Global pet food market set to hit robust growth

Anew market analysis from FMI forecasts decade-long growth driven by premiumisation, life-stage nutrition and functional ingredient demand across major global markets. The global pet food market is projected to nearly double in value over the next decade, growing from $132.4 billion in 2025 to $247.7 billion by 2035, according to a new report from Future Market Insights (FMI). The market is forecast to advance at a compound annual growth rate (CAGR) of 6.5% during that period. FMI said growth is being driven by a sustained shift toward premiumisation, personalised nutrition and formulations designed for specific life stages, breeds and health needs. Demand is rising for products that support digestive health, joint care and immune function. FMI noted regulatory frameworks continue to shape product development, labelling and market access across major pet food markets. In the U.S., the FDA’s Centre for Veterinary Medicine oversees compliance related to nutritional standards and ingredient approvals. In Europe, EFSA regulations require strict safety assessments,

while FEDIAF guidelines help standardise formulations. In Japan, labelling and ingredient safety standards are enforced under the Ministry of Agriculture.

Globally, regulatory frameworks increasingly emphasise transparency in sourcing, restrictions on harmful additives, hygienic manufacturing practices, and accurate labelling and product claims. Kibble/ dry is projected to lead the product type segment with 42.5% market share in 2025, supported by its cost-effectiveness, compatibility with automated feeding systems, and continued flavour and coating innovation, said FMI.

Animal-derived ingredients are expected to lead the source category with approximately 22.7% market share, driven by demand for high-protein formulations featuring chicken, fish, beef, lamb and turkey. Fish-based proteins are seeing particular interest for their omega-3 benefits linked to skin and coat health.

RCL FOODS and Martin & Martin (Pty)

Ltd are pleased to announce that RCL FOODS has signed a binding sale agreement with Simrose Overseas S.A to acquire Martin and Martin (Pty) Ltd for R695 million. Martin & Martin produces and sells a portfolio of pet food and pet care products, including wet dog and cat food, biscuits, treats and pet care items marketed under well-known and trusted brands such as Husky, Pamper, Beeno, and Bob Martin.

The completion of the acquisition remains subject to the fulfilment of several conditions precedent and will only become effective once these have been fulfilled, including approval from the relevant Competition Authorities.

This agreement marks an important milestone for both organisations, representing a significant step in expanding RCL FOODS currently limited participation in the wet pet food and pet care categories. The pet food sector continues to present an attractive growth opportunity,

RCL FOODS’ current pet portfolio is primarily focused on dry food. The proposed acquisition represents a meaningful opportunity to diversify into fast-growing segments such as wet foods, biscuits, treats and pet care products. It also supports the Group’s strategic ambition to grow the valueadded branded component of its portfolio through the addition of strong, established pet brands and complementary capabilities to meet customer expectations.

supported by strong consumer trends such as the humanisation of pets and a growing community of pet parents who are increasingly focused on improving the quality and longevity of their pets’ lives.

Commenting on the announcement, RCL FOODS CEO, Paul Cruickshank said: “This acquisition represents an exciting opportunity to broaden our participation in the pet food category and accelerate our presence in highgrowth segments where we currently have limited exposure. By bringing together the complementary capabilities of RCL FOODS and Martin & Martin, we are positioning ourselves to deliver greater innovation,

Welcoming the transaction, Martin & Martin Managing Director Brendan Hayes said: “Joining forces with RCL FOODS would mark a significant milestone in Martin & Martin’s journey. We are excited about the strong synergies this partnership would bring, enabling us to serve the market with a broader range of innovative products. For our customers, this would translate into enhanced value and a shared commitment to quality and the future of the pet care category.

“Furthermore, by leveraging RCL FOODS’ extensive expertise and central business resources, our team would have greater opportunities to grow, innovate, and thrive within a larger, more diversified group. We look forward to this next chapter and the collective success it would bring.”

With its strong manufacturing and operational capabilities, RCL FOODS is well positioned to support and grow Martin & Martin’s established operations. By integrating selected capabilities over time and leveraging RCL FOODS’ central business services platform, the Group aims to strengthen its foundation for long-term growth in the pet category.

There are no job losses anticipated as a result of the transaction, and no immediate changes for employees. Martin & Martin will continue to operate from its existing facilities, ensuring continuity and stability for its workforce.

RCL issues countrywide pet food safety recall

RCL Foods has issued recalls for multiple pet food brands nationwide after Salmonella contamination discovered in products meant for destruction.

South African food producer RCL Foods has announced a major recall of dry pet food products following the discovery of Salmonella contamination in batches that were supposed to be destroyed. The crisis began when condemned pet food products, originally sent to a waste management facility in eastern Gauteng for destruction, were stolen and illegally resold through informal market channels.

AFFECTED BRANDS AND PRODUCTS

The company has initiated a countrywide recall of specific batches from seven popular pet food brands:

• Bobtail

• Bonzo

• Catmor

• Canine Cuisine

• Feline Cuisine

• Optimizor

• Ultra Pet Dog food

All affected products were manufactured at one of RCL’s pet food production facilities, with specific batch identification dates provided to consumers.

EXPANDED RECALL INVESTIGATION

Following the theft incident, RCL Foods conducted comprehensive safety checks on other potentially contaminated products designated for destruction. The investigation revealed that some contaminated batches had also entered the formal retail market.

SALMONELLA CONTAMINATION RISKS

Salmonella poses significant health risks to both pets and humans. This dangerous pathogen can survive in dry-processing environments and may cause serious illness.

Key transmission risks include:

• Transfer from pets to owners through faeces and saliva

• Contamination through uncooked pet food handling

• Silent carriers - some pets may show no visible symptoms

Company response and investigation: RCL Foods is collaborating closely with retailers, regulatory bodies, and authorities to identify and remove all affected products from the market. The company has also appointed independent experts to investigate how products marked for destruction entered the formal retail trade. Preliminary internal assessments suggest that some condemned products were “erroneously released” to formal retail channels, indicating potential procedural failures in the company’s safety protocols.

EXECUTIVE APOLOGY

RCL Foods CEO Paul Cruickshank issued a public apology, acknowledging the company’s

failure to meet safety standards. “Our immediate priority is to recall, remove and replace all potentially affected products from circulation. We did not meet our own standards. This is not what our customers expect from RCL FOODS. We are taking every step necessary to rectify the situation,” Cruickshank stated.

No reported cases: While no animals or people have reportedly been affected at this stage, the company continues to advise consumers to exercise caution and follow safety guidelines. The situation highlights critical concerns about food safety protocols and the need for enhanced security measures in the disposal of condemned food products.

Delta robotics and vision systems transform pet food packaging

To meet the growing demand for single-serve, recyclable pet-food packaging, Mackle Petfoods worked with Clevertech and OMRON to automate a previously manual pouch-handling process.

The new line integrates Delta robots, vision systems and PLC control to manage flexible pouches with ±1 mm accuracy. This turnkey solution improved efficiency, reduced errors and increased output to 135 pouches per minute, whilst reducing

labour needs and line footprint. The system is designed to double capacity in future and aligns with EU sustainability goals by supporting mono-material packaging. Mackle now benefits from faster production, improved quality and a future-proof packaging process.

KEY BENEFITS AT A GLANCE

• 50% increase in productivity compared to manual operations

• Elimination of placement errors through high-precision vision and robotics

• No dedicated operators required for pickand-place tasks

• 30% reduction in footprint, freeing up valuable factory space

• Future-ready line designed for scalable output and sustainable materials

PRECISION: ±1 MM ACCURACY IN POUCH PLACEMENT

In recent years, the pet-food sector has grown by up to 6.4% annually. Mackle Petfoods, in collaboration with Clevertech, is launching its new production line dedicated to the manufacturing of single-serve flexible pouches for dog and cat food, designed to double production with minimal investment. The automation of some of the critical processes has been entrusted to OMRON, which also supplied the Delta robot and vision systems. Clevertech was responsible for the engineering and implementation of the system, which includes handling for depalletising empty crates, palletizing full crates for quarantine product management, drying of the pouches and transport of both pouches and crates along the line.

In recent years, the pet-food sector has grown by up to 6.4% annually, far outstripping traditional food and beverage, driven by rising pet ownership and strong demand for convenient, multi-flavour singleserve packs. To meet this trend, Mackle Petfoods, a Northern Irish family company

with over 50 years’ experience, decided to invest in a new automated line for pouches: lightweight, practical, recyclable packs that protect the product through sterilization and storage, yet present serious handling challenges in production due to their multilayer, highly flexible structure.

THE CHALLENGE OF FLEXIBLEPOUCH PACKAGING

Given this need—and the mounting EU pressure for mono-material packaging, waste reduction and stringent hygiene standards—Mackle sought technology partners capable of automating the process, boosting productivity and eliminating packaging defects. That led to the collaboration with Clevertech and OMRON. For Mackle, managing pouches was both a technological and production challenge: the

pouch handling and placement process was entirely manual, labour-intensive and prone to positioning errors, misalignment and contamination risk.

Each pouch, made from multilayer BOPP with an internal foil barrier, requires insertion with ±1 mm tolerances into 400 × 600 mm “smart” crates to optimize storage and subsequent multi-flavour carton packing.

“Pouches are a completely new and really exciting format for the market,” explains Gareth Rogers, Head of Engineering at Mackle Petfoods. “They demand the utmost care in handling. Producing high-quality pet food means running the line at top speed and being as efficient as possible.”

“Pouch is one of the most common, yet most challenging, pet-food formats,” says Paolo Soliani, Regional Manager at Clevertech. “Its flexibility means it can fold, shift and offer endless graphic variations. Our vision system had to handle those reflections, and shape changes every step of the way.”

“Our Delta robot ensures precise pick-andplace, while our vision technology handles each pouch with care. Orientation and grip position are critical, and our solution delivers exceptional reliability. We also provided the hardware to drive conveyors, along with a

software platform to control and program the entire system,” adds Ettore Gastaldi, key account manager F&C at OMRON.

DELTA ROBOTS: VISION AND INTEGRATED CONTROL

The new line’s architecture includes:

• Intelligent vision system: OMRON FH colour cameras (3.2 MP) with dedicated LED lighting identify pouch orientation, position and printed graphics—even in the presence of moisture or reflections.

• Delta Robot RX4-2166024: Two high-speed articulated robots pick up two pouches per cycle and place them into individual crate cells with ±1 mm accuracy, using Kevlarreinforced, 3D-printed grippers designed for variable shapes and thicknesses.

• Integrated Sysmac control: An NJ5 controller handling 16 coordinated axes, EtherCAT servo drives, M1 inverters for motion control, T20 HMI panels and an Intel® Atom™ E3940 operator PC ensure perfect synchronization between the pouch conveyor, crate feeder and robotic modules.

Through co-engineering and collaborative development, Clevertech and OMRON overcame challenges such as synchronising

twin conveyors at different speeds, reliably recognising folded or reflective pouches, and minimising the machine’s footprint to fit a confined production area.

RESULTS: EFFICIENCY, QUALITY AND SUSTAINABILITY

Additionally, the adoption of mono-material BOPP pouches with optical lamination and use of fully recyclable components anticipates upcoming EU sustainability regulations, reaffirming Mackle’s commitment to a circular-economy production model.

Since going live between July 2024 and January 2025, Mackle’s new line has transformed pouch handling:

• Zero dedicated pick-and-place operators, now managed by a single technician

• Throughput of 135 pouches per minute, with future capacity scalable to double

• 30% reduction in footprint, freeing space for expansion

• Elimination of placement and orientation errors, delivering a 50% productivity increase over manual methods

• 40% higher crate fill rate compared to traditional trays, thanks to an optimized 6 × 4 cell layout and vertical stacking.

A future of flexible automation: The partnership between Mackle Petfoods, Clevertech and OMRON demonstrates how packaging innovation using Delta robots, vision systems and Sysmac control can turn a tough product challenge into a competitive advantage in efficiency and quality. “In a pet-food market that demands single-serve, multi-flavour agility, Mackle’s robotic cell is a shining example of tailored automation,” says Gareth Rogers. “We

wanted to automate a completely manual process to boost efficiency, productivity, and to future-proof our operations. We’re already running 135 pouches per minute, and the system is designed to double that capacity.” With accelerating market growth and tightening regulations, innovations like this pave the way for an industry where production flexibility and environmental stewardship are key to success.

Raw material quality drives feed performance excellence

Bragan Ingredients emphasises how raw material quality fundamentally impacts nutrition, safety, and profitability in pet food manufacturing.

Raw materials are the fundamental building blocks of all complete feeds, supplying energy, protein, fibre, and micronutrients to support the growth and performance of pets and livestock. Their influence extends beyond nutrition alone, raw material quality also affects formulation accuracy, feed efficiency, product safety, and ultimately the profitability and sustainability of feed and pet food manufacturers. Ingredient bioavailability plays a critical role in determining how effectively nutrients are utilized by the animal. Variability in raw material quality can lead to inconsistent nutrient delivery, forcing formulators to compensate with wider safety margins. This increases costs and reduces formulation precision, making raw material quality not just a nutritional concern, but a key business priority.

NUTRITIONAL CONSISTENCY AND DIGESTIBILITY

High-quality raw materials provide consistent amino acid profiles, predictable energy values, and reliable mineral availability. In monogastric animals such as poultry and pigs, variability in protein, starch, or fibre digestibility can negatively affect feed conversion ratios, gut health, and overall growth performance. Even small fluctuations in nutrient availability can translate into measurable production losses. In pet food, consistency is equally critical. Pets rely entirely on manufactured diets for their daily nutrition, meaning ingredient variability can directly affect nutrient intake, palatability, and digestive tolerance. Reliable

raw materials ensure predictable formulation outcomes and help maintain product performance batch after batch. Formulation is essential in livestock feeds and pet foods because it ensures a balanced supply of energy, protein, vitamins, and minerals required for optimal health, growth, and performance. In livestock, proper feed formulation improves productivity such as growth rate, milk yield, and egg production while reducing feed costs, preventing nutritional disorders, and minimizing environmental waste. In pet foods, accurate formulation is even more critical because pets rely entirely on prepared diets for their

OUR STORY

nutrition; it supports overall health, longevity, palatability, and disease prevention while meeting regulatory standards for complete and balanced diets.

SAFETY AND RISK CONTROL

Raw materials represent the primary entry point for hazards such as mycotoxins, pathogenic bacteria, and chemical residues. Robust supplier qualification, routine analytical testing, and full traceability are essential to mitigate risk and ensure compliance with feed safety regulations. Pet food and livestock feed manufacturers take pride in producing quality feeds, and this requires consistent raw material quality, which directly impacts nutritional precision, animal performance, and regulatory compliance. Investing in quality sourcing and control systems is not optional - it is a technical necessity.

“Their influence extends beyond nutrition alone, raw material quality also affects formulation accuracy, feed efficiency, product safety, and ultimately the profitability and sustainability of feed and pet food manufacturers.”

HYDROSOLS

A true hydrosol is the pure, distillate water that is carefully collected after aromatic plant material is hydro or steam distilled. Hydrosols have the appearance and consistency of water and primarily contain the water-soluble aromatic compounds present within the distilled botanical. Animal expert Kristen Leigh Bell and hydrosol expert Suzanne Catty recommend using hydrosols instead of essential oils with cats. Use hydrosols in lotions, ointments, insect repellent sprays, calming sprays, and in place of water in formulations. Praan Naturals specializes in sourcing fresh, pure hydrosols from reputable distillers. Our hydrosols are carefully packaged and stored to protect these highly beneficial waters. Except for our Witch Hazel Hydrosol, all our hydrosols are free of preservatives.

Pet food industry confronts regulatory framework

Industry white paper exposes compliance cost concerns and registration complexities.

The South African animal feed and pet food industry is grappling with sweeping regulatory changes as the proposed Feeds and Pet Food Bill moves to replace the 77-year-old Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act (Act 36 of 1947). While the Animal Feed Manufacturers Association (AFMA) welcomes the long-overdue modernisation, a detailed white paper submitted to the Department of Agriculture, Land Reform and Rural Development (DALRRD) reveals serious concerns about implementation costs, administrative burden, and regulatory scope. Developed by AFMA’s Advisory Committee on the Feeds and Pet Food Bill (ADCOMFPFB) with input from registration specialists, a regulatory lawyer, and an auditor, the white paper represents a unified industry voice calling for risk-based, proportionate regulation that protects animal and consumer safety without crushing businesses under compliance costs.

MULTIPLE COMPLIANCE COSTS STACK UP

One of AFMA’s most pressing concerns centres on the cumulative financial burden the Bill would impose on manufacturers, importers, and distributors. While the white paper does not specify exact rand amounts—these would be determined by ministerial gazette—the proposed fee structure includes multiple layers of cost:

• Application and inspection fees for facility licensing

• Prescribed fees on a sliding scale based on facility size and category

• Mandatory facility audits conducted by appointed assignees

• Annual audits required throughout the license validity period

• Registration fees for feed ingredients and imported products

• Industry levies imposed by the Minister to fund assignee operations

• Administrative costs for documentation, traceability systems, and compliance personnel

FAST FACT
The current feed regulation framework—Act 36 of 1947—has governed South African animal feed and pet food for 77 years, predating modern manufacturing technologies, international food safety standards, and the premium pet nutrition revolution.

The white paper emphasises that while slidingscale fees are proposed to account for facility size and type, micro and small enterprises could still face disproportionate impacts. For boutique pet food manufacturers, premixture producers, and specialised nutrition companies, these cumulative costs could create significant barriers to market entry and innovation.

THE GRAS INGREDIENT DILEMMA

A central point of contention in AFMA’s submission revolves around the proposed requirement to register all feed ingredients— including those Generally Recognised as Safe (GRAS), such as maize, hominy chop, wheat, soya, and common vitamins and minerals. While AFMA acknowledges that registration serves valuable purposes—mitigating adulteration and contamination risks, monitoring residues, ensuring traceability, and reducing cross-border liability—the association argues that blanket registration of thousands of commonly used, low-risk ingredients would create:

• Massive administrative workload for both industry and regulators

• Significant registration costs multiplied across hundreds of ingredients

• Potential supply chain delays if registration processes bottleneck

• Duplication between raw material and finished product registration

• Trade friction for imported ingredients awaiting registration approval

while retaining registration requirements for novel ingredients, nutraceuticals, herbal supplements, and higher-risk materials. This risk-based approach, the association argues, would achieve safety objectives without unnecessary regulatory burden.

ASSIGNEES VS INSPECTORS

Perhaps the most novel—and controversial— aspect of the proposed Bill is the “assignee” system: external legal entities with feed industry expertise appointed to conduct facility compliance audits, funded through industry levies rather than state budgets.

PROTECTING SMALL-SCALE PRODUCERS

AFMA’s white paper argues strongly for specific exemptions to prevent regulatory overreach into subsistence farming and rural livelihoods:

Home/On-farm mixers: While these operations are listed as a facility category, AFMA emphasises the need for proportionate requirements recognising the scale and risk profile of such producers.

APPEALS AND ADMINISTRATIVE JUSTICE

AFMA proposes a comprehensive three-tier appeal structure compliant with the Promotion of Administrative Justice Act (PAJA):

AFMA’s proposed solution: empower the Registrar to maintain gazetted exemption lists for commonly used GRAS ingredients,

Backyard and Small-Scale Farmers: Operators keeping livestock for personal consumption or ceremonial purposes should be exempt from the Bill’s licensing and registration requirements. The white paper notes this aligns with existing exemptions under the Meat Safety Act and reflects the practical reality that regulating these operations would be disproportionate and unenforceable. Foreign facilities: The Bill cannot— and should not—attempt to license manufacturing facilities outside South Africa’s borders. Instead, imported products must undergo registration or risk assessment before market entry, ensuring safety without jurisdictional overreach.

“Assignees must submit a business plan and budget every 24 months, with the Registrar publishing summaries for public comment before the Minister determines levy amounts.”

Tier 1 – Internal appeal:

Aggrieved parties may appeal to the Registrar within a prescribed period, paying prescribed fees. The Registrar may establish an appeals committee to review decisions.

Tier 2 – Ministerial board:

Appeals escalate to the Minister, who must refer them to a three-member board: a legally qualified chairperson and two technical experts with feed industry knowledge. The board

holds powers to confirm, set aside, or vary the Registrar’s decisions and order execution of board decisions. Appeal fees are refunded if decisions are overturned.

Tier 3 – Litigation:

Final recourse through the court system. Critically, AFMA advocates for status quo preservation: operators should continue business during appeals to prevent disruption from potentially erroneous decisions. Board members who are not full-time government employees would receive allowances determined by the Minister with Finance Ministry concurrence.

EXPORT CERTIFICATION AND INTERNATIONAL ALIGNMENT

The proposed Bill addresses export

“Their influence extends beyond nutrition alone, raw material quality also affects formulation accuracy, feed efficiency, product safety, and ultimately the profitability and sustainability of feed and pet food manufacturers.”

requirements by mandating facility compliance with recognised international standards— specifically ISO and Good Manufacturing Practice (GMP)—with issuance of free-sale certificates and facility certification coordinated with veterinary services. AFMA supports this alignment with global best practices, noting it enhances South African producers’ access to international markets. However, the association emphasises the need for efficient implementation, given that South Africa lacks EU-style common market frameworks facilitating automatic mutual recognition.

COMPREHENSIVE DEFINITIONS: THE FOUNDATION OF CLARITY

AFMA’s white paper provides detailed proposed definitions for 35 key terms, including: Animal, animal by-products, analyst, animal product, assignee, commercial feed, commercial purpose, companion animals, concentrates, establishment, feed, feed additive, feed ingredient, herbal supplements, importer, inspector, manufacture, oral nutraceuticals, pet food, premixture, raw material, registrar, rendering plant, stock remedy, technical advisor, and veterinary medicine—among others. These precise definitions aim to eliminate ambiguity in regulatory scope, compliance requirements, and enforcement actions.

THE WAY FORWARD

AFMA’s white paper represents a constructive industry response seeking to balance necessary modernisation with practical implementation. Key recommendations include: • Include “fitness for purpose” and traceability in the Bill’s preamble

• Implement risk-based ingredient registration with gazetted exemption lists for GRAS commodities

• Establish sliding-scale fees proportionate to facility size and risk profile

• Clearly separate and define roles of Registrar, advisory committees, technical advisors, analysts, inspectors, and assignees

• Ensure transparent, competitive appointment processes for assignees with mandatory public consultation

• Preserve status quo during appeals and ensure PAJA compliance

• Exempt backyard/subsistence farmers from licensing requirements

AFMA’S WHITE PAPER METICULOUSLY DISTINGUISHES BETWEEN TWO SEPARATE OVERSIGHT FUNCTIONS: ASSIGNEES (External audit bodies):

• Conduct facility compliance audits

• Produce detailed audit reports

• Perform or commission laboratory analysis

• Provide expert testimony in legal proceedings

• Funded through industry levies (not state remuneration)

• Appointed through public process after submitting business plans

INSPECTORS (Government officials):

• Government-appointed for market surveillance

• Conduct investigations and enforcement actions

• Collect samples for regulatory testing

• Pursue prosecutions for non-compliance

• Funded through state budgets

The critical concern: without crystal-clear role separation and governance frameworks, the industry could face duplicated audits, conflicting requirements, accountability gaps, and escalating costs. AFMA emphasises the need for:

• Transparent, competitive appointment processes for assignees

• Mandatory biennial business plans with public comment periods (30 days minimum)

• Clear demarcation preventing assignees from exercising inspector powers

• Accountability mechanisms ensuring assignees have no recourse against the State for expenses

• Stakeholder consultation before the Minister determines levy amounts

• Apply registration/risk assessment to imported products, not foreign facility licensing

• Align export certification with ISO, GMP, and international standards

As the legislative process continues, the pet food and animal feed industry’s ability to engage constructively with DALRRD—providing technical expertise while articulating practical constraints—will determine whether the new framework becomes a catalyst for enhanced safety, traceability, and market credibility, or an administrative burden that increases costs without proportionate benefits. With Act 36 of 1947 finally being retired after 77 years of service,

the stakes are high. Getting this replacement legislation right isn’t just about regulatory compliance—it’s about building a modern, internationally competitive feed industry that protects animal welfare, food safety, and consumer confidence while remaining economically viable for producers of all sizes.
