On Aug. 11, 2025, the North East ISD Board of Trustees voted to call a bond election for Nov. 4, 2025. If approved by voters, the $495,000,000 bond would fund projects to address aging infrastructure, mechanical, electrical, plumbing, and safety and security enhancements, technology upgrades, and other improvements across the District.
The proposed bond package was developed following a comprehensive review of District facilities, enrollment trends, and instructional needs. During the 2023-2024 school year, the District partnered with a consultant to conduct a comprehensive facilities assessment including a replacement timeline. Their findings were presented to the Board of Trustees in August of 2024.
In December of 2024, a Facilities Steering Committee of parents, community members and staff was formed to create a long-range facility plan. The Committee met over a six-month period to study data and prioritize projects. Their recommendation was presented to the Board for consideration in June of 2025.
Bond funds, if approved, would be used for:
Renovating and repairing existing school buildings
• Upgrading instructional technology and classroom equipment
• Enhancing campus safety and security systems
• Improving fine arts, athletics, and extracurricular spaces
• Replacing school buses

HOW DOES THE BOND PROCESS WORK?
1. The Board of Trustees calls for an election.
2. If bonds are approved by voters, bonds are sold to investors.
3. Proceeds are used for approved capital projects.
4. The tax rate is set in two parts: one to cover the operating costs (payroll, supplies, equipment, insurance, utilities, etc.) and the other to pay principal & interest due on the bonds each year.
State law (Texas Education Code § 45.003(b-1) and Election Code § 52.072(e)(1)(B)) require that all school bond propositions on the ballot include the statement “THIS IS A PROPERTY TAX INCREASE.” However, North East ISD anticipates no increase to the current tax rate.

Taxpayers who qualify for the AGE 65 & OLDER EXEMPTION already have their school district taxes frozen. These taxes will not increase as long as you live in the home and do not make significant improvements, such as adding a garage or additional living space. The AGE 65 & OLDER EXEMPTION reduces the taxable value of your home, which may lower your property taxes. In addition to the school district tax ceiling, other taxing entities—such as the City of San Antonio and the Alamo College District—also provide a tax ceiling for qualifying homeowners.
To qualify for the AGE 65 & OLDER EXEMPTION:
• You must be 65 years of age or older.
• You must own and live in the home.
A surviving spouse, aged 55 or older at the time of the spouse’s passing, may continue the exemption if their spouse was claiming it at the time of passing.

North East ISD has more than 70 schools and magnet programs.
We have approximately 54,000 students and nearly 8,100 employees.
Our District encompasses 144 square miles.
We have nearly 500 buildings and 240 portables. That’s more than 12-million square feet of facilities.
We received a rating of Superior on the Schools Financial Integrity Rating System of Texas (FIRST). This is the 22nd year in a row we have earned the state’s highest financial accountability rating. Preliminary results show that we will also receive a Superior rating for the 23rd year in a row.
NEISD’s administrative costs as a percent of instructional costs for 2023-2024 was 5.1 percent. We consistently place in the top six percent of all Texas school districts for low administrative costs.
Since 2012, our District has paid over $150 million of debt early and has refunded (refinanced) over $1.2 billion of debt - saving taxpayers $193 million.
For the 2024 tax year, NEISD had the 6th lowest tax rate out of the 17 Bexar County ISDs and was 6.7 cents lower than the average.
Between tax year 2014 and 2024, NEISD’s tax rate declined $0.4336 cents. We project it to decline another $0.248 cents in tax year 2025.
