INTRODUCTION The Netherlands is home to a vibrant film industry with an open attitude towards international co-production.

The Netherlands Film Fund is the national agency responsible for supporting film production in the Netherlands and film related activities. Its focus is to develop and strengthen Dutch cinema and film culture both domestically and internationally. The Film Fund also oversees the activities of the Netherlands Film

This brochure contains the primary principles of the different support schemes for international productions.

budget available for funding for the Film Production Incentive is 29.2 million euro. Further 2.5 million euro is available for selective schemes targeting minority co-productions. In 2015, 80 film projects received cash rebates of 30% through the Film Production Incentive.

What can we do for you?

The Netherlands Film Commission is the official liaison between the Dutch creative media industries and foreign producers and production ­companies. The Film Commission also serves as a general resource for all film related inquiries throughout the country, ­including being matchmaker on financing possibilities offered through ­several schemes of the Netherlands Film Fund.

What do we offer foreign producers and production companies?

The Netherlands Film Fund ­operates a Film Production Incentive in the framework of a 30% cash rebate. It is a trans­ parent, clear and straightforward facility and has proven to be very successful in its first year. The Netherlands has a wide variety of staggering film locations less than two hours from Amsterdam Airport. With its unique locations, excellent infrastructure, highly

experienced English speaking staff and no union limits, the Netherlands has a lot to offer to international film professionals and production companies ­looking for locations, co-production partnerships and post-production facilities. The Film Commission developed an extensive online database of film professionals in the Netherlands, to enter on www.filmcommission.nl Exploration support (post) production International production ­companies that consider to use production and/or postproduc­ tion facilities in the Netherlands through a minority Dutch ­co-production can contact the Netherlands Film Commission for possible partial reimbursement.

This covers essential research costs by a local location scout, line producer and/or post­ production supervisor up to 3,000 euro.

PRODUCTION INCENTIVE

30% cash rebate

•

Open to applications for feature films and feature-length animated films with a production budget of at least 1 million euro and to feature length documentaries with a production budget of at least 250,000 euro.

•

A planned theatrical release in the Netherlands or, in case of a minority co-production, at least a non-theatrical release in the Netherlands and a ­theatrical release in the country of origin should be confirmed upon application.

•

At least 50% of the produc­ tion budget should be in place upon application.

•

The Netherlands should be one of the countries of origin among the co-producers.

•

In order to ensure the cultural objectives of the measure, a test of qualifying characteristics will be conducted. Applications should meet at least three of ten cultural criteria to be eligible.

•

The production expenses that are taken into consideration must be directly related to the film­ making process.

•

The amount of the grant is determined by the production costs that are both eligible and demonstrably spent on film professionals or film compa­ nies based in the Netherlands, multiplied by 30%. The maxi­ mum grant is 1 million euro per application.

•

A grant will only be awarded if there is a minimum of 100,000 euro of eligible production spent in the Netherlands.

•

During each round, eligible applications will be ranked on the basis of a points system. Only applications that reach a minimum of 75 points are taken into consideration.

If a grant is awarded, the ­ ubsequent film production s should be completely financed within 6 months of the Fund’s decision.

•

The financial contribution will be paid within eight weeks after the subsidy determination. Two interim payments are possible: after the shoot and after the picture lock based on the actual spend of eligible production costs.

•

An application can be filed by a production company that has operated consistently in the area of production and release in the Netherlands, the EU or EEA, or in Switzerland, for a minimum period of two years.

•

The applicant is legally repre­ sented by a (majority or minority) producer who has, as majority producer, been responsible for at least two film productions over the past seven years (reference films) in the afore-mentioned period and areas. Reference films must have been theatrically released in the Netherlands.

•

Applicants can be exempted from the obligation of commencement of principal photo­graphy - or in the case of an animated film, its realization until after the Funds decision.

•

Application deadlines 2016: 9 February, 10 May, 30 August and 1 November. The total available budget for 2016 is 29,2 million euro. www.filmfund.nl

Primary conditions The requested grant must be fully spent on Dutch services, cast and crew.

A deal memo from a Dutch film distributor for the t­ heatrical release of the film in the Netherlands is required.

•

The total Dutch share of the project needs to be at least 10% of the production costs, including any Dutch share from Eurimages.

A good chance of reci­ procity enhances the likelihood of funding for the project.

•

Co-productions with European-based production companies and co-productions with countries that have a co-production agreement with the Netherlands.

•

Co-productions from direc­ tors with a proven international track record.

Production support for minority co-productions with partner Funds The Film Fund runs several special reciprocal co-production schemes together with partner funds abroad:

•

VAF (Flanders Audiovisual Fund) for the support of features, documentaries and (short) ani­ mation films. Maximum contribu­ tion is 200,000 euro and 50,000 euro for a short animation or documentary.

•

NFI (Norwegian Film Institute) for the support of documen­ taries. Maximum contribution is 50,000 euro.

•

NFF+HBF Co-production Scheme for the support of feature films developed by HBF (Hubert Bals Fund). The maximum contribution is 50,000 euro. Annually 200,000 euro is available.

MDM (Mitteldeutsche Medienförderung) for the development of original children and youth features. Support can be requested for writing of a treatment (10,000 euro) a script (20,000 euro), a re-write of a script or script coaching (2,500 euro) + 1,000 euro for translation costs.

Distribution support for Dutch minority co-productions in the Netherlands

•

Minority co-productions granted by the Film Fund are eligible for distribution support for the Dutch theatrical release, up to a maximum of 10,000 euro.

International distribution and/ or dubbing support for Dutch films abroad

•

Foreign distributors can apply for support for distribution and/ or dubbing costs for a theatrical release outside the Netherlands of Dutch features and docu­ mentaries which have received funding from the Netherlands Film Fund.
