Trained to Verify High-Performance BUILT TO SAVE® Homes

A Home Energy Rating System (HERS) Rater is a third-party inspector certified by an accredited Rating provider and licensed by the Residential Energy Services Network (RESNET).

HERS Raters inspect a home while it is under construction, and then test the home when completed (1) to visually verify that it complies with construction requirements and, using specialized software and equipment, (2) to determine its energy efficiency performance.

Raters play a key role in certifying homes as high performance. They have the ability to predict a home’s expected energy efficiency even before it is built by entering the home’s dimensions and other specifications into energy modeling software. The Rater’s knowledge of building science and their continuing education makes their oversight and technical advice invaluable to the home builder. Additionally, the Rater’s independent verification of compliance with programs like BUILT TO SAVE® adds confidence and trust to highperformance certifications.

Review your finances, compare different loan options, and, most importantly, seek approval from a lender that matches your needs. Your homebuying budget should include more than your loan. Consider your monthly income and calculate how much you’ll be spending on monthly payments, including costs associated with homeownership, such as taxes, maintenance, and mortgage payments. Factor in other living costs, such as utilities, groceries, and car payments.

Keep in mind that you may qualify for a financial assistance program; these can help you with your down payment. Some will even provide you with mortgage tax credits. A Builders’ Guide to Building A Superior Energy-Efficient Home

Projected Energy Efficiency Analysis

As the first step in the BUILT TO SAVE® process, a licensed home energy Rater reviews the home’s plans, including elevation and floorplan blueprints, Manual J, energy-saving items like ENERGY STAR® appliances, and heating and cooling information. The Rater enters the data from these documents into specialized software that produces a projected Home Energy Rating System (HERS) score. The HERS score is recognized nationally as a good predictor of a home’s energy usage once it’s built.

NOTE: Doing a projected analysis before the home is built helps you make any necessary adjustments to achieve the targeted energy score easier and at a lower cost, compared to doing them once construction is underway.

Review of the Manual J Calculation

Heating, Ventilation, and Air Conditioning (HVAC) contractors prepare a Manual J by entering the home’s blueprint information into a specialized program. This program calculates the heating and cooling loads of a home and recommends the proper size air conditioning unit based on the home’s specifications. The software is adapted to the particular climate the home is located in. Manual J also accounts for other factors, such as the amount of heat and humidity that each occupant of the home will add to the interior.

NOTE: A properly sized heating and cooling system is critical to energy savings and—more importantly—to the home’s comfort. An oversized system will waste more energy, have more maintenance issues, reduce comfort by cycling on and off before it has a chance to remove humidity from the home, and cause moisture and mold issues over time.

BUILT TO SAVE® is a regional energy efficiency program that awards high-performance certifications to new homes built to standards that surpass minimum building code requirements. The homes are inspected during construction and tested after completion by a licensed, independent third-party home energy Rater hired by the builder. INITIAL INSPECTION

Thermal Inspection (After Insulation but Before Drywall)

A home energy Rater performs a thermal inspection after the insulation is installed and before the walls are put in place. The Rater visually inspects all areas of the home to check that the insulation is installed correctly and has the proper R-values. Insulation that has been compressed by force between the studs or into crevices loses its R-value and will not insulate the home adequately. Even spray foam insulation can be poorly installed. Bubbles formed during application can create voids inside the foam that reduce its efficiency. The Rater gives special attention to areas that could allow cold air to escape into the attic or to the outside.

NOTE: According to the Department of Energy, a typical home has about a half-mile of crack and gaps throughout. This can increase annual heating and cooling costs by 20-40% due to air leakage. A thermal inspection performed by a third-party Rater can help assure the homebuyer that the home was sealed properly and give them peace of mind.

Moisture Control

The Rater inspects the home’s envelope—including the outer walls, ceiling, and windows—and looks for areas that could create moisture problems in the future. Since the window manufacturer’s labels are still in place at this point as required by the law, the Rater makes notes to ensure that their values are as required by code and that they relate to what was specified in Manual J. The Rater also checks areas behind bathtubs located near an exterior wall to ensure that a waterproof backing will be used to avoid moisture issues caused by condensation from changes in temperature.

NOTE: Although moisture management is not a factor in energy efficiency, protecting the home against moisture problems is included in BUILT TO SAVE® inspections as part of the program’s wholehouse approach to providing a healthy home environment.

Ventilation

Tight construction is required for superior energy efficiency. But as the home becomes tighter, it is critical that a proper fresh air system is installed to allow the home to breathe. The Rater’s visual inspection ensures ventilation systems are placed properly. Having properly installed ventilation is especially important if the home has spray foam insulation, which has extremely high sealing characteristics. A variety of humidity-controlling devices are available on the market today that can greatly enhance the comfort level of a home.

NOTE: Proper mechanical ventilation is key to ensuring the quality of indoor air. Ventilation is nothing more than replacing stale air with fresh air. It is crucial for tightly constructed homes that can trap dust, pollen, and unhealthy air resulting from day-to-day activities, such as cooking, bathing, and even the occupants’ breathing.

Ducts & Air Registers

The Rater inspects the HVAC duct system, looking for areas that are poorly sealed and connected. Mastic is an inexpensive sealant that should be used generously over duct taping at all the seams for maximum protection. Simply using foil tape is not acceptable since heat will cause the tape to fall off and allow air to escape into the attic. The Rater also inspects the locations where the ducts connect to vents and registers in the ceiling to ensure proper connections.

NOTE: A properly designed duct system, a function of the HVAC contractor, is key to making sure ventilation delivers an equal amount of air at equal pressure to every room of the home. Failure to equalize airflow will lead to some rooms being colder or hotter than others. Installing jumper ducts is a good way to equalize air pressures and can be a remedy for rooms that are noticeably warmer or colder than other parts of the house.

Verification of Final Results

The Rater performs a final review of the home’s specifications to verify that it was built as specified during the preconstruction stage. They make notes of items that can add or detract from the home’s projected energy score. Additionally, the final inspection includes a blower door test and a duct leakage test to calculate the home’s HERS score.

The Blower Door Test

Once the home is completed, the Rater performs a blower door test to measure the leakiness of the home’s envelope. In other words, they test how much air goes out or comes in through the roof, windows, doors, vents to the outside, and other openings. To do this, the Rater closes all openings of the home and uses a specialized fan on a doorway to first blow air in, then out. The home’s air leakage to the outside must fall within the acceptable range to qualify for the BUILT TO SAVE® certification.

NOTE: The blower door test is usually performed after the home is complete. However, a Rater can perform a rough-in blower door test at the thermal inspection stage if all of the home’s openings can be covered—even if with just plywood and tape. Doing a blower door test while the home is in framing allows for an easy fix to any identified problem areas. And, if the home passes at this stage, you can rest assured it will pass at final inspection.

The Duct Leakage Test

The duck leakage test identifies leaks in the joints and seams of the HVAC system’s ductwork using diagnostic hardware to measure the ducts’ airtightness. The procedure uses a calibrated fan that measures the airflow rate and a pressure-sensing device that records the pressure created by the fan. The amount of leakage must not surpass the acceptable range to meet the requirements of the BUILT TO SAVE® program.

NOTE: An acceptable duct leakage test in Climate Zone 1 (Cameron County) and Climate Zone 2 (Hidalgo County) requires air leakage rates of less than 4% of the conditioned floor area (living space). Anything more means too much air escapes from the ducts and will cost the homeowner money in utilities.

PROOF OF HIGH PERFORMANCE

The BUILT TO SAVE® Certificate

A BUILT TO SAVE®certificate is critical proof that the home was verified as a high-performance home. The supporting documentation provided by the Rater is kept on file by BUILT TO SAVE® as proof of the home’s compliance. This archive has all of the documents submitted by the builder, the Rater, and their Provider, and includes photos taken during inspections, any issues that were found and corrected, and photos of the readings on the manometers used during final testing.

NOTE: Aside from the peace of mind the BUILT TO SAVE® certificate will give the homebuyer, it will be invaluable if they decide to sell the home. It trumps telling prospective buyers that the builder said the home is a high-performance home. National surveys show that homes certified as high-performance demand a higher resale value and sell faster.

The BUILT TO SAVE® Whole-house Systems Label

Building codes require every home to have a label that lists the types and ratings of critical components of the home, such as insulation, windows and doors, and heating and cooling equipment.

NOTE: While this label is required by law, regrettably few homes have it. This mandatory label is included with the BUILT TO SAVE® certificate. Compliance with current building codes is another important benefit of the BUILT TO SAVE® program.

AEP Texas High-Performance Homes Program Recognizes Three Local Builders

AEP Texas recently recognized three Rio Grande Valley builders in its High-Performance Homes Program for 2022. The AEP Texas High-Performance Homes Program is proud to honor Esperanza Homes, Villanueva Construction, and Westwind Homes for their commitment to building superior, energy-efficient homes. An independent, RESNET-licensed Home Energy Rater has verified the homes’ compliance with the program requirements. These awards are a great example of how AEP Texas supports positive change in the homebuilding industry, ultimately helping create a more sustainable future for everyone.

The AEP Texas High-Performance Homes Program is a voluntary program for home builders that provides incentives for constructing energy-efficient, high-performance homes. To qualify for the program’s cash incentives, the builders’ homes must exceed the required kWh savings by at least 5%. The calculation is based on a Texas Baseline Reference Home established by the Public Utility Commission of Texas. In addition to mandatory requirements—such as a 16 SEER A/C System and Grade 1 wall and ceiling insulation—the builders’ homes must meet other criteria used to calculate the paid incentive. Additional bonus incentives are available for installing items such as heat pump water heaters, electric vehicle (EV) chargers, ENERGY STAR® smart thermostats, spray foam insulation, and properly sized HVAC systems.

The goal of the AEP Texas High-Performance Homes Program is to help builders improve their building processes and implement products designed to improve their homes’ energy-saving performance and the occupants’ well-being. By committing to these standards, builders don’t just get rewarded with incentives and awards. in the top things on a homebuyer’s checklist. Why should it be? It’s not something we can see after the walls are put in, and even if we could see it, would we know what to look for? And when we compare it to, for example, stunning exotic granite countertops or designer lighting fixtures, insulation just isn’t too appealing. Yet, if a home’s interior is not comfortable, and if a utility bill is unusually high every month because of poor insulation, we’d probably wish we had paid less attention to the granite countertops and more to the insulation.

If the type of insulation used is wrong or if the correct insulation is used but not properly installed, it will be inefficient and will increase a heating or cooling bill. Choosing the right insulation and ensuring that it is properly installed is critical for homes in the Rio Grande Valley, which is located in U.S. Climate Zones 1 and 2, which have some of the hottest temperatures in the country.

CHOOSING THE RIGHT INSULATION

Code-required R-Values (a measure of the insulation’s heat resistance) is the first factor to consider. The location of the insulation, like the ceiling or exterior walls, will require different R-values. Cost is the second factor, and here is where most people make a mistake. Spray foam, for example, is more expensive than basic fiberglass insulation, but its payback in savings on utilities and enhanced home comfort will more than make up for the initial cost.

These installers are experienced and trained to ensure that their work passes the visual inspections of a home energy Rater contracted by the BUILT TO SAVE® program to make sure the insulation has been properly installed.

Sierra Title Hosts Its 41st Annual Tamalada

Beautiful weather, great company, and delicious tamales were served at the 41st annual Sierra Title Tamalada on November 9. Hosted at the company’s main office in McAllen, Texas, visitors were delighted to participate in Sierra Title’s traditional Tamalada after being forced to cancel it last year due to the pandemic.

For more than four decades now, the Sierra Title Tamalada has signaled the beginning of the holiday season for the Rio Grande Valley’s real estate industry. It’s also an opportunity for Sierra Title to show its gratitude to the community and its customers for the support they’ve received.

Visitors showed up in droves, happy to once again mingle among themselves and Sierra Title’s staff and management personnel. The tamales, rice, and beans, the centerpiece of the Tamalada event, were to die for. Mother Nature even did her part, providing the beautiful weather.

As always, Sierra Title’s annual Tamalada was a great chance to kick back and enjoy a tasty lunch with coworkers, acquaintances, friends, and family. It reminds us how much we have to be thankful for, even after all we’ve been through together.

Matt’s Building Materials Groundbreaking

Nearly a year after a New Year’s Eve fire destroyed the iconic Matt’s Building Materials store in Pharr, Texas, the company broke ground on a new facility. On December 15, 2022, family, friends, customers, and local dignitaries gathered to celebrate the official start of a new chapter in the company’s history, which dates back to 1969.

Matt’s Building Materials—originally called Matt’s Cash and Carry—is a family-owned business with Danny Smith as CEO. When founder Ira Matt retired in 2001, he sold the business to Danny and his wife Diana. Upon taking ownership, Danny changed the corporate structure and gave two of his longtime managers and friends, Oscar Sandoval and Luis Mancillas, a stake in the business. He also gave some of his own share to his three sons: Jeremy, Isaac, and Ben. Each of the sons now manages one the company’s three stores in Pharr, San Benito, and Palmview, Texas.

The company has over 170 employees, many of whom lost their jobs because of the fire. “The fire was a devastating event for our employees and their families,” said Isaac Smith, co-owner and manager of the Pharr store. “We hope all of our employees are able to come back when our new facility is finished.”

The new 30,000-square-foot facility will include a new Matt’s Building Materials store, retail spaces for leasing, and an event center. It is projected to be finished by early 2024.

Over the past 54 years, Matt’s Building Materials has faced many challenges but has always adapted and overcome them. The fire will be no exception. It is their companywide commitment to responsibility that makes them successful— responsibility to their employees, customers, and creditors. As Danny Smith said: “If you are responsible, do things right, and make sure that your customers know you value their business and that they are the reason you are successful, only then can the business give back to you.” The groundbreaking in Pharr is proof of Matt’s Building Materials’ commitment to its customers. With the new facility, the company will continue to be the oldest lumber yard in the Rio Grande Valley.

What’s a Mortgage?

A mortgage is a homebuying loan contract between you and a lender, such as a bank, credit union, or mortgage company. The lender loans you money to buy a home, and you agree to pay it back according to the terms of your contract. Your home often acts as collateral for the loan, meaning that the lender may have the right to take ownership of your property if you fail to make the agreed payments.

What Should I Do Before Getting a Mortgage?

Before you apply for a mortgage, you should do three things:

Determine your down payment: Calculate how much you can afford to put down as a down payment for the home. This sum can affect what kinds of loans you qualify for. Aim for a 20% down payment as it brings down the total loan amount and lowers your overall costs.

Get a free credit report: A good credit report can help you qualify for loans. You can get a free annual credit report online (www.AnnualCreditReport.com). If you notice any mistakes in the report, inform the lender and dispute them with the involved credit bureau.

Compare multiple lenders: Get quotes from multiple lenders and ask them about all the costs of the loan. In addition to the monthly payment and interest rate, find out the annual percentage rate (APR) which is the total cost you’ll pay annually. The Federal Trade Commission (FTC) has a handy Mortgage Shopping Worksheet (www.bit.ly/3HiBRRd) that can help you compare lenders.

How Do Mortgage Brokers Work?

A mortgage broker is a person that can help you compare lenders and figure out loan details. They often have access to a wide lender network and can help you with the application process to save you time. Of course, you will have to pay them. The broker’s fees might get added to the final closing amount or the interest rate. Ask your broker how they want to get paid to ensure you’re clear on their terms. Additionally, a broker may not always get you the best deal, so double-check the loan terms and conditions yourself. Interview multiple brokers to find out which you want to work with—if any. You may check whether your broker has been involved in any disciplinary actions with the National Multistate Licensing System (www.nmlsConsumerAccess.org).

Can I Negotiate Mortgage Terms?

Yes. It’s a good idea to get quotes from multiple lenders so you can ask them to match other offers. You can also request a lender or broker to lower their rates or fees. Finally, if they agree to lower one fee, make sure the lender or broker isn’t sneakily raising another.

How Can I Avoid Deceptive Loans?

With so many mortgage lenders and brokers out there, you should look out for deceptive mortgage ads. Be wary of advertisements promising very low or fixed interest rates and low payments. The low or fixed rate may only apply for a very limited time, so pay attention to the fine print spelling out the APR—lenders must provide it under federal law if they mention an interest rate

Low payments may only apply to the interest rate and not the actual amount of money you borrowed, called the principal. You must eventually pay the principal and might end up with much higher monthly payments.

Finally, beware of negative amortization. This is a scheme where you pay off only a portion of the loan’s interest each month. The unpaid interest gets added to the principal, which can increase the amount you owe beyond the value of your home.

BUILT TO SAVE® is a voluntary program for builders that issues certificates of high performance to qualifying new homes.
