From October 5 to 8, the Town of Babylon will proudly host the traveling exhibit The Wall That Heals at Tanner Park. The traveling exhibit is a ¾ replica of the Vietnam Veterans Memorial in Washington D.C. that pays tribute to over three million Americans who served in the U.S. Army in the Vietnam War and bears the names of the 58,281 men and women who made the ultimate sacrifice in Vietnam.

Three Village of Lindenhurst employees were recognized by the New York Conference of Mayor’s (NYCOM) with a Certificate of Public Service. This certificate is given to employees who have served a single community for twenty-five years or more.

The Wall That Heals To Visit The Town Of Babylon Exhibit Spreads The Healing Legacy Of The Vietnam Veterans Memorial
From October 5 to 8, the Town of Babylon will proudly host the traveling exhibit The Wall That Heals at Tanner Park. The traveling exhibit is a ¾ replica of the Vietnam Veterans Memorial in Washington D.C. that pays tribute to over three million Americans who served in the U.S. Army in the Vietnam War and bears the names of the 58,281 men and women who made the ultimate sacrifice in Vietnam. A smaller replica of the Vietnam Veterans Memorial wall similar to this exhibit drew thousands to Town Hall back in 1995. The Town of Babylon is fundraising in coordination with the event and already surpassed its $20,000 goal, now exceeding $40,000.
“We are honored to have the opportunity to continue supporting our veterans and provide access to this powerful piece of history to all of our residents,” said
Town of Babylon Supervisor Rich Schaffer. “We hope that this monument not only provides solace and strength but learning and growth as well.”
The Wall That Heals has already aided thousands of veterans in their healing process, empowering them to encounter The Wall in the familiarity of their own communities. It also serves as an important source of peace for family and friends of veterans, as well as an educational tool. The exhibit will be escorted from Nassau Veterans Memorial Coliseum to Tanner Park on October 3 and assembled on October 4. The Wall That Heals will then be open from the morning of October 5 to 1:45 p.m. on October 8, when it will be deconstructed. Two ceremonies will take place at the site as well: the Welcome Home Ceremony on October 5 at 4:00 p.m. and Purple Heart Ceremony, in which
a purple heart will be buried and a candlelight vigil held, on October 6 at 6:00 p.m.

With A Decline In Volunteerism, Special-Needs Volunteers Are At A Premium
With fewer volunteers coming through the door, one population is stepping in to take up the slack – specialneeds individuals. As part
of their day, many specialneeds individuals perform a range of tasks for not-forprofits that help to keep the doors open and the milk of
human kindness flowing.
According to the U.S. Census Bureau and AmeriCorps survey, volunteer participation was
at 23.2 percent, a drop of 7 percent between 2019 and 2021 – the largest decrease the survey has seen since its 2002 inception.
Special-needs individuals step in to do the most basic tasks to more intricate things such as data entry, interacting with donors and computer and office tasks.
“Our clients make the decision about which organizations they’d like to volunteer with,” says Christina Abbinanti of Life’s WORC in Garden City. She said that clients participate as part of the Program Without Walls that allows special-needs individuals to integrate into the community. The clients volunteer at a range of organizations throughout the week. “They also learn valuable job and interpersonal skills.”
At Hair We Share on Long Island, special-needs volunteers keep the doors
open and allow the allvolunteer organization to continue to provide free, hand-laced wigs to medical patients. The wigs, which average $4,000 each, are custom fitted to patients.
“Volunteers are our life blood,” says co-founder Dean Riskin. “We have no paid staff. We have seventyfive-thousand ponytails we are sitting on that need to be sorted, weighed and bagged and we couldn’t do it without them.”

Park Rangers Save Lives
We extend our deepest gratitude to Town park rangers Christian Castro, Mark Testa and Donna Schnirring for their unwavering commitment to public safety and well-being.
In May, while on routine patrol, Testa and Schnirring helped save the life of a 32-year-old man who they found unconscious in the back of a vehicle at a North Lindenhurst park. The North Lindenhurst Fire Department responded to the scene and shattered
the windows of the vehicle to gain access to the man.
Testa administered Narcan, used to reverse an opioid overdose, to the man, who was taken to the hospital and has since made a full recovery.
Earlier this month, Ranger Castro responded to a North Lindenhurst park after a call reporting a man sleeping on a bench. Castro found the man slumped over the bench and unresponsive to questions. Castro called for emergency response
units and administered Narcan to the man. The man then appeared alert and was taken to the hospital. All Town of Babylon park rangers and bay constables are trained and equipped with Narcan for drug overdoses.
We also want to thank the North Lindenhurst Fire Department and the Suffolk County Police Department for their efforts in saving these two lives.
Dementia Conversations Event Takes Place Oct. 3
In partnership with The Bristal Assisted Living, the Long Island Chapter of the Alzheimer’s Association will be holding an in-person event called “Dementia Conversations” on Tuesday, October 3 from 6:30-7:30 p.m at The Bristal in West Babylon. Often, conversations with family about changing behaviors can be challenging and uncomfortable. This program provides tips for families to address some of the most common issues
that are difficult to discuss. Common issues that we will be discussing include going to a doctor for a diagnosis, deciding when to stop driving and making legal and financial plans for future care
“When someone is showing signs of dementia, it is important for a family to address the changes that are happening to your loved one,” said Alaina Nathan, Program Manager for the Alzheimer’s Association Long Island Chapter. “We are here to provide the
Long Island community the resources that you need to learn more about Alzheimer’s disease and other dementia.”

Medicare is a federally run health insurance program for people who are 65 years of age or have collected Social Security Disability for 24 months. It is also available for individuals with permanent kidney failure or Lou Gehrig’s Disease.
If you are not yet collecting Social Security, you have to apply for Medicare during the three month period before your 65th birthday. You may apply for Medicare by calling the Social Security Administration at 1-800-7721213 or on-line at: https:// www.ssa.gov/medicare/. If you are already collecting Social Security, you will receive your Medicare card automatically in the mail. Medicare beneficiaries have the opportunity to change their current health plan during the yearly Open Enrollment period (October 15 to December 7). Navigating Medicare and choosing a plan that best meets your needs can be tricky. Our health care needs change over time, so you should carefully consider your foreseeable health care needs each year. A plan that worked for us previously may not be the best choice going forward.
As we head into the Medicare Open Enrollment season, it is important for people to read mail from their current health plans to see if there are any changes that might impact them for 2024. You should have this notice by

Medicare beneficiaries should review their coverage during the Open Enrollment period to determine if their current coverage is still the right one for them.
Medicare beneficiaries who are in a Medicare Advantage Plan (HMO or PPO) and don’t change their plan by December 7th will have an additional opportunity to switch Medicare Advantage plans between January 1 and March 31.

LOCAL LAW #5-2023 to Extend Local Law #4-2022Moratorium on Foot Spas and Massage Parlors
Section 1. Purpose.
The purpose of this local law is to extend the expiration date of Local Law 4 of 2022 from September 30, 2023 to September 30, 2024. The purpose of Local Law 4 of 2022 and this Local Law is to promote and protect the public health, safety, and welfare of the Village of Lindenhurst, by enacting a local law which establishes a moratorium on Massage Parlors and Foot Spas in the Business District for a period of one year.
The Village of Lindenhurst has put forth a significant effort to support and revitalize the Business District. As part of these efforts the Village has completed numerous infrastructure improvements to attract business and enhance the appearance of the downtown, including the addition of brick pavers, road reconstruction, drainage, parking, decorative street lighting, planters, and recreational and cultural opportunities. Numerous new projects have enhanced the appearance and character of the Business District Village wide. The Board of Trustees has also enacted certain zoning amendments to create a more desirable and attractive Business District including the addition of multiple family residences. The Board of Trustees finds that careful consideration is also required to ensure the compatibility of Business District with the surrounding residential community. The competitive local business environment is spawning more and more businesses, in particular, a proliferation of business whose primary business purpose is massage. The Board is concerned that given the Business District’s close proximity to residential areas that certain businesses of this nature are of such a character that they will detrimentally
impact the quality of life of the surrounding businesses and residences. The Board finds that such uses are often the source of criminal activity, such as unlicensed practice and prostitution resulting in quality of life complaints. These complaints negatively impact a community. As such, particular consideration must be given as to the regulation of massage related business operations.
The Board of Trustees has enacted the moratorium so that it might have sufficient opportunity to evaluate the permitted uses in the Business District and determine whether the use of Massage Parlors and Foot Spas should be statutorily amended, altered, modified, expanded, or repealed as part and parcel of a plan to continue to revitalize the area without negatively impacting the community.
The moratorium is set to expire on September 30, 2023 and must be extended to allow the afforested review to continue. An extension to the moratorium would also permit the Board of Trustees to consider whether buffer zones or distance restrictions are appropriate to avoid proliferation of this use and encourage diversity in the Business District. This moratorium will provide an opportunity for the Village Board of Trustees to evaluate the Code changes needed without the possibility of new businesses opening that might conflict with the plan being developed. The Village Board has, therefore, determined that a moratorium be established prohibiting any new uses which business purpose is massage in the Business District. This moratorium shall be geographically limited in application to all properties within the Business District zoning classification. In establishing this moratorium, the Board has also considered:
1. The need for conserving the value of buildings and land and the need to encourage the most appropriate use of land.
2. The need to attract retail business of such a diverse character as to encourage, foster and promote the revitalization of the Business District while at the same time mitigating any detrimental impact on surrounding residential properties.
3. The need to ensure adequate parking and lessen congestion while balancing the need for business growth.
4. To provide adequate light and air.
5. To ensure physical compatibility with surrounding
uses.
6. The need to reduce noise, litter, traffic, and lighting which detrimentally impacts residential areas adjoining Business District property.
7. To encourage historic preservation.
Section 2. Prohibitions.
Any massage related use in the Business District which is open for customers, or clientele excluding those previously approved within the Business District.
Section 3. Exemptions.
This local law shall not apply to those businesses whose ancillary purpose includes massage, such as a gym or salon or those approved prior to the effective date of this local law to the extent such uses are not in compliance herewith and otherwise legally permitted.
Section 4. Imposition of Moratorium.
a. For a period of one year from and after the effective date of this law, no application for the construction, erection, maintenance, or change of use to a use which is prohibited herein may be filed, accepted, or processed. For the purpose of this law, an application shall be deemed to mean any request for official action by the Board of Trustees, or other boards, departments, or agencies of the Village of Lindenhurst. No use which is prohibited herein and not otherwise exempt from the application of this local law may be maintained. Renewals of prior approvals shall remain unaffected.
b. The Board of Trustees of the Incorporated Village of Lindenhurst shall have the power to vary or modify the application of the provisions hereof after public hearing by resolution of the Village Board, in its absolute and sole discretion, provided that such variance, or modification is consistent with the Village zoning plan, and with the health, safety, morals and general welfare of the Village.
Section 4. Validity.
If any section, sentence, clause, or phrase of this law is held to be invalid or unconstitutional by any court of competent jurisdiction, then said holding shall in no way affect the validity of the remaining portions of this law.
Section 5. Effective Date.
This Local Law shall become
effective upon filing in the office of the Secretary of State and expire on September 30, 2024.

8th Annual Heroes Against Heroin 5K Walk To Support Overdose Prevention & Education And Addiction Treatment Services On Long Island
The John Brower, Jr. Foundation, in partnership with Outreach, hosted the 8th Annual Heroes Against Heroin 5K Walk on Saturday, September 9. The Walk was established by the Brower family (parents John, Sr. and Jody, and their children Kristen and Robert) in 2014 after they tragically lost their son John, Jr. to an opioid overdose
in 2014. The aim of the event is to raise awareness about the opioid epidemic and the support needed to fight the problem that continues to devastate families and communities throughout Long Island. All funds raised support Outreach’s life-saving treatment programs and services for individuals and families.
The Walk along the
historic Jones Beach Boardwalk serves as an ongoing tribute to the memory of John Brower, Jr. and others who have been lost to the ongoing opioid crisis. Lung Association Launches First LUNG FORCE Walk
Lung cancer is the leading cause of cancer deaths on Long Island –and throughout the U.S. In an effort to end lung cancer, the American Lung Association is launching its first ever LUNG FORCE Walk Long Island at Eisenhower Park on October 7, 2023.
LUNG FORCE initiative unites those impacted by lung cancer and their caregivers to stand together against lung cancer. LUNG FORCE Walks happen all around the county as celebratory
and welcoming events that provides critical funds for lifesaving lung cancer research, early detection initiatives and awareness.
The New York City Walk, which took place in May, saw more than 1,000 people participate, raising over $275,000.

“The Long Island community has been deeply impacted by Lung Cancer, and many Long Island residents have
joined us for events in Manhattan and the Hudson Valley. This year, we are proud to bring our LUNG FORCE walk right here to Eisenhower Park where more families impacted by lung disease are able to participate,” said Erica Masin, Executive Director at the Lung Association. “Today, more Americans than ever are surviving lung cancer. The survival rate has increased by nearly 40% in the past decade—but there is still so much work to be done. On October 7 Long
Island residents will come together to lighten the burden for people living with lung disease, honor the memory of those we’ve lost, and lift up those who need our support.”
Nicole Sturiano, a resident of Ridge, New York and captain of Team Jeanine has helped raise over $50,000 and has participated in the New York City LUNG FORCE Walk since its inception in 2015. She said, “My sister, Jeanine, was diagnosed with stage 4 lung cancer at only 42 years old. After
just two years of fighting the toughest battle of her life, Jeanine passed away on December 1, 2015. Our team has been walking to carry on the legacy of my sister, to advance the effort to find a cure, and to bring awareness to lung cancer. I hope one day to see a world free of lung cancer so that no one has to suffer the way my sister did, and no one has to lose their loved one to lung cancer.”
The LUNG FORCE Walk is great for friends, family and company teams to come together to support
people with lung disease and lung cancer, have fun and get some great exercise. Joining the LUNG FORCE Walk supports the work of the American Lung Association to defeat lung cancer, improve the air we breathe, reduce the burden of lung disease on individuals and their families, and eliminate tobacco use and tobaccorelated diseases.
