres of California. That’s about 1,600 square miles.

Meanwhile, not far away from these lucrative trees, one of the most prolific estuaries in the world is dying, with a lineup of fish species edging briskly toward extinction. The delta smelt is now considered to be doomed, if not quite gone. Right behind them are green sturgeon, Central Valley steelhead trout, river lamprey, Sacramento splittail and Longfin smelt. Now, both the winter- and spring-run chinook seem to be edging into the queue for extinction.

But many farmers say the destruction of the state’s once-mighty salmon runs is not their fault. Mike Wade, director of the California Farm Water Coalition, a group that represents farmers throughout the Central Valley, claims that the decline of native fishes is largely the result of predators—like black bass, striped bass and sunfish—that were introduced into the estuary.

And he said that because the restrictions on pumping that were intended to reverse the declines aren’t working, other factors must be more significant. “We’ve been curtailing our pumping for 25 years, and we’re still seeing fish declines,” he said. “So we need to start being smarter.”

months of their lives are key factors in chinook declines. In fact, many scientists would agree and are now at work on projects that would restore the floodplains and wetlands alongside the Sacramento River, separated from these areas long ago by levees.

But scientists, environmentalists and fishermen say the correlation between water pumping from the delta and declines in fish numbers is too strong to ignore. In the 1960s, when both striped bass and chinook salmon were still very abundant (along with many other fish species), water diversions from the delta via the pumping stations near Tracy were about 1.5 million acre-feet a year.

Water exports grew to about 4.5 million acrefeet annually in the 1970s and continued to steadily increase. In the early 2000s, water exports exceeded 6 million acre-feet for several years—record high pumping rates that were followed within three years by record low returns of salmon. The commercial salmon fishery was shut down for two years—a disaster for the state’s salmon fishermen.

Nonetheless, Wade contends that the correlation between water exports and fish declines is just a coincidence that does not prove causation and does not merit denying farmers the water they need to prosper.

But Peter Moyle, a fisheries scientist at UC Davis, said many inter-related factors have affected salmon abundance, and while water diversions from the river system are not necessarily the direct cause of mortality, they have much to do with salmon survival rates— both in freshwater and in the ocean.

“Anyone who looks for a simple causeand-effect relationship in [n]ature doesn’t understand how things work,” Moyle wrote in an email. “Flows rarely act alone in affecting salmon survival. The timing of flows, for example, may be more important than the amount of water. Warm water from low flows may increase survival of predators and competitors, resulting in lower survival of juvenile salmon. Adult salmon may die on the way to spawn because of warm water from inadequate flows, resulting in fewer fish in following years.”

Salmon fishermen, meanwhile, can’t help feeling that they and the fish they live on have been shortchanged by California’s water allotment system. “When 80 percent of the state’s [available] water is going to [2] percent of its gross domestic product, farmers have no room to complain whatsoever,” said Chuck Cappotto, a retired commercial fisherman who sits on the board of directors of the Pacific Coast Federation of Fishermen’s Associations.

Mike Hudson, a commercial salmon fisherman in Berkeley, said that aside from removing major dams, the most obvious fix for the state’s straggling salmon populations would be to cut the water pumping rates from the delta. Of the 35 to 40 million acre-feet of water used by agriculture in California each year, just 5 to 6 million acre-feet originate in

the delta. “It’s basically a very small percentage of the water for farms,” Hudson said.

“And we just want them to cut it back to 3 million acre-feet.” That’s the level of water that fishermen and environmental groups, including the Environmental Water Caucus, say could be sustainably removed from the delta each year.

Hudson believes this would have a tremendously beneficial effect on salmon numbers at a relatively small cost to the state’s agriculture industry. “That’s the easiest thing to be done,” he said. “But it’s also the hardest thing.”

For many commercial fishermen,

the year ahead could be a financial disaster.

The Dungeness crab season has been delayed indefinitely due to toxins detected in samples of crab flesh—an action that will cut into the incomes of thousands of people.

Now, to protect winter-run chinook, fishing is probably going to be tightly restricted, if not closed entirely, next year. While fishermen on the ocean mostly catch the relatively abundant fall-run fish, baited hooks in the water can easily catch winter-run salmon. So

imposing tighter restrictions on all salmon fishing in Northern California waters may be the only way to ensure that the endangered fish are not eliminated.

Along the entire coast, commercial salmon fishermen are wondering how they will cope.

Many are thinking about buying a costly state permit to fish for rockfish. Some are gearing up to fish far from shore for deepwater sablefish, usually marketed as black cod.

Hudson has considered installing an expensive refrigeration system on his boat so he can motor north into Oregon waters to fish for tuna. But the investment would cost at least $20,000, he said, and he probably isn’t ready to take the plunge. “So, I’m looking at tying up the boat,” he said.

Cappotto said a shutdown of the salmon season in coming years will create financial hardships that many small-boat, independent fishermen will not be able to overcome.

“Crab season has got this enormous interruption, and so it will deliver a two-punch combo to the small-boat fisherman,” he said.

“In the past, we would balance our fisheries one against the other. When salmon was bad, hopefully we’d have a good crab season, and

when crab was bad, hopefully we’d have a good salmon season.”

Protecting the salmon fishery benefits more than just fishermen, added John McManus, executive director of the Golden Gate Salmon Association. The fishing economy, he said, serves as a sort of protective umbrella for much of the state’s water resources. “When you’re protecting salmon habitat, you’re protecting freshwater habitat for many species,” he said. “Protecting fishermen’s jobs has been one of the most persuasive reasons for protecting the environment.”

Because the Central Valley’s watersheds have been so impacted by dams, pumps, canals and levees, there would be almost no salmon at all if it weren’t for fish hatcheries.

Because many of the natural selection forces that hone the strength and instincts of wild fish are removed by the hatchery system, the salmon produced by it essentially constitute a domesticated species, scientists have said.

gested closing the hatcheries down, since they interfere with wild fish populations. “But there isn’t enough habitat left to have wild fish,” said Hudson. “Without hatcheries we wouldn’t have any salmon at all.”

In spite of the hatcheries, the numbers of salmon continue to decline for a variety of reasons. Projects are advancing that could improve post-spawn conditions for chinook.

The group California Trout is behind a plan that would restore thousands of acres of the Sacramento Valley’s historic floodplains— wetlands that could provide critical habitat for newly born salmon and greatly improve their odds of reaching the ocean safely. Also, the NMFS is discussing plans to help transport adult salmon around Shasta Dam so they can spawn in the headwaters of the McCloud River, which flows off the slopes of Mount Shasta and runs icy cold all year long.

But the problems impacting salmon survival may be insurmountable. Some scientists believe the booming human population, its increasing demand for water, and a warming planet will eventually eliminate Pacific salmon, including chinook as well as Coho, from the southern end of their range. According to these predictions, chinook will be extinct in California before the end of the century.

But Hudson believes there is a future in California for salmon and fishermen. It depends, however, on leaving enough water in the delta and the state’s rivers.

From the perspective of California’s agriculture industry, on the other hand, farmers have already sacrificed enough. “I don’t know how much more water [environmentalists and fishermen] think that agriculture can give,” Wade said.

Environmentalists and fishermen note that, unlike salmon, California farmers are in no danger of extinction. In fact, they now grow more fruits and nuts than ever before. “Do they want to kill everything in the state just to grow a few more crops?” Hudson asked. Ω

This Saturday, Dec. 12, at the El Rey Theatre, Chico will take at least one more step toward building up the film scene with the debut of Animation Chico, an international animated short-film festival created by two local filmmakers, Shawn Dyer and Josh Funk.

“There are a lot of filmmakers around here and they’re all looking for a place to show their work and most of them go to either Redding or Sacramento because there’s nothing in their town to support them,” said Dyer.

The two grew up in Chico and have been friends since high school. Dyer, a co-founder of the Shortz! festival and creator of last spring’s Ha! Fest comedy film festival at the El Rey, has

been making and showing his original full-length and short films for nearly a decade. Funk, on the other hand, is a relative newcomer to the scene, having moved from making music in local bands to creating his own stop-motion animated films since 2012.

“The main reason behind [Animation Chico] is actually to bring more people from other markets to Chico,” Dyer said.

The duo started accepting festival entries mid-summer, and received 71 submissions from around the world over the course of three months. They settled on 36 shorts in a variety of animation styles—traditional, computer-animated, stop-motion, even 3-D—that will be spread among four roughly one-hour blocks during the festival.

Naturally, especially for Funk, another goal of Animation Chico is to shed light on the art of animation.

“I think a lot of people don’t understand all of the different forms of animation that are out there and also don’t understand the amount of time that goes into making these,” he said.

Chico State has a large and celebrated animation program, and Funk pointed out that a lot of those students go on to work on big blockbuster movies, but many locals aren’t aware of all that talent. And though they didn’t get any entries from the university this year, the hope is

that Animation Chico can be a showcase for student works in the future.

For the inaugural event, viewers can expect a wide variety of films from many different countries, Funk said, including a six-minute piece directed

by French animator Gilles-Alexandre Deschaud titled “Chase Me,” which was produced using 2,500 pieces created on a 3-D printer. Other countries represented include China, Brazil, Thailand, Canada, Hungary and Israel.

“A lot of the content that we’ve received is wonderful, from perspectives other than the average American perspective and you’d be surprised what people come up with outside the U.S.,” Dyer said.

“A lot of times with animation, there are no words, which is kind of nice that it translates all over the world,” Funk added. “You can say a lot with just body movements of a character.”

For its awards, the festival is divided into three categories of animated films: student, international and stop-motion, and a $150 prize will go to the winner in each category. For the jury, Funk and Dyer brought in three artists: animator and Chico State instructor Mark Pullyblank, local graphic designer/comic artist Aye Jay Morano and animator Clayt Ratzlaff.

Then something happens. She has what she describes as an “episode.” She becomes fixated on a young woman in the audience, the only other woman in the room, who is dressed, most inappropriately, in a yellow string bikini.

Distracted, Juliana loses her way.

The play then cuts to a scene

with Dr. Cindy Teller (Hilary Tellesen), who is trying to break through Juliana’s angry defensiveness to determine what is wrong with her. That is followed by a scene in which Juliana, now at home, speaks on the phone with her long-estranged daughter, Laurel (also played by Tellesen), angrily and yet desperately begging to see her again. Enter Juliana’s husband, Ian (William Johnson), an oncologist who she insists intends to divorce her, a charge he angrily denies.

If this sounds confusing, that’s because Juliana is confused, and we’re often seeing things through her eyes. The play is a mystery: What’s going on here? Does Juliana have brain cancer, as she insists is the case, or is she experiencing delusions, as Ian says she is? Is their daughter actually alive and living somewhere with her husband and children, or is she dead?

Throughout this first scene Juliana often refers to “the other place,” meaning the cottage on Cape Cod her family once owned.

The climactic second scene takes place there, 10 years earlier, on the night Laurel ran away. In the third scene, set in the present, Juliana returns to the house, where she encounters the current owner (again played by Tellesen), whom she mistakes for her daughter. Put off by the presence of this stranger in her home, the woman—who has

her own set of painful problems— softens as she begins to understand that Juliana is deeply disturbed.

She comforts Juliana until Ian arrives to take her home.

The Other Place is at its best early on, while the mystery remains. The resolution of the final scene may be emotionally satisfying, but it seems pat. Tellesen does a terrific job of distinguishing among the three characters she plays, but it’s hard to believe Juliana would mistake the owner of “the other place” for her daughter.

That’s a quibble, however. I was enthralled from beginning to end of this production, thanks mostly to Lammel’s incandescent performance as Juliana, but also to the stellar work of Johnson, Tellesen and Joe Hilsee (in two minor parts). Hilsee also directed.

I can’t praise Lammel enough.

Juliana’s world is falling apart, and she conveys its disintegration brilliantly. Actually, “conveys” isn’t the right word: Lammel becomes Juliana, sometimes fiercely, desperately angry, at other times overcome by sadness, with tears running down her cheeks. She’s on stage for the entire play, and it’s impossible to keep your eyes off her.

As good as the other actors are—and they are terrific—this is Lammel’s show. If you want to see what an exceptional actor can do with a role worthy of her talent, don’t miss The Other Place. □

The eponymous room, a locked and window-less shed, is the lone setting for the film’s first half. The story’s protagonists, by a young mother (Brie Larson) and Juan-Carlos her 5-year-old son Jack (Jacob Selznick Tremblay), are prisoners in that space, and the young boy, who was born there, has never known any other place.

“Room,” as his mother calls it, is Room virtually his entire world. All that, however, is beginning to change. As the film begins, Jack has just reached his fifth birthday, and his mother has begun plotting their escape. And so the relatively brief middle section of Room is a briskly suspenseful account of the ensuing escape attempts, one of which is successful. No “spoiler alert” is really necessary on that last point because the most meaningful suspense in Room has mostly to do with the ways mother and son, separately and together, cope with their release from their “room.”

For Jack, it’s a sometimes overwhelming set of encounters with worldly experiences he has barely

glimpsed previously (on TV and in his mother’s storytelling). For his mother, it’s re-entry into her family and a society from which she’s been forcibly sequestered for over seven years. And for both of them and others, there’s the highly fraught issue of a child conceived in captivity.

Some of the best moments in the film arise from its handling of that last issue. The overall dramatic effect, however, is uneven at best. Jack is the pointof-view character for many of the film’s best dramatic moments, and that’s fine insofar as Room is about Jack’s fall from innocence and his youthfully heroic role in his mother’s personal struggles. But a handful of adult dramas are also part of the mix here, and several of them raise more questions than the film has time or room to properly answer.

Larson and young Tremblay both deliver persuasive performances that give the film an emotional coherence even when the narrative gets a little fragmented and chancy. But the stories of Jack’s grandparents, who are divorced, cry out for fuller development. Joan Allen, as the Larson character’s mother, manages to imply a considerable range of mixed emotions while also mirroring the beleaguered courage of her daughter. William H. Macy, meanwhile, gets no opportunity to do much of anything with the alienated father-andgrandfather role.

The Nick character plainly has a strange and twisted story of his own, and Donoghue’s script gives it a couple of brief nods. Nevertheless, Bridger’s Nick is mostly a stock figure (an ordinary-looking guy with a bad temper), and ultimately he’s more significant for what he’s not than for what he is or who he might have been.

Room is an Irish-Canadian production. The director, Lenny Abrahamson, is Irish. Emma Donoghue, who is also one of the film’s producers, was born in Ireland and educated in the UK and is now a Canadian citizen. Room was filmed in Toronto, but the story is set, explicitly and credibly, in “America.” □

Spotlight

As a rousing newspaper drama, Spotlight is both riveting and uncommonly intricate; as a socio-cultural exposé, it is tactful, humane and relentless in its honesty; as a portrait of a kind of collective identity crisis in a major American city, it is incisive and very moving. Writer-director Tom McCarthy (and co-writer Josh Singer) have taken on a hugely dramatic subject—investigative reporters for the Boston Globe exposing the massive, systemic coverup of sex abuse in Boston’s Catholic churches— and presented it in terms that are brashly realistic and compelling while also remaining averse to cheap-shot sentiments. The film’s title refers to the Globe’s Spotlight unit, a group of four reporters devoted to longterm investigative journalism. In the film, that group is played by Mark Ruffalo (as Mike Rezendes), Michael Keaton (as Editor Walter “Robby” Robinson), Rachel McAdams (as Sacha Pfeiffer) and Brian d’Arcy James (as Matt Carroll). Liev Schreiber (as publisher Marty Baron) and John Slattery (as Managing Editor Ben Bradlee Jr.) are key figures in the action as well. Those six are the face of the film—six deftly sketched, workaday varieties of moral and journalistic dedication.

Trumbo

Dalton Trumbo (1905-1976) was an Oscar-winning screenwriter in Hollywood in the 1940s, ’50s and ’60s. He is best known, however, as the most flamboyant figure in the “Hollywood Ten,” the group of screenwriters who were jailed and blacklisted for their various refusals to cooperate with the McCarthy-era House Un-American Activities Committee. Trumbo, written by John McNamara and directed by Jay Roach, is a combination biopic and history lesson, a period piece that recounts events from the time of HUAC, the Hollywood blacklist and its aftermath. The film portrays Trumbo (Bryan Cranston) as a kind of genteel rebel, a family man much invested in the good life, California-style, but also a social activist who truly has the courage of his political and moral convictions. McNamara’s script touches on a variety of dramatic hotspots in this bit of American cultural history, but the finished film is, for the most part, little more than a diverting set of sketches. This somewhat lighthearted version of the story reaches a conventionally satisfying conclusion, but its sharpest energies reside almost exclusively in Cranston’s Trumbo and in a wildly uneven array of cameos/caricatures.

Granted, Miller’s opinion might be considered biased. His livelihood is based on bread, and it’s made entirely at the Saturday market, where each week he sells about 400 loaves of whole-grain sourdough bread made from wheat and rye. Great craftsmanship is practiced throughout the process, from purchasing the ingredients from local farmers to milling the grain, fermenting the dough for 15 hours and finally baking it in a wood-fired oven.

Miller has made a point of running a basic operation in recent years, especially compared with his hectic early days running Wunderbrot Bakery in Chico. He bought it in 1995 and the business expanded quickly—too quickly. “It got a bit out of control, to the point where I had to step back from baking and just be a manager,” he recalled. “I’m in it to be a baker. That didn’t sound right to me.”

And so, 18 years ago, Miller and his wife, Signey, bought an idyllic home in the Yankee Hill area north of Lake Oroville and converted the garage into a bakery. During a recent visit, the CN&R toured the nostalgia-invoking space, with its pink-and-white tile flooring, Austrian-crafted wooden mill, woven bread baskets and 70-year-old mixer. In the name of simplification—and working only 40 hours a week—Miller chose to cut distribution entirely. So, while devotees of Miller’s bread used to secure their loaves at Chico

“I think it’s the ideal place to sell and buy food,” he said. “Everything’s transparent. Customers can ask me whatever they want about the bread, and any farmer, for that matter.”

However, some of those interactions became frustrating for Miller as the gluten-free fad peaked about two years ago and he was approached with every bread-related conspiracy imaginable. Customers were blaming wheat for all sorts of chronic conditions, such as heart disease and diabetes.

“The unfortunate thing is that most of it is, you know, total bullshit,” Miller said.

For instance, many people are under the impression that most wheat has been genetically modified, when GMO wheat is extremely rare compared with, say, GMO corn, soybeans or rice. And while there’s also been plenty of negative hype surrounding so-called hybrid wheats, Miller argues that there’s nothing inherently dangerous about crossing the genetic material of crops.

“When somebody comes up to my booth and says they don’t trust the new hybrid wheat [varieties], I give them a friendly challenge to find anything at the farmers’ market that isn’t a hybrid, that hasn’t been crossed many, many times by well-intentioned human beings to get the right size, shape, color and nutrition,” he said. “Every onion and apple has been crossed many times over, just like wheat. These crosses happen in nature, too. If you’re afraid of hybrid wheat, you should be afraid of everything you eat.” □

Hunter S. Thompson’s Fear and Loathing in Las Vegas Adapted by Troy Little Top Shelf Productions Long before he took his own life, Hunter S. Thompson had grown from a writer and journalist into a literary legend. Film portrayals by Bill Murray and Johnny Depp helped skyrocket Thompson’s over-the-top, Gonzo lifestyle into a blend of fact and fiction. And Troy Little’s (Angora Napkin) graphic-novel adaptation of the good doctor’s most well-known work continues the lionization. While Little adheres more closely to Thompson’s book than Depp’s film, the influence of the latter—as well as Thompson’s pop-culture image—certainly guides Little’s project. Nonetheless, he does have a deep understanding of the manic insanity, cultural commentary and necessary humor of Fear and Loathing. Using sequential art’s formatting and style, Little brings the chaos inherent in the text to every page and his panel breaks underline the humor and insight. Overall, a great adaptation that understands Thompson at his core and the legend that he’s become.

Anthony Geraci might be a new name for West Coast audiences, but 40 years ago the Connecticut-born pianist began gracing the stage, backing up dozens of blues men and women—e.g., Muddy, Buddy, B.B., Big Mama Thornton— and recording as an original member of Ronnie Earl & the Broadcasters and Sugar Ray and the Bluetones, to name just two groups. He also has a slew of CDs out on a variety of labels. He’s joined on his latest, Fifty Shades of Blue, by a rotating crew that includes harpist/vocalist Sugar Ray Norcia on six songs, including the lively title track and the ballad “Your Turn to Cry”; Darrell Nulisch on three songs (my favorite is the very soulful “Cry a Million Tears”— another weeper!—with a great solo by Geraci); and guitarist Monster Mike Welch, whose playing enhances every number and who really shines on the two instrumentals, especially the lively “In the Quicksand, Again.”

“Blues for David Maxwell,” which closes the disc, is Geraci’s tribute to the late blues pianist.

Injection, Volume 1 Warren Ellis, Declan Shalvey, Jordie Bellaire Image comics Stories from Warren Ellis (Planetary, Transmetropolitan) tend to grow massive over time, a slow burn that builds to a wildfire that completely captivates the reader. In serialized comic format, this can leave the opening chapters lacking—a promise of mind-blowing things to come. With Ellis’ Trees, it became a bit underwhelming, but Injection grips the reader from the beginning with great characterization and a strong hook. Injection centers on a think tank that upends the natural order of the universe, a mystery they’re still grappling with as the reader struggles to catch up. Ellis lets the story unfold for both the characters and the readers naturally—the slow burn lighting a fire instead of threatening to fizzle out. Art and coloring from Declan Shalvey and Jordie Bellaire, respectively, deftly sell the unnatural elements creeping into our world, but their contributions go deeper with a panel’s angles and colors often tapping into the reader’s emotions. After this relatively small taste— the first five issues in the series—you’ll be hooked.

Disturbance in the force Like a lot of you, arts dEVo woke up Tuesday morning to the very sad news that Chico state theater professor Katie Whitlock—someone I’ve referred to in this space as a “force in local theater”— had died at home on Monday (Dec. 7). She was only 45 years old. As of press time, no cause of death had been released.

As a frequent director of plays staged by the students of Chico State’s Music and Theatre department, Whitlock has been one of my all-time favorite local art makers, mainly for her propensity to take on challenging works and approach them in a fresh way, frequently incorporating very creative and dramatic sound elements and visual special effects, which were her specialties. Whitlock’s most recent direction was for a well-received run of aphra Behn’s 17th-century comedy of manners, The Rover, at Harlen adams Theatre in October. Other notable Chico State productions she’s helmed include the zombie/Hamlet mashup, Living dead in denmark; the court case of Biblical proportions, The Last days of Judas iscariot; and an S&Mflavored update of the 400-year-old Revenger’s Tragedy.

But my favorite, and one that for sheer weirdness is one of the most impressive plays I’ve witnessed during my 12-plus years as arts editor, was Whitlock and company’s 2008 production of Ubu Roi. It was one of the most satisfyingly surreal experiences I’ve ever had.

The late 19th-century play by Frenchman alfred RIP Katie Whitlock Jarry caused outrage in its day, and as I wrote in a review, Whitlock pushed the envelope in every direction with her update: “The cast was dressed with a Mad Max mix-and-match shabbiness, complete with knee pads, as they swarmed about the expansive set, and into the audience, and through a side door, and up through two heavy trap doors in the stage that slammed shut behind them. People drew graffiti on the walls and on the stage with chalk. A dizzy cartoon dog was projected in a loop on the wall. And the set was just astonishing. A two-stories-tall fireman’s pole, the trap doors and large skateboard ramp that emptied a rollerblading, skateboarding cast onto the stage gave this hyper cast some impressive entry points into the fray. Facing it all were floor-to-ceiling walls made from wood pallets, the slats in which created impressive diffusion for a variety of back lights, providing a suitably shabby background for the play’s kitchen-sink aesthetic. Awesome. It was experimental theater with a budget. ... It’s violent. It’s weird. It’s vulgar. It’s hilarious.”

Whitlock earned her Ph.D. in theater history, literature and criticism at ohio state, and came to Chico after teaching theater at OSU, as well as the Universities of Arizona, Memphis and Florida. According to a Chico State press release, in addition to her work in the theater department, Whitlock was an active scholar, with research that focused on “the intersections between performance and technology, with a particular interest in the nature of video games as the latest in a long line of interactive art forms.”

Whitlock’s presence and passion will be missed by her family, students and the university, and the arts community of Chico has lost one of its most interesting and talented members. No memorial has been announced, but according to the university, one is being planned.

The voracious persecution of 215 patients by district attorney Mike Ramsey from bringing federal agents to Chico city council meetings to coerce them not to have dispensaries, to the thousands of arrests, fines and crushing these vulnerable people and their families for the last 20 years since Prop 215 passed. Now, patients are still forced into the criminal world with this policy of Butte County’s District Attorney.

5. Butte County’s previous Sheriff Jerry Smith and, now sheriff Honea raided dispensaries and violated many patient/doctor HIPAA rights. No charged persons and no lawsuit class action filed against Butte County. This measure will ensure this will never happen again without serious consequences to Butte County.

6. There are existing fence and water laws residential or, agriculture, we don’t want to be singled out over any other crop.

7. Finally summing up this new measure __ enhances “safe access” for 215 patients and stops the persecution by political elected officials of Butte County. This measure will tell them how you feel about criminalizing patients rights to cultivate collectively.

Persecution of 215 patients will stop with adoption of this measure and repealing 4075.

The new regulations would amend existing law by eliminating setbacks, eliminating lot size restrictions, prohibiting anonymous complaints, eliminating landlord permission requirements, eliminating water restrictions, eliminating restrictions on the number of plants, eliminating fence restrictions, and eliminating fines for medical cannabis cultivation. The new regulations would also permit dispensaries within the County and require the Butte County Sheriff’s helicopter to remain at least 500 feet above authorized medical cannabis gardens.

Love’s Real estate KDV the Yogi

A lot of disappointment was expressed to me about the column that appeared here a while back, in which Yogi Berra was quoted throughout.

“No babe,” said KDV, and hit us with that lady’s favorite Yogi-ism. “Nobody goes there anymore.

It’s too crowded.”

“You only used the common Yogi quotes,” said one guy in an email. “You just weren’t thinking.

And as Yogi said, ‘90 percent of the game is halfmental!’”

“Is that a Yogi Berra quote?” asked Billy.

Ha! Nice one, but in my defense, I was actually quoting my old mentor KDV, who in turn was quoting Yogi. KDV was a Yogi devotee.

A lady called me and chastised me for leaving out her favorite Yogi-ism, which jogged my memory to a time when KDV did employ that very quote, and more: KDV, Billy, Donny and I were cruising in KDV’s car, finishing the multiple listing tour.

“How ‘bout Big Al’s for a burger and a shake?” I said.

“Don’t get him started,” I said. “He can’t control himself.”

Too late.

“Hey,” said KDV, “half the lies they tell about me aren’t true.” He paused for effect. “And I never said half the things I said.”

“Just get us to Big Al’s,” said Donny.

“Don’t worry,” he said, “we’ll get there soon enough.” Here came another one: “But it’s tough to make predictions, especially about the future.”

“Should I kill him now?” said Billy.

“Just remember,” said KDV, “always go to other people’s funerals, or they won’t come to yours.”
