My house was in escrow and then the coronavirus erupted. The buyer had the inspection and we made the requested repairs. Now, ten days prior to closing, the lender has denied the loan to the buyer, due to the fact that his business has closed (temporarily due to the virus) and the buyer no longer qualifies. The buyer has asked for a two- month extension, which I refused. So now the buyer is cancelling the deal. What irks me, as the seller, is that the title company seems to think that the buyer is entitled to the $5000 earnest deposit! Not fair. What do you think?

Yes, I hear your frustration. The coronavirus has put a monkey wrench into many real estate closings right now, as lenders do not want to loan funds when the buyer’s income drops drastically – regardless of the circumstances. The Arizona contract is contingent upon financing, if the buyer was obtaining a loan. Since the lender will not fund the loan due to the buyer’s business closing and income drop, then the financing contingency would cause the earnest deposit to be refunded to the buyer. If this was a cash transaction, once the inspection period is completed, it might have been determined (the title officer makes this call) that the earnest deposit goes to you, the seller. And I understand your reluctance to extending the close of escrow for two months.
It is never easy when a house “falls out of escrow” and this is particularly painful since it happened ten days prior to closing. This market upheaval due to the Covid-19 will pass and, according to many experts, the market will be strong again soon. I wish you the best.

Greater Prescott pulls together to combat pandemic’s widespread effects

As the COVID-19 pandemic crept into Greater Prescott and ground most functions of public and private life to a halt, locals have pulled together to protect each other from the health and economic consequences of this unprecedented crisis.
Many leaders say already established relationships at every level have made the relief efforts much easier to start and maintain.
“When you’re in Prescott it’s builtin,” said Barry Barbe, owner of El Gato Azul restaurant, which is now delivering some 1,000 meals a week to people in need through its brand-new Gato Community Gives initiative.
As of press time the county has reported more than 70 confirmed cases of COVID-19, and social distancing measures in place to slow further spread were devastating many businesses, large and small.
City of Prescott Fire Chief Dennis Light said probably upwards of 1 out of every 10 area residents’ job status is precarious at best, but residents are doing whatever they can to support their neighbors.
“It’s really tough,” he said. “I mean, everybody, there’s really an outpouring of support from this community. The good thing is that it takes a village, and I think this village of Prescott and the surrounding areas are really stepping up.”

Light said emergency response agencies throughout the county began increasing coordination at the end of February, and prior experience responding to wildfires experience has given them a framework to build on.
As more COVID cases began to surface in the area, emergency callers have been asked more questions about fevers and respiratory symptoms. “It’s kind of difficult, when you’re calling 911, to have someone say ‘hang on a second,’ because we’re trying to protect our own at the same time, get as much information as we can,” Light said. Agencies countywide have established a weekly meeting with county health department leaders for updates on COVID cases and response policies, he added.
He said calls for service into the fire department have remained pretty steady, but have shifted away a little from medical calls and toward trail rescues and other outdoor incidents as people, especially families with children, head outside for recreation.

Town Manager Larry Tarkowski said officials have worked hard to continue municipal functions and encourage public input even as most town offices are closed and attendance at council meetings is kept to a bare minimum.
All meetings are streamed and a phone line has been installed so residents can have more access to council members. “People can still attend Town Council meetings.
We ask that they wait outside the chambers until it’s time for the item that they want to speak on, and then they leave after that item is concluded. And it’s been working,” he said.
He said calls for service to the Prescott Valley Police Department have been declining during the pandemic due to fewer drivers being out on the roads, and he’s encouraged by residents’ cooperation with social distancing guidelines.

The county health department seeks donation of personal protective equipment and other items and has already received thousands of items, including gloves, N95 masks, thermometer sleeves and PPE kits.
“We accept the donations and redistribute them to community partner agencies that can use supplies, especially PPE and other supplies that could be used by first responders or healthcare providers in response to COVID-19,” Executive Director Leslie Horton said. Greater Prescott Food Banks
Bob Wilson, president of the Yavapai County Food Bank, said demand for food boxes has risen about 25 percent since the pandemic began, and those boxes are getting heavier, as more residents shelter relatives who’ve had to move in to save on their own expenses. “Instead of usually just one or two people in a box, it’s three or four,” he said.
All monetary and food donations are obviously welcome, but items they’re particularly looking for include canned meats and vegetables, hamburger and tuna helpers and pasta. “Anything that we can help the people to build a meal out of,” he said.
Several food banks serve Greater Prescott and are seeking donations; check with agencies for eligibility requirements for food programs.

On March 26, one of the day’s viral “good news” stories was that of an anonymous $2,000 donation stuffed into the hand of Skyler Reeves, owner of Rosa’s Pizzeria at 330 W. Gurley St. in downtown Prescott.
Reeves followed the wish expressed in the note enclosed with the cash and used it to help pay bills for his staff at Rosa’s and his other downtown restaurant the Barley Hound, most
of whom he’d had to lay off. Rosa’s is still serving takeout and delivery.
Now he’s paying it forward with “Take & Bake Pop-Ups,” available for pickup every Friday at the Barley Hound, 234 S. Cortez St. These are prepared by Hawk & Hound Catering and Events, his third enterprise, to raise more money for his staff and others most affected by COVID-19. Prescott Arizona Face Masks
Retired Prescott Valley teacher Jamie Stevens started this Facebook group on April 2, which has already produced hundreds of fabric masks donated to local agencies as well as the public.
“I saw an article that came up on my Facebook along with a video that talked about people making masks for healthcare workers and sending them in for hospitals. I have been sewing for many years and it looked like something that could be made pretty easily and quickly,” she said.
Dropoff/pickup events have been held frequently at 1555 W. Iron Springs Road #8 in Prescott. Volunteers leave their completed masks in one box and can pick up supplies to make more in another. For scheduled dropoff events see the Facebook page for “Prescott Arizona Face Masks,” and send a message to find out about availability of masks for the public.
There is another Facebook page named “Prescott area face masks,” for anyone sewing masks for others in the Greater Prescott area to post information and connect.
Board Game Donation Drive
Yavapai Big Brothers and Big Sisters is collecting new and used board games for Yavapai County families at its Prescott office at 3208 Lakeside Village Drive, along with Yavapai Boys and Girls Clubs, 335 E. Aubrey St., and Prevent Child Abuse Arizona at 3298 Bob Dr. in Prescott Valley.
“We have collected over 100 games and activities from our generous community, including new games from Target and the WalMart stores,” said Robin Layton, director of development for Big Brothers Big Sisters.

Gato Community Gives
El Gato Azul, the restaurant serving customers at 316 W. Goodwin St. in Prescott since 2004, launched a drive to deliver prepared meals, take-and-bake dishes and grocery boxes to local households in need in late March, delivering 500 meals in the first week and quickly scaling up to 1,000-1,500 per week.
El Gato Azul is accepting cash donations at the restaurant, as well as credit card donations over the phone or onsite. This program is different than traditional YMCA afterschool, preschool programs and will include the following components:
• Staff and participants will be evaluated for symptoms of illness upon entry. Anyone displaying symptoms will not be allowed to attend.
• Children will be in small groups led by staff across the building. No large gatherings inside or outside.
• Handwashing is prioritized; youth and staff are washing hands after every activity, before and after meal time.
• The Y is now providing breakfast, lunch and for every participant. Meals provided by the PUSD food service are pre-packaged which eliminates food handling by staff and increases sanitation.
• The program will run daily 6:30am – 6:00pm; any changes due to the evolving nature of the pandemic will be communicated quickly.
