NEPGA Staff and Tournament Committee have updated the Tournament Rules of Play (Hard Card) for 2026. The most significant changes are described below. Please click the link at the bottom of the page to view the entire Hard Card, and print a copy to keep in your golf bag in case you need it! Reach out to Director of Rules and Competitions Max Doctoroff at mdoctoroff@pgahq.com or 617-6698929 for clarification on any of these Local Rules.
MLR E-14: player unaware ball might have moved
When a player is completely unaware they caused their ball to move before playing it, they have not played from a wrong place. They are still on the hook for any penalties that apply for causing the ball to move, however. In most cases, this will reduce the penalty for the player (approved for use by USGA January 2026).
MLR F-5: immovable obstructions near putting greens
The Local Rule (that’s been on the Hard Card in years past) that allows line of play relief from immovable obstructions within two club-lengths of the green and within two clublengths of the ball is still in effect. However, it now offers relief from ground under repair, if it meets the same conditions. Please remember that both the ball and the immovable obstruction/GUR must be in an area cut to fairway height or less for the Local Rule to apply (approved for use by USGA January 2026).

As the Tournament Committee’s term ended after last season, we are pleased to have some new faces, as well as some returning members on the Committee for the upcoming season. The NEPGA would like to thank all the outgoing TC members for their dedicated service and guidance over the last few years, and welcome the new members to the Committee! The final tournament that the Section is struggling to book is the 2026 Pro-Officer. If you have an available day to host the event at your Club, we need your help! The ideal date for the event would be Monday, September 14 , but we have a number of Wednesdays or Thursdays open throughout the summer if that works better for your schedule. th
Club Car is our partner for the event, so Club Car facilities are preferred. The event is typically a shotgun start, so you would be able to send member play out for the other half of the day.
Revenue opportunities for the host Club include food for all players before and after golf (approx. $75 budgeted for food), cart fees for all players, and pro shop credits for amateur prizes. While this may not be as lucrative as some other Monday outings, it’s a great opportunity to showcase your facility and operations to the highest ranking members of your peer Clubs. The NEPGA’s six Chapters are a huge part of what makes our Section unique and are key to providing each of our 1200+ Members & Associates with first-class playing opportunities!
