NOTICE OF ANNUAL MEETING MAY 18, 2021 WEST BABYLON UNION FREE SCHOOL DISTRICT TOWN OF BABYLON SUFFOLK COUNTY, NEW YORK NOTICE IS HEREBY GIVEN that voting on the school district budget for the year 2021/2022 and election of Members of the Board of Education will take place on Tuesday, May 18, 2021 for the transaction of business as authorized by the Education Law by Ballot on Voting Machines or by Paper Ballot, if voting machines are not available or as otherwise provided by Law or Regulation. All times set forth herein are prevailing time.

Form of proposition will be as follows: PROPOSITION NO. 1 Shall the following Proposition be adopted?

Shall the school District budget proposed by the Board of Education of the West Babylon Union Free School District for the Fiscal year 2021-2022 requiring the appropriation of the necessary funds to meet the estimated expenditures of the District in accordance with Section 1716 of the Education Law and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District be adopted.

NOTICE IS HEREBY GIVEN, that pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law, and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation; list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll: (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and any website maintained by the District.

NOTICE IS FURTHER GIVEN that the proposed budget for the fiscal year 2021/2022 will be prepared and will be available on the website (www.wbschools.org) and may be accessed by any resident of the district on and after April 27, 2021 and will be mailed to each household on or before May 5, 2021.

NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of Member of Board of Education must be filed with the Clerk of the District at her office, at 10 Farmingdale Road, West Babylon, New York 11704, no later than on or before 5:00 P.M. on April 19, 2021. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required and no person shall be entitled to vote at said meeting and election whose name does not already appear on the register of said school district, or who does not register as hereinafter provided, except as may otherwise be provided by the Laws or Regulations of the State of New York.

AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to §2014 of the Education Law, or Article 5 of the Election Law personal registration of voters is required and no person shall be entitled to vote at said meeting and election whose name does not already appear on the register of the West Babylon Union Free School District, or who does not register as hereinafter provided, except as may otherwise be provided by the Laws or Regulations of the State of New York. If a voter is registered pursuant to §2014 of the Education Law in the West Babylon Union Free School District and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots for election of Board Members and approval of the budget may be applied for by eligible residents at the Office of the Clerk of the District (Administration Offices, 10 Farmingdale Road, West Babylon, New York 11704), beginning March 31, 2021 between the hours of 8:00 A.M. and 4:00 P.M., prevailing time, Monday through Friday, except holidays, in accordance with Section 2018-a of the Education Law. The completed application must be received by the District Clerk, at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. No absentee voter’s ballot shall be canvassed unless it shall have been received in the Office of the Clerk of the School District no later than 5:00 P.M., prevailing time, on the day of the election, Tuesday, May 18, 2021. A list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the District in the said Office of the Clerk on each of the five (5) days prior to the day of election, except Saturdays, Sundays and holidays, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time and shall be available at the polling places on the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. Any such written challenge shall be transmitted by the District Clerk or a designee of the Board of Education to the inspectors of election on Election Day during all hours of voting and registration. AND FURTHER NOTICE IS HEREBY GIVEN, that Military voters who are not currently registered may apply to register as a qualified voter of the West Babylon Union Free School District as defined by Section 2018(d)(1)(b) of the Education Law and Part 122.2 (f) of the Regulations of the New York State Commissioner of Education.

Military Absentee Ballots (1) A military voter may designate a preference to receive a military voter registration, military ballot application and/or military ballot by mail, facsimile transmission or electronic mail in their request for a registration application, ballot application or ballot.

(2) Such designation shall remain in effect until revoked or changed by the military voter. Military voters shall inform the West Babylon Board of Education of any change in the designated transmission address or military status.

(3) Military voter registration application forms must be received in the office of the clerk of the school district by facsimile, US Mail or email to bburrows@wbschools.org no later than April 22, 2021 or, if requested in person, by May 17, 2021.

(4) In order for a military voter to be issued a military ballot, the West Babylon district must have received in the office of the school district clerk, a valid ballot application not later than 5:00 p.m. of the day preceding the last day for the transmission of military ballots.

(5) Ballots for military voters shall be mailed or otherwise distributed by the West Babylon Board of Education, in accordance with the military voter’s preferred method of transmission, (facsimile, electronic mail or mail), as soon as practicable, but not later than April 23, 2021.

(6) Irrespective of the preferred method of transmission designed by a military voter, a military voter’s original military ballot application and military ballot must be returned by mail or email to the appropriate District Clerk no later than 5:00 p.m. of the date of the election.

MILITARY VOTER REGISTRATION (a) Personal registration application.

MILITARY BALLOT APPLICATIONS. A. Generally.

(1) A military voter may request and obtain from the West Babylon Union Free School District Board of Education, an application for a military ballot.

(2)(i) Military voters shall submit a separate military ballot application for each election at which they wish to cast a vote, except as provided in subparagraph (ii) of this paragraph.

RETURN OF BALLOT (a) The West Babylon School Board of Education shall canvass all military ballots: (1) Received by it before 5:00 PM on election day, May 18, 2021, showing a cancellation mark of the United States postal service or a foreign country’s postal service or showing a dated endorsement of receipt by another agency of the United States government or are signed and dated by the military voter and one (1) witness thereto, with a date which is ascertained to be not later than May 17, 2021 and must be received in the office of the District Clerk of the West Babylon School District not later than 5:00 p.m. on May 18, 2021.

SCHOOL ELECTION DISTRICTS The boundaries of the school election districts and the place in each election district for registration and voting shall be as follows: Election District No. 1 Election District No. 1 meets in the Board Room of the Administration Wing of the Senior High School, 10 Farmingdale Road, West Babylon, New York, and the said election district comprises all that portion of West Babylon Union Free School District, Town of Babylon, lying south of Sunrise Highway.

BABYLON CENTRAL FIRE ALARM HONORS LONG TIME DISPATCHER - On the afternoon of Saturday, April 3rd, Suffolk County Legislator Kevin McCaffrey joined Babylon Central Fire Alarm and Rescue Alarm Corporation and other local officials to recognize the achievements of long time Dispatcher Ronnie Kestenbaum.

At 3:00pm that afternoon, Ronnie walked out of the Babylon Central office after his regular Saturday tour for the final time, marking the end of his more than 50 years of service to the Town of Babylon, its first responders, and its residents. As one of Babylon Central’s most senior staff members, Ronnie became known as a great teacher and role model for his fellow dispatchers, and is known throughout the Town for his calm demeanor- most notably in disasters such as Hurricane Sandy, several blackouts, and other massive firefighting operations. And as if 50 years behind the console wasn’t enough, Ronnie will continue to serve others with the North Lindenhurst Fire Department, where he volunteers. Congratulations Ronnie on your retirement, and thank you for all you’ve done to keep our citizens and first responders safe and informed! Work To Protect Montauk Point Lighthouse From Slipping Into Ocean Will Soon Begin LI’s Montauk Point Lighthouse Was New York’s FIRST Lighthouse & Is On National Historic Landmark Listing & Adjacent To Prized State Park & Museum First Constructed In 1796, The Site Has Become Dangerous For Visitors To The East End & Could Have Easily Been Lost To The Atlantic Ocean Without Fed Funds Citing mere feet to go before potentially being lost to the Atlantic Ocean, U.S. Senator Charles Schumer

recently announced, after a call with the Army Corps of Engineers, that work to protect the Montauk Point Lighthouse will officially begin in May. Schumer, said starting in May is critical to protecting the historic structure.

The lighthouse, a 1796 project propelled by George Washington, once stood hundreds of feet from the Atlantic coast, but over time, it has inched closer and closer to the water’s edge, where it now stands in peril.

“We have come a long way since 1796,” said

U.S. Senator Charles Schumer. “However, so has the historic Montauk Point Lighthouse, slipping ever closer to the Atlantic’s waters, but with fed funds en route and construction to start, we will restore the shoreline protections needed to keep this beacon of Long Island pride and tourism shining for years to come.”

Hope House Ministries was founded by Fr. Francis Pizzarelli, SMM, LCSW-R, ACSW, DCSW. 41 years ago, Fr. Francis discovered hundreds of youth who were homeless, experiencing mental health issues and living with addictions and it wasn’t long before he realized that neither government nor faith communities were doing enough to meet the crisis of homelessness. He formed Hope House Ministries and it has grown into an amazing organization that has provided for the needs of over 500,000 individuals.

many programs, such as their Community House, Hope Academy, Montfort Therapeutic Residence, Pax Christi Hospitality Center, St. Maximillian Kolbe Outpatient Addictions Treatment Center, Wisdom House and much more.

Work To Protect Montauk Point Lighthouse From Slipping Into Ocean Begins of Environmental Conservation has committed $15.4M to the project and the Montauk Historical Society will continue to maintain the site once the project is finished. According to the Society, more than 100,000 visitors visit the lighthouse each year, even amid the pandemic.

Why does NY State have such restrictive guidelines for animal hospitals?

We enjoy having you there too.

The NY State government has put detailed guidelines in place for all businesses, not just veterinarians. For example, medical facilities are required to screen patients before admitting them into the facility.

It’s much easier to us to talk to you directly about your pet’s health.

However right now we are required to follow guidelines issued by New York State that state “Curbside intake and pickup of animals should be used, wherever practical, to minimize the numbers of clients in waiting areas and exam rooms.”* Although that creates a lot of extra work for our staff, we are committed to complying with the NY State safety guidelines during the COVID-19 crisis, and to protect our client’s health and safety. *Exceptions can be made in situations like euthanasia

By July 2020, restrictions like curbside check-in have helped reduce the number of people diagnosed with COVID-19 in New York State down from over 10,000 a day to below 1,000. At the same time we have seen infections rise dramatically in other states who had fewer restrictions.

Ancient Order of Hibernians in Babylon Install Boy Officers St. Patrick’s Division 2 of Suffolk County, NY installation of officers took place on Sunday, April 18 th at their Hibernian Hall in Babylon. The installation was initially set for this past January but due to COVID-19 precautions the installation was postponed to a safer date.

The installation was attended by St. Patrick’s Division 2 President, Jim Killen and Vice

President, Dennis Harty (who is the Junior Boys coordinator).

Also in attendance was Suffolk County, NY President, Chris Thompson; Suffolk County. NY immediate past President, Jerry Belmont; Suffolk County, NY Recording Secretary, Bill Corrigan; NYS Missions & Charities Chairman, Matt Buckley and St. Patrick’s Division 2 past President, Tom Bennet.
