Investigation needed Another Chico State building—the Physical Science Building

this time—is the subject of concern among several faculty members. (Last spring, Butte Hall was tested for the presence of asbestos fibers.)

The science building is unquestionably in poor shape. It’s leaky and moldy in places, and lacks proper ventilation. The facility rains down black dust on its occupants (see “Physically ill,” by Ken Smith, Newslines, Aug. 8).

Those who work there are understandably worried that it’s a sick building. These people just happen to be scientists, mind you.

Chico State’s Department of Environmental Health and Safety conducted tests on the dust and concluded that the substances identified—mold spores and fungus—were common and that the building is fit to work and study in.

The problem is that those results differ from the tests conducted by one of the faculty members.

A professor who teaches in the Geological and Environmental Sciences Department cultured the dust himself. He found the presence of mycotoxins and then sent samples to an outside laboratory for further study. Results from that certified lab referred to the substances as “potent neurotoxins, carcinogens, mutagens, teratogens and immunosuppressants.” One study referenced by the lab linked such toxins to lung and liver cancers.

That’s a pretty big discrepancy from Chico State’s finding.

University officials note that the structure is labeled for eventual demolition, but no timeline is in place. In the meantime, the building is open for business as usual.

Chico State officials have an obligation to fully investigate this discrepancy and figure out if the building is indeed a healthy space. Those who use the facility aren’t convinced that’s happened. Neither are we. Ω

been given yet by the City Council, and dissolution or suspension is an option before them.

Municipalities all over the country faced with financial hardships are turning to existing resources and innovative thinking in moving their communities toward a positive and productive future. In its May 2013 issue, Western City magazine—the League of California Cities’ publication focusing on the state’s economy—included a great article titled “How the Arts and Cultural Tourism Spur Economic Development.”

Chico should embrace this concept and the efforts of the Arts Commission.

The commission’s work is varied. One of our more significant responsibilities is making recommendations to the City Council about how to distribute city funds to nonprofit arts organizations. Recipients of funding include educators, galleries and theaters, and individuals.

Our city is in transition and our City Council faces some of the most difficult decisions in our history. We need to be solutiondriven and innovative; we need to be respectful and speak clearly about what matters to our community. The future of the Arts Commission will be one of the agenda items for the council to consider as soon as Aug. 20. If you have something to say, do it now. Ω

Fukushima’s nightmare The news from Fukushima is not good. Cleanup of the Japanese

nuclear-power plant crippled by the March 11, 2011, tsunami is proving more difficult than anticipated. What’s worse, scientists now know that massive amounts of radioactive water—some 400,000 gallons a day—are flowing through the reactor site and into the ocean.

Recent reports show that the water contains substantial amounts of radioactive iodine, cesium and strontium, all of which pose dangers to human health. Iodine-131 can be ingested into the thyroid, stunting children’s growth and causing ailments such as cancer; cesium-137, which accumulates in the muscles, has been found in tuna off the California coast; and strontium-90, which has a half-life of almost 29 years, mimics calcium and settles in the bones.

The Fukushima plant’s operator, Tepco, simply doesn’t know what to do to contain the damage. The Japanese government is stepping in, but it too seems flummoxed by the magnitude of the disaster.

And pollution of the oceans isn’t the worst threat. That’s posed by the 400 tons of spent fuel rods now kept in a cement-walled cooling pond 100 feet above Unit 4. Another major earthquake in this earthquake-prone region could send those rods tumbling to the ground, where they would ignite in the open air. The consequences would make Chernobyl look like a tea party.

Fukushima is no longer just a Japanese problem. It’s a global disaster that requires a global response.

For Californians, it should provoke a reassessment of our use of nuclear power. Now that the San Onofre nuclear plant has been closed for good, only Diablo Canyon remains. Like Fukushima, it sits next to the ocean, and there is an earthquake fault—the Cascadia—sitting off the Northern California coast capable of producing a tsunami nearly as large as the one that hit Fukushima.

It’s time to awaken from our nuclear nightmare. Ω

Political theater Last Tuesday (Aug. 6), I missed one of the more exciting City Council meetings in recent memory. My not-quite2-year-old son got a fever that evening, and former CN&R Editor Robert Speer was kind enough to pinch-hit for me. There, he had a front-row seat to Chico’s political theater—a particularly emotional episode.

I missed the first part of the meeting while tending to my kiddo. But after I got him settled, I hopped on my computer (I don’t have cable, believe it or not) to stream it live from the city’s website. To my surprise, Vice Mayor Scott Gruendl was leading the meeting, and doing it rather effortlessly.

Makes sense, since Gruendl has been mayor before.

It wasn’t until the next day that I learned how Mary Goloff had resigned as mayor, giving a tearful farewell to the post she’d held for the past eight months. She nominated Gruendl for the mayoral position (only Councilman Sean Morgan cast a dissenting vote), and Gruendl then nominated Councilman Mark Sorensen for the vice-mayor position (Council members Ann Schwab and Randall Stone dissented).

I was sorry to hear Goloff resigned the post for medical reasons—and I wish her well—but I think that she made the right call. Not everyone is cut out for being mayor—the person who leads council proceedings.

The position isn’t easy. From a reporter’s perspective, the best candidates for mayor have the following traits and skills: • Time management. This is especially important during the public-comment portion of City Council meetings.

People tend to ramble, going over their three-minute speaking allotment. The mayor’s job includes cutting them off (politely) when that happens. A good mayor knows the procedural process inside and out, and how to keep meetings on task.

• Thick skin. Criticism from the public is part of the job.

Eye rolls, audible sighs and defensive posturing aren’t productive—they’re disrespectful.

• Stamina. Sometimes meetings are going to go long.

They often start after a long day of work for everyone— the council and the public. A good night’s sleep the previous night—and coffee—may be in order.

• Patience. Again, some of the speakers are going to be annoying—and the meetings annoyingly long. An internal dialogue that includes F-bombs is understandable. Just don’t say them out loud.

I’ve become a bit of a local-politics junkie over the years. I went to my first City Council meeting about a dozen years ago, when I was taking a public-affairsreporting class at Chico State. And I’ve kept a close eye on them ever since—including the couple of years I covered the council as the CN&R’s news editor.

As someone who sits through those meetings, I have a vested interest in seeing them run smoothly. I remember being relieved when Ann Schwab took back-to-back terms as mayor. She did an excellent job. And in watching Gruendl take control of the last meeting, I’m fairly certain the gatherings are once again in good hands.

Overlooked brewers Re “Craft-beer takeover” (Cover feature, by Jason Cassidy, Aug. 8): I was elated to see coverage of my—and thousands of others’—favorite beverage. The fact that you folks highlighted only two of our local brewers didn’t do the craft beer industry any justice. World-renowned Sierra Nevada Brewing Co. and Feather Falls Casino Brewing Co., a start-up financed by casino monies, are hardly considered “craft” beers.

I was looking forward to reading up on what our local “bathtub” brewers had to offer. Had Mr. Cassidy perused the shelves of any local market, he would have found a locally brewed beer which would have fit more into the craft-beer category—namely Feather River Brewing Co. located in Magalia. There, Roger Preecs has been putting a quality product on the shelves, and in some select Chico eateries, since 2000. Why wasn’t his product mentioned? The Honey Ale, Raging Rapids and Dark Canyon he brews have won numerous “People’s Choice” awards.

I challenge Mr. Cassidy to do some more research beyond the obvious. After all, I’m sure any proud brewer would give him a taste test for his efforts. A posted challenge at the Home Brew Shop may get some “bathtub” brewers into a friendly “show ’n’ tell.”

How utterly hypocritical Re “Righting the ship” (Newslines, by Tom Gascoyne, Aug. 8): I am back living in Chico after 13 years away. I missed being here and seeing how progressive accomplishments have kept Chico the wonderful, family-oriented community it is. The coverage of Larry Wahl’s minions, Stephanie Taber and Mary Kennedy, leading a Tea Party demonstration complaining about city spending reminds me the struggle continues.

I hope our city will not suffer from a prolonged barrage of their rants about spending on community services when their faction needlessly cost the city $151,000 in June of 2011!

Yes, these people cost the city $151,000 by forcing a special election (Measure A) to change local election law. Had they succeeded [at pushing the voting date from November to June], a significant part of our population—Chico State students—would have been denied fair voting access.

There has been a loud hue and cry over the last several months regarding the cost of Chico’s senior management team of Brian Nakamura, Mark Orme and Chris Constantin. I have attended numerous meetings and maintained some semblance of files, which I reviewed to refute or justify the complaints.

Nakamura’s $214,000 salary is considered outrageous by some, except when compared to Tom Lando’s annual salary of $233,000 his last year with the city (he retired at 55 on $145,000 per year), and the fact that taxpayers paid for his doctorate. Where was the hue and cry then? (See CN&R cover feature “Breaking the bank,” by Richard Ek, March 29, 2007, to check the figures.)

Constantin, the administrativeservices director, is doing the job of four previous employees. He replaced Jennifer Hennessy, the city’s tell-the-whole-truth-andnothing-but-the-truth former finance director, plus the humanresources director, the risk manager, and the senior IS analyst—all of whom earned a combined total of at least $640,000 per year. And the outrage is because Constantin earns $160,000 per year plus benefits—and we taxpayers didn’t even have to pay for his higher education! The hue and cry obviously should have been past tense, not present tense.

Re “To the slaughter” (Greenways,

by Meredith J. Graham, Aug. 1): Your article about horse slaughter mentioned Horse Plus Humane Society as an option for horse owners who no longer can keep their horse. There is another local organization that can provide an alternative to having to give up your horse.

Back in the Saddle Project (BITS), located in Oroville, has a “hay bank” for residents of Butte, Glenn and Yuba counties. BITS offers feed assistance for horse owners facing a temporary crisis, enabling them to keep their horse rather than having to make the choice to give the horse to a rescue or sell it at auction.

More science, please Re “The art of business” (Newslines, by Christine G.K. LaPado-Breglia, Aug. 1) What nutrition background does [Dylan Tellesen] have? As a lifetime resident of Chico and a nutrition major at Chico State, I am not sure I am comfortable doing business with a natural-food company that hires someone with no nutrition background as their marketing director. It’s just going to be more “hype” and less science.

Regulations long overdue Re “A detriment to business” (Editorial, Aug. 1): It’s important that establishments with liquor licenses tailored toward restaurant clientele aren’t sidestepping regulations and fees when their true business model is running an alcohol-fueled nightclub.

The issue of security and property management is something that needs to be tackled head-on and is long overdue.

For medical, think locally Re “Less paperwork, more care” (Healthlines, by Evan Tuchinsky, July 18): Patients should be aware that services at a hospital-owned practice may be at up to twice the cost of a similar physician-owned private practice, due to the higher insurance-contract rates hospitals are paid and their ability to charge a facility fee on top of the officevisit cost.

It is a pity that physicians have been driven into this form of practice by rising costs, low reimburse-

ments and overregulation. Local physician-owned practices remain the best value for patients for office visits and procedures.

“Otherwise, it cannot be credible because its lacks accountability. Please be careful to present factual information that does not just add to the vitriol of our democratic process, which is designed to be clumsy at best. NO-NONSENSE CLERKS

A 63-year-old Paradise man suspected of a string of armed robberies was arrested in Chico on Saturday, Aug. 10, after being disarmed by a pair of convenience-store clerks.

The suspect, Douglas Friedrich, wore a surgical mask as he entered Sierra Market & Liquor on Park Avenue at 9:18 p.m., allegedly brandishing a handgun and demanding money, according to a Chico Police Department press release.

Two clerks—Dennis Nieto and Mike Mawas— were able to disarm Friedrich after a “brief struggle” and hold him to the ground until officers arrived. Police noted that Friedrich appeared to be wearing the same mask and using the same gun when he allegedly robbed the Circle K 76 gas station on Park Avenue on Friday night (Aug. 9) and a Shell gas station in Oroville on Thursday night (Aug. 8).

Friedrich was booked in Butte County Jail for felony counts of armed robbery and possession of a loaded firearm during commission of a pre-existing felony.

BOOZE DISCUSSION POSTPONED

The Chico City Council Internal Affairs Committee meeting scheduled for Aug. 14—where the discussion of proposed new alcohollicense conditions was slated to continue— has been postponed.

At the last IAC meeting, on July 30, Chico Chamber of Commerce President and CEO Katie Simmons was charged with assembling a group of stakeholders affected by the issue.

The license-conditions discussion will be overseen by an outside consultant, City Clerk Deborah Presson said.

The next IAC meeting is scheduled for Sept. 11, but a special session could be called earlier if the consultant is available, Presson said.

CROPS OVER SALMON?

San Joaquin Valley farmers have filed suit against the U.S. Bureau of Reclamation to stop the release of water from the Trinity Reservoir to help save spawning salmon in the lower Klamath River.

The suit claims the release would cut into the farmers’ irrigation-water supply.

The Trinity River flows into the Klamath, but its water also gets sent south via the Sacramento River and is piped through the Central Valley Project to farmers in the Westlands Water District. The farmers have received only 20 percent of their allotted water this year.

The WWD and the San Luis & DeltaMendota Water Authority filed the suit.

“Back in 2002, these same water agencies blocked downstream releases of Trinity River water, which could have prevented the deaths of tens of thousands of adult salmon. Now they want to do it again,” said Tom Stokely (pictured) of the California Water Impact Network.

Fish count Trout survey sets baseline for research in Big Chico Creek

It’s been more than a decade since a fish count of any kind was conducted in the creek. The 4,000-acre BCCER sits off Highway 32, about 10 miles east of Chico and borders Upper Bidwell Park.

FISHBIO, which is located in downtown Chico, did the survey without compensation.

“It’s a way of just giving back to the community,” said founder Doug Demko, who attended Chico State 25 years ago. He said the count is the first step in what he hopes will be an ongoing project to monitor the health of the creek by taking note of fluctuations in fish populations.

“The Butte Creek count is for the spring-run salmon,” Demko said. “They are the focus of all the time and money because they are the icon species for California. People can see them, they come back to the rivers, people like to fish for them—and so that is where the research dollars go.”

Rainbow trout and steelhead are basically the

same species of fish. The difference is in their respective lifestyles. Rainbow trout never leave freshwater habitats. Steelhead, however, which tend to be larger (18 inches in length or longer), lead an anadromous life—they live in the ocean, but return to their native freshwater creeks to spawn.

According to a report by Fish and Wildlife, “Anadromous forms of the trout can convert to resident populations when drought events or damming of rivers blocks their access to the ocean.

Conversely, resident-trout populations can become anadromous if ocean access becomes available. … It has been speculated that there is a food-availabilityrelated trigger which determines whether a particular fish emigrates to the ocean or remains in the stream. It may be that if there is abundant food in the stream and a fish is growing at a rapid rate, it will remain in the stream. If food is limited and growth is slow, the fish will have a tendency to emigrate.”

Demko said this adaptive behavior simply makes sense in the fight for survival.

“If you’re getting lots of food where you are at, why go anywhere else?” he said. “It’s like, ‘I’m not going to migrate to the ocean. Life is good right here.’”

Matt Peterson has worked as a

researcher for FISHBIO for the past year and a half. He was one of the five divers

involved in the survey. The fish count, he said, covered about 4 1/2 miles of the creek.

“Basically, we broke up the stream into different habitat types—pools, ripples and runs,” he explained. “And we also had what we call ‘cascades,’ which are units that we couldn’t sample due to poor visibility for snorkeling or hazardous conditions for the divers.”

He said the survey took 2 1/2 days to complete, compiling numbers from 35 spots—or “units”—on the creek. In 20 of those units, the divers made four passes to make sure they got a full count and then extrapolated those counts to the full survey.

“We’d dive through a unit once and we’d make a count, and then we’d go through it three more times,” Peterson said. “That kind of gives us an indication of how many fish we missed on the first pass. Then you can slightly adjust the numbers upward or downward for the rest of the units.”

The fish acknowledge the divers’ presence, but they don’t panic, Peterson said.

“Generally, they might shift out of the way a little bit when they see you crawl or swim by, but then they generally go right back as soon as you pass,” he said.

Demko said the fish actually cash in on the presence of the divers.

aquatic life, and the fish come in and are feeding around you,” he said. “They are following you as you’re moving up the stream, and they are eating and probably thinking, ‘Hey, this is kind of cool.’”

Peterson said the initial data indicates there are a total of about 560 fish of all kinds—native and non-native—per mile of creek. FISHBIO is still crunching numbers to come up with totals for each kind of trout counted in Big Chico Creek.

Without a recent fish count, there’s no way of judging what FISHBIO’s numbers might mean, Demko said.

“It would be good to be able to call Fish and [Wildlife] and go, ‘Hey, what was it last year, or what was it five years ago, or what is it on Deer Creek, or what is it on Butte Creek?’ But nobody does these surveys.

“They do everything related to the chinook and then just assume, ‘Well, if we are improving conditions for chinook, you know, we think we’re going to make more steelhead, too.’ But we just don’t know at this point.”

Scott Huber, who serves as the

reserve’s education and research coordinator, also took part in the fish count.

He said the school bought the 4,000 acres in 1999 in large part to protect the salmon and steelhead in the creek.

“That was really the impetus behind the purchase of the reserve in the first place,” he said. “We have other threatened [species] or species of special concern [on the property], but it was the salmon and steelhead that were the main drive to set aside that property.”

Demko said the plan is to do surveys three or four times a year for the foreseeable future.

“It’s the long term that brings value to it,” he said. “Right now, we are scratching our heads and going, ‘What does this mean?’”

While FISHBIO received no funding for the initial survey, Demko noted his company did the same thing in Southeast Asia’s Mekong Delta a few years ago.

“This is a smaller scale, but we did the same thing on the Mekong,” he said.

“In the future, somebody may come along and this may turn into a bigger study that somebody wants to fund, which is always nice. That is what happened with the Mekong—we started doing the research and then the funding started to follow.

“But here, the point is to make a community-based program. And hopefully, start to answer some questions.” Ω

Future of solar power in California is bright but uncertain though the market for solar power has Etainven never been better, the future is still unceras the state’s energy policy undergoes

major reconstruction.

Solar energy is at a tipping point. State subsidies from the California Solar Initiative (CSI) are drying up. The Legislature is considering a bill that would give regulators at the California Public Utilities Commission authority to tinker with how much Californians will pay for electricity. And federal tax credits for solar-panel systems may fall drastically, or disappear, unless Congress extends them.

But industry experts say the battle over “net metering”—or how much to offset a solar-user’s energy bill as their system generates power into the grid—will cast the longest shadow over the future of solar power in the state.

As the summer heat forces Californians to blast their air conditioners, spiking their energy bills, many homeowners are seizing the last chance to sign up for rebates for a rooftop solar system. The solar industry owes its rapid growth partly to this mix of state and federal rebates and tax credits.

But the CSI’s $2.167 billion program budget is winding down (or running out of money, depending on whom you ask) almost four years ahead of schedule.

It has accomplished its goal of kick-starting the solar-power industry in California and driving down costs. Since 2007, solar blossomed from an expensive niche technology to an affordable consumer product embraced by almost 156,000 homes and businesses.

There will still be subsidies for new homes—the New Solar Homes Partnership program provides incentives for new construction similar to the CSI—but its impact has been limited by sluggish growth in the

housing sector.

But few are saying that the end of these subsidies is a sky-is-falling scenario.

Andrew McAllister, commissioner of

the California Energy Commission (CEC), explained that this is how the program was designed. “[The tiered subsidy] tapers off and allows the market to get adjusted for a no-incentive future,” he said.

McAllister added that there are also hopeful signs when it comes to solar systems on new homes. “Builders are also seeing that solar homes sell quicker,” McAllister said.

“In many cases, they command a premium.”

There’s also a federal tax credit for solar, which drove demand for panels before the CSI started. The feds allow solar users to write off 30 percent of a system’s cost with no maximum limit. But this could drop to 10 percent if Congress doesn’t extend it.

Still, experts say that solar will continue its stellar growth, even as state and federal subsidies decline or expire.

According to PG&E spokesman Denny Boyles, all this poses no risk of stalling the nascent solar industry. “Even as the incentives have shrunk,” he said, “the number of installations each month and the number of applications each month continue to grow.”

Other solar-industry representatives also see a bright future.

“There is still a large market opportunity in residential [solar],” said Channing Chen, with solar developer SunEdison. “We do forecast very high growth, just like the other developers are seeing.”

Republicans are more likely than Democrats to support higher health-insurance rates for people who are “significantly overweight,” by a rate of 47 percent to 37 percent, according to a recent Gallup poll. Ditto for higher rates for smokers, with 61 percent of GOPers calling for higher insurance rates, versus 56 percent of Democrats. The party-line breakdown makes sense since Democrats are one percentage point more likely to smoke and be overweight than Republicans.

is because private investment is stepping in as public investment is winding down.

“More and more capital is coming into this space—new investors, new lenders, new [financing] structures—and that helps drive down the cost,” Chen said.

In just six years, the CSI has improved solar-energy costs dramatically. According to McAllister, medium- and large-scale solar projects can currently generate energy at a cost equal to or less than existing power plants. On top of that, emerging technologies promise to drive down costs further.

Despite all signs pointing to more

and better solar projects across California, the state’s net-metering policy remains the top hotly contested issue among renewableenergy stakeholders.

At the center of the net-metering debate are two questions: How should utilities pay to maintain the big power grid as the small solar grid expands; and, how much should solar users pay compared to non-solar ratepayers?

Industry-owned utilities like PG&E regard residential solar as an expensive but inevitable—and necessary—infrastructure upgrade to satisfy state-mandated renewable energy goals.

But PG&E and other investor-owned utilities argue that net metering lets solar users zero out their energy bills, which unfairly shifts the costs of maintaining grid infrastructure to non-solar customers.

Boyles pointed out that not everyone who wants solar panels can have them, since some areas receive too little sunlight to make it worthwhile.

Meanwhile, solar advocates insist that California should make net metering more generous, because residential rooftop systems benefit non-solar ratepayers more than those shifted costs.

The CEC’s McAllister offered an optimistic forecast, despite the utilities’ skepticism. “There’s a lot of good technology that’s going to help regulators and utilities make that happen,” he said.

But this won’t be easy for some utilities.

“We have some challenges to make sure that our electric grid can process in the long term, maintain reliability and keep costs as low as reasonable,” McAllister said.

LaMalfa awarded booby prize North State congressman recognized as climate-change denier believe in human-caused “I climate change inside this room with the air conditioner, or

inside a packing plant where they’re keeping your vegetables cool, or when you pray for rain,” Rep. Doug LaMalfa (R-Richvale) declared at a May 2012 candidates forum in Chico during his successful bid for U.S. Congress.

LaMalfa has made similar remarks in the past, claiming climate change is a wholly natural occurrence and criticizing what he’s referred to as “bad science behind what people call global warming,” despite an expansive body of evidence to the contrary.

Due to this stance, LaMalfa was one of 135 legislators nationwide to receive a Congressional Climate Change Denier—or Unicorn Award—on Tuesday (Aug. 13). In LaMalfa’s case, a ceremony took place outside his Oroville office.

The awards were given by the political group Organizing for Action. OFA is a nonprofit organization that—though it claims no official political affiliation—is dedicated to forwarding initiatives supported by President Barack Obama. Formerly known as Organizing for America, the group was initially formed to help elect Obama in 2008.

evidence, Congressman LaMalfa has proudly and defiantly denied the science of climate change,” said Peter Kirkup, a Sacramento-based OFA member and organizer for the group’s climate-change campaign, when asked why the group chose a unicorn. “His position gives the fossil-fuel industry the green light to continue to destroy our climate and our way of life.

“With the confidence that Congressman LaMalfa will believe almost anything, we present him with the Unicorn Award. It’s a fantasy we would all love to believe, but unfortunately, it is just not true.”

LaMalfa’s office wasn’t

informed of the questionable honor ahead of time, but the word spread among the local climate-change activist community. About 30 people showed up outside LaMalfa’s Downer Street office at 10 a.m. to witness the spectacle. Some carried signs criticizing the congressman’s political posturing on climate change and other issues, such as his recent vote for a farm bill that didn’t include funding for the nation’s food-stamp program and the fact his family has accepted $5.1 million in farm subsidies since 1995 (see “No stamp of approval,” by Tom Gascoyne, Newslines, Aug. 1).

One of the signs read, “Don’t criticize the federal government with cash in your mouth,” a play on LaMalfa’s own words about criticizing farmers while having food in one’s mouth. Another fea-

tured the words “LaMalfa hasn’t denied himself much!” above a caricature of the congressman riding a cow labeled “farm subsidies.”

A pair of LaMalfa staffers came outside, asking the protesters not to block doorways to adjacent offices while Kirkup and others spoke.

One of the protesters who spoke to the small crowd, Joni Stellar of Concow, focused on the effects of climate change and other environmental impacts in forested areas, noting that District 1, which LaMalfa represents, is largely wilderness. She said a bill currently co-sponsored by LaMalfa, HR 1526 (the benignly titled “Restoring Healthy Forests for Healthy Communities Act”), “pretends to be looking out for the best interest of rural communities,” but actually encourages unregulated logging.

Noting that LaMalfa’s campaign included money from the timber and fossil-fuel industries, Stellar said, “Call me cynical, but I believe Doug LaMalfa is not just a simple climate-change denier— he’s a climate-change profiteer, making money for himself and his corporate masters while the rest of us just burn and breathe smoke.”

The award—a certificate and a 6-inch unicorn statue engraved with the words “Congressional Climate Denier Award, for exceptional extremism and ignoring the overwhelming judgment of science”—was graciously accepted

by LaMalfa staffer Lisa Buescher.

When asked by the crowd if LaMalfa would come out and accept the award personally, she said he was not present and had other appointments scheduled that day.

“We didn’t realize you all were coming,” she said.

The crowd dissipated shortly after, with Kirkup and his OFA cohorts departing immediately to present Rep. Tom McClintock (RGranite Bay) with his Unicorn.

Other California congressmen receiving the award include Representatives Dana Rohrabacher (RHuntington Beach), Darrell Issa (R-Vista), Devin Nunes (R-Tulare) and Jeff Denham (R-Turlock). The OFA has other actions scheduled this month in support of the Affordable Care Act and to prevent gun violence.

Up from the ashes Oak Oak Valley Valley housing housing project project returns returns have broken ground on the Ementarthmovers proposed Oak Valley housing developoff Bruce Road near Highway 32 in

east Chico. The 340-acre site is designed to include 159 single-family houses in its first phase and add more than 1,100 apartment units and 109,000 square feet of commercial retail space by the time it is completed, said city Senior Planner Bob Summerville.

The project developer, Tom Fogarty, purchased the property—which sits near the site of the old Humboldt Burn Dump—20 years ago. The project’s layout and its location led to a dozen years of contentious meetings between Fogarty and the City Council, as well as two lawsuits. The project received final approval in 2008, but then lay dormant for the next five years. In that time, Fogarty reportedly sold the property and then recently repurchased it. The earthmovers arrived on Aug. 5.

His company, Fogarty Investments, is working with Salaber Associates to develop the individual lots, which will then be sold to individual housing contractors for the actual construction of the homes.

Fogarty’s first lawsuit filed against the city was to get reimbursed for cleaning up the toxic soil on the land that was the result of the old city/county burn dump that stopped operations in 1965, after decades of receiving local waste materials. Tests, as required by the State Regional Water Quality Control Board back in 1987, revealed the soil contained high levels of polynuclear aromatic hydrocarbons (produced by burning creosote, crude oil and roofing tar), copper, chromium, lead and other metals. This led to the 20-year process of figuring out who was responsible for cleanup.

In the end Fogarty paid for the cleanup, which resulted in a mound of contaminated soil that has been covered and capped to keep it contained. The mound sits near the northeast corner of Bruce and Humboldt roads. Fogarty’s suit against the city ended in a $2 million settlement in his favor.

about 80 houses to be built up into the foothills and was approved by the city Planning Commission. That approval was then appealed by folks who wanted to save the foothill viewshed and the nearby Humboldt

Wagon Trail, and the City Council agreed the houses should be moved.

Fogarty sued again. Butte County Superior Court Judge Barbara Roberts ruled he had not notified the city of his suit within the required 90 days of the decision to remove the 80 houses. Fogarty’s attorney appealed to the state Supreme Court, which agreed with the lower court ruling.

Summerville, who’s been assigned to monitor the project for the city, said he is still coming up to speed on it.

“I didn’t work on it originally, but now I’m sort of the last man standing,” he said in reference to recent personnel changes in the city’s planning department.

He said the project requires the installation of two above-ground water tanks capable of storing 1 million gallons of water to supply the future neighborhood.

“They need a use permit, which they have not secured yet, but I understand they are close to applying for it,” Summerville said.

That use permit will require an environmental review by the city.

Summerville said his office has been getting calls on a daily basis since the project began again from people asking what is going on with the site.

He said there was a preconstruction meeting Aug. 2 and he and the city’s Public Works staff walked the site to make sure conditions were up to par, including wrapping protective fences around the remaining trees and proper signage warning about fugitive dust that could be kicked up by the earthmovers.

“We knew it would be high-profile stuff,” Summerville said. “We delayed them for two to three weeks until they showed us they had the permits from the Army Corps [of Engineers], [California Department of] Fish and Wildlife, and [U.S.] Fish and [Wildlife Service].”

He said Fogarty and the city attorney are “taking matters very carefully” at this point.

SECRETS OF AUTISM SERVICE

State health officials have been accused of knowing that coverage for autistic children would change when California switched children from the Healthy Families program to Medi-Cal coverage.

About 400 of California’s autistic children lost coverage for applied behavior analysis (ABA) therapy after the state made the switch to Medi-Cal, despite a Department of Health Care Services letter, dated Jan. 1, that assured families “Your child’s coverage will not be interrupted,” according to California Healthline.

Though the state has steadfastly denied the accusations, Alice Mayall of Livermore, a mother of a child with autism, maintains that information about the change was kept secret to achieve legislative approval more easily. Further, Sheldon Orloff, a Kaiser Permanente pediatric nephrologist, said Kaiser physicians were directed not to inform families of the changes.

“They told us in no uncertain terms that we couldn’t send out notifications to the families on multiple occasions,” Orloff said. “And we’re still not allowed to send any letters until the transition is over.”

WHERE TO HOUSE INMATES?

Gov. Jerry Brown’s administration detailed its plan to comply with a federal court order for California to release nearly 10,000 state prisoners by the end of the year.

State officials say 1,000 beds are available in Los Angeles County jails, with an additional 600 beds available at Alameda County jails, according to The Sacramento Bee. The state is also considering reopening two correctional facilities in Kern County, and transferring some inmates out of state. Finding room for all the inmates in-state will be a challenge as county jails continue to grapple with California’s prisoner realignment.

In April, Brown’s request to end a courtmandated prison-population cap was rejected by a panel of federal judges; in June, three federal judges ordered the state to release about 9,600 inmates by 2014.

PRESCHOOLERS SLIGHTLY LESS FAT

Obesity rates among low-income preschoolers in California and 18 other states decreased to a small degree between 2008 and 2011, according to a Centers for Disease Control and Prevention report.

For the study, researchers analyzed height and weight data for nearly 12,000 preschool children, finding that the rate of California’s low-income 2- to 4-year-olds who are obese decreased from 17.3 percent to 16.8 percent after decades on the rise. That figure, though, still eclipses the number of preschoolers nationally—12 percent—who are considered obese, according to SFGate.com.

Though the improvement was marginal, the study’s authors said the results are significant in that low-income children are a demographic at particular risk of obesity.

That is one significant finding among many in a recently released report from the California HealthCare Foundation (CHCF) examining how behavioral-health care gets delivered statewide.

The report, titled “Mental Health Care in California: Painting a Picture,” reveals that 1 in 20 adults has a serious mental illness—defined as a condition severe enough to impact normal daily activity— with an even higher rate among children (1 in 13).

Equally troubling is the rate of young people with mental-health needs not receiving treatment; nearly two-thirds of adolescents with mental-health needs don’t get help.

Other findings include: • The prevalence of serious mental illness varies by income level and ethnicity.

Rates of mental illness are higher among low-income individuals, Native Americans, African-Americans and multiracial individuals.

• California has a lower suicide rate than the national average, but incidences vary widely throughout the state. For instance, counties in the Northern and Sierra region have recorded double the state’s overall average number of suicides.

• Spending on mental-health care has changed dramatically over the past two decades, with less money spent on in-

According to this data, Butte County has relatively high rates of serious mental illness (5.1 percent) and poverty (20.9 percent) in the state context, falling roughly in the middle of the spectrum for number of psychiatric doctors.

Those numbers may be a bit misleading, said Anne Robin, director of the Butte County Department of Behavioral Health.

She suggested the county’s rate of serious mental illness may rank so high because residents here are more likely to seek treatment than people in neighboring counties, due to the range of services available.

And though Butte County’s count of 8.6 psychiatrists per 100,000 residents is roughly average for the state, that figure includes psychiatrists who practice only

part-time.

“We’re still considered a mental-health [care] shortage area [by the federal government],” Robin said. “It’s recognized statewide that there aren’t enough psychiatrists out there, and then to get them to come to the North State, we can’t compete with some of the pay ranges that they might have in urban areas.”

As a result, she said, the county’s Behavioral Health practitioners, rural clinics and private-practice psychiatrists all tend to have waiting lists for new patients, and the county has begun using telemedicine with psychiatrists from out of the area.

There’s also a crunch for beds in the local inpatient psychiatric units—the county’s facility has 16 beds, while Enloe Medical Center’s 30 beds also accommodate patients from outside Butte County.

The need for mental-health services was also acknowledged by the 2013 Community Health Needs Assessment, conducted by Enloe in conjunction with Butte County Public Health, Feather River HosHEALTHLINES continued on page 14

Deanna Reed, Enloe’s community-outreach coordinator, compiled the results of the countywide survey, which drew 1,322 respondents total. Around 1,200 answered the question asking how often they felt sad, blue or depressed. Thirtysix percent responded “sometimes,” 5 percent said “often,” and 1 percent “always.” (“Seldom” was the highest answer, at 49 percent, while 18 percent said “never.”)

Meanwhile, of the 1,100 who responded to the question about whether they’d ever considered suicide, 9 percent said yes. That may not seem like a large proportion, but if it holds true across the county (which has nearly a quarter of a million residents), that rate represents a large number of people.

Recognizing the symptoms

of mental illness requires a trained eye, and in an area where psychiatrists are booked solid, primarycare doctors become the front line of behavioral health.

Dr. Scott Nichols, medical director of Enloe Behavioral Health, is working to expand his department’s reach to include not just the inpatient unit but also consultation on outpatient cases. His hope is primary-care physicians would refer complex cases to Enloe Behavioral Health, where psychiatrists could prioritize cases based on the severity of a patient’s condition.

“People get to this point where they can’t function,” Nichols said, emphasizing the importance of properly diagnosing such individuals, who often feel “a sense of

“What I think would be really helpful in Butte County would be a place to make these diagnoses and get people to the right place,” he said.

The county, meanwhile, is bracing for an influx of new patients who will become eligible for Medi-Cal and private coverage under federal health-care reform legislation.

The challenge, Robin said, is “how [to] build up the entire community-provider network for psychotherapy, for substance-abuse disorder treatment, for all those things for all the levels of insurance that are going to be accessible to more people in the community.

Frankly, it’s a little daunting.

“We’re going to hopefully be able to find more folks who are able to provide the treatment at the level [of coverage] the insurers are going to be willing to provide.”

Nichols, for one, is optimistic that will happen, thanks to the quality of psychotherapists and other professionals in the Chico area.

“I don’t think anybody in any county in the United States would say there are enough [mentalhealth providers],” he said. “[But] I do think that we have some great resources here. … The present and the future look promising.” Ω

The journal Neurology just released results of a study that looked at the effects of cocoa on people 72 and older and found that those who hadn’t performed well on memory and decision-making tests showed marked improvement in blood flow and brain function after consuming two cups of hot cocoa per day for 30 days. The findings could help with dementia research. Of course, depending on how you prepare your cocoa, there is risk of adding too much fat or sugar to your diet, so check with a physician before making a drastic change.

EARTH WATCH CALI’S CLIMATE IS A-CHANGIN’

A new state report confirms that climate change is having a significant effect throughout the Golden State.

Decreasing spring-snowmelt runoff, rising coastal sea-levels and increasing wildfires are a few of the impacts of global warming on the state, according to a California Environmental Protection Agency press release.

“High, low and average temperatures are all rising,” said the press release, “and extreme heat events also have increased in duration and frequency. … [N]ighttime (minimum) temperatures have increased almost twice as fast as maximum (daytime) temperatures.”

JUDGE CALLS FOR TOXIN LIMIT

A late-July court ruling has forced the hand of the California Department of Public Health (CDPH) regarding setting a limit on the amount of hexavalent chromium allowed in the state’s drinking water.

Alameda County Superior Court Judge Evelio Grillo agreed with two environmental groups that the public-health department should finally set a limit—by Aug. 31—on the chemical compound also known as chromium-6, which was made famous in the film Erin Brockovich for its contamination of groundwater in the Southern California town of Hinkley. The department was required by law back in 2004 to set such a limit and has not done so, according to the San Francisco Chronicle. (The state’s Environmental Protection Agency has suggested a limit of .02 parts per billion.)

“There’s a large amount of the public that’s essentially at risk of drinking tap water without any regulation of hexavalent chromium concentrations in it. This is moving the [CDPH] a step forward to get that maximum limit in place,” said Natural Resources Defense Council attorney Nicholas Morales.

REMOVING MOUNTAIN LIONS NON-LETHALLY

The number of mountain lions killed in California has dropped significantly since February, when the California Department of Fish and Wildlife (CDFW) implemented a policy allowing for more nonlethal options when it comes to the presence of the big cats in populated areas.

In May, for example, a mountain lion fell into a culvert in Santa Cruz and couldn’t jump out; he was tranquilized, rather than killed, and released into the Soquel Demonstration State Forest, according to a CDFW press release.

“Sometimes you can find a mountain lion … in an unusual location otherwise behaving normally,” said CDFW Law Enforcement Chief Mike Carion. “It isn’t always a threat to public safety. …

We are pleased that this policy allows us to evaluate each situation carefully and to choose a solution which allows a co-existence between humans and wildlife while allowing discretion to act when there is a public-safety issue.”

Upcoming canning workshops help Chicoans preserve summer’s harvest

E man—who will be hosting two canning workshops this month—both used arlene Eisley and Baji Hantel-

exactly the same words when, in separate interviews, they described their childhood canning experiences: “I hated it.”

Eisley recalls sitting on a kitchen stool in her Auburn home as a child, helping her mother can. “I remember sitting on the flippin’ stool … [to] watch the gauge on the pressure canner,” she said, laughing. She was speaking by phone from Eisley Nursery in Auburn, a family operation in business for more than 80 years.

Eisley is now a master food preserver, a title bestowed on her by the UC Cooperative Extension through its Master Food Preserver classes in El Dorado County—and she’s bringing her canning knowledge to Hodge’s Nursery in Durham for a free workshop this Saturday (Aug. 17).

“Now I’m canning in the same kitchen that I said that I would never can in again!” she exclaimed.

Hantelman’s mother did some canning also, but Hantelman said she “hated it because it was stinky; it had vinegar-andpickle smell—yuck!” Her canning expertise stems from about 25 years of preserving the vegetables and fruit she and her husband, Richard Coon, grow at Wookey

Ranch in north Chico. Figuring out “how are we going to preserve all this stuff we were growing,” was their motivation, she said.

Hantelman is heading up two canning workshops on Aug. 26 and 28 through Cultivating Community North Valley as part of a series on food preservation.

Both canning experts will be teaching the boiling-water-bath method of canning.

“We’ll actually go through the process of putting something in a jar, sealing it up, sticking it in the pot, timing it out, and having them come out and [hear the lid-seal] go pop!” said Hantelman. Boiling-water baths are appropriate for high-acid foods, like certain fruits, tomato sauces, and pickled vegetables packed in an acidic brine.

Not all tomato or fruit recipes are suited for the water bath, though; if a batch of salsa has too many onions, the acidity may get too low to kill botulinum, a tasteless, odorless and deadly bacteria that can survive in canned foods even after boiling, and cause botulism. Exactly following modern recipes designed for canning (UC extensions offer plenty online, as do many new books on food preservation) will ensure the food maintains the right level of acidity. Plus, notes Eisley, although Butte County does not offer a Master Food Preserver course (the closest is in Sacramento County) Chicoans can still call the Master Food Preserver helpline (see column note). They’ll call back with an answer within 24 hours.

“A lot of [recipes and techniques] that I had learned as a kid, [don’t] apply anymore,” said Eisley. “Tomato acidities have changed over the years. They’ve hybridized it out in a lot of them. And so you have to counterbalance that by adding lemon juice or vinegar, because it has to be 5 percent acidity.”

have followed suit. Hodge’s Nursery—where Eisley will teach her workshop—recently began offering jars and canning books, alongside gardening gloves and heirloom seeds, in Shelly’s gift shop in the nursery.

While snacking on ripe Dapple Dandy pluots from their demonstration garden recently, Shelly and Ken said their adult daughter in Nashville, Tenn., encouraged them to include canning at the nursery a few years ago.

“Her friends were getting into that,” said Shelly. “She said, ‘Mom, it’s the most natural step for you and Dad to take’—to show people what they can do after they grow everything.”

Shelly noted that when the baby-boomer generation of women went to work, canning was largely abandoned due mostly to its inconvenience. Subsequently, many people interested in doing it today are picking up the methods from books and workshops—not from their parents.

“A lot of people in their early thirties are really interested” in canning, Ken said. Shelly plans to offer more canning workshops and even canning parties—during which several people prep, cook and can together, and then split the jars.

Despite its huge upswing in popularity, indicated by growing sales of Ball canning jars and a slew of new books on canning with catchy titles like Put ’em Up! and You Can Can, plenty of home vegetable gardeners aren’t signing up.

But Hantelman sees a benefit.

“There are some things that are just nicer canned than when they are frozen,” she offered—like peaches.

“If you go to the trouble of canning a peach … and you put them in a really light sugar syrup, then they get that really yummy texture.

They’re delicious that way.

“Frozen peaches? The best thing you can do with them is to put them in a smoothie.” Similarly, Eisley recalls the flavors of her childhood, like her mom’s canned orange-spiced pears.

Also, canned food is shelf-stable—should a winter storm knock the power out for several days and leave all the food in the freezer defrosted, the canned food will still be preserved.

Plus, Hantelman pointed out, “It’s awfully nice to be able to preserve the harvest on your very own shelf.” Ω

It leads them into backwaters and sloughs, from which they usually never escape. Many are eaten by predators. Others are drawn directly toward the pumps and squashed against the screens placed there to keep the fish out. Biologists have blamed this reversed current phenomenon as a serious detriment to fish populations.

Vogel says the tunnels will reduce, though not eliminate, the reverse flow.

But there’s still one major, critical question: Will more water be leaving the Sacramento River each year than currently if the tunnels are implemented?

Biologists are at work trying to understand how much water the species that live in the Delta need to survive, if not thrive—but as of now, Vogel says “nobody knows” how much water the tunnels will take. She says, however, that constant monitoring of the Delta’s health and functioning will ensure that water diversions never exceed a critical maximum volume.

he brown water of the Sacramento River lumbers quietly downstream along the levee bank, swirling eddies and occasional surges of turbulence revealing the power of this greatest of California’s waterways. It is nearly 100 degrees in the town of Hood, about 20 minutes south of Sacramento, and the heavy sun crushes the midday hours into idleness. The streets are quiet, except for the occasional passing of a car on Highway 160, the rushing of the trees, and the corners of a cardboard sign on a gate flapping in the hot wind. It reads: “STOP THE TUNNELS.” Many more of the same signs are posted along the levee roadways throughout the Delta, for a huge development plan is underway in Sacramento that, if implemented, will change this quiet agricultural region—and the river that flows through it—forever.

Nothing is final yet, but Gov. Jerry Brown, along with many colleagues and agricultural water users south of Stockton, hope to build a new water-diversion system: a pair of giant tunnels, each 40 feet wide and 35 miles long, that are capable of carrying away two-thirds of the Sacramento River’s water. Brown and Co. say the $25 billionplus plan will secure water for Southern California cities and Central Valley farmers, and also restore the Delta’s troubled ecosystem.

But in the northern half of the Central Valley, most people want the tunnels stopped. They say it will suck the Delta dry, destroy farming business in the Delta and the Sacramento Valley, devastate the river’s ecosystem and lead to overuse of groundwater supplies.

“This is one of the rare times when farmers and environmentalists can agree that a project is going to be devastating for both their interests,” said Robyn DiFalco, executive director of the Butte Environmental Council.

DiFalco notes that the tunnels will not only increase Southern California’s dependence on Northern California’s water, but “they will also make it easier for [Southern California] to get it.”

community of fewer than 400 residents located several bends in the river south of Sacramento, foresees years of dust, traffic and noise just to build the tunnels, which would start in Hood and end about 17 miles to the southwest of Stockton at the Clifton Court Forebay reservoir, basically a holding tank for the existing water pumps that serve the San Joaquin Valley.

“I’m not sure we can live with the impacts of this,” she said. “If they do this, we’re looking at 10 years of construction.

“I’m imagining an industrial wasteland here.”

aligned in opposition to the tunnels, there is not going to be an opportunity for anyone to vote on the matter. Unlike the proposed Peripheral Canal of the early 1980s, which voters shot down, the twin-tunnels project— which some believe may cost $50 billion in the long run—needs approval only from the state Legislature, and will move forward without the chance for a public vote.

The California Department of Water Resources is leading the push for the tunnels, which are just one part of the Gov. Brownapproved Bay Delta Conservation Plan.

Nancy Vogel, a spokeswoman with the department, says the BDCP is being mischaracterized by its opponents. “This isn’t an engineering plan,” she said. “It’s a conservation plan.”

In fact, one of the BDCP’s main objectives—as mandated by a 2009 state law called the Sacramento-San Joaquin Delta Reform Act—is to help restore the Delta’s struggling ecosystem. In theory, the tunnels

would do this by sending fresh water from the north Delta directly to the existing pumps near Tracy, an hour south of Sacramento.

This would reduce the intake of water from the southern Delta, which serves as crucial fish habitat.

The other major goal of the BDCP is to boost water security. For example, even if a natural disaster destroyed the southern Delta’s levees and caused a sudden flood of salt water into the region, the northern intake of the tunnels would guarantee that fresh, drinkable water continued southward.

Council’s water-policy advocate, believes Butte County’s groundwater supply will be heavily impacted, if indirectly, by the tunnels. She explained that surrounding counties—including the thirsty Glenn-Colusa Irrigation District—likely will sell its surfacewater rights to the state as demand increases, allowing more water to flow downstream toward the tunnel intakes.

These local counties would then need to tap into the region’s groundwater—best known for the large but limited Tuscan Aquifer. Perkins says that groundwater volume in California is not known. She also points out that use of groundwater is entirely unregulated in California.

Tapping into subterranean sources also generally means that a region has no other water supply left.

“When people start reverting to using their groundwater, it’s a last resort,” Perkins said.

Barbara Vlamis, the executive director of Chico-based water-watchdog group AquAlliance, says groundwater depletion in the northern Sacramento Valley is one of the major potential impacts of the BDCP that its proponents have failed to consider. AquAlliance is among a coalition of environmental, fishing and farming groups suing to stop the BDCP, which it charges violates the California Environmental Quality Act and the Delta Reform Act. She also believes that further development of the river’s water-export system—if carried out recklessly—could spur the extinction of the chinook salmon.

salmon swam upstream to spawn every year in the Sacramento and San Joaquin river systems that, according to accounts from explorers and settlers, the water between the Carquinez Strait boiled with fish in the autumn, shore to shore. More than a million fish per year made the annual migration.

But in the 1950s and ’60s, after two powerful pumps were installed in the southern Delta, a clear correlation began to emerge linking increased water-export rates and a steady decline of the remaining salmon.

Water exports climbed decade to decade, from 1 million acre-feet annually through the 1950s to 5 million acre-feet in the 1980s and 1990s. By the 2000s, more than half the Delta’s water was being exported.

In 2005, the pumps diverted away almost 7 million acre-feet of water. The fall-run salmon population promptly crashed, bottoming out in 2009 at its all-time low of 39,000 adults. Abrupt pumping restrictions enforced after the salmon crash, combined with productive ocean conditions, seem to have had an effect, and the fall-run chinook has partially bounced back.

“Having [only] 39,000 fish come back was really shocking, especially after having 750,000 in 2002,” said Roger Thomas, a fishing-boat operator in Sausalito and the chairman of the board of the Golden Gate Salmon Association. “That decline just goes to show that salmon are a sustainable resource when they have proper water and a healthy river to spawn in.”

The state’s salmon industry, worth $1.4 billion by many reports, was entirely closed by federal managers—something that had never happened before—for two years in a row in response to the depressed fish numbers. Fishermen began receiving federal financial aid.

Meanwhile, abrupt restrictions on waterexport rates at crucial times of the year— when endangered winter-run salmon and Delta smelt are most vulnerable to being sucked into the pumps—took effect and remain in place today. Salmon began to recover.

Will the proposed tunnels help the Delta fish—or destroy them?

A leading fish biologist at UC Davis, Peter Moyle, said the key problem that has taken shape in the Delta in the past two decades is the reverse flow of the San Joaquin River.

“This is very confusing for fish that are trying to go downstream,” said Moyle. “If you’re a baby salmon trying to get to the ocean, it’s very hard to find your way past the pumps.”

The tunnels, if built, have the potential to help alleviate this problem, Moyle said, and facilitate a year-round downstream flow through the Delta and out to sea.

According to Vogel, however, the pumps near Tracy will continue to draw a substantial amount of water directly out of the southern Delta—as much as 50 percent of the total volume, when combined with the new tunnels. In other words, the problems afflicting this troubled ecosystem today could persist.

She added that the BDCP also includes a large wetland-restoration component that must be weighed into the pros and cons.

John Merz, executive director of the Chico-based Sacramento River Preservation Trust, says he has little faith in the components of the BDCP intended to restore the Delta’s health. He recognizes that there will be legal limits to how much water the tunnels can remove from the river.

“But we don’t think those limits will be enough to protect the river,” Merz said. He added, “Frankly, when it comes to restoring the health of the Sacramento River, we just don’t trust the Brown administration to do the right thing.”

Vlamis, of AquAlliance, echoed him. She said that calling the BDCP a “conservation plan” is deceptive. “The way this plan is crafted it will have no benefits for the Sacramento’s ecosystem,” she said.

Many critics of the BDCP have

described the tunnels as a means of transferring away the wealth of Northern California to powerful water agencies to the south, which will be paying for a great deal of their enormous cost. While many farms in the San Joaquin Valley will prosper if the BDCP tunnels are built, farmers in the Delta could get a death sentence.

In a possible slip of the tongue in April, Jerry Meral, Gov. Brown’s lead man at the Natural Resources Agency, reportedly said in a private conversation that “the Delta cannot be saved.”

This spurred suspicions among critics that the BDCP’s backers don’t honestly see their proposal as an environmental remedy but, rather, only as a water-delivery conveyance to serve agribusiness and Southern California cities.

Already, an upstream advance of salt water is occurring in the lower Delta. If the tunnels divert away too much of the river, ocean water could creep even farther upstream, spoiling the supply for Delta farmers.

“Salt-water intrusion terrifies us,” said Barbara Barrigan-Parrilla, the executive director of the group Restore the Delta.

The tunnels, she expects, will exacerbate the problem, and she warns that “every farm from Walnut Grove to Sacramento will be destroyed” if the governor’s plan is approved.

Barrigan-Parrilla says the agriculture industry of the Delta is worth $5.2 billion, including multipliers like gas costs, insurance and machinery sales.

Her group has proposed alternate means of accomplishing the two co-equal objectives of the Delta Reform Act: levee upgrades, improved systems of fish screening, and focused efforts by Southern California cities to produce their own water, through recycling and desalination. This would preclude any need for the tunnels, Barrigan-Parrilla says, at an estimated cost that she pins at $12 billion, maximum.

they’ll all be destroyed, and the Delta’s farmers and its municipal communities will die a slow death because of lack of fresh water. I want the BDCP stopped, and I want Westlands retired.”

She was referring to the Westlands Water District, a 600,000-plus-acre swath of land in western Fresno and Kings counties so arid that farmers could scarcely produce food here until Delta water first touched its soils about 60 years ago. Since then, Westlands, along with 2.4 million adjacent acres served by other water agencies, has grown into some of the most productive farmland in the world. Although the area’s farmers sometimes must let their annual field crops—like melons and lettuce—go brown and dry in low-water years, they are able to take such financial hits in large part because so many have invested in almonds, one of the most lucrative crops in the state.

Water District, explains that “fantastic” returns on almonds give these growers a cushion against hard times. And he supports the tunnels because they could provide greater water security by moving the intakes farther upstream, away from the southern Delta where baby salmon congregate. This would mean fewer emergency cutbacks that occur when salmon or smelt are discovered in the protective screens placed in front of the pumps.

For the same reasons, Mike Wade, executive director of the California Farm Water Coalition, favors the BDCP. The plan, he believes, will reduce fish mortality as well as water shortages among San Joaquin Valley farms. Everyone—fish, too—would win, Wade says.

Peltier feels fishermen have unfairly blamed farmers for causing the collapse in the salmon industry. Indeed, other factors may be at work. Federal scientists produced a paper in 2009 titled “What Caused the Sacramento Fall Chinook Stock Collapse?”

The authors said a rapid deterioration in

“ocean conditions” played a major role—but the biologists recognized that “a long-term, steady degradation of the freshwater and estuarine environment” had weakened the salmon population.

The frustration among fishermen with the agriculture industry may be easy to understand. While salmon fishermen were completely out of work in 2008 and 2009 during the fishing closure, many farms were prospering. The state’s almond industry has set harvest and acreage records year after year.

In 2011, farmers harvested two billion pounds of almonds worth almost $4 billion.

The Delta’s ecology, meanwhile, has steadily withered away.

DiFalco, at the Butte Environmental Council, says the conscious choices of farmers in the San Joaquin Valley have brought troubles upon themselves and the rest of the state.

“They’re planting permanent crops, like fruit orchards, in a desert,” she said. “Annual crops would make sense. That way you can follow the land—grow when you’re able to and let the land go fallow in dry years. But they’re being foolhardy. They’re setting themselves up to need more water every year, and we shouldn’t sympathize with them for consciously making these decisions.

“We need to retire some of that land,” she said.

Alternative solutions that would

help both farmers and the Delta’s ecology have been proposed, though state officials have maintained strong allegiance to Gov. Brown’s BDCP tunnel plan.

One idea was introduced by the Natural Resources Defense Council. Commonly called the “portfolios” proposal, this plan calls for a downscaled, one-tunnel project, and strategies for farms in the San Joaquin Valley to store and reduce the use of water.

The plan also calls for cities, especially in Southern California, to advance water-recycling systems that could lessen their dependence on Northern California’s water.

John Merz of the Sacramento River Preservation Trust says the limits on the amount of water the tunnels will take still won’t restore the health of the Sacramento River.

“One of the main problems with the BDCP is that it doesn’t create a single new drop of water,” said Sacramento County Supervisor Don Nottoli. He believes that water-conservation measures, plus desalination technology, could lighten the strain on California’s watersheds.

Nottoli also says the portfolios plan essentially is being ignored. “[T]he state is moving toward a decision on a preferred project even though they’re saying they’re looking at multiple options, and I don’t believe they are,” Nottoli said.

Nottoli also distrusts the BDCP’s proposal to convert 100,000 acres or more of land and restore it to wetlands. Some of this acreage will need to be forcefully bought from Delta farmers.

“Why should one region of the state be sacrificed for the benefit of another?” he asked.

Meanwhile, lawsuits against the state are piling up, and this litigation to stop the tunnels could put bumps in the road for the project’s proponents.

One 45-page complaint, filed on June 14 by a number of water-advocacy groups, charged that state officials have all but ignored a 2010 assessment by the State Water Resources Control Board and the Department of Fish and Wildlife, which agreed that the Sacramento River would need to be left with 75 percent of its unimpaired flow volume in order for the Delta to remain a thriving estuary.

“But they totally ignored those findings,” said Rogene Reynolds, a board member with Restore the Delta, one of the lawsuit’s plaintiff groups. “They actually tried to hide them.”

The BDCP’s backers have assured skeptics that water-export rates will not exceed

what the ecosystem can withstand. But opponents of the tunnels suspect that the powerful agricultural interests in the south are going to get more water via the tunnels than they get now—no matter what.

“Frankly, when it comes to restoring the health of the Sacramento River, we just don’t trust the Brown administration to do the right thing.”

“You don’t agree to spend $14 billion plus operating costs if you aren’t planning on having more water,” said Bill Jennings, the executive director of the California Sportfishing Protection Alliance, a strong opponent of the BDCP. Vlamis at AquAlliance is similarly suspicious.

“Would the government build an eightlane freeway bridge if they were planning to use only two of the lanes?” she asked.

By some opinions, the BDCP and its tunnels are just a scheme of selling away Northern California’s wealth, and losing an ecosystem in the process. As the tunnels plan advances toward fruition, Reynolds sees both corruption and complacency among the state’s leaders.

“No one in the realm of the government in general has the guts to say to the water exporters, ‘You’re taking too much water.

Los Angeles duo grows up without losing sight of the past

This from a band that had been cranking out LPs, 7-inches, cassettes—you name it—at a ferocious clip since forming eight years ago.

The extra time was not planned, but as they began writing material for the new album they found themselves slipping into old habits. “I felt like we had to call bullshit on ourselves,” Randall explained. “We had to step away from some of the artifice of being in a professional band.”

That meant not trying to write songs necessarily designed for live audiences. “This time out we were like, ‘Let’s just write the songs we want and worry about it then,’” Randall continued. “Now we’re here, and we’ve sort of painted ourselves into a corner.”

melody. Spunt experimented with different percussion sounds, including tapping on contact mics.

Some of the songs would be near impossible to pull off live. Instead, Randall and Spunt have had to twist and bend them into versions that work for the stage.

“I Won’t Be Your Generator,” for one, is creepier and more intimate live, and the two have even toyed with the idea of recording the new versions. As Randall put it: “We made this toy, we can break this toy.”

That malleability speaks volumes about these songs, even if they aren’t reaching maximum volume. “My Hands, Birch and Steel” and “Commerce, Comment, Commence” are more intricate, and sound fussed over, while opener “No Ground” and “C’mon Stimmung” retain some of the band’s pricklier SST Records influence. In fact, the louder moments are more effective because there are fewer of them.

The art begins before you hear a single note. As with past releases, the members of No Age handassembled the packaging for An Object, folding 10,000 LPs and CDs themselves. Randall said, without being too precious about it, that he likes the idea of imperfection and the humanness of it.

That DIY philosophy goes back to No Age’s days at The Smell, and it’s still the backbone of the band.

But a few things have changed as the members have gotten older. Randall, who spent his formative years in the suburbs of the Inland Empire, recently relocated outside of Los Angeles proper. It’s farther away from any scene, although the move seems to fit with No Age’s new philosophy of keeping with certain ideals without becoming stagnant. And An Object is in line with that.

“It’s a balance of getting comfortable, and being uncomfortable,” Randall said. “I want to be professional enough to keep my guitar in tune, but unprofessional enough to have fun.” Ω

On a recent visit to the truck, during its regular Thursday Night Market stint on the east side of Chico City Plaza, my 12-year-old daughter Lydia and I ordered chile verde ($10) and the Taco Smash ★★★★ ($9), The Hunter & The Farmer’s near-famous dish featuring seasoned grass-fed ground beef atop Paleo smashed yams, topped with sliced connection: Go to www.face avocado and salsa. Our Mexican-themed dishes— which came in eco-friendly cardboard containers stamped with the business’ logo and the words “Eat ★★★★★ EPIC real food”—were very delicious.

ican cuisine) was quite present, giving the chile verde more of an Indian than a Mexican flair. No matter—it was yummy.

As for the Taco Smash: Any person who has not yet tried the food-truck’s signature dish (and thus become one of the growing number of people who swear by its goodness) should do so. It is a thoroughly tasty and satisfying meal, and one has, after that last bite is gone, the satisfying, “clean” feeling of having eaten something really nutritious.

Our Farmer’s Frostee, which we shared, was just right—not too sweet (and not too unsweet), and nice and cold on a hot day.

So, the next week we went back to the Thursday Night Market and got another almond-milk Frostee (this time the menu pointed out that it was made with almond milk from top-notch local almond-milk maker Beber).

On that visit, I ordered the chile colorado ($9.50), made with grass-fed and -finished beef from Flournoy’s Turri Farms cooked in a tomato gravy, served over raw cabbage and a vegetable hash. Other menu possibilities on that visit included the Super Smash ($11), which is a Taco Smash plus tomato, bell pepper, carrot and lettuce, and The Stacker ($9): Turri Farms pastrami, guacamole and carrots sandwiched between two slices of bell pepper (don’t expect to find bread at The Hunter & The Farmer—as their Facebook page puts it: “Bread? Nope. Kale? Dope.”).

I also opted for a little dessert—a mint fruit salad ($4) made with diced melon, nectarine slices, various berries and bits of fresh mint.

The chile colorado was, as I had expected, most scrumptious. I especially enjoyed the finely julienned veggie hash that cradled it along with the cabbage; contrasting the uncooked crunchy cabbage with the warm, soft hash was a good idea, I thought.

The fruit salad was a nice, crisp touch to finish my meal, which I conveniently ate while sitting on a park bench next to The Hunter & The Farmer truck.

Indeed, the food served by The Hunter & The Farmer (named for owners/chefs Jenna Hunter and Analise Farmer) is the epitome of the old saying, “Good, and good for you!” Ω

However rockin’ an Outside Lands up-and-coming band might be (see August 9-11, 2013 Foals, an English rock band that Golden Gate Park, crushed it early Sunday afternoon), San Francisco it’s difficult to compete for a headlining slot with names like Paul McCartney, Nine Inch Nails and the Red Hot Chili Peppers on the festival circuit. Other prominent slots were dedicated to Jurassic 5, Willie Nelson and Family, and Daryl Hall and John Oates, all of which have been established, touring acts for at least a decade. Of the main attractions (outside of DJs), only Phoenix and Vampire Weekend could truly be considered currently at the height of their glory.

That’s not to say my festival experience was diminished; in fact, some of those dinosaur acts brought dazzling spectacle to the Land’s End Stage.

From Paul McCartney’s over-the-top fireworks display during his classic James Bond theme “Live and Let Die” to Nine Inch Nails’ fittingly haunting use of shadow and light (and lasers!), the headlining acts presented themselves well.

Even the Chili Peppers, who have historically opted for modest setups compared to some of their rock peers, came prepared with a massive backdrop displaying a series of colorful animations. Watching them play hits like “Under the Bridge” and “Otherside” with such 32 CN&R August 15, 2013

a background—and a bit of extra-dramatic fog rolling in off the Bay—was mesmerizing.

Outside of the headliners, the most intense crowd responses were doubtlessly reserved for the DJs. Zedd, a producer and DJ specializing in electro-house and dubstep who performed Friday on the Twin Peaks Stage, produced a particular fervor. For those unfamiliar with dubstep, a signature of the dance genre is building tension—usually via an increasingly highpitch digital squeal—and releasing it with a bass drop (a moment of silence followed by pounding bass to freak out to).

I enjoy pretty lights and enormous beats as much as the next festival-goer, but Zedd repeated the formula roughly every two minutes, making for an utterly boring set with no surprises. Still, the Twin Peaks crowd went insane for each repetition, raising arms in anticipation during vamping sections, and hopping in unison to each robotic bass groove.

As I watched, I also couldn’t help noticing that for a crowd attending a dance-music act, few were actually dancing. Rather, they faced the stage as if it were an involved musical performance, enraptured by a solitary artist stationed behind a computer screen. For all we knew, he just hit his laptop’s space bar and danced for an hour without actually doing shit.

Seeing McCartney (who, even with a noticeably diminished vocal range at 71 years old, sounded amazing) and Zedd in such close proximity to one another made for an interesting juxtaposition. On one stage was a former Beatle who, despite limited technology, embraced the spirit of musical experimentation to the fullest extent as a member of one of the greatest acts in the history of music. On the other stage was a dubstep DJ who, with infinite tonal possibilities at his fingertips, chose to limit himself to not just one genre, but a specific dynamic of that genre. Strangely enough, if crowd reaction is any measure, the two seem equally adored at this juncture in music history. Ω

William Shakespeare’s Star Wars Ian Doescher Quirk Books Though it’s true what Star Trek’s Chancellor Gorkon said, that “you have not experienced Shakespeare until you have read it in the original Klingon,” it’s also true you’ve never experienced Star Wars until you’ve read it in an Elizabethan tongue. Author Ian Doescher moves this Shakespearian interpretation beyond a creative gimmick by embracing both Globe Theatre and Death Star alike and celebrating their unique places in our culture. Doescher has fun with the Elizabethan language and with the fanboy-inducing galaxy far, far away by implanting Shakespearian tropes within the Star Wars universe—a setting already laced with classic literary characters, themes, and structure. Stormtroopers become clowns that speak truths buried in wordiness and winding logic. R2-D2’s beeps and whistles are a ruse, a self-imposed silence that belies how much the droid knows. These are believable twists on the characters that, along with the clever use of asides, enrich the players and the story.

Keeping the science-fiction lingo and alien languages intact can occasionally throw the reader. How do you read “computer” in an Elizabethan accent, for example? In general, however, the grand storytelling styles of Shakespeare and George Lucas make for a perfect marriage, perhaps never more so than when Luke channels Henry V during the X-wing attack on the Death Star: “Once more unto the trench, dear friends, once more!”

Behind Beyond The Mother Hips Mother Hips Records On Behind Beyond, The Mother Hips impressively carries on its legacy of “California soul” with a balanced mix of dynamic and self-reflective country, rock and blues. As the band has been since releasing its first album—Back to the Grotto—21 years ago during its early days as a Chico garage band, The Mother Hips are led by Tim Bluhm (who penned seven of the songs here) and Greg Loiacono (who wrote the other three). And there’s not a weak track between the two singer/guitarist/songwriters. The epic opener, Bluhm’s “The Isle Not of Man” is a dreamy, tempo-shifting piece filled with dramatic breaks, powerful and precise anthem-like guitar licks, and a good dose of psychedelic jamming. In Loiacono’s breezy, twangy, and jam-fortified “Freed from a Prison”—a figurative reference perhaps to the band’s early days of excessive partying—he concludes that “the music is the one thing I can’t live without.”

Striking a political tone, “Jefferson Army” gives unabashed support to the proposed State of Jefferson (to be composed of rural NorCal/Southern Oregon), while “Song for JB”—originally a Bluhm solo ode to the passing of former Wilco member Jay Bennett—is a particularly touching epilogue.

Joseph Anton Salman Rushdie Random House The title of this book is the alias Salman Rushdie—the author of The Satanic Verses— adopted in 1989, shortly after he went into hiding to avoid being killed by assassins following Ayatollah Khomeini’s issuance of a fatwa, or death sentence, because of his book’s supposed blasphemy. (It comes from the names of two of Rushdie’s favorite authors, Joseph Conrad and Anton Chekhov.) The book is a memoir of the nine years Rushdie spent underground, moving from house to house, never knowing when death would come. His insistence on having something akin to a normal life—to care for his son, to fall in and out of love, to spend time with friends, to continue writing—while locked in an invisible prison of police protection was heroic. His story describes an epic battle for freedom of speech that illuminates not only the dangers liberal societies face from religious zealots, but also the importance of the values of tolerance and openness we hold dear. The book also gives Rushdie an opportunity to acknowledge the many people, writers especially, who helped him, and to pay back—sometimes almost gleefully—those craven Western intellectuals who blamed him for the fatwa and the trouble it caused.

called Tilikum who gained some notoriety after contributing to the deaths of three people (a couple of handlers and an apparently crazy hippie), two at SeaWorld Orlando and one at the since-closed Sealand of the Pacific in Victoria, British Columbia.

Why is Tilikum a killer? Well, it has nothing to do with being a killer whale. That’s just a silly name since there’s been no documented case of a human death-by-orca in the wild; orcas actually seem like pretty laid-back creatures if you’re not trying to harass them. It’s because SeaWorld holds the orca for no good reason other than the tourist dollar. They snatched Tilikum as a calf from his mother’s side and freighted him off to a giant swimming pool where the orca spends his life doing cute tricks for tourists and gets milked for sperm. It doesn’t look fun. Humans kill other humans for less grief.

Blackfish picks up with the testimony of ex-water-park trainers on the gruesome death of one of their colleagues and the subterfuge SeaWorld uses to avoid negative publicity. Using archival footage, Blackfish explores the confinement Tilikum and the other whales endure in between show times and the ensuing psychological meltdown that leads damaged creatures to lash out— and by implication, a culture that rewards these casual cruelties. Cowperthwaite weaves a compelling narrative sans hyperbole and lets the footage and testimony of remorseful former handlers keep the proceedings on message.

And the message of Blackfish is ultimately about our purpose as thinking creatures in our own right. These are intelligent creatures we cage simply as a way to sell plush toys. And by extension, Blackfish is about humanity’s compulsion to confine and abuse other creatures for amusement. Ω

Despicable Me 2

Super-villain Gru (Steve Carell) turned straight in the original Despicable Me, so what’s left for him to do in round two? Fall in love. He’s also trying to stop an evil-doer who has stolen a chemical that turns any living creature into a killing machine. But the romantic subplot, involving flirtations between Gru and his detective partner Lucy (Kristen Wiig), proves more entertaining than the mediocre storyline about the search for criminal suspect Eduardo (Benjamin Bratt, in exaggerated Latino-stereotype mode).

Whatever magic is lost from the original film is recovered by Gru’s tiny minions: His helpers look like aliens but possess the charm of babbling babies—a weird combination that’s onscreen gold (as was proven by the booming laughs from every child in the theater).

A sequel to the comics-to-film story of young ordinary citizens who don costumes and transform themselves into real-life superheroes. Morgan Neville’s richly entertaining documentary celebrates the female backup singers who made crucial contributions to classic rock music in the 1960s, ’70s, and ’80s. As such, 20 Feet from Stardom is a kind of behind-the-scenes look at a particularly interesting aspect of the pop-music industry. But its most powerful point is that, while they were not quite in the spotlight (hence that “20 Feet”), the best of the backup singers were right at the very lively heart of some great music. Neville makes sure that they get some spotlight time here via a combination of archival footage, performance excerpts, recent interviews with the singers themselves (Darlene Love, Lisa Fischer, Merry Clayton, Claudia Lennear, etc.), and commentary from the rock stars they worked with (Mick Jagger, Stevie Wonder, Sheryl Crow, among others). The Conjuring

There’s a creeping sense of familiarity with each run at the haunted-house premise, and with The Conjuring, the latest from James Wan (Saw, Insidious), that familiarity is amped to the nth degree with an indulgence of homages to the touchstones of the genre, with the film’s structure of acts obviously: The Amityville Horror, Poltergeist, The Exorcist, wrapping up with The Evil Dead. But the end result is more of a homogenized Scooby-Doo episode padded to feature length and played straight. There are some spooky moments to be found—a couple of decent chills and one good jump scare. And one clever approach is having the focus be more on the ghost hunters themselves (Vera Farmiga and Patrick Wilson, playing reallife paranormal investigators Lorraine and Ed Warren). Unfortunately, Ed and Lorraine aren’t very interesting. Cinemark 14 —C.B.

The Wolverine

We join Logan/Wolverine (Hugh Jackman) in a hole in a Japanese POW camp just across from Nagasaki during the endgame of World War II. He saves one of his captors from the ensuing nuclear holocaust and 50 years later is summoned to the man’s deathbed with the hope that his mutant regenerative abilities might extend the guy’s life. Of course, it doesn’t work that way, and so the old dude exits, leaving all his wealth to granddaughter Mariko (Tao Okamoto). This is the point where any promise dies on the vine. Mariko’s only narrative function is to look pretty and give Wolverine someone to protect from the Japanese underworld. So we end up with Wolverine doing that stabby/slashy thing with his metal claws to ninjas and gangsters over and over and over and … It starts getting old fast. There is a lively set-piece involving Tokyo’s bullet train that’s fun, but that’s it. Cinemark 14. Rated PG-13 —C.B.

CHICO, USA The national spotlight is gettin’ very bright around these parts during these dog days of summer: 1. The New York Times is calling: In the Sunday edition (Aug. 11), right there on the front page of the business section, is a lovely photo of the badass owners of Chico’s The Bookstore, Muir Hughes and her husband Josh Mills. The story (“To Stay Afloat, Bookstores Turn to Web Donors”) is about how independent bookstores, in order to stay open in the face of Amazon and Barnes & Noble’s increasing market dominance, have turned to crowdfunding.

As most of you may already know, the local couple started an Indiegogo.com campaign to raise $35,000 to buy the used-book store from its previous owner and keep it from closing, which they successfully did last February, thanks to their generous and creative incentives (rare books, original art) and a passionate response from the beloved Josh and Muir in The Times. downtown shop’s loyal customers.

2. Jay-Z is calling: Jay-Z recently set up cameras at New York City’s Pace Gallery to film a six-hour performance of his song “Picasso Baby.”

The world-famous rapper had gathered an impressive list of performance artists, actors, dancers, street artists and fashion designers (every one from actor Alan Cumming to Pablo Picasso’s granddaughter, Diana Widmaier Picasso) to each individually witness his musical art installation and be filmed in the process. And, one of the participants who happened to make the cut for the final 11-minute video/performance-art piece/music documentary was Chico State Communication Design professor John Roussell (see him shakin’ his thang for a couple seconds at the 4:09 mark), who happened to be in New York filming a documentary and was invited by a relative to the video shoot.

3. Coming to Concow: Have you heard of Shinerfest, the Labor Day Weekend festival coming to Lake Concow Campground in Concow Aug. 30-31? It is an impressive lineup of constant live stimulation for the instant-gratification set, featuring music (former House of Pain MC Everlast, East Bay rapper E-40, outlaw country/hip-hop crew Moonshine Bandits, and more); tattoos + dancing (Ink Mafia and their sexy Mob Squad dancers); mechanical-bull riding (including a “bikini bull contest”); a fire performance by Torche; motorcycle jump demos by Metal Mulisha member Julian Dusseau; and acting as hostess for the proceedings, well-known former hardcore porn star Tera Patrick.

Even though it is deliciously tempting to be naughty and explore all the positions into which words like “Concow” and “Butte” can be twisted to satisfy my desire to unload multiple clever porn-film parodies that would undoubtedly bring so much pleasure to my readers, I will resist the temptation and just let your imaginations go wild.

4. Jonathan Sings! Even though there’s nothing new about there being another Jonathan Richman performance at Duffy’s Tavern, it’s nonetheless a big deal every time the former Your hostess, Tera Patrick. frontman of proto-punks The Modern Lovers and mysterious troubadour from the film There’s Something About Mary brings his songs of love, heartbreak and enjoying life to our little neck of the universe. See him again Sunday, Aug. 18, at 9 p.m. Advance tickets are $10.

Not far off Highway 99 in Los Molinos, a sign on a cedar fence reads “Miniature Donkeys for Sale.”

Gail Heaney lives behind that fence with her husband, three Westies, and various other animals, including a herd of about 20 miniature donkeys, which she raises for people to enjoy as pets.

Born and raised in Los Angeles, Heaney relocated to Los Molinos in 1981 and quickly turned into a country person. (“I was amazed you could really grow a bell pepper and eat it!”) Heaney raised Old English sheepdogs, fainting goats, pygmy goats, Baby Doll Southdown sheep, Westies (West Highland Terriers) and other animals before buying her first miniature donkeys in 1993. Heaney has also worked as a nurse and as a coordinator of a child abuse-prevention program, and she’s served as a volunteer for several local election campaigns. The disabled adults who come are so wonderful and sweet. There was one girl in a wheelchair who screamed nonstop—she couldn’t speak. The minute she saw the donkeys, she went silent, and she didn’t scream one time while she was here.

Why miniature donkeys?

What should people know about miniature donkeys?

I think mini-donkeys are the best animal God created because they’re loving and loyal, [and] they’re a kind, gentle, wonderful, smart animal. … I’m an ambassador for the breed.

They weren’t bred down to be small. They are a natural small breed out of Africa, so they don’t have breeding and birthing problems. God created them that way.

What are some of the activities you organize?

I do petting zoos, field trips, parades. … In the spring I have as many as three groups from a program for disabled people who come to look at the donkeys when the babies are born. I’ve taken donkeys to Head Start and to the

Trigger I’m doing pretty good. Janice has been gone going on a year now, and I feel like I’ve made a lot of progress, in that I’m not sad most of the time and I haven’t sobbed in weeks. A trigger can still get me, though, and I’ve got a hunch that won’t change.

We made a kind of memorial space on the wall over her parents’ buffet in what used to be our living room and which we now hardly use at all except for storage. Janice wouldn’t like that last part, but there it is.

On a cloth she got in Hawaii we hung pictures of her, mostly from her last couple of years, when I thought to take pictures of her. When I heard that an area at home dedicated to her might help us deal with losing her, I looked through our boxes of snapshots and realized that before she got sick, pictures of her were nearly always of her and somebody else—our children or friends or me.

After her sister died in 2009 and Janice inherited the buffet, we put photographs of deceased family members on it—her parents, her sister, my parents, and then her aunt two years later. Although everybody there is dead and gone, the display is of love for

our families and for people we never knew. The buffet memorial is a trigger for me, and I don’t go in the living room much. I don’t cry about it, but it can stop me in my tracks, particularly a photograph I made sometime last summer.

In this picture, Janice is sitting on the sofa in the soft, old clothes she loved. Her right arm is swollen from edema, her belly is distended from tumors in her liver, and her hair is short from chemo. She’s looking directly at me, as usual, and I remember the calm acceptance with which she faced her death.

As long as I knew her, Janice could complain about almost anything, but she didn’t complain about her illness, not once. She never fretted or whined or blamed anything or anybody. The sicker she got, the more loving and open and generous she became, and she was loving and open and generous of spirit when I met her.

My sons don’t seem to care much for that photograph, I guess because she looks so sick and much older than she was. I love it, though, because I see her deep dignity and the compassion she had always for others, especially those who had to watch her die slowly before our eyes.
