New Scholarship Program Recently, National Merit Scholarship Corporation (NMSC) and UNCF (United Negro College Fund) announced the establishment of the UNCF Achievement Capstone Program. The new program, which will be administered

by UNCF and underwritten

by NMSC with funds from the National Achievement® Scholarship Program, will honor and grant financial assistance to high-achieving, underrepresented college graduates at Historically Black Colleges and Universities (HBCUs) and Predominantly Black Institutions (PBIs) in the United States. The National Achievement Scholarship Program has recognized and honored academically talented Black American high school students for 51 years. The final group of high school students to be recognized in the program entered college in 2015. UNCF will carry on the National Achievement Scholarship Program’s name and legacy through the newly-designed UNCF Achievement Capstone Program, launching in the spring of 2016.

UNCF Achievement Capstone Scholars will be nominated by their college or university presidents, chancellors, and deans based on outstanding academic performance, character, and demonstrated leadership honoring the legacy of the 1964 Civil Rights Act. Awardees may use the scholarship to pay off outstanding undergraduate educational costs at their current institutions, or to finance additional degrees, professional certifications, and continuing education programs.

“UNCF is honored to carry on the name and legacy of a prestigious program which began at a time in our nation where earning a college degree was a social and financial challenge for many African Americans,” said Dr. Michael L. Lomax, UNCF President and CEO. “We are humbled to take on the mantle of the UNCF Achievement Capstone Program, which not only allows UNCF to help students make it to and through college, but now also helps them after they have earned a college degree.”

The National Achievement Scholarship Program is a privately-financed academic competition established in 1964 specifically to provide recognition and

college scholarships for Black American high school students. The program has been conducted by NMSC, a privately-financed, notfor-profit organization that operates without government assistance, and also conducts the National Merit® Scholarship Program. The two programs have been conducted simultaneously, but administered and funded separately.

NMSC is proud to partner with UNCF, the nation’s largest and most effective minority education organization, to establish the UNCF Achievement Capstone Program. For more than 70 years, UNCF has worked to get students to and through college, and awards more than $100 million in scholarships annually. This program will further expand UNCF’s reach to African-American students across the country who will benefit from the honor, recognition, and financial assistance accompanying these awards.

In the half century since the National Achievement Scholarship Program was created, more than four million Black Americans have entered the program, and approximately 228,000 have received program recognition.

Of those honored, more than 34,000 of the most outstanding participants were chosen

to receive Achievement Scholarship® awards worth about $108 million.

Currently, about 3,200 of these young men and women are undergraduates at 300 colleges and universities across the nation.

Since the National Achievement Scholarship Program’s funds will be redirected to provide awards for college graduates, Black American high school students will no longer have the opportunity to enter the National Achievement Scholarship Program.

However, they can still compete for awards when they enter the National Merit Scholarship Program, and they may be eligible to receive awards from UNCF under this new program once they graduate from college.

“The history and accomplishments of the National Achievement Scholarship Program are great, and NMSC is proud of the program’s 51 successful years,” said Mr. Timothy E. McGuire, NMSC President and CEO. “Through its partnership with UNCF, NMSC looks forward to the new direction of the National Achievement Scholarship Program and its funding of awards for high-achieving, underrepresented college graduates in the newlycreated UNCF Achievement Capstone Program.”

The Federal Emergency Management Agency has extended the deadline for flood insurance policyholders to submit their Hurricane Sandy Claims for review. The last day to submit claims is now October 15th, 2015.

The U.S. Department of Housing and Urban Development announced today that any additional flood insurance proceeds up to $20,000 will not be treated as duplicative.

Federal agencies cannot provide disaster assistance for losses covered by insurance.

HUD’s announcement stated that “this will eliminate the need for HUD grantees to reclaim assistance from these households or to repay those funds through non-federal sources. To date, three out of four National Flood Insurance Program (NFIP) claimants

Joining the District

The district welcomes Lauren DuBeau as its new Assistant Principal of Hicksville High School, starting in the 2015-2016 school year.

Ms. DuBeau comes to Hicksville from the Spackenkill School District, where she was an Assistant Principal for the past two years. She served on and chaired numerous teams and committees at

Spackenkill, most notably the districtwide School Attendance Committee, for which she developed attendance protocol and early interventions for at-risk students. She also received a $10,000 STLE-D grant for developing a Signature Practice Proposal as related to a schoolwide mentoring program. Prior to her administrative role in Spackenkill, she taught Earth Science in the Baldwin School District for a total of eleven years. “[Ms. DuBeau] is a wonderful addition to the administrative team at HHS,” Hicksville High School Principal Raymond Williams said.

“She is compassionate, caring, hardworking and committed to academic excellence.”

Behavior-Lee Sound Students at Lee Avenue Elementary School in the Hicksville Public School District are being taught the values of good behavior as a result of several character development programs.

The Bucket Fillers, Lee-O’s Laws and Safety Patrol programs are all encouraging students to be compassionate, respectful and wellmannered members of the school community. As part of Bucket Fillers, which was implemented last year, students are asked to inform their teachers whenever their peers and classmates exhibit an act of kindness; descriptions of each good deed are written

down on a slip and added to buckets, which are in every classroom. The students who exhibit the most instances of good behavior are rewarded with prizes throughout the year.

Lee-O’s Laws, a new program this year, was designed after students were asked about the school rules they believed best exemplified good behavior.

The five rules - to treat each other with respect, be kind to one another, keep hands and feet to yourself, be honest and no running - are displayed through the school and serve as reminders for students.

Each classroom teacher selects one student per month who they feel best

abides by Lee-O’s Laws.

The Safety Patrol program combines the elements of mentorship and safety for all students. Each afternoon, a committee of fifth-graders serves as the Safety Patrol and escorts younger students from their classrooms to the bus lines and finally onto the buses by holding their hands. The program builds camaraderie among students in different grade levels and also teaches the values of responsibility and lending a helping hand.

The character development programs in place at Lee Avenue serve as a bridge for students to become model citizens of society.

Rotational Arts Program Oyster Bay Town Councilman Joseph D. Muscarella is pleased to announce that the Town of Oyster Bay, Department of Community and Youth Services, Cultural and Performing Arts Division, is seeking submissions for its 42nd Annual Rotational Art Exhibit Program.

This program allows local artists to display their work in libraries, banks, government offices and local businesses on a monthly “rotational” basis.

This is the perfect chance for residents to bring their artistic talents to use in the community.

Residents are invited to take part in the Town of Oyster Bay’s Fall Adult CoEd Badminton and Adult Co-Ed Volleyball Programs, Town Councilman Anthony D. Macagnone announced.

The programs are open to players who are 18 and older and will be held at the Town of Oyster Bay Hicksville Athletic Center.

The badminton program begins Sunday, October 4th and will be conducted on Thursdays from 8:30 p.m. to 10:30 p.m., Fridays from 9 p.m. to 10:30 p.m., and Sundays from 8:30 p.m. to 10:30 p.m.

The volleyball program begins Tuesday, October 6th and will be held on Mondays and Tuesdays from 9:00 p.m. to 10:30

p.m., and Saturdays from 8:30 p.m. to 10:30 p.m.

The programs, which are 12 weeks in duration, are $75 for residents and $100 for non-residents. Proof of residency is required for the discount.

In addition to being fun, badminton and volleyball provide excellent forms of aerobic exercise that improve your health and even add extra years to your life. This fall marks a great opportunity for residents to take advantage of these terrific programs.

Registration for both programs will take place at the Town of Oyster Bay Hicksville Athletic Center, 167 Broadway in Hicksville, on Tuesday, September 15th from 7 p.m. to 9 p.m.,

Semifinalists Named awarded to approximately 16,000 high school students nationwide by the National Merit Scholarship Corporation for the 2016 program. The semifinalists have qualified to compete for approximately 7,400 available National Merit scholarships worth more than $32 million. Finalists will be announced in February 2016, with the winners to be named in the spring.

Hicksville Honors On the 14th anniversary of the tragic events of September 11th, Hicksville High School paid tribute to the nation’s fallen heroes by placing a wreath alongside the school’s outdoor 9/11 memorial.

With the American flag raised to half-mast, Superintendent of Schools Dr. Carl Bonuso,

Principal Raymond Williams and senior class president Lizabeth-Anne Niemczyk carried out the annual tradition while student Jeremy Lopez played “Taps.” Williams expressed the importance of reflecting on the heroic efforts of countless individuals who lost their lives trying to save others,

and understanding the true definition of courage and sacrifice. He urged the school community to never forget about that day and its effects.

The wreath ceremony served to honor the brave men and women who emerged as extraordinary human beings 14 years ago.
