enrith City Council has launched an art exhibition and video to celebrate International Day of People with Disability (IDPwD).

The exhibition features works created by local residents with disability, and the video, created in partnership with Uniting, documents their creative journey.

Penrith Mayor, Karen McKeown OAM said IDPwD was the perfect opportunity to talk about and celebrate the contributions and achievements of people of all abilities, break down barriers and “see the ability in disability”.

“In previous years, we’ve worked with local disability services to host an event in the Mondo but this year, due to COVID-19 concerns, we coordinated a remote art project,” Cr McKeown said.

A range of residents with disability received “arty, crafty” kits and were inspired by creative tips from local art makers via zoom workshops.

“We know that one in five Australians has a disability, so it is important we do all we can to make

enrith City Council is inviting residents in the St Clair area to have their say in a survey about upgrades scheduled for St Clair’s off-leash dog park.

The dog park is receiving an upgrade in 2021 as part of Council’s commitment to providing safe and usable spaces for residents and their dogs at Penrith’s off-leash dog parks, and Council wants to hear from users about what they’d like to see.

Penrith Mayor Karen McKeown OAM encouraged users of the dog park to take part in the survey and

to find out what’s proposed to be upgraded at the park.

“The park’s upgrades are all about providing separation between large and small dogs with the installation of a new fence, improving the opportunity for dogs to exercise and socialise without anxiety,” Cr McKeown said.

“We will also be increasing seating and shade for dog owners.”

A

vision for a fresh, fun and inclusive play space will come to life in Penrith thanks to the hard work of some of the City’s youngest residents.

This week a group of Year 4 students from Penrith Public School presented their ambitious plans for Spence Park to Penrith Mayor Karen McKeown OAM, who eagerly gave the nod of approval.

The Penrith Mayoral Challenge 2020, run by Council’s Neighbourhood Renewal team, saw budding architects participate in 12 workshops before delivering ideas for new equipment.

During the workshops they did everything from map out local demographics and assess the site’s accessibility, to undertake a habitat count and shade and flood study.

Cr McKeown said the annual program continues to be a success and this year’s result is a true reflection of the students’ creativity and dedication.

“I am blown away by this fantastic design - what a wonderful, welcoming space the students have envisioned for Spence Park,” Cr McKeown said.

“There is no doubt this park will be one for children of all ages, as well as their parents, friends and other family members once the transformation is complete.

“Learning to budget, make decisions and work collaboratively is hard enough as an adult, so I commend these young community leaders on showing maturity beyond their years - the future of Penrith is looking bright.”

Extensive groundwork by students forms the basis of a transformative design, which will have

The park will have new shaded areas, modern landscaping, upgraded footpaths and wheelchair accessible picnic areas.

Part of the environmentally friendly plan to also accommodate the area’s habitat includes quirky features such as nest boxes and insect ‘hotels’.

The project will be delivered in two stages. Stage One will cost $200,000, to be funded by Council.

The State Government has this week approved a further $33,028 through its Community Building Partnership program, which will fund additional elements to further improve the park’s accessibility.

Completion of the Spence Park upgrade is slated for mid-2021, when a launch event will be held for the community and the park’s young designers to enjoy the modern facilities.

Water restrictions lifted in time for summer holidays

F

rom December 1, 2020, Level 1 Water restrictions for Greater Sydney, the Blue Mountains and Illawarra were lifted and replaced with Water Wise Guidelines.

Minister for Water Property and Housing, Melinda Pavey said Greater Sydney has done a great job saving water during one of the worst droughts on record.

“People across Greater Sydney have done an outstanding job during water restrictions, collectively saving 77 gigalitres of water – the equivalent of 31,000 Olympic-size swimming pools. Since March 2020 water use is down 7.5 per cent,” Mrs Pavey said.

“The new Water Wise Guidelines follow commonsense behaviours we have seen over the past 12 months. While we want everyone to enjoy water this summer, we need to remember to use it wisely.

“The heat wave over the weekend meant 3.7 gigalitres of water was consumed Friday and Saturday, the most consumed over two days for 2020, a timely reminder how quickly dam levels can change.”

Mrs Pavey said water restrictions have helped curtail demand by around 65ML per day, taking pressure off the filtration plant to provide clean water from Sydney’s dams which have been impacted by bushfires and heavy rainfall.

“We’ve been through drought, bushfires and floods and we know things can change dramatically very quickly, ” Mrs Pavey said.

“While water restrictions will be lifted from midnight tonight, we are encouraging people to continue to practice their good water behaviour habits along the guidelines of the Level 1 water restrictions.”

Under Water Wise Guidelines, tap water can be used to water lawns and gardens before 10am and after 4pm, if using a hand-held hose fitted

with a trigger nozzle, standard watering systems or supervised sprinklers.

Nsw urged to ‘get ready’ for summer

repare your bushfire survival plan, don’t drive through floodwater, swim between the flags, and make sure your home is fire safe this summer – these are some of the safety tips NSW emergency service agencies have shared ahead of the 2020 summer season.

Minister for Police and Emergency Services David Elliott today joined emergency services leaders on Sydney Harbour to issue the timely reminder, as people begin decorating their homes for Christmas, planning holidays in regional NSW and enjoying warm days by the water.

“Aussie summers are iconic, but they can also be tragic. Last year, we had a horror bushfire season. This year, we’re expecting a wet and wild summer. But bushfires and storms are not the only threats we face,” Mr Elliott said.

“I urge you to use the start of summer as a start of a conversation with your friends and families about being prepared for seasonal hazards.

Especially this year, as experts warn of a La Niña summer.”

NSW Police Force Deputy Commissioner Gary Worboys said summer is a particularly busy time of year for all emergency services and

urged the community to put safety first.

“Police will be out and about - on the streets, on our roads, in, on and around the water, and even in the air.

If we all put safety first, our holidays will be remembered for all the right reasons,” Deputy Commissioner Worboys said.

NSW SES Commissioner Carlene York said there have been more than 500 rescue requests this year from people who have risked their lives by driving through floodwaters.

“You wouldn’t run into a bushfire, so never drive, walk or ride through flood water – it’s incredibly dangerous for both you and the volunteers rescuing you. It’s vital to know your flood risk and have an emergency

plan in place,” Commissioner York said.

NSW RFS Commissioner Rob Rogers said last summer’s bushfire season was a stark reminder of the dangers of fire and the importance of early planning and preparation.

“Last summer’s bushfires destroyed 2,476 homes and claimed 26 lives in NSW. Every family should have a fiveminute conversation about important decisions like when to leave and what to take if a fire threatens your home,” Commissioner Rogers said.

Fire and Rescue NSW Assistant Commissioner Paul McGuiggan said decorative lights and summer barbecues also pose a fire risk around the home.

“Make sure you have a sufficient number of working smoke alarms throughout your home that are tested regularly and are supported by a written home escape plan,” Assistant Commissioner McGuiggan said.

NSW Surf Life Saving CEO Steve Pearce reiterated the importance of water safety.

“Only swim at patrolled beaches, stay between the red and yellow flags, always check conditions before heading out, wear a life jacket when boating or rock fishing, and be sure to keep an eye on your mates,” Mr Pearce said.

Marine Rescue Commissioner Stacey Tannos said they’re ready for a record summer on the water as more people stay home instead of heading overseas on holidays.

“Boaters should always Log On with Marine Rescue when heading out and Log Off when they return on VHF Channel 16 or the free Marine Rescue App. It’s quick and simple and gives you the reassurance that our volunteers are watching out for your safe return,” Commissioner Tannos said.

egistrations for Australia’s largest community-based environmental event, Clean Up Australia Day (Sunday 7th March 2021), are now open at cleanup.org.au.

The opening of registrations comes as COVID-19 restrictions that have significantly impacted local environments are easing. There has never been a better time to tackle the surge* in single-use disposable items, such as takeaway coffee cups, food packaging, masks and sanitised wipes; all of which have polluted our local parks, bushland, streets, waterways and beaches.

Research reveals* more than 1 in 3 (34%) Australian households self-identified as producing more packaging waste during lockdown periods compared to previous years, and more than 1 in 2 (55%) reported they are now more concerned about product packaging waste than they were in 2019.

Clean Up Australia Chairman, Pip Kiernan, says now is the time for all Australians to Step Up to Clean Up, to help protect and conserve local environments.

“This year has seen disruption to our lives, not least of all to our local environments which have been impacted by increased uptake of single-use, disposable items” said Ms Kiernan.

“We know Australians everywhere are itching to get involved and now is their chance to officially register interest for the next Clean Up Australia Day. Indeed, it’s never been more important to get involved and make a real difference.

“Whether you are a first time volunteer looking

for a more eco-conscious New Year’s resolution, or a more seasoned Clean Up Champion looking to get prepared early ahead of next year, now is the time for you to register your involvement, “By planning ahead and signing up to a Clean Up event, you are making a pledge to help conserve the environment for the long-term future, and taking an important action by stepping up for your community,” added Ms Kiernan. In response to COVID-19, additional conditions will be put in place to ensure the health and safety of Clean Up volunteers, including set limits to volunteer numbers per event and Clean Up kits, will now include QR codes for registration on the day and hand sanitiser, plus bags and gloves for every volunteer.

The announcement of early-bird registrations follows heightened calls this year for more sustainable pathways for the nation, which include increased attention on 100% reusable, recyclable or

compostable household packaging within the next decade.

“Stepping Up to Clean Up goes well beyond one day. It’s an ongoing commitment to protecting our environment and looking for ways to help live more sustainably 365 days a year,” said Ms Kiernan.

“Most recently, the 2025 National Packaging Targets** set a clear path and open ambition for all Australians to choose a sustainable pathway for our future, which included targets for 100% reusable, recyclable or compostable packaging, so the time to get involved is now - for both Clean Up Australia Day 2021 and well beyond,” concluded Ms Kiernan.

Every year, 10 local charities are selected to decorate their own Christmas tree.

Panthers members, staff, and directors all get the opportunity to vote with charities

getting the chance to win up to $4,000.

With Panthers Penrith donating a total of $10,000, the event aims to bring community spirit into the club as well as spread Christmas cheer. It is also a fantastic opportunity for Panthers to also showcase the incredible work that these local charities do to help make our local area a better place to live.

Panthers On The Prowl

The goal of Panthers on the Prowl is to make a positive and lasting difference to the wellbeing of young people in our local communities. Panthers on the Prowl has been operating for over 15 years and has had a significant impact on hundreds of young people and their families. As well as this important individual gain, it has proved that communities and agencies working together can produce mutually beneficial outcomes for everyone.

Since it’s launch in 2002, the Prowl has expanded its programs and personnel to encompass seven different initiatives in local communities. The building of social capital is at the centre of the Prowl’s enterprise. All of the Prowl’s programs are monitored and evaluated by partners at University of Western Sydney and it is these evaluations that continue to drive and improve the programs.

Friends of Nepean Emergency (FONE)

FONE began in 2018 as an initiative of the Rotary Club of Lower Blue Mountains. Volunteers work in pairs, for two hour shifts in the emergency department at Nepean Hospital. Their main focus is on providing support to children and their parents. They assemble and distribute Activity Kits to children aged 3-12. These contain pencils, stickers and an age appropriate activity book. Children include patients, their siblings or children of sick adults. They also provide craft kits, books, toys, bubbles and care bears. Sometimes they play games with the children or simply keep siblings occupied so parents can concentrate on their sick child.

Parents benefit from a good FONE listener and a cup of tea or coffee. FONE has provided play equipment and installed wall stickers, and they supply bubbles for staff to distract children during procedures and they run a clothing pool for patients who require a spare set.

In a determined effort to engage and confront Australia’s most challenging issue, male suicide (which takes 6 male’s lives every day of the year), the Penrith Men’s Walk and Talk has grown to become the largest weekly mental health activity in Australia. The original organisers first began the Walk in March 2019 after noticing some mates were going through struggles but communication opportunities with them were difficult to find.

Empowered by the motto, ‘Never Walk Alone’ the Penrith Men’s Walk and Talk now provides an effective platform for men to meaningfully connect, with a growing number of Walkers testifying that the Walk has likely saved their lives! Between 60 and 200 local Penrith men meet every Thursday at The Coffee Club Nepean River, where free coffees are sponsored each week. After a good social catch-up and a brief address the Walkers head off to complete the 6.4km main section of the Great River Walk, which takes approximately 75 minutes. Men who attend are comprised of all ages and backgrounds, from Gen Z to ’Golden Oldies’.

Some bring their sons, whether in a pram or in their teens, while others bring their dogs. The Thursday nights often celebrate Men’s Mental Health events and regularly host guest speakers alongside short talks from the organisers, sponsors or other walkers.

Regentville Rural Fire Service

The Regentville Rural Fire Service has been protecting Penrith since 1951. Ever present in protecting the homes of in Penrith and beyond, this dedicated team of volunteers face the harshest of conditions to save lives, homes, properties and livestock when fire threatens. You can bet that every summer, sometimes even earlier, that these volunteers are at the frontline of every battle.

Volunteers and firefighting equipment are always needed to help and any assistance is always greatly appreciated.

The Haven Shelter

- Nepean Women’s

A local refuge that provides up to three months crisis accommodation to women and children fleeing family and domestic violence or who are at risk of homelessness.

Since The Haven opened their doors in 2018, they have provided almost 10,000 bed nights of crisis accommodation to over 200 women and children.

Penrith holds the unenviable position of being one of the Local Government areas within NSW that has the highest reported incidences of family and domestic violence.

The Haven employs qualified and dedicated case workers who develop individualised case management plans for the women and children who call The Haven home and begin the process of recovery and rebuilding using trauma informed best practice to ensure an exceptional level of support. The Haven then assist with locating transitional accommodation and other outreach services.

Penrith Rainbow Club

Penrith Rainbow Club provides individualised swimming lessons for young local children with a disability. The community support and early intervention offered by the club ensures that the child and their family can live a life that includes them in local community activities. Evidence shows that this early intervention enables a life that has greater quality at home and at school. It helps develop friendships and reduce social isolation. To facilitate this Penrith Rainbow Club subsidises the cost of individualised swimming lessons for children under 7 years of age so that finance is not the barrier to participating socially.

WestCare Community Services

WestCare’s all-consuming community vision is captured in their mission statement, “Local Needs Met By Local People’ and is a 100% Penrith-focused charity.

WestCare’s ‘1000 Safe Sleeps’ crisis accommodation program provides safe Domestic Violence refuge accommodation for Mums with up to six children as they flee dark violence home situations.

Their ‘Happy Pets’ initiative cares for pets of these families as they flee. The team provides a range of food, clothing and other practical support to most other local DV services.

Food Relief and other vital assistance is provided to many vulnerable families through the Emergency Relief Service in Henry Street. The Penrith City CareKits program supplies much needed personal care items and clothing through many local Social Worker teams and other local charities.

The Nepean HomeStart program helps ex-chronically homeless families and individuals start afresh as they get housed in new tenancies.

Correctional Care activities include the motivational Juvi Team who visit young men in Cobham Juvenile Justice Centre to encourage them towards a positive lifestyle.

The annual Christmas Appeal provides hundreds of hampers, toys and gift packs to a wide range of disadvantaged families who perhaps wouldn’t otherwise have a Christmas experience.

The newly launched ‘Kidz Blitz Penrith’ project is providing high quality baby and toddler clothing to many of Penrith’s most challenged households as they transition out of the Covid-19 season.

Nepean Therapy Dogs

A group of experienced therapy dog volunteers who use therapy dogs to help people overcome difficult periods in their life. Dob in drunk, drugged and dangerous drivers

N

SW Police and Crime Stoppers NSW are calling on road users to report drink, drug, dangerous and distracted driving on roads across the state as part of a new safety campaign.

Traffic and Highway Patrol Command and Crime Stoppers will be joined by Minister for Police and Emergency Services, David Elliott, and Minister for Transport and Roads, Andrew Constance, to launch the Four Ds (drink, drug, dangerous and distracted driving) campaign today (Tuesday 1 December 2020).

The campaign is focused on enlisting the community’s help to crack down on the Four Ds to prevent crashes and keep loved ones safe.

Minister for Police and Emergency Services, David Elliott, said dangerous driving is unacceptable and the NSW Government is determined to highlight the concerning behaviour.

“This Government is committed to community safety and we know that the 4Ds – drink, drug, dangerous and distracted driving are a significant contributor to deaths on our roads. The people of NSW have been through enough this year, we want to see everyone enjoy the Christmas and New Year periods with family without tragedy or chaos,” Mr Elliott said.

“This behaviour is deplorable and we’re determined to help put a stop to it once and for all. The NSW Police Force and Crime Stoppers initiative reminds us all that we each contribute to safety on our roads.”

280 people have died on NSW roads so far this year (from 1 January 2020 to 26 November 2020), with speed a factor in 28 percent of cases, drugs a factor in 20 percent, 16 percent alcohol-related.

Traffic and Highway Patrol Commander Assistant Commissioner Karen Webb said more people will be using NSW roads in coming weeks with borders reopening and the Christmas holidays period approaching.

“Keeping the public safe is our top priority. We’re asking for you to help us protect yourselves, loved ones and the community on NSW roads. If you see or know anyone who is drink, drug, dangerous or distracted driving, please report it to Crime Stoppers and we will investigate,” said Assistant Commissioner Karen Webb.

“Our message to motorists breaking the law is clear: someone is watching you now and you will get caught,” said Assistant Commissioner Karen Webb.

Assistant Commissioner Webb has highlighted some ways road users can report the Four Ds without jeopardising their own safety or breaking the law: Use a passenger to record the time of the incident and the registration of the driver’s vehicle.

If possible, keep dashcam vision of the incident

and provide it to Crime Stoppers or police.

If it’s an emergency – where there is a threat to life or someone’s safety – please call Triple Zero (000) through a passenger, hands-free, or pull over somewhere safe.

The CEO of Crime Stoppers NSW Peter Price AM said he hopes the community’s involvement will help improve safety and accountability on NSW roads.

“Never before have we asked the community to report these crimes and Crime Stoppers NSW is the first, not only in Australia, but around the world, to initiate this campaign,” said Crime Stoppers NSW CEO, Peter Price AM, said.

“This is one of the most important campaigns we have ever embarked upon. These traffic issues are an offence and these offences often lead to innocent people being injured or killed which is absolutely devastating for their families,” Mr Price said.

“We are counting on the community’s strong relationship with us to contact Crime Stoppers and make our roads safer for everyone,” he said.

Minister for Transport and Roads Andrew Constance said the community’s support could help to save lives.

“Everyone has the right to get home safely to their loved ones at night. Reporting dangerous behaviour on our roads could be the difference between life and death.”

“We’ve already seen far too many people killed and seriously injured in road trauma this year. We need everyone in the community to help us put a stop to this tragedy and trauma.”

he 2sqm rule will be expanded and venue caps will be removed under a major easing of restrictions, as NSW continues to record zero cases of community transmission.

Premier Gladys Berejiklian said the timing is right to ease restrictions and replace the 4sqm rule with the 2sqm rule, except at gyms and nightclubs.

“We are grateful to the people in NSW for their patience and understanding over what has been an incredibly difficult year,” Ms Berejiklian said.

“The rolling back of restrictions across the State is only possible because of the excellent work of the community who have followed social distancing guidelines and continued to come forward for testing.”

On Monday, 7 December, the NSW Government will ease the following restrictions allowing: Venues including hospitality venues, retail and places of worship: • 1 person per 2sqm (with 25 people permitted before the rule applies), except for: o Gyms and nightclubs (1 person per 4sqm, with a maximum of 50 people allowed in gym classes or on the dancefloor at nightclubs) Stadiums and theatres: • Outdoors: 100 per cent seated capacity, and 1 person per 2sqm rule for unstructured seating areas.

• Indoors: 75 per cent seated capacity.

Gatherings in outdoor public spaces: • Up to 100 people for outdoor gatherings (up from 50).

• Up to 5,000 people for outdoor events that are fenced, ticketed and seated (subject to the 2sqm rule).

• Up to 3,000 people for other organised outdoor events i.e. community sport and outdoor protests (subject to the 2sqm rule).

Dance Floors: • Up to 50 people indoors.

Singing • Up to 50 performers indoors, no maximum cap outdoors.

• Advice is for congregation/audience to continue wearing masks if singing.

Under the changes, maximum capacity caps will be removed subject to the 2sqm rule for: • Bookings at hospitality venues; • Weddings; • Funerals; • Regional agricultural shows; • Corporate events; and • Religious services.

Deputy Premier John Barilaro said the people of NSW have worked hard to keep COVID-19

under control and deserved this major easing of restrictions.

“Today is a great day for the people of NSW and great timing with Christmas fast approaching, as we will soon see larger crowds at venues and events and the expansion of the 2sqm rule state-wide,” Mr Barilaro said.

Treasurer Dominic Perrottet said under the changes most venues will be able to double their capacity, which will have an immediate and substantial impact on the economy.

“This change will make a big difference to many businesses and will provide a real boost for jobs particularly in the service industry which has been hit hard over the past nine months,” Mr Perrottet said Health Minister Brad Hazzard said as restrictions are eased the community needs to continue playing their part and being COVID-Safe.

“Keep getting tested with even the slightest of symptoms, maintain your social distance, don’t go to

work if you are unwell and wear a mask where you cannot guarantee social distancing,” Mr Hazzard said.

Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres said the NSW Government would continue to work with business and industry to ensure they operate in a COVIDSafe way.

“We have worked closely with industry representatives throughout 2020 to safely ease restrictions and we appreciate their patience and know these changes will be incredibly well received,” Mr Ayres said.

NSW Chief Health Officer Dr Kerry Chant said despite there being no recent cases of community transmission the community should continue to be COVID-Safe.

“It is critical that people continue to come forward for testing and practice COVID-safe behaviour when out and about and catching up with family and friends,” Dr Chant said.

Nepean’s Cindy wins Midwife of the Year

tuart Ayres MP, Member for Penrith has congratulated Cindy Partridge of Nepean Hospital, Nepean Blue Mountains LHD, winner of the Midwife of the Year award at the 2020 Excellence in Nursing and Midwifery Awards, announced in a virtual ceremony this afternoon.

The ceremony was streamed across NSW, allowing communities and colleagues to come together to celebrate nursing and midwifery.

The eighth Excellence in Nursing and Midwifery Awards were presented across seven categories by Minister for Health and Medical Research, Brad Hazzard, Secretary of NSW Health, Ms Elizabeth Koff, the Chief Nursing and Midwifery Officer, Ms Jacqui Cross. Ms Louisa Hope, the consumer representative, presented the Healing Hearts Award.

“Cindy is a deserving winner of this award in an exceptionally challenging year,” Mr Ayres said.

“Every day she demonstrates the commitment and skills of nurses and midwives.

“This is particularly important as we celebrate the International Year of the Nurse and Midwife.”

Cindy provides caseload midwifery services for Aboriginal women at Nepean Hospital in Nepean Blue Mountains Local Health District.

Her dedication in aiming for better outcomes for Indigenous women is outstanding. She is woman centred, culturally sensitive and innovative in her approach to providing midwifery care.

“It wasn’t until I had my own babies that I saw the impact that midwifery had,” Cindy said.

“I’m really passionate about Aboriginal maternity care and making sure that women feel safe. Making

sure they feel heard, and we are culturally sensitive towards their needs,” Cindy said.

There are more than 53,000 nurses and midwives in NSW, making up 51 per cent of the public health workforce.

Ms Cross congratulated all the finalists and winners.

“There is a lot to be proud of in the nurses and midwives of NSW,” she said.

“The diversity of where nurses and midwives work and what they do is truly remarkable. These Awards give us the opportunity to showcase and celebrate exceptional nursing and midwifery care.

“Congratulations to Cindy on her 2020 Award, and on behalf of NSW Health I thank you for your continued dedication and enormous contributions to the health outcomes of patients and communities this year.”

A merry costume christmas A

s the Christmas season approaches, you might be starting to think about how you can include your pet in the festive fun, after all they are a member of the family.

There are plenty of ways you can get your pet involved, and some people do this by dressing their pets up in festive costumes, photos under the tree and with Santa Claus. Sharing the fun and being silly is part of the joy of the season, but if you are going to dress your pet up, there are a few things you need to think about to ensure your pet is having a good time too.

There are many different kinds of costumes on the market. While little antlers and Santa hats are okay to wear as long as the pet is comfortable, owners should also be aware of potential problems.

Costumes that are made of synthetic fibres and cover your pets’ body can cause your pet to warm up very quickly and become uncomfortable. Pets can become overheated and show signs of heat stroke such as vomiting, distress, and collapse.

Avoid costumes when the weather is hot, for longer periods of time or if your pet appears uncomfortable.

Ensure pets do not become entangled in their costumes, potentially cutting off circulation or airways, which can be dangerous. Pets may also chew at the costume in an attempt to remove it, and may accidentally swallow pieces of fabric, which can cause them to choke, or get stuck in their digestive tract.

Be aware that wearing a costume may make it difficult for your pet to communicate with you.

Animals use body language to tell us how they are

feeling, and if their movement is inhibited, they may not be able to tell you if they are stressed or anxious. What is fun to us may not mean fun for your pet. This is another reason that your pet should only wear a costume for a short period of time and only under close supervision.

Finally, if your pet looks uncomfortable, is a reluctant participant, and just isn’t into it, it’s best to abandon the idea. No pet should have to suffer for our fun. Animals don’t naturally want to wear

clothes, and yours might prefer to wear a festively decorated bandana instead. There are plenty of other ways to spoil your pet throughout the season, and many of them involve treats and fun, so watch this space where we will be putting together a list of things you can do with your pet during the holidays over the coming month.

Alfresco dining on the table for nsw

ubs and small bars across the state will be able to use footpaths and public spaces to ensure customers can enjoy a day or night out in a covid-safe way this summer from 1 December 2020.

Planning and Public Spaces Minister Rob Stokes said the alfresco dining trial that has breathed life back into The Rocks and Darling Harbour will now be made available to all of NSW. “This is a win-win allowing food and drink businesses to better use the public space around them will keep communities safer, support the hospitality industry, and boost the economy,” Mr Stokes said. “NSW is leading the way in showing the world how to enjoy an outdoor lifestyle while remaining covid-safe – we just have to do things differently. Businesses can now reopen their doors and take advantage of our unbeatable summer climate.” Minister for Customer Service Victor Dominello said the changes are part of the NSW Government’s commitment to help local business owners get back on their feet.

“Weekend foot traffic is up as much as 77 per cent and sales up over 45 per cent at The Rocks alone since we launched alfresco dining, and summer has only just begun,” Mr Dominello said.

With the City of Sydney and Randwick Council already on board, Minister for Local Government, Shelley Hancock, said encouraging other councils to participate would allow more and more businesses to enjoy the benefits of the program.

“We are encouraging other councils to come on board and work together with food and drink businesses to help identify spots in their areas

where outdoor dining could happen in a safe and practical way,” Mrs Hancock said. Streamlined alfresco dining approvals will be available from 1 December, giving businesses time to open up their doors well ahead of the $500 million Dine

A Penrith Hotel Family

U

ntil Australia became a Federation in 1901 each of the six colonies were responsible for their own defence. Early in the nineteenth century a type of a Volunteer Force existed in NSW for a few years, and on several occasions some form of the force or “Militia” existed. The first Colonial military activity was the creation of a Volunteer Force in 1854 and consisted of Artillery, Cavalry and Rifle units. At the end of that year recruiting began and was responded to “with an enthusiasm which merits the highest praise”. Even then however, a woman complained of the lack of volunteers and suggested that “the government should make it compulsory for bachelors to join the Corps, and then if the Colony does not get gentlemen soldiers, at least some of us will get husbands”. The NSW Volunteer Rifles between 1860-1870 occupied the southern range of buildings at the Hyde Park Barracks in Macquarie Street, Sydney (now demolished). Difficulty was experienced in recruiting volunteers and by 1867 the Volunteer Force was in danger of extinction. As an inducement that year the Government introduced a scheme where a volunteer who served for five years received a grant of land that was successful and by 1874 the military forces reached their maximum size. But the grant of land scheme proved too expensive and it was discontinued following a subsequent decline in the numbers of volunteers. The Corps was the forerunner of today’s reservists. Private Elam Squires of the Penrith Volunteer Rifles Regiment was born in 1840 in Gloucestershire in England to Matthew & Elizabeth Squires (Nee: Mitchell). His brother John was also a member of the Regiment. The Squires family came from England in October 1848 as assisted immigrants aboard the ship “Castle Eden.” Matthew was born in 1814 at Westley in Gloucestershire and a farm labourer.

His parents were William and Esther, living at Westley. Matthew’s wife Elizabeth Mitchell was a farmhouse servant also born in 1814 in Wiltshire. Her parents were Thomas and Hannah Mitchell living in Westley. Matthew and Elizabeth were married in 1836 in Bristol. The children onboard the ship were:- William 8, John 2, and Anne 4, all born in Westley. Elam was not mentioned on the ship’s manifest. Elam married Agnes Matilda Stedman in 1868 in Sydney. Agnes was born in 1841 at Norfolk, England. In December 1872 just before the grants were discontinued, fifty acres in Warialda was granted to Elam by the NSW Land for Volunteer programs. His brother John also received a Volunteer grant that same year but in Penrith. These were the forerunner to the WW1 soldier settlement grants in NSW. A year later Elam’s grant was sold, and he transferred to Penrith to join his family. In January 1876 Penrith Council was under the old law of one-third of the council elected each year and on this occasion Michael Long, Charles King and Alfred Colless were chosen aldermen while W H Judges and Elam were elected auditors. Elam’s father was the proprietor of the “Squires Nepean Hotel & Boarding House” near the river. In 1883 Elam was in the Parramatta Quarter Session charging James Dacon with forgery and uttering against him. James received two years hard labour in Windsor Gaol. In November 1885 at Penrith railway station at 11 o’clock at night Elam (who leased the Penrith railway refreshment room) was crossing

the railway line in front of the station when he ignored the proximity of the train that was coming along the track and was knocked down and literally “cut to pieces” The Coroner John King Lethbridge released the details of Elam’s personal property. He had £500 in cash and an Insurance Policy worth £800. He is buried at Emu Plains General cemetery. Agnes died at Katoomba in 1917. Elam’s obituary read:- “Penrith was alarmed by the sad news of the fatal accident to Mr Squires who was always known to be a most temperate and careful man and besides this he had been seen and spoken to by a large number of people the previous evening. The deceased gentleman was a resident of the town for over 25 years and was always greatly respected. He was a most energetic citizen and to him belongs the credit of having placed the first passenger steam launch on the Nepean. He was for 15 years the Penrith agent of the Sydney Morning Herald having discontinued it some four years ago and he likewise conducted the agency of the Evening News for a similar period, and only discontinued it some few months ago. He was ever foremost in acts of charity and will be sadly missed in Penrith. The deceased gentleman leaves a widow and nine children. His life was insured in the Australian Mutual Provident Society. Both of his parents are alive and in good health and it was the intention of Elam to have kept up the celebration of their golden wedding early next year. The funeral was a large and influential one with nearly all principal residents of Penrith and Emu Plains along with the chief officers in the railway department at Penrith, besides several friends of the deceased from Sydney”. He was 45 years old. We know the hotel continued in the hands of the family because in 1888 in the Parramatta Court, William Cunningham was appealing against a decision of the Penrith Bench who convicted him under the Vagrant Act of being a suspected person. According to the evidence William was arrested while attempting to get his hands into people’s pockets in the bar of the hotel on the occasion of the 1887 Hanlan-Beach boatrace on the Nepean River. His Honour upheld the conviction and William received three months imprisonment. Elam’s brother John died in 1920 in Penrith. His obituary read:- “John Squires, a respected resident of Penrith died at his residence in High Street. Deceased usually enjoyed good health but took ill a little over three weeks ago evidently being seized by a chill. A couple of days afterwards he was obliged to take to his bed. His condition became serious and he developed bronchial pneumonia. He was married at Emu Plains to Elizabeth Sarah Upton and they lived at Emu for a couple of years then moved to High Street his home at the time of his death. He was an upright and conscientious citizen, one whose quiet and unassuming ways won for him the esteem of those with whom he was associated. He was a tinsmith and plumber by trade and also a member of the Sons of Temperance Lodge for nearly 52 years. He was buried in the Methodist section of Penrith General Cemetery. Sally and Rob Longmore live one kilometre from Caddens Corner and are excited to have a charging station practically at their front door.

“We have two electric vehicles,

a Tesla Model 3 and a Mitsubishi 1-MiEV,” Sally said.

“We normally charge them at home with a much slower system so it will be really convenient to have a fast charger so close to home.”

Up until now, the couple’s options for fast charging have been limited, with the closest charger in Macquarie Park.

“The Caddens Corner charger will be particularly good for people travelling from Sydney over the mountains,” Sally said. “For EV drivers it will be the equivalent of the only ‘petrol station’ between Olympic Park and Lithgow.”

And, according to Sally, the charging station will also be good for other businesses at Caddens Corner.

“Anyone driving an EV over the mountains will stop in to charge their car and buy a drink or have something to eat while they wait,” she said.

Star Car Wash Star Carwash owner Sumit Chopra said the community at Caddens is super excited about the opening of their own neighbourhood shopping centre, and as a local resident he speaks with authority.

“We just built our house here in Caddens,” he said. “It’s a great community, everyone is so friendly and helpful, and it’s my dream to be running a business in the place I live.”

Sumit worked for the company before taking on the franchise at Caddens Corner.

“It’s a great brand, I love the product and I’m really happy to be able to invest my time and energy into growing my own business,” he said.

Star Carwash offers hand carwash service, with options for a full polish, detailing inside and out and a premium wash.

Café owner Vinnie Bhandari comes to Caddens Corner with more than 18 years’ experience, including stints at the Opera Bar and Opera Kitchen.

“I’ve lived in the area for around 8 years, so it is fantastic to be opening a business here,” he said. “Penrith has developed so much in the last few years and it’s exciting to be part of that growth.”

The Valley Café and Bar is fully licensed and serves an all-day breakfast menu as well as lunch and dinner options like salads, pastas and wraps along with burgers, steaks and specials.

Customers have the choice of indoor and outdoor dining and there is a special play section with sensory panels for kids.

Vinnie said interest in Caddens Corner and his Café Bar was high.

enrith City Council is offering an exciting and unique opportunity to join its awardwinning organisation as an Apprentice Nurseryperson, with the new position currently being advertised.

The full-time role for up to three years will see the successful candidate complete a TAFE NSW Certificate III in Production Nursery while undertaking hands-on work at Council’s nursery.

Council’s nursery on Castlereagh Road is undergoing a $1 million revitalisation to further establish Council as self-sufficient in its delivery of ongoing operational requirements, such as working with the City Presentation Department to deliver soil and landscape supplies through to plant production for various programs.

Daily duties will include plant growing and maintenance, irrigation system maintenance, and pest and disease control.

Penrith Mayor Karen McKeown OAM said the role is ideal for someone looking to gain invaluable horticulture experience while working closely with Council staff and customers.

“Sustainability is one of Council’s key focus areas as Penrith is a vast city dotted with suburban recreation spaces as well as its family friendly spots along the Nepean River – it is crucial that we meet the needs of our growing population,” Cr McKeown said.

Health alert: Warning on Viral Gastroenteritis Nepean Blue Mountains Local Health District is urging parents and carers to keep young children at home if they are sick amid a rise in viral gastroenteritis cases in childcare centres.

NSW Health’s Executive Director of Health Protection, Dr Richard Broome, said gastroenteritis is highly infectious and may spread rapidly in childcare centres.

“Nearly 60 childcare centres reported outbreaks of gastroenteritis in October, which is significantly higher than usual. More than 480 children and 120 staff have been affected. Levels have remained high throughout November,” Dr Broome said.

“The best defence is to wash your hands thoroughly with soap and running water for at least 10 seconds before handling and eating food, and always wash your hands after using the toilet, changing nappies or assisting someone who has diarrhoea or vomiting.

“Infants or children in childcare or school who develop vomiting or diarrhoea should stay at home for at least 48 hours after their symptoms have stopped, as should staff members and anyone whose work involves handling food or looking after children, the elderly or patients.”

Symptoms of viral gastroenteritis include nausea, vomiting, diarrhoea, fever, abdominal pain, headache and

muscle aches. They can take up to three days to develop and usually last between one or two days, sometimes longer.

The main treatment for viral gastroenteritis is to rest and drink plenty of fluids. Most people recover without complications, but gastroenteritis can be serious for infants, people with suppressed immune systems and the elderly.

Anyone recovering from gastroenteritis should avoid visiting hospitals and aged care facilities to avoid spreading the infection to those most vulnerable. Any person living in a household affected by gastroenteritis should refrain from visiting these high-risk areas until at

least 48 hours after the last person in the household has recovered.

NSW Health is reminding childcare centres to reinforce basic hygiene measures, such as regular hand washing (paying particular attention to hand washing after attending to nappy changes), cleaning all hard surfaces and providing education to help prevent the spread of infections.

Staff should also wear gloves and a mask when cleaning up bodily fluids, including vomit, when symptoms commence at the centre. Disinfect surfaces with a freshly made sodium hypochlorite solution.

enrith GC and Twin Creeks GC have both created history, with victories in the semifinals of the 2020 Major Pennant

competition.

Following the wins over Oatlands GC and North Ryde GC respectively, Penrith and Twin Creeks have not only qualified for the Division 2 Major Pennants Final but in doing so, have also won promotion to Division 1 for the first time in their respective histories.

Penrith’s road to the semi-finals this season saw the western Sydney club finish at the top of Section 1, ahead of Castle Hill, Lakeside Camden and Cromer, whilst Oatlands won Section 4, ahead of Massey Park, Glenmore Heritage Valley and Lynwood.

Twin Creeks won Section 2, finishing ahead of Manly, Killara and Ryde-Parramatta, whilst North Ryde finished at the top of Section 3, ahead of The Lakes, Stonecutters Ridge and Fox Hills.

Penrith impressed in defeating Oatlands 4-3 at Oatlands in their first leg of the semi-finals and had the visitors on the ropes at Penrith on Sunday 29th November, with the advantage of home course knowledge and the ‘Nepean Doctor’ blowing an absolute gale across the course.

Penrith won 4 matches and squared 3 to finish the second leg with a commanding 5 1/2 - 1 1/2 victory to power into the Final.

 2020, what a weird and wonderful rugby league season it was!

hat started as a normal rugby league season quickly descended into one of panic and uncertainty when we, and the rest of the world were faced with a pandemic.

Two games into the season proper it was lock down time. Along with the pandemonium of the coronavirus pandemic was the real prospect of the rugby league season being defaulted. Something unprecedented.

After going into lock down for close to 9 weeks the NRL boss Peter V’landys boldly declared that the competition would restart on Thursday the 28th of May, in a match between the Broncos and the Eels.

This made Rugby League, quite extraordinarily, the very first code in the WORLD to resume their competition.

The mountain that all had to climb to see our code back on selected fields playing again was monumental, but somehow, it was achieved.

From no crowds to cardboard cut-outs as fans, the comp was back up and running.

With it came rule changes. There would now only be one referee. Tick. There would be a Captains challenge brought in. Tick. There would be a “6 to go” brought in to try and stop the pea being blown out of the whistle. Tick. A 20/40.

Good idea but none were kicked. And you could set your scrum feed anywhere on the line. Tick.

The new rule changes instantly stopped players wrestling. And they (rule

changes) most definitely helped some teams more than others.

The Panthers gobbled them up. In a whirlwind season the mountain men accumulated an amazing 17 victories in a row, breaking record after record in doing so. In what was a fast and frantic 20/20 season, the youthful Panthers were in total control all the way until the final game of the year.

Now with 40,000 fans able to attend matches, the Panthers took on the might of the Melbourne Storm and unfortunately came off second best in a gallant showing. Down 22-0 the Mountain Men didn’t stop or give up, going down 26-20.

But nonetheless a season to savour. Once the grand final was over it was time for State of Origin, in November!

NSW took on a QLD team full of rookies who against all odds prevailed.

NSW got one back in the second game a week later at ANZ, but QLD won the series in a dramatic contest at Suncorp stadium to claim the 20/20 origin series.

A weird and unpredictable year was never more reinforced even up to the very last game of the season.

Now it’s heads down bums up and on to the 2021 season which you’d think couldn’t get any more unpredictable, could it?
