Quality of Life The Great Outdoors Johnson City has spent hundreds of thousands of dollars improving it’s outdoor offerings, with the Tweetsie Trail always a big draw and the newly opened Tannery Knobs Mountain Bike Park giving residents (and visitors) an opportunity to enjoy the outdoors in a fun and exciting way.

“It just really fit in well with the direction that we were trying to go,” Johnson City Mayor Jenny Brock told the Johnson City Press in June.

If you’re a festival goer, downtown Johnson City and Jonesborough have you covered. With Blue Plum, Umoja and Little Chicago headlining Johnson City’s offerings and the National Storytelling festival and Jonesborough Days topping the list of festivals in Tennessee’s oldest town, if you can’t find something you enjoy, you’re not looking hard enough.

On top of that, there’s also a thriving music scene in Washington County, with a show taking place nearly every weekend and, in some cases, nearly every day. There’s also a budding arts scene in Johnson City, which has been bolstered by young artists and community leaders who have sought to embrace the city’s artistic side.

Cost of Living The area’s cost of living and economy are two things regional leaders have sought to capitalize on to attract more young professionals.

Johnson City’s unemployment rate has hovered right around 3% for much of the last year, and is still falling, according to the United States Bureau of Labor Statistics. The cost of living is also below the national average, with the average rental $150 less per month than the rest of the state, while the median home cost sits about $5,000 below the Tennessee average, and $130,000 below the national average.

According to www.bestplaces.net, Johnson City sits 11.3 points below the national average for cost of living at 88.7. This number reflects the cost of groceries, health, housing, utilities and miscellaneous expenses.

K-12 EDUCATION

A great place to Parents in Johnson City and Washington County have two public school systems to choose from, both of which have been continuously changing to meet the needs of over 16,000 students.

Washington County Schools Washington County Schools currently has an enrollment of 8,520 students and continues outperforming other surrounding county districts on state exams, according to officials. www.johnsoncitytnchamber.com

Learn & Grow

The district serves the entirety of the county and employs nearly 1,000 administrators, teachers and staff. It has 14 schools, including a recentlybuilt and modernized Boones Creek School. The system also has future plans to build a new K-8 school in Jonesborough.

The district’s average ACT scores remained above the state average for the past six years, and since 2016, Washington County Schools have reported an increase in students meeting or exceeding the ACT college readiness benchmark score of 21.

The district currently offers 12 of the 16 state-identified career clusters, incorporating 24 different embedded programs of study. These programs of study include advanced manufacturing; architecture and construction; arts, audio / visual technology and communication; agriculture; business and administration; health science; marketing, human services; hospitality and tourism; distribution and logistics; and transportation.

Johnson City Schools Johnson City Schools enroll about 8,080 students in grades Pre-K through 12 and employs over 1,300 full- and part-time employees. Nearly 60 languages are spoken within this diverse district.

In 2018-2019, Johnson City Schools was among the top 10 performing districts at all end-of-course exams for Math and English.

The Science Hill High School class of 2019 had an average ACT score of 22.7, above the state average of 20.

The score made Johnson City Schools one of eight districts in Tennessee to 10

average above a 22 on the ACT. The Class of 2019 had 62.2% of students score above 21.

Science Hill continues to climb the U.S. News and World Report High School Rankings. Last year, the U.S. News and World Report ranked Science Hill 21st in the state, an improvement of 24th from the previous year and 28th the year before. The most recent ranking is based on data from the 2016-2017 school year.

Science Hill offers an array of opportunities for students, including Career-Technical Education classes

including welding, auto-mechanic, nursing, tourism, culinary arts, marketing, graphic design and more.

Science Hill currently offers 24 Advanced Placement classes and plans on building to 27 classes in the near future.

Over the years, a few Johnson City schools have earned Reward School status and Fairmont Elementary previously earned the title of a National Title I Distinguished School.

It’s one of two schools in the state and one of 100 in the nation with that title.

educational facilities In 2019, Johnson City Schools publicly outlined its new reconfiguration plan, which plans to put fifth-graders back into elementary schools and create two new middle schools for grades 6-8 out of Indian Trail Intermediate School and Liberty Bell Middle School.

The ambitious restructuring of the district has created over $30 million in capital needs, much of which will soon go to the construction of a new 12

modernized Towne Acres Elementary School campus, as well as additional space at Woodland Elementary, Lake Ridge Elementary and South Side Elementary schools.

The first and most major component of the reconfiguration involves renovations to Indian Trail and a

have completed conceptual designs outlining the scope of additions to Lake Ridge.

Shaw and Shanks Architects have completed the schematic design of four classrooms at South Side, and BLS Thompson and Litton Architects are finalizing drawings for eight classrooms at Woodland.

• The Washington County

Commission recently approved a $12.5 million contribution toward the city’s school building needs.

The $28 million Boones Creek School is the largest and newest educational facility in Washington County. Johnson City Press

The Washington County School System opened the state-of-the-art Boones Creek Elementary School in 2019.

Located at 132 Highland Church Road, the Pre-K-8 school has a capacity of 900 students and is the largest and newest educational facility in Washington County.

The 133,000 square-foot building is divided into two wings — one housing pre-K to fourth grades and the other grades 5-8.

County officials are also beginning design work on a 900-student K-8 school and sports complex in Jonesborough for under $32.75 million in early 2020. www.johnsoncitytnchamber.com

Giving the region a Future

Between a major university serving as a medical education hub and a growing community college looking to train more technical professionals, Johnson City is working to push more students through the higher education pipeline and into the regional workforce.

Northeast State Community College Northeast State Community College was founded in 1966 as a vocational-technical school with 35 students and six programs. Today, it offers associate degrees and certificates through 155 programs of study at campus locations in Johnson City and Blountville. www.johnsoncitytnchamber.com

Here are some notable facts about the college:

• Enrolls more than 6,000 students.

• Recently received a $450,000 U.S. Department of Education Title III grant to centralize and realign student services such as admissions, academic advising, and financial aid.

East Tennessee State University

East Tennessee State University now enrolls about 14,400 students and boasts a 350-acre Johnson City campus with satellite campuses in Kingsport, Elizabethton and Sevierville.

The university offers more than 100 bachelor’s, master’s and doctorate programs, several athletic programs, and hopes to grow enrollment to 18,000 by 2024.

The university has made some big moves in recent years:

Milligan University Though Milligan is a small institution of just 1,335 students, enrollment has continued to increase over 20% in the last decade.

Today, the Christian higher education institution, which boasts a beautiful 250-acre campus overlooked

by Seeger Chapel, is set to go from being known as Milligan College to Milligan University.

With the name change, the institution will build a new student center and greater market recognition, as well as expanded international partnerships and student recruitment.

In 2019, Milligan jumped 10 spots to No. 13 among U.S. News & World Report’s “Best Regional Universities” in the South and ranked No. 4 for “Best Value Schools” in this category.

Here are some quick facts about Milligan and its growth:

• Beginning in fall 2020, incoming students have the option to complete select undergraduate degrees in three years, saving time and money.

• Milligan’s engineering program

launched in the fall of 2016. For the past four years, students have worked on clean water initiatives.

Their senior capstone projects involve engineering clean water solutions for people in rural Tennessee and Kenya.

• Milligan’s esteemed Master of

Business Administration (MBA) program will offer an accelerated traditional MBA designed for recent college graduates who have not yet accumulated significant work experience.

Celebrate From the chill of winter to the Ides of March, from the dog days of summer to the sparkle of a crisp fall day, there always seems to be a festival to celebrate. Not only are there a lot of them, but they vary in kinds and ethnic traditions from Celtic to African.

The events and festivals celebrate a wide range of music and storytelling.

Some musicians play music the way their ancestors played ballads and reels five and six generations ago in these hollows. There is the beat of Umoja to make you get up and dance and the blues to make you sit back and listen. It offers carbon neutral energy options, and now operates charging stations for electric vehicles.

The public utility has also launched a new broadband division that is growing daily.

BrightRidge offers customers solar power generated by a 40-acre solar farm in Telford. The public utility’s solar program is a public / private partnership with Tennessee Valley Authority and Silicon Ranch.

BrightRidge inaugurated its electric vehicle charging network in the summer of 2019. The utility’s first charging station opened at the Hands On! / East Tennessee State University Fossil site location in Gray.

Aerospace Park Northeast Tennessee has shown its commitment to promoting the aerospace industry in the region by developing the Aerospace Park at TriCities Airport, a 160-acre direct airfield access industrial development.

It is just the latest example of the growth in aerospace support in the Appalachian Highlands region, and testament to the regionalized effort of economic development cooperation.

With Tennessee ranked the fourth most cost-effective place in the United States for businesses associated with the aerospace industry to locate, completion of the park will make this region a leader in this state.

The forefront of In 1911, Johnson City had 20 physicians and surgeons and six dentists, according to a city historian, Ray Stahl.

Today, with a population of about 128,000 in Washington County, the number of medical professionals has grown at an explosive rate.

Ballad Health Ballad Health, the entity that resulted from the formal merger of Wellmont Health System and Mountain States Health Alliance in early 2018, has more than 800 affiliated physicians and 21 hospitals in its system.

The Johnson City Medical Center, one of Ballad Health’s flagship hospitals, opened as the Johnson City Medical Center Hospital in 1980.

The hospital originally had five floors.

Quillen College of Medicine The Quillen College of Medicine was founded in 1974 and has so far produced more than 1,500 graduates.

Dr. William Block, ETSU’s Dean of Medicine, told the Johnson City Press in November 2019 that more than a third of the medical school’s graduates are primary care physicians and about 25% still practice in the Tri-Cities area.
