NOTICE IS HEREBY GIVEN that voting on the school district budget for the year 2024/2025 and election of Members of the Board of Education will take place on Tuesday, May 21, 2024 for the transaction of business as authorized by the Education Law by Ballot on Voting Machines or by Paper Ballot, if voting machines are not available or as otherwise provided by Law or Regulation. All times set forth herein are prevailing time.

Form of propositions will be as follows:

Shall the following Proposition be adopted?

PROPOSITION NO. 1

Shall the school District budget proposed by the Board of Education of the West Babylon Union Free School District for the Fiscal year 2024-2025 requiring the appropriation of the necessary funds to meet the estimated expenditures of the District in accordance with Section 1716 of the Education Law and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District be adopted.

AND to elect three (3) members of the Board of Education for a term of three (3) years, with the three candidates receiving the highest plurality to be elected.

NOTICE IS FURTHER GIVEN that the Annual Budget Hearing of the West Babylon Union Free School District, Town of Babylon, Suffolk County, New York will be held on Tuesday, May 7, 2024 at 6:00 PM, for the transaction of business as authorized by the Education Law including:

1) to present to the voters and discuss the proposed budget and the amount of money which will be required for the 2024-2025 fiscal year.

2) such further business as is authorized by the Education Law and acts amendatory thereto.

Said meeting will be held at the Board Room, Administration Building, 10 Farmingdale Road, West Babylon, NY 11704 at 6:00 P.M. The Annual Budget Hearing will adjourn immediately upon the conclusion of the business before the Board. The meeting

is open to the public. You will also be able to view and listen to the meeting by joining the virtual meeting using the information which will be available on the West Babylon School District Website at www.wbschools.org.

NOTICE IS HEREBY GIVEN, that pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law, and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation; list every type of exemption granted, identified by statutory authority, and show:

(a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll:

(b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and

(c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and any website maintained by the District.

NOTICE IS FURTHER GIVEN that the proposed budget for the fiscal year 2024/2025 will be prepared and will be available at each school building and at the West Babylon School District Office, school district Library and on the website (www.wbschools. org) no later than fourteen (14) days before the vote.

NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of Member of Board of Education must be filed with the Clerk of the District at her office, at 10 Farmingdale Road, West Babylon, New York 11704, no later than on or before 8:30 A.M. to 5:00 P.M. on or before April 22, 2024. Forms of Petition may be obtained from the District Clerk.

Each petition must be directed to the Clerk of the District and shall state the name and residence of the candidate and the length of term of the office and the names of the last incumbents, as set forth above. Each petition shall be directed to the Clerk of the District; must be signed by at least twenty seven (27)

qualified voters of the District (representing the greater of 25 qualified voters or 2% of the number of voters who voted in the 2023 Annual Election) ; must state the name and residence of each signer, and, must state the name and residence of the candidate.

The Petition shall describe at least the length of term of office and contain the name of the last incumbent.

AND FURTHER NOTICE IS HEREBY GIVEN, that any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election and budget vote must be filed with the District Clerk of the Board of Education, 10 Farmingdale Rd, West Babylon, NY 11704 on or before April 22, 2024 at 5:00 p.m., prevailing time, must be typed or printed in the English and Spanish language; must be directed to the Clerk of the School District; must be signed by at least sixty eight (68) qualified voters of the District (representing 5% of the number of voters who voted in the 2023 annual election) ; and must legibly state the name of legal residence of each signer.

The School Board will not entertain any petition to place a proposition before the voters which is not within the powers of the voters to determine, which is unlawful, or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition, or where other valid reason exists for excluding the proposition from the ballot.

AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required and no person shall be entitled to vote at said meeting and election whose name does not already appear on the register of said school district, or who does not register as hereinafter provided.

AND FURTHER NOTICE IS HEREBY GIVEN, if a voter is registered pursuant to §2014 of the Education Law in the West Babylon Union Free School District and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register. The register so prepared includes all persons who have presented themselves personally for registration in accordance herewith, and all persons who shall have been registered previously hereunder for an Annual or Special Meeting or

Election, and who shall have voted at any Annual or Special District Meeting or Election, held or conducted at any time within four (4) years prior to the preparation of the register is also eligible to vote at this election.

AND FURTHER NOTICE IS HEREBY GIVEN, that all other voters may register to vote on any school day not less than five (5) days preceding the Election and Budget Vote, at the District Office, 10 Farmingdale Road, West Babylon, New York 11704, between the hours of 8:30 A.M. and 4:00 P.M. prevailing time, at which time any person will be entitled to have his/ her name placed on such registers, provided that he or she is known or proven to the satisfaction of the Board of Registration to be then or thereafter is entitled to vote at such election for which the register is prepared. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the Clerk of the School District in the Administration Building, 10 Farmingdale Road, West Babylon, New York 11704, and will be open for inspection by any qualified voter of the District beginning on May 16, 2024, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time, on weekdays, and each day prior to the day set for the election, except Sunday and by advance appointment on Saturday, May 18, 2024, which appointment must be made with the District Clerk on or before 4:00 P.M., prevailing time, May 12, 2024, and at the polling place(s) on the day of the vote.

AND FURTHER NOTICE IS HEREBY GIVEN, that the Board of Registration will meet on Tuesday, May 21, 2024, between the hours of 6:00 A.M. and 9:00 P.M., prevailing time, in the Board Room of the Administration Wing of the Senior High School and the Santapogue Elementary School to, prepare the Register of the School District to be used at any election or special district meeting that may be held after the preparation of said Register, at which time any person will be entitled to have his or her name placed on such Register provided that at such meeting of said Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after May 21, 2024.

IS HEREBY GIVEN, that applications for absentee or early mail ballots may be obtainable at the Office of the Clerk of the District (Administration Offices, 10 Farmingdale Road, West Babylon, New York 11704). An application for an absentee or early mail ballot must be received by the District Clerk no earlier than thirty (30) days prior to the election. The completed application must be received by the District Clerk, at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter or their designated agent. No absentee voter’s ballot shall be canvassed unless it shall have been received in the Office of the Clerk of the School District no later than 5:00 P.M., prevailing time, on the day of the election. A list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the District in the said Office of the Clerk on each of the five (5) days prior to the day of election, except Saturdays, Sundays and holidays, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time and shall be available at the polling places on the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. A challenge to an absentee ballot may not be made on the basis that the voter should have applied for an early mail ballot.

AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the district may submit an application for a military ballot. Military voter registration applications and ballot applications can be requested from the District Clerk via mail at 10 Farmingdale Road, West Babylon, New York 11704 or via electronic mail at Jparada@wbschools.org or by fax transmission at 631-3767019 and such applications must be received in the Office of the Clerk no later than 5:00 P.M. on April 25, 2024. In the request for an application for registration or an application for a ballot, the military voter is permitted to designate his/ her preference for receiving the application for registration by mail, facsimile transmission or electronic mail as set forth

above.

Military ballots must be received by the District Clerk (1) before the close of polls, on Tuesday, May 21, 2024 and must show a cancellation mark of the United States postal service or a foreign Country’s postal service, or must show a dated endorsement of receipt by another agency of the United States Government; or (2) not later than 5:00 P.M. on the day of the election and be signed and dated by the military voter and one witness, with a date ascertained to be not later than the day before the election.

West Babylon Opens Waitlist For UPK Program

With the anticipation of additional spots opening for West Babylon School District’s universal prekindergarten program, the district is accepting additional students for 202425 UPK waitlist. To add your name to this list, please use the link found on the district’s website on the main page under announcements

at www.wbschools.org. Waitlist applicants will be selected on a first-come, first-served basis to attend this full-day program.

Mercy Soup Kitchen Seeking Volunteers

Located in the basement of Trinity Lutheran Church at 17 South 20th Street, the Kitchen served its first meal to hungry people in 1980 and currently serves an average of 108 people per day.

During the pandemic, however, Kitchen procedures had to be modified in order to provide hot, nourishing meals safely and continuously to those in need. Indoor sit-down dining was discontinued and only take-out dining was available. But today the Kitchen is posing for a post-Covid reopening – a reorganizational rebirth of sorts – where Kitchen procedures can finally return to again offering guests dignified, indoor sit-down dining.

The Kitchen relies heavily on its generous volunteer support and, as such, numerous on-site and off-site volunteer opportunities are now available. While there are openings for

on-site positions, such as helping to prepare and serve meals and to perform various maintenance functions, there are also openings for diverse off-site positions in areas such as finance, grant development and preparation, legal compliance assurance, marketing duties, social media facilitation and fund raising/ donation coordination.

Only with the efforts of its volunteers can the Kitchen succeed in its mission to provide food security to those in need. Please consider sharing some of your time and talents with the Kitchen to make this happen. We invite you to join our team.
