This ought not to have been a partisan issue. However, the decision came down to party lines. Fortunately, in the end, the FCC’s three Democratic representatives voted for rules that will keep the Internet as it has been for the last 20 years—a bastion of free speech.

That support is for good reason. Internet nondiscrimination was in jeopardy, as telecom and cable TV operators have threatened to provide a socalled fast lane for content providers willing to pay for faster delivery, thereby giving themselves and their products a competitive edge.

Net neutrality is important for many of reasons, not the least of which is to ensure that innovation, a key to our nation’s economic stability, continues to flourish. Allowing the broadband providers to reign over the Internet would have been a losing prospect for free speech and consumer rights. Ω

Coming to terms On Thursday, Feb. 26, about 80 people gathered at Chico State to hear the

McGriff family’s first-hand account of the events of Jan. 26. Most were there to offer their support to and commiserate with the multiracial family who late one evening found a Confederate flag staked in their front yard. If there was one lesson to be taken away from the event, it was that the incident is not as unique to Chico as some might believe.

Several attendees—of many different races and ethnic backgrounds— also shared instances in which they’ve experienced or witnessed racebased offenses ranging from ignorance-driven insensitivity to full-blown violence.

There were stories of assaults uninvestigated by local authorities; of emotional and physical harm inflicted upon children and young adults in our educational institutions, from elementary schools on up; and of discrimination in local workplaces. Victims reported that, when they spoke up, their stories have been ignored or, worse yet, caused them to become the subject of scrutiny—the type of victim-blaming the McGriffs now appear to be enduring.

A common sentiment expressed at the meeting was the flag-planting more resembles something out of the Deep South circa 1965 than Chico in 2015, and all of us, regardless of race, can rightfully view that act as a black eye on the face of the entire community. But instead, many cling to the belief that we live in enlightened times, and obstinately refuse to entertain any notion or engage in any conversation that might challenge that naiveté.

Intolerance and insensitivity persist around us. Obfuscating issues and pointing fingers leads nowhere. It’s only by coming to terms with our own deep-rooted biases, as individuals and as a community, that real progress can be made, and healing can begin. Ω

Numbers Editor’s note: I’ll be back next week with a new column. Until then, here’s one from our Nov. 6, 2014, issue.

I hate to beat a dead horse, but last week I got a call from a longtime reader, and it led me down a most enlightening path. Said reader wanted to know if Chico’s police officers weren’t compensated enough, as had been recently expressed to him by someone affiliated with the police department. I found myself repeating what I’ve written in this column time and time again. You know, that most of the city’s general fund is spent on employee payroll, and that a majority of that payroll allocation goes to public-safety personnel, mostly to police, who are compensated handsomely.

But then I stopped myself. I asked the reader if he was in front of his computer. He was. So I led him to the city’s website and to the link titled “City financial data.” That’s where the public can find compensation info for all city employees, from 2007 to 2013. And together, we did a little fun reading. The first police officer listed on the report from the earliest year made $28,108 in regular pay, but more than $50,000 in total compensation with overtime and benefits pay factored in. In 2013, that same officer made a salary of $69,507 and $138,826 in total compensation.

I’m no CFO, but a raise of more than 100 percent over six years seems pretty generous.

The city’s data isn’t perfect, however. To be fair, I have no idea whether the officer, listed only as employee EM3615, came on mid-year or something. Knowing how many hours each person worked would be helpful. I also favor posting each employee’s name, which is legal in California.

I then came upon employee EM3210, another police officer, who made a salary of $54,801 in 2007 and about $11,000 in overtime. With benefits, the grand total that year came to $118,000. In 2013, that officer’s salary is listed at $71,219. Including nearly $18,000 in overtime and those excessive benefits I’ve been haranguing about, that officer cost the city about $155,000.

OK, so not a 100 percent increase in that case. But I’d still say a $16,000-plus raise during the Great Recession isn’t too shabby.

Those cases aren’t flukes. As I went down the lines of text, it became clear that Chico’s police department was immune to austerity measures that ought to have taken place during the global financial crisis. In almost every instance, throughout the recession, police officers’ salaries and benefits jumped significantly. Same goes for employees of the fire department. If you think something’s wrong with this scenario, let your representatives know. City management is currently in negotiations with the cops union, but those administrators get direction from the council.

Re “Time for a raise” (Editorial, Feb. 26): Kudos to the CN&R for encouraging local businesses to give their employees much deserved raises. As an employee who has never gotten a bona fide performance-based raise from his current employer, I assure you it would be most welcome.

Though a relative newbie (seven years) at my job, co-workers who have worked here much longer than I, have also never received a raise.

We are all longtime Chico residents. We are not moving away and yes, we do spend our money locally. Any raise we get would for the most part be funneled back into the local economy.

We look forward to our long overdue performance-based raises from a company that has been a central part of the Chico landscape for well over 30 years.

To quote you: “As the saying goes, what goes around comes around. Let’s get going.”

even in towns as small as Paradise, but we won. Now the tobacco companies have bought into the electronic cigarette market in a big way.

E-cigs are advertised on TV, promoted by celebrities, and come in child-friendly flavors. They are also advertised as a way to circumvent smoking bans. In most of the country, there is no regulation of e-cigs, and they can be used anywhere.

Nicotine is highly addictive.

The tobacco companies have bought into the e-cig market because they see vast potential profit in getting another generation of young people addicted to nicotine. A recent study showed that e-cigarette use among teens has surpassed traditional cigarette use.

Of course it has. Kids can look cool “vaping” a product that tastes like candy and has no choking smoke. Thanks again, Paradise Town Council, for maintaining a smoke-free (and vape-free) norm that will help protect our young people from a lifetime of addiction.

Re “Demanding accountability” (Letters, by Kris Koenig, Feb. 26): It was 20 years ago now that Michelle Brooks, a vibrant 13year-old athlete, met with her untimely passing during a little league softball practice. Wanting to honor her memory, her friends formed a group known as the Brooks Field Junior Committee.

Their goal was to have a playing field named after her in Chico.

This seems reminiscent of the recent efforts made by Kris Koenig and friends to honor Anita Ingrao by having the Chico Community Observatory named after her. The Brooks committee was initially met with the same resistance Koenig faced; this will set a precedent, there’s no policy, etc.

Fortunately, after steadfast advocacy by the committee and repeated visits to the commission, efforts to name Brooks Field at Wildwood Park were successful, the first and only baseball field in Chico to be named after a female.

Forward thinking by the likes of Maureen Kirk and Luisa Garza made the difficult decision. I sympathize with the commission’s difficulty in making such an emotional decision without the guidance of a written policy, but am saddened by the unsuccessful but honorable efforts by Koenig and friends. I once again applaud the courageous actions taken by Kirk and Garza 20 years ago.

‘Something’s gotta give’ Re “Don’t cave on police compensation” (Guest comment, Jan. 29): Recently, Michael Jones wrote in his commentary in regard to “not caving on police compensation” while simultaneously the editorial joined with a preemptive strike on the Chico City Council for negotiating with the Chico Police Officers’Association.

In the same edition, the Streetalk section asked five residents, “Is Chico safe?” The majority said “no.” The one lady who said “yes” commented about not being caught walking after dark. A clear conflict here! Most residents know public safety in Chico needs improvement. What most don’t know is that Chico PD has struggled with recruitment for several years now.

Fully staffed at 83 positions, today Chico PD has 58. That’s 30 percent understaffed! Not a shocker that residents do not feel safe. The Fourth Estate should jump in and clear up the inconsistencies in Michael Jones’ reflections and the reality our community is facing today. We can’t have it all. Something’s gotta give! At a time when those who keep us safe struggle recruiting people for this important work, we can’t ask for a safer community and at the same time attack our elected representatives for negotiating in good faith with our police officers.

More debate on the flag Re “Flag flak” (Newslines, by Ken Smith, Feb. 26): My professor of political science actually told this story in class the week it first came out in the CN&R. He openly supported the idea that the high school students should be “caned” for their behavior. I spoke with professor James Jacobs about my distaste for his opinion, but now that I read that these boys were actually assaulted, I am deeply concerned by the sentiment that encouraged.

‘They failed the people’ Re “Gutless” (Second & Flume,

by Melissa Daugherty, Feb. 19): Butte County supervisors had the opportunity to close the Halliburton loophole locally by approving the county fracking ordinance, but they failed the people. Instead of guaranteeing us safe clean water, they chose not to honor their prior vote and proclaimed to disavow themselves from environmental leadership!

Supervisor Steve Lambert stated the ordinance was a “great document” and county staff did a “great job.” He stated if fracking were occurring in Butte County he would not hesitate in passing the ordinance. However, Lambert used the lame excuse he did not want to be a leader in the fracking-ban movement.

Supervisor Doug Teeter called it a “decent ordinance.” He said he was against the oil industry’s loophole and the proprietary secrecy of chemicals used in fracking. Yet, he failed to act, protect and guarantee our safety from these dangerous practices.

The Halliburton loophole was created by the 2005 Energy Policy Act, which exempted fracking from the Safe Drinking Water Act. This county ordinance would have guaranteed safeguards.

Only Supervisor Maureen Kirk honored her prior vote to ban fracking. Supervisors Lambert, Teeter and Connelly failed their prior promise, failed the people, failed to protect our water based economy and failed to guarantee us safe clean water.

GRUENDL QUITS GLENN COUNTY JOB

The Sacramento Valley Mirror newspaper reports that Scott Gruendl is stepping down as director of the Glenn County Health and Human Services Agency effective Friday (March 6). Gruendl, who served on the Chico City Council for 12 years, including two terms as mayor, was hired by the county in 1993 and took over as head of human services in 2009.

In his resignation letter, Gruendl, 50, wrote: “It is with an extremely heavy heart that I tender my resignation as the Health & Human Services Agency director for the county of Glenn for the purposes of retirement.”

Valley Mirror Publisher Tim Crews wrote that Gruendl, whose salary was $130,197 per year, had been out of the office for the last month. Gruendl told Crews that he’d seen a problem coming and checked himself into rehab for 30 days. He reportedly said he thought his job was on the line and would rather resign than be fired.

CONFUSION OVER WASTE-HAULING

Recent changes in where the three local waste and recycling haulers operate in the unincorporated areas of Butte County have raised questions among the companies’ customers.

The most common questions received by county staff include: “Who is my new hauler?” The answer can be found at Recycle Butte.net, which has a map showing that, beginning March 1, Waste Management (8934777) began covering the northwest area of the county, Northern Recycling & Waste Services (876-3340) has the Paradise/Magalia area and Recology (533-5868) has the southern part of the county. Days and times of pickups may have changed and residents should contact their new haulers for that info.

The changes do not affect those in the cities of Chico and Oroville or the town of Paradise. Those with questions should contact their respective hauler, or Steve Rodowick, the county’s recycling coordinator, at 879-2352.

LECTURER DIES AT WORK

A longtime Chico State lecturer, 66-year-old Willis Geer, died in his office in Butte Hall on Monday (March 2).

Geer’s body was found by a custodian early Monday evening, according to a Chico State press release, which noted that “no foul play is suspected.”

Geer (pictured) earned a juris doctorate degree from the University of Wyoming College of Law in 1974 and ran private law practices in Gillette, Wyo., and Buffalo, N.Y., before he began lecturing in Chico State’s Department of Political Science in 2007.

On Wednesday (March 4), the university lowered its flag to half-staff in Geer’s memory. His survivors include his wife, LaDona Knigge, associate professor in the Department of Geography and Planning. The university said it will share details about Geer’s memorial service as soon as possible.

However, they also contend Reardon didn’t deserve the beating he was dealt at the hands of Chico police officers during that arrest, which was partially captured on video and broadcast on local television news. Additionally, they say that friends and family were not allowed to see or speak to him until five days after he was taken into custody, in what they believe was an attempt

by Chico police to hide the extent of his injuries.

According to a CPD press release and Capt.

Mike O’Brien, Officer Jack Ditty attempted to stop Reardon, who was driving a blue Chevy Suburban, for a vehicle code violation around 9:45 p.m. that Wednesday at Fifth and Main streets. The vehicle reportedly stopped, then pulled away from the officer multiple times, and collided with two vehicles—one occupied, one not—before stopping near Sixth Street and

Normal Avenue.

At that point, police say Reardon exited the vehicle, alternately complying with officers to lie on the ground then rising and approaching while reaching into his pockets and waistband. He eventually got on the ground willingly, but a melee ensued as officers attempted to cuff him.

“The suspect was struck several times in the lower legs with a baton during the struggle,” the release reads.

“Eventually, with the help of several officers the suspect was taken into custody.”

The video clip, which captures only about 15 seconds of the incident, was broadcast by Action News Now on Feb. 19. It shows an officer wielding a baton with two hands, and lining up like a batter at the plate to strike Reardon six times in the legs, as another officer attempts to cuff him. One of the officers is heard yelling, “Roll him over!”

Reardon was charged with recklessly evading police, hit and run, resisting arrest, driving under the influence and driving on a suspended license, as well as failure to appear on a June 2014 arrest for DUI and being a felon in possession of a firearm.

The women said word of Reardon’s arrest and beating spread among his family the morning after, and concerned

loved ones grew more worried after seeing the video on the news. Cahill, a social worker and longtime family friend who refers to Reardon as her nephew, began contacting CPD, Butte County Sheriff’s Office, the county jail and local hospitals to help locate him. She claims nobody would answer questions about his well-being, or confirm his whereabouts, until she spoke with O’Brien late in the day on Feb. 20.

“We were scared to death,” said Cahill, who noted that O’Brien told her Reardon was unscathed and the video was shot from “a bad angle.” “We didn’t know if he was dead or alive,” she said.

Cahill was finally able to visit Reardon on Monday, Feb. 23. She said Reardon claims he complied with police but panicked when cuffed, which prompted the blows. Cahill says Reardon told her he was in and out of consciousness as the officer continued to strike him all over his body.

She also says—and took photos to prove—that Reardon is far from unscathed, and that the injuries are not limited to his legs. Five photos she shared with the CN&R show cuts and bruises all over his body, including his face and head. She said he suffered a broken nose and broken ribs, the latter causing him to contract pneumonia.

They characterize him as troubled, but also as nonviolent and an essentially good-natured young man who serves as the primary caregiver for his disabled mother. They say Reardon had every intention of facing up to his legal obligations, but needed time to ensure his mother would be properly cared for if he ended up serving a long sentence.

O’Brien said police did not use excessive

force during Reardon’s arrest, and in fact praised the officers for the “restraint” they displayed during the incident.

“This was a potentially deadly situation,” he said, noting that Reardon acted threateningly toward officers after leaving his vehicle, at several points reaching into his clothing as if he had a weapon.

“I’d like to commend the officers for the not using deadly force when this was clearly a dangerous situation for everyone. Their training, judgment and restraint kept this from becoming a critical shooting incident.”

O’Brien related the police narrative of the entire pursuit and arrest, noting that the video circulating is “a short snapshot of a much longer episode.” He also said Reardon was apparently experiencing drug-induced hallucinations during the arrest, refused to believe the arresting officers were actually police, and that he was still combative when taken to the hospital afterward. “In the following days, he didn’t remember much of anything that happened during the arrest, from what I understand,” O’Brien said.

As for the family’s inability to contact him, O’Brien said it is standard CPD policy to keep an inmate’s location confidential and not allow visitors if they’re hospitalized after being taken into custody. He said the length of Reardon’s hospital stay was out-of-the-ordinary, and that the reason he was hospitalized so long was “the impacts of the substances he had ingested” rather than the impacts of a police baton.

O’Brien said he doesn’t have access to inmates’ medical records, so he couldn’t confirm what substances Reardon was on or what other injuries he sustained. Though he said some of Reardon’s injuries may have resulted from the two vehicle crashes during the pursuit, he also said it’s “very possible Reardon was otherwise injured during the very violent struggle.”

Cahill and Martinez said their family remains unsatisfied, and may seek legal action against the CPD. Reardon will appear in court for a preliminary hearing March 12. Ω

apartments and headed to City Plaza carrying brown paper bags.

Contrary to the typical stereotype many Chicoans may have of students, the bags were not hiding open bottles of beer but instead contained lunches meant for local homeless individuals and those struggling financially.

When the students got to the plaza they handed the bags to those sitting on park benches, stage steps or patches of grass.

The students, who’d handed out a number of lunches on their way to the plaza, were part of a group of 50 Craig Student Living residents who volunteered to put together and donate a portion of the 400 meals handed out that day to the local down-and-out folks across town as well as to social organizations that serve them, such as the Jesus Center.

Each of the students donated four meals that they’d paid for with their resident meal plans, making up 200 lunches of peanut butter and jelly or turkey and cheese sandwiches, bottled water, a piece of fruit, a bag of chips and a package of cookies. The dining services provider Sodexo donated the other 200 lunches.

The meal giveaway, called “Pay It Forward,” is part of the apartments’ Residence Life program and was put together by resident advisers Emanuel Hurtado, Corina Martinez, Rylee Newell and Yolanda Maldonado.

Kindra Adcock, the residence services director, said the Residence Life program “focuses on three core areas—social development, educational development and service initiatives.” The idea is to “develop, pro-

mote and implement community services opportunities” for the students in Craig Student Living, which includes attendees of both Chico State and Butte College.

“Residents are supported and challenged not only to live in, but also contribute to the greater good of their community,” Adcock said. “Through community service initiatives students also are made aware of the needs of real people, as well as the rewards and joys of responding to those needs.”

Indeed, the meal handout seemed to reach that goal.

Maleah Ikerd, a Butte College student from

Ukiah, said she found out about the program from a posting on a wall at the student apartments.

“We put all of the lunches together and now we are just walking around town handing them out,” she said. “The people seem very grateful for this.”

She said was appreciative in return.

“It makes me feel really good. I like making people happy and helping them feel thankful for other people’s actions. It makes you feel good when people smile and say, ‘thank you.’”

Ikerd said that not all of the people she’d approached took the offering with open arms.

“It’s sad when people say ‘no’ just because they are shying away from people being generous,” she said. “If the giving happened more often, maybe they wouldn’t be scared to say ‘yeah, I’ll take it.’”

One of the lunch recipients sitting on a park bench said her name was Geri and described her living conditions as “cold and wet.”

“I thought it was a lovely treat,” she said of the lunch she was handed. “It was very nice. I wasn’t expecting it. [The students] were very polite and they just asked if we’d like something to eat and I said, ‘That’d be great.’”

Tanner Van Housen, who is also a Butte College student from Ukiah, said he’d received a lot of “thank yous” during the day as well.

“I’ve only seen one person say ‘no,’” he said. “They were kind of weirded out by it, which is sad to think about people who are not used to other people doing nice things.”

Van Housen questioned the criticism by some in the community who say handouts only attract more homeless people to Chico.

“I feel like giving them food,” he said.

“They are human and they need to eat. It’s not like we are making them stay here.

Maybe if you give them money and they go spend it on things they don’t need, that is one thing, but actually giving them food I think helps them a lot.”

He said they’d learned from one woman that there were a number of homeless folks hanging out by the local Safeway, which is where he and some of the other students were headed next.

“It makes me sleep better at night knowing these people have food,” he said. “I was never aware of how many there were and I still don’t know how many are unable to eat and are homeless.”

One reciepient in the park named Rick was a bit ambivalant in explaining his living conditions.

“I’m so-so,” he said. “I have stuggled, but I have had good times, too. I’m sitting here hungry and was thinking about going over to Jack in the Box to get me something to eat, but these kind people said, ‘You want a sack lunch?’ Not only do I get to eat, but I get to save a few dollars.”

funds from last fiscal year, the most contentious expense was a relative drop in the bucket— $25,000 to help the Chico branch of the Butte County Library maintain its current hours of operation through the end of the year.

In June, it became apparent that the city’s cost-cutting measures, in addition to increased sales and property tax revenues, had created a surplus for fiscal year 2014-15, though that’s still in the context of the city’s $7.8 million general fund deficit. In an email to the CN&R prior to the meeting, Mayor Mark Sorensen explained that the council was “not in a hurry to allocate the funds until we had a better sense of what the current year would look like.”

At Tuesday’s meeting, city staff presented the council with three options, two of which would direct varying amounts toward the deficit and other pressing one-time needs, such as an assessment of the city’s streets, LED street lights and monitoring equipment for City Hall.

The third option was to contribute the bulk of the surplus to debt repayment.

Included in the first two options was additional funding for the library, which each council member spoke of as a vital community resource. They shared some concerns as well—namely fairness, considering the multitude of arts groups and community organizations previously accustomed to receiving city funding that were cut off in 2014.

“It’s been my contention for years that library funding should come to us to be reviewed with other community organizations,” said Councilwoman Ann Schwab.

the city has directed toward the library this year, and given the city’s long history of supporting the county-run library, could be considered a one-time expense.

“We’re saying this is one-time funding, so where does this leave the library next year if we approve [funding] this year?” she asked.

City Manager Mark Orme explained that he included library funding among the recommended one-time expenditures because he believes it’s valuable in terms of public safety, the council’s No. 1 priority, because it provides a positive environment for people who don’t have a place to go and a means of finding work for the unemployed.

Ritter motioned to adopt the option that represented a middle ground between addressing onetime expenses and paying down the city’s debt, with the caveat that, in the future, the library gets funding consideration alongside all other community organizations that apply.

The motion passed with a 6-to-0 vote (Councilman Randall Stone, who lives near the library, recused himself from the discussion), thereby directing $25,000 to the library, $2.45 million toward the general fund deficit and about $500,000 to preapproved projects.

The council didn’t earmark the entire sum, as $1.2 million will carry over to the 2015-16 general fund balance.

port Commission on Tuesday as the city attempts to attract an airline to replace SkyWest, which stopped serving Chico in December due to poor sales and maintenance and fuel costs.

In the wake of SkyWest’s departure, the city formed an Airline Attraction/Feasibility Committee. Its findings were presented by Katie Simmons, president and CEO of the Chico Chamber of Commerce, who said that there’s a clear need for a manager of the Chico Municipal Airport.

Orme echoed that sentiment, adding that city staff doesn’t have the time and energy to “turn the airport into the enterprise it’s supposed to be.” Currently, only one member of city staff is dedicated to overseeing administrative duties at the airport, he said.

Vice Mayor Sean Morgan provided a summation: “Assets produce revenue, and our airport doesn’t,” he said. “I think it could, and that would be fantastic … but I don’t think we have the local expertise to make that happen. I know we don’t have the staff that has the time to make that happen.”

To that end, the city sought outside help by posting a request for proposal, drawing only one response—from airport management company AvPORTS, which oversees the operations of 14 airports on the East Coast. Despite comments from several longtime tenants of the airport concerned with how the company’s management will affect existing lease agreements, the council voted unanimously to pay AvPORTS $190,000 to manage the airport through Dec. 31.

release of Chico’s Lwithast2014itweek’s crime statistics brought cries of a dramatic increase

in crime reports. Headlines and TV news broadcasts hyped the increase, but paid little attention to the simultaneous announcement that a new online reporting system likely rendered at least some of it invalid.

That system, called CopLogic, allows victims of property crimes to self-report to the Chico Police Department. So, if you had your bike stolen from outside your apartment, you could log on to CopLogic and report it yourself.

“With that new technology, we’ve seen more people reporting crimes than they had in the past,” explained Chico Police Capt. Mike O’Brien.

The system was implemented in January 2014 as a way to make more efficient use of police staff time. Considering property crimes make up the majority of crime in Chico, it no doubt freed up officers to respond to more pressing calls. In 2014, there were 3,647 crimes reported, of which at least half came through CopLogic.

Chico PD Crime Analyst Robert Woodward warns in his introduction to the statistics that CopLogic may provide numbers that can’t be fairly compared with previous years.

“A significant change in crime reporting in Chico (via CopLogic) has resulted in a much greater number of Part I Crimes, specifically larcenies …” he writes. “It is a reasonable assumption that larcenies were underreported in

previous years and the 2014 number is an improved estimate of the number of these crimes in Chico.”

Another contextual issue that the media seemed to miss or gloss over was the fact that in the past 15 years, 2014 was only the third highest for reported crimes when related to the population size, with 2002 and 2004 being higher.

“We had a lot of crime occurring back in 2002 and 2004, obviously,” O’Brien said. “That doesn’t diminish what’s going on right now. I’m not saying the sky is falling, but we are recognizing a clear trend from 2011 to 2014—a 47 percent increase in part I crimes. That is significant.”

It does sound significant. And the stats do show a steady increase in crime from 2011—the low—to 2014. Then again, as Woodward pointed out, last year’s numbers likely have been skewed

by CopLogic, so it’s too soon to get a full picture of what that purported 47 percent rise in crime represents. From 2011 to 2013, for instance, there was only a 23 percent increase.

Crimes against persons are not reported online, so those numbers are more reliable. They, too, show an increase—of 9.4 percent.

“Crimes against persons will always be our priority,” O’Brien said. “The fact that those numbers are also going up is extremely concerning. Property is property— it can be replaced. When you’re assaulted, or sexually assaulted, that leaves a lasting scar unfortunately.”

When it comes to pointing fingers

at probable causes for the increase in crime last year, O’Brien and interim police Chief Mike Dunbaugh, in a memo to the city regarding the statistics, look primarily to staffing levels.

“The reduction in law enforcement resources has significantly harmed our ability to be responsive in efforts to try to help our community,” Dunbaugh writes.

O’Brien said the department is looking forward to hiring more officers, a move recently approved by the city manager and City Council.

“The increase in Part I crimes coincides with staffing shortages, but that doesn’t explain everything,” O’Brien said. “There are a variety of factors that have caused our crime numbers to go up.”

He pointed to Assembly Bill 107—prison realignment—and Proposition 47, which reduced sentences for certain crimes, as probable factors. He also said he’s noticed an increase in calls regarding mentally ill individuals who either haven’t been diagnosed, have been misdiagnosed or for some reason or another aren’t on their medication.

“And there’s also an element of the homeless population that are criminally inclined,” O’Brien said.

“I’m not saying that’s the majority—that’s not at all what I’m inferring—but there is an element that is clearly geared more toward criminal activity.”

Her mother represents the third generation of a farming family with techniques now labeled organic; their pursuits have included olive orchards and winemaking. Her father comes from a line of ranchers who’ve practiced “nomadic pasturing of animals for two or three generations now.” The culture of the continent emphasizes preserving traditions.

Only as an adult did she learn these ingrained ideas had a name. Permaculture, a concept commonly applied to ecological agriculture but containing broader philosophy, put an intellectual framework on many things she’d learned intuitively.

“I’ve feel like I’ve been living all my life in relation with [permaculture]; it just wasn’t called anything,” said Maicas, now 36 and living in Chico. “It was just living and working with the land.”

She studied permaculture—specifically how to design horticultural projects sustainably—in Australia, where the school of thought originated. Maicas spent six months in Bali, teaching and implementing design techniques, then furthered her studies closer to home on islands in the Mediterranean. She came to Chico just over three years ago to be with her partner.

Maicas found her new community on a similar wavelength as her homeland.

The North State has an organization, the Chico Permaculture Guild, embracing the paradigm she champions. Organic farming, local-food movements, sustainability: These are some of the elements that quickly resonated with her and motivated her to start teaching principles locally, in order to expand the scope to “community-related permaculture.”

She elaborated: “People have this tendency of always thinking permaculture is [simply] the best way of doing an amazing garden or an amazing orchard; I realized this town is very communityoriented, and … in that way it relates to Europe, because people here like to do things together, are interested in working on projects together, in collaboration.”

So, what is permaculture? The term,

when created by Bill Mollison and David Holmgren in the late 1970s, fused “permanent” and “agriculture”; now “culture” is accepted as the second half, to incorporate social components.

“Originally it was focused more on trying to build agricultural systems that were mimicking natural systems,” she said. “It since then has taken on [added dimensions] where humans can design places where we live that also mimic natural systems—where we’re living in tune with the ecosystem; where we’re using appropriate technology, as well as land-care techniques that don’t harm … and where anything that is a byproduct of the system is reincorporated into another system.

Maicas offers a visual representation: a hug. Permaculture is “about how to interrelate things and how to make them work with each other instead of against each other. You’re bringing in organics, biodynamics, eco-building, alternative economics, sustainable education, work catchments (i.e., landowner partnerships) … to work together for design.”

The Chico Permaculture Guild has introduced precepts at monthly meetings.

Maicas has taught at Butte College and now, through her nonprofit organization (Perma-fun-k), is launching a course offering certification in Permaculture design. The curriculum, divided into four modules totaling 72 hours of instruction, will be presented by facilitators including land-management educator Richard King, Kelly Munson of Butte College, Lee Altier of Chico State and Kalan Redwood of Redwood Organic Seeds.

Ladwig-Cooper, who runs the ecological landscaping firm Gaia Solutions with her husband, says “people utilize bits and pieces of the permaculture toolbox”; apart from perhaps a few individuals “having their entire property self-sustaining or self-regulating, most people are doing what they can do. Being in an urban environment tends to make it a bit more of a challenge … until municipalities adopt a lot of these principles, I think we’re only able to do it in bits and pieces.”

While permaculture “can be applied to everything” in lifestyle design, LadwigCooper says it’s being adopted locally via rooftop rainwater collection, stormwater mitigation, soil health, forest gardening, green energy and integrated pest management. She could go on, and she expects the list to grow.

“The last several months, for the guild, we’ve had a larger than normal attendance at our monthly gatherings,” Ladwig-Cooper said. “I don’t know if it’s because we picked out a whole schedule … or if it’s because the drought has pushed people to be thinking about their land a little bit more, or just the state of climate change is making people more aware and wanting to learn and do and be more active.”

That is Maicas’ goal for her training: action. She hopes to expose a range of people to the permaculture spectrum, then turn them loose.

“I hope each takes it and applies it in the field to whatever they feel good about, whatever they’re already working on,” she said. “The idea is to be training the future leaders.” □

How did you get into this business?

As with most pirates, my profession grew from necessity. Having lost my job, and finding no viable options to replace it, I turned to the talents I have, in order to coerce an income out of those surrounding me—by cunning and wits—without having to create a product, or do any real work. I also became Santa—but that was inevitable, as I have a very gray beard. I was sitting in church one day and a small boy in front of me kept looking back at me. When his mother told him to sit still, he whispered, “But Mom, it’s Santa!”

Have you always been a theatrical person?

On and off … I was always a weird sort of kid, but very shy. Humor became a defense mechanism. I came to learn that you could hide in plain sight by simply becoming someone else. I didn’t take drama in school. I took debate, which incorporated many of the same skills. I learned presentation,

reflexes, thinking on your feet, and having a large store of material from which to choose. I worked in a number of small community productions, and eventually became a performer at the Southern California Renaissance Pleasure Faire for many years. I performed Shakespeare. I portrayed a sword-fighter, a nobleman, a merchant, a peasant, and engaged in countless hours of impromptu street performance.

What kinds of places do you appear in costume?

I’ll wear a costume anywhere. I’ve done a lot of historical reenactment. I’ve done street performance, parties, shows, weddings, and I’ve even worn a costume to a funeral. I keep expecting to see myself show up some day on the “People of Walmart” webpage, as I have no problem running into a store on my way to or from a performance.

What’s the most unusual thing that’s happened doing this work?

Once I was doing a public swordfighting demonstration. My partner was my instructor in swordfighting, and was considerably better than I was. I was losing, and quite obviously so. So I decided to turn the tables. I had a replica wheel-lock pistol, which I decided to use to my advantage. However, as I drew the pistol in haste, it caught on my belt and flew out of my hand, landing directly at the feet of my opponent, who quickly picked it up and turned it on me.

It’s been hard to keep up with all the development at the North Valley Plaza lately. I’ve written about Buffalo Wild Wings, the expansion of The Pour House, a new Starbucks drive-through. And I’ve mentioned that there was another project in the works that wasn’t yet ready to hit print.

Well, two weeks ago, that project, the Galaxies Restaurant, was approved to move forward by the city Architectural Review and Historic Preservation Board. The 18,000-square-foot sports bar, restaurant and family entertainment center is a pretty cool concept. At Galaxies, each table will have tabletop touchscreens for ordering food and entertainment, with diners able to enjoy ESPN and NFL Sunday Ticket on their own personal screens. It will have a high-tech bar from which patrons order drinks through a tablet, rather than having to wait in line. One of the draws will be the arcade games, including racing and flying simulators. There’s yet another new restaurant that’s rumored to be coming to the plaza, and just across East Avenue, a major makeover is underway.

Natural foods store New Earth Market is moving into a spot in the Walgreen’s shopping center, and the entire commercial development will see some major renovations. If you’re a fan of the Last Call Lounge, get over there soon—it’ll be closed by the end of April. I’ll have more updates on these improvements later this month.

Back to the ports: The day after my last column was printed about the devastating impact of the West Coast port slowdown on local businesses, a tentative labor agreement was reached. I’d like to think that my call to end the nine-month-long labor dispute between the International Longshore and Warehouse Union and Pacific Maritime Association had something to with the resolution, but I’m pretty sure it was a result of U.S. Labor Secretary Tom Perez showing up to negotiate an end to the standoff.

Last week, during an interview with NPR’s Renee Montagne, Perez said President Obama eventually gave the green light to intervene in the labor dispute because of the “ripple effect” the port slowdown was causing.

Perez added that focusing on the “collateral damage” was his main argument to push for resolution. That collateral damage occurred right in our backyard, and the residual fallout is ongoing.

Jake Cecil, plant manager at Omega Walnut, said the Orland walnut processing facility is still not in the clear. They are “battling the backlog” of unprocessed walnuts after being forced to shut down plant operations.

Additional costs for storage are adding up, and according to Cecil, even though the ports are now seeing movement, because there were so many shipping containers tied up during the slowdown, there’s now a shortage of available containers for new shipments.

Cecil worries that by the time the dust finally settles from this storm, the five-year labor contract will be back up for negotiation. I share his concern, but remain encouraged that Perez’s biggest bargaining chip, sharing stories about the effects on operations like Omega Walnut, will help to keep businesses out of the crosshairs of another labor dispute.

Crises unsupported

Back in October, the CN&R previewed The Celebration, an annual charity fashion show coinciding with Breast Cancer Awareness Month at which cancer survivors are models escorted by local firefighters. Now, the proceeds will benefit patients at Enloe Regional Cancer Center.

The Celebration Foundation will present a check for $40,000 to the Enloe Foundation today (March 5). The money will primarily go toward the transportation needs of cancer patients, according to Christina Chavira, Enloe’s communications specialist. In the past, the funds have also been used for overnight stays for out-ofarea patients who have received chemotherapy treatments and can’t safely travel home that night, and necessities such as ostomy supplies and bandages for outpatients who can’t afford those items.

KAISER’S TREATMENT DELAYS

The state has come down hard on Kaiser Permanente for delays in treatment of mental health patients—again.

In a report released Feb. 24, the state Department of Managed Health Care said some Kaiser patients wait weeks to see therapists of psychiatrists, and also criticized Kaiser for providing their patients with misleading information regarding their mental health coverage, according to the Los Angeles Times. It’s the second time in recent years that California regulators have slammed Kaiser regarding its psychiatric care; in 2013, a survey found four major deficiencies in the HMO’s handling of mental health patients. Kaiser has corrected two of the four areas of concern, state officials said, but still fails to deliver mental health treatment in a timely fashion.

The Oakland-based Kaiser said it has been making a flurry of hires to meet demand for mental health services, increasing its number of therapists by 25 percent since 2011.

NO DIPPIN’ ON THE DIAMOND?

A bill introduced on Feb. 24 will, if passed, ban all smokeless tobacco from every baseball venue in California, including all five Major League Baseball stadiums.

A revived call to ban smokeless tobacco in MLB venues has arisen after the death of Hall of Fame outfielder Tony Gwynn, who spent his entire career with the San Diego Padres. He died of salivary gland cancer last year at age 54. The author of the bill, Assemblyman Tony Thurmond (D-Richmond), said, “This is all about helping young people. … Kids emulate ballplayers. If they see them use it, they will use it as well.”

Matthew Myers, president of the Campaign for Tobacco-Free Kids, said the bill is just the start of a national movement, and that he “hopes that California can be a catalyst.”

For the past 24 years, Rocky Cruz, program director of Rape Crisis Prevention and Intervention, has worked tirelessly on behalf of victims of sexual violence.

ocky Cruz gets two or three hours of Rdirector sleep on a good night. As the program at Rape Crisis Intervention and

Prevention in Chico, she’s on call 24 hours a day for 11 months of the year.

Much of the sleep she’s lost over the past two decades with Rape Crisis is due to the intensive nature of her work. A victim of sexual violence could call the 24-hour crisis line at any time, and Cruz always makes herself available to victims through every step of the process—emergency room forensic exams, interviews with law enforcement, court appearances, finding temporary housing, and meeting with the victim’s family.

“I sleep when I can, and I’m tired most of the time, but I feel very fortunate,” she said. “I love my job. It doesn’t feel like work.”

Even so, the last year has been particularly straining for the staff at Rape Crisis.

Past sources of funding have been withdrawn, and it’s not like the nonprofit based in north Chico was overflowing with money to begin with. As Cruz explained, rape intervention and prevention isn’t a warm-and-fuzzy cause that draws many charitable donations.

“It’s not like helping animals,” she said.

“It’s not something people are willing to give for.”

In the statewide context, California’s rape crisis centers are critically underfunded

compared with agencies dedicated to a similar cause. Last year, 103 domestic-violence centers in the state shared about $20 million in state funding, according to the Governor’s Office of Emergency Services. Meanwhile, 84 rape-crisis centers were allotted a total of $45,000. Based on nearly 30,000 victims of sexual violence served by those agencies in 2012, that equates to about $1.50 of state funding per survivor.

“There’s this disparity with money for sexual violence, even though it’s a component of domestic violence; it happens in intimate partner-relationships,” Cruz said.

What’s worse, that $45,000 was divvied up among just 29 of California’s rape-crisis centers. As a result, Rape Crisis in Chico, the only state-certified agency of its kind serving Butte, Glenn and Tehama counties, received zero state funding in 2014.

However, since most of the organization’s financial support comes from the federal government, missing out on that money wasn’t the end of the world, Cruz

said. She had anticipated that and budgeted accordingly by cutting all printing and advertising.

“We planned for the worst but hoped for the best,” she said. “When we lost state funding, we were saddened, it was a disappointment, be we had prepared for it.

“What we were not ready for was [losing funding from] the city of Chico.”

For 17 years leading up to 2014, the city had

awarded varying amounts of funding to Rape Crisis through its community grant program, handing down as much as $30,000. But over the last few years, as the depth of the city’s financial troubles became clear, funding began to dwindle. In 2013, Rape Crisis was allotted about $18,000—a windfall Cruz didn’t take for granted.

“We understood that they were in a budget crunch,” she said, “so we worked with whatever they gave us.”

available. She’s also been forced to cut back how many free counseling sessions the agency offers.

Suffice to say, the situation has been frustrating for Cruz and her colleagues.

“I’ve wanted to go out and bitch and moan and be nasty,” she said.

“But everyone has told me, ‘Rocky, you can’t burn any bridges. You have to be careful of what you say.’

I’m like, ‘There’s no bridge to burn.’” lessly to renew support in Rape Crisis’ cause. Lately, she’s been making regular trips to Sacramento to advocate at the state level for more funding for California’s rapecrisis centers. And she’s not alone.

The California Coalition Against Sexual Assault, for instance, announced in January that it’s pushing for the state to match the $20 million annually awarded to domestic violence organizations.

“We don’t want money to be taken away from domestic-violence support,” Cruz said. “But if you’re going to give them $20 million, give us $20 million.”

Cruz isn’t holding her breath waiting for city funding to return, but vows that Rape Crisis will continue providing a voice for victims of sexual violence—as it did for 600 people last year.

“I teach to the counselors here: We can’t fix or save anybody. We don’t have the answers. But we can be constant.” Ω

organizations and arts groups were informed that the city’s financial support would be drastically reduced. Whereas the total amount allotted to community and arts organizations in June 2013 was $207,243, former City Manager Brian Nakamura had recommended that arts and community funding amount to no more than $25,000— for all organizations—in 2014-15.

On July 24, Cruz received a letter from former Mayor Scott Gruendl denying Rape Crisis’ application for the grant funding.

“The city of Chico appreciates your proposal,” the letter reads.

“However, I regret to inform you that your application was not selected for the community grant program this year. I sincerely appreciate your efforts in applying.” The letter said each proposal was reviewed based on “alignment with the city’s goals and plans, and the focus on specifically serving Chico residents.”

The rejection was a major blow to Rape Crisis. The agency’s staff has been reduced from 20 full-time employees to six full-time and five part-time employees, including the elimination of three counselors and a grant-writer position. And there’s no longer anyone working on prevention efforts such as outreach and education in area schools.

Perhaps most important, it often takes longer for a representative from Rape Crisis to respond to victims in emergency, Cruz said, because sometimes nobody is

s the Gilgamesh saga, Ponce de Leon’s quest for the Fountain of Youth, and the alchemists’ search for the philosopher’s stone all attest, the yearning for eternal life and youth has been a preoccupation of humans for millennia. Yet quite a few people remain unconvinced that cheating death is a good idea.

“Living too long is a loss,” the oncologist and bioethicist Ezekiel Emanuel wrote in a widely cited Atlantic article this past October, provocatively titled “Why I hope to die at 75.” “It renders many of us, if not disabled, then faltering and declining, a state that may not be worse than death but is nonetheless deprived.” Emanuel added, “It robs us of our creativity and ability to contribute to work, society, the world.”

“The longer lives that medical advances have given us have run exactly parallel to the increase in chronic illness and the explosion in costs,” wrote Daniel Callahan, founder of the Hastings Center, a bioethics think tank, in a 2013 New York Times op-ed. “Can we possibly afford to live even longer—much less radically longer?”

“It’s worse than you think,” fretted Harvard political scientist Gary King and Dartmouth demographer Samir Soneji in a New York Times op-ed on the future of Social Security the same year. “If the amount of money coming in through payroll taxes does not increase and if the amount of money going out as benefits remains the same, the trust funds will become insolvent less than 20 years from now.”

For every promising advance in cancer treatment or hip replacement, a chorus chimes in with a warning about being careful what we wish for: Sure, we’re curing diseases and easing pain, but perhaps the cost—in health and in dollars—is too high.

This approach isn’t just wrong; it’s almost criminally obtuse. These objections conflate the physical process of aging with the mere passage of years. Our quest must be—as it has been for all of recorded history—not merely

to live a long time, but to slow and stop the process of aging. Eternal youth, not just long life.

The current medical paradigm is to go after each individual disease as it emerges in a perpetual game of therapeutic whack-a-mole. The result is that individuals begin to accumulate infirmities. About 50 percent of Medicare beneficiaries are being treated for five different chronic conditions. This is ultimately a losing proposition, because aging bodies accrue more and more lethal and disabling conditions that compete to kill them. Patients routinely survive health crises that would have done them in even a generation earlier, but to what end? If an older patient doesn’t die of a heart attack, prostate cancer could do him in.

If a stroke doesn’t get her, the Alzheimer’s will. Ultimately, more than 25 percent of Medicare spending goes toward the 5 percent of beneficiaries who die each year.

There is a better way. We must look beyond individual pathologies to their root, aging itself. If anti-aging treatments can maintain people in the state of health of the average 30-year-old, the onset of chronic illnesses will be forestalled and health care and pension expenditures will be much lower. And it increasingly looks like we may actually be able to slow or even stop the aging process.

The annual incidence rate for heart attacks, for example, is just 0.3 per 10,000 people before age 35. This rises inexorably to 66 per 10,000 for people who are between 65 and 74 years of age, eventually reaching 190 per 10,000 people for those over age 85.

The good news is that the age-adjusted death rate from coronary artery disease has fallen enormously over the past six decades, dropping from its peak of 482 deaths per 100,000 Americans in 1968 to 114 per 100,000 in 2010. This trend means that 1.2 million deaths from coronary artery disease were averted in 2010 alone. Nevertheless, cardiovascular disease remains the leading cause of death and disability in the United States.

Similarly, the probability of developing cancer goes up with advancing age. According to the National Cancer Institute, Americans have a 5.4 percent chance of developing cancer and a 2.2 percent chance of dying from the disease before age 45. The probability of developing cancer climbs to 24 percent between ages 55 and 64, while the chance of dying increases to nearly 19 percent. About 77 percent of all cancers are diagnosed in people 55 years of age and older.

In 2012, the Centers for Medicare and Medicaid Services reported that 71 percent of Medicare beneficiaries suffer from at least two chronic conditions.

The Centers for Disease Control and Prevention estimates that treating chronic diseases accounts for about 75 percent of total health system costs.

In a 2013 report, the Congressional Budget Office projected that two-thirds of 65-year-olds likely will need assistance to deal with a loss in physical and/or cognitive functioning at some point during their remaining years of life.

All this treatment is expensive. Really expensive. In 2013, U.S. health care spending reached $2.9 trillion, more than 17 percent of the country’s gross domestic product (GDP).

Medicare spending was $586 billion, about 20 percent of all national health spending in 2013. Nearly 30 percent of Medicare spending—about $170 billion—was spent on patients’ last six months of life.

There are also old-age entitlements to consider. At the moment, the elderly

U.S. life expectancy was just 63 years in 1940 when the first monthly Social Security check was made to Ida May Fuller in the amount of $22.54. Ms. Fuller, who had paid a total of $24.75 into Social Security, eventually received $22,888.92 in benefits by the time she died in 1975 at the age of 100. But she was lucky: In 1940, the percentage of the men who survived from age 21 to 65 (their working lives) was 54 percent, and for women it was 61 percent.

By 2010, those figures rose to 78 percent and 87 percent, respectively. Since 1940, life expectancy has risen to 78.8, an increase of nearly 16 years. The Social Security Administration currently projects that the average life expectancy will be 84.8 years in 2060.

Absent significant policy change, longer lives mean larger outlays. In July, the Congressional Budget Office identified an aging population as the key driver of increased retirement and medical spending, accounting for 55 percent of the projected growth in federal spending for Social Security and the major health care programs as a share of GDP through 2039.

What’s more, when you ask people about whether they’d like to live longer lives they have decidedly mixed feelings. A 2012 poll commissioned by the drug company Pfizer reported that 64 percent of those surveyed said they were most afraid of losing independence or living in pain.

Even more starkly, in a 2005 survey by the Massachusetts AARP, nine out of 10 respondents answered that total physical dependency would be worse than death. In other words, their primary worry is a drawn-out period of infirmity, with very low quality of life. And they’re also worried about who’s going to pay for all of those extra years. A 2010 poll of Americans ages 44 to 75 by the Allianz Insurance Company found that 61 percent said they fear depleting their assets more than they fear dying.

Of young mice and young men Now let’s look at these problems again, concentrating not on long life but on long youth. If bodies can be kept young, they will be less vulnerable to diseases at any chronological age. Bodies age in much the same way that automobiles do. In the course of roaming around the world, they accumulate damage, which, if not repaired, leads to a breakdown. Unlike automobiles, human bodies do have some capacity for fending off hurts and for self-repair, but those mechanisms eventually wear out.

Fortunately, researchers are making considerable progress in figuring out credible ways to repair the damage and thus slow down the aging process. “We have good reasons to think that slowing the aging in humans is scientifically plausible and, given sufficient research investment, might prove to be within our technical grasp in the foreseeable future,” Olshansky and his colleagues asserted.

The cells in our bodies divide a number of times over the course of our lives, but they ultimately stop and become senescent.

Organs and tissues are also replenished from stockpiles of stem cells that can renew themselves, but they eventually falter. Researchers such as James Kirkland, director of the Mayo Clinic’s Robert and Arlene Kogod Center on Aging, suggest that cells stop dividing and become senescent as a way to prevent them from being cancerous. In younger bodies senescent cells are generally killed off by immune cells called macrophages. But senescent cells secrete substances that reduce macrophage responsiveness and that induce inflammation in healthy cells and tissues.

Researchers have found that the buildup of senescent cells correlates strongly with all sorts of maladies that increase with age, including frailty, diabetes, heart disease, dementia, eye diseases, bone and joint diseases, and cancers. This suggests that killing off senescent cells might increase healthspan and lifespan.

To check this hypothesis, Mayo Clinic researchers created genetically modified mice that accumulate senescent cells quickly and thus appear to develop lots of age-related disorders quickly, including cataracts, muscle weakening, thinning skin, and cardiac arrhythmias. The scientists also made the senescent cells susceptible to a killer drug that was attracted to a specific compound that they secrete. In a 2011 Nature article they reported that removing the senescent cells using the drug significantly delayed the onset of the age-related disorders. They concluded that the research indicates “that removal of senescent cells can prevent or delay tissue dysfunction and extend healthspan.” The search is on for possible senolytic drugs 18

that would slow aging by eliminating senescent cells.

Another possible way to slow aging is to prevent cells from becoming senescent in the first place. Some research suggests that the immunosuppressant drug rapamycin and the diabetes drug metformin do stop cells from becoming senescent by encouraging cells to repair damage to themselves. Dosing mice with rapamycin increases their physical fitness, improves their cognition and cardiovascular health, and cuts their cancer rates; they live about 15 percent longer than untreated mice.

One more possible cause of aging is the decline in the regenerative capacity of stem cells and/or the exhaustion of the stem cell pool in adult tissues and organs.

Stem cells can transform and proliferate to replace worn-out cells in the adult organs and tissues in which they reside. Can the capacity of adult stem cells be restored so that they can repair and replace damaged tissues and organs in older adults?

In 2014, Harvard stem cell researchers Amy Wagers and Richard Lee reported the results of experiments in which they surgically stitched the circulatory systems of young mice to those of old mice. They found that factors in the blood of young mice enhanced the functionality of adult stem cells in the old mice, so that they rejuvenated muscle and heart tissue and improved blood flow to the brains of the old mice. That, in turn, sparked the growth of new brain cells. They isolated a protein from the blood of young mice called GDF11 and injected it into old mice, where it had essentially the same rejuvenating effects. The researchers are now talking to venture capitalists about financing a company that would aim to bring GDF11 into human trials.

The 2013 launch of the anti-aging company Calico—created by the founders of Google, with former Genentech board Chairman Art Levinson in charge—is a pretty good sign that anti-aging therapies are becoming a real prospect.

Expensive antiques But what about the bottom line? Is it a better fiscal proposition to keep paying for grandma’s Plavix or to try to figure out how to keep her young instead? In 2013, a team of health economists led by the University of Southern California’s Dana Goldman tried to answer that question.

Their Health Affairs study simulated the health trajectory of older cohorts under four life expectancy scenarios as a way to estimate the evolution of health spending through 2060.

The four scenarios included a baseline with no disease changes, a scenario in which cancer incidence was reduced by 25 percent, another in which heart disease prevalence dropped 25 percent, and one in which aging was delayed by 2.2 years.

These scenarios are quite modest; they assume that medical progress affecting the healthspans and lifespans of people who reach the age of 51 by 2030 essentially stops between then and 2060.

In these simulations, life expectancy at age 51 in 2030 in the baseline scenario was another 35.8 years; delayed cancer, 36.9 years; delayed heart disease, 36.6 years; and delayed aging, 38 years.

For what it’s worth, the Social Security Administration estimates that the current life expectancy for a 51-year-old is 28.6 years. In the baseline scenario, the number of Americans over age 65 rises from 43 million in 2010 to 106 million in 2060. Delayed cancer and heart disease boost that number by 0.8 and 2 percent, respectively. Delayed aging adds nearly 7 percent more people over 65 to the population by 2060.

Assuming no changes in the age thresholds at which Medicare and Social Security entitlements vest, Goldman and his colleagues calculate that by 2060 delayed heart disease would reduce Medicare expenditures in 2010 dollars by $60 billion below baseline, and delayed cancer would increase them by $80 billion.

Their proposed eligibility fix for their delayed aging scenario would gradually increase Medicare eligibility from 65 to 68 and Social Security from 67 to 68. Such a fix would reduce combined Medicare and Social Security outlays, in 2010 dollars, by a total of $500 billion between 2010 and 2060.

The longevity dividend But to fret about Social Security payouts is to miss the forest for the trees. “Ask yourself: what do you have now, and what do you covet, that you would not gladly trade for, say, five extra years?” Michael Kinsley wrote in The New Yorker in 2008.

Kinsley was then at the ripe old age of 57. As it happens, statisticians have tried to answer Kinsley’s question. Based on various calculations of what people appear to be willing to pay to avoid deleterious outcomes or to accept hazardous jobs, statisticians conservatively conclude that people on average value a year of life at about $100,000. Using this value, Goldman and colleagues estimate that between 2010 and 2060 their delayed aging scenario “yields a social benefit of approximately $7.1 trillion.”

Perhaps this estimate of the benefits of longer lives is too low. In a 2006 National Bureau of Economic Research study, University of Chicago economists Kevin Murphy and Robert Topol used a similar willingness-to-pay metric to calculate the value of the increase in longevity in the United States—newly produced lifeyears—over the 20th century. They argue, for example, that men gained additional life-years worth roughly $1 million over that period.

Over the course of the 20th century, the average life expectancy of a 30-yearold man increased from 34.9 years to 46.2 years. As a thought experiment, theauthors invite doubters to contemplate

He added, “I believe that we are 10, 12, maybe 14 years away from where we will be adding more than a year of life expectancy every year, not just to infant life expectancy, but to your remaining life expectancy.”

Kurzweil calls this the “longevity escape velocity”: a scenario where technologies to stave off aging develop faster than people age. Back in 2005, the Harvard life extension researcher David Sinclair said he “would be disappointed if we were all born one generation too early.”

Me too. Since 1960, average U.S. life expectancy has been increasing at a rate of two months for every year that has passed. That is utterly unsatisfactory.

The fiscal, social, and health dividends that achieving that feat would yield are effectively infinite.

Forgoing the fountain of youth Objections remain. Wouldn’t radically increased longevity lead to overpopulation, some wonder?

The plain fact is that social and technological innovation has been most rapid in those societies with the highest average life expectancies.

The discoveries and possibilities in the coming centuries strike me as yielding a rather steep and exciting exponential knowledge and technology curve.

And if somehow lack of imagination did produce boredom, the solution is straightforward. You can experience the thrill of dying simply by stopping your longevity treatments.

Callahan, Emanuel, McKibben, and others who oppose anti-aging research have fallen for what the antiaging advocate Aubrey de Grey calls the “Tithonus error”—the idea that extended life will necessarily mean extended frailty. They are suffering from a static way of thinking about the world they live in.

Researchers are in hot pursuit of promising treatments that would actually retard and maybe even reverse aging. Defusing fiscal time bombs would be only a minor consequence of deploying effective anti-aging treatments. Once rescued from the ravages of aging, all people will be endowed with the life and the liberty Ω to truly pursue their happiness.

Chico’s art-film theater under new management

Montalbano. That name, not so coincidently, is the same as that of Giusta’s longtime story and partner in cinematic adventures at photo by the Pageant, Roger Montalbano.

The theater also will offer free screenings of what Montalbano deems “important political and environmental documentaries,” as well as special events with guest filmmakers and live music.

Miles has his own notorious place in the theater’s history. He was working at the Pageant in the early days when they were showing the 1981 punk documentary The Decline of Western Civilization.

“I was a young punk and I had the key to the theater,” he said. “So one day some friends and I cut school, stole a case of beer off of a beer truck and went down to have a private matinee screening.

Unfortunately, we ended up blowing out the theater’s speaker system. It was traced back to me as we had left behind an incriminating trail of beer bottles.

I was fired that night. Now 30 some years later I’m given my chance at atonement.”

While hoping to maintain the theater’s longtime core audience, he said he will also offer programming to try appeal to a younger audience as well and include a student-discount admission.

The first film he’s booked, opening Friday, is A Girl Walks Home Alone at Night, which he described as “an Iranian-hipster, feminist-vampire romance, [a] postpunk blend of horror, film noir and spaghetti westerns.”

in 1980 from the late Al Mitchell, who at the time was a sponsor of their CARD softball team. Roger bowed out as an active partner about a dozen years ago.

“It’s been 35 years and Tim is ready to move on,” the elder Montalbano said in a recent interview in 20

“After our softball games we used to go to the old [Caffé] Malvina and Mitchell would come in and we’d buy him beer because he was our sponsor,” Roger recalled. At the time Mitchell had recently purchased another theater in downtown Red Bluff.

“One night he said, ‘I’m pretty busy with this other theater and I’m going to go dark with the Pageant. Does anybody know anybody who would like to run a theater?’ Tim and I looked at each other.

We had played softball together, but weren’t really close friends at that time. I said, ‘Well I’m interested’—I’ve always had a film background—and Tim said, ‘Yeah, I’m interested too.’”

Early on he and Giusta would stand outside the theater to greet passersby and try to usher them inside “If 10 people showed up, we were cheering,” he said. “We were dying until we got Ordinary People [in the fall of 1980], which was a huge hit. We played it for like three months. But after that we went back to not being so successful and decided to take a chance on some alternative.”

The alternative was switching over to foreign and independent films, and the move proved successful.

Giusta, in a recent phone interview, said he’s been working with Miles for the past month and that he will remain in touch in the immediate future should problems arise.

As for his decision to step down: “I’m old and tired. I’m 67 and I’m supposed to retire.”

The theater will remain in Giusta and Roger Montalbano’s names, but Miles is “going to be running the place and making all of the decisions,” Giusta said. “He’ll have carte blanche.” He said the younger Montalbano brings the energy needed to keep Chico’s art-house theater intact.

Giusta does have mixed feelings, though. “I’m going to miss some of it,” he said. “I’m not going to miss all of it. I’m going to miss the booking of the films, but as far as actually being there, running the projector and making the popcorn, I won’t miss that.” Ω

cape in the night breeze, The Girl is paused by the sight of a zonked-out Arash (Arash Marandi), dressed as Dracula and caught like a moth by a suburban streetlight. Arash is a landscaper of Purgatory whose new sideline in dealing ecstasy goes astray when he samples his own wares at an underground rave before his meet-cute with The Girl. And then ...

Like a dark cloak, A Girl Walks Home Alone

in the Dark is draped with its influences—from genre brethren to spaghetti westerns to juvenile delinquent films of the 1950s—while confidently maintaining its own identity. But the marketing is a bit of misdirection; this isn’t exactly an Iranian outfit. The streets of Bad City are actually Taft, Calif., and the cast is composed of Iranian ex-pats. As such, Bad City is neither Iran nor America, but a Farsi-speaking fever dream that lurks in the shadows between the two disparate worlds. The style is Sin City meets Jim Jarmusch.

Eschewing the machine-gun editing of contemporary Western cinema, Amirpour instead goes for languid long takes and studied composition, taking the slow-burn approach (which allows the infrequent bursts of violence to hold more resonance). And as a former DJ, Amirpour also drops the needle on a great soundtrack ranging from Middle Eastern fusion beats to underground Iranian rock and spaghetti-westerninfused stylings.

Ultimately, A Girl Walks Home Alone in the Dark is a welcome return to traditional undead values, with an emphasis on understated wit, atmosphere and the power of unspoken communication rather than the current brand of banal blithering, power chords and horn-dog vamping of the likes of Twilight and True Blood. Ω

Jupiter Ascending

The Wachowskis’ latest WTF-fest, Jupiter Ascending, gets a goose in the old popcorn box just for having strands of one of my guilty pleasures, Flash Gordon, woven into its DNA, albeit with the camp played hetero.

Jupiter Ascending has a lot of other movies in its genetic code, but the Wachowskis wrap it all up into a flaming space burrito that is distinctly cooked up from their own long-running cinematic fever dream. Granted, it ain’t a good movie, but it is good space-opera fun if you can lock your logical buzzkill in the closet for a couple of hours. It’s eye-candy to the Nth degree, with Mila Kunis as a Cinderella-story hotel maid swept off her toilet-scrubbing knees by some half-wolf space ninja (Channing Tatum) assigned to protect her from interstellar 1-percenters who are bent on killing her so

Kingsman is a comical action film, with secret agents, high-tech weaponry, and international espionage, as well as intermittent jolts of crazed satire and broad spoofs of several sorts. It’s a mostly entertaining stew of movie ingredients, but erratic in ways that dilute and dull down the whole enterprise. While the spoofing of James Bond films is mostly affectionate and inconsequential, the parts of the story involving spy agencies, Internet moguls, global conspiracies, and semi-futuristic technology are a rather unstable mix of sci-fi extravagance, furious satire and fanboy jokiness. Colin Firth, who plays a foppish variation on the Bond-type super spy, acquits himself nicely in the dialog scenes but is pretty clearly out of his element in the movie’s blindingly souped-up fight scenes. Samuel L. Jackson is sharp and stingingly funny as the wide-eyed, lisping Internet mogul with sinister plans. Taron Egerton is mostly likable as Gary “Eggsy” Unwin, the fledgling secret agent whom the veteran Harry Hart (Firth) hopes to bring to the special “Kingsman” branch of the British secret services. Kevin Costner stars as a high-school track coach in this sports drama based on the real-life story of an inexperienced cross country team at a predominately Latino high school in Kern County that’s transformed into a state-championship contender. Still Alice

Julianne Moore plays Alice, a 50-year-old linguistics professor who learns she’s afflicted with early onset Alzheimer’s disease. Written and directed

by Richard Glatzer and Wash Westmoreland (and based on a novel by Lisa Genova), the film presents itself as a stoic and compact family drama. Steering mostly clear of maudlin melodrama and tearjerker theatrics, it indulges those temptations (for which there are several opportunities in this story) only in carefully modulated (and almost minimalist) moments. There are several high-quality performances in the film—Moore as Alice, Alec Baldwin as her husband, and Kate Bosworth and Kristen Stewart as their daughters—and the Glatzer-Westmoreland drama is at its best when it’s addressing the tragic fallout for Alice’s family as well as for Alice herself.

Since there’s a genetic element to Alice’s strain of Alzheimer’s, this drama also has its modern-day variation on the family curses that might have figured in the classics of tragic drama. That mostly unspoken “curse” lingers in the vicinity of nearly every scene in the second half of the film. Pageant Theatre and Paradise Cinema 7. Rated PG-13 —J.C.S.

Head for the Hills Markus James Firenze Records This lively CD features guitarist Markus James in a variety of settings that showcase his affinity for the blues of the North Mississippi Hill Country, as well as the music of Mali, West Africa, which has influenced five of his albums since he first visited 20 years ago. It may seem like a huge jump for this Washington, D.C.area native—who began by playing in soft-rock bands before moving on to the blues—but his love for, and devotion to, both Mississippi and Mali musical traditions is very much in evidence here. Both forms have a pronounced hypnotic quality, the one-chord blues of North Mississippi especially. On the 16 tracks of Head for the Hills, James plays a lot of slide guitar, plus a collection of other instruments (e.g., slide dulcimer, three-string cigar-box guitar). Various drummers accompany him on half the songs, with Mississippi’s Kinney Kimbrough’s vibrant playing a boon to the electric version of the title track and the uptempo “Woke Me” (with James ripping it up on slide guitar). James’ lyrics are as unique as his playing; “Candyland Refugee” evokes quite an image of the “Sugar Queen” who’d like to “try your cinnamon soul,” while the falling notes of “Gone Like Tomorrow” (powered

by Marlon Green’s spot-on drumming) echo the song’s end-of-theworld theme. Get this one while you can!

Sisters and Brothers The Vespers Self-released Third albums are sometimes tricky. Everyone falls in love with you on the first record; the sophomore release doesn’t live up to the debut; and third record is the make-or-break moment. For the Nashville roots quartet The Vespers— composed of sisters Phoebe and Callie Cryar, and brothers Bruno and Taylor Jones—Sisters and Brothers finds them approaching their third album as a chance to take their sound by the horns and do something fresh and bold with it. The Cryars still harmonize and croon with the best of them, particularly on the engaging bluegrass ditty “Cynical Soul,” and their knack for serious soul-searching lyrics is as evident as ever on “Thirst No More” and “Please.” But most of this album is about the band’s personal and musical evolution. This is not simply an Americana and folk band anymore; this is also a true-blue country group (“Not Enough”) by way of rock/soul (“Signs”), with a flair for the cinematic. Seriously, listen to the gritty, mid-tempo stomp-rocker “Break the Cycle” and tell me that doesn’t sound like the music you would hear on the a crime drama like Justified.

With Sisters and Brothers, third time is still charming for The Vespers.

Two dozen Chicoans head to the biggest little city for the U.S. Bar Table Championships

We were at newsrev iew.c om the U.S. Bar Table Championships, and we were in a whole new league.

The event, which attracted hundreds of players from around the country including the leading pros in the sport, spanned a full week (Feb. 16-22) and was broken into three divisions: 10-ball, 9-ball and 8-ball.

Upon our arrival, a couple of us made our way through the room for the first time, eyeing the vendor booths lined with $3,000 pool cues; marveling at the beauty of the 40 identical tables—all 7-foot coin-op Diamonds, widely considered the best—and stopping for a moment to watch the action on the “TV table,” where the pros were playing. “Wow” was our fitting response.

The majority of the Chico contingency sported bright red, collared shirts emblazoned with the Oasis Bar & Grill logo and “Chicobilliards.com,” which identified us as a unit, even though competition was purely individual. However, by the end of the week, other players, vendors and event officials knew our red-shirted group—the largest from a single city— and where we were from.

This was my first time at a large-scale tournament. I’ve been playing in the Chico Women’s Pool League for the past nine years (for the Towne Lounge and now the DownLo), and got serious by taking classes from former pro Jackie Karol—who accompanied us to Reno—at the Chico Billiards Academy about a year ago. That’s about the same time I joined two coed leagues at the Oasis, where many of my fellow travelers play several times a week. I suppose Reno was the next logical step.

My first taste of what was to come came Wednesday while watching Chicoan Jeff Wozena

play his second match in the double-elimination 9-ball tournament. His opponent was 12-year-old Tristan Hansen, and despite some nice shots on Wozena’s part, that 12-year-old won the match 9-0.

“Never underestimate your opponent” came to mind as we watched the young phenom—who is already sponsored (look him up on YouTube)—run the table.

My second wakeup call came around 11:30 the next night. The only contest I had entered at that point was the 8-ball competition that started on Friday, so in order to rid myself of some precompetition jitters I joined a mini-tournament for $25. My first match turned out to be my only match—my opponent, a friendly enough woman, beat me handily. It was a good primer for the real deal, though.

This truly wasn’t like being in a bar with its constant distractions. Players sit quietly and watch their games intently, all their concentration on the table.

The actual tournament play was still nervewracking. For women, it was a race to win four games (men, a race to five). I won my first game, but lost the next eight to two separate opponents. I was pleased that I shot well, but a little bummed to only win one game.

Other Chicoans fared better. Kelly Cibart, a teammate of mine at the DownLo, placed the best out of the local women at 17th out of 69 (I came in 49th).

And Chuck Lockhart, an Oasis teammate of mine, did the best of the men, placing 65th out of 241 (Wozena took 97th).

Like many of the others who had already been knocked out, I also joined the “second chance” tournament and got mine on Saturday night. That match, against another tough player, turned out to be my best.

I ended up winning (4-1), and was the only Chico player to have a match scheduled for Sunday, when I was knocked out 4-0 in a morning match. Apparently I play much better at 10 p.m. than at 10 a.m.

All in all, Chico had a pretty great showing in Reno—enough to establish our little city on the greater billiards map—and I think it’s safe to say we all had a blast, whether we won or lost, and we learned a little bit about ourselves and the game we love. I know I did. □

When the Roman Empire began to collapse in the early fifth century, many Roman men returned to Rome to help attempt to stave off the invading barbarians, leaving many women and children in England ripe for kidnapping by Celtic raiding parties, who brought the children back to Ireland as slaves—which is what happened to young Patrick.

At age 16, Patrick tells us, he was working as a shepherd in what is today either County Mayo or County Antrim, and then, at 23, he escaped his captors and returned to England, traveled perhaps even as far south as Rome, at some point being ordained a Catholic priest. He later returned to Ireland, from which, as legend has it, he drove away the snakes—that is, baptized and otherwise converted much of pagan Ireland.

Though exactly when he died is uncertain, 461 has been popularly accepted as the year, and, of course, March 17 as the day, which has become the traditional Irish holiday that is celebrated around the world.

What’s not traditionally Irish is the corned beef and cabbage dinner associated with the holiday—nor is the Beaujolais with which Henri pairs his St. Patrick’s Day stew. The corned beef was added in America around the turn of the last century, when impoverished Irish immigrants living on New York City’s Lower East Side substituted beef for their traditional Irish

*Often the brisket you buy in the grocery store comes with a packet of spices. If so, add them rather than the pepper and bay leaves.

Trim excess fat from meat. Place in an 8- to 12quart pot or Dutch oven. Add enough water to cover meat. Add bay leaves and pepper. Bring to boil, reduce heat and simmer, covered, for about two hours, or until meat is almost tender. Add carrots and onions.

Simmer, covered, for another 10 to 15 minutes. Add potatoes and cabbage. Cover and cook about 20 minutes more, or until vegetables and meat are tender.

Discard bay leaves, remove meat and vegetables from pot. Slice the meat across the grain and place in center of large platter surrounded by vegetables. Serve with a side of mustard.

About the wine: Henri understands full well that most prefer a pint of Guinness with their St. Patrick’s Day repast. However, he is committed to drinking wine whenever possible. Which is, in fact, always. In addition to Beaujolais, Henri also likes a good Chianti or even a chenin blanc or dry German riesling—the Irish holiday being one of the rare times he forgoes his beloved Bordeaux.

Arts DEVO skipping down memory lane this week. The Black Sabbath/McDonald’s mashup parody band is playing at Lost on Main this Saturday (March 7), and all the anticipatory excitement over Ronald Osbourne and crew has me revisiting the days of my cautiously reckless youth when I, too, was engaged in McDonald’s-themed shenanigans.

When I was still living the foothills north of Redding, alternately antagonizing and evading rednecks and other Neanderthals as a junior at Central Valley High School, I snuck into the vacancy on the schoolelection ballot for senior class president and ran unopposed. When senior year came, my crew and I took full advantage of the opportunities afforded by the office to indulge our every hair-brained whim.

For one, we undercut the local radio DJs for high-school dances and hired ourselves to play whatever music we wanted. (You wanna Wang Chung tonight? Sorry, we’re in the mood for The Smiths’ “Bigmouth Strikes Again” and the entire side two of Poison, Look What the Cat Dragged In.) We may have single-handedly ruined dances for the class of ’87.

But our biggest scam was deciding that instead of repping the school’s chosen mascot—the Falcons—we would adopt McDonaldland’s lovable purple blob Grimace as our “official” senior mascot. And amazingly, we got away with it. We painted a giant version of his purple image on our senior bulletin board and included him on every poster we hung up. We even managed to get away with making an enormous Grimace-as-the-Statue-of-Liberty float for homecoming (the theme was Step inside Grimace.

“New York, New York”). The puzzled look on the faces of parents in the stands as the grinning monster circled the football field was so rich that it still nourishes me to this day.

CHICO AREA MUSIC The Chico Area Music Awards nominees were announced this week (see p. 29), and I’m starting to get really excited about the full local-music immersion we’re diving into over the next six weeks in this, the Chico News & Review’s 10th anniversary of CAMMIES promotion.

For those not familiar with how nominee selection works, we send out a list of every area band to a committee consisting of a wide range of locals involved in the music community—promoters, bookers, soundpersons, music fans, radio DJs, music-store employees, club owners, music writers, and musicians from every genre—and have them pick their favorite active local acts.

Looking at this year’s list—of which two dozen are new nominees—you’ll notice that some genres have more acts than others, and there are a couple of reasons for that.

In some genres the votes were so close Music! or tied that it was obvious that more than five—especially in those genres with a ton of acts, such as singer-songwriter—had made a strong impression on the committee, so we let more in. And as for the overflowing punk genre, we include every punk band to honor the spirit of the Chico Area Punks who host the punk showcase/marathon at Monstros Pizza under the condition that all local punks are invited to perform.

LOVE’S REAL ESTATE Ron Kelly Ron Kelly was a good friend and colleague of mine in the world of Real Estate. I learned many new things about Ron last week.

Unfortunately I learned these things as I was saying goodbye to Ron at his celebration of life ceremony. It was news to me that Ron loved to hop in his boat and cruise around Lake Almanor, not to fish or water ski, but to just cruise, the faster the better. I didn’t know how much of an animal lover he was, or that he was a horseback-rider. I also didnt know that his Labrador Gizmo, who had a stinky skin condition, was his very best pal.

When I first met Ron, he had just retired from a 37-year career in management with J.C. Penney, and was now intending to make a serious run at a career in Real Estate. I questioned his plan, warning him about the time commitment and the unpredictability of the business.

Ron smiled softly, reached his hand across the desk and gently laid it on my arm. “Don’t worry,” he said, “it will all work out fine. You’ll see.”

He was right. Ron took to Real Estate like a Labrador to water. Ron always offered a reassuring, steady hand. His calm demeanor, his patience, and his gift for problem-solving served him perfectly.

Ron grew up in Chico, although in April of 1948, Ron’s mother took refuge from the heat and escaped to the San Francisco Bay Area, which was where Ron was born.

Ron went to Notre Dame School and was an altar boy in the choir. He went to Chico High and lettered in basketball in 1966. He stayed local after high school and went to Chico State and graduated with a degree in Business.

Because Ron was such a standout manager for the J.C. Penney store in Chico, he was transferred out of town a few times to work his magic in other stores that weren’t working so well.

Ron knew how to manage when it came to romance, too. We know this because in 1984, when he fell in love with his employee Susan, he fired her so he could date her. They’ve been married since 1985.

At the Celebration of Life ceremony, I was regretting not getting to know Ron better.

Maybe other people were, too. The Officiant who ran the Celebration, Reverend Eileen Brownell, M.S., read a poem that eased our minds. It was if Ron reached across and put his hand on our arms.

The poem is called “We Said Goodbye a Thousand Times” and read, in part: “Don’t be sad about my parting/ Don’t feel like you never said goodbye/ For you and I both know in our hearts/ That we said goodbye a thousand times/ And shared so much love and joy every day.”
