A new model Regular readers have seen the CN&R champion various causes over the

years in the op-ed pages. We’ve advocated for everything from services for mentality ill and homeless individuals to support for local independent retailers and the arts.

This week, we’re asking the public to help fund local investigative and enterprise reporting via the CN&R’s new nonprofit arm in collaboration with the North Valley Community Foundation—the Chico News & Review Foundation. The aim of this newly minted organization is to conduct the in-depth reporting that ought to be taking place in our communities (see Second & Flume, by Melissa Daugherty, page 7).

In a perfect world, every city would have a vigorous newspaper—or newspapers—with a healthy stable of reporters, including at least one whose sole job is working on informing the public on complex issues. But that’s not the landscape of media today, either locally or nationally. The CN&R isn’t flailing like many other newspapers. In fact, our circulation is increasing, making us an anomaly in this industry. Still, we’ve recognized for several years that many important stories were going unreported because we don’t have the resources to dedicate a staff member to longterm investigations.

We have decided to do something about it.

Our goal is to fund a reporter to dig into government records, looking for things like waste and fraud, someone who has the skills to go deep on the social issues that service organizations struggle to address. But again, we need your support to make this happen. You can help us bring some sunshine to these subjects by donating to our nonprofit, the fruits of which will go entirely to this effort. ing what I believe to be another in the countless daily examples of race-based discrimination, my lens is often scoffed at or mocked as just another black person pulling the “race card.”

societal structures meant to maintain the status quo. The way that Chico Police Department officers allegedly continue to victimblame as part of their “investigation” is indicative of the dehumanization of black people and our concerns.

Recent media coverage spotlighting the University of Oklahoma’s SAE fraternity illustrates how white people talk about blacks in their “safe” groups. Dare I say this is really how white folks feel? The disregard for black life was obvious not only when the students joyously sang, “You can hang ’em from a tree …” but also in the absence of a voice against the song. That is a blatant display of deep-seated (and sometimes unrecognized) hatred—period.

These individuals represent the future business leaders, politicians, advertisers and police of this nation and the inbred hate society has taught them and continues to teach.

This hatred is manifested in discriminatory hiring, biased/unequal staff promotions and an outright hostile environment for people of color within any given organization. This is how institutionalized racism works. White America’s refusal to acknowledge it allows it to continue.

No, this is not me pulling the race card again—this is me killing it. Ω

The will to conserve We’ve said this before, but with the news this week from a NASA water

scientist that California has only a year’s worth of water in its reservoirs, it’s time to get serious about conservation. In fact, it’s long past time.

That revelation and the fact that the state’s water supplies have been shrinking for more than a decade, based on NASA satellite monitoring, underscore the importance of new efforts to force Californians to cut back on usage. On Tuesday (March 17), the State Water Resources Control Board called for additional rationing measures to attempt to mitigate the shortages resulting from this fourth consecutive year of drought.

Many urban and suburban regions of the state have not met Gov. Jerry Brown’s drought emergency mandate calling for a 20 percent reduction in usage. In fact, statewide, usage went up 1 percent last year. As a result of that failure and the continued lack of precipitation, the board moved to adopt new rules that include: banning eating and drinking establishments from serving water unless it is asked for; requiring motels and hotels to inform guests that they may pass on having linens and towels washed daily; and prohibiting residents from using drinking water on landscaping until at least 48 hours after rainfall.

Here in the North State, where water has historically been plentiful, we have met or exceeded the governor’s mandate. However, now is not the time to rest on our laurels. We must do more to reduce the impacts on the source of our local drinking supply—the Tuscan aquifer. Whether a user of municipal or well water, our communities are reliant on this increasingly depleted aquifer. Making it through what could be many more years of drought will take concerted efforts from everyone to find the will to conserve. Ω

SECOND & FLUME

Full-time watchdogging How awesome would it be to have a full-time investigative reporter sniffing around our region?

A person whose only job is to dive into the North State’s most pressing issues, complicated matters that take days, weeks, even months to fully ferret out, analyze and write about cogently.

In Butte County, having someone in a position like that could be policy-changing, even lifechanging. In short, it could be the best thing to happen in the local media landscape in, well, decades. I’ve lived in this area since 1998 and in that time not a single newspaper here has had such an employee.

Over in Glenn County, the Valley Mirror’s Tim Crews manages to do investigative pieces regularly. It’s about time somebody on this side of the river created such a post.

That’s what I intend to do.

One of my priorities as editor of this newspaper is continuing the CN&R’s long history as a community watchdog. And what better way to do that than having a reporter dedicated solely to in-depth journalism? To that end, we’ve partnered with the North Valley Community Foundation, the local nonprofit clearinghouse whose leadership believes in the power of print journalism and its potential to arm citizens with the information that can make their communities better places to live and work.

So, here is what’s happening. This newspaper is starting a nonprofit arm in collaboration with NVCF to fund specialized reporting that goes above and beyond the scope of not only what’s currently in our pages, but far beyond that of any other local media that have existed here.

The mission of the nonprofit Chico News & Review Foundation is simple: to inform, engage and empower citizens and the communities of Chico, Butte County and the greater region by producing enterprise and investigative editorial content on complex issues.

I know, I know. It sounds amazing.

But it gets better. That’s because, once we’re operational, we’ve chosen in our initial phase to focus on two grossly underreported topics. The first is governmental accountability and transparency.

Think pensions, salaries, elections funding. The second is poverty— homelessness, crime, neighborhood blight.

Remember contributor Dave Waddell’s enlightening piece (see “Strong-arming the budget,” Feb. 27, 2014) on the exorbitant costs associated with Chico’s public-safety departments? Dig deeper in our archives and you will find the late Richard Ek’s seminal piece (see “Breaking the bank,” March 29, 2007) that basically predicted the city’s financial collapse.

In short, the CN&R has been a go-to source for investigative journalism for a long time. But we want to do more of it. The community needs it. And this paper, as the largest-circulated one in Butte County, has the ability to empower citizens like no other.

But here’s the rub: We need help from members of the community to make this happen. Yes, I’m talking about money. I’m asking the community to fund this position. Our small staff has its hands full. We do not have the manpower to adequately report on these important subjects.

To be clear, we aren’t eliminating any jobs here at the CN&R. This money won’t pay for a current staffer’s salary. In fact, none of it will go to the newspaper’s bottom line. Moreover, it won’t even go through our company. It will be directed to a fund set up by NVCF (see page 6 for details on making a donation). We will hire someone new to fill this position. I will oversee that person’s work. It will be badass.

This, dear readers, is my pitch. It’s a hell of a vision. Will you help make it happen?

On hens and hypocrites Re “Caged hens are far from happy” (Guest comment, by Bradley Miller, March 12) and “Frustrated by the noise” (Letters,

by William Martin, March 12): Bradley Miller laments the limitations of Proposition 2—an attempt to reduce animal suffering on California farms, now being implemented. William Martin protests the local noise impacts of car racing at the Silver Dollar Speedway.

Miller and Martin are addressing two forms of consumption: the consumption of animal foods, which carries with it both suffering for animals and costly environmental impacts—and the consumption of fossil-fuel-driven entertainment, which is indefensible, both in terms of noise pollution and greenhouse gas emissions.

But, while the working-class family—out for Big Macs and a night at the Silver Dollar Speedway—is certainly having an impact, I’d hate to think that the rumbling of stock cars might be drowning out the inner voice of affluent, enlightened, liberal types as we consume many times what the working-class family consumes.

It’s tempting to inflate the Speedway into an outsized problem—after all, it’s a loud and madeto-order symbol of waste. But, fine dining—with nicely pressed tablecloths, candles and the trendiest animal-foodie extravagance—along with perennial fossil-fuel-driven road trips and vacation flights to God-knows-where, have a considerably greater impact than the Speedway—even on demolition derby night.

More on the hens Re “Caged hens are far from happy” (Guest comment, by Bradley Miller, March 12): Six years ago, California voters were right to overwhelmingly pass Proposition 2, the historic animal welfare ballot measure. The law, which requires more space for hens, calves and pigs, unsurprisingly came under very heavy attack from the animal agribusiness industry.

familiar with Prop. 2, nor does it seem to have ever met an animal welfare improvement it liked.

That’s why it’s opposed other important California animal protection laws and has never passed any law relating to the confinement of animals anywhere.

During the Prop. 2 campaign, all sides agreed the result would be a de facto conversion to cage-free egg systems. Perhaps this is one reason UC Davis’ economic analysis stated that it would “eliminate the use of cage systems for laying hens in California.”

The good news is that many egg producers and retailers are following Prop. 2 and have gone cage-free. Food retailers and egg producers should heed those words and honor the outcome of the democratic process. All retailers and egg producers in California should go cage-free.

‘It’s about the buck’ Re “A critical pitch” (Newslines,

by Ken Smith, March 12): Congrats, Chico, you have the honor of being the latest community to have your child’s future held ransom by big union money. It always makes me snicker when I hear the mantra “We’d rather be teaching” because it’s not that at all. It’s “We want more, and more, and more!”

It’s astounding that a union that is more than happy to collect nearly $300 per day for some of its staff has a problem with paying the substitute for your child the same.

Why, you ask? Because that teacher hasn’t succumbed to the almighty union. You see, it’s never about the kids; it’s about the buck.

We hear about the concessions their union made when times were tough, yeah I get it. The entire world suffered through this.

Let’s not forget, if teacher pension funds weren’t invested in the dot.com bust and put into bonds, their retirement wouldn’t be billions in the red. Go ahead, Chico [Unified], throw more money at the teachers union. Ask cities like Stockton, Vallejo, San Bernardino and even San Jose about how they’re having to cut services like police and fire to pay for underfunded pension programs.

If the teachers really cared about the kids, this stuff would be

handled during the summer, but then they wouldn’t have your child’s future to hold hostage.

About that letter Re “Crossing the line” (Editorial, March 12): Dante Alighieri (1265-1321) wrote: “The hottest places in hell are reserved for those who, in times of great moral crisis, maintain their neutrality.” I guess this is one of those times for me.

Wikipedia defines treason as 1) “the crime that covers some of the more extreme acts against one’s sovereign or nation” and 2) “[A] citizen’s actions to help a foreign government overthrow, make war against, or seriously injure the parent nation.”

Clearly, the action of the 47 senators, including Senate Majority Leader Mitch McConnell, in opting to discredit the efforts of America’s duly elected president, and negotiate directly with the country of Iran (a nation their former revered president labeled as being in the Axis of Evil), in my mind meets all aspects of the commitment of treason.

We can only hope that when the bombing and invasion occurs, as being promoted by our “allies” in Israel, that these brave 47 senators make certain their children and grandchildren are with the initial wave crossing into Iran.

I fear our country is on the verge of a political collapse and never-ending, nonwinnable war. If this be “patriotism,” I want no part of it!

Once again, if you were capable of seeing the truth, the speaker

by law could invite anyone he wanted to. It was far more despicable for the left to shun a world leader’s speech.

Even your dictator claims not to listen and simply read the transcript. Think for a second if President Obama had been working with Congress this would not have happened. The clown has no idea how to work in the system and pulls the macho-dude routine to hide his weakness. We learned since then that his great plan is a nonbinding resolution instead of a treaty, so he can go around Congress yet again.

Even card-carrying commies should know nonbinding means Iran is not bound to do anything if it chooses not to. Meanwhile, rumor is that Obama has freed up over $40 billion in frozen assets just to get them to talk. A nonbinding resolution could be stopped by the next president. He is trying to ensure some type of legacy by sneaking in back-door deals to say “Look what I did” that are bound to fail. The other crowning deal, Cuba, has just offered Venezuela help in fighting us.

Snapshot of the library Re “Drop in the bucket” (Newslines, by Howard Hardee, March 5): We were distressed to read that some City Council members gave such a low value to our local library. It seems that the city manager, Mark Orme, has a more appropriate view of the importance of this great institution.

We say institution because the library system, throughout American history, has always held a place of value and reverence for the societies it has served.

A trip to the library last week showed tutors teaching math to young students; fathers and mothers reading to their young children; library staff conducting an afterschool story and crafts period; retired folks reading periodicals and newspapers; and all available computers being used by every segment of our community. This is

just one small snapshot of an afternoon.

It was particularly disappointing to hear the council members state that the library was just like every other community organization providing services. We beg to differ. The sheer number of users of library services and their importance to a wide spectrum of our citizenry disprove such a statement.

If a drop in the budget bucket can preserve such valuable and necessary drives then by all means, let it happen. Please, please keep the library open for one and all.

Damn lying liars I am not entirely disappointed when reading one governmental official after another has been lying about their official email communications. We are lucky to live in a country that supports freedom of information requests and empowers the public to learn about its public officials.

SCHOOL, CHURCH BURGLAR ARRESTED

A man police have linked to 15 burglaries of schools, churches and businesses was arrested on Monday (March 16) after a short foot chase.

Over the past few weeks, Chico police have investigated a string of burglaries at area schools and churches in which the burglar often caused extensive damage.

“Officers were at a loss to explain the senseless vandalism and damage caused during many of the burglaries,” according to a Chico Police Department press release.

Detectives developed a lead on March 10, when the suspect of a burglary at Madison Bear Garden was captured by the restaurant’s video surveillance. An image of the alleged burglar was identified as 28-year-old Kyle Jacob Hubbard, whom police described as a transient. When Hubbard was arrested on Monday (March 16) in north Chico, he was wearing a Madison Bear Garden T-shirt, one of the items stolen from the business. Police also say they’ve matched Hubbard’s fingerprints to those found at the scene of a burglary at the Church of Jesus Christ of Latter-day Saints.

UNDER THE KNIFE

Chico State President Paul Zingg is recovering from heart bypass surgery performed at Enloe Medical Center on Sunday (March 15), according to a press notice from the university. His doctors said they expect a full recovery by Zingg, 69, after an unspecified recuperation period.

California State University Chancellor Timothy P. White is working with the president’s office to determine some type of interim leadership during Zingg’s recovery.

An update on the situation will be made “as soon as possible” the notice said. Zingg has served as the Chico State president since 2004.

MURDER SUSPECT SOUGHT

A suspect has been named in connection to a woman’s body that was discovered March 16 in a dump trailer on the 200 block of Rose Avenue in west Chico, according to a press release from the Butte County Sheriff’s Office.

An arrest warrant charging Christopher Warren Swihart (pictured), 49, with murder has been issued. The victim, whose name has not been released pending notification of her family, was a 55-year-old Chico resident. The suspect and victim apparently knew each other.

Swihart is described as a 5-foot-5-inch Caucasian weighing 180 pounds with brown hair and blue eyes.

He drives a 1989 primer-gray Chevy pickup truck with a California license plate 8E28926. Anyone with information is asked to call BCSO at 538-7671.

So long, Synthesis Chico bids farewell to the weekly entertainment tab t’s the end of an era. For 21 years, Chicoans Inewspaper have come to expect their weekly Synthesis to arrive with their Monday morning

coffee. They’ve turned to it for music interviews, bar calendars and commentary from their favorite columnists. story and And let’s not forget the feature photo by stories and on-the-town photos.

“Synthesis has always been this really interesting amalgamation of the voices of our community, something that constantly changed as our culture changed, and as different writers and editors added or removed their perspectives,” said Amy Sandoval, current editor/publisher, by email this week. “We always tried to be a reflection of what mattered to our readership, especially trying to build up Chico’s arts and entertainment scene, but also exploring local and broader social issues in a way that no one else was.”

For many, especially college students coming to Chico for the first time and hoping to get plugged in to the local music or entertainment scene, the Synthesis served as a launching pad.

“I remember when I moved to Chico in 1998, the Synthesis was probably the coolest thing I

had ever seen,” said former Synthesis columnist Daniel Taylor. “Being from a small town I didn’t know shit about cool music or pop culture or really anything at all, so to have something that was a sort of primer for hanging out and being cool was pretty important at that point in my life …. So when I had the chance to start writing for them I was pretty excited.”

Unfortunately for the Synthesis, like many print publications in the Internet age, circulation began to drop, with the readership slowly shifting from incoming college students to aging hipsters. In recent years, however, the print publication was being picked up by a diminishing number of new readers, said Karen Potter, chief operating officer of SynMedia, which oversees not only the Synthesis newspaper but also several social media, marketing and design operations.

She said they definitely felt the drop in circulation on campus, which used to be the publication’s target audience.

“We were seeing the print [copies] getting picked up less and less, but print costs kept going up and up,” Potter said.

“It’s a print publication in 2015. It’s got the health profile of a 115-year-old chain smoker with one good leg, blurred vision, a half of a kidney and a gluten

problem,” said founder/owner Bill Fishkin, via email from San Francisco.

“A slight drop in temperature or someone slamming a door too hard causes an unsurprising chain of events to occur thereafter.”

Many people will remember the Synthesis

for certain columnists or personalities that filled its pages. Among them were Fishkin himself, who wrote a weekly column from the very beginning in 1994 until 2008, when he decided to step back and devote more time to some of SynMedia’s other enterprises. This week, in Fishkin’s first column since 2008, he says goodbye and gives a short history of the paper, starting with its humble beginnings in his Fourth Avenue apartment.

“Virtually no one thought this would last,” he writes.

In the next two weeks, several former editors and memorable writers will return to reminisce, Potter said. One of them, Taylor, penned the popular “Hot Flashes” column.

“For more than seven years I got to be the most narcissistic piece of shit on the planet and it was awesome,” Taylor wrote in an email to the CN&R. “Gener-

ally I had carte blanche to say whatever the hell I wanted, often much to my own detriment. That, to me, was the genius of what we had at the Synthesis, at least for a while, was the unfettered freedom to screw up. And we did, plenty of times.

But we also did so many things that I, personally, am proud of.”

Another longtime staffer, former managing editor Ryan Prado, likewise remembers the Synthesis as being quite cool.

“I never took the weekly as a hardnosed newsmagazine; that’s what CN&R was for,” Prado said via email. “We knew that. At least I did. We were the younger arbiters of the cool or the ridiculous, and we flew a bit by the seat of our pants, which could often come back to bite us in the ass. I wouldn’t have changed a thing about that part of it. It was one of the most fun and rewarding jobs I’ve ever had, and prepared me greatly for my continued writing/journalism career.”

That was part of the beauty of working at the Synthesis, where creativity and personal voice reigned.

“I think one thing with our paper is we definitely tried to give our writers the freedom to share whatever voice they wanted.

A little more freedom than yours,” Potter said. “There will be a hole there.”

“The environment was a combination of adrenaline and artistry mixed with a dash of booze and occasional jackassery,” Fishkin said. “Well, probably not entirely occasional. Let’s just say that it was 98 percent fun.”

The Synthesis certainly was not immune to controversy over the years.

One incident that stands out is the paper running an ad for Normal Street Bar around Cesar Chavez Day that members of the Latino community charged was racist. However, even after losing some significant advertising revenue as a result, the publication survived.

Beyond saying goodbye to a 21-year-old

institution in Chico, many of the folks who made the Synthesis tick will simply shift their focus to other aspects of SynMedia. In addition to social media and marketing arms, Fishkin has started mobile app Neighbrhds, which aims to bring communities together, as well as Theia Interactive, which offers virtual home walkthroughs.

“The paper was really down to a skeleton crew. No one was surprised at the outcome,” he said. Most of the paper’s content came from freelance writers. Sandoval, however, is out of a job.

“I’m saddened to hear it’s shutting down, but I also feel like in my nascent perusals of the paper in the last few years, the majority of the spirit of it had vanished,” Prado said. “Synthesis should be remembered as an entertainment weekly that launched the journalism, photography, graphic design, etc., careers of a whole host of super-talented people ...” Ω

Brown detailed how he came to start Detroit’s Threat Management Center 20 years ago with “a dog and a rifle.” Today it provides security services, and training in deterring violence and criminal activity through psychology and interpersonal communication, to a wide range of clientele, from librarians to law enforcement. He said

it began when he took a job to provide security for a pair of crime-ridden high-rise apartment complexes in an area of Motor City’s east side, then known as “Crack Alley.”

“The law enforcement community in Detroit, like many other cities, was focused on prosecution rather than protection,” Brown said. “I grew up in a college town where the police concern really was public safety, so I wasn’t used to seeing families live like that, and I wasn’t willing to accept it.”

Brown initially relied on his Army training and “American ideals about violence,” namely that “the answer to any use of force was superior force,” but his methods soon changed.

“I found out I was wrong,” he said. “The more violent the thought process and the actions, the more violence you create. I overcame that through applying the constant understanding that all people are one people, and when someone is suffering it’s no different than someone in your family suffering.

“If you go into protection with the idea that your greatest weapon is love for humanity, then what you’ll get is a positive outcome,” Brown continued. “You’re going to have to use a different way of thinking, but it works if you believe it.”

Brown provided examples of how his theory of “preventative threat management” works. In areas his guards patrol, they make an effort to interact with suspicious individuals in a nonconfrontational manner while letting it be known they’re under surveillance.

They also apply physical tactics—such as staying close and to the side of the person to prevent attack—to further protect themselves from harm and control the situation. Brown said his system has been extremely effective in reducing crime and physical harm to people on both sides of any situation.

“Psychology is the key,” he said. “If criminals don’t believe they can attack then they won’t, but if we let them believe they can attack they will.”

Today, business is booming for Brown across

the country and at Detroit’s Threat Management Center. He suggested the training he offers could help deal with Chico’s publicsafety issues, like homelessness and violent crime, as could shifting police resources toward protection rather than punitive measures. Further, police should primarily focus on rape, murder and other violence rather than victimless crimes, Brown said.

“It applies everywhere, no matter what the circumstances are. It’s the softest, most positive and proactive way to prevent negative outcomes,” he said.

Brown believes an emphasis on nonlethal tactics is essential to police officers, noting increased media coverage of violence by law enforcement and a shift in police tactics toward use of greater force. He said that, even though police shootings are regularly declared legal, it doesn’t make them right: “When you can continuously articulate and justify a negative outcome, that’s what you’ll keep doing. “[Society] sadly does not emphasize nonviolence, and people are not being provided the skillset to carry it out,” he said. “We need to give officers and citizens the skills, the knowledge and the capability to answer issues through peaceful means.”

Liberty Rising Butte County was formed about two months ago, according to organizer Sean Worthington, who said he learned about Brown from Reason TV, a Libertarian Internet news site whose motto is “Free Minds, Free Markets.”

“We are a group of liberty-loving people who want to make [Butte County] a better place to live,” Worthington said, noting the group is made up of people of all political persuasions, as well as “a number of Rand Paul supporters, medical marijuana growers and members of Tea Party and 51st State organizations.” Brown’s talk is the first of what Worthington hopes will be many presentations the group will host on issues like public safety, education and health care.

Then Chico Fire Chief Shane Lauderdale brought forth a proposal to develop a new fire protection model in Chico that extends 50 years into the future.

Honea explained that running the jail has changed significantly since 2011, when AB 109, also known as public safety realignment, was passed into law. Now, many offenders who would have previously served their sentences in state prisons do so in county jails.

When the 614-bed jail was built in 1963, it wasn’t with long sentences in mind and “it was never contemplated that we’d hold the kind of criminals we do now,” Honea said. The number of hardened criminals, including gang members, housed in the jail has increased significantly since the realignment, Honea said, and highsecurity beds are scarce.

Meanwhile, a court-ordered jail population cap that’s been in place since the 1970s, coupled with realignment, has forced the jail to prematurely release inmates by the thousands each year. As a result, the Sheriff’s Office has taken proactive measures such as developing an alternative custody program—essentially home arrest with a GPS ankle bracelet—that also aims to reduce an offender’s likelihood of recidivism by addressing the underlying reasons they’re driven to commit crimes.

“Our view of what public safety is has matured greatly over the last couple years,” Honea said. “Law enforcement used to be ‘Arrest them, lock them up,’ and that was it. Our job was over. But it doesn’t do much good if we [release an inmate] and they go right back out and break into your home and steal

your property.”

The alternative custody program has translated to great successes that could be replicated within the jail, Honea said. That is, if it had more than one classroom, a converted supply closet in which it’s impossible to regularly engage nearly 600 inmates.

For the renovation, Honea is seeking $40 million in grant funding, pursuant to Senate Bill 863. In order to secure the grant, the county must match 10 percent—no chump change, at $4 million. Honea came before the council to discuss potentially collecting a countywide jail impact fee from developers of new housing projects. The fee has been collected in unincorporated areas since 2007, but not within the limits of any city in the county.

To move forward, all cities within the county must be on board; Paradise and Oroville have already approved the fees. The City Council took no action on Tuesday night, but requested that staff place the matter on a future agenda.

Later in the meeting, Lauderdale

came before the council to request approval of a reorganization of his department that would include the addition of a Community Risk Reduction Division.

Lauderdale has long stressed the importance of tailoring fireprotection services specifically to Chico, maintaining that there’s a threat due to concentration in Chico’s downtown core and south campus neighborhood, where fires could easily leap building-tobuilding.

“Our downtown and our south campus area have the same fire protection needs they did in 1950,” he said. “If we had addressed this [then], we wouldn’t be talking about the high cost of fire protection today.”

The proposed reorganization includes promoting a captain to division chief of Community Risk Reduction, who also will serve as the fire marshal; recruiting a corps of volunteers to provide public education about fire risk-reduction and organize community emergency response teams; training up to 12 firefighters on arson investigation to pursue cost recovery and prosecution of arson crimes; and introducing a fire prevention specialist to conduct inspections of conditional-use occupancies.

Councilman Randall Stone motioned to approve the reorganization and took the opportunity to praise Lauderdale’s leadership.

“Your work is exemplary,” he said. “Change has been implemented to be less reactionary and more oriented toward fire prevention.”

The council voted unanimously to approve the reorganization.

enrolled in the Head Start Program there, recently brought a serious defect in the school’s playground to her mom’s attention.

“After her first day of school she told me, ‘There’s nothing to play with,’” Brunemeyer said.

Reese was referring to the fact there is scant in the way of playground equipment on the school’s campus for the younger students. Brunemeyer went out and photographed the equipment on other elementary school grounds within the Chico Unified School District, shared them with some interested parties, and a fundraising project was born.

Brunemeyer said Chapman has been pretty much neglected by the school district during her 10 years there and that it does not have much of a ParentTeacher Association, for which she serves as the teacher representative.

“It’s hard getting parents on board,” she said.

The school, which was built in 1953 with 10 classrooms, has expanded to 26 classrooms that now serve 370 preschool through sixth-grade students representing many ethnic backgrounds, including Hispanic/ Latino (39 percent), Asian (26 percent), Caucasian (22 percent), Native American (4.5 percent) and black (4 percent).

However, 93 percent of the families of Chapman students are considered socio-economically disadvantaged. To help remedy the playground’s meager state, the school has joined forces with the Love Chapmantown Community Coalition and North Valley Community Foundation in an effort to raise $40,000 to purchase equipment for the school’s youngest students.

He said the school district doesn’t buy playground equipment; that responsibility normally falls to the PTA. “The PTA here has not been particularly active,” he said, “though they are looking to ‘womp’ it up for this effort. It’s a economically strapped community, so they are not going to raise tons of money.”

He learned of the situation from Brunemeyer and Laura Manning, a Chapman kindergarten teacher. He then began working with a couple of interns from Chico State and launched the fundraising project.

“We met with Chico Unified people and they said they will contribute the installation cost, which is about a third of the total value,” he said. “It’s an inkind contribution that will probably approach $13,000 to $15,000 by the time we are through.”

He said teachers have met with officials of the school district as well as representatives from a company out of Redding called NSP3 to try to pick out the best features. The wish list includes swings, slides, climbing tunnels and other equipment that come to a total of $37,895.35. Now all they need is the money to make the purchase.

“We started querying neighborhood businesses about three weeks ago,” Tchudi said. “In addition, it will go through the North Valley Community Foundation, so contributions can be made directly there.”

He said many of the larger chain stores have a formal application process for such fundraising projects and they have submitted proposals with Wells Fargo and Safeway.

“It will take several months before we see the fruit from that effort,” he said. “Our big push is finding locals who are willing to contribute. And that’s been a little difficult. I’m not a mover and shaker in this town, so I don’t know who to ask.”

He said the students and the school deserve the new equipment.

“Ninety-three percent of the kids come from sociodisadvantaged families, but there is a rich racial mix as well,” he said. “It is a really good school and has gotten awards for its programs, but you can see from the place that it hasn’t been at the top of the list for improvements and repairs.”

Seed company specializing in heirloom, organic varieties digs new roots in Chico

which has been growing (in all senses of the word) since 2008, has done business with Butte County growers from the very start, and Fendley grew to appreciate the area’s greener aspects.

So, early this year, the Sustainable Seed Co. relocated to Chico.

The move isn’t complete. While the company opened its 13,000-square-foot warehouse and office complex on East 20th Street in February, Fendley still is searching for a plot—or plots—of land to transplant all the plants.

“We’re farmless!” he quipped.

However, that’s just a temporary situation. Maintaining a two-county operation represents a short-term sacrifice for longterm gain.

In speaking with the CN&R, Fendley listed a number of benefits in changing locations: proximity to the local growers who’ve provided or purchased seed; a larger employment base of “skilled people already in the agricultural business”; opportunities for increased collaboration with Chico State’s College of Agriculture; and weather conditions.

“The amount of seed that’s grown here is pretty tremendous, because Chico has a Mediterranean-like climate,” Fendley said.

“So it’s just the place we need to be.”

That being the case, why didn’t he start here in the first place?

Fendley explained that he launched the company on the farm in Covelo because

Sustainable Seed Co. does not sell genetically engineered seeds. Its varieties— heirloom, organic, organic heirloom—are bred naturally and grown at a farm that’s certified organic.

This is why Fendley is particular about property. He juggles two concerns: protecting his crops from accidental exposure to other growers’ genetically modified crops while preserving his company’s commitment to sustainability.

He said he’s seen a number of properties between 20 and 80 acres. Those that are nearby sit too closely to neighbors; those that are isolated sit away from Chico.

“We’ve had some tempting offers for farmland, but realistically it’s too far out and it’s a big thing for us to keep our carbon footprint really small,” Fendley said. Meanwhile, “we’re very aware that [companies selling nonorganic seeds] are in the area and also growing seed crops, and we also want to make sure our seed crops are far away from theirs ....

So, the “farmless” farmer continues his search while working on other aspects of the move, such as modifying the 20th Street structure to meet the company’s sustainability goals. Plans include replacing landscaping with edible plants and flowers—“food, not lawns”—and installing solar panels (on the roof, if structurally possible; otherwise at ground level.)

“I’m climbing the walls now,” Fendley said, lamenting his lack of farmwork. “Not having my hands in the dirt is driving me nuts.”

That the name “Sustainable Seed Co.”

combines environmentalism and agriculture is no mere whim.

Fendley worked for around a decade as an environmental planner for the state of Texas, where he was born. He became cognizant that “petroleum and big business … would take precedence over the environment sometimes. As a young man, that was pretty disturbing to me, and within the state, I was supposed to protect the environment—that was my job.”

Along with his passion for environmental issues, Fendley has a zeal for history. His job included protecting buildings and neighborhoods as well as plant and animal species.

“I guess, looking back, that gave me some of my real zest for old or heirloom seeds,” he said. “Part of the reason why I started the company was because I bought an old book in which a seed-saver had listed every open-pollinated variety … and it really stunned me the loss of diversity, and I knew from working in the environmental field that if somebody didn’t do something about it, more of those [seed varieties] would be lost.

“There were a few organizations doing that; I just didn’t see it on a significant level.”

So, in his 30s, Fendley switched careers and became a farmer/business owner.

Among his early hires was Theo Bill, a graphic artist and Web designer who’s now the company’s vice president. Like Fendley, Bill didn’t grow up steeped in agriculture.

Bill was born and raised in Cincinnati, attended college in Florida, moved to New York City to pursue acting, then moved to the Bay Area—where, as a freelance

designer, he connected with Fendley.

“I had an environmental background, a little bit of activism, trying to protect the earth seeing how badly we’ve been treating it,” Bill said by phone, en route from Covelo to Chico. “I never realized how much agriculture has a role in that, and how important changing the way people garden and the way people grow vegetables has an impact on carbon in the atmosphere, soil quality, water quality ….”

Sustainable Seed Co. has gone from offering 700 seed varieties in 2009 to nearly 2,000 now. Asked about his reaction to that growth, Bill replied: “Am I shocked? No. Challenged? Yes.” He added: “If we had more manpower, we could expand more.”

That’s where the Chico synergy comes in. Fendley said he’s “hiring like crazy” with an eye toward 20 employees—maybe 30 to 50 during the operation’s peak season.

He’s also looking for partnerships with local schools, businesses and organizations, sharing the company’s green sensibility.

“We’re eager to bring that into this environment; we just have to figure out how to do it,” Fendley said. □

He’s got your back Jason Gonzales’ first visit to a chiropractor wasn’t for a stiff neck or sore back. Rather, it was to improve his performance as a cyclist. “As most athletes do, I was looking for ways to make my body perform at a higher level,” he said. “So I talked to more experienced racers to find out what they were doing to help improve performance, and chiropractic care was a common answer. I also noticed the other people in the waiting room, and was intrigued to see the kinds of health problems chiropractic care was helping.” Gonzales was a three-time state champion in cycling while attending Kentwood High School in Kent, Wash. After graduating in 1998, he raced in national competitions. “I was good at racing, but knew I wasn’t good enough to make a full career out of it,” he said. “I needed to come up with another plan for my life.” So he earned a bachelor’s degree in psychology from the University of Washington in Seattle, and then graduated from the Life Chiropractic College West in Hayward in 2007.

How did you decide to make chiropractic care your career?

rassing to go out to eat. He was considering surgery. The reason I think my adjustments were able to help him is due to how upper cervical adjustments can affect the nervous system. The swallowing action of the esophagus is simply a coordinated muscle contraction.

Muscles do what the nervous system tells them to do. So if there were interference between his nervous system and his esophageal muscles, it created a swallowing problem. No interference—or at least much less— resulted in much less of a swallowing problem.

Do you still ride your bike?

Even though I don’t ride every day anymore, cycling still plays a role in my life because it taught me discipline, patience, persistence, and to just enjoy the ride that is life. I very much enjoy it when I do get the chance.

As a former daily news reporter who is married to a former daily sports reporter, there is one thing we have accumulated in abundance: old newspapers.

Sometimes, it’s great to sift through the stacks and remember the great stories, the ones that made me feel like I’d honed my craft. Stories where sentences flow beautifully and the words evoke emotion.

But there also are stories I look back on that make me cringe. Ones that have typos, where sentences are fragmented, or I just plain got things wrong. When writing hundreds of stories a year—a number on deadline at 10:30 p.m.—there are bound to be some that fall short in some way or another.

I got a bit sheepish last week, looking at one of those stories I wrote at the end of 2010. My first sentence said that change was coming “soon” at the old World Bank building at 301 Broadway.

Turns out, I miscalculated “soon” by about four years. Soon has finally arrived, though, and if you’ve been downtown lately, you’ve probably noticed the beautiful renovations to the Broadway building, which will be home to Crepeville, a new restaurant. It is family-owned by Derar Zawaydeh and Philippe Masoud, who also own Burgers and Brew just a few blocks down.

They also own multiple locations of both restaurants in the Sacramento area.

I recently noticed the signs on the new building don’t just say Crepeville, however. Burgers and Brew is listed as well.

Nick Land, Burgers and Brew restaurant manager, said that is because his eatery is planning to move from its current location at 201 Broadway to the new building.

Land said Burgers and Brew will close at the end of this month, with plans to reopen in the new space in April. The menu will be a hybrid of both restaurants, with crepes and other breakfast items available in the morning and the current Burgers and Brew menu available in the afternoons and evenings.

The patio space at the new location will be larger, Land said, adding that the restaurant also will expand the number of beers they have on tap from 44 to 60.

No word thus far on what will happen at Second and Main.

On the subject of burgers, I’m hearing rumors that national chain Five Guys Burgers and Fries is opening at North Valley Plaza. Multiple calls to their media representative went unreturned, and Lucy Parks, who owns the plaza property, said she couldn’t confirm that popular eatery’s arrival. But, after the rumors panned out on Buffalo Wild Wings, I’m confident there’s something to this talk. I just won’t be placing any bets on how soon Five Guys will arrive.

COVERED CA NUMBERS FINALIZED

Nearly 500,000 Californians signed up for health coverage through Covered California during the insurance exchange’s second open enrollment period, which ended on Feb. 22.

Covered California’s initial rollout last year was marred by technical difficulties with its website and call center, but this year’s enrollment period went more smoothly, according to a Covered California press release. The new enrollees for 2015 also were more diverse than last year, with more Latinos and young adults— ages 18 to 34—signing up for coverage. About nine out of 10 enrollees qualified for subsidies.

Meanwhile, about 780,000 Californians signed up for Medi-Cal, which offers open enrollment year-round, between Nov. 15 and Jan. 31.

Clinical anxiety

OF INMATES AND HEALTH CARE

After nearly a decade of federal supervision, a judge recently indicated that oversight of California’s prison health care system may transition back to the state.

In 2006, U.S. District Judge Thelton Henderson placed the system under federal oversight after determining an average of one inmate per week died of malpractice or neglect, constituting cruel and unusual punishment, according to California Healthline. Over the last decade, California has taken several major steps to address the issues, including spending $2 billion on new facilities and doubling its annual budget for prison health care to roughly $1.7 billion.

A report by a court-appointed federal receiver found that the prison health system is now adequately staffed and has an oversight system, but that it could improve in several areas including record-keeping and providing more on-site care rather than sending inmates to outside hospitals.

On March 10, Henderson outlined a transition plan, which requires that all 34 state prisons pass an inspection by the state Department of Corrections and Rehabilitation.

PROPOSITION 63 IN ACTION

Former state Sen. Darrell Steinberg has countered criticism of his Mental Health Services Act, also known as Proposition 63, by commissioning a report that highlights positive trends in incarceration, arrests and homelessness among Californians receiving mental health treatment.

Voted into law in 2004, the bill has raised more than $13 billion for mental health services through a tax on people with incomes exceeding $1 million. But Prop. 63 has been criticized for a lack of accountability; in 2012, The Associated Press reported that tens of millions of dollars had been used to help residents who weren’t diagnosed with mental illnesses.

The new report, compiled by the County Behavioral Health Directors Association and the Steinberg Institute for Advancing Behavioral Health Policy and Leadership, looked at about 40 percent of individuals who qualified for services under the bill in 2011-12. It found that arrests decreased by 82 percent, homelessness declined by 47 percent, psychiatric hospitalizations fell 42 percent, and rates of incarceration dropped 27 percent.

As Chico celebrates Trans Week, advocates discuss daunting aspects of seeking medical care story and photo by

even years ago, when Aydin Kennedy S began hormone therapy to become a man after decades of living, at least physi-

cally, as a woman, he didn’t know a single other transgender person in Chico.

“I had a lot of support, but it wasn’t the support of transgender people,” Kennedy recalled. “Now, when I reflect on the fact that there’s a Trans Week in Chico, and it’s in its second year, it’s just not much time to have such a profound shift and growth surrounding gender in a community.”

Truly, the way in which communities and society as a whole understand and accept trans people is changing rapidly.

The Human Rights Campaign Foundation, a national LGBTQ advocacy group, points to broad indicators of progress while emphasizing that there’s still much to be done. For example, most Fortune 500 companies have nondiscrimination policies covering gender identity, but in most states it’s still legal to fire someone for being transgender. And, as of 2009, federal law recognizes crimes motivated by actual or perceived gender identity as hate crimes, but high rates of violence against people who are transgender remain a pressing civil rights issue.

Here in Chico, one indication of progress would seem to be the fact that Mayor Mark Sorensen, a conservative, recently signed a proclamation declaring March 24-31 as Trans Week. However, the mayor did not read or make mention of the proclamation during the regular City Council meeting on Tuesday (March 17), as has been customary over at least the past decade.

“Transgender people deserve equality and consideration in all areas of their lives,” the proclamation reads in part. “Transgender individuals are invited and encouraged to be vibrant and contributing participants in our community.”

Stonewall Alliance of Chico’s Trans Week will feature a series of events to celebrate and increase visibility of the local trans community. This year, two days of workshops at Enloe Medical Center will educate medical professionals such as doctors, nurse practitioners, physicians’ assistants, social workers and mental health counselors to better meet the needs specific to trans people—and also treat them like any other patients.

Those needs often go unmet for a variety or reasons. For Ian Ruddell, a transgender man who serves as outreach and education coordinator for Stonewall, his comfort level with a medical provider is his No. 1 concern when seeking care.

“There are certain doctor’s offices I won’t go to,” he said, “and I won’t go to the doctor at all unless it’s a doctor I know is trans-friendly.”

What it means to be trans is different for

each individual. The term “transgender” itself describes countless identities and expressions of gender.

It follows, then, that people who are trans feel varying levels of anxiety in medical settings. Thomas Kelem, executive director of Stonewall, said that for some, just the thought of dealing with a receptionist at a doctor’s office—who may or may not be sensitive to a trans person’s situation—can be enough to discourage them from seeking care. That sort of interaction is made all the more complicated when the individual has yet to change their sex or name on their ID, or if the information on their ID and insurance card don’t match.

“Even well-intentioned people need some education—language to use, how to talk to trans people, how to get a sense of what their experience is like, so you can be sensitive to it,” Kelem said. “In most cases, it hasn’t been any easy road for people.”

Then there’s the care itself. Kennedy, who will speak and lead a workshop as part of Trans Week, says many mental

health counselors either overemphasize a patient’s gender identity or “hold somebody’s gender so far outside of the equation that it does them a disservice.

“Humans are complex; whatever brings us into therapy isn’t singular, it’s entwined with many different things,” he said. “For trans people, it’s no different.

Gender absolutely impacts our everyday lived experience, so we may be coming into therapy with anxiety or depression, and it’s important for [clinicians] to understand the way our gender plays into that, and also does not play into that.”

Similarly, an individual’s trans identity can become the sole focus of a doctor’s appointment, even during a routine checkup, Kennedy said. I’m sick, I’m like, ‘Well, how sick am I? Sick enough to take off work and sit in the doctor’s office for two hours?’ We all do it; there’s a lot of decisionmaking when you go to the doctor,” Kennedy said. “Then, on top of that, transgender people have to consider, ‘Am I going to get male pronouns or female pronouns, are they going to use the

right name or the wrong name, or are they going to want to talk about my genitals?’”

terms of medical care for trans people. Through the expansion of Medi-Cal, cross-gender hormone replacement therapy is a covered benefit.

Locally, hormone therapy is more accessible than ever before, Kelem said. A few years ago, trans people who opted for such treatment had to travel to the Bay Area.

Now, nearby clinics including Ampla Health in Chico, Gender Health Clinic in Sacramento and Planned Parenthood in Redding accept insurance for those services.

Some private doctors in Chico offer hormone therapy as well, Kelem said, but may not advertise that.

“They aren’t promoting it,” he said. “You don’t necessarily hear about them. If you’ve already been prescribed [hormones], doctors here are willing to refill prescriptions, so they don’t have to make those initial choices.”

And many medical professionals remain resistant to treating trans patients, Ruddell said. He hopes that will be different a year from now.

“I would like to see the people who don’t want to participate in the Trans Week trainings to be there next year,” Rudell said.

“The folks who want to be there aren’t necessarily the ones who need it.” Ω

Local clockmaker Paul Niess helps keep antique timepieces—and an 800-year-old profession—alive

aul Niess is known to some people as Father Time, but he looks nothing like his nickname, nor his chosen profession, might suggest. Far from a bent and bearded old man, Niess, a traditionally trained clock- and watchmaker, is only about halfway to 80, the age he (only part jokingly) declares is the mean in his industry.

Despite his relative youth, Niess is one of the most respected craftsmen in an ancient—and slowly disappearing—trade. He began his first apprenticeship before he was a teenager, under the tutelage of a retired physics professor who helped make the atom bomb, and fixed his first clock for a client at the age of 14. He is among only a handful of people in the world qualified to work on antique chain-driven (fusee) pocket watches, a skill learned during his second apprenticeship, and has attracted an international clientele while running a clock shop in Chico, Father Time Co., which celebrated 20 years in business last week. Watches he’s worked on include a 300-year-old, $3 million timepiece and another that once belonged to Noah Webster (as in the dude who wrote the dictionary).

for more than 60 years. To aid in restoring the long-neglected timepiece to its 19th century glory, Niess chose an unlikely bunch of assistants—a group of Hooker Oak Elementary School students—to tag along on his latest journey through time, to the dusty streets of downtown Chico in the 1870s.

As a child growing up in the Bay Area,

Niess spent a lot of time with his grandmother in Sonoma, he recollected during a recent interview in his shop. The space in Chico’s Garden Walk Mall is crowded with clocks of all shapes and sizes, as well as the occasional typewriter, music box or other ancient mechanical wonder. One of his favorite haunts then was the nearby Jack London Research Center & Bookstore, where he would sometimes sit on the knee of the bookstore’s owner—London biographer Russ Kingman—as Kingman flipped through London’s original manuscripts.

Also working in the shop was an elderly man whom Niess referred to, even posthumously, as Mr. Greene, due to stillsecret security issues. At age 10, the boy began a friendship with Greene that would eventually lead him to his profession.

“He was a third-generation master clockmaker and loved science, so he studied physics at a time when it was still revolutionary,” Niess said. “But during the Depression he had to work on the big government back-to-work projects to make ends meet, which he was doing one day when a few G-Men showed up and told him his country needed him, and that he had to pack up his family and move to Los Alamos, N.M. “I didn’t realize what it all meant until I was a few years older; he had framed letters from Presidents Roosevelt and Truman thanking him for his service and pictures of him with famous scientists hanging up around his house,” Niess said, relating how Greene helped design the world’s first particle accelerator for the Manhattan Project. After teaching physics for several decades after the war, Greene retired to Sonoma, worked part time in the bookstore and, as master clockmakers have done for the last 800-odd years, took an apprentice—the then-12-year-old Niess.

moved to Chico to attend Chico State, where he studied history, psychology and education with the vague plan of becoming a history teacher or counselor. One day, while searching for a gift for his girlfriend at the time, he stepped inside a short-lived jewelry store on Third Street owned by a one-eyed, one-legged Vietnam veteranturned-biker-and-jeweler with a pistol strapped to his hip.

Inside the shop were framed articles recounting how the man had shot and killed multiple robbers while working in Los Angeles’ Jewelry District.

On a whim, Niess asked the jeweler who repaired his watches.

“This guy had tattoos all over, the gun, the framed stories of people he’d killed … he was terrifying, and he told me I didn’t want to meet [the watch repairman] because even he was afraid of him.” Niess ignored the warning and set up a meeting with the man, Virgil Baker, at his Corning home.

“I walked out to the little shop he’d built in his backyard expecting to meet the meanest man in the world,” Niess said. “He was in his 80s, but ripped like Arnold Schwarzenegger … he could have broken five of me in half and thrown us in the trash can. But he turned out to be the nicest man ever; he just didn’t like that biker.

“He was also one of the rarest guys you could hope to

find, a true master watchmaker who’d run a repair facility in Oakland from the 1940s until he retired, and he was looking for one last apprentice,” Niess said. “I spent the next five years apprenticing with him, working odd jobs and going to school at the university.”

Just days after Niess graduated from his apprenticeship, his second mentor had a stroke, was hospitalized, and died within days, leaving Niess “a lifetime’s worth of parts, materials and tools.”

Around the same time, Niess realized he’d had enough of school. He called his parents and told them he wanted to take time off and focus on what he really wanted to do, which was to “be a clock and watch guy.” Niess rented the space he still occupies at the Garden Walk Mall, which then was “just a storage room full of trash with wallpapered cardboard walls and asbestos tile on the floor.” With $1,000 and a no-questions-asked policy, he enlisted college friends to gather materials and help him with labor, paying them in pizza and beer. The shop opened March 12, 1995.

Business was slow going when Niess

started the shop, but his career was given a boost when he began appearing as a regular guest on local and national talk radio shows Hidden Treasures and Collectibles alongside famed North State appraiser John Humphries in the late 1990s, exposing a much wider audience to his unique skill set. While he was co-hosting one show, a woman claiming to be a descendent of Noah Webster—the famous American author and lexicographer, who lived from 1758 to 1843—called in saying she had Webster’s personal pocket watch, and asked if Niess could fix it, a task a handful of famed European watchmakers she’d visited had failed to accomplish.

TIME continued from page 19 “She’d heard me talking about chain-driven watches, which had been [Baker’s] specialty, and he’d passed his knowledge on to me,” Neiss said, explaining such timepieces are driven by a chain composed of hundreds of hand-made, hand-pinned links too small to be seen without magnification. The chain wraps around a tapered cone, which is pulled as the watch winds, which in turn pulls a drive train to “make the watch tick.” Niess said he assumed the lady likely was mistaken or deluded, so he was surprised when two high-ranking postmen showed up a few weeks later to hand deliver a massively insured package holding what turned out to be Webster’s watch, its authenticity proven by the names of Webster’s descendants engraved in a spiral pattern on the case.

Whenever possible, Niess uses his own encyclopedic knowledge, as well as the resources of international “clock geek” groups he’s joined—like the National Association of Watch and Clock Collectors, the American Watchmakers-Clockmakers Institute and the British Horological Institute—to track the individual history of timepieces he works on.

Another notable watch Niess worked on was a chain-driven Cabrier (the Cabriers were high-end French watchmakers in the 17th and 18th centuries) commissioned in 1719 and appraised at more than $3 million in 2006, after Niess restored it. Like many very old pocket watches, the multimillion-dollar timepiece was large by modern standards—about six times bigger than what most people are familiar with. Three individual gold cases housed the works, the outer covered in tooled sharkskin that once housed dozens of pearls, and the innermost case made in the antiquated repoussé style, with gold hammered over an image of the goddess Venus rising from the sea, surrounded by a host of cherubs and seashells. It had been dropped countless times, was “full of rust and broken gears,” and hadn’t functioned in more than a century.

“It was scary,” Niess said of his experience with the watch. “My wife was very pregnant and we were living hand-to-mouth, about to have a kid. I told someone I thought I could trust about doing the job and word had gotten out, and my wife was scared someone might come into the shop, shoot me and take the watch.”

Niess ended up temporarily closing his shop to focus on the watch and worked at a secret location guarded by an off-duty cop friend. It took him more than two weeks to break the timepiece down to its more than 300 original pieces, A half-dozen Hooker Oak craft new parts, repair others and clean the Elementary School students device. When he was done, Niess said he felt helped Niess restore what he believes could be Chico’s first significant clock.

both relief and a rush from accomplishing something that few others have the opportunity to attempt.

Though he appreciates the rarity, ingenuity and beauty of old timepieces, Niess said an item’s monetary value is not what most appeals to him: “To some people an old clock is just an old clock, but the attachment that some people have, especially to jewelry and timepieces, it’s like their history is tied to those items. It might not be worth much, but it has a huge amount of psychological and emotional value.

“When somebody comes in to pick up their timepiece and sees it working, and connects that timepiece to their family history, the emotion they impart can be incredible,” Niess said, recalling one man who cried when he saw his deceased father’s watch run, and another who threatened to shoot him should any harm come to his prized family heirloom. “Both of those were relatively cheap repair jobs, but you can’t put a price on that kind of satisfaction.

“I take something, I fully restore it, I make it tick … maybe it hasn’t ticked in 90 years and I make it run.

There’s also a lot of satisfaction in that, in bringing something back to life.”

The latest large project Niess has

completed arrived at his shop in January in the bed of its owner’s pickup truck.

“It looked awful,” Niess said of the massive clock, which stands more than 10 feet tall and weighs several hundred pounds. “The wood had faded to a dark gray-black because it was covered in so much dust and grime, it had been near water and sustained damage, and the silver face was covered in rust,” he said. “You could tell it was a diamond in the rough, but it was definitely in the rough.”

The more Niess learned about the clock, from his own research and information provided by its owner, the more he realized its significance as a piece of local history. The gargantuan timepiece is an “astronomical regulator clock” with a mercury-compensated pendulum, commissioned and custom-built in 1870s Boston by long-defunct manufacturers E. Howard & Co. for Dreiss Jewelry in downtown Chico, which was located on Broadway between Fourth and Fifth streets until 1932.

After the store closed, the clock went into a family member’s home, but was moved to Richardson Springs during World War II. After several years as the centerpiece in the lobby of the resort, then frequented by the rich and famous, it went back into a private home where it remained until it was delivered to Niess. The clock, No. 2 in its run, had been classified “officially lost” or “destroyed” by historical clock- and watchwatching groups for the better part of a century.

The clock’s current owner wishes to remain unidentified, but agreed to share that it remains in the local area.

“These were the most accurate, technologically advanced clocks of their time,” Niess explained. “Jewelers needed super accurate timepieces, because back then most jewelers were also watchmakers. If someone, like say Gen. Bidwell, brought in his watch to be repaired, they would want to be sure to have the most accurate time possible.

Niess cited several more indicators that his trade, in particular, is a disappearing one: two famous California clockmakers recently passed away and their shops have been shuttered; there’s only one school left on Earth—at the British Horological Institute’s headquarters in London—where new watch- and clockmakers can learn the trade; and, considering the advanced age of the average clockmaker, there are few left to take the reins as more of them pass into history.

“That goes back to why I involve students at local schools,” said Niess, who noted he’s been looking for an apprentice a long time and is currently trying one out. “I enjoy working with kids and like teaching them history, but I also want to teach them about this wonderful trade.

Sandwiched between those events will be a screening of Bob Fosse’s famous dance-musical film, All That Jazz, at the Pageant Theatre (March 24), and Broadway Boogie (March 27). As its name implies, the “boogie” is an invitation for people to meet downtown and get their groove on, to tunes from DJ Isaac Uhunmwuangho, as Third Street between Broadway and Main will be closed to traffic to make way for dancers as well as local food trucks.

Dance Chico is funded in part by a $20,000 Art Works grant that Cummins applied for and was awarded by the National Endowment for the Arts.

As Daran Goodsell, publicist for Chico Performances and coordinator for Dance Chico, explained, that money goes a long way.

“It’s not covering all the costs, but that grant gives us the ability to put this event on. And almost all the money we spend is going back into the community. We’re giving stipends to the dance groups, we’re renting out the Pageant, and we’ve paid to close down the street for the Broadway Boogie.

There are a lot of expenses!”

The festival is bookended by the visiting artists.

Opening the week will be Seiwart’s Imagery, a contemporary ballet performance showcasing the San Francisco-based choreographer’s dance troupe. And closing is Goode’s Hush, a contemporary modern piece accompanied by the live soundscapes of Foley artist Sudhu Tewari.

“We go from contemporary ballet to contemporary modern—two very different styles,” Cummins explained. “What’s so great about contemporary ballet is that it isn’t so rooted in tradition; it can catch you by surprise. It might even use modern music.”

Dance Chico takes the place of long-running local-dance showcase Keeping Dance Alive, which has partnered with Chico Performances for the past 24 years. This year, local dancers will be featured in the new Spotlight Performances production, an expanded version of the former Keeping Dance Alive program that will bring 10 different local dance groups to the stage to present a dozen unique five-minute pieces in a dramatic range of styles. Hype Dance Studio will perform a large-scale hip-hop routine; Chico State Dance Club will present a traditional Hmong hand-movement performance; and the rest of the program will feature everything from Mexican ballet folklórico to clogging and belly dancing.

“Chico has a dedicated group of dancers; it seems that there are always dance events going on from so many different groups in town,” Goodsell said. “I think the community appreciates dance, and by putting this event together, we’re recognizing that.” Ω

The Sculptor Scott McCloud First Second Books Author and artist Scott McCloud is best known for his groundbreaking work, Understanding Comics, an academic look at the medium’s content, form and history delivered in a sequential art form (i.e., a comic book). If Understanding Comics is the explanation of everything, The Sculptor is proof that it all makes sense. McCloud’s new graphic novel fully utilizes the medium’s abilities from lettering and art to storytelling and control over time and space. The story of a sculptor who has used up his 15 minutes of fame and makes a deal with Death to restart his career is touching and heart-wrenching as it flits between love and death, fame and obscurity. McCloud squeezes as much as he can out of each panel, using the methods he outlined in Understanding Comics to draw readers into the scenes and emotions.

Word balloons are bolded or fade out as volumes rise and lower or the balloons are cropped by the panel’s edge to indicate half-overheard conversations at a party. Shading and coloring—McCloud does wonders with only blue and black ink—create isolating or intimate moments while panel quantity and spacing speeds time or keeps us transfixed in a moment. A flawless execution coupled with a personal story identifiable to many, The Sculptor begs to be reread for study and pleasure.

Uptown Special Mark Ronson RCA Even if you’ve been living in a cave for the past year or so, you’ve likely heard the chart-topping single off this album, featuring Bruno Mars, because “Uptown Funk” will be damned if it doesn’t give it to ya. It’s dancefriendly and fun, but whatever, so is the rest of Mark Ronson’s Uptown Special, loaded as it is with old-school disco and funk jams given glossy electro-treatments by the British DJ/songwriter/producer. Considering that general aesthetic, cynics might say Uptown Special serves as a heavy-handed successor to Daft Punk’s 2013 neo-retro classic, Random Access Memories. And they’d be right. But they’d also be right to gush about Ronson’s featured collaborations with Kevin Parker, the force behind Australian psych-rockers Tame Impala.

(Summary: Everything Parker touches turns to gold.)

“Daffodils,” for instance, is a bangin’ bit of club-fodder built around one strutting riff, first played on guitar and then with monster synths. Then there’s the the bouncy lo-fi affair “Leaving Los Feliz,” which fades with harpsichord reminiscent of the Baroque-inspired bridge in The Beatles’ “In My Life.” And for that, it’s the sweetest moment on Uptown Special.

Also, if you’ve always wanted to hear rapper Mystikal’s best James Brown impression, you’re about to get lucky.

Wayfaring Stranger James Lee Burke Simon & Schuster James Lee Burke is best known for his 20 Dave Robicheaux gumbo-noir mystery novels set in and around New Orleans, but the prolific Montanan by way of Louisiana and Texas has written 15 other novels. A number of them—including his latest, Wayfaring Stranger—are set in the Lone Star State and feature members of the law-enforcement Holland clan, particularly Hackberry Holland and Billy Bob Holland. Now comes Weldon Holland, a World War II veteran who, freshly married to Rosita Lowenstein, whom he found starving in an otherwise empty death camp, starts an oil pipeline company with his military pal Hershel Pine. It’s the late-1940s, and the country is booming on a flood tide of oil. Then comes trouble, in the form of a bunch of Texas scalawags who seem to have it out for Weldon and Hershel for reasons that aren’t entirely clear. That’s OK, though: Burke is such a powerful writer that we don’t mind that the novel is slightly overstuffed. We settle into it like a favorite easy chair, eager to enjoy this sprawling Texan epic that is also a mythic love story as well as an engaging thriller.

Our brunch partners, Jeffy and Nevada, ordered, respectively, the special frittata ($10.50) and the Wavy Gravy ($9.50), the latter featuring house-baked biscuits with sausage gravy plus two eggs.

We retired to the outdoor dining area, where Missy had commandeered a recently vacated table for four.

Coffees ($2.50, including refills) and waters were selfserve, and our adult beverages—one Sierra Nevada Hop Hunter IPA and one mimosa, served with an empty tall flute, orange juice in a carafe and a split of sparkling wine—arrived promptly, followed in short order by our attractively plated breakfasts.

The Bongo Benedict, served on a large, rectangular

white platter, was lovely. The two perfectly poached eggs nested on Canadian bacon atop the halves of a split English muffin and drizzled with richly yellow house-made hollandaise sauce, sat comfortably beside the Beatnik Spuds (thinly sliced new potatoes fried with minced red bell pepper and onion). A few shakes of salt and a dash of green Tabasco brought the flavors out of the warm, crispy potatoes, which were, we agreed, the highlight of the dish.

The hollandaise sauce on the eggs benedict, while certainly pretty and velvety in texture, lacked any discernable hint of lemon, butter or the bite of cayenne or white pepper usually associated with it, and the paperthin slice of bacon wasn’t quite hardy enough to add much flavor or texture when matched with the lightly toasted muffin and soft egg. Gustatory quibbles aside, we cleaned the platter, mopping up every drop of sauce with the English muffin.

Nevada’s Wavy Gravy biscuits came in a serving so generous that she packed up some to take home for a snack. The tall, round and simultaneously fluffy and rich biscuits were perfectly complemented by the unctuous, deep brown and slightly sweet sausage gravy. And Jeffy’s frittata was equally generous and tasty, a rectangular slice of fluffy eggs about two inches tall with a layer of minced red pepper worked into the top portion and a toasted layer of cheese smoothly covering the top.

I returned for a solo visit a few days later at dawn on a drizzly morning and enjoyed a bottomless cup of house coffee and a Herb Caen omelet ($9.95) indoors and watched the room fill with regulars as the sun broke through overcast sky.

As I was working my way through the pleasant mix of fluffy eggs, diced ham and shredded cheddar, a friend, local defense attorney and rock guitarist extraordinaire Saul Henson, dropped by my table to say “hi” and offer an endorsement of Beatniks, telling me that he comes in “every day.” Given the pleasant atmosphere, friendly service and unpretentious food, it’s not hard to see why. Ω

WHAT’S NEW? The Synthesis is done in a couple of weeks, Aubrey Debauchery is leaving Chico for Portland in a couple of months (more on both of these in future columns), and The Shimmies’ Sean Galloway (aka Ave Grave) is heading down south around the same time. Add these latest arts-scene shakeups to David Guzzetti’s Woody & Friends retiring from KZFR, the closing of the doors at Avenue 9 Gallery, and losing both Rogue Theatre and MANAS Artspace last year, and you have a giant chunk of fun crumbling down from the freaky façade of Chico’s creative community.

And that’s OK. There is no replacing the unique contributions of such active, defining characters in the scene, but where there is loss there is space for something new. I was around when each of those entities was new, and I witnessed as they all quickly established as local forces by putting energy into bringing something fresh to Chico.

And I’d bet each person involved in these local institutions would say to any creative types wondering how to bring their visions to fruition in Chico: “You can do it, too.”

The truth is, even though the energy of the local scene might feel like it’s dipping, there’s always someone doing something new that has potential to stick and become the next Chico thing. In fact, here are three with great potential: The new guy at the Pageant Theatre (Miles Montalbano) has launched a new Late Nite series of cult films (Fridays and Saturdays, 11 p.m.). The new permanent beer license at the 1078 Gallery has allowed music director Josh Hegg and the gallery’s volunteers to ramp up the eclectic schedule of live What now? music (a dozen shows so far in March and April). And, I just got word that local painter and art instructor Cynthia Sexton is opening a new gallery—the Ninth Avenue Gallery—in the building that housed Avenue 9 Gallery.

But we still need more. We need you, too. Especially if you’re someone who often says, “I’m tired of all this shit. Chico needs something new!” No matter what “this shit” is—dirt-twirlers, hipsters, cheesy wannabe rock stars, weekly newspaper columnists, Burners, “Cheeko Party!” morons—you’re right and you’re just the person to create something new. Now get to work.

It’s a gritty and evocative biopic, a lavishly detailed slice of the life of the great 19th century English painter, J. M. W. by Juan-Carlos Turner.

Rated R. ary characters is part of that, but perhaps the film’s greatest accomplishment of all is in its quasi-tactile immersion of the entire tale in the pungent physical detail and ambience of daily life in London, circa 1830.

In some ways, Mr. Turner is more about that richly imagined ambience than it is about the life of Turner. But surely part of the point here is that the life and work of this artist have a more meaningful impact, for us, when viewed in the context and existential immediacy of their times. This somewhat atmospheric approach to biography is especially wellsuited to cinema, and it also seems in

keeping with Leigh’s long-standing preference for a realism of dramatic emotion that is both ambiguous and very specific, with simple, clear-cut conclusions held mostly at bay.

Which is not to say that the film is lacking in noteworthy biographical incident. Turner’s irreparably damaged relationship with his wife (Ruth Sheen) and two daughters is a recurring element. His very occasional romance with the wizened, pathetic, stoically attentive housemaid Hannah (Dorothy Atkinson) is viewed with a kind of grim affection, but with nothing even remotely resembling the grace notes of a conventional love scene.

There is some romance, however modest, in Turner’s relationship with the widow Sophia Booth (a gracious Marion Bailey). At first, she’s simply his landlady in the seaside town of Margate, where he has rented rooms (under an assumed name) as a studio/retreat from London.

Later, she’ll move closer to London to be with him more often. Their lovemaking is clumsy, but the two of them share an affection and mutual respect that seems to have been rare in Turner’s life.

The material circumstances that loom over human relationships in Leigh’s films also loom over artistic endeavor in Mr. Turner. The film is very good at evoking the ways that particular scenes and settings play into (or sometimes, against) Turner’s art. One of the better scenes in the film deals with how particular shades of paint are acquired. An even better one is a kind of tour de force in which Turner makes one very dramatic change in a painting just after it has been hung on the crowded wall of a gallery/salon. Ω

The Gunman

Sean Penn takes a turn at the role of aging action-movie badass, this one a sniper on a team of assassins who kills a dude, goes into hiding, and returns from hiding to find he’s become a target. Also starring Idris Elba, Javier Bardem and Jasmine Trinca. Cinemark 14, Feather River Cinemas and Paradise Cinema 7.

The Pageant continues its new weekend Late Show series (Fridays and Saturdays, 11 p.m.) with Abel Ferrara’s classic 1981 exploitation flick about a young mute woman who, after being brutally sexually assaulted twice in one day, goes on male-killing spree in New York City. Pageant Theatre. Rated X.

Kingsman is a comical action film, with secret agents, high-tech weaponry, and international espionage, as well as intermittent jolts of crazed satire and broad spoofs of several sorts. It’s a mostly entertaining stew of movie ingredients, but erratic in ways that dilute and dull down the whole enterprise. While the spoofing of James Bond films is mostly affectionate and inconsequential, the parts of the story involving spy agencies, Internet moguls, global conspiracies, and semi-futuristic technology are a rather unstable mix of sci-fi extravagance, furious satire and fanboy jokiness. Colin Firth, who plays a foppish variation on the Bond-type super spy, acquits himself nicely in the dialog scenes but is pretty clearly out of his element in the movie’s blindingly souped-up fight scenes. Samuel L. Jackson is sharp and stingingly funny as the wideeyed, lisping Internet mogul with sinister plans. Taron Egerton is mostly likable as Gary “Eggsy” Unwin, the fledgling secret agent whom the veteran Harry Hart (Firth) hopes to bring to the special “Kingsman” branch of the British secret services. Now many libraries are public gathering places that hum with conversation and patrons interact with the library and each other in diverse ways.

Indeed, they even can go to the library without leaving home. The Butte County Library website (buttecounty.net/bclibrary) is a portal to a wide range of services. One can download audiobooks, e-books and e-magazines, search several databases, search for articles (InfoTrac has more than 136 million of them!), look up song lyrics, even download car-repair information from its Chilton link. And that’s not all—far from it.

Printer not working? Send your print job to the library, and someone will do it for you, for a dime a page.

Looking for work? Go to JobScout, which can help you craft a résumé and otherwise assist you.

Need help downloading e-books? The site has the appropriate links to all the popular readers and tablets. And if that doesn’t work, the library offers free hands-on workshops twice a week.

The digital library is a wonderful addition to the tradi-

tional library, but it doesn’t substitute for the personal touch staff and volunteers offer. One can’t fully experience the magic of a library without visiting one.

Nothing suggests that magic more than the children’s section, on the right as one enters the

Chico library. Its colorful walls and floors and friendly reading areas are immediately attractive, and it’s gratifying to see so many children enjoying themselves with books.

For years the library has been offering Storytime readings, often with crafts play, to children of all ages. So many attended—about 120 on one occasion, head librarian Brenda Crotts said—staff had to move Storytime into the meeting room on the west end of the building. (Readings happen nearly every day, and a full schedule is posted on the library’s website.)

Just past the library check-out station is the ever-expanding collection of movies on DVD, and a little farther on is the similarly growing collection of music CDs. Fifteen years ago the library had neither movies nor music; today its collections are large and getting larger.

One recent addition is the Veterans Resource Center, located near the reference desk in the middle of the building. Funded by a state grant and staffed by a library employee, it directs vets to where they can receive the benefits they deserve and the services they need. Perhaps the most consistently busy part of the library is the public computer section, where folks who don’t own computers can get access to the Internet. Its 12 stations often are all in use, with several people waiting to get on.

“We get a lot of homeless here using the computers,” Crotts said, mentioning in particular a man who lived in the Torres Community Shelter. With staff assistance, he researched job possibilities, crafted a résumé and secured a job. He’s since left the shelter and moved into an apartment, she said.

Once a month, a library staffer, Leslie Botsford, does outreach at the shelter so guests there know what services the library offers. “Close to 100 people turn out for each visit,” Crotts said.

Some 53,827 people have library cards for Chico, and last year they visited the library 370,705 times.

Countywide, the six branch libraries had 648,050 unique visits, according to figures Crotts provided.

That makes the Butte County Library easily the most intensively used local government resource. Your humble library card is worth its weight in gold, and then some. □

LOVE’S REAL ESTATE Stats News Ms. Shy is the statistics guru of the North Valley. She is the one to talk to if you want to get a reading on the local real estate market.

She has enough numbers to give you a good rendition of where we’ve been, where we are, and where we’re headed, statistically. Ms. Shy has so many real estate statistics she can make you cross-eyed. She’ll hit you with Median Sales Price, Average days on Market, Absorption Rate, Price Fluctuations, List Price to Sales Price Ratio, and many more.

She can give you those numbers based on year to year comparisons, or month to month, or quarter to quarter. She can probably give them to you hour to hour or minute to minute.

Ms. Shy spoke to a group of us and recited those real estate statistics rapid-fire, like an auctioneer.

Here, I will attempt to translate those statistics into the English language: Inventory is low. The number of houses available for sale is down compared to last quarter and last year. That number was really low last quarter and last year. Ms. Shy says, “This is a good time for sellers to list their properties for sale. They will sell!”

Demand is high. Buyers are in abundance in the marketplace and they frequently compete with each other. Multiple offers on just-listed properties are commonplace. Ms. Shy says,

“Buyers better know the market, so they can react quickly with the right offer.”

Buyers know the market. Over-priced properties sit because buyers are keeping tabs on the fair market value. Ms. Shy says, “The List Price to Sales Price Ratio is almost non-existent.

In other words, if a property isn’t priced right, buyers wait.”

Interest rates are low. Horse and buggy drivers would have cracked the whip at the chance for mortgage interest rates as low as they are today. Buyers in the North Valley can buy a home with a minimum down payment and have a monthly mortgage payment not much higher than a rent payment. Ms. Shy says, “All the talk is about mortgage interest rates going up this year, so buyers better get on it.”

Prices are stable. Low inventory plus high demand is supposed to equal rising prices.

But prices are creeping, not leaping. Buyers might be hungry, but they are also cautious.

Ms. Shy says, “Sellers need to know the real estate market at least as well as buyers do.

They must resist the temptation to over price in order to succeed.”

There are lots of statistics and numbers to know and remember. But I only need to remember one number, the number of Ms. Shy’s cell phone!
