MESSAGE The COVID-19 virus transmission hit the provinces, cities and municipalities hard across the region. We responded quickly and decisively to slow the spread of the virus and emerged stronger, more resilient and connected than ever. These hard-won lessons are reflected in this document.

While the COVID-19 crisis reminds us of our fragility and inadequacy, we foster solidarity by building resiliency in addressing the common problem. We see that the ecological order is connected to human, economic and social conditions; that eradicating the pandemic in one community will never be achieved unless it is done in all communities and homes; and that the success and safety of frontline responders are linked to our willingness to stay home. It is at this moment, when we need to stay at safe distances, that we are finally brought together as one family standing together to build a safe, better future and a sustained regional economy.

The coming days and months will continue to bring us great trials and tribulations, but will also provide moments of hope and redemption. We may see each day the pain of lost loved ones, ill-health, unemployment and economic uncertainty. However, we also see great moments of hope, grace and redemption in the dedicated and selfless work of health care workers, charities, responders, law enforcers and other essential workers to make our communities safer, all at a great personal sacrifice.

We offer them our salute and highest commendation.

This document entitled: SOCCSKSARGEN Rehabilitation and Recovery Plan (RRP) which consolidates all the economic reentry plans of national agencies, provinces and cities, served as the roadmap for Region XII amid the impact of each incremental measure that is lifted — and to avoid the danger of infections from picking up pace, by focusing and redirecting all actions and resources into social and economic priorities over the next two years.

As your Chairperson on Regional Task Force COVID-19 and RPOC, I enjoin all sectors, agencies, local government units, and stakeholders to continue your unrelenting support by working in unison as we cooperatively overcome each challenge brought by the coronavirus, save lives and gradually put our regional economy back on a path of growth and development. The SOCCSKSARGEN Rehabilitation and Recovery Plan serves as our guide and reference.

Let us be the source of strength and support for those in need, as we heal as one.

MESSAGE We welcomed 2020 with much positive outlook, and energized spirits. However, all of a sudden, things didn't go as smoothly as we expected. Worst, we never really imagined that we would encounter such a complex calamity in our lifetime. Situations we often see only in movies suddenly become our life experiences. The 2019 novel Corona virus that causes the dreaded disease, COVID-19, has been sweeping the world in unprecedented ways. It hampered global economies on full scale, shut down aviation and other service-oriented industries, claimed the lives of millions, imposed different kinds and levels of poverty even to those who are wealthy and in power, challenged our patience and survivability, and, most of all, tested our faith in humanity.

One reason why we all experienced these pitfalls, anxieties and uncertainties is that we are not prepared. If there are things that COVID19 has positively brought, it taught us moral lessons in life. It made us realize how vulnerable we were, and at the same time, how resilient we are. Even if this crisis has placed the carts before the horses, what is important is that we can still see the silver lining beyond this cloud.

As part of our government’s response, we have to ensure that our trees in the region get enough water and continue to bear fruits. It is about time that our economy bounce back to its stratospheric state as we prepare for the “new normal” in our region. The SOCCSKSARGEN Region Rehabilitation and Recovery Plan (RRP) 2020-2022 will guide us in navigating the rampaging waves of transition: from a locked down state to a healing and recovering phase toward attaining the “matatag, maginhawa, at panatag na buhay para sa lahat” by 2040.

On behalf of the Regional Development Council (RDC) XII, I would like to extend my heartfelt gratitude and warm congratulations to the Economy Response Cluster of the Region XII Task Force on COVID19, Regional Disaster Risk Reduction and Management Council (RDRRMC) XII, and the Regional Peace and Order Council (RPOC) XII for making this plan that represents the total picture of all local governments’ economy restart plans in the region. Likewise, I would also acknowledge and commend the efforts of our various development partners, the stakeholders, and the Secretariat for all their contributions throughout the process of completing this “regional blueprint of economic recovery and sustainability.”

MESSAGE After the October 2019 series of earthquakes that struck the Province of Cotabato, the resiliency of the people in the SOCCSKSARGEN region is again tested by the pandemic Coronavirus Disease (COVID-19). It is good to note that during these difficult times, government agencies, local government units, private organizations and stakeholders collaborated closely to have a unified approach to contain the spread of the virus in Region XII. We are faced with the new way of life wherein physical distancing and health and hygiene protocols are observed in all public places. This disaster poses not only a health crisis, but also affects the social, economic, and political aspects in the region and the country. It shows that we are vulnerable as our healthcare facilities struggle to keep up thus the need to take urgent and aggressive actions to prevent rapid transmission of the virus.

The Office of Civil Defense (OCD) as the secretariat and the implementing arm of the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII extends its sincerest congratulations to the National Economic and Development Authority (NEDA) XII, as the head of Economy Response Cluster of the RTF XII on CoVID-19, for facilitating the completion of this document. We likewise convey our profound gratitude to the LGUs, government agencies and stakeholders who extended all forms of assistance, as well as exhibited untiring support and cooperation for the completion of this Rehabilitation and Recovery Plan (RRP).

This plan outlines the programs and policies for the economy restart, recovery phase, rehabilitation and resiliency of the LGUs of SOCCSKSARGEN Region. This will serve as our guide in the appropriate actions to be undertaken in rebuilding the economy and other ecosystems that are more resilient in the face of pandemics and other disasters in the future.

Although COVID-19 crisis brought extraordinary challenges in the region and the country, may the lessons learned during this crisis strengthen and scale up our Disaster Risk Reduction and Management efforts towards reducing vulnerabilities and building resilience in our communities.

With this, let us act together as this requires massive and collective effort and let us work to achieve our vision of a safer, adaptive and disaster-resilient Filipino communities towards sustainable development.

MESSAGE The true test of leadership is how well you function in a crisis.

-Brian Tracy The reality and danger brought by COVID-19 pandemic has become a crucible that forged the resolve of the members of the Inter-Agency Task Force (IATF)-Management of Emerging Infectious Diseases (IATF-EID) to pass Resolution No. 16 on March 27, 2020, creating the Inter-Agency Task Force Technical Working Group for Anticipatory and Forward Planning (IATF-TWG-AFP) with National Economic and Development Authority (NEDA) as the designated Chair.

NEDA XII, also the Chair of the Economic Response Cluster (ERC) of the RTF XII-COVID 19, spearheaded the formulation of the Region’s Rehabilitation and Recovery Plan (RRP) to rebuild business and consumer confidence and steer the Region away from an economic recession, among others. RRP aims to identify policies to help citizens embrace “the New Normal”.

For its initial steps, the RTF XII-ERC, in partnership with the Local Government Units of the Region, came up with the Regional Economy Restart Plan (RERP) to cover May 15-December 2020. It lays out the foundations for reviving the Region’s economy, combined with the government’s earnest efforts to slow down COVID -19 spread. The said restart plan also has the necessary programs, projects and activities (PPAs) specifically aligned to deal with the epidemic.

Indeed, COVID-19 has wreaked havoc on all development fronts, with the economic sector taking a severe beating, followed by the health sector. It necessitated the IATF-TWG-AFP to solicit inputs from the provincial/city local government units (P/CLGUs) to ensure that SOCCSKSARGEN will collectively overcome the current economic challenges soonest.

While the SOCCSKSARGEN Regional Development Plan (RDP) 2017-2022 Midterm Update is already in place, there is still a need for adjustments, implementation of the necessary interventions and refocusing on more responsive strategies in a future that remains under threat from COVID-19.

The Department of the Interior and Local Government (DILG) XII, as the Joint Chair of the Regional Task Force (RTF) XII and Head Secretariat of the Regional Peace and Order Council (RPOC) XII commends all the Provincial and City LGUs and all stakeholders who have contributed greatly to this undertaking. Jointly, the RPOC XII and the DILG XII, commit to deliver results as outlined in the strategies of this Plan.

Resilient, steadfast and true to our battle cry “We Recover as One”, we anticipate with confidence, the Region’s immediate economic recovery as we deal with COVID-19.

FOREWORD The COVID-19 pandemic thrusted the people of different nations into facing a common threat which has drastically altered management approaches, mitigation measures and responses to contain the spread of the disease. We witnessed just how the entire world, leaders and citizens alike, encountered varying levels of difficulties in handling this crisis and battling the virus at their respective home fronts. Our traditional way of life is now swiftly transformed to living under the new normal condition.

However, on top of these complex adversities, we are likewise witnesses of how the human spirit has risen to solidarity, service, sacrifice and search for innovation amidst the new normal.

This Rehabilitation and Recovery Plan (RRP) was formulated based on the mandate given to the National Economic and Development Authority (NEDA) under existing laws, as well as from the National InterAgency Task Force on Emerging and Infectious Disease (IATF-EID) Resolution No. 16 series on 2020, on anticipatory and forward planning.

The Region XII Task Force on COVID-19-Economy Response Cluster passed Resolution No. 10 series of 2020 which approved and adopted the Guidelines for the Preparation of the RRP. The RRP has two (2) volumes, as follows: Volume 1: Regional Economy Restart Plan (RERP), May 15-December 2020; and Volume 2: Rehabilitation and Resiliency Plan, 2021-2022. The RRP is an integration of regional and local challenges, goal, outcomes, strategies, legislative agenda, programs/projects/activities, implementation and monitoring structures and a communications plan that is intended for the people, sectors and public institutions/private entities in SOCCSKSARGEN to facilitate transition and adapt to the new normal.

On behalf of the officials and staff of NEDA Regional Office XII, we are truly grateful for the cooperation, support and substantive contributions of the members of the Region XII Task Force on COVID-19 which is composed of the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII and Regional Peace and Order Council (RPOC) XII, as well as the Regional Development Council (RDC) XII. Part I: The Planning Structure and Process The Planning Committees and Legal Bases The preparation of the SOCCSKSARGEN Regional Economy Re-start Plan (RERP) is a joint undertaking of the Region XII Task Force on CoVID-19 (RTF-CoVID 19), the Regional Disaster Risk Reduction Management Council (RDRRMC) XIIRehabilitation and Recovery Committee (RRC) and the Regional Development Council (RDC) XII together with its Sectoral Committees, namely: Macro-Economy, Development Administration, and Finance Committee (MEDAFC), Economic Development Committee (EDC), Regional Social Development Committee (RSDC), and the Infrastructure and Utilities Development Committee (InfraCom). The RTF XII-CoVID 19 was created through the Regional Peace and Order Council (RPOC) XII and RDRRMC XII Resolution No. 05 series of 2020 which was passed on March 18, 2020 during the joint meeting of both Councils. The collaborative approach was adopted to ensure the utilization of existing planning mechanisms, complementation or harmonization of functions and prevent the waste of time, resources and efforts of the participating entities from government and the private sector.

Republic Act (RA) 10121 or the Philippine Disaster Risk Reduction Management (PDRRM) Act of 2010, provides that the Response Clusters of the DRRMCs for COVID-19 at the national, regional, and local levels implement preventive, preparatory, responsive, and early recovery measures in anticipation of the worstcase scenario insofar as the COVID-19 health event is concerned. Consequently, as the arm for post-disaster planning, the Rehabilitation and Recovery Cluster/SubCommittee of the National, Regional and Local DRRMCs were likewise directed to formulate their respective RRPs. Executive Order (EO) 325 series of 1996 designated the RDC to spearhead and coordinate development planning activities in the region. The RDC XII Sectoral Committees, namely: Macro-Economy, Development Administration and Finance Committee (MEDAFC), Economic Development Committee (EDC), Regional Social Development Committee (RSDC), and the Infrastructure and Utilities Development Committee (InfraCom) were convened to act as lead planning committees to discuss the challenges encountered, gaps/issues/ concerns identified, targeted outcomes and strategies in the RERP. The RDC XII SecComs are composed of multi-sector, as well as multi-area membership which ensure inclusivity and multistakeholder participation in planning for Region XII under the new normal.

The Planning Process The preparation of the RERP has gone through levels of technical assessment, analysis, processing, review and enhancement inorder to capture the Volume 1: Regional Economy Restart Plan, May-December 2020

perspectives of different stakeholder groups in the public and private sectors and contributions from the regional and local levels. The planning exercise commenced with the adoption of the guidelines in preparing the plan document.

The approval of the planning guidelines and the time which involved data gathering until the plan adoption was realized through Resolutions 10 and 11 series of 2020 of the Economy Response Cluster of the RTF XII-COVID 19. The guidelines served as the principal basis in preparing this plan which contained the strategies and interventions that will allow the people of SOCCSKSARGEN Region to adjust and adapt to the new normal situation.

The National Economic and Development Authority (NEDA) Regional Office XII, being the technical secretariat of RDC XII and its SecComs, utilized planning tools such as, PESTILE: P-Political / E-Economic / S-Social / T-Technological / IInfrastructure / L-Legal / E-Environment and the SOAR: S-Strengths / OOpportunities / A-Aspirations / R-Results matrices, New Normal validation matrix, online survey instruments, virtual focused group discussions (FGDs) that facilitated the generation of necessary data and information. The inputs were sourced from the regional line agencies, LGUs, the academe, the private sector representatives and business organizations of SOCCSKSARGEN. Also, the vertical integration of the local dimension into the RERP was made possible through the Local Economy Restart Plan of the Provinces of Cotabato, Sarangani, South Cotabato, Sultan Kudarat and the Cities of Cotabato, General Santos, Kidapawan, Koronadal, and Tacurong. The process allowed the LGU inputs to be integrated into the SOX-RRP and was done using a two (2)-pronged approach: a) through the LGUs’ membership in the RDC XII Sectoral Committees’ virtual planning workshops; and b) NEDA XII technical assistance to LGUs for the formulation of the Provincial/City Economy Restart Plans (P/C-ERPs). Figure 1 illustrates the complementation of functions among existing mechanisms that was adopted in preparing the plan.

The plan legitimization started through the endorsement of each of the sectoral components assigned to the MEDAFC, EDC, RSDC and InfraCom. Thereafter, the SOXRERP was presented during the joint meeting of RIATF-EID, RTF XII-COVID 19 and RDC XII Executive Committee (ExCom) and was adopted through RDRRMC-RDC-RIATF-RTF Resolution No. 6 series of 2020. Figure 2 shows the timeline of the plan preparation and legitimation process.

Plan Guiding Principles From the conceptualization of the planning guidelines and the framework until the identification of challenges and formulation of strategies and legislative agenda, there was a deliberate effort to adhere to the key principles that guided the entire RERP preparation under the overall banner of “We Heal as One, We Recover as One.” The four guiding principles which are also anchored on the SOCCSKSARGEN Regional Development Plan (RDP) 2017-2022 Midterm Update are: a) convergence and strategic partnership; b) inclusivity (leaving no one behind); c) accelerated adaptation towards sustained resiliency; and d) the spirit of volunteerism. Figure 3 shows the plan guiding principles.

Convergence and strategic partnership involves the sustainable engagement, complementation and convergence of efforts and resources by government, the private sector, civil society and volunteer groups towards the relief, recovery, rehabilitation and resiliency of the people, activities, institutions and the entirety of Region XII from the problems brought about by the pandemic. The joining together of the different stakeholders envisages once again the whole-of-region approach which has been a trademark in SOCCSKSARGEN. Also, the convergence and strategic partnership is highlighted in the development activities of the Regional Task Force on Ending Local Communist Armed Conflict (RTF XII-ELCAC) and now with the pandemic and the new normal, this best practice approach of SOCCSKSARGEN will again be adopted and undertaken.

Anchored on the basic principle of the Sustainable Development Goals (SDGs) which is “Leaving No One Behind,” the inclusivity element pertains to the integration and consideration of all sectors and areas of SOCCSKSARGEN in the plan. Furthermore, inclusivity also refers to the all out effort to provide access and opportunities with the end view that everyone will benefit from the restart, recovery, rehabilitation and resiliency objectives espoused in the RRP. The inclusivity principle likewise builds on the mainstreaming of Gender and Development (GAD) as a development perspective and process that is participatory and empowering, equitable, sustainable, free from violence,

respectful of human rights, supportive of self-determination, and actualization of human potentials.

Accelerated adaptation towards resiliency is associated with facilitating the immediate transition of the way of life to the new normal condition as a result of the pandemic. The hastened shift to accepting the new way of life amidst the imposition of health standard protocols will help the people and the region adapt from recovery to resilience. Likewise, the resiliency of the SOCCSKSARGEN region shall be aggressively promoted, mainstreamed and practiced inorder to increase the adaptive capacities of the people, resources, socioeconomic activities under the new normal condition.

The Filipino’s spirit of volunteerism shall be the core modality in harnessing citizen engagement to increase public participation in government affairs and promote a consultative process in policy and decision-making. The definition of volunteering is a service-act of one’s own freewill for the benefit of others and the community. The COVID-19 pandemic has tested humanity and in Region XII there is no shortage in the display of the spirit of volunteerism and solidarity from all walks of life. Such good deeds of service for people and community has offered a ripple effect of optimism that SOCCSKSARGEN, in solidarity with the country and the rest of the world, will heal as one and will recover as one.

PART II. Planning Environment COVID-19 Situationer The pandemic that hit the world referred to as Corona Virus Disease 2019 or COVID-19 is an infection caused by the Coronaviruses that belongs to the Coronaviridae family. The virus got its name after the crown-like spikes on their surface. Coronaviruses are zoonotic, meaning they are transmitted between animals and people. These viruses cause illness ranging from the common cold to more severe diseases like the Middle East Respiratory Syndrome (MERS-CoV) and the Severe Acute Respiratory Syndrome (SARS-CoV).

History of Corona Virus Disease 2019 On December 31, 2019, the World Health Organization (WHO) alerted the world of the several cases of pneumonia recorded in Wuhan City, Hubei Province of China.

The said alert prompted Chinese authorities on January 7, 2020 confirming the emergence of the novel Corona virus later known as COVID-19. It was on January 27, 2020 that the WHO confirmed the human-to-human transmission of the disease in Wuhan City and some other places in China.

For those afflicted, no definitive treatment can be given. The vaccine to combat COVID-19 is currently underway and it may take months to years before it can be made available for public use.

In the press release of the Department of Health (DOH) – SOCCSKSARGEN dated February 11, 2020, for the first time, the people in the region were officially informed of the COVID-19 situation. According to the report, the country has only 3 confirmed cases while the region has none. Region XII reported a total of 24 persons under monitoring or persons with history of travel to areas with confirmed COVID-19 cases and one person under investigation or person with symptoms and history of travel.

In response to the situation, the DOH issued advisory to the public regarding travel ban to China, Hongkong, Macau and Taiwan and self-protection measures which are part of the protocol for the new normal. A 14-day quarantine period is required from those persons with a history of travel.

SOCCSKSARGEN Situationer The first confirmed case in Region XII was recorded on March 17, 2020 known as Ph 145 who has a history of travel to Malaysia and Manila and the last confirmed case recorded on April 9, Ph 3989 who travelled to Davao City .

As the pandemic developed, the cases were reclassified into three categories. Confirmed cases are those persons tested positive of COVID-19, suspects are persons with symptoms and travel history or in contact with COVID Volume 1: Regional Economy Restart Plan, May-December 2020

positive but not yet tested, and the probables are those with symptoms and awaiting test results. Based on the DOH SOCCSKSARGEN report, as of April 30, 2020, Region XII registered a total of 16 COVID-19 confirmed cases; of the said total Cotabato City is highest with 6 cases, 3 cases each for Sultan Kudarat, South Cotabato and Cotabato Province. General Santos City has one (1) and none in Sarangani. Table 1 is a summary of the COVID-19 cases in Region XII, as of April 30, 2020.

From April 10, 2020 onwards, the region has no additional confirmed case, owing to the restrictions imposed by the local government units in the region.

Restrictions vary for each LGU but by the third week of March 2020 started the shift from general community quarantine to enhanced community quarantine. With no additional case, the region reverted into general community quarantine (GCQ).

Recovery Status As of May 14, 2020, the region registered a recovery rate of 87.5 percent or 14 recovered out of the 16 confirmed cases, one (1) death, and one (1) still under monitoring but in stable condition.

Referral Facilities There are identified referral facilities in Region XII but are not enough to manage the number of suspects from SOCCSKSARGEN. Suspects with severe symptoms are brought to the hospital while those with mild are under the OPD. The LGUs have likewise identified isolation and quarantine facilities for COVID patients.

Those that have been identified are schools, other government facilities and privately-owned isolation rooms.

With the pandemic, everyone has to adapt to the protocol on the new normal, particularly on self protective measures and logistics which are not readily available. Logistics for personal protective equipment among frontliners have Volume 1: Regional Economy Restart Plan, May-December 2020

become scarce and malls and groceries have no stocks of 70 percent alcohol, face masks and related supplies.

Overall Regional Challenge Despite the strengthened level of awareness of the people and the region about the natural and human-induced disasters, the onslaught of the pandemic have exposed gaps in the capacities of officials, institutions and the general public to the COVID-19 crisis. With various governments and countries around the world struggling to prevent the exponential spread of the virus, the SOCCSKSARGEN Region was not spared from facing the problem with an uncertain solution. Among the major challenges when the regional lockdown was declared following the State of National Health Emergency and State of National Calamity were: Volume 1: Regional Economy Restart Plan, May-December 2020

Absence of COVID-19 Testing Facility in Region XII; Disruptions and delays in the supply chain particularly the flow of essentials such as food and basic commodities due to bottlenecks encountered in quarantine control points; Inconsistencies of COVID-19 related issuances from the municipality, component city with the province or the LGUs with the national guidelines; Loss of income and stoppage in socio-economic activities as a result of the imposition of quarantine protocols and regional lockdown.

How to restart trade and commerce especially the business sector and the MSMEs; and Greater demand for wider coverage, reliable and high speed internet connectivity given the modified work arrangements implemented by the government and private companies such as the work from home scheme, video conferencing, virtual meetings, online education, e-commerce and electronic payments .

Sectoral Challenges and Gaps Political The COVID-19 pandemic is an extraordinary challenge that puts the public service at the forefront. Both the public and private sectors expected that the government and its institutions shall provide a clear direction on the response phase while ensuring public safety against the threat of this pandemic. COVID-19 is considered as the most serious global health crisis and the most economically costly pandemics based on history, notably because of the globally synchronized lockdown, which causes trauma to the public and financial sector due to the abrupt stop in economic activities.

Republic Act 11469, known as the Bayanihan to Heal as One Act provided the guiding principles of the different institutions in the Region to “Act as One, Heal as One, and Recover as One.” The pandemic response of this sector was made more efficient as they established command and control among its different subsectors.

Local Governance The strong political will and the unified leadership at all levels of public service was the foundation of the effective and efficient response and recovery mechanisms in the region. The local legislative and executive bodies jointly tackled the issues and ensured that the ordinances passed are well deliberated.

Likewise, the Regional Line Agencies (RLAs) and the Local Government Units (LGUs) established a strong communication link and collaborated with other partners in the society to ensure the harmonization of the provincial issuances. It created Committees and Task Forces with specific functions to address the threat of COVID-19 and activated its Incident Management Team (IMT). Moreover, local guidelines and contingency plans were immediately disseminated to the communities for their guidance and to maximize the use of available resources.

Also, the region is blessed with a dedicated and committed workforce that despite the modified working arrangements they were able to deliver and provide excellent services to its clients.

The governance system in the region especially the LGUs had difficulty in responding to the needs and requirements of the pandemic due to the following: ● Outdated Comprehensive Land Use Plans (CLUPs) and Provincial Development and Physical Framework Plans (PDPFPs) considering the need to establish new growth centers to answer the consumers’ needs, the new normal protocols, and the Balik Probinsya, Bagong Pag-asa (BP2) Program; ● Lack of disaster thematic plans; ● Low level of readiness of people, facilities and institutions to respond to the pandemic; ● Capacity gaps of LGUs in responding to the pandemic; ● Weak LGU response and recovery efforts as it is still fixing holes and gaps as issues arise; ● Concerns on the persons’ right to privacy vis-a-vis the tracing of individual movement and processing of personal data; and ● Old databases and information are stored in existing CBMS. Governance and Institutions Development (GID) / Development Administration The National Government provided the directives for the operations while the country is in the state of public health emergency but the Regional Heads were given flexibility to decide based on the real time ground situation. Several regional offices adopted the work-from-home arrangement and open communication utilizing online platforms to ensure participatory and transparent governance.

The collaboration among the different sectors of the society was also enhanced by this pandemic, as both the public and private sectors are communicating on different platforms to strengthen and improve the response and recovery initiatives and efforts. The spirit of volunteerism especially for the private sectors supplements the limited resources of the government and its dedicated workforce.

In the continuous quest of the Region to improve its delivery of public service especially as we transition towards the new normal phase, the following challenges need to be addressed. ● Confusion among the national and local jurisdictions which entity has the authority and responsibility for various decisions and actions ; and ● The need to prioritize or repackage the agencies programs, projects, and activities to address the impact of the pandemic.

Justice System The thirteen (13) jail facilities and two (2) rehabilitation centers for drug dependents or the so-called “ Bahay Pag-asa” managed by the Bureau of Jail Management and Penology (BJMP) XII and Philippine Drug Enforcement Agency (PDEA) XII, respectively was able to sustain up to date their record of “ZERO COVID Volume 1: Regional Economy Restart Plan, May-December 2020

Cases” because of their prompt and efficient implementation of the standard and necessary health protocols during the period.

Washable face masks were distributed, no-face mask no entry, thermal scanning, disinfection of facilities, and other protocols were strictly implemented. Strict observance of hand washing, stepping on foot baths for both the Person Deprived of Liberty (PDL) and personnel, suspension of court appearances and as well as physical distancing for the personnel were also carried out.

The BJMP XII-managed jail facilities were in total lockdown to ensure the safekeeping of the PDLs against the threat of COVID-19. To ensure the mental and emotional stability of the PDLs, the E-Dalaw Program was implemented by wherein the PDLs can talk with their family through different online platforms.

The intensified law enforcement and the improved justice system in the region especially while we are under the state of public health emergency alarmed the management for the following:





Possible contamination of the facilities especially if the newly committed PDLs to enter the government rehabilitation centers and jail facilities were improperly screened and non-observance of the existing health standards and protocols. If the contamination will escalate, it has the possibility of affecting 3,897 PDLs in BJMP XII-managed facilities and about 67 individuals in the rehabilitation centers.

Physical distancing cannot be effectively carried-out in the jail facilities of the region due to its 327 percent congestion rate.

Peace and Security and Law and Order The pandemic response of these sectors was made more efficient as they established command and control among the investigating units, law enforcement agencies, and strategic checkpoints with disinfection facilities co-managed by the agency composite teams. Likewise, the law enforcement and security sector also assumed the dual role of attending the threat groups and as frontliners in the regional borders and in the implementation of the Enhanced Community Quarantine (ECQ), General Community Quarantine (GCQ), curfew, no movement day policies while intensifying its advocacy and information dissemination through the OPLAN Yawyaw and OPLAN Sita.

While the sector is doing its active role in fighting the threat and spread of the pandemic, Communist Terrorist Groups (CTGs) and other lawless elements in Kiamba, Sarangani Province, Lake Sebu, South Cotabato, Columbio, Sultan Kudarat, and Makilala, Cotabato Province are also implementing their antigovernment activities.

On May 8, 2020 during the 7 Monthly Meeting of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC), Secretary Isidro S. Lapena reminded the members that a stable peace and order situation as well as the uncompromised public safety and security is among the foundation of a better and developed society, thus, he encouraged everyone to intensify efforts towards the th

realization of Executive Order 70 because the government has no luxury of time and the right time is now.

While the law enforcer and security sector is doing its active role in fighting the threat and spread of the pandemic, there were recorded atrocities in the locality.

Hence, the following remain to be challenges in this sector:

● CPP/NPA continued atrocities affects communities despite the issuance of EO 70 ● Presence of armed and lawless elements around the Ligawasan Marsh area ● Sporadic armed conflict caused by clan wars or “Rido” Macroeconomy and Finance Sector The prices of basic goods and necessities were properly managed as the Local Price Coordinating Councils (LPCCs) were immediately activated and ensured the strict implementation of the price freeze as well as the anti-hoarding policies.

Moreover, the government also provided several financial packages to the affected and distressed employees and employers.

Furthermore, several population groups (daily wage earners, MSMEs) became emotionally distressed due to fear of surviving from daily subsistence since they have low levels of income and savings. They were caught off-guard by this pandemic and the increasing financial requirements as the ECQ and GCQ were extended.

To avoid future financial distress and to ensure sustained macroeconomic growth in the region, the following challenges needs to be address: ● Ineffective advocacy activities on financial literacy and individual/personal savings; ● Probable delay of the release of regular statistical survey reports due to lack of enumerators (no takers due to fear on COVID-19 exposure) and despite the several alternative platforms (online and telephone surveys) used by the Philippines Statistical Authority (PSA) XII; and ● Very delayed implementation of the National ID system for systematic identification of beneficiaries for government subsidies.

Economic The COVID-19 Pandemic has reached almost every region in the country and has a significant public health and economic impact for many of the farmers and fisherfolks. It affected the industry sector with most of the business establishments either closed and or continued operation with reduced capacity.

Almost 80 percent of the micro-small and medium enterprises (MSMEs) had stopped operation during the quarantine period. However, the tourism sector was badly hit by the pandemic that resulted in the closure of tourism establishments, such as tourism sites, hotels, resorts, travel and tours shops and domestic and foreign travels.

Agriculture and Fishery Subsector The crisis has not just affected people, but food security as well, due to many factors that include the temporary suspension of mass transportation, the tightening of borders in a bid to enforce the necessary precaution measures to halt the spread of the virus, thus, many farmers have had difficulty taking their produce to the market. Among the challenges experienced by the sub-sector are: ● Disruption in the agriculture and fisheries production; ● ECQ limited the mobility of farm and fishery workers and flow of food products; ● Lack of massive info dissemination of the “KADIWA on Wheels” activity.

“KADIWA ON WHEELS” is a marketing strategy of bringing and selling fresh fruits and vegetables, fish products of the farmers and fisherfolks to the community; and ● Limited number of public transportations to ferry fishery products Industry and Tourism The industry and tourism sector is one of the region’s economic drivers and sources of employment due to the presence of resource-based MSMEs. Almost all had ceased operation with the synchronized lockdown by LGUs to contain the spread of CoVID-19. Among the problems encountered are the following:

● Difficulty in sourcing raw materials and transport of food supplies and essential products due to limited mobility/differing EOs issued by LGUs ● Depletion in the working capital of MSMEs due to limited/no economic activity. The sudden closures of business establishments producing/selling non-essential products (not considered essential under the COVID-19 related issuances) had brought havoc to all affected MSMEs. The difficulty of how to start their respective businesses again remained a challenge. Among the losses of MSMEs include the following: a) Cancellation of orders b) Low purchase orders and sales c) Spoiled/expired products (specifically for processed food products) due to long periods of quarantine/lockdown. ● How to start their respective businesses again remains a challenge. ● Difficulty in locating stranded tourists and expensive cost of chartering planes ● Limited knowledge in engaging to E-commerce business transactions/ activities ● Lack of financial capital for the reopening of tourism-related businesses Mining, Quarrying, Sand and Gravel Mining activities in the region are limited to small-scale mining and aggregates. Government interventions to contain the spread of viruses have an impact on mining operations and their supply chains, the manufacturing industries and demand for aggregates (sand and gravel) in the construction sector.

This new reality for the industry includes a stoppage of small scale mining activities, limited mining and processing operations. This is expected to result in less contribution from the sector which also means lesser revenue collection for the LGUs where these industries are operating, thus reducing the LGU’s ability to fund social amelioration programs, among others. Other issues and challenges include the following: Proliferation of illegal small-scale mining (SSM), quarry, sand and gravel (SAG) operations resulting to non-collection of mineral taxes; and  Employee’s grievance for displacement during ECQ and demand for better job security and welfare. 

Social Health Based on the DOH SOCCSKSARGEN press releases, as of April 30, 2020, Region XII registered 16 COVID-19 confirmed cases. Of which, Cotabato City has the highest with 6 cases, and 3 cases each for Sultan Kudarat, South Cotabato and Cotabato Province. General Santos City has one and none in Sarangani.

Of the said total, 12 or 75 percent are males and 4 or 25 percent are females. In terms of travel history, ten persons have a history of travel to Davao City, five to Manila and one to Cebu City. One of the confirmed cases was an overseas Filipino worker (Ph 3671) from Abu Dhabi who flew in via Davao City.

Among the suspects, 48 were admitted, 99 discharged, 201 monitored through the outpatient department and 23 deaths. Cotabato Province is a hotspot area for suspects, it has the highest number of suspects with 96 OPD cases and 20 admitted. On the other hand, South Cotabato has a total of 10 deaths or highest among provinces. The region has three probable cases who died while awaiting their confirmatory result.

From April 10, 2020 onwards, the region has no additional confirmed cases, owing to the restrictions imposed by the local government units in the region.

Restrictions vary on the LGU status, third week of March 2020 started the community quarantine period to enhance community quarantine. With no additional case declaring the region into general community quarantine.

As of May 14, 2020, the region has had a recovery rate of 87.5 percent or out of the 16 confirmed cases, 14 recovered, one death and one still under monitoring but in stable condition.

Testing Center/Facility Currently, the region has no testing facility. Swab samples are referred to Southern Philippines Medical Center, Davao City for confirmatory tests. However, there are three facilities recommended as testing centers, viz: Cotabato Regional and Medical Center, Cotabato City; Dr. Arturo Pingoy Medical Center, Koronadal City; and, Doctor Jorge P. testing centers, the region has no real-time data on the confirmed case. The region has to transport the sample to Davao City and shall wait five (5) or a week’s time to receive the confirmatory result, if any.

Capacity on Disease Surveillance The pandemic has caught everyone unaware. Most of the medical personnel were not trained on disease surveillance and contact tracing. Barangay workers were likewise tapped in reporting suspects. However, these barangay health volunteers were also not trained in handling COVID-19 referrals.

 Lack of medical logistics support and inadequate medical personnel The novelty of CoVID-19 makes existing health facilities and medical personnel unprepared should the cases escalate in the region. Other personal protective equipment and related supplies are not readily available. There is thus a need to improve health systems at all levels of governance. Need to improve health system at all levels of governance.

Reproductive Health The DOH Field Health Service Information System (FHSIS), 2019 revealed that adolescent birth rate in 2019 was recorded at 10 percent or 10,917 adolescent women, mostly belonging to the 15-19 age group. The region is ranked 3 highest posting 14.5% incidence rate on adolescent pregnancy among 15-19 age group, based on the 2017 National Demographic and Health Survey conducted by the Philippine Statistical Authority. Women with unmet needs will be given continued family planning services. rd

Nutrition Good immune system is the first defense to combat diseases. Senior citizens and children are among those considered vulnerable to CoVID-19. Breastfeeding is highly promoted among lactating mothers to protect infants against diseases. A healthy and balanced diet is also recommended. To ensure healthy foods among families, LGUs are encouraged to prepare family food packs with fresh vegetables and other fresh produce.

Basic Education The region has 1,539,059 enrollees for the School Year 20190-2020. Of these, 101,897 in kindergarten, 644,836, elementary and 792,326 in secondary.

These learners are enrolled in about 2,420 public schools and 663 private schools with a total of 35,240 classrooms. Around 42,716 teaching staff and 4,793 nonteaching personnel were affected due to suspension of classes and mandatory closure of schools, both public and private. An estimated 1.5 million students in the region were affected as the enhanced and general community quarantines were enforced from the middle of March 2020 to May 2020. The purpose of which is to protect the students, faculty and staff, as well as parents from the threat of the spread of COVID-19.

The coming school year (SY) 2020-2021 will adjust the school opening and adapt to the new normal in the conduct of classes while still observing social distancing and hygienic practices. The following are the perceived challenges: 

 

Difficulty in managing learners in schools especially on maintaining social distancing and other means to avoid COVID-19 transmission; this goes for schools that will be allowed to conduct face-to-face learning, pursuant to the guidelines of the DOH, IATF-EID or the Office of the President; Lack of modules and inadequate capability of schools and teachers to manage online learning delivery platform; and Absence of logistics to support virtual and online learning since most public schools have no dedicated computers and smartphones and no internet connection.

Higher Education To address the impact of abrupt disruption of classes, the Commission on Higher Education (CHED) instructed the Higher Education Institutions (HEIs) considerable freedom to deploy available flexible learning and other alternative modes of delivery in lieu of in-campus learning. Students who lacked internet connectivity were given the option to fulfill class requirements after the lifting of the ECQ. More importantly, the Commission emphasized that class requirements and learning activities should be reasonable, transparent, and outcomes-based.

Following CHED advisories, there are HEIs which have opted to make up for lost time with online classes, and other alternative modes of delivery in lieu of residential learning. However, a great number of HEIs, especially those which have limited resources and limited access to internet connectivity, were not able to cope with this flexible/online learning modalities. In Region XII, a few of the HEIs including state universities and colleges are capable of online learning platforms.

Aside from the effects on student learning, school closures also affected a number of teachers in the private schools. The sudden school closures significantly affected the fiscal capability of some schools and colleges, particularly the private institutions in Region XII. The higher education subsector is confronted by the following challenges: 

Difficulty or un-readiness of both teachers and students shifting from traditional learning modalities to flexible/online or blended instructions and limited access to internet

Teachers at all levels are not technically, psychologically, and educationally prepared to conduct online classes. Many are not adept with the current technologies. In addition, poor and costly internet connection has continually beset the country even before the onset of the COVID-19 pandemic.

Infrastructures to provide fast and reliable internet connection to everyone is limited. In Region XII, only very few of the HEIs are capable of delivering instruction through this modality. In addition, impoverished students whose families could barely provide for their educational needs are further burdened by Volume 1: Regional Economy Restart Plan, May-December 2020

the high cost incurred in accessing internet connection. Moreover, not all students own laptops or smartphones connected to an internet that could be used during online learning. 

Possible increase in drop-out rate and reduction in enrolment in private HEIs and even in SUCs

Keeping schools closed longer increases the risk of learning loss and dropout of students. Also, students living in a high risk or an area with high COVID-19 cases, there is possibility that parents will not allow their children to go back to the said school or may even opt to stop schooling due to fear of possible infection. Moreover, the wider effect of the pandemic on socio-economic status of families which resulted in loss of income, lack of nutrition and social protection, and other adverse conditions might even push students from vulnerable groups out of education. 

Revenue loss for private schools and colleges due to shortened classes and possible transfer of students to nearest SUCs/LUCs

The suspension of classes in all HEIs operations came unexpectedly. Some institutions are still on their way preparing for the final exams. Private HEIs were constrained to pay the salaries of their faculty members and employees and to provide other forms of assistance at the time when no collections from students can be made. As private HEIs are mostly self-liquidating, their fiscal capability can be sorely affected. Also, with the implementation of travel restrictions and LGU border inspections, some students from far places may simply opt to transfer to schools or colleges nearest to their residence. 

Possible closure of some private schools and colleges due to loss of income and possible exodus of teachers

The prolonged closure of schools would mean loss of education resources particularly in private HEIs whose operation is dependent on tuition fees. The requirement for schools to install facilities that promote social distancing and implement standard health or hygiene protocols, would entail additional costs for private HEIs requiring them to rechannel existing or future resources for health hygiene and protocols; and, thereby reduce the overall resources available to education. With the concern of possible financial downturn for private HEIs if schools remain closed, their teachers and school personnel may consider transferring to other schools or institutions with better financial standing or may opt to find another job or alternative source of livelihood.

Social Protection The ECG and GCQ placed all forms of economic activities into a standstill and put a number of daily wage earners without income for the duration of the lockdown. Thus, a number of national government agencies readily made available social amelioration programs to address the poor, marginalized and vulnerable individuals, families, communities through the DSWD SAP, DOLE TUPAD, DA PPP, DTI loans to MSMEs, and others. However, a number of families and individuals still were not able to access such support. Among the major challenges confronted are the following: 

 

Difficulty in identification of qualified and bonafide beneficiaries, as well as in the actual implementation of social protection programs like Social Amelioration Program; Increasing demand for OFW assistance service due to the increasing number of repatriated and stranded OFWs; and Sustaining the well-being of a huge number of poor, marginalized and vulnerable individuals, families, communities amidst the crisis.

Labor and Employment The COVID-19 pandemic has significantly disrupted economic activities especially that of the region’s labor force. Greatly affected are the OFWs and workers in the formal and informal sector. DOLE XII has identified around 9,177 workers under its COVID-19 Adjustment Measures Program (CAMP) who were affected by the temporary closure of their companies due to the pandemic. These workers were provided with a one-time cash assistance of P5,000 per individual amounting to a total of PhP45,885,000.00. To help address the loss of employment among the informal sector, DOLE XII through its Tulong Panghanapbuhay sa ating Displaced or Disadvantaged Workers (TUPAD) Program # Barangay Ko, Bahay Ko (#BKBK) Disinfection/Sanitation Project, has provided emergency employment to about 15,617 individuals..

For Overseas Filipino Workers (OFWs), DOLE XII’s DOLE-AKAP for OFWs Program was able to provide a one-time financial aid of Php10,000 per OFW to about 2,044 OFWs amounting to a total of Php20,440,000.00, through the Overseas Workers Welfare Administration (OWWA) XII. In addition to OFWs, DOLE XII’s Social Amelioration Program (SAP) for Sugar Industry workers provided financial assistance to about 858 sugar workers at Php1,000.00 per sugar worker amounting to a total of Php 858,000.00.

With the sudden loss and discontinuance of employment and livelihood, the following challenges were identified across various labor and employment concerns: 

Loss of employment, livelihood, and income of the formal and informal sector;

Loss of employment, livelihood, and income of OFWs as well as the influx of unemployed repatriates from other cities and provinces; Insufficient number of trained essential health workers, such as nurses and other medical professionals to cope with the demand for health services amidst pandemic; The need to integrate Indigenous Peoples (IPs) in the region’s growing labor force as part of the production and manufacturing sector to ensure food security during and after the pandemic; and Low supply of Personal Protective Equipment (PPEs) such as face masks available to the public.

Urban and Housing Development COVID-19 has already inflicted havoc in various parts of the region, most especially in those areas with large populations like cities. Shelter, in this dire time, has become the safest place where an individual can stay which subsequently gives importance to housing as the key to fighting against this pandemic. The mantra “Stay home, save lives” has been widely used to remind every person to avoid public places, observe social distancing and stay in their respective abode to prevent the rife of the said virus.

Government Instrumentalities in the region engaged in the provision of shelter continued to do their part amidst the hit of COVID-19 in order to keep the people safe from possibly acquiring the disease and also, to continue attaining the aspirations of the people in SOCCSKSARGEN region despite the effects of the pandemic - to have a safe and secure shelter as indicated in the Regional Development Plan (RDP) 2017-2022 and Ambisyon Natin 2040.

The major challenges encountered by agencies and stakeholders belonging in the Urban and Housing Development sub-sector during the region’s fight against COVID-19 are as follows: 

Stoppage of housing construction due to lack of manpower and unavailability of construction materials.

Due to the memorandum issued by the government placing the entire country on Enhanced Community Quarantine (ECQ) which directed some industries producing/rendering non-essential products and services to temporarily stop their operations until such issuance is lifted for public safety, the procurement of materials for the implementation of housing projects has encountered delays and difficulties. Also, considering the safety of the workers and following the directives of the government, the implementation of the housing projects in the region was halted. 

Delayed approval of housing project proposals and stringent conduct of public bidding.

The precautionary measures to prevent or possibly avoid the virus were also applied in processing the housing project proposals of the Local government Units Volume 1: Regional Economy Restart Plan, May-December 2020

(LGUs) in the region as an immediate response to the protocols and safety measures formulated by the National/Regional Inter- Agency Task Force (N/RIATF) for COVID-19. This somehow causes delays in processing the requirements for housing projects, most especially that limited numbers of employees are allowed in the office to facilitate the concerns of their clients/stakeholders, and most of the documents and conferences are submitted and done online. 

Costly monthly amortizations on housing and condominiums.

Payment of home amortizations has become a burden for some homeowners as a result of the various actions that have been undertaken to address the COVID-19 pandemic.

Technological Technology has kept our society functional during the COVID-19 pandemic. With the imposition of long quarantine periods, people relied on technology to go on with their daily lives. However, there are challenges that continue to hamper the full utilization of technology:

● Slow internet speed/connection due to increased bandwidth demand People use the internet for online shopping, remote work/conferencing, distance learning, digital payments, telehealth, and online entertainment, among others. ● Vulnerability to cyberattacks and misinformation due to increased use of internet services - Hackers may attack applications used for remote conferencing like Zoom, which have security issues and digital payment services like online banking. In addition, people tend to rely on information from social media platforms (Facebook, Youtube, Twitter, etc.) for entertainment, which sometimes spread unverified and false information to the public. ● Unavailability of internet services in remote areas - People living in farflung areas in the region are not able to access the internet due to absence of landline/broadband internet services in their location. ● Tanod Covid, and Feasibility Analysis of Syndromic Surveillance using a Spatio-Temporal Epidemiological Modeler for Early Detection of Diseases (FASSSTER) systems not fully utilized - Tanod Covid is a system that LGUs can use to allow their constituents to report the symptoms they feel while FASSSTER is a tool used to forecast COVID-19 situation in the country. ● Increased demand on laboratory testing services for alcohol content Panic buying of alcohol and other disinfectants during the pandemic has caused the supply to run out in the market. There is a rapid demand on production of alcohol. Alcohol products will undergo laboratory testing for content authenticity before being released in the market. ● Limited supply of reagents and testing kits due to hampered delivery of materials from suppliers (Cebu and Manila) - Reagents and testing kits are used for testing of alcohol and food products in the DOST laboratories in Koronadal CIty and Gen. ● Power supply interruptions affecting laboratory testing and analysis Laboratory operations are hampered by frequent occurrence of power interruptions. It causes delay in the processing of testing results. ● Difficulties in putting-up of COVID testing center in the region

Infrastructure The emergence of the COVID 19 pandemic provided the impetus for the region to employ innovative approaches to assess the multi-faceted issues across all levels (political, economic, social, technological, infrastructure, legal and environmental).

While efforts are underway to respond to the devastating impacts of this public health emergency, there is a need to think ahead particularly on how to build a more resilient and sustainable future as we venture and adapt to a “new normal” state.

The infrastructure sector took a proactive stance of re-evaluating its performance and identified the challenges the sector is confronted with as it adapts to the new normal state. For the next eight months (May – December 2020), efforts and interventions will focus on addressing the following identified challenges relative to the new normal characteristics of the infrastructure sector:

Road-based transport Reduced passenger capacity per trip in the observance of physical social distancing;  Strict imposition of travel restrictions;  Higher investment demand for delivery vans, motorcycles and bicycles;  Low proportion of paved roads against the total road network in the region;  Low road density at 6.83, way below the national average of 10.57;  Poor or bad condition of around 218.53 km or 14% of the region’s total national road length based on DPWH assessment;  Poor road network connectivity leading to production areas, tourism sites, trade centers, industries, economic zones, and roads leading to Geographically Isolated and Disadvantaged Areas (GIDAs); and  Inadequate road safety features, particularly along major thoroughfares (i.e., road signage, street lights, etc.).

Airport Development 

 

Delay in the completion of the Expansion and Rehabilitation of the Passenger Terminal Building (PTB) of the General Santos City International Airport due to closure of inter and intra provincial borders with the implementation of ECQ, which hampered the delivery of construction materials from nearby regions; Reduced capacity of trips due to travel restrictions and in the observance of physical social distancing; Inadequate airport facilities that downscale their competitiveness to attract and accommodate more domestic and international passenger and cargo traffic;

  

Inadequate number of technically qualified personnel to handle airport operations; The need to complete the development of the Central Mindanao (M’lang) Airport; and The need to install CIQS facilities, travel immigration controls and health checks.

Seaport Development Inadequate seaport facilities that lower their competitiveness to attract and handle more domestic and international passenger and cargo traffic.

Water Resources Development and Management Irrigation  Slow development of the remaining potential irrigable area in the region to support agricultural development; and  The need to fast-track the restoration and rehabilitation of national and communal irrigation systems in support to agricultural production aside from developing new areas.

Water Supply and Sanitation  Higher demand for clean and potable water due to intensified advocacy on hand washing;  Presence of households with limited access to safe drinking water;  Inadequate facilities to address domestic wastes;  Low priority of LGUs and/or inadequate funds to implement sewerage and septage projects; and  Absence of a water supply and sanitation master plan that would serve as a guide for the overall implementation of Water Supply and Sanitation programs and projects.

Flood Control  Slow implementation of and/or inadequate funds to implement major flood control projects in the Mindanao River Basin.

Electric Power Supply Development and Management  Higher demand for stable, reliable and steady supply of power;  Increasing demand on the generating capacity of the power plants to cater to increasing residential, commercial and industrial electricity consumption and carrying capacity of transmission/distribution lines and facilities;  Security issues and natural calamity threats to power generating plants, and transmission/distribution lines and facilities;  Decrease in renewable energy generated power in the capacity mix;  Occurrence of forced outages of generating power plants and transmission networks and facilities;  Low water level of dams during dry season which decreased the capability of hydropower plants to generate required capacity;

 Right-of-way (ROW) issues during development and maintenance of transmission network and facilities;  Inadequate distribution system planning capabilities of distribution utilities (DUs) to assess the physical and operational changes in the electric grid and distribute network and electricity demands in order to provide safe, reliable and affordable service that satisfy customers’ expectations;  Poor electricity distribution network access in the rural and off-grid areas; and  Inefficient use of electricity by consumers.

ICT/Digital Infrastructure Development and Management  Higher demand for stable, fast/high-speed, efficient and affordable internet service to meet the surge for online transactions;  The need for higher investments in ICT and digital infrastructure facilities;  Need to strengthen cybersecurity;  Higher demand for digital payment platforms;  Increased reliance on technology in all ways of life, in both public and private sectors;  Poor accessibility of Cellular Mobile Telephone System (CMTS) in some areas within the cities and municipalities of the region;  Slow broadband connectivity in some areas within the cities and municipalities, and no broadband connections in far-flung areas since they are not covered by electricity, hence, no communications system can be established;  High cost of broadband subscription;  Limited spectrum for the new major TelCo player;  Lack of policy/congressional law/franchise to tap the broadband connection of the BIMP-EAGA-Rink; and  Absence of a national emergency frequency.

Legal Several legal instruments were issued to intensify the regions response against the threat of COVID-19 as follows: ● LGUs issued appropriate Executive Orders on community quarantine protocols and ensured that it is harmonized with the National and Regional IATFs guidelines; ● Timely released of the Memorandum Circulars from the Civil Service Commission (CSC) related to the State of Public Health Emergency, State of National Calamity and Quarantine Protocols; ● Provided guidelines on the deferment of payments for real property taxes, rents and other utilities; and ● The passage of the LGU level resolutions/policies requesting banks to delay payments on loans without interests.

Despite for the aforesaid efforts to harmonize the legal instruments guiding the response efforts against COVID-19, there is a need in balancing the human rights under quarantine protocols vis a vis government mandate to protect the general public in response to COVID-19.

Environment It’s a good record in history for the region to experience a cleaner air quality with less carbon emission caused by the closure and/or reduction in the operation of the majority of manufacturing and processing companies and reduction in the use of motor vehicles in compliance to community quarantine guidelines. However, on the other hand, there was an increasing generation of hazardous waste from hospitals and healthcare wastes which can be attributed to peoples’ awareness on cleanliness and sanitation protocols imposed by the government for all. In addition, increasing usage of water resources was recorded during the period due to sanitation practices.

Changes in the environment play a vital role in the emergence and re-emergence of certain infectious diseases. Deforestation, industrial agriculture, illegal wildlife trade, climate change and other types of environmental degradation increase the risk of future pandemics. Since the outbreak in China, the global and local economic activities have come to a full stop. Further, maintenance and monitoring of natural ecosystems have been temporarily halted; and tourism activity to natural areas has ceased.

In the region, the following are the prevalent environmental concerns observed:

 Lack of protocol for the disposal of healthcare wastes (PPEs, masks, gloves and other related items) - There was an increase in the number of personal protective equipment (PPEs) used by medical personnel, which means an increase in healthcare wastes generated. This was recorded alongside the increase of volume of domestic wastes collected from households.

Improper waste collection, management and disposal may expose the public to additional health risks, aside from the potential virus propagation.  Weak implementation of RA 9003 otherwise known as the Solid Waste Management Act - Not all LGUs in the region have approved Solid Waste Management Plan (SWMP). In 2019, only 83% of the LGUs have approved SWMP. Eight (8) SWMPs are still in process, 6 of which are for presentation and critiquing at the regional level and the other 2 for final evaluation.  Manual Sampling of Air Quality Index - The quality assurance/quality control of air quality is done through manual and real time stations situated in highly urbanized cities and also rural areas. As experienced, issues on the frequency of sampling in different sampling stations arise.

Cross-cutting Challenges The region also faces several challenges which cut across the sectoral delineation of responsibilities and these are the following:

The high incidence of poverty wherein Region XII recorded 33.7 percent poverty incidence among families in 2018 which is ranked fifth highest nationwide; The continued CPP/NPA terroristic activities in different urban and rural areas; The high number of returning OFWs which would demand availability of decent and quality jobs; and Unidentified regional and local convergence mechanisms for the Balik Probinsya, Balik Pag-asa (BP-2) Program.

PART III. The Plan Framework and Outcomes SOCCSKSARGEN Regional ERP and RRP Framework The SOCCSKSARGEN Regional Economy Restart Plan (Recovery) 2020 and Rehabilitation and Resiliency Plan 2021-2022 is geared towards the realization of the country's’ long term vision-AmBisyon Natin 2040 of having a “matatag, maginhawa, at panatag na buhay para sa lahat.”

It also adopted the goal of the National Risk Reduction and Management Plan (NDRRMP) that is to have safer, adaptive, and disaster-resilient Filipino communities that are protected from risks and can cope with and recover quickly from unfortunate event/s. It is also anticipated that this plan shall sustain the foundation for inclusive growth, a high trust society, and a globally competitive knowledge economy as articulated in the SOCCSKSARGEN Regional Development Plan 2017-2022 Midterm Update.

This plan also ensures that no one is left behind in restarting forward better and resilient communities and economy against the threat of pandemic towards a “matatag, maginhawa at panatag na buhay” through the seamless transition and adaptation of the CoVID-19 heavily affected sectors in the Region towards the "new normal".

Agriculture and Fishery Sector ● Focus on food security, availability and affordability. ● Ensure smooth and free movement of Food Supplies. Issuances of food passes and Local Transport Permits to address unhampered movement of farm and fishery products. ● Feeding program in public schools needs to source out supply of fresh fruits, fresh milk and vegetables from local farmers to meet the nutritional needs of children and boost their immunity. ● Bringing the market closer to the community. Establishments of “KADIWA ON WHEELS” to bring to the community supply of fresh fruits, vegetables and fishes produced by farmers and fisherfolks. ● Giving importance to backyard/urban gardening ● Patronizing local food production to boost the local economy

● It is very important to work for the implementation of the National ID system and continue the updating of the National Household Targeting System (NHTS) for Poverty Reduction. ● The use of fast and simple domestic remittance service in claiming/receiving emergency subsidy is considered the new normal. ● Increasing number of returning OFWs due to economic slowdown in host countries ● High number of displaced workers and loss of jobs Labor and Employment Drastic adjustments have been made during this pandemic to provide continuity of economic activities. Despite the challenges emerging from the pandemic, labor and employment remain as among the key areas of concern to help build the resilience of the regions' constituents. In order to do so, modern technology is seen as an effective option in enabling opportunities for workers in all sectors, to wit:

● The need to enhance online systems to access online jobs and skills training ● Promote and enhance the use of technology particularly through online filing of applicants for employment assistance packages and programs ● Focus on upgrading equipment and skills trainings to complement the needs arising from the pandemic specifically on the production and manufacturing of PPEs ● Adoption and compliance to the Department of Trade and Industry (DTI) and DOLE Interim Guidelines on Workplace Prevention and Control of COVID-19, signed on April 30, 2020 Urban and Housing Development ● The Department of Human Settlements and Urban Development (DHSUD) uses its regulating power over the homeowners association and developers. ● Provision of relief for those homeowners who have monthly amortization. ● Cooperation with the stakeholders such as developers and homeowners ● Setting of prescribed period and or online appointment for clients so that flocking in the office is avoided ● The use of technology to monitor on-going projects (now being developed). ● Delivery of housing services especially to those affected by calamities, i.e. earthquake, where some families are still in evacuation centers ● By immediate response and applying the protocols and safety measures formulated by National/Regional Inter Agency Task Force for Covid 19, information across all Regional Offices were disseminated through emails and chat/text messages. ○ The presence of internet/mobile data became very useful and the “techie” new generation employees easily adapts to it ○ Paper works/reports are done at home and submitted through emails.

Technological Technology has helped prevent the spread of COVID-19 in the region by allowing people to stay/work from home and businesses to continue operating despite the lockdown. Technology will certainly play an important role in the new normal situation brought about by this pandemic.

● Collaboration for the breakthrough invention and discovery of vaccine against COVID-19 ● Intensify medical research ● Increasing demand for health-related technologies and innovations (R&D and commercialization of safe, nutritious, well packaged agri-food products) ● Increasing demand for modern agricultural machineries that could fast track food production ● The need for an innovative technologies in storing, processing and packaging of agricultural produce to increase shelf life ● Higher demand for stable, fast/high-speed internet, considering the new normal way of conducting virtual meetings/conferences and ecommerce/online transactions. ● Need to strengthen cybersecurity (information dissemination for the emerging threats on cybersecurity) ● Higher demand for digital payment platforms (e-payment systems)

Infrastructure The COVID-19 health crisis has led the regional economy to uncertainty, which led to the emergence of “new normal”. Development plans have to be recalibrated to conform to the new normal. In order to effectively adjust plans and address the challenges the region is facing, it is important for us to be able to characterize what this new normal would mean to all of us. The NEDA, as chair of the IATF-TWG-AFP, conducted crowdsourcing through online surveys and came up with the initial list of characteristics of the new normal for various sectors. To complement the actions of NEDA, the Regional Development Council (RDC) XII - Infrastructure and Utilities Development Committee (InfraCom) validated the identified characteristics of the new normal and solicited additional inputs from various regional line agencies and local government units in the region. Among the characteristics of the new normal in terms of changes in the infrastructure sector landscape of the region are as follow:  Higher demand for stable, fast/high-speed internet;  Higher priority for investments in ICT and digital infrastructure facilities;  Higher demand for stable, reliable and steady supply of power;  Higher demand for clean and potable water due to intensified advocacy on hand washing;  Strict monitoring of compliance of public transportation to physical distancing;  Subsidies for mass transport and transport franchise operators due to reduced passenger capacity per trip; Volume 1: Regional Economy Restart Plan, May-December 2020

 Demand for digital content and digital applications to encourage online learnings and e-commerce to further reduce the economic impact of the COVID-19 pandemic to the economy;  Demand to capacitate stakeholders in the utilization of various digital infra/info structures and ICT services;  Demand for affordable/subscription of internet connectivity/ internet bandwidth and ICT enabled services; and  Higher demand for medical facilities that are pandemic ready.

Legal The implementation of various laws under the State of National Health Emergency, as well as quarantine protocols are among the issues discussed in the legal component.

Environment Preservation of the environment and the wise use of resources are the consideration in the new normal situation.

● Cleaner air quality - Reduction in emissions of volatile organic compounds (VOCs) such as nitrogen oxides (NOx), sulphur oxides (SOx) carbon dioxide (CO2) and particulate matter (PM) were reduced due to restrictions in transport and business operations. For mobile sources, drastic decrease was recorded, from 78,829 vehicles before enhanced community quarantine (ECQ) to 1,074 amid its observance. ● Increase healthcare and other solid wastes generation - Due to stay-athome policies, many consumers have increased their consumption of takeaway food delivered with single-use packaging. As for hazardous wastes, with proposed establishment of various local quarantine facilities, more PPEs and other related medical items will be used. Hence, potentially infected waste materials will be generated and collected. ● Higher demand for water in households, testing laboratories, business establishments and government and private institutions due to sanitation protocol - The rising need for constant sanitation of surroundings and disinfection of frequently exposed individuals will result in a higher demand for water. Households and different establishments may consume more water; hence, the number of applications for water use may increase. ● Proactive behavior in terms of protecting the environment and public health –The recent pandemic, COVID-19, highlighted the impact of consumerism on the environment.

With renewed sense of consciousness of the environment and the surrounding, people are expected to use and manage natural resources and biodiversity, more conscientiously. ● Higher interest in agriculture and backyard/urban gardening - Adaptive capacities of communities and natural systems are expected to improve. Community based greening programs and integration of green technologies are expected to emerge. Urban gardening will also be heavily promoted. ● Introduction of disaster-readiness measures in the business sector Business operations, their procedures and protocols, will be revisited by owners. New subculture will emerge, incorporating various safety procedures, preventing any possible exposure to the virus. ● Online submission of reports pertaining to environmental compliance by different stakeholders - Online platform for submission of reports from LGUs, industries and other concerned entities. This will require less personal contact and is expected to be more efficient in terms of data collection and gathering of information from the field.

Sectoral and Sub-sectoral Outcomes and Strategies Political COVID-19 has been a significant challenge for the government who are expected to control, direct and manage the crisis. Governance should be effective, adaptive and resilient in its decision-making integrating the lessons learnt due to limited pandemic preparedness of the country. The desired outcome of the political sector is to ensure the sustainability of efficient and effective governance in adapting the “new normal” state of living. Among the priority strategies are the following: Sectoral Outcome: Sustainability of Efficient and Effective Governance in the New Normal State Ensured

Governance and Institutions Development Strategies: ● Enhance, upgrade and update the CBMS. ● Enhance of ICT System (hardware and software) in government offices. ● Allocate funds and prioritize health care systems and facilities. ● Establish clear mechanisms and harmonized guidelines across government agencies and implementers with regard to the protocols set against pandemics and other forms of disasters. ● Capacitate the staff in handling pandemics. ● Incorporate the containment of health outbreaks and pandemics in the PDRRMP/PDPFP/CLUP/CDP and other thematic/sector plans. ● Enforce strictly the Executive Orders and enhance police visibility to reduce the transmission. ● Support and implement EO 114 or the Balik Probinsya, Bagong Pag-asa (BP2) Program. ● Consider creation of new growth centers to decongest crowded urban areas and also prepare for the return of the beneficiaries of BP2 Program. ● Integrate the “new normal” protocols in the updating of the CLUPs/CDPs and PDPFPs. ● Review existing geographic set-up of LGUs vis-à-vis administrative boundaries, building on the premise that a region should be a contiguous area to effectively establish border protocols.

Economic The economic sector has laid down various strategies for the attainment of its desired outcome and to support the overall outcome of seamless transition and adoption towards the new normal. Food production and security should be pushed and the revival of economic activities to spur economic growth after its downfall during the quarantine period.

Health and Nutrition Sub-Sector Outcome: Ensure essential quality health care services in accelerating human capital development amidst the COVID-19 pandemic (in the new normal) Strategies: ● Establish a regional testing center/s in Region XII; ● Hire additional medical professionals and health workers and equip them with capabilities on disease surveillance and contact tracing; ● Activate health care provider network to ensure prompt referral and management of cases; ● Mapping of women with unmet need and establish demographic vulnerability database; ● Intensify promotion of exclusive breastfeeding among lactating mothers; and ● Encourage LGUs to promote the production and use of locally-produced vegetables and dairy products and the establishment of backyard gardens among households.

Basic Education Sub-Sector Outcome: Human capital development accelerated, and vulnerabilities of individuals enrolled in basic education against all forms of disasters reduced.

Strategies: ● Mainstream the new health standard protocols in schools under the new normal condition for those that will be allowed to conduct face-to-face learning, pursuant to the guidelines of the DOH, IATF or the OP; this may include the installation of washing areas at the entrance of schools and, in compliance with the physical distancing measures of the DOH, the limiting of the number of learners per classroom to a maximum of 15 to 20; ● Capacitate educators/teachers on distance learning modalities, preparation of instructional materials, and planning of the organization of classes; this includes, as a start, the attendance of teachers to an orientation and training Volume 1: Regional Economy Restart Plan, May-December 2020

on distance learning modalities, preparation of instructional materials, and the planning of the organization of classes; ● Provide/increase access of public elementary schools and public secondary schools to online learning resources such as computers and the internet; this can be done through the DepEd Computerization program; and ● Encourage School heads, teachers, parents and partners to register every learner to DepEd Commons and other online modalities of learning as an alternative mode of learning continuity.

Higher Education Sub-Sector Outcome: Relevant and quality tertiary education ensured/attained Strategies: Many things are still unknown about the nature and behavior of COVID-19 and this applies worldwide, irrespective of the development status of countries. During these moments of uncertainty, education systems will also need to be prepared to deal with the potential health effects on the entire school community, both physical and mental, resulting from the direct and indirect consequences of COVID-19 and social isolation. The following strategies shall be pursued for the sector:

● Allow higher education institutions (HEIs) and SUCs to finish the semester thru the adoption of alternative/flexible mode of teaching and to give credentials to students; ● Conduct mapping of students and promote alternative/flexible learning such as modular, distance and blended learning; ● Provide relevant trainings to faculty particularly of private HEIs on online/flexible learning, as well as on research development; ● Facilitate possible provision of subsidy assistance to private HEIs and their employees; ● Allot adequate funding to provide capacity development trainings to schools and its stakeholders to competently prepare for alternative modes of teaching and learning; ● Adjust the curriculum and delivery modalities to be able to meet the key learning objectives for the school year, and to promote the use of more practical approaches to learning; and ● Review/assess policies down to regional and local laws and regulations to support programs and activities geared toward the improvement education system to make it resilient in times of pandemics.

Social Protection Sub-sector Outcomes: ● Increased access to social protection services among the disadvantaged families and vulnerable groups; and ● Improved delivery of responsive social welfare development protection programs.

Strategies: To improve the regions delivery of social protection services, the major strategies were listed as follows: ● Ensure efficient delivery of responsive social welfare development programs and interventions, including SAP, to qualified beneficiaries; ● Ensure accountability and transparency in the implementation of SAP and other COVID-19 related programs; ● Ensure continuous augmentation of food and non-food items; and ● Design a more inclusive and rights-based social protection scheme since everyone is vulnerable to various shocks and risks.

Labor and Employment Sub-sector Outcome: Reduced Vulnerabilities of Individuals and Families Strategies: The region’s labor force continues to show resilience aided by the support of the national government and other sectors. In order to mitigate the effects of sudden unemployment and loss of livelihood due to the pandemic, the following strategies were identified: ● Provision of cash assistance and income support through emergency employment ● Boost training and employment of newly graduated nurses and other essential health workers ● Provide basic livelihood training, immersion and access to markets for Indigenous Peoples as agripreneurs ● Provision of emergency employment assistance to the influx of repatriated individuals from other cities and provinces in line with the Balik Probinsya Program ● Mass production of PPEs by skilled workers This plan has recognized the contribution of the IPs particularly in boosting and strengthening the region’s food security. Tapping the potential of the region’s skilled workers is also seen as a vital component in the production of PPEs such as face masks to be made available to frontliners and the general public.

Urban and Housing Development Sub-sector Outcome: Safe, Decent, and Secure Communities Built following the standards in the “New Normal” State Strategies: The major strategies against COVID-19 identified for urban and housing development are as follows:

● Expedite the delivery of housing services especially for those affected by

calamities, i.e. earthquake.

Homeless individuals and those who are staying in makeshift shelters especially those families who were affected by the recent calamities in the region, i.e. earthquake, who have lost their homes have struggled protecting their families from acquiring the deadly infectious disease. More so, large families who are staying in small-makeshift houses find it very difficult to observe the protocols crafted in fighting against COVID-19 such as social distancing, etc.. Thus, the need to fast-track the provision and/or implementation of the housing projects to those affected by calamities and other recent disasters is a priority.

The implementers of housing projects shall require resumption of construction of the said projects to address the needs of earthquake-affected families in the region – providing them with safe, decent and secure homes and communities to save their lives.

● Align project implementation modes/practices with the new normal

protocols/environment.

The agencies and stakeholders involved in the provision of housing projects shall be required to follow the protocols and standards indicated in the “New Normal” state formulated by the National/Regional IATF for COVID-19.

● Issue an advisory for the moratorium on all monthly amortizations on housing

and condominiums by DHSUD. Payment Holiday or Moratorium on monthly amortizations on housing and condominiums specifically during the implementation of the ECQ shall be granted to homeowners to lower the financial burden brought by the pandemic. Policies on dividing the payment of the accumulated amortization during the period of ECQ into six (6) months shall be made or formulated.

● Implement the Resettlement Emergency Assistance Program (REAP) of DHSUD. The Department of Human Settlements and Urban Development (DHSUD) has allocated a budget amounting to Php 261.5 Million for the country’s fight against COVID-19. The said amount will be used to provide immediate financial assistance to homeowners who are directly affected by the pandemic.

● Conduct National Drive Against Professional Squatting and Professional

Squatting Syndicates (NDAPSPSS).

A national drive against professional squatting and professional squatting syndicates shall be conducted and intensified in partnership with the concerned LGUs and agencies involved in curtailing such illegal activities to prevent and avoid the spread of the infectious disease and the occurrence of other problems brought

by COVID-19.

● Inventory of government-owned lands purposely for socialized housing.

For equitable allocation and utilization of lands in urban and rural areas, the government shall facilitate an inventory of government-owned lands suitable for socialized housing for the benefit of the informal settlers and/or displaced families who need a safe and decent home during pandemic (COVID-19) or occurrence of any contagious infectious disease. This will also benefit the LGUs that have not yet identified a relocation site for their earthquake-affected families who are still staying in their temporary shelters amidst pandemic.

Technological Science, Technology and Innovation (STI) play a key role in the recovery of the region from the COVID-19 pandemic. The adoption, utilization and increase investments in new technologies through intensive research and development (R&D) can help spur back economic growth in the region. Technology can also make society more resilient against this pandemic and other threats that may arise in the future.

Sub-Sectoral Outcome: Vigorously Advancing Science, Technology, and Innovation Strategies: ● Intensify agriculture, industry and services sectors research and development - R&D can lead to the creation of new products and services which will improve efficiency and productivity. ● Intensify farm mechanization in lieu of manual labor to increase productivity in the agriculture and fishery sector thereby attaining food sufficiency in the region. ● Increase private investments by providing support mechanisms to MSMEs through innovative financing schemes to help them restart their business operations ● Utilize Tanod Covid and FASSSTER - These systems can help generate more accurate and timely data on COVID-19 situation in the region that will aid decision makers on how to respond objectively based on scientific evidence rather than on fear and paranoia. Data gathering and response can be further enhanced with the establishment of COVID-19 Testing Center in the region as well as the availability of rapid testing kits for mass testing. With all those things put in place, doable forward planning can be pursued. ● Establish COVID-19 Testing Center in the region ● Establish COVID-19 Operational Call Center ● Establish a Web-based and Mobile-based Provincial ID Tracking System for efficient contact tracing ● Recognize/consider local discovery of vaccines by local experts/scientists ● Continue the research on the efficacy of Virgin Coconut Oil (VCO) against CoVID ● Conduct of research on geosciences in relation to natural resources enhancement and mineral development Volume 1: Regional Economy Restart Plan, May-December 2020

Infrastructure The identified challenges of the infrastructure sector have shown us the need to accelerate infrastructure development that would help support in restarting the region’s economy and adapting to the new normal state. Efforts and interventions to accelerate infrastructure development would focus on addressing and managing the new normal characteristics of the infrastructure sector, especially in the provision of fast, reliable and efficient broadband internet connectivity; and adequate, stable and reliable electric power supply in the region.

To this end, the following sector outcomes and strategies shall be pursued to ensure that operations of infrastructure systems and facilities will be sustained as the region adapts to the new normal state.

Transportation Sub-sector Outcomes ● ●

Efficient and effective infrastructure transport facilities and services provided; and Mobility and accessibility of people and goods ensured.

Road-based Transport Strategies: ● Resume road-based public transport operations; ● Adopt, promote and strictly enforce/observe the protocols/policies/guidelines under the “new normal” in the provision of road-based transport services and construction of road projects; ● Provide subsidies for road-based public transport and transport franchise operators due to reduced passenger capacity per trip; ● Ensure unhampered delivery of construction and other infra-related supplies and equipment, and movement of personnel involved in the provision of essential utilities and services (water, electricity, telecommunications/ICT, airports and seaports); ● Provide additional lanes for the check points, and simplify/align LGU requirements with the national guidelines to ensure unhampered movement of people and goods; ● Upgrade unpaved roads to concrete all types of national roads to the highest quality standards; ● Improve inter- and intra-regional road connectivity and bypass roads; ● Rehabilitate roads with deteriorated pavement along arterial and national roads; ● Provide an integrated and effective transportation system along production areas, potential economic corridors, roads that connect growth centers, and access roads leading to tourism sites, trades, industries, economic zones, and roads leading to Geographically Isolated and Disadvantaged Areas (GIDAs); Volume 1: Regional Economy Restart Plan, May-December 2020

● Widen national arterial roads and bridges to accommodate the increasing volume of traffic; ● Provide bicycle lanes in national primary roads and along major thoroughfares in highly urbanized and urbanizing cities to promote walkability of thoroughfares and encourage cycling trips, to increase mobility, accessibility and safety; ● Provide/install solar studs along major thoroughfares and in most accident-prone areas not served by street lights; ● Restore dilapidated and install additional road signage and safety structures in required sections of roads, particularly along accident-prone areas, such as roundabouts and dangerous curves; ● Formulate and implement transport and traffic management plans by LGUs and improve the traffic systems of urbanized cities in the region; ● Intensify joint monitoring and evaluation of inter-regional projects; ● Institutionalize the Infrastructure Monitoring and Advisory Group (IMAG) to assist the agencies in implementing road and bridge projects; ● Fast-track and strictly implement DPWH and DOE Joint Circular No. 1, series of 2017; and ● Encourage equal employment opportunities and workplace safety and health.

Airport Development Strategies: ● Resume flight operations; ● Adopt, promote and strictly enforce/observe the protocols/policies/guidelines under the “new normal” in the provision of air transport services; ● Provide subsidies for air transport franchise operators due to reduced passenger capacity per trip; ● Entry of new aviation player for more choices, cheaper fare and quality service; ● Promote GSC International Airport as a new business hub; ● Promote more open flights between GSC International Airport and other domestic (Clark, Panglao Bohol, Bacolod, Puerto Princesa) and international (Manado, Singapore, Hongkong) destinations; and ● Modernize, improve, and upgrade facilities of the airports in the region to meet international standards.

Seaport Development Strategies: ● Resume maritime public transport operations; ● Adopt, promote and strictly enforce/observe the protocols/policies/guidelines under the “new normal” in the provision of maritime transport services; ● Provide subsidies for maritime transport franchise operators due to reduced passenger capacity per trip;

● Modernize, improve, and upgrade seaport facilities in the region to meet international standards; ● Pursue and support the operation of Davao-GenSan-Bitung Shipping, and Jose Abad Santos-Glan-Sarangani Island – Collaboration Triangle (JAGSCT); and ● Intensify the security operations of the ports in the region.

Water Resources Development and Management Sub-sectoral Outcomes: ● Adequate and effective delivery of water supply to support agricultural production, and for safe drinking water and other health and sanitation needs guaranteed; and ● Drainage and flood risk management institutionalized.

Irrigation Strategies: ● Adopt, promote and strictly enforce/observe the protocols/policies/ guidelines under the “new normal” in the construction and provision of irrigation facilities; ● Adapt new irrigation practices such as Water Saving Technology (WST), Direct Dry Seeding, and Ladderized System of Planting; ● Develop E-trainings/ E-learnings for institutional development; ● Continue to undertake the operations and maintenance of irrigation systems through partnership with the farmers, Irrigation Associations (IAs) and LGUs; ● Support the NIA’s on-going establishment of Farmland GIS (Geographical Information System) of Irrigation Systems; ● Provide income augmentation to farmer beneficiaries through job generation in project implementation; ● Complete the remaining components of the MalMar Irrigation Project Phase II; ● Fast-track the Kabulnan 2 Multipurpose Irrigation and Power Project and Tulunan Small River Impounding Project (SRIP); ● Implement Small Irrigation Projects (SIPs), Small Water Impounding Project, and RainWater Collection Systems; ● Adopt appropriate water system development technology, such as hydraulic ram pump and solar-powered irrigation facilities in all provinces in the region; ● Develop infrastructure facilities like retarding dams/basins that can be used during drought and maximize run-off waters in rivers; ● Intensify advocacy activities among LGUs on the formulation of policy/guidelines on the conservation of water sources like flowing/springs and other water sources in their respective areas; ● Fast-track the completion of the National Irrigation Master Plan that shall set the overall framework to implement strategic policies and program/projects on irrigation; and

Water Supply and Sanitation Facilities Strategies: ● Adopt, promote and strictly enforce/observe the protocols/policies/ guidelines under the “new normal” in the construction and provision of water supply and sanitation facilities; ● Expand the service areas of water districts serving the region’s five (5) cities and beyond the poblacion of twenty-four (24) municipalities; ● Expand the coverage of SALINTUBIG Program and other water supply programs to include areas without safe water supply; ● Install and encourage the use of rainwater harvesting facilities; ● Enforce and ensure compliance of water distribution units to Water Safety Plans from catchment to customers; ● Intensify monitoring of water potability at all levels; ● Establish waste water and sanitation infrastructure facilities, like water treatment facilities and septage treatment plant; and ● Strengthen the implementation of the Integrated Water Resource Management (IWRM).

Flood Control and Drainage Strategies: ● Adopt, promote and strictly enforce/observe the protocols/policies/ guidelines under the “new normal” in the construction and provision of flood control and drainage facilities; ● Formulate flood control and drainage master plans for cities and municipalities in the region; ● Implement the critical flood control projects identified in the Mindanao River Basin Integrated Management and Development Master Plan; and ● Adopt a ridge-to-reef approach in project implementation.

Electric Power Supply Development and Management Sub-sectoral Outcome: Adequate, stable and reliable electric power supply provided.

Strategies: ● Adopt, promote and strictly enforce/observe the protocols/policies/guidelines under the “new normal” in the construction, provision and maintenance of electric power supply facilities; ● Enhance policies toward an adequate and reliable grid; ● Ensure generating power plants to have minimal forced outages; ● Identify and promote other emerging and indigenous technologies and innovation for non-transport application; Volume 1: Regional Economy Restart Plan, May-December 2020

Information and Communications Technology / Digital Infrastructure Development and Management Sub-sectoral Outcomes: ● Universal access to quality, affordable, reliable and secure Information and Communications Technology (ICT) enabled services ensured; and ● One Digitized Government - One Nation established.

Strategies: ● Adopt, promote and strictly enforce/observe the protocols/policies/guidelines under the “new normal” in the construction, provision and maintenance of ICT facilities; ● Provide fast, reliable and efficient broadband internet connectivity especially in the rural areas;

● Fast-track the roll-out activities for the operationalization of the third Telco (DITO Telecom) that will enable more competition which will result to faster and affordable internet connectivity; ● Establish and utilize a Web-based and Android/Mobile-based ID Tracking System/RAPIDPASS ID to allow for efficient contact tracing of persons exposed to COVID-19 carriers and mobility of people and goods; ● Institutionalize the issuance of National ID system to provide valid proof of identity, simplify public and private transactions, improve the delivery of government services, enhance administrative governance, reduce corruption, strengthen financial inclusion, and promote ease of doing business; ● Adoption of Feasibility Analysis of Syndromic Surveillance using SpatioTemporal Epidemiological Modeler (FASSTER) by LGUs to support the efficient contact tracing of persons exposed to COVID-19 carriers; ● Encourage more on-line transactions and “Work from Home” arrangements by: ○ Institutionalizing the utilization of digital signatures (Public Key Infrastructures/PKI) in the government and private sector transactions; ○ Utilizing electronic payments of government and private sector transactions; ○ Encouraging the LGUs to adopt the Electronic Business Permits and Licensing System (eBPLS) which aims to shorten the business processing time in compliance with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018; and ○ Strengthening the technical capability of LGUs, SUCs and government agencies on using online platforms for virtual communications/ conferencing. ● Institutionalize the creation of ICT council in the LGUs that will lead the ICT development in the community; ● Provide various capacity building interventions for the public in general through on-line training programs (Webinars) as well as other online job training platforms; ● Capacitate stakeholders and promote ICT-enabled jobs as a high value economic opportunity in rural communities; ● Promote the application of ICT tools and applications to improve public service delivery in the fields of education, public health and safety, revenue generation and socio-civic purposes; ● Establish cell sites in areas with poor or no Cellular Mobile Telephone System (CMTS) coverage and areas that have no broadband connections to facilitate integration of the region through digital infrastructure; ● Prioritize the improvement of signal and connectivity for major government facilities; ● Full implementation of Republic Act No. 10929, An Act Establishing the Free Internet Access Program in Public Places in the Country and Appropriating Funds therefor; ● Institutionalize the Government Emergency Communications System (GECS) to establish one frequency in order to cascade timely, accurate and reliable information in times of disasters; and Volume 1: Regional Economy Restart Plan, May-December 2020

Legal The desired outcome for the legal sector is to harmonize the issuances among and between the different sectors from the national, regional and local levels. Sectoral Outcome: Clean and Healthy Environment Strategies: ● Establishment of proper waste disposal protocols of healthcare/medical wastes (all LGUs) ● Strengthen the enforcement of RA 9003 – Solid Waste Management Act Require all LGUs to complete and update their respective SWMPs. ● Enhanced/Automated Sampling of Air Quality Index ● Establishment of Septage Treatment Facility and additional SLF (Koronadal City) ● Intensify community education and public awareness on solid waste management and disposal (eg. proper disposal of masks) ● Establishment of sewage water treatment plants in General Santos City and other LGUs ● Implementation of Agroforest Programs to support the food security of the region and the Balik Probinsya Program ● Adoption of the “family approach” as one of the modes of implementing reforestation ● Paradigm shift in species selection for greening and environmental programs

Priority Legislative Agenda In realizing the strategic directions toward a disturbance-resilient SOCCSKSARGEN Region, it is a prerequisite that these courses of actions are reinforced by a system of rules and regulations that are legally enforceable by the authorities and are demandable from the public to ensure their faithful and religious compliance. The following are the priority legislations that need immediate actions by the Congress of the Philippines and by the respective Sanggunians (Panlalawigan, Panlungsod, and Bayan) of each province, city, and municipality in the region.

Water Resources Development and Management ● Issue a policy institutionalizing the preparation of a groundwater study/assessment at the LGU level; ● Pass a law requiring all LGUs to craft their drainage master plans and for DPWH to provide funds thereof; ● Support the amendment to EO 50 and institutionalize the Mindanao River Basin Management Council (MRBMC) as the body that would oversee the integrated and coordinated implementation of programs and projects in the MRB; and ● Support the creation of the Department of Water to oversee the integrated implementation of the Philippine Water Supply and Sanitation Master Plan.

PART IV. The Investment Program CY 2020 Realigned 2020 PAPs of RLAs Total realigned CY 2020 programs and projects (PAPs) to address CoVID 19 amounted to PhP 6.44 Billion. Majority or about 92 percent is for the infrastructure sector, followed by the economic sector at around 5 percent. The social sector shared about 3 percent and the least at about less than 1 percent is recorded for the governance and peace and security sector. However, the information is based on the submitted inputs from regional line agencies. Other agencies are still waiting for guidance from their central offices on the realignment of PAPs for the year. Figure No. 5 illustrates the distribution of PAPs by sector in Region XII. PART V. Plan Implementation and Monitoring Mechanism The SOCCSKSARGEN Regional Economy Restart Plan (RERP) covering the period May 15-December 2020 is expected to operationalize the Political-EconomicSocial-Technological-Infrastructure-Legal-Environmental (PESTILE) strategies in order to facilitate transition and swiftly adapt the people and their way of life, private and public institutions, and socio-economic activities to the new normal.

Through the RERP, concerned government agencies will set the necessary policy and regulatory environment and provide public goods and services by implementing PAP) towards the goal of leaving no one behind in rebuilding forward better and resilient communities and economy against the threat of the pandemic towards a Matatag, Maginhawa at Panatag na Buhay Para sa Lahat.

The effective implementation of the RERP demands for efficient coordination among government agencies at regional level, the private sector, civil society, and other development stakeholders. For the planning period of the RERP which is May 15-December 31, 2020, the efficiency and effectiveness of the multi-sectoral strategies, PAPs, and priority legislative agenda contained in the different chapters will be monitored. Efficiency will be determined in terms of how the activities of all actors in the public and private sectors were directed by the overall and sectoral outcomes as contained in the plan framework. Effectiveness will be assessed in terms of the extent to which the people, their way of living, the public institutions and private enterprises, and the most vulnerable sectors have adapted to the new normal.

The RERP is Volume 1 of the SOCCSKSARGEN Rehabilitation and Recovery Plan (SOX-RRP). The phasing of the SOX-RRP is divided into three (3) phases that correspond to the remaining two and a half years of the Duterte Administration.

The phasing would provide the avenue of re-prioritizing urgent interventions, reclassification of priority PPAs, re-thinking of traditional development paradigms and perspectives, as well as re-evaluation of existing strategies and re-formulation policies that are responsive to the new normal. The three phrases are as follows: Volume 1: The Regional Economy Re-start Plan

a) Phase I: Short-Term (Relief and Recovery) – May to December 2020 The first phase shall ensure that government strategies and resources are focused on the urgent recovery interventions that will facilitate fast transition to the new normal. PPAs funded under the 2020 General Appropriations Act (GAA) that are not supportive of RA 11469 and other related policies shall be deferred.

The budget from these canceled PPAs shall be re-aligned to new interventions that are, but not limited to, intended to fight the spread CoVID-19, provision of financial assistance or commodity benefits to the vulnerable groups and stimulus

subsidies to the business sector to start-up regional socio-economic activities, among others.

Volume 2: The Rehabilitation and Resiliency Plan

b) Phase II: Intermediate-Term (Rehabilitation and Resiliency) – January to December 2021 The second phase of the RRP shall concretize the strategies post-lockdown period. This will be undertaken through the implementation of the re-classified PPAs that passed through a new round of RDC XII review and endorsement process for the RLA/SUC/GOCC/NGI budget proposals. The re-prioritized PPAs for CY 2021 will build on the interventions implemented in Phase I and ensure that recovery and rehabilitation efforts are sustained and established.

c) Phase III: Transitory-Term (Resiliency) – January to December 2022 The third phase of the RRP shall carry on the momentum of the recovery and rehabilitation efforts. The strategies, as well as the newly enacted laws, regulations and policies would serve as the anchor of long-term PPAs to bolster the resiliency of Region XII under the new normal condition. This phase is also the bridge to the succeeding administration when President Rodrigo Duterte ends his term on 30 June 2022.

Plan Implementation and Monitoring Structure The effective implementation of the SOCCSKSARGEN Regional Economy Restart Plan (RERP) calls for efficient coordination among government agencies at all levels, the private sector, civil society, and development partners. During the implementation period, the efficiency and effectiveness of the various strategies and programs discussed throughout the plan will be monitored. Efficiency will be determined in terms of how development activities have been guided by the intended outcomes. Effectiveness will be evaluated in terms of the extent to which the various strategies and programs have addressed the COVID-19 Pandemic, and quality of life of Filipinos, especially the poor and marginalized, has improved and adapted to the “new normal”. Figure 10 describes the structure for the vertical and horizontal linkages for efficient coordination of various entities involved in the monitoring of the SOCCSKSARGEN RERP. Implementing Agencies and LGUs in the region shall submit monthly accomplishment reports in the implementation of Programs, Projects and Activities to the Secretariat of the Regional Economy Response Cluster (NEDA XII) to monitor their progress and contribution in the attainment of the intended outcomes and/or results stipulated in the RERP, using Annex B and C, for agency and LGU, respectively. Data/information on the PPAs description, location, implementation period, number and type of beneficiaries’ benefited, budget allocated and source of funds, physical accomplishment, issues/concerns

encountered, and recommendations shall be reported and gathered to ensure that PPAs are being implemented and will be completed as planned.

The Regional Economy Response Cluster (ERC), during its regular meetings, shall discuss and deliberate the monthly accomplishment reports of implementing agencies and LGUs. Recommendations and issues/concerns needing actions, including those that could not be resolved at the Regional ERC level, shall be referred to the Regional Task Force on COVID-19. These recommendations and issues/concerns may also be referred to the Regional Development Council (RDC) Sectoral Committees and the Regional Project Monitoring Committee (RPMC), and/or concerned Provincial/City Task Force on COVID-19, for appropriate action.

On the other hand, recommendations and issues/concerns needing actions at the national level shall be referred to the NDRRMC Response Clusters for COVID-19.

At the local level, monitoring will be undertaken in coordination with the Provincial/City Committees/TWGs on COVID-19. The Secretariat of Regional ERC (NEDA XII) shall closely coordinate with these Local Committees/TWGs on COVID19 to validate the implementation of PPAs.

PART VI. Communication Plan The Communication Plan contains the structure, responsible centers, messaging, content and strategies to effectively advocate the RERP to the general public. It is inherent to connect and engage all sectors and stakeholder groups in order to generate support and cooperation for the success of the restart, rehabilitation and recovery plan.

Structure and Responsible Centers The Philippine Information Agency (PIA) XII shall spearhead the communication and engagements on the dissemination and information education of this plan in recognition of its mandate to disseminate information about government programs, projects, and services to the Filipino public, with the final goal of seeing the quality of their lives improved, in the case of the RERP, adapted to the new normal. The PIA may partner with the Information Officers’ Conference (ICON) 12 which is the organization of information officers of the SOCCSKSARGEN to advocate the RERP. Other agencies and entities which will be tapped to support to PIA XII in its advocacy are:  Region XII Inter-Agency Task Force on Emerging Infectious Disease (RIATF-EID);  National Economic and Development Authority (NEDA) XII;  Department of Information, Communication and Technology (DICT) XII;  Department of the Interior and Local Government (DILG) XII; and  The Local Government Units.

These aforementioned entities/agencies shall designate their information officers or assign competent resource persons who will be readily available for interviews and other media briefings.

Platform In advocating the RERP for the new normal, the responsible centers would utilize effective and available platforms to convey the message to the different stakeholders.

Television and radio remains as the widely used medium for free and could reach far-flung areas to provide regular updates and other relevant information through media coverage and interviews from concerned government officials about the plan. The creation of text hotlines and feedback mechanisms as a means of opening lines for public inquiries. Also, the popularity of the internet and social media to relay regular updates from official websites and social media accounts of agencies. For the far-flung areas that do not have internet connectivity, the production of IEC materials such as leafers and briefers will be distributed, Volume 1: Regional Economy Restart Plan, May-December 2020

preferably with local translation. The continuing advocacy about the RERP and strategies therein will also be displayed in infographics banners and tarpaulins in strategic locations at the barangays. Figure No. 11 illustrates the platform and responsible centers of the communications plan which will advocate the message and content to the target audience, the general public.

Thus, the use of layman’s terms in the content as a strategy will be adopted. The messaging would revolve around the public’s understanding of the new normal to facilitate increasing awareness and comprehension about this prevailing situation.

Strategy The strategy to be adopted in order to have an effective communication plan is to capitalize on the public's high attention and patronage on social media (Facebook, Twitter, Instagram, among others) and through the availability of the free radio and television broadcasts.

Also, the current capabilities of government agencies such as the from National Telecommunications Commission (NTC) and National Disaster Risk Reduction and Management Council (NDRRMC) which use text blasts in disseminating information to the general public The public’s pulse is important to serve as inputs in improving government’s policies and programs. Given this, feedback through crowdsourcing initiatives will be developed to gather information to evaluate the effectiveness of the message of the plan.

Since the battle against the pandemic is a whole-of-nation approach, it is critical that those with technical capacities from government and the private sector will be mobilized. Within the government, coordination efforts with the Presidential Communications Operations Office, through its various media outlets (i.e.

Philippine Information Agency, Philippine News Agency, People’s Television Network, Radyo Pilipinas, etc.), and other media outlets where the State has airtime credits must be maximized. Also, the current partnerships and collaborations with the stakeholders (i.e. other government agencies, private firms, non-government organizations, academic community, private media, and volunteer groups) must be utilized for an effective and successful communications plan. Figure No. 12 provides the flow of communications that will be followed for advocating the RRP/RERP.
