Human trafficking an epidemic

nly drugs rank higher than human trafficking as a criminal enterprise and it could be happening in New Buffalo or anyone’s back yard.

The stunning revelation of what’s termed “Modern Day Slavery’’ was made during a presentation April 10 at New Buffalo High School

by Cathy Knauf, founder and executive director of the Southwest Michigan Human Trafficking Task Force.

Knauf said the first two cases of human trafficking she ever heard of in Michigan were from St. Joseph and Warren Dunes State Park.

Her presentation attended by close to 40 people included a video of young victims from Grand Rapids telling their stories of lives turned upside down.

“This is the truth where they’re coming from,’’ Knauf said.

She said trafficking doesn’t involve just sex but labor to offer retail goods at higher profit margins and generate money for rings sending victims portrayed as out of work or homeless to roadsides to solicit donations from passersby.

Trafficking just doesn’t occur in Third World Countries. It’s also rampant in the U.S., she said.

For example, 58 people were arrested for sex trafficking during the recent NCAA Final Four men’s basketball tournament in Minneapolis, authorities said. 28 victims were rescued.

According to authorities, the suspects were lured by undercover agents posing as minors in chat rooms on the internet.

“It happens everywhere and it happens daily,’’ Knauf said.

Knauf said victims are often runaways and foster children vulnerable to force, fraud and coercion used by predators to gain and keep them under their control.

Even parents are offering their children for sex at home or elsewhere.

In New York City, Knauf said massage parlors with trafficked workers providing sex exceed the number of Starbucks.

It’s also common for businesses like nail salons to use labor brought in from Asia to work on the cuticles of customers for little or no pay.

Many of the workers are shipped from one distant location to another to keep them lost and feeling powerless to maintain cheap labor pools.

Knauf said victims of sex and labor trafficking often feel helpless to escape because of how dependent they’ve become on the people controlling them for shelter, food and other needs for survival.

“The psychological and emotional locks and chains on them are so much stronger than the physical ones,’’ she said.

Knauf said commercial sex and labor providers go as far as having tattoos placed on the victims but the marks are really a form of branding like ranchers do to heads of cattle to show which ones are their property.

Another form of trafficking involves compromising pictures obtained from text messages and social media posts and using them to bribe unsuspecting victims.

Nude photos are also sold to buyers of pornography without the knowledge of people depicted in the images.

“The person who gets it can use it to sell it around the world,’’ Knauf said.

Warning: Opiate overdoses on the increase in Berrien County

COMMUNITY INVITED TO DISPOSE OF UNWANTED MEDICATIONS

S

pectrum Health Healthier Communities, Priority Health and Families Against Narcotics Grand Rapids Chapter have teamed up once again to collect unused and unwanted prescription drugs from 10 a.m. to 2 p.m. Saturday, April 27 at several locations.

Community members are invited to stop by to dispose of expired prescriptions and other unwanted or unneeded medications. This free and anonymous public service is part of the 17th National Prescription Drug Take Back Day, sponsored by the U.S. Department of Justice Drug Enforcement Administration (DEA).

“In addition to removing unwanted medications from the community, Prescription Drug Take Back Day also provides an opportunity to learn more about addiction and how to prevent it in the first place. We will have materials and experts on hand at the Widdicomb location to talk to families,” said Ken Fawcett, MD, vice president, Spectrum Health Healthier Communities.

“This day is an important part of our community’s efforts to curtail the opioid crisis.”

The Grand Rapids Police Department will oversee the collection site and ensure the drugs are disposed of in an appropriate manner. The DEA advises the public not to flush medications down the toilet or throw them in the trash because doing so poses potential safety and health hazards.

DDA board members debate future of former hardware and lumber property

he best use for the vacant former New Buffalo Hardware and Lumber property at 435 S. Whittaker St. continues to be up for discussion.

In the summer of 2015, the city of New Buffalo purchased the property from the county. Since then, numerous ideas have floated around with regards to what should go there.

After speaking with Berrien County Treasurer Brett Witkowski, New Buffalo City Manager Dave Richards said at the New Buffalo Downtown Development Authority (DDA) Board of Directors meeting Thursday, April 11, that he learned that if the city were to lease out the front building to someone, then the revenue would stay in the city.

At the last DDA meeting, member Doug Roch, who also serves as chair of the entrepreneurial/ business development subcommittee, said that subcommittee members were interested in taking over the building. Several shelves remain inside of the building.

Richards said that the city plans to go out for bid on the center building’s demolition (the property’s back building has been used by the city’s parks department).

New Buffalo City Mayor Lou O’Donnell discussed possibly sending out a Request for Proposal (RFP) so that those who are interested in it can come to the city with a plan on how they think it can be best put to use. He said that the city might arrange for those who express interest in renting the front building to take a tour of it so they can see what’s inside.

Also at the meeting, board members were officially assigned to the restructured DDA committees.

At last month’s meeting, Robert Kemper explained that, due to the changing nature of the DDA and its role in the city, he was proposing that the current committees be changed. Since its inception, the DDA has had three committees: communications, entrepreneurial business development and design/visual impact. New committees are an operations committee to support the city with activities within the downtown district; an economic development committee to work with new businesses and other future activities; a community outreach committee to offer feedback and encourage more community involvement at the committee level; and the communications committee that would continue to craft the message and communication pieces to spread the word about city projects.

The following board members have been assigned to the corresponding committees: Joe Lindsay, Pete Rahm and Robert Kemper, communications; Chad Gradowski, JV Peacock, and Doug Roch, economic development; Dee Dee Duhn and Jodi Sullivan, community outreach; and Kemper, Gradowski and Roch, operations.

Kemper thanked board members for submitting letters of support with regards to the New Buffalo Waterfront Placemaking Initiative grant application, which was submitted to the U.S. Department of Agriculture of Rural Development (USDA) by Abonmarche on behalf the city.

At the Monday, March 18, council meeting, Richards stated that, if awarded, the grant can be used to “facilitate a waterfront development program and preliminary engineering study.” Engineering work will be conducted by Abonmarche subject to the grant’s approval.

Also at the March 18 meeting, members of the New Buffalo City Council supported the submission of the grant application in the amount of $67,500 to the USDA. The city made a financial commitment to the project in the amount of $7,500, which will cover the required 10% matching funds. Total project costs are estimated at $75,000.

Kemper also thanked city staff members for recently cleaning up the beach and making it look “fantastic.”

The statistics for heroin based overdose deaths have been relatively static over the years being in the thirty-some deaths per year over the last several years with a slight downward trend last year.

That trend was possibly due to the prevalence of Naloxone (Narcan), the antidote for an overdose used by police officers, medic crews, and many others. However, in the last two weeks the prosecutor’s office has received reports of an extraordinary number of overdose deaths and overdose recoveries in such a short period. Though not yet confirmed by autopsy reports, death scenes would suggest that these deaths have been throughout the county. In addition, it is reported there have been more than a usual number of treatments at emergency rooms as well. Preliminarily, it appears the spike in these occurrences may be related to mixtures containing a higher than usual percentage of fentanyl, an opiate now used by drug dealers because the synthetic version of this product is less expensive than heroin itself.

If you are aware of a relative or friend who uses opiates, warnings should be given that the source of their supply could be part of this recent deadly mixture. And more importantly, substance abuse treatment should be encouraged.

Delivery of these controlled substances is a crime and delivery of such a substance that results in a death is punishable by life in prison or any term of years.

Local authorities are investigating these incidents and prosecution decisions will be made as the investigations conclude. DO MORE, NOT LESS...

ike many people around the Great Lakes, I was astonished by President Trump’s recent comments at a rally in Grand Rapids, Michigan.

At the rally, the president declared his love for the lakes and announced that he would fully fund the Great Lakes Restoration Initiative (GLRI). This cornerstone of Great Lakes protection and restoration efforts has funded more than 4,700 on-the-ground projects in all eight Great Lakes states.

His comments raised eyebrows around our office because the program he pledged to support is the same one he has cut in his budget every year since he took office. In fact, the White House’s FY20 budget released just last month proposed cutting the program by 90%.

For nearly a decade, the GLRI has had broad, rock-solid, bipartisan support from the entire region. It has been a model for, and the envy of, other similar programs around the country.

Unfortunately, President Trump’s actions to support the Great Lakes have fallen woefully short.

Each year in January, the Alliance for the Great Lakes releases our priorities for federal programs needed to restore and protect the lakes. Looking at the list, it is hard to find programs that the White House has not recommended cutting.

President Trump’s recent budget proposed significant cuts to the Clean Water and Drinking Water State Revolving Funds.

They provide critical funding to cities to fix the failing pipes that allow sewage into our lakes and contaminate drinking water in our homes. They’re a key source of dollars to replace the lead service lines targeted for removal in dozens of Great Lakes communities.

The administration is also systematically dismantling the Clean Water Act right now through a proposed removal of protections for critical waters across the country. The positive impact of the Clean Water Act can be seen all over the Great Lakes. One of the most recognizable successes is the cleanup of Cleveland’s Cuyahoga River, a river once so polluted it regularly caught on fire. Fifty years later, the Cuyahoga - like many other rivers and waterfronts - is a vibrant mix of industry, booming real estate, and recreation.

We need to do more to protect our water, not less. Yet the Trump administration’s actions send the nation backward in protecting our water.

The list of cuts goes on. Chopping funding for the U.S. Environmental Protection Agency. Stalling efforts to keep Asian carp out of the Great Lakes by slow-walking U.S. Army Corps of Engineers’ projects.

So forgive our skepticism about the president’s declaration of love for the Great Lakes. We welcome anyone who takes clean water seriously - it’s a big tent. We know how much water matters to all Great Lakers. For us, it’s a way of life.

Opportunities abound. Fully fund the GLRI, of course.

Follow through on the promise of big new infrastructure investments, especially for drinking and wastewater, particularly in communities bearing the brunt of dirty water problems. Stop rolling back common-sense protections under the Clean Water Act that make those investment worthwhile. Stop denying the very real threat of climate change and commit to reducing greenhouse gas emissions.

If the president wants to show the country his administration is serious about clean water, actions speak louder than words.

Despite the president’s remarks, he can’t just wave a magic wand and increase funding for programs protecting the lakes.

His administration has already submitted its budget proposal with significant cuts.

Right now – we need Congress to hear your voice. They hold the federal government purse-strings and are working on the budget right now. Write your Members of Congress today and urge them to support much-needed funding for Great Lakes protection programs.

Chikaming Township board approves ‘option’ of nonpartisan offices

fter weighing the pros and cons, Chikaming Township Board of Trustees members concluded at their Thursday, April 11, meeting that those desiring to run as a nonpartisan candidate in elections have the “option” to do so.

Since it didn’t make its policy platform at the Michigan Township Association (MTA) annual meeting (recently held in Grand Rapids and attended by Chikaming Township board members), Chikaming Township Board Supervisor David Bunte explained that the Michigan Township Association (MTA) is asking for a resolution from each township stating whether or not it prefers having nonpartisan township offices in elections.

Bunte stressed that the resolution wasn’t a “mandate” and that MTA was asking for townships’ assistance with its policy platform.

Resolutions being sent back to the MTA should indicate each township’s stance on the matter.

The resolution states that that the board is “in support or opposition of” legislation that would allow township boards throughout Michigan the option to have “selected officers appear as nonpartisan on the ballot.”

Township clerk Paula Dudiak said that having nonpartisan offices may mean that those who aren’t running as a Republican or Democrat will get “lost in the shuffle” for those who vote straight ticket. She pointed out that those who run for nonpartisan office aren’t included on the primary ballot, which is usually when several candidates for each party are “weeded out” so that only one candidate for each party is on the ballot during the general election.

Dudiak pointed out that the township’s Park Board is currently nonpartisan and that the petition process is different for partisan and nonpartisan.

Township treasurer Liz Rettig said that one of the reasons that the MTA gave against having nonpartisan offices was “voter fatigue.” Since nonpartisan candidates are usually placed at the end of the ballot, voters often lose interest in them after they’ve voted on the partisan candidates at the beginning of the ballot.

Board members agreed that they’ve always had independent candidates on past ballots, and that Bunte ran as an independent.

Trustee Rich Sullivan explained that the MTA took a stance on the issue in 2012, before the last presidential election. At that time, he said the MTA voted against it.

Sullivan said that partisan offices may currently be a turnoff to voters as well as those desiring to run for office due to the “extremists” present in both parties.

“Extremists make it really hard for someone who just wants to come in and serve in their community...I think people are afraid of that - to register as Democrat or Republican,” he said.

Sullivan added that someone’s political

affiliation shouldn’t determine if they’ll serve their constituents.

“I don’t represent a party, I represent all people who are a part of Chikaming Township...if I’m not doing that, I have no business in running for office,” he said.

Rettig said that the key word was “option,” and that she wasn’t against candidates having the option to run on a nonpartisan ticket. Township board members voted four to one (Dudiak was the dissenting vote) in favor of the resolution.

In their explanation, board members agreed to add they support local control and they’d desire nonpartisan candidates to appear at the top of the ballot.

Speaking of voting, Sullivan added that Michigan Secretary of State Jocelyn Benson, who spoke at the conference, had stated that Michigan voters can now register to vote on the day of the election with the correct proof of identification (which was part of Proposal 3 that was passed by voters last November). He said it was “backwards” that someone could register to vote up until election day but couldn’t officially register to be a write-in candidate on election day.

Dudiak said that purpose was to increase voting and that she’d register someone until 8 p.m. on election night.

Also at the meeting, board members approved a request from Chikaming Township Police Chief Todd Taylor to approve the police department’s policies and procedures.

Bunte explained that part of that process involved ensuring that the 800-page policies and procedures document was up to date.

Sullivan said that, at the police and fire departments session at the recent MTA conference in Grand Rapids, he was told that it was “highly recommended” to get the police department accredited and that doing so showed “advanced thinking” on Taylor’s part.

Board members adopted a resolution in support of the Community Emergency Services Articles of Incorporation, which is the township’s agreement with Medic 1 for its ambulance services.

The agreement contains some amendments.

Bunte said Medic 1 is now being called Community Emergency Services. Some additional communities are included (Dudiak said that there are 17 municipalities listed in the resolution).

Now, there are associate municipalities and constituent ones. Bunte said the township is listed in the “initial extended service area.”

Bunte added that the agreement doesn’t change the township’s service area, which is based on its population. Township residents in need of assistance receive a “fairly decent response time” through the service, he said.

Three Oaks Village Council approves sewer rate increase, 2019 curbside recycling services

eginning next billing cycle, Three Oaks residents will see an increase in their water bills, but won’t have to pay for recycling any time soon.

After discussion at the Wednesday, April 10, meeting, the Three Oaks Village Council voted to approve a sewer rate increase 30 N but also approved a motion to continue providing residents with curbside recycling services for 2019.

The sewer rate increase has been discussed and evaluated for several months as the village prepares to fund a state-required Industrial Pretreatment Plan for its water treatment system.

Before voting on the rate change, councilmember Colleen Newquist 30 N Whittaker St noted that many village water customers have complained about the taste Deli by day and smell of the water. While the water meets all quality standards, she suggested the village look into possible solutions to the issue. The council included the suggestion in its motion on the rate increase.

The new rates will go into effect May 1 and reflect on the water bills sent out in June. Customers who use 1000 gallons of water a month will see an increase from $26.82 to $37, 4,000 gallons will go from $44.28 to $55, 7,000 gallons from $61.74 to $77.50 and 12,000 gallons from $90.84 to $117.

The village will perform smoke tests on the sanitary sewer soon. A nontoxic non-staining smoke will be forced through the sewer system to identify leaks and points of inclusion.

Engineering firm Moore and Bruggink received approval on a proposal to work on the lagoon system upgrades. If grant applications are approved, the village could be reimbursed for the engineering costs.

Open 7 days At a previous council meeting, it was announced the Pokagon Fund would davidsdeliandcoffee.com not renew its grant to fund recycling collection in the village and township of Three Oaks. During the April 10 meeting, the council voted to use village funds to continue the program while it looked for a long-term solution.

Also at the April meeting, it was determined there were funds available to continue paying into 2020.

Councilmember John Papa said he had noticed collection times are often inconsistent. Three Oaks Village President David Grosse said they could look into that.

Three Oaks Village Police Chief Dennis Buller is on leave while recovering from an off-duty injury. The council voted to make officer Bruce McKamey interim chief with a salary adjustment retroactive to April 8.

In preparation of June’s Flag Day weekend events in the downtown, the council approved the Flag Day Committee’s request for street closures for the annual parade, and the Legion Auxiliary’s request for a noise ordinance extension.

At the request of the Three Oaks Baseball Association, the council approved having the village pay the electric bill at the Watkins Park fields.

The motion was made retroactive to 2018. Grosse thanked the TOBA for stepping in to assume the costs when the village faced financial trouble years earlier.

Jonathan Burke of Tactical Energy Group gave a brief presentation to the council regarding his company’s services. Burke said he works with utility providers to identify changes to reduce customers’ costs by identifying new rate structures. Since there is no equipment or labor required, Burke said, the village would not face any expenses in using his company’s services.

Payment would come out of the initial savings to the village.

While the Planning Commission recommended the council approve a zoning change request for Enterprise Park to MU2 ahead of a planned senior living community, the council instead asked commissioner Gene Svebakken to try to schedule a special meeting of the Planning Commission to see if an R2 zoning would be more appropriate for Shoreline Development’s plans.

Developer Jim Fry attended the council meeting and said he would like to amend the original request to get rid of a planned buffer of commercial zoning. There was some uncertainty at the meeting as to if the community, which does not include a nursing home, needs the R2 zoning.

To fill seats on the Downtown Development Authority, the council appointed JD Haughy and Suzanna Bierwirth.

Towards the end of the meeting, the council read the annual Arbor Day Proclamation, designating the village a “Tree City” with the National Arbor Day Foundation.

Visitors encouraged to find their ‘spirit’ at Ghost Isle Brewery

hile taking in a view of the 105-acre sweeping wetlands in the back of Ghost Isle Brewery, one can glimpse the enigmatic Ghost Island that lies just to the left and west of the brewery.

Local legend has it that the name was derived from a supernatural spirit that engulfs the island. It’s a legend that has remained deeply ingrained in the minds of residents from generations past, from those who’ve witnessed supernatural activity while exploring the island in their younger years.

But during the brewery’s official opening day and ribbon-cutting ceremony, which was administered by the Harbor Country Chamber of Commerce Monday, April 15, Elizabeth Sima was asking those who had gathered at the brewery that afternoon to embrace a different kind of spirit.

“Remember all of us are here for a short time, so cheers to the good life and don’t sweat the small stuff...find your good spirit, the one here with you today, to enjoy this great life that is meant for you to relax and take that special time with friends and family and meet new friends who will enrich your life,” said Elizabeth, who co-owns the brewery with her husband Jim and son, Bob. The Sima family has owned the 3.5-acre site on which Ghost Isle sits since the 1950s. Back then, Jim’s family had purchased hundreds of acres in New Buffalo.

Years later, the family would donate the acres of wetlands to Chikaming Open lands (COL), a nonprofit organization that now preserves the designated “critical wetlands.” The wetlands, the “Louis J. Sima Great Lakes Marsh,” are named after Jim’s grandfather, Louis J. Sima.

“When one looks out over this magnificent view, there is a peacefulness that takes over your soul...we hope you’ll pause and think of the generations of families, maybe even from 10,000 years ago, who have also stood here to reflect on this stunning beauty of mother nature - their good spirits are here with ours today,” Elizabeth said.

Thanks were in order to several people who made the brewery possible: builder Marshall Jensen and assistant carpenter Mike Reitz for the “creativity and perfectionism” that they poured into the construction of the 7,000-square foot building; Ben Davidson, a sawmill operator from Buchanan, Michigan, who created the walnut bar and the handcrafted wood throughout the building; New Buffalo Township, which has worked with the Simas to make the brewery come to fruition; First Source Bank and New Buffalo Savings Bank for also working with the Simas tin helping with preliminary financing; the Chamber for being a “strong and unifying force in this community that makes lot of good things happen for both residents and visitors;” chef Brent Dopp for his “patient and hard work” and doing it all “with a smile;” head brewer Danny Moeller for brewing “fabulous brews” with his “creativity and perfectionistic pallet;” Bob, who got the brewery built while paying attention to “millions of details;” and general manager Dan Stoner and his wife, Kristin, the inhouse graphic designer and “social media whiz.”

Elizabeth also thanked the wait staff, kitchen staff and bartenders for working hard despite all of the standing and running back and forth that they’ve had to endure.

“I hope everyone has a lot of fun here and makes good memories, so cheers to happiness, love and good health,” she said.

State Rep. Brad Paquette (R-Berrien Springs), who was also present, thanked the Simas and everyone else at Ghost Isle for taking a risk and pushing forward with their new business venture.

“All the people here today are especially encouraging you guys and support you taking that risk - it’s is very tough but we’re all here to support you,” he said.

The more than 200 seat brewery has an American made, 10-barrel system from the Lincoln, Nebraska-based American Beer Equipment as well as four fermenters and eight serving tanks.

Bob said that the brewery plans on serving lighter styles of beer. Ghost Isle will have at least eight different house beers on tap. Current house beers include New Buffalo Pilsner, Peach Bum Blonde, MI Time, Du Bist Konig, Mr. Marshall, Swamp Dust, Stoner’s Paradise and Surf Gardens. (Those who are indecisive can opt to try the four sample flights, which features five-ounce pours of four Ghost Isle beers, for $10 or the five-ounce pour taste test for $3.)

In addition to the craft beers, a full bar with wine and cocktails and hard cider is also available. The brewery also features a full kitchen serving sandwiches and American gastropub-style food.

An expansive patio with tables and chairs and a fire pit area stretches out into the back of the brewery and faces the wetlands. Jim said to the right of the brewery will be an area for special events, such as wedding receptions, and games like bean bags and horseshoes.

T

iger Woods’ performance Sunday in the Masters tournament was so inspiring that I felt I had to write a rare column about golf.

Actually, it’s not really about golf, but instead, inspired by golf. I will admit that I thought Tiger was through winning important tournaments and furthermore, with his checkered past, I was pulling against him. Then Sunday came, the Cubs got snowed out, I had the television on in the background while trying to finish my tax return, and Tiger was two shots behind the leader. So, I decided to start paying attention to the Masters.

I’m happy to say that it was one of the best decisions I’ve made in quite a while.

As I watched Tiger methodically destroy his opposition, I began to wonder what made him so great: his physical skills or his mental toughness. By the time the Masters ended, I had decided that both parts of his game were equally important. When I started watching, Francesco Molinari had a two-shot lead, but Tiger’s will to win quickly conquered him. Then, on the 16th hole, Tiger’s physical skill took over. A group of the world’s best golfers was only one shot behind when Tiger hit his tee shot a few feet from the hole and then tapped in his putt for a birdie to give himself some breathing room. When he tapped in his putt on the final hole to win the Masters for the first time in 14 years, the gallery erupted with applause. It showed me and the rest of the doubters that, once again, American sports fans are more than willing to forgive and forget and even fall back in love with their heroes.

When I was 16 years old, I started playing golf. We went to Pipe O Peace, the public course on the south side of Chicago. The third round we played was after a monsoon and near the end of the round I played my severe hook perfectly and landed about three feet from the hole. As I stood over my short putt, I realized that I had a chance for a birdie and miraculously, the putt went in. I probably played another 100 rounds before I had another birdie opportunity, but this time I was playing for a little money. Do I even have to tell you that I missed the putt? Soon thereafter, I found the game so frustrating that I gave it up, and there have been numerous times that I regretted that decision.

Conversely, I made an important free throw to help my high school basketball team win a game early in the season, and that gave me the confidence to take (and make) important shots throughout my high school career.

Looking back, it really is amazing to me that the mental aspect of sports is even more important than the physical part. That makes it even more incredible that Tiger overcame many physical ailments and a variety of transgressions to win his fifth Masters. I’m not sure if he’ll ever win another major, but I wouldn’t bet against him.

Bobby Jones said, “Golf is a game that’s played on a five-inch course— the distance between your ears.” Be kind to one another.

Keep smiling. Talk to you next week. Peace, love, and happiness.

Hitting is the most important part of the game. It is where the big money is, where much of the status is, and the fan interest.

Grand slam opening for baseball museum

he Saturday grand opening of a baseball museum in Three Oaks was like a grand slam judging by the tidal wave of baseball memories from childhood shared by adoring fans of the national past time strolling in for their first visit.

“I’m overwhelmed,” said Gary Lange in response to the joy expressed by visitors about his personal collection displayed on the second floor of the Three Oaks Public Library.

68-year old Charlie McKelvy wearing a Chicago White Sox jacket and cap said he thought mostly about playing catch with his father and pick-up games in the neighborhood while looking at the room full of memorabilia.

“How blessed we are to have this collection,’’ said McKelvy, who grew up in Chicago.

He now lives in Harbert.

Baseball gloves endorsed by some of the greatest players in the game like Ted Williams, Stan Musial and Johnny Bench hang on the walls.

There are also glass display cases full of collectibles like baseball cards of Chicago Cubs legends Ernie Banks, Billy Williams and Ron Santo.

Inside one display case is a baseball bat with the factory stamped signature of New York Yankees great Mickey Mantle just like the model he used during games.

The history depicted by the museum includes the only midget to ever swing a bat in the major leagues.

Eddie Gaedel walked on four straight pitches during a publicity stunt plate appearance in 1951 for the old St. Louis Browns.

The museum also recognizes the game locally with artifacts from the state championship baseball teams at River Valley High School and local American Legion Posts.

Baseball cards of local players who made the Major Leagues like River Valley and LaPorte High School graduates Matt Mantei and Ron Reed are included in the exhibit.

There’s also a book from Charlie Finley, the late owner of the three-time World Series Champion Oakland A’s who lived just outside La Porte.

Chuck Sittig reflected on going to Milwaukee Braves games where his grandmother worked as a hot dog and peanut vendor before the team moved to Atlanta in the 1960’s.

“I’d see Hank Aaron. Eddie Matthews, Del Crandall, Warren Spahn, Joe Adcock.

All of the old Milwaukee Braves,” said Sittig, a former Three Oaks Township Supervisor.

He walked away from the museum impressed.

“I’ve never seen any private collection like this. It’s amazing,” he said.

Dave Zebell, a former River Valley High School shortstop, said he was struck by how the museum reflects what baseball was like while he was growing up in the 1970’s.

Also pouring in were memories of wanting to play for former Mustangs head baseball coach Jerry Hinman then realizing his goal in high school.

Hinman is a member of the Michigan Baseball Coaches Hall of Fame.

“My brother Dennis played shortstop then he graduated and I took over at shortstop for him and played for a few years. This just brings back so many great memories,’’ Zebell said.

Lange, a former River Valley High School principal, said he amassed the collection over about a 40-year period and he simply wanted to give back to the community.

Outside the museum doors is a bicycle with a baseball mitt and bat on the handle bars and a baseball card fastened with a clothes pin to the spokes.

“The baby boom is over. It’s different and that’s fine. I thought this would be a good place for people to reminisce, to learn and to visit,’’ Lange said.

ew Buffalo Township Board members took the next step in updating the township’s master plan by adopting an approval of the draft community master plan at their Monday, April 15, meeting.

New Buffalo Township Supervisor Michelle Heit explained that the township was almost done updating its master plan, which is now available for public review at https://www.newbuffalotownshipmasterplan. org. Community members can post their comments on the plan and review it until June 11, 2019. Comments can be sent via the contact form on the website or by emailing project consultant Leah DuMouchel at idumouchel@ bria2.com.

The plan should be adopted this summer. Heit said that she thought it’d be appropriate for the township board to approve the plan and that the Planning Commission would also be approving it. The process isn’t over, though, as the township board and Planning Commission wil conduct a public hearing after the review period.

The next step after approving an updated master plan is matching up the township’s zoning ordinance with the plan. Township board members accepted a proposal from Beckett & Raeder Inc. for the revision of the township’s zoning ordinance for a fee not to exceed $28,725.

After a public hearing at the start of the meeting, board members adopted a resolution to expand the Corridor Improvement Authority (CIA) district.

Heit explained that the expansions concerns adding one parcel of land to the CIA district. The landlocked property, which is behind the old Rolling Prairie Excavating property, includes the section where the railroad intersects. As a result, the property has access to two rail lines.

Heit added that, if the property were developed, then some of the taxes would be captured off the development of the increase in taxes in that area.

Board members approved the ninth payment to Payjay Inc. in the amount of $58,389.63 for the Michigan Shores Water Project.

Wightman & Associates civil engineer Ashley Brendel explained that there would be one final payment, as the restoration effort was being completed. The payment next month would concern concrete that’s being poured and pavement patching in the hills and flats neighborhoods, and Brendel added that the retainage for the projects has now been reduced from 5% to 2%. A walk through will be conducted within the next two to three weeks to ensure that all the “loose ends have been tied up.”

Township clerk Judy Zabicki thanked Wightman for completing the project and ensuring that everyone was now connected in the neighborhoods.

A proposal from Prien Newhoff for the Union Pier Water Main Expansion Project for a cost not to exceed $37,000 was accepted. Heit said that the project will take place while the whole intersection at Union Pier Road is being torn up during the Red Arrow Highway and Union Pier Road Redevelopment Project and that the sewer main would go through there at that time. The permitting process with Amtrak is included in the proposal.

A resolution in support of Michigan township boards having nonpartisan positions during elections was adopted.

Heit said that the Michigan Township Association (MTA) was merely asking for their support or opposition on if positions should be nonpartisan and that the resolution didn’t mean that they’d have to have nonpartisan offices.

An agreement with the Berrien County Road Department was approved.

The agreement identifies roads that will be worked on this summer, including the Michigan Shores Subdivision (where two inches of overlay of Hot Asphalt Mix on roadbed north of Pinewood Drive) and Maudlin Road (where the existing roadbed will be ground, three inches of 22A road gravel will be added and Hoader Road to Lakeside Road will be sealcoated).

The employment of Sara Ball as parks employee at a rate of $11 an hour and a $0.50 per hour increase in wages for seasonal parks employees was approved.

The authorization of Heit to negotiate water rates as needed for servicing other municipalities was approved.

fter approving some final revisions, the New Buffalo City Council approved an ordinance to regulate short-term rentals at its Monday, April 15, meeting.

Ordinance 237 was presented for a second reading and council approval following several public meetings for feedback. At the start of the meeting, New Buffalo City Mayor Lou O’Donnell explained the ordinance presented for final reading was still in its original draft but could be amended by any council member.

Before the council voted, several property owners asked for reconsideration of some points. Property owners in the PUD at Merchant Street Cottages said the proposed parking restrictions were too restrictive for their association since there are community parking spaces. Several people felt requiring inspections after each rental term was excessive and asked the council to consider setting monthly inspections instead.

The council approved an ordinance with a few changes, including a new maximum of 14 tenants, monthly safety inspections, and a five-member board, which will include rental property owners. Property owners will have to register annually, but costs to register have not been determined.

“This is always going to be a work in progress,” noted O’Donnell.

After the city attorney finalizes the new language, the ordinance will be published.

A study extending Amtrak service, potentially increasing the number of trains that run between New Buffalo and Chicago, is slowly coming together. Michigan Amtrak consultant Ron DeCook and Amtrak Director of Government Affairs Derrik James addressed the council asking for the city’s official support of a study on the proposed extension. DeCook noted increasing the number of daily trains could attract more visitors and businesses and make it possible for area residents to commute to Chicago on the Amtrak. James added Amtrak is working on improving travel times and updating passenger cars.

The council voted to support the study.

Residents attending the meeting also expressed support for the study. Blagica Bottigliero also said she had invited Lt. Gov. Garlin Gilchrist to visit New Buffalo schools and businesses next week to see one of the communities that will benefit from increased trains.

Loren Croskey said adding trains would allow commuters to travel safely during inclement weather, and potentially bring incremental tax revenue.

While some council members said they appreciated the intent, they ultimately did not approve a proposed group tour business.

Shellie Kermin, co-owner of Michiana Pedal Pub, explained her company offers tours using pedal powered vehicles that hold eight to 15 people. The 21-and-over tours would focus on restaurants, breweries and wineries and allow passengers to bring snacks and drinks with them on the vehicle. Employees receive Alcohol Training Certification and screening.

Council members expressed concerns that a slow-moving vehicle would cause traffic issues, especially during busy summer months. Council member Liz Ennis pointed out city restaurants currently cannot allow patrons to have alcohol in front of their buildings, while the proposed tours would allow public drinking on the street.

The council voted to approve presented budget amendments due to the selling and purchasing of equipment for city departments and other costs not initially in the budget.

Among the equipment being sold are the replaced salt boxes for municipal trucks and a city car, both of which will be auctioned off. At the recommendation of New Buffalo City Police Chief Richard Killips, the council approved transferring the department’s last Humvee to the town of Shipshewana. New Buffalo City Manager David Richards said the vehicle cannot be used due to needed repairs and Shipshewana is willing to take it as-is.

Twenty swivel chairs will be purchased to replace chairs in the administrative offices and council room. The council approved the purchase not to exceed $7500.

The council also approved the purchase of grills, benches and playground equipment for Oselka Park, the municipal marina and beach.

Public parking will continue to be offered at Buffalo and Whittaker streets. The council approved the renewal of a lease and signage agreement with Seville Investments and Stray Dog Bar and Grill. Under the agreement the city leases the lot from Seville for $10,000 per year and Stray Dog pays the lease costs in exchange for placing advertising signage at the site. This year, clean up and painting will also be done.

The city will advertise for bids to demolish a storage building at the former lumber yard on South Whittaker Street. Richards said the building is in poor repair.

At the request of the New Buffalo Business Association, the council approved moving the Ship and Shore Festival to Lions Park, across from the city beach.

Richards recommended a policy on tracked vehicles to protect city streets. He explained contractors loading and unloading tracked vehicles were causing damage to the pavement and the new policy would require contractors to use mats to lessen impact, repair any damage and display building permits.

Abonmarche Consultants has proposed a three-stage engineering services plan to test the city’s sanitary sewer system to identify areas in need of repair. Engineer Tony McGhee told the council the savings the city would realize from the first two phases would cover the cost of the work. The council voted to accept the proposal.

At the request of a condominium association, the council approved a Canada goose control plan that complies with Michigan DNR restrictions on nest destruction and the roundup and removal of geese.

Near the end of the meeting, the council approved sending a letter to a property owner regarding erosion on an unprotected lot on Lake Drive. O’Donnell said erosion is affecting neighboring properties.

This year’s $1,000 scholarship recipients are Alilyn Purcell, Morgan Motycka, Annabelle Yanz, Daniel Fairchild, and Kaitlyn Biela. Libby Price is the recipient of the $1,500 Mary Anne Frey Scholarship; Riley Cain is the recipient of the $1,200 Irene Brinkman Honorary Scholarship; and Maxwell Folino is the recipient of the $1,000 Honorary Scholarship in memory of Brandon Biolette, a New Buffalo senior who passed away last December.

Library. ‘’I think it’s pretty cool. I think it’s pretty neat,’’ said Cheryl Kersey, director of the library at 3 N. Elm St. in the downtown.

The library was founded April 4, 1859 through action by the Three Oaks Township Board.

It’s been inside the historic E.K. Warren building since 2000.

The library was previously across from Three Oaks Elementary School since the 1950’s and before that occupied limited space at the E.K. Warren building, Kersey said.

E.K Warren was owner of the Warren Featherbone Factory.

He built the structure the library now occupies in 1905 as the home office for his company.

According to library officials, the library and Chamberlain Memorial Museum began sharing space in the building in 1928.

The museum had over 80,000 artifacts displayed on all three levels, including the basement.

Some of the artifacts were brought back by Warren from his travels to Europe and The Holy Land, officials said.

In 1952, the Warren Featherbone Company relocated to Gainesville, Georgia where it makes children’s clothing today.

The museum that same year was donated to Michigan State University and the library relocated to a smaller structure.

According to library officials, the E.K. Warren building was in disrepair in 1982 when purchased by the Bank of Three Oaks then underwent more than one million dollars in restoration.

After restoration, the building was placed on the National Register of Historic Places by the U.S. Department of Interior and continued as a bank until 1999 when the library and township board agreed to purchase the structure, officials said.

The building is now owned solely by the Three Oaks Township Public Library and governed by six Library Trustees elected by the public every four-years. ‘’It’s just a beautiful building. We’re lucky to have it,’’ Kersey said.

Officials said the library is funded by a township millage, a percentage of Berrien County penal fines, library book sales, library fees, fines and donations.

The village turned 150 in 2017.

lowly but surely, the Easter Bunny has been hopping down the bunny trail throughout Harbor Country - and his first stop was Harbert Community Park in Harbert, Michigan.

As was custom, New Buffalo Savings Bank officially kicked off the egg-hunting season with its annual Easter egg hunt, which was held at the park Saturday, April 13.

Once New Buffalo Savings Bank President/CEO Dick Sauerman had finished welcoming the children and their parents, the hunt was on. Plastic buckets and baskets in hand, children in the ages 5 and under group scattered throughout one side of the park and picked up

the colorful eggs that dotted the wide, grassy field. Meanwhile, children in the ages 6 and over group searched high and low for their eggs, scaling a rock-climbing wall and navigating the park’s slides, jungle gym and other playground equipment on the other side of the park.

After the hunt, children wasted no time in dumping out their buckets and cracking open their eggs to check out the Easter candy loot.

There was also time for pictures, where children lined up to take pictures with the white, fluffy, tall Easter Bunny himself.

Community members can bring up to 10 boxes of paper to shred. The shredding service/event will take place in the back parking lot of the New Buffalo branch.

BLOSSOMTIME GRAND FLORAL PARADE 1PM. St. Joseph and Benton Harbor.

The 113th annual parade will begin in St. Joseph and continue its way through the city, across the Bicentennial Bridge and into Benton Harbor. Featuring more than 120 units including bands, clowns and floats from with the royal courts from each respective community.
