SPRING AHEAD Winter can be a long arduous season with Nor’easters dumping piles of snow at our doorsteps. Each year we turn our clocks back in the fall which makes for less light at day’s end and more light at each day’s beginning. This year marks the 100-year anniversary of Daylight Saving Time which was originally created for saving money on fuel and to make the most of daylight hours. For most of us it takes two to three weeks to adjust to the time change as it throws off our circadian rhythm, our internal body clock. Over 67 % of the U.S. population agrees that DST is unnecessary and should be eliminated. On March 10th, we will once again “Spring Ahead” and transform early morning daylight to later day light that allows us all more productive time outdoors. It is a time for yard cleaning, fertilizing, and planning for another spring season which is just a few weeks away. Of all the seasons, spring represents change, a new beginning, a new plan for our lives, and our homes-inside and out. As the last of the region’s Home Shows wind down for another year, we are full of fresh new ideas for change and transformation for our lives and living spaces. As the days get longer, our homes and lives open up to a whole new world of possibilities and activities. More than ever, our outdoor areas at our homes have become seasonal extensions of our spaces for living and entertaining. There is nothing better than time outdoors with family and friends in the spring and summer in New England. Homebuilders expect consumer confidence and demand to boost home renovation spending within the next two years, according to the National Association of Home Builders. In fact, NAHB predicts that remodeling spending for owner-occupied single-family homes will rise by 1.6% in 2019, followed by another 1.1% in 2020. “Remodeler confidence continues to remain at a high level, as remodeling spending reached $172 billion in 2018,” NAHB Remodelers Chair Joanne Theunissen said, “Although there is steady consumer demand in all areas of the country, the biggest challenges continue to be the costs of labor and materials to meet the interest.” The industry, like many in the country, grapples with affordability concerns, following taxing regulations that have hindered growth. Notably, a new report from Houzz explains that although the remodeling industry is likely to have another successful year, many experts are proceeding with caution.

“Residential construction and design service professionals large and small have sustained a remarkable multi-year run with upper-single to double-digit revenue growth,” Houzz Principal Economist Nino Sitchinava said. “Based on

qualitative feedback, the recent deceleration in growth of construction services is likely a function of capacity constraints due to labor shortage, rather than a contracting demand.” That being said, the most recent employment Situation Summary report from the U.S. Bureau of Labor Statistics revealed construction jobs increased 52,000 in January, rising from 38,000 in December 2018.

Mortgage rates fell to their lowest level since early 2018, according to the latest Freddie Mac Primary Mortgage Market Survey.

The 30-year fixed-rate mortgage averaged 4.37% for the week ending Feb. 14, 2019, according to the survey, sliding from last week’s percentage. This week’s rate is slightly higher than last year’s rate of 4.38%. “The combination of cooling inflation and slower global economic growth led mortgage rates to drift down to the lowest

levels in a year,” Freddie Mac Chief Economist Sam Khater said. “While housing activity has clearly softened over the last nine months and the lingering effects of higher rates from last year are still being felt, lower mortgage rates and a strong job market should rekindle demand for the spring home buying season.” The 15-year FRM averaged 3.81% this week, slightly retreating from last week’s 3.91%. Notably, this time last year, the 15-year FRM was 3.63%. Lastly, the five-year Treasury-indexed hybrid adjustable-rate mortgage averaged 3.88%, inching backward from 3.91% the week before. Once again, the rate remains higher than this time in 2018, when it averaged 3.63%.
