Our community has heard and seen appreciable words of compassion and respect for the homeless. We’ve also heard and seen words that exude harsh judgment, oversimplification and overgeneralization; for example, some have said homeless people contribute nothing, or they’re all lazy and unmotivated. I’ve had homeless students in my classes who have lived out of their cars or couchby surfed, yet have eagerly sought education.

In the same vein, embracing but a single definition of homelessness also presents problems. Definitions can limit our thinking—if we let them.

Perhaps the most disturbing phenomenon that has emerged is the “us versus 4 CN&R December 5, 2013

them” mentality, tinged with self-righteousness, heard in public comments as well as appearing in articles and opinion pieces in local media. Dichotomizing our community does not contribute to workable solutions. It’s counterproductive to say, “We need to take our home back”—to whom does that “our” refer? Chico does not belong solely to the “homed” people—Chico’s the home of the homeless, too.

Solutions for the present problems must arise from a spirit of compassion and a belief in redemption. Who are we if we have no caring for the less fortunate? Not much. For this debate, we must set a high standard of behavior that’s based on our humanity, and it has to lead to the creation of policies and programs that show respect for all. We need to use reasonable language, raise the level of the dialogue, and embrace an intelligent and responsible narrative.

Homelessness in Chico is a complex, multifaceted problem, the resolution of which demands intelligent, civilized discourse.

Some of the bits that have been thrown into the Mulligan stew lately have been doing a disservice to the process of thoughtful, results-producing discussion.

We need to check our fears and our egos at the door, and promote remedies that reflect fundamental human decency. Ω

bill. If it doesn’t do so, it will have to extend the current one-year extension of the farm bill passed in 2008.

Much has changed in agriculture since 2008, and the farm bill currently under consideration reflects many of those changes. It contains resources, for example, that help farmers transition to organic growing, support farmers’ markets and move more fresh produce into schools and hospitals, among other beneficial programs.

House and Senate versions of the farm bill are sufficiently similar to make passage possible, were it not for sharp disagreement about one issue—food stamps. House Republicans want to cut $39 billion from the Supplemental Nutrition Assistance Program over the next 10 years (last summer they tried to kill it altogether), eliminating hunger aid for millions of America’s working poor; the Senate bill would cut $3.9 billion over 10 years.

Among those who tried to kill the bill—shortly after he voted to let the United States become a deadbeat nation by defaulting on its debts—is our own Rep. Doug LaMalfa (R-Richvale). But even as he was voting to throw 5 million people off food stamps, LaMalfa was supporting price guarantees for rice in the House farm bill, something that would benefit his ricegrowing family. (Between 1995 and 2012, LaMalfa’s family received $5.1 million in subsidies.)

As The Sacramento Bee has pointed out, 15 percent of families in LaMalfa’s District 1 are below poverty level, and 19,600 families, with a median income of $20,873, received food assistance in 2011, according to the U.S. Department of Agriculture.

In other words, LaMalfa sought to support a safety net for himself and his family, while eliminating one for the poor in his district. That, in a nutshell, is why we still don’t have a new farm bill. Ω

Killed for a plant?

Think marijuana isn’t dangerous? Tell that to the pot-growing

homeowner who shot and killed an intruder who wanted to steal his crop.

That deadly attempted home-invasion robbery occurred in broad daylight last Tuesday, Nov. 26, in Palermo. And the very next day, the day before Thanksgiving, another man was shot in the face at a marijuana grow site in Feather Falls (see Downstroke, page 8).

Fall is one of the most dangerous times of the year for those who partake in this black-market enterprise. The growing season has only recently come to an end, and many of the foothills pot profiteers are sitting on their cash crops. There’s a lot of work to do between harvest—trimming and packaging, for example—and the time the traffickers decide to transport their yields to buyers in and out of the state.

The two shootings last week are just a couple of the high-profile incidents related to Butte County’s lucrative and sometimes treacherous world of illicit pot-growing.

Let’s not forget about the two bodies located in a shallow grave the summer before last at a large marijuana garden in the foothills just north of Magalia. Let’s also not forget about 24-year-old Neal King, a Chico resident whose vehicle was last seen in Oroville last March at the home of a man who reportedly agreed to give him 160 pounds of marijuana in exchange for real estate. King’s body has not been found, though authorities and his family are quite certain he’s dead. Killed for a plant?

All of this, of course, is further proof of what the CN&R has been saying for years: that marijuana prohibition serves only to keep intact the profit motive that makes cannabis cultivation such a risky venture. It’s time to legalize it.

How many more people have to be maimed or murdered before that happens? Ω

SECOND & FLUME

The thin blue line Three weeks ago, I wrote about the press conference organized by Peter Durfee, president the Chico Police Officers’ Association, who had come to the defense of Todd Boothe, a Chico Police officer accused of posting racist images (and a homophobic slur) on his Facebook page. City Councilman Randall Stone had pointed out Boothe’s page to the media after Boothe had trash-talked Stone on the councilman’s Facebook page.

Later that day, Police Chief Kirk Trostle weighed in, toeing the line—the thin blue line separating cops from the public—in an emailed statement. He began it with defensive rhetoric, including how difficult the allegations have been on the department, and ended it with his “statement of purpose.” It reads, in part, “We defend, guard, and protect the traditions of liberty, freedom, of right, and justice.”

Trostle said the CPD doesn’t advocate discrimination and noted that it will be adhering to the Police Officers Bill of Rights in an administrative review of Boothe’s conduct. But what about the department’s own policy? CN&R News Editor Tom Gascoyne’s recent update on the matter (see “Facebook flap continues,” Newslines, Nov. 27) outlines a CPD policy that Boothe clearly violated.

According to the policy manual, prohibited forms of expression include “[s]peech or expression that, while not made pursuant to an official duty, is significantly linked to, or related to, the Chico Police Department and tends to compromise the mission, function, reputation or professionalism of the Chico Police Department.” Moreover, a privacy policy on social networking makes it clear that anything he posted publicly is fair game for scrutiny.

Other than his prepared statement, Trostle has been tight-lipped about the incident, so we don’t know who’s investigating the matter. And that’s important. It definitely shouldn’t be any CPOA leaders. Durfee denied that the images posted on Boothe’s Facebook page were racist. They were “political satire,” he charged.

Some of the images were cloaked as political propaganda, but they most certainly were racist, one of them overtly so. Anyone who cannot recognize this has no business investigating Boothe’s conduct.

This whole flap is a result of the very contentious negotiations taking place between the CPOA and the city.

Stone, who sits on the Police Community Advisory Board, has been the City Council’s most vocal member when it comes to pointing out that the city’s budget deficit is tied to the unsustainable pay and benefits packages that were afforded to public-safety employees when Chico was the land of milk and honey—or at least governed that way. The city can no longer afford them.

The CPOA posits that Boothe was only exerting his First Amendment rights. No mention that he violated his department’s policy and that, in doing so, he also demonstrated poor impulse control. He should be reprimanded. The larger question for the investigation is whether Boothe’s poor judgment has carried over into his police work.

Unfortunately, based on what the public has seen thus far—an aversion to crossing that thin blue line—I have little confidence in this review.

Why the compromise?

Re “Providing for the needy” (Local heroes 2013)” (Cover feature, by Tom Gascoyne, Nov. 27): It is impossible not to admire a man like Jim Culp. He and his congregation are doing work that most of us only think about doing.

Nevertheless, the fact that pastor Culp accepted a deal and agreed to move his outreach program does not validate that deal.

There were virtually no problems with the Sunday feeding in the town square, except in the minds of a few zealots, who are intent on socially cleansing the downtown—as much for ideological reasons as anything. If there were no problems, what necessitated any “compromise”? Ninety percent of the citizens of Chico were not the slightest bit interested in forcing the issue.

A deal was brokered, even after the Park Commission voted 6-0 to reject the Wayne Cook/Sean Morgan agenda of removal—this was the last vote taken on the issue. Why? Why wasn’t the council empowered to move forward with granting a use permit?

It seems like the homeless were removed from the symbolic center of the town because a few powerful people had undue influence on the process.

We can all pretend this is a small thing; but it can be a small thing only if the erosion of democracy is a small thing.

Having finished reading “Lassen Solitaire,” I’m amazed. It made me long for the outdoors. I think this might be the best piece Allan Stellar has written, at least from the stories I’ve read so far.

I’m biased because I like Abbey (and Stellar), and yet without a doubt Stellar’s writing presents a winsome, edgy and imaginative critique of our indoor life. He makes a lively call to us from the wilderness and to personal action. Someone can walk away from his story and perhaps learn nothing from having read it, but this person will have to try very hard to ignore the wonder.

As was true with Abbey, Stellar is going to push our limits. Wendell Berry wrote in defense of Abbey years ago: “We are living even now among punishments and ruins. … For those who think that a few more laws will enable us to go on safely as we are going, [Abbey] will remain—and good for him!—a pain in the neck.”

Thanks to Stellar’s recent example, we might see our love for the world in all its disobedience and virtue.

Allan Stellar’s experiences of knowingly and deliberately illegally entering a closed national park, and his subsequently receiving a citation are illuminating.

Stellar complained about bureaucratic red tape as an obstacle to enjoying the park as he desired, which included a hike to a restricted area.

By deeming the public access to parks as nonessential while keeping the vast majority of the federal government running (Social Security, the military, border patrol, air-traffic control, veterans’ hospitals, etc.) during the socalled shutdown, the president chose to inconvenience Stellar.

Except that Stellar used the lack of park rangers to achieve his goal of going where he wanted without the red tape.

But if he’d look at it rationally, he’d be forced to admit that the permit system, the so-called “red tape,” is certainly not due to Doug LaMalfa, nor likely any Republican whatsoever. The rules that Stellar flouted were the product of environmental restrictions designed to prevent overuse of the park—the kind of rules that his hero, Edward Abbey, likely would have supported.

Stellar claims to have been inspired by the spirit of Abbey.

Maybe so. But he certainly acted with the individual spirit of one wanting less government interference. Much like the Republican Doug LaMalfa.

Transforming lives Re “Hope for the homeless” (Newslines, by Angie Klein, Nov. 27): The Hope Center’s mission is “community transformation, one life at a time.” The organization accomplishes this by treating everyone that comes through its open doors as the body of Christ.

hope propelled by Matthew 25: Serving God by serving others.

Effects of the economic binge Re “A climate narrative” (Greenways, by Scott McNall and George Basile, Nov. 27): Authors Scott McNall and George Basile stated that “The reason people don’t act [to reduce the risk of climate change] lies not in the facts, but in the way that the facts are presented.” The writers then gave further explanations that fall short of getting to the heart of the matter.

Our society could achieve a sustainable economy and minimize climate change if there wasn’t so much opposition to doing it.

Our present capitalistic system is a system that is running without a governor. In order to achieve a sustainable economy and environment, our capitalistic system needs to have an effective governor that establishes and maintains our economy at a sustainable level.

The opposition to such a condition is enormous. After all, since the beginning of the Industrial Revolution some 250 years ago, the inhabitants of the industrial nations, primarily the United States and Europe, have been on an economic binge.

Now the party is over, but the producers, retailers, our political leaders and the citizens in general in our society fail to understand and accept that governor. Stay tuned and hope for a resolution.

Support the city The typical working person in Chico gets a pension called Social Security, and pays 50 percent of it.

The city of Chico firefighters get a CalPERS pension and pay 2 percent of it. The typical working person can retire on their Social Security as early as age 62 with an average payment of $20,000 a year. The typical firefighter can retire as early as their early 50s with an average retirement payment $90,000 a year.

Chico has enough money to provide basic services, but when public-safety employees receive excessive retirement benefits, other things have to go. Picture little kids wondering why Caper

Acres is locked. Or why we can’t hire more police officers. Or why, after 50 years, you can no longer drive up to Brown’s Hole in Upper Bidwell Park.

Our firefighters are high performers and are worth a lot. But not this much, and they seem to know it. To protect their financial interest, they have brought highpowered outside legal counsel into their negotiations with our City Council. The City Council is sticking up for our interests in this conflict, and we need to support them in their effort on behalf of the ordinary people of Chico.

The so-called agreement Re “Meeting Iran halfway” (Editorial, Nov. 27): Your editorial expresses exactly the sort of (purposeful?) naiveté that led the world into World War II. In October 1938, at the infamous Munich meeting, British Prime Minister Neville Chamberlain proclaimed “Peace in our time!” after surrendering Czechoslovakia to Hitler. Eleven months later, Hitler marched into Poland and the war began in earnest.

Defeatists Obama and John Kerry are making similar “Peace in our time!” claims, regarding the so-called agreement with Iran, with the same inevitable result: war, because it leaves Israel no choice but to attack and destroy Iran, if it isn’t to be destroyed first.

No agreement worth the paper it is written on can be achieved with a terrorist state that has violated every previous agreement and repeatedly sworn, and is still swearing, to destroy Israel and kill all Jews, which daily calls Jews pigs and apes.

Santayana said, “He who doesn’t learn from history is doomed to repeat it.” Obviously, CN&R editors haven’t learned anything from history.

Chico City Council members approved a plan to provide free parking in metered downtown stalls on the next three Fridays in December as well as the Monday before Christmas, but that doesn’t mean vehicles will not be cited for other infractions.

As Police Chief Kirk Trostle explained during the panel’s meeting Tuesday evening, Dec. 3, the city’s parking-services specialists will still be enforcing other parking violations, including spending time in excess of what a particular spot allows.

The plan is to entice holiday shoppers into the region, and though it came before the council for the first time this year, parking-meter forgiveness isn’t new to Chico. While there is the potential for the city to lose as much as $17,000 in meter fees (only if no drivers feed the meters), the idea is that sales-tax generation would counter the losses. Plus, the latter goes directly to the general fund.

VALLEY OAK TO GET AXED

The Butte Environmental Council (BEC) dropped its appeal of a proposed housing development that would require removing a huge valley oak tree from the corner of Salem and West Eighth streets.

In mid-November, BEC filed an appeal of the Architectural Review and Historic Preservation Board’s approval of the project, which will involve a couple of single-story duplexes to serve as Salvation Army transitional housing.

On Nov. 28, BEC withdrew its appeal; during the Dec. 3 Chico City Council meeting, Mark Stemen, chairman of BEC’s board of directors, said the appeal was withdrawn because “we do not want to fight tree-by-tree battles with our fellow nonprofits.”

As for the doomed valley oak, Stemen said the blame lies not with the Salvation Army but “with the failure to move the Urban Forest Management Plan from draft to implementation.”

TWO SHOOTINGS TIED TO POT

Two recent marijuana-related shootings in the foothills left one man dead and another with a gunshot wound to the face.

On Nov. 26, a homeowner in Palermo shot a man during an alleged home invasion, according to a Butte County Sheriff’s Office press release. The motive for the attempted robbery “appears to be marijuana-related,” the release said. The intruder—who has not been identified—died after being transported to a local hospital.

On Nov. 28, deputies received a report of a shooting on Long Point Road in Feather Falls and found the victim, who was shot in the face, parked in a car on Lumpkin Road. The victim was taken to a hospital and treated for his injuries.

The suspect, since identified as 29-year-old Jonathon Leonard Scott (pictured), escaped arrest by fleeing into the woods and remains at large. Scott’s motive remains a question, though a large illegal marijuana garden was discovered on the Long Point Road property.

Under the radar Recent liquor-license requests escape the heat of public scrutiny

“No booze for you!” seemed to be the bottom line issued by both the Chico Police Department and city officials to those looking to offer spirits to their patrons. But in the last few weeks, one downtown eatery has received a license to sell beer and wine and another is close to achieving the same.

The city’s policy on alcohol sales is a bit in flux. On one hand, there is pressure to reign in the drunken behavior that sometimes stains the town’s reputation, and on the other, there is the call for nongovernmental intervention and freemarket rights. Brendan Vieg, a Chico city planner, said the city is taking a look at existing alcohol-sales policy.

“I don’t think we’ve had significant changes in policy,” he said. “We are making some changes to the [municipal] code.”

Enjoy Teriyaki, on the corner of West Fifth Street and Broadway in downtown Chico. For many years, that building was occupied by a Taco Bell restaurant and, more recently, Adanberto’s Mexican Food. Enjoy Teriyaki opened there in February.

In August, Kim and Cheun applied for a liquor license. On Aug. 17, the state Department of Alcoholic Beverage Control posted a sign in the window alerting the public to that request. The sign said the public had 30 days to protest the issuing of the license. No one did, but it seems that somewhere along the line the application got lost in the shuffle, either by the police department, which is asked for its recommendations on such applications, or by the ABC. Cheun made an inquiry with the CPD as to the application’s status, and soon afterward it was approved by the ABC. He and Kim now offer Sapporo and Coors Light beer, and Korean sake with the venue’s teriyaki plates and orders of tempura.

Cheun, who was born in South Korea and had lived in Yuba City for 20 years before moving to Chico and opening the restaurant, was a bit cautious when asked about the delay on the license.

“I don’t know,” he said. “It took a

couple months. It took a long time. But now everything is fine. It is working.

I’m happy to get it.” Cheun is a very friendly fellow and, it would seem, does not want to in any way criticize the way his liquor license was granted.

A few blocks to the northeast of Enjoy Teriyaki there is an ABC alcohollicense-request sign taped to the window of Kona’s Sandwiches. This one alerts the public about a request to transfer an existing liquor license to Kona’s. The license formerly belonged to Lisa and Tyler Cooke, owners of the now-defunct Jimmy Jack’s Rib Shack, which was located on the corner of Third and Main streets before closing earlier this year.

The license was purchased by Will Brady, owner of The Banshee bar and restaurant on Second Street and the above-mentioned yet-to-be-opened bar—B Street Oyster Co.—on Broadway, next to Collier Hardware.

Brady and Kona’s owner, Chris Yarbrough, are partners in a business called Red Lantern Inc. Yarbrough, who’s owned Kona’s since 2007, said he is relying on Brady’s experience in the liquor-license arena to help gain a liquor license for his restaurant.

“With the way things are this year, we just want to make sure that we’re up to par with what the regulations are,” Yarbrough said. “We’re just trying to make sure that everybody’s on the same page so that we can all cooperate and get

along easily in the environment.”

He said he’d just gotten back from meeting with the ABC in Redding and that the licensing process was a “very thorough process.”

“And that’s good, because they make sure the parties going into such an investment are responsible,” he said.

“There are monitoring efforts from point A to point Z—and there’d be more, if there were letters beyond that.”

Yarbrough said beer is what will be on tap once the license is granted, adding that he had just left a message with Chico Police Lt. George Laver to meet and discuss the situation.

“I want to see if there is anything I’m expected to do that I am not aware of,” Yarbrough said. “We’ve been doing all the research and [have been] very involved with the [public] meetings this year, so we just want to make sure we are on the same page.”

person for businesses with or looking for liquor licenses, said the request initially goes to the ABC, which then asks the police department for its input.

“Before we get back to them, we contact the business owner to discuss concerns and options,” he said. “We make sure they are not surprised by the ABC.” Laver said there has been some misunderstanding lately about how the process works and where police policy stands. Laver pointed to the 400-pluspage report filed by Chief Kirk Trostle at the request of the City Council that looked at how other California cities and communities deal with liquor matters; the items cited—such as no drumming or karaoke where alcohol is served—were not recommendations, he said, only examples.

“I think one of the big things that came about was that we included in the staff report something about no live entertainment,” Laver said. “We were never against it. We only want it to be appropriate for the setting. If Kona’s has a live rock band playing at 2 in the afternoon and shaking the walls of the businesses on either side of them, that is just not right.

“The music-industry folks thought we were trying to outlaw live music completely, and trying to send all the live music to Berkeley or Davis or wherever.

That was absolutely the furthest thing from what we’re trying to do. We just need some conditions in place.”

Laver said there is also the concern that restaurants with Type 47 liquor licenses—those for which food sales must exceed liquor sales—may try to stay open late at night by relying more on booze sales than food sales.

“We’re trying to keep restaurants from morphing into bars at late hours,” he said. “We already have enough of those establishments.” Ω

as the panel tackles not only balancing next year’s budget but also repayment of the more than $15 million in so-called “enterprise fund” deficits the city has racked up over the past five years.

That was the takeaway from Administrative Services Director Chris Constantin’s budget update during the City Council’s regular meeting on Tuesday, Dec. 3. His presentation gave citizens a sneak peek into the city’s 2014-15 fiscalyear budget process, which at this time continues to be a moving target. He also updated the council on an auditing firm’s progress on its analysis of the city’s books.

Constantin, who was hired last March, replacing outgoing Finance Director Jennifer Hennessy, said the city would be working full steam on the upcoming fiscal-year budget beginning next month. The council will see a preliminary budget outlining projected revenues and expenses sometime in March, well in advance of the approval of the final budget in June. That didn’t happen last year, Constantin noted.

One of the sticking points in the budgetary process at this time, he continued, is that the city is in the midst of negotiations with employee bargaining units. “Until any conclusion and official action and ratification occurs, we can’t project any impacts of that [the bargaining process] associated with the budget,” he said. “We have to plan as if nothing has happened for the [2014-15] year.”

In the meantime, to determine what the city should reasonably allocate in the next cycle, the Finance Department will pore over each department’s expenditures for the prior year to see how they stacked up to the allocations.

endared a special meeting, a goalsetting workshop, for Jan. 6.

In the interim, at the council’s

next meeting on Dec. 17, staff will present the panel with a deficitreduction strategy that focuses on addressing that $15 million deficit through repayment of a little more than $1.5 million annually for the next 10 years.

“What that would mean would be the first item that’s funded in our budget will be funding $1.53 million in deficits, and that’ s a pretty huge chunk of resources for us when we’re so tight,” Constantin said.

He went on to explain that the alternative to that recommendation—only one component of a budget plan—would be the auditors obligating the city to immediately repay the debt via the general fund.

Constantin said that the depleted enterprise funds were previously established as such because a revenue source was there to cover the costs associated with those enterprises (e.g., private development). However, those revenue sources are “dried up,” as he put it.

Those funds can remain in a deficit position with a portion of the general fund dedicated to repayment.

The problem is that the city hasn’t consistently taken such action over the years, he said.

When not taking into account the necessary repayment of the depleted funds, the city’s general fund may appear relatively solvent.

But that’s inaccurate, Constantin said.

“In fact, we don’t have a

reserve. We don’t have positive cash positions. We are [in the] negative,” he said.

Speaking further on the audit, Constantin explained that the tentative date of a draft audit report—a document expected to have been released last month—has been pushed back until January as a result of staff having to devote so much of its time to negotiations with bargaining units. In short, the staff hasn’t had enough time to complete the work the auditing firm needs to complete its analysis.

A few other budget-related items came up during the meeting.

Among them was a consideration to allow Constantin’s department to make some changes that would include a promotion through internal recruitment for the position of account technician and also the filling of a subsequently vacated clerk position.

Councilman Sean Morgan questioned the move—which includes a $6,000 pay raise for the promotion and a salary of about $38,000 annually for the clerk—given that the council has indicated that funding public safety is its greatest priority.

However, Constantin explained that the move is already budgeted in the current fiscal year. Additionally, the employee is already working in the capacity of an account technician, but doing so voluntarily. In other words, the promotion corresponds to the employee’s current job duties. Moreover, the administrative-services department has taken on a heavier workload, he said.

Morgan made a motion to approve only the promotion, but was not supported from the dais. In the end, the panel voted 5-1 (Councilwoman Mary Goloff was absent) to approve both departmental changes. For more on the meeting, see Downstroke, page 8.

he latest results of soil tests for TPacific dioxins of the area around the Oroville Power Inc. (POPI)

cogeneration plant have been released, and while the numbers are significant, it’s still not clear what, if any, action will result.

Dioxins, which are created mostly through industrial processes, have been linked to human reproductive and developmental problems, damaged immune systems and cancer. The contaminants in the Oroville area are believed to have come from a couple of sources over the past 50 years— two fires at the now-closed Koppers wood-treatment plant in the Highway 70 Industrial Park and, more recently, from emissions and ash accumulation from the POPI cogeneration plant, which closed last year.

The numbers are significant in that they play a role in an out-ofcourt settlement currently being negotiated between a number of California counties—including Butte—and the owner of the POPI plant, New Jersey-based Covanta, which operated similar plants in Northern California. The Butte County District Attorney’s Office is leading the settlement negotiations for the counties.

“There is not a lot we can do right at this point,” said District Attorney Mike Ramsey. “We are still chugging along with [Covanta] looking for an out-of-court settlement. That should happen by the end of the month.”

According to a report by Chico Environmental Science and Planning, eight soil samples were gathered on Feb. 27 and March 20 of this year—four from just outside the perimeter of the POPI plant and four others between 1 and 2 miles away, based upon prevailing wind patterns.

The highest level—83.8 parts per trillion (levels of 40 ppt and higher are considered unhealthful by the World Health Organization)—was found about a mile

south of the plant near Lincoln Boulevard and Ophir Road. Other offsite samples turned up 17.2 ppt north of the site at 20th Street and Nelson Avenue, 27.7 ppt along Ophir Road about 2 miles south of the POPI site, and 46 ppt near Oroville Dam Boulevard and Highway 70.

John Lane, the owner and principal soils scientist for Chico Environmental, writes in the report’s conclusion that because samples show elevated levels of dioxins and furans (contaminants associated with dioxins) both at the POPI plant and throughout the Oroville area, more sampling is needed.

“With such limited data, it cannot be determined if observed soil dioxin levels are a result of cogeneration activities at the POPI facility,” Lane wrote.

POPI, which initially burned scraps of wood from forestry operations to create electricity, began using “urban waste” as the timber industry slowed down. That waste included demolished buildings trucked to the North State from the Bay Area.

Tests showed that resulting ash contained dioxins, including a huge pile of ash that sat for three years off Hicks Lane in north Chico before it was recently hauled away to a landfill in Wheatland. Ash from the plant has also been used as a soil amendment in an orchard off Shippee Road in Durham and in corn fields in the Glenn County community of Artois.

Offsite tests near the Durham orchard also ranged from dioxin levels of 17.4 ppt to 29.4 ppt.

Those tests were taken on neighboring land that receives runoff from the orchard. A test on adjacent land that does not receive runoff showed a level of 0.96 ppt.

SENIORS TO OVERLOAD MEDI-CAL

Over the next decade, Medi-Cal spending on longterm care may nearly double, a study suggests.

Researchers at UC Berkeley estimated such spending will jump from $6.6 billion this year to $12.4 annually by 2023, according to California Healthline. The authors projected the number of senior citizens in California will increase from 4.8 million to 6.9 million in the same time frame, while 70 percent of those seniors will require long-term care.

Further, nearly 90 percent of the state’s long-term care is provided by family caregivers who report “higher levels of mental and physical health problems,”according to a California Department of Health Care Services press release.

The study’s authors recommended seniors develop a long-term care plan to “ensure they live their later years with quality and dignity.”

In the dark no longer Butte County streamlines DNA-testing process in cases of sexual violence

California recently adopted new flammability standards for upholstered furniture, revising 40-year-old standards that failed to address widespread exposure to toxic flame retardants.

Gov. Jerry Brown announced on Nov. 21 the approval of the new standards, which are designed to reflect more modern manufacturing methods such as using smolder-resistant cover fabrics and smolder-resistant barriers beneath cover fabrics, according to a Governor’s Office press release. Also, manufacturers will no longer be required to administer an open-flame test, which will in some cases entirely eliminate the need for flame retardants.

Various studies have linked exposure to chemical flame retardants to cancer and fertility problems. The chemicals also disproportionately affect children; one study found that toddlers, compared to their parents, had up to three times the amount of flame-retardant chemicals in their bodies.

WEIGHT HINDERS PILL’S POTENCY

The morning-after pill may be less effective in heavier women, a Scottish study suggests.

The study, conducted by scientists at the University of Edinburgh, investigated the effectiveness of levonorgestrel, the active ingredient in Norlevo, a contraceptive pill made by French pharmaceutical company HRA Pharma, according to BBC News. The researchers noted Norlevo was “less effective” in women weighing more than 165 pounds and “ineffective” in women who weigh more than 176 pounds, while obese women taking the drug were four times more likely to get pregnant than women of average weight. The researchers theorized that levonorgestrel is absorbed into fat, thereby lowering the dose in the bloodstream.

Levonorgestrel is used in other brands of the morning-after pill, including those distributed in the U.S. The report’s authors recommended alternative emergency-contraceptive measures—such as devices that can be implanted in the womb—for heavier and obese women.

J challenging job. As part of her nursing duties at Enloe Medical Center, she gets acqueline Winters-Hall has a

called when a victim of sexual violence comes to the emergency room. Her first duty is to treat the patient—ease the physical and psychological suffering—but, as a sexual-assault nurse examiner, or SANE, she’s often responsible for collecting evidence on behalf of police and prosecutors.

She strives to be as sensitive and delicate as possible. Still, the process can be invasive for a person so recently violated and feeling so vulnerable. She’s also inevitably asked a question for which, until recently, she had to give a vexing response.

The question: “When will I know something?”

The answer: “I don’t know—you’ll have to work with law enforcement.”

Once a SANE gets physical evidence, it’s catalogued in what’s known as a “rape kit,” which goes to the local police department or sheriff’s office. Then it’s up to investigators to determine when—or whether—to send the kit to a forensic laboratory. Even once that happens, because of case backlogs, there’s no assurance that the evidence will be checked promptly.

“It’s very frustrating for our patients,” Winters-Hall said in a recent phone interview. “It can be up to 18 months before the DNA is tested.”

For victims of sexual violence, that uncertainty can be agonizing.

However, as of Nov. 20, the time-

line for receiving results of DNA tests related to cases of sexual violence has

changed drastically in Butte County, one of eight California counties included in a program called Rapid DNA Service (RADS).

After any sexual-assault examination at Enloe, Feather River Hospital or Oroville Hospital, swabs with DNA will go directly to the California Department of Justice’s forensic lab—the Jan Bashinski DNA Laboratory—in Richmond for testing within approximately two weeks.

If technicians at the laboratory find enough genetic material to form a DNA profile of a suspect, they will upload that information to a national database called Combined DNA Index System (CODIS) and look for a match with perpetrators on file. Any “hits” will get forwarded immediately to the district attorney and law enforcement.

Thanks to RADS—and Butte County’s inclusion in the program by California Attorney General Kamala Harris— Winters-Hall and her SANE counterparts now have a more satisfying answer for their patients.

“It gives them such a huge sense of relief to know that … someone’s going to look at their DNA—at least those three swabs— within 15 days,” Winters-Hall said.

The expeditiousness might not only break the case, it also could prevent subsequent assaults by the same perpetrator.

“If that DNA links to another sample of DNA in CODIS, it can link crimes together,” said Stacy Vincent, nurse manager in Enloe’s emergency department. “It can show patterns. We know oftentimes criminals commit 12 to 14 sexual crimes before they’re apprehended, and this allows us to link those crimes and reduce the time it takes to solve the crime itself.”

For her part, Cruz hopes the RADS program will help get perpetrators off the street.

“Leopards don’t change their spots,” she said. “These people have predatory behavior. [RADS] is going to get people to stop and think about their actions … and give law enforcement a tool.”

Ramsey hopes RADS reassures victims that “you’re not just going to be shoved in a corner someplace and we’ll get around to you when the system creaks along. No, you are a priority.”

Winters-Hall and Vincent hope that message will encourage more victims to come forward, or at least seek medical attention.

“We’re not there yet,” Ramsey said. “That’s just not the reality.

But the reality is it can be much quicker than what we’re seeing in the ordinary cases—which is months—absent this accelerated program.”

Moreover, there’s often no evidence, said Rocky Cruz, assistant executive director of Rape Crisis Intervention and Prevention in Chico. An attacker may use a condom or force the victim to wash away physical traces, thereby not leaving the DNA needed for a profile and CODIS match.

Butte County joins Marin, Sonoma, Napa, Solano, Santa Barbara, San Luis Obispo and Lake counties in the RADS pilot program. Ramsey said Butte made the list not because of a disproportionate amount of sexual violence but because it has an active, organized Sexual Assault Response Team, or SART. “We have a fairly robust program,” he said—a far cry from two years ago, when local law-enforcement officials had to send victims to other jurisdictions because “we had virtually no SANEs.” Enloe, Feather River and Oroville Hospital “stepped up to do their civic duty,” Ramsey said, and by sending “a couple dozen nurses for training,” local medical centers could conduct the examinations whenever needed.

Last year, according to SART’s annual report, 60 people in Butte County ages 12 and older had forensic medical examinations for sexual assault. Vincent says that’s the approximate total so far this year.

Ninety companies produced two-thirds of global greenhouse-gas (GHG) emissions from 1854 to 2010, new research indicates.

Chevron, Exxon Mobil and BP are among the corporations named in the study published in the journal Climatic Change, according to the Los Angeles Times. The list of offenders is largely populated by coal, gas and oil producers.

“These are the companies and institutions that have created the products … that have led to persistently higher levels of atmospheric carbon dioxide and methane,” said Richard Heede, head of the Climate Accountability Institute and author of the study.

Notably, a number of companies on the study’s list have funded the climate-changedenial movement. “For me, one of the most interesting things to think about was the overlap of large-scale producers and the funding of disinformation campaigns, and how that has delayed action,” said Naomi Oreskes, Harvard professor of the history of science, quoted in the UK’s Guardian newspaper.

LASSEN PARK TIGHTENS BELT

Visitors to Lassen Volcanic National Park this winter will notice a lingering effect of the recent government shutdown.

The park’s Kohm Yah-mah-nee Visitor Center— except for its restrooms and vestibule—will be closed from Dec. 1 through March 31 “due to the ongoing budget concerns,” according to a Lassen Park press release. The U.S. Congress “provided funds to operate the [national] parks through January 15, with final funding to be resolved after that,” the press release explained.

“Alternatives to closing the visitor center were analyzed,” said Park Superintendent Darlene Koontz. “However, faced with continuing budget uncertainty, hard decisions had to be made to ensure that the park can provide services to winter visitors while maintaining adequate funding in reserve for summer when our visitation is highest.”

THE CICADAS OF PROVENCE

The famed fields of lavender in southern France’s Provence region are doomed to destruction if a solution is not found to curb the damage done by cicadas.

A small cicada known as a cicadelle—which has proliferated, French lavender producers believe, due to global warming—has been fingered as the culprit, according to the UK’s Guardian newspaper.

Cicadelles lay their eggs beneath the roots of the lavender plant and the hatched larvae destroy the roots. Adult cicadelles also transmit a deadly microbacterium to the plants.

“It’s hard to imagine Provence without lavender,” said Eric Chaisse, of the Provence regional center for experimentation on plants used in aromas, medicines and perfumes, “but if we don’t get on top of this, the lavender will disappear in 20 to 30 years.”

Area teacher raises questions about streakywhite, cloud-like formations in North State skies by

tony appearance of clouds, yet are too narrow and too symmetrical for a natural occurrence. They resemble contrails— streams of condensation following the flight paths of jet planes—but often appear in large numbers, and in lines that are perpendicular to each other.

Just what are those things, anyway?

Patricia Kenyon has been wondering the same thing, particularly for the past year and a half, ever since an engineer friend came to dinner and talked about chemtrails: that is, the aerial spraying of metallic particles designed to deflect solar radiation. Such a barrier could serve as a means for offsetting some of the warming effects of carbon-dioxide emissions.

Intrigued, and more mindful of the sky above her Tehama County home, Kenyon followed her friend’s lead. She discussed the topic with friends as well as fellow teachers at Bend Elementary School. She began researching an area of science known as geoengineering, which encompasses attempts to adjust natural conditions through systematic human endeavors, including aerial spraying.

She’s found plenty of material on the subject: documents, articles, photos and videos. Many are posted online by Geoengineering Watch, whose site (www.geo engineeringwatch.org) has logged more than 10 million visitors. The group’s lead researcher, North State resident Dane Wigington—a former employee of Bechtel Power Corporation—examines what he calls “weather modification on a global

scale”—“the aerosol spraying from geongineering blocking some 20 percent of the sun or more, not to mention jetstream manipulation … and artificially/ chemically nucleated snow storms.”

In a recorded presentation embedded on the home page, he says: “The dispute as to whether or not these programs are going on is really a moot point. We have more than enough data—we have actual footage—to show that tankers are indeed spraying at altitude. The materials we see showing up on the ground are the exact materials named in numerous geoengineering patents.”

Geoengineering Watch lists, and links to, more than 100 such patents. One (#5003186, to Hughes Aircraft), involves “a method for reduction of global warming” via “seeding of the atmosphere with metallic particles” such as “aluminum oxide.” The same site offers a MtShastaNews.com article that states, “Since May 2008, over 40 [rainwater] samples have been collected [in the Mount Shasta area], with the majority showing high levels of aluminum.”

Most compelling to Kenyon is what she and her husband, a veteran law-enforcement officer, have witnessed themselves.

Using binoculars, they’ve seen white planes, with no identifying marks, spraying white trails above the North State.

“Through the last year, we have been Geoengineering defined: In Climate Change Science and Policy ,

watching on a regular basis how often the spraying has occurred, and it’s pretty regular in the North State—it’s probably every week, sometimes multiple times during the week—and it saturates the area for 24 hours or longer,” Kenyon said in a recent phone interview. “Only if we get a really strong wind does it dissipate.”

What exactly is in what she believes is a chemical spray, she does not know. Though she worked as a respiratory therapist before switching to elementary education 15 years ago, Kenyon is not a scientist.

Nor is she a conspiracy theorist with a pat explanation. She’s a curious 50-something—teacher, farmer, wife and mother—who values transparency. That’s why she’s been an activist for labeling foods that contain genetically modified organisms. It’s also why she just can’t overlook what she keeps seeing.

“There are more sinister ideas [about geoengineering] coming from some areas and people—which it could be,” Kenyon said in a recent phone interview. “The reality is we don’t know.

“The difference with this and GMOs is genetically modified organisms are something we can choose to purchase or not purchase; we can choose to grow them or not grow them. We can’t control what’s coming from above, and that’s frustrating.”

The concept of geoengineering is

hardly new. In just one example, back in 1953, the Pacific Gas and Electric Company began seeding clouds to impact precipitation, including an experiment at Lake Almanor in the 1960s. (According to a 1969 article in the Journal of Applied Meteorology, PG&E put silver iodide in the air around the Almanor watershed and measured the effect on snow and rainfall.)

Climate Change Science and Policy, a textbook by the late author Stephen Schneider—an environmental-studies heavyweight who, among other things, was codirector at the Center for Environment Science and Policy of Stanford University’s Freeman Spogli Institute for International Studies— says the Johnson administration in 1965 considered “suggestions that climate control using aerosols be used to offset the effects of rising CO2 concentrations,” and in 1992 the U.S. National Academy of Sciences analyzed “the cost of injecting aerosols into the stratosphere.”

According to the book, the NAS put the minimum price-tag at $100 billion a year for a 1 percent reduction in solar radiation in the lower atmosphere; “[w]hile this cost may sound high, it is roughly a factor of 10 lower than the cost to achieve an equivalent reduction in climate change through reductions

In other words, it’s cheaper to deflect sunlight than to change carbon-fuel consumption.

The Intergovernmental Panel on Climate Change assessed solar radiation management in its wellpublicized 2013 report. Its determination: “If SRM were terminated for any reason, there is high confidence that global surface temperatures would rise very rapidly” with an acknowledgement that “SRM methods carry side effects and long-term consequences on a global scale.”

One of those side effects/consequences could be decreased rainfall, as has occurred in the North State (see “A dry spell,” Newslines, Nov. 21). The National Center for Atmospheric Research, in an article titled “Geoengineering the Climate Could Reduce Vital Rains,” predicts a 4.5 percent decrease in average precipitation worldwide, yet “monsoonal rains” in specific regions.

In “Chemtrails: A Planetary Catastrophe Created by Geoengineering,” the Center for Research on Globalization makes a strong case that geoengineering is not just theoretical science. It displays chemtrail photos from around the world, breaks down the chemical composition of sprays and assesses impacts.

Yet, relative to other environmental issues, geoengineering receives little attention.

“If this is happening because global warming is that big a concern, then we need to be making changes,” Kenyon said. “We need a conversation and we need answers, but the questions aren’t being asked [in a public forum, locally].” Ω

Forgotten news Project Censored ranks the top 10 stories corporate media neglected to cover (or cover well) BY

T

his year’s annual Project Censored list of the most underreported news stories includes the widening wealth gap, the trial of Pfc. Chelsea E. (formerly Bradley) Manning for leaking classified documents, and President Barack Obama’s war on whistle-blowers—all stories that actually received considerable news coverage.

So, how exactly were they “censored,” and what does that say of this venerable media-watchdog project?

Project Censored isn’t only about stories that were deliberately buried or ignored. It’s also about stories the media have covered poorly, through a sort of false objectivity that skews the truth. Journalists do occasionally cry out against injustice, but they don’t always do it well.

That’s why Project Censored was started back in 1976: to highlight stories the traditional media missed. Although the project initially started in California—at Sonoma State University—now academics and students from 18 universities and community colleges across the country pore through hundreds Uncensored:

of submissions of overlooked and underreported stories annually. A panel of academics and journalists then picks the top 25 stories and curates them into themed clusters. This year’s book, Censored 2014: Fearless Speech in Fearful Times, hit bookstores in October.

The media mangling of Manning is No. 1 on the Project Censored list for 2013, but the shallow coverage this story received is not unique. The news media are in a crisis, particularly in the United States—and it’s getting worse.

The Project for Excellence in Journalism, which conducts an annual analysis of trends in news, found that as revenue in journalism declined, newsrooms have shed 30 percent of their staff in the last decade. In 2012, the number of reporters in this country dipped to its lowest level since 1978, with fewer than 40,000 nationally.

For American journalism to revive itself, it has to move beyond its corporate ties. It has to become a truly free press. It’s time to end the myth that corporate journalism is the only way for media to be objective, monolithic and correct.

The failures of that prescription are clear in Project Censored’s top 10 stories of the year:

1. Chelsea Manning and the failure of corporate media

Untold stories of Iraqi civilian deaths by American soldiers, U.S. diplomats pushing aircraft sales on foreign royalty, uninvestigated abuse by Iraqi allies, the perils of the rise in private war contractors—this is what Manning exposed. They were stories that challenge the U.S. political elite, and they were made possible only by a sacrifice.

Manning got a 35-year prison sentence for the revelation of state secrets to WikiLeaks, a story told countless times in corporate media. But as Project Censored posits, the failure of our media was not in the lack of coverage of Manning, but in its focus.

Though The New York Times partnered with WikiLeaks to release stories based on the documents, many published in 2010 through 2011, news from the leaks has since slowed to a trickle—a waste of more than 700,000 pieces of classified intelligence giving unparalleled groundlevel views of America’s costly wars.

The media quickly took a scathing indictment of U.S. military policy and spun it into a story about Manning’s politics and patriotism. As Rolling Stone pointed out, Manning initially took the trove of leaks to The Washington Post and The New York Times, only to be turned away.

Alexa O’Brien, a former Occupy activist, scooped most of the media by actually attending Manning’s trial. She produced tens of thousands of words in transcriptions of the court hearings, one of the only reporters on the beat.

Unfortunately, the media’s focus veered away from the salient points revealed through those leaks.

The trade-watch group investigated the TPP and is the main advocate in opposition of its policies. The AFL-CIO, Sierra Club and other organizations have also had growing concerns about the level of access granted to corporations in these agreements.

With extra powers granted to foreign firms, the possibility that companies would continue moving offshore could grow. But even with the risks of outsized corporate influence, the United States has a strong interest in the TPP in order to maintain trade agreements with Asia.

The balancing act between corporate and public interests is at stake, but until the country releases more documents from negotiations, the American people will remain in the dark.

more than half, and there was a “powerful resurgence” of patriot groups, the likes of which were involved in the Oklahoma City bombing in 1995. Worst of all, the huge growth in armed militias seems to have conspicuous timing with Obama’s election.

“The number of Patriot groups, including armed militias, has grown 813 percent since Obama was elected—from 149 in 2008 to 1,360 in 2012,” the SPLC reported.

Though traditionally those groups were race-motivated, the report noted that they are now gunning for government. There was a smattering of news coverage when the SPLC released its report, but not much since.

1 percent hide billions in tax havens

Global corporate fat cats hold $21 trillion to $32 trillion in offshore havens, money hidden from government taxation that would benefit people around the world, according to findings by James S. Henry, the former chief economist of the global management firm McKinsey & Company.

The International Consortium of Investigative Journalists obtained a leak in April, revealing how widespread the buy-in was to these tax havens. The findings were damning: Government officials in Canada, Russia and other countries have embraced offshore accounts, the world’s top banks (including Deutsche Bank) have worked to maintain them, and the tax havens are used in Ponzi schemes.

Moving money offshore has implications that ripped through the world economy. Part of Greece’s economic collapse was due to these tax havens, ICIJ reporter Gerard Ryle told Brooke Gladstone on her radio show, On the Media.

“It’s because people don’t want to pay taxes,” he said. “You avoid taxes by going offshore and playing by different rules.”

U.S. Sen. Carl Levin, a Michigan Democrat, introduced legislation to combat the practice—the Stop Tax Haven Abuse Act—but so far, the bill has had little play in the media.

Researcher James Henry said the hidden wealth was a “huge black hole” in the world economy that has never been measured, which could generate income-tax revenues between $190 billion to $280 billion a year.

3. Trans-Pacific Partnership

Take 600 corporate advisers, mix in officials from 11 international governments, let it bake for about two years, and out pops international partnerships that threaten to cripple progressive movements worldwide.

The Trans-Pacific Partnership is a trade agreement, but leaked texts show it may allow foreign investors to use “investorstate” tribunals to extract extravagant extra damages for “expected future profits,” according to the Public Citizen’s Global Trade Watch.

The Stop Tax Haven Abuse Act, a Senate bill authored by U.S. Sen. Carl Levin, has been given little coverage by corporate media.

President Obama has invoked the Espionage Act of 1917 more than every other president combined. Eight times Obama has pursued leakers with the act: against Thomas Drake, Shamai Leibowitz, Stephen Jin-Woo Kim, Jeffrey Sterling, Chelsea (aka Bradley) Manning, John Kiriakou, James Hitselberger and, most recently, Edward Snowden. All had ties to the state department, FBI, CIA or NSA, and all of them leaked to journalists.

“Neither party is raising hell over this.

This is the sort of story that sort of slips through the cracks,” said Robert W. McChesney, an author, longtime media-reform advocate, professor at University of Illinois at Urbana-Champaign, and host of Media Matters from 2000-2012. And when the politicians don’t raise a fuss, neither do the media.

ProPublica covered the issue, constructing timelines and mapping out the various arrests and indictments. But Project Censored points out the lack of coverage is in Obama’s hypocrisy—only a year before, he signed the Whistleblower Protection Act. Later on, he said he wouldn’t follow every letter of the law in the bill he had only just signed.

“Certain provisions in the [whistle-blower] act threaten to interfere with my constitutional duty to supervise the executive branch,” Obama said. “As my administration previously informed the Congress, I will interpret those sections consistent with my authority.”

5. Hate and anti-

government groups on the rise

Hate groups in the United States are on the rise, according to a report by the Southern Poverty Law Center. There are 1,007 known hate groups operating across the country, writes the SPLC, including neoNazis, Ku Klux Klan, white nationalists, neoConfederates, racist skinheads, black separatists, border vigilantes and others.

6. Billionaires’ rising

wealth intensifies poverty and inequality

The world’s billionaires added $241 billion to their collective net worth in 2012.

That’s an economic recovery, right?

That gain, coupled with the world’s richest peoples’ new total worth of $1.9 trillion (more than the gross domestic product of Canada), wasn’t reported by some kooky socialist group, but by Bloomberg News. But few journalists are asking the important question: Why? Project Censored points to journalist George Monbiot, who highlights a reduction of taxes and tax enforcement, the privatization of public assets, and the weakening of labor unions.

His conclusions are backed up by the United Nations’ Trade and Development Report from 2012, which noted how the trend hurts everyone: “Recent empirical and analytical work reviewed here mostly shows a negative correlation between inequality and growth.”

7. Merchant of death and nuclear weapons

The report highlighted by Project Censored on the threat of nuclear war is an example not of censorship, strictly, but a desire for media reform.

Project Censored highlighted a study from the Physicians for Social Responsibility that said 1 billion people could starve in the decade after a nuclear detonation.

Corn production in the United States would decline by an average of 10 percent for an entire decade, and food prices would make food inaccessible to hundreds of millions of the world’s poorest citizens.

This is not journalism in the classic sense, according to On the Media’s Gladstone, who is also the writer of The Influencing Machine, a graphic-novel-cum-news-mediacritique. In traditional journalism, as it’s played out since the early 20th century, news requires an element of something new in order to garner reporting—not a looming threat or danger.

So, in this case, what Project Censored identified was the need for a new kind of journalism, what it calls “solutions journalism.”

“Solutions journalism,” Sarah van Gelder wrote in the foreword to Censored 2014, “must investigate not only the individual innovations, but also the larger pattern of change—the emerging ethics, institutions and ways of life that are coming into existence.”

Without people in power pushing the topic, author McChesney said that a mainstream journalist would be seen as going out on a limb.

“The reporters raise an issue the elites are not raising themselves, then you’re ideological, have an ax to grind, sort of a hack,” he said. “It makes journalism worthless on pretty important issues.”

Does 35 percent of everything bought in the United States go to interest? Professor Margrit Kennedy of the University of Hannover thinks so, and she says it’s a major funnel of money from the 99 percent to the rich.

In her 2012 book, Occupy Money, Kennedy wrote that tradespeople, suppliers, wholesalers and retailers along the chain of production rely on credit. Her figures were initially drawn from the German economy, but Ellen Brown of the nonprofit Global Research, and author of The Web of Debt, said she found similar patterns in the United States.

This “hidden interest” has sapped the growth of other industries, she said, lining the pockets of the financial sector.

So, if interest is stagnating so many industries, why would journalists avoid the topic?

Few economists have echoed Kennedy’s views, and few experts emerged to back up her assertions.

Even the Nieman Watchdog, a foundation for journalism at Harvard University, issued a report in 2011 citing the lack of reporting on a war the United States funneled more than $4 trillion into over the past decade, not to mention the cost in human lives.

If we don’t pay attention to our own wars, why exactly does Project Censored think we’d pay attention to Iceland?

“The constitutional reforms are a direct response to the nation’s 2008 financial crash,” Project Censored wrote, “when Iceland’s unregulated banks borrowed more than the country’s gross domestic product from international wholesale money markets.”

10. A culture of cruelty along Mexico-U.S. border The plight of Mexican-border crossings usually involves three types of stories in the U.S. press: deaths in the stretch of desert beyond the border, the horrors of drug cartels and heroic journeys of border crossings by sympathetic workers. But a report released a year ago by the organization No More Deaths snags the 10th spot for overlooked stories in Project Censored.

The report asserts that people arrested by the U.S. Border Patrol while crossing were denied water and told to let their sick die. No More Deaths conducted more than 12,000 interviews to form the basis of its study in three Mexican cities: Naco, Nogales and Agua Prieta. The report cites grossly ineffective oversight from the Department of Homeland Security. This has received some coverage, from Salon showcasing video of Border Patrol agents destroying jugs of water meant for crossers to a piece in The New York Times citing a lack of oversight for the Border Patrol’s excessive force.

The American Civil Liberties Union lobbied the United Nations Office of the High Commissioner for Human Rights to call international attention to the plight of these border crossers at the hands of U.S. law enforcement.

If ever an issue flew under the radar, this is it. Ω

Tell me more about that. www.facebook.com Dan Abbott: We actively tried to /monstrospizza book shows there in 1996, when chico we were first starting. Not because we were punks, but because it was the only all-ages venue in the East Bay. I get it, we didn’t look punk, and our sound didn’t fit into anything people understood. We looked and sounded like suburban dweebs, which we were. And Gilman simply ignored our repeated requests for booking.

The people running Maximum Rock’n’roll and Gilman at that point were dealing with the fallout from Green Day’s success; punk was figuring out what to do next. How do you continue resisting society’s ills when all of a sudden society is complimenting you on your great style?

A year and a half later, however, a lot of new people were active within the Gilman collective, some of whom had been influenced by the festivals we’d put on, or just had a different perspective on art and music. We got to play some great shows there, and by 1998 were starting to headline.

Tell me about Geekfest. It sounds like a cross between a Star Trek convention and a punk show.

That’s not too far off. We invited a bunch of our friends’ bands, rented a generator, and cooked up some cheese-filled hot dogs. We set up at this place in Richmond called Point Molate. It had been a Navy fuel depot, but when Clinton decommissioned a lot of military sites in the ’90s, Point Molate got the ax. As Geekfest became more of a regular thing, we realized we liked the unpredictable nature of it.

We didn’t listen to demo tapes. Bands would just call our hotline and ask to be booked. And so we got a mix of really weird bands, scary and terrible bands, touring bands, kids playing their first show, and sometimes, the most amazing band you’d ever seen.

All in one afternoon.

Do you identify more with Weird Al or Henry Rollins?

Weird Al, no question. I like that Henry Rollins does so many things and calls it like he sees it, even if he does come off like a douchey L.A. jock sometimes. I don’t always agree with him, but I’m glad he’s out there saying it. But he’s got nothing on Weird Al. Do you think the “jokey” aspect of what you do has hindered or helped?

The things we’re writing songs about are often so god-awful that a bit of gallows humor is the only way to approach them without coming off as either cartoonishly angry and preachy, like Rage Against The Machine, or ridiculously self-pitying like, say, Morrissey. We couldn’t do that, and our fans probably wouldn’t be fans for long, either.

How have you and your audience changed over the past 15 to 20 years?

These days we’re less likely to think something is funny just because it’s offensive. Some of our old fans have come to our shows and brought new friends, and sometimes even their kids! We’re pretty happy to see folks from the old days, back when none of us really had any thought of living past 21. Ω

In addition to holding regular tours throughout the year, the historic Stansbury House opens its doors a few times a year for special events. This weekend it’s the Dickens Christmas, when the Victorian-era home is decked out for the holidays and costumed characters walk its stately halls. “H handing Henri her already overstuffed shopping bag as we strolled through the ere, hold this,” Colette said,

“I think I might have dislocated my shoulder.”

“You dislocated your shoulder dropping my bag?”

“Didn’t drop it. I set it down. Carefully.

And yes.”

She scowled and shook her head, picked the bag up and put the pomegranates in next to a head of red lettuce. “Weenie.” She looked around. “Let’s go find some mandarins.”

I followed her through the crowd until she stopped at a stall with various citrus arrayed on tables. She set her shopping bag on the ground and bought a 10-pound bag of mandarins and a couple of lemons.

“OK, I think that’ll do it. Ready?”

Indeed I was. Ready for an ice pack and a Marie sanglante, actually. I carried one of the lemons as we made our way back to the parking lot.

I thought we were heading home, but apparently not—she started driving up Mangrove Avenue. “I can wait till Monday to go to the doctor,” I said.

“What?”

“I can self-medicate for now.”

“I wasn’t taking you to the doctor,” she said. “I’m going to get some vodka.”

“Oh, bless your heart!”

“I’m buying vodka because I’m going to infuse it this afternoon,” she said, “not for your…” She took her hands off the steering wheel and made little quote marks with her fingers. “Pain.”

Turns out that Colette and one of her husbands— she thinks it was her fourth—made infused vodka as Christmas presents one year, mostly with fresh fruit, and it had gone over well. She wanted to try it again, not necessarily as Christmas gifts but to take advantage, she said, of the late-fall fruit harvest here in the Chico area.

Which is why just a couple of hours later our dining table was almost covered with a variety of different vodka concoctions and why our cupboards are now full of batches brewing.

And the infusions are easy to make, as I learned, watching her from the couch.

Best ingredients: Pineapple, berries, lemon

and other citrus, apples, pears, kiwi, pomegranate, vanilla bean, hot peppers, cucumber, cantaloupe, garlic. You can also infuse vodka with herbs and spices, such as rosemary, basil, cinnamon and ginger, and some recipes call for combinations (apple-pear-cinnamon, and strawberry-kiwi, for example).

Basic instructions: Use Mason jars, or other canning jars with airtight lids—the seal is important.

Wash and dry them thoroughly. Wash ingredients, and place in jars (slice apples, pears, etc.; break citrus into sections and include some zest; slice vanilla beans lengthwise; remove skin from garlic cloves).

Fill jars with vodka, and seal. Store in a cool, dry place, shaking two or three times a day.

Infusion time: This will vary, depending on the strength of the ingredients, and just how infused you want your vodka. Ingredients with intense flavors, such as hot peppers, only take a day or two; cucumber, citrus, vanilla, two to four days; berries, peaches, herbs, a week or so; pineapple and ginger, a couple of weeks. Strain ingredients out and pour infused vodka back into jars. Note: It is possible to infuse for too long and ruin the vodka—which is why I made a huge sacrifice and volunteered to test Colette’s throughout the infusion process.

Results: I made a delicious vodka martini with the mandarin brew—and a bit of lemon zest—and the pomegranate batch, over ice, had a surprisingly pleasant kick. A vanilla-bean infusion—which we also drank over ice—was sweet, smooth and sumptuous, perfect for a wintry evening by the fire.

And my shoulder’s feeling much better, merci beaucoup. Ω

“You don’t just want to see the music videos, and you’re not going to get just the music videos,” said playwright/director Joey Moshiri during a recent pre-rehearsal interview.

The play will bring together most of the powers of the Uncle Dad’s collective—which, in addition to 30-year-old Moshiri, a local-theater regular, includes the band members and performance artists shared between local jazz experimenters Bogg and theatricalrockers the Pageant Dads, plus new experimental dance troupe Everybody in Outer Space, among others.

All told, 10 musicians, 10 actors, and five or six behind-the-scene folks are involved in the production.

Originally, the musical’s producer, Josh Hegg (keyboardist for Bogg, Clouds on Strings), wanted to do a cover night, with his band and local musicians playing the songs from Thriller in the order they appear. But when Hegg mentioned that they might think about doing something more “special,” the gears started turning in Moshiri’s head.

“By the end of the day … I had the whole idea outlined on scraps of paper,” he said, and three days

later, the script was finished.

“I let the album kind of speak to me,” Moshiri said of the process. “The Girl is Mine,” with Michael Jackson (played by David Kamrar) and Paul McCartney (played by Bogg/Pageant Dads bassist Gavin Fitzgerald) vying for the same woman became the love triangle at the heart of the play, and the “doggone girl” in question is now the character of “Billie Jean” (played

by Chico songstress Aubrey Debauchery). “[I] let the context of the album itself kind of tell the story,” Moshiri explained.

The content of the album’s videos also played a part in the inspiration, including the zombies and werewolf from “Thriller,” one of which will be responsible for the death of a character. Shocking as that may be, Moshiri teased that “there’s a much better twist” than that in store.

This is Thriller! marks the first time Moshiri

has written or directed a full-length play, and his work on the production and with the Uncle Dad’s crew are the result of two of his artistic outlets—community theater and photographing live music—crossing paths … and one of those paths hitting a roadblock.

Moshiri developed his acting chops during sketchcomedy shows at the Blue Room Theatre and in the musicals of the now-defunct Chico Cabaret (the pinnacle for him was being cast as Eddie in the Cabaret’s The Rocky Horror Show—“It was like a dream come true.”) After the Cabaret closed, and the sketch shows fell off during one of the Blue Room’s recent reorganizations, Moshiri started looking for other outlets for getting on stage and found one in the like-minded members of Bogg, whom he’d met after taking photos at one of their shows.

The busy Bogg players started branching out into theater with special holiday shows at the Blue Room and 1078 Gallery, and by way of the offshoot band/theater troupe, the Pageant Dads, with whom Moshiri collaborated for their recent Pageant Dads Experience show at the Blue Room.

“There’s a lot of fingers in the same pie,” Moshiri said of their common interests.

And, he added that, even though they are just pulling everything together in the few days before opening night, he’s confident that this energized group can pull it off.

IN THE MIX The English Girl Daniel Silva HarperCollins Readers who enjoy sophisticated novels of international intrigue like those of John le Carré and Alan Furst will enjoy this book, the 13th featuring the Israeli master art restorer and spy Gabriel Allon.

When the British prime minister’s secret lover, a rising star in his governing party, is kidnapped while vacationing in Corsica—“You have seven days, or the girl dies,” the note reads—the Israeli government agrees to do the Brits a favor by rescuing her before the kidnappers’ deadline expires. Allon’s crafty search leads him from Corsica to the criminal demimonde of Marseilles, from 10 Downing Street in London to the dangerous streets of Moscow and St. Petersburg, where he uncovers a plot at the highest levels of the Russian government.

Silva creates a vivid array of characters and settings, and his plot twists often and unexpectedly, but the story is utterly current and never seems less than plausible, and the reader finds it hard to put the book down.

Please note: There’s a fair amount of backstory in a Gabriel Allon tale, so readers who enjoy this novel might want to read the others, beginning with the first in the series, The Kill Artist.

There’s something classic-sounding about Mug Museum, Cate Le Bon’s third full-length. The spare instrumentation and her demure voice bring to mind The Velvet Underground & Nico (especially Nico) and 1960s yé-yé. Le Bon is neither a New Yorker nor French, but this Welsh chanteuse brings those elements to her music, and she does so without sounding retro. And while Le Bon toggles between past and future pop, she also maneuvers through a range of emotions. Like The Smiths did so well, Le Bon has a way of raining on her own parade—even when the melody is sunny. That’s a compliment. A lot of this comes from the subject matter, which revolves around the aftermath of the death of her grandmother. Le Bon’s voice, which drips with a noticeable Welsh brogue, also lends itself to weepy tales. Opener “I Can’t Help You” and first single “Are You With Me Now?” are scrumptiously sweet. “Wild” gives listeners a taste of her band’s psych-rock influence, while the title track strips down to only piano and vocals. At a taut 10 songs, Mug Museum is laserfocused—and both Le Bon and listeners get plenty of mileage from it.

Each one-hour installment in Showtime’s six-episode documentary series Time of Death follows the final weeks, days and hours of life of a different person—e.g., a woman who worked as a death-and-dying counselor who has pancreatic cancer, a former “wild guy” completely crippled by the advanced stages of Lou Gehrig’s disease, etc. And running alongside the individual episodes is the extended story of Maria, a single mother of three with stage-four breast cancer. Each profile offers an unflinching look at a different manner of death and how the dying and their families and caregivers deal with it all—some embrace the pain and beauty of the ride, and some (especially Maria and her confused and scared children) fight it and each other along the way.

Despite the fact that these stories are central ones in all of our lives—we all deal with death several times over—these tender, confusing, difficult and often intimate moments are not often the ones we share. Time of Death is right up there with A&E’s excellent Intervention as the most emotionally powerful TV programs I’ve experienced. The final episode airs Friday, Dec. 6, at 9 p.m., and all six episodes will be available On Demand through Jan. 14.

Matthew McConaughey’s devilishly engaging performance as the rough-edged Woodroof is the film’s centerpiece, but both the performance and the characterization are markedly enriched by assorted encounters with all those secondary figures. The transvestite Rayon (a floridly sashaying Jared Leto) is at the top of that list, but there are several others worthy of special note—a police patrolman (Steve Zahn) who is Woodroof’s longtime pal; an increasingly sympathetic physician (Jennifer Garner); an unlicensed doctor (Griffin Dunne) who offers alternative cures from a clandestine south-of-the-border clinic; as well as a miscellany of bland authority figures in business suits.

McConaughey’s scenes with Leto are the best in the film. Many of those moments are little chapters in an ongoing story of crumbling stereotypes. And a supermarket contretemps with one of Woodroof’s former pals becomes the occasion for a sidelong gesture of genuine respect (from Woodroof) for Rayon. For that moment at least, the rodeo rowdy and the campy cross-dresser are players in a buddybuddy story of a most unexpected sort.

The screenplay (written by Craig Borten and Melisa Wallack) is very uneven. Director Jean-Marc Vallée and McConaughey make the most of its stronger points, but the scripted mixture of didacticism and entertainment sometimes falls flat. Dr. Eve Saks (Garner), to take the most conspicuous example, is a key medical ally, but the filmmakers’ insistence on bringing a facile romantic dimension to her story leaves both Garner and her character stranded in incoherence.

A not-quite-secret ingredient in all this is 1970s rocker Marc Bolan. Photos of Bolan are crucial to Rayon’s notions of interior decoration, and Vallée honors that impulse via three of Bolan’s T. Rex songs on the soundtrack. Ω

Writer/director Scott Cooper’s follow-up to his celebrated debut, Crazy Heart (2009), is set in the economically depressed Rust Belt. There, a steelworker (Christian Bale) is faced with the prospect of tracking down and saving his younger brother (Casey Affleck) from a lawless underworld of drugs and bare-knuckle fighting where a very dangerous man (Woody Harrelson) holds all the power. 12 Years a Slave

Director Steve McQueen’s new film recounts the agonizing ordeal of a prosperous and well-educated African-American, a freed man named Solomon Northup, who was shanghaied back into slavery for more than a decade in pre-Civil War U.S. As such, 12 Years a Slave is a sometimes a grueling history lesson that pays graphic attention to the physical cruelties as well as the legal and moral injustices of the slavery system. A certain weakness for punishing realism might have been fatal, were it not for the brilliancies of characterization that bring the whole thing back to life just as a grim despondency threatens to take over. Ultimately, the prime example of that brilliance comes via Solomon Northup himself (Chiwetel Ejiofor).

The movie, which portrays Solomon as refusing to be defined by his own victimhood, finds its most powerful and incisive dramatics in the tragic ironies of the man’s struggle not just to survive but to preserve a sense of dignity and self in the midst of soul-crushing cruelties. All Is Lost

Robert Redford’s superb performance, most of it wordless, is the dramatic heart and soul of J. C. Chandor’s astonishing little lost-at-sea epic. But while Redford’s solitary mariner is the film’s lone character, All Is Lost is no one-man show. Instead, it’s a tour de force of filmmaking, an inspired collaboration of Redford and writer-director Chandor working in concert with a gifted crew. The story is simple enough: A man is struggling to survive in a sinking sailboat somewhere far from land in the Indian Ocean. The action is fast and furious throughout, but Chandor and company never lose sight of the story’s intertwined dramas—the physical battle against the elements and the more intimate one of a not-quitelost soul facing the escalating evidence of his own insignificance. Canadian writer/director Ken Scott remakes his own movie, Starbuck (2012), with Vince Vaughn now starring as an American version of his original character, a sperm-bank donor who finds out 20 years later that his seed has sprouted 533 children, and who now must decide whether or not to come forward as the biological dad of the 142 of them who have filed a lawsuit to figure out his identity. An animated feature about two turkeys (voiced by Woody Harrelson and Owen Wilson) who travel back in time to try to alter history in a way that keeps their kind from ending up on the Thanksgiving table every year. Cinemark 14. Rated PG.

The new Disney computer-animated feature is an adaptation of Hans Christian Andersen’s fairytale, The Snow Queen. In the film, a young princess embarks on an epic journey to find her sister—the Snow Queen—whose magical powers have buried the kingdom in a never-ending winter. Gravity

The new film by Alfonso Cuarón is a dazzling piece of artful entertainment. It’s a sci-fi adventure, with a pair of stranded astronauts played by George Clooney and Sandra Bullock trying to survive a space-station calamity, and it packs a great deal of unexpected interest into what might sound like a relatively simple story. Scarcity of oxygen, suspension of the law of gravity, extreme physical isolation—they all heighten the stakes in the characters’ efforts to improvise self-rescue via the increasingly disabled remnants of their elaborate space-travel technology.

Cuarón and company make wonderfully expressive use of the 3D format on behalf of all of its main concerns. Both visually and dramatically, Gravity is about human beings struggling to get their bearings, in several senses of that word. Spatial and psychological disorientation recurs, but the screenplay by Alfonso and his brother Jonás Cuarón also nudges us toward perspectives on the dimensions of human identity, of purpose and self, and locale. Cinemark 14.

The Hunger Games: Catching Fire

As a bridge, Catching Fire is in itself entertaining, but suffers in that it gets us only to the midway point of a story that ends in 2015. We rejoin Katniss (Jennifer Lawrence) and Gale (Liam Hemsworth) as they spend some quality time hunting in the woods while the narrative arc kicks in. It seems that President Snow (Donald Sutherland) isn’t too happy with Katniss and Peeta (Josh Hutcherson) escaping his deadly machinations and sowing the seeds of revolution, so he brings in the ultimate game-designer (Philip Seymour Hoffman) to whip up something to clear the slate of all the past winners of the Hunger Games. So it’s back into the arena, and this time the emphasis is more on the game versus the competitors, than the competitors going after each other. We are never given anything but a rudimentary introduction to most of them, so as the casualties pile up, any connection with the characters existing as anything other than clay pigeons rings hollow. However, the film does move along cracklingly enough for a 2 1/2-hour entertainment. Cinemark 14, Feather River Cinemas and Paradise Cinema 7. Rated PG-13 —C.B.

Stephen Frears (The Queen, High Fidelity) directs this based-on-real-events story about a British journalist (Steve Coogan) who helps a woman (Judi Dench) find out what happened to the son she was forced to give up for adoption 50 years earlier. Cinemark 14.

• Home beer hits the road: It’s official: Our hometown sweetheart is seeing another city. The Torpedo Room, Sierra Nevada Brewing Co.’s second tap room and its first outside of Chico, officially opened in Berkeley (at 2031 Fourth St.) on Nov. 26. The 16-tap bar is offering taster flights and growlers of some of the special and smaller-batch beers that Chicoans have had all to themselves for so many years. But Chico is open-minded; we don’t mind sharing, and the world deserves the Sierra Nevada experience. Congrats to Ken Grossman and Sierra Nevada … and to Berkeley! (Next stop: North Carolina.)

• Beer cloning: Despite its somewhat limited production, Russian River Brewing Co.’s world-famous double India Pale Ale Pliny the Elder does make its way to Chico from Santa Rosa fairly regularly, showing up for a few days at a time at a handful of local pubs and beer markets before emails and texts go out announcing the new batch in town and the shelves are once again cleared.

To help sate my craving between shipments, I decided a couple of months ago to hit the Internet and track down a clone recipe for Pliny and try to homebrew a backup supply of Pliny the Elder ...

Pliny the Cloned the golden goodness. Imagine my delight when one of my first searches took me to no mere clone, but to the actual Pliny the Elder recipe (scaled down for homebrewers), as told by Russian River owner/brewmaster Vinnie Cilurzo to Zymurgy magazine in a 2009 article he penned on the art of crafting double IPAs. So, last weekend, after augmenting my rudimentary brew setup with some new and some borrowed equipment, and buying an ungodly amount of dried hops and a pack of hot dogs for the grill, some of my dudes and I finally brewed Pliny. It was my first all-grain batch of beer, and I know I made a mistake or four, so we’ll see how it turns out in a few weeks. It might not end up being Pliny, but it’ll still be a fresh, hoppy beer that I can share with my fellow hopheads. Hit me up if you wanna try some.

• Dec. 5: Tonight’s the night, Krampusnacht: I shall don a demon mask and run through the streets swigging schnapps and whipping strangers, as Krampus intended. Of course, when I say “demon mask,” I mean a “snuggly hoodie” and maybe a sweater (I could catch my death out there!). And, when I say “streets,” “schnapps” and “whipping,” I mean sitting at the “Winchester Goose” drinking a “tasty craft beer,” while “slapping” the backs of friends and neighbors.

The guy had a bad neighbor. That gave me an idea as to what was wrong.

I called an acquaintance at the National Appraisal Institute. “How much effect does a bad neighbor have on a house’s value?” I asked.

“We refer to that as ‘external obsolescence,’” he said.

I got a call from an angry guy.

“I got burned!” he said. “An appraiser came to my house and low-balled me.” The angry guy said he’d done a lot of work on his place, and the appraiser had given it no credit.

He told me he’d seen situations where external obsolescence, such as a bad neighbor, loud noises or foul odor, lowered a property’s value by more than 10 percent.

“Does this particular neighbor demonstrate anything like an unkempt yard, annoying pets, unpleasant odors, loud music, dangerous trees, or a poorly maintained exterior?” he asked.

“All of that.”

“Oh my,” he said.

I relayed this new information to the angry guy.

He swung open the front door. “Welcome to the meat and potatoes of the American Dream!” he said.

“You forgot one thing,” the angry guy said. “My neighbor is also a jerk!”

“Ha! Good one,” I said. His neighborhood had been built shortly after World War II, and many of the homes were originally sold to returning veterans.

I told him the National Appraisal Institute recommends looking into possible code violations by a bad neighbor, and, if necessary, hiring an attorney.

Unfortunately for the angry guy, appraisers not only analyze the meat and potatoes, they analyze the side dishes, too. In other words, the house being appraised doesn’t stand alone—your neighbors are part of the picture as well.

The Chico native with the signature beard has a passion for all the sports at the university, and is a much-loved pillar of the Wildcat athletic department.

I envisioned myself as an NBA superstar. In ninth grade, Mr. Bob Delgado cut me from the team and the dream fell apart. My mom told me about her friend’s son who worked at his high school newspaper. So, when I got to Pleasant Valley High School, I started working as a sports reporter at The Saga.

How’d you get to Chico State?

As a high-school senior, I was asked to cover a high-school football playoff game for the Chico Enterprise-Record. I got an internship at the E-R for the next year, and when I went to Butte College, I got an internship at the paper there.

Soon I met [former Sports Information Director] Teresa Clements. When I decided to get serious about school, Teresa asked me to come work for her.

Fondest memory with the department?

In 2003, the Chico State men’s soccer team reached the NCAA Division II championship game. In the Western Regional tournament, we played Cal State Dominguez Hills at their place.

We scored a late goal to tie it at 1-1, and then [current U.S. national team member] Chris

Wondolowski scored the game winner with 24 seconds left. Then coach Mike O’Malley ran right at me from about 10 yards away and jumped into my arms screaming at the top of his lungs. It was this magical moment when Chico State knocked off the conference bully.

Why does Chico State consistently rank so high?

One is Chico itself. Every coach on campus will tell you that if they can get a kid who they want to come to Chico State to visit, they’ll commit. Another reason is the leadership of Chico State Athletic Director Anita Barker. I see every day how she leads and how she competes on a lot of levels, and I’m just very impressed by that.

What about life outside the office?

At home, I have a great wife [Beth] who teaches Spanish at Inspire School [of Arts and Sciences], and we have a 5- and 3-year-old. I’m really involved at Bidwell Presbyterian Church at the El Rey [Theatre]. I love that church and what it’s all about: being downtown, at the center of it all, and really trying to be Chico’s church in a lot of ways. It’s not just a place for people to go, but something that works hard to better our community as well.

Romance My son’s romantic relationship just turned one year old. Fucking wow. I can barely remember my first long relationship, ’62 to ’64. God, she was something, the kind of girl it’s a pleasure to walk behind— like she had just invented hips and was taking the prototypes out for testing. I would go over to her house after her parents were asleep and slip in the side door, and she’d be there on the basement landing naked under a muumuu, and we would do things the CN&R won’t print. She was 14.

Before that, my romances pretty much corresponded to school semesters, since outside school I knew mostly just the kids in my Chicago neighborhood, and pickings were slim in my cohort in West Chesterfield, or that’s what I thought. I’d see my “girlfriends” at school and at parties maybe, and we talked on the phone plenty, but I hardly ever went to a girl’s house to visit. Once my girlfriend—when I was sophomoric in every possible way—actually got her “brother’s friend” to bring her to my house when my parents weren’t at home so we could kiss. She said she could taste my toothpaste.

Although I can understand a guy falling in love with any girl willing to have sex with him, that never worked for me. When I got B’s panties off in the back seat of our ’59 Chevy I realized that she was cute enough, but I didn’t really like her all that much, and I pleaded drunk and took her home. She liked me, but that wasn’t enough for me to be inside her body.

That’s how it’s been, with only one exception: a beautiful model I photographed once. When I asked her if it was all right to touch her to adjust her position, she looked me in the eye and said, “Touch me any way you want,” and—after I got the shots I wanted—I did.

Janice is her own category, what with reproduction and all. By the time we met, I could finally see past the booty, figuratively speaking. Lust lasted a long time, and a deeper connection grew at fits and starts until she died. At first a girlfriend was a sex partner, actual or hoped-for, and then emotional intimacy began imperceptibly to count for more than fluid exchange. I’m growing up.

And now here I am, old as the hills and in yet another relationship. Wow, indeed. I like this old love, in no hurry with nothing to prove or fear.
