25 Years Ago 2001 John Swarts can relax now. After a seven-year career as Bourbon County Attorney, he officially retired at 4:30 p.m. Monday. Monday afternoon, employees in the Bourbon County Attorney’s office hosted a retirement party for Swarts in the first-floor anteroom of the courthouse, which nearly 50 people attended. Among them were friends, colleagues, co-workers, his wife and his daughter. 50 Years Ago 1976 Swine flu vaccinations began for the elderly in Bourbon County today as the first shipment of 750 doses arrived Tuesday at the Bourbon County Public Health Office. Those doses were distributed to four nursing homes in the county and Mercy Hospital to be administered for those over 65 years of age, said Mrs. Anna Belle Hall, community health nurse of the county health office. 75 Years Ago 1951 Misses Bernita and Audrey Golden, daughters of Mr. and Mrs. Walter Golden of 816 East National, are attending Kansas State Teachers College and

living at the dormitory. As Oct. 1 was Audrey’s birthday, Bernita surprised her sister by inviting 12 dorm sisters to her room at 10 p.m. for birthday cake.

Raymond McCrum, director of the Fort Scott high school-junior college band of 80 pieces, is confident that many bands and drum corps units will respond to the invitation to perform here in the Armistice Day parade. On January 29, 2026, Judge David R. Munton dismissed the above-referenced case without a properly denominated judgment as required by Missouri Supreme Court Rule 74.01(a). That rule requires a court order to be denominated as a judgment before appellate time begins to run. On June 30, 2026, the plaintiffs filed a Notice of Appeal to the Missouri Court of Appeals, Southern District, along with a Motion to Correct the denomination of the dismissal order and a Motion to Proceed In Forma Pauperis on Appeal. On July 2, 2026, the following official docket entry was made under the administration of Vernon County Circuit Clerk Carrie Poe: "Per Judge, All recently filed requests are denied." Under Missouri Supreme Court Rule 81.07 and RSMo Section 512.050, the Circuit Clerk has a mandatory ministerial duty to transmit a properly filed Notice of Appeal to the appellate court. That transmission is not discretionary. Circuit Court Clerk Carrie Poe did not transmit the Notice of Appeal to the Missouri Court of Appeals, Southern District. No Southern District appellate case number has ever been assigned. The plaintiffs' right to appellate review has not been processed. Missouri Constitution Article I, Section 14 guarantees that justice shall be administered without sale, denial, or delay.
