LOCAL SHOPPING STRIPS SET FOR MAJOR UPGRADES

Local shopping strips across Casey are set for a much-needed glow-up, with councillors unanimously approving a new five-year improvement plan aimed at making these spaces safer, greener and more inviting.
At its December meeting, Council endorsed the Activity Centre Investment Priority List alongside a fiveyear Activity Centre Improvement Program. The plan will guide upgrades across 17 council-managed activity centres, including neighbourhood shopping strips and village centres the places where people shop, meet and build community.
The first year of the program (2025–26) is backed by $580,000 in confirmed funding. Planned upgrades include: The Arcade Village, Junction Village – $85,000
Somerville Road Village, Hampton Park – $60,000 Pearcedale Village Shopping Centre – $365,000 Doveton Avenue, Eumemmerring –$70,000.
Cranbourne Village and Berwick Village will also feature in year one through advocacy projects, with Council continuing discussions with VicRoads to improve safety and connectivity.
This includes pushing for reduced speed limits along the South Gippsland Highway and High Street to support pedestrian safety, business activity and overall amenity.
Looking ahead, further staged investments are proposed for key centres such as Narre Warren Village and Cranbourne Village, with budgets to be confirmed through future capital works planning.
Year two of the program is estimated at $945,000 and will include upgrades across Lurline Street in Cranbourne, Hampton Park Shopping Centre, Berwick Village, Spring Square in Hallam and Hotham Street in Cranbourne.
Year three is expected to cost around $1 million, covering works in Narre Warren Village, Cranbourne Village and Camms Road.
Progress will be reviewed every two years, with a full audit update scheduled for 2027–28.
City of Casey Manager of City Design and Construction, Michael Barrett, told the meeting that works would range from smaller improvements such as seating and tree canopy enhancements, through to larger projects including landscaping and pedestrian safety upgrades.
Councillor Lynette Pereira highlighted Hampton Park Shopping Centre during the discussion, noting that while the funding allocation may be modest, it is a welcome step.
“It’s not a lot of money, but it’s good to see some investment going into an area that really needs it,” she said, adding that improved amenity can help encourage locals back to their neighbourhood shops.
Mayor Cr Stefan Koomen reinforced the importance of activity centres as community hubs, noting that traders play a vital role in local life.
“These are the places where community is built,” he said.
Cr Koomen also pointed to Doveton Avenue as an example of how relatively small improvements can make a big difference.
“There’s a section of the strip that’s just poorly maintained and an eyesore,” he said. “With a small spend, we can significantly improve the look and feel of the area.”
In short: practical upgrades, smarter spaces, and local centres that people actually want to spend time in. That’s a win.
